Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. Gas velocity (Jg) measurements conducted close to the froth-pulp interface over the cross-section of a flotation cell reveal how efficiently the incoming air is being dispersed throughout the volume of the cell. Furthermore, measurements of Jg at deepest locations in the cell provide valuable information about air recirculation and dispersion conditions in the bulk volume of the cell. Gas velocity in flotation cells has predominantly been measured by a transient capture of gas in a graduated probe. In this project, a new sensor for measuring gas velocity in an on-line manner was developed. A probe is partially immersed in the flotation machine, below the froth-liquid interface. The probe is used to collect the rising air bubbles from the liquid phase. The liquid-froth interface is shifted into the probe under vacuum. A controlled vacuum is kept inside the probe. As air bubbles burst inside the probe, the excess of air is continuously removed from the probe via suction. The removed air is measured using a mass flow meter. The fully automated sensor allows us to continuously measure Jg at different location in a flotation machine. An experimental programme was carried out in a 10 cm diameter laboratory flotation column to determine the accuracy and repeatability of the automated sensor. The new sensor was used for evaluating gas dispersion conditions in a 215 litre transparent laboratory scale flotation cell. Gas velocity distributions along the radial and axial directions of the cell were measured over a wide range of operating conditions. The operating conditions in the cell were modified by altering impeller speed and air flow rate. Two different rotor-stator mechanisms were utilised to disperse the air in the cell, the MultiMix and the FreeFlow mechanism. In this paper, a description of the gas velocity sensor is given, and the results of the experimental work are discussed in detail.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

The primary object of this paper is to describe the present metallurgical practice of the Emperor Combined Mill, wherein ores from the adjoining and Associated Mining Companies, Emperor Gold Mining Company Ltd., Loloma (Fiji) Gold Mines, N.L., and Dolphin Mines, Ltd., are treated for the recovery of gold and silver.The mining field is located in the foothills, five miles from the sea, on the northern side of Viti Levu, the largest and most important island of the Fiji group.The orebodies occur in basalt and associated ash beds overlain by andesite, tuffs and sediments. The basalt is a dark greenish-black rock and in much of the ore mined is weathered with alteration of the olivine to serpentine and iron oxides, of the augite to chlorite and of the minute included crystals of iron ore to other iron oxides. Into the basalt intrudes a considerable number of andesite dykes, and the lodes occur as veins in these dykes, as "flatmakes" along fissures or, ash beds extending horizontally from the dykes and at the contact of the basalt and the andesite dices.The Emperor orebody is the largest and most important, and consists essentially of massive, shattered, well altered and mineralized basalt.Little or no free gold occurs in the ore at present being milled, the most important host minerals for gold being the tellurides sylvanite and hessite, next in importance being the sulphides, pyrite, marcasite and arsenopyrite. Chalcopyrite is present in quantities large enough to be troublesome in the subsequent concentrate treatment section, while sphalerite, tetrahedrite, bornite, galena and native tellurium are present in small quantities.Unimportant occurrences of native copper have been observed in both Dolphin and Emperor orebodies.

Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the projectÆs gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the LendersÆ and BorrowerÆs teams has facilitated a greater understanding and æownershipÆ of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

Finely ground beryl was decomposed by mixing with ground limestone and soda ash andheating at 900¦C for,4-6, hours.The sintered material was then crushed and leached by boiling under reflux with 5N sulphuric acid for up to 4 hours. The liquor containing Be, ; Al, . Fe and, other elements as sulphates, was separated from the residue which consisted mainly of silica and gypsum, either' by filtration or by decantation washing.The clarified leach liquor.was first treated to remove Fed}: , by contacting with a primary amine-kerosene solution in2 counter-current stages. The iron free liquor wa,s then passed to a 4-stage counter-current extraction unit where it was con-tacted with 0.5M di-(2 ethyl hexyl), phosphoric acid (EHPA) in kerosene. The'operating conditions were such that at least 99 p'br cent of the Be and only 7' per' cent of the Al- was, extracted The ,B6`= and. Al were ;stripped from the organic phase by sod-ium hydroxide solution of suitable concentration to form soluble "beryllate" and "aluminate" respectively. Most of the Be was subsequently precipTitated a's Bo(OH)2 by-hoating the alkaline solution to 90C, the Al remaining in solution. After filtra-tion and washing, the Bo(OH)2 could be ignited directly to BeO at about 1000 C or used as a feed to further purification stages aimed at producing "nuclear grade" BeO.A small coaAter-current extraction unit was operated con-tinuously using liquor derived from the sintering and leaching stages. Data obtained in batch laboratory tests were confirmed. A product obtained by ignition of the washed "beryllate" precip-itate contained more than'99 per cent BeO.

Middle and Late Cenozoic fluvial conglomerates and gravel in northeastern Southland record the transport of alluvial gold from Central Otago into Southland, and subsequent reworking and concentration of this gold into economic placer deposits. A corridor of geochemically distinctive, Hg-free gold derived ultimately from veins in Torlesse Terrane schist in Otago extends through the Caples Terrane and into Southland. The initial repository in Southland was fluvial sediment of the East Southland Group, specifically weakly auriferous, quartzose delta plain strata of the Gore Lignite Measures (GLM), a downstream equivalent of Dunstan Formation in Central Otago. Miocene uplift along the northwest trending Old Man Range beheaded the parent river system, isolating GLM from its Central Otago source area and establishing the proto-Waikaia River system. Rising topography between Otago and Southland increased fluvial gradients, and initiated erosion of cover strata and a sequence of tectonically induced gold recycling events. Auriferous GLM were recycled from the hinterland into broad braided fluvial channel and floodplain deposits of the Waikaia Group (new), specifically the highly auriferous Waikaka Quartz Gravels and equivalent Waimumu Quartz Gravels downstream (WQG), superimposing more proximal depositional environments over parts of the former GLM delta plain. WQG were deformed, and locally cannibalised during the later stages of their deposition by reverse movement on north-northeast trending faults of the Dunsdale System (NW side up). Increased tempo of uplift in the hinterland (Old Man, Garvie, Umbrella, and Blue Mountain Ranges) in the Pliocene and early Quaternary resulted in further reworking of GLM and WkQG from the hinterland as well as basement erosion. Progressively more basement-rich detritus was deposited as a locally auriferous piedmont (Gore Piedmont Gravels - GPG) over earlier channel and delta plain (GLM, WQG) strata, extending from the Blue Mountains to Waikaia, and southward through the Gore Gap to beyond Mataura. Southward propagation of the north-northeast trending ranges, local warping, and uplift of the Murihiku Terrane in Pliocene and Quaternary progressively deflected GPG fluvial systems and ultimately constrained them to the present valleys. Pre-existing auriferous strata (GLM, WQG, GPG) were reworked and deposited with or without basement detritus as these fluvial systems migrated toward their present positions. Auriferous remnants of these transitional deposits are preserved in local structural depressions on the uplifted blocks that deflected the systems (eg King Solomon Mine), and on locally abandoned floodplain segments on the lowlands (Pebbly Hills-Gore Gap). The present drainage has continued to incise and cannibalise its own and earlier deposits during late Pleistocene-Recent uplift to form confined channel placers within the present valleys.

Procedures employing thiocyanate and dithiol complexes of molybdenum have been developed for the determination of the metal in the presence of large quantities of ferric iron. The procedures are developed for field application and it is possible to complete 200 analyses per day with laboratory accuracy. Use is made of sulphuric acid extraction and ascorbic acid reduction in the case of the thiocyanate procedure whilst the reducing system in the dithiol procedure is potassium iodide-sodium sulphite. Using a simple photometer the range of determination possible is 0-10~g for the thiocyanate procedure and 0-5 g for dithioI.INTRODUCTIONOf the many colorimetric procedures that have been developed for the determination of molybdenum only those using the thiocyanate or toluene-3, 4-dithiol complexes of the metal are sufficiently free from interference to be of use in geochemical prospecting. Rapid methods based on both these complexes 'have been developed at the. Broken Hill Division of The University of New South Wales as part of a general programme designed to improve geochemical procedures. Whilst speed rather than high accuracy is the important factor in prospecting, the aim of the programme is to develop procedures which will allow determination of 200· samples per man-day without loss of normal laboratory accuracy for the methods concerned.In most geochemical procedures visual estimation of a coloured complex is used in the determination of the quantity of metal present. At the high rate of sample determination of the improved methods this procedure places severe strain on the eyes. Barra Bonita reservoir, located in the Sao Paulo State, Brazil, has been mainly used for local navigation and electricity generation to supply a prosper region in the country. Sand mining activities in that area have an important social and economic meaning for the local community. In this reservoir there are several sand mines that produce around 45 000 m3 of sand a month. These deposits were rich in material used as concrete aggregate in the civil construction. However, nowadays a significant increase in the demand of gravel can be observed, representing a serious productive problem. This material hasnÆt been well accepted by the market and, through the years, it was disposed at open sky in piles as waste deposits. This deposits have caused environmental problems like visual impact, reduction of free spaces outside and inside the mine, source of material to erosion and sedimentation processes in lower areas, flooding as a result of the filling up process in the drainage system, among others. For a lack of an appropriate technological characterisation, this material have been mainly used to pavement internal and external areas in the mine, with lower cost associated. With the purpose of evaluate the usefulness of this material in the conventional concrete, there were conducted several tests in the disposed residue including petrographical, physical, and chemical characterisation. The petrographical analysis and the preliminary results of the study showed that the material reacts with the alkalis that are present in the conventional cement (CP-II-E-32). In order to make the application technical and economically possible a research was developed seeking forms to correct this characteristic by adding special cements with high pozzolana content. The results of the technological, physical and chemical characterisation of the products indicated the technical viability of the use of that material. The study also allowed projecting environmental improvements resulting in the elimination of the waste piles.

Mining activity has been an integral component in the New Zealand economy since the early days of European settlement. Recently in common with other Pacific Rim countries there has been a resurgence of investment in gold. A sustained and increasing exploration effort has resulted in the rapid development of alluvial gold mining operations, a number of hard rock gold discoveries, and a general optimism about New Zealand's prospectivity. New Zealand's attitude to mining development, in particular hard rock gold mining is influenced by high environmental values and a concern, largely through absence of examples, that modern mining may not perform to community standards. While these environmental concerns are wide spread there is a growing realisation that gold mining, if properly managed, can take place within acceptable environmental standards and that it has the potential to contribute significantly to New Zealand's economy. New mining developments have an important role to play in this process. The mining industry in New Zealand is now at a crossroads. Having invested substantially and confirmed the potential for gold mining developments it has found itself in a rapidly changing economic environment as the Labour Government puts in place a number of fundamental economic reforms. The reforms are intended to free up the economy removing the rafts of subsidies and protective measures which have stultified initiative and growth. A fundamental reform of the public service has been initiated including corporatisation of trading activities and the establishment of a Department of Conservation to administer estensive areas of Crown land. Both petroleum and mining taxation are being reviewed with the intention of creating a more neutral competitive environment. Mining legislation is also being re-examined with both efficiency and equity objectives. While the current environment is characterised by uncertainty and rapid change, the outcome will be a more market-oriented stable policy environment, to the mutual benefit of the industry itself and the New Zealand Community.

The use of scrapers in mining and earthmoving operations is not new; in fact they are one of the earliest methods of bulk earthmoving. A single machine, which can load, haul, and dump material with a minimum of ancillary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. Maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancillary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

In, one stage of the purification sequence of the zinc sulphate electrolyte used at Risdon, cobalt is, precipitated as cobalt nitroso-,B-naphtholate, which is separated from the solution by filtration. Owing to the method of conducting the purification the filter cake contains much gypsum, unconsumed calcium hydroxide, basic zinc sulphate, and entrained zinc sulphate solution, Small amounts of iron and copper that have escaped previous purification steps are also precipitated with the cobalt as nitroso-,B-naphtholate. Thisprecipitate, normally carrying about 18% cobalt, is the raw material for the production of cobalt oxide, cobalt sulphate and cobalt metal.COBALT OXIDEThe main problem in the preparation of a reasonable grade of cobalt oxide from the filter cake is the economic separation ,of the cobalt nitroso-,B-naphtholate from the gypsum. This was solved by the application of flotation. It was discovered that the cobalt nitroso-,B-naphtholate, under correct conditions, would float without any addition agent, giving a relatively high grade concentrate. A plant, was built and has been in operation since 1936. The filter cake is pulped with water and pumped to one of two mechanically agitated tanks, eath capable of holding one day's output. Sulphuric acid is added until the free acid concentration reaches about 3 gm. per litre. Basic zinc sulphate is dissolved and calcium hydroxide converted to gypsum. The pulp, carrying about 2t lb. of solids per gallon, is pumped at a suitable rate to the first of a series of 10 flotation, boxes.. Indonesia has the largest coal reserves in the south-east Asian region. According to estimates from the World Energy Confer- ence, it has reserves of 18 billion mt lignite, 4.4 billion mt sub-bituminous coal and 774 million mt bituminous coal (Wyllie,1988). In recent years, substitution of coal for oil in power plants has been the goal of the Indonesian government since proven deposits of coal are about five times as large as national hydrocarbon reserves and most of Indonesia's power stations are still oil fired. Recently a coal fired power plant has been built in Java Barat, which will have a full capacity of about 3000 MW. It is intended to supply coal for this power plant from Bukit Asam mining area (South Sumatra). Coals from Bukit Asam - which are of the lignite or brown coal type - usually contain considerable moisture . It should be noted that reference to moisture in coal pertains to the total moisture content. This is comprised of what is commonly termed as equilibrium moisture and surface moisture. Surface moisture typically affects combustion process as well as pulveriser performance since it possibly influences the relative ease with which coal may be ground. In practice, the surface moisture produces agglomeration of the fines in the pulverising zone and reduces pulveriser drying capacity because of the inability to remove the fines as quickly as they are produced. This agglomeration has also the same effect as coarse coal during the combustion process because the surface area available for the chemical reaction is reduced, hence the combustion efficiency is also reduced. The influence of the moisture of some coals on their grindability (Hardgrove Grindability Index) has been previously correlated by several authors; some of them will be mentioned later. Those correlations, however, could not be immediately applied to any coal since it is still believed that there are other factors which influence the grindability of the coal, such as type and rank of the coal. The relationship between coal moisture content and its grindability has been investigated by Ellmann and Belter (1955). It was found that, for North Dakota lignites, the grindability varied as the moisture content changed. In Britain, Fitton, Hughes and Hurley (1957) stated that, for Bilsthorpe coal, over a wide range of free moisture content (from air-dried to about 30 per cent moisture), the Hardgrove Grindability Index (HGI) remains virtually unchanged. In addition to that, it was suggested that it would be slightly advantageous to dry the coal below its air-dried moisture content (at temperature ¦ 100¦C) to increase the ease with which coal could be ground, especially for low-volatile coal and high-volatile non-caking coal. Furthermore, it was also concluded that a broad relationship appeared between coal rank and Grindability.

I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

Instantaneous outbursts of coal and gas have occurred in Australia in the Sydney Coal Basin since 1895 and in the Bowen Coal Basin since 1954. The largest has been about 500 tonnes of coal and so their magnitude and character have not approached those experienced in some other countries. The occurrence of CO2 with some Australian cases provides some similarity with the worst affected areas in France and Poland.The proneness of seams depends on coal rank and seam gas composition, among other factors. The proneness of places depends on depth, structure, intrusion, tectonism and other factors affecting the geometric, physical and chemical uniformity as well as details of mining. As a phenomenon due to gas and stress, prevention can be achieved by relief of high gas and/or stress condition. Alternatively, controls can be applied to render mining safe for personnel. Unfortunately day-to-day prediction is not widely and reliably achieved to allow selective use of prevention or control. The initial rate of desorption is the most promising day-to-day indicator.Various researches include gas conditions and parameters, stress and failure conditions and parameters, coal variables and geological variables in relation to prediction, prevention and control. Some assistance in research may derive from study of analogous phenomena of instantaneous outbursts of salt and other rocks and gas. It is concluded that in the Sydney and Bowen Basins, any coals with less than 30 per cent Volatile Matter (VM) ash free dry (afd) at depths over 200 m could be prone. Proneness increases with depth, with lower volatile content, with geological disturbance including faulting, intrusion and recent tectonics, with increased CO2 in seam gas, with narrow work and with other factors. Much more research is needed.Unfortunately outbursts are needed too, to provide the research with realistic data. With the problems of mechanism and prediction still being unsolved much research remains to be done. No present aspect of research is satisfactorily resolved.

Structures formed during ductile deformation have been reactivated during the later brittle mineralisation process. Two generations of folding are classified as: early recumbent megascopic FI folds and FI shears which transpose the hinge regions, and later upright F2 folds. S1 is folded about F2 folds which contain axial planar S2 crenulation cleavage. Vergence relationships between S1 and bedding indicate that many of the mineralised structures occupy sites of FI folds which have acted as plumbing systems for later gold mineralisation (eg Blackwater mine). The Globe-Progress gold mineralisation is localised by a major jog formed by sinistral strike-slip movement on two FI fault segments and mineralisation also occurs in smaller jogs along strike (eg Sir Francis Drake, Happy Valley-Merrijigs, Cumberland).   The lodes of ribbon quartz which exploit the FI shears and local bedding planes, are inferred to have mostly formed after the peak of metamorphism, possibly related to the emplacement of Carboniferous granites. This was followed by a sequence of vein deposition and wallrock alteration which consists of quartz-As/Fe sulphides ? carbonate - stibnite ¦ trace base metal sulphides and Bi-sulphosalts ? illitic clay/sericite-chlorite. Gold at Globe-Progress is mainly encapsulated in arsenopyrite. At Blackwater, free high fineness gold occurs in partings in lode quartz with late sericite-chlorite. The above sequence of events is comparable to that encountered in many intrusion-related gold systems throughout the Southwest Pacific region. There is a spatial relationship between gold mineralisation and dykes variably described as diabase, dolerite or lamprophyre. Alkaline rocks occur in many Pacific rim and older goldfields and may possibly be related to a magmatic source for gold mineralisation.

Samples of the feed, underflow and overflow mediums from dense medium cyclones operating at low separation densities in eight commercial coal washeries were sized and analysed, to obtain comparative cyclone classification performance curves for the magnetite, shale and coal components in the circulating medium. The resulting component classification curves indicated that the dense medium cyclones hydraulically classify the magnetite and the shale to the underflow with a Stokesian size and density relationship at these low medium densities, ie the shale curve was shifted parallel to and appropriately coarser than the magnetite curve because of the lower density of the shale. However the lower density coal reverse classified to the overflow (ie away from the cyclone wall) with a similar Stokesian relationship. By correcting the magnetite and shale classification curves for the bypass inefficiency to underflow, and similarly correcting the coal classification curves for the bypass inefficiency to overflow, the corrected classification curves for the magnetite, shale and coal were reasonably parallel (considering that the coal has a range of densities). Using a value of five for the density of the magnetite, the displacement of the shale and coal curves corresponded to densities of 2.27 and 1.38 respectively for one circuit, although the data was not as good for the other circuits. This reverse classification mechanism was confirmed in a 140 mm diameter laboratory dense medium cyclone circuit using low density (1.20 - 1.30 RD) tracers, sized from 0.25 to 2 mm. These classification performance curves were corrected for bypass ineffiency (as above). The corrected curves were parallel and displaced according to tracer density, even though the lowest density tracers were reverse classified to the overflow. The data indicate that the rates of classification of all particles could be described by the same Stokesian relationship, regardless of the direction of travel, except for a narrow band at the partition density. Particles heavier than the partition density classified to the underflow, particles lighter than the partition density reverse classified to the overflow and particles identical to the partition density were not classified at all. Consequently it should be possible to simulate partition in dense medium cyclones, operating under free settling low density conditions, with a simple cyclone classification model, provided the partition density can be accurately calculated from, or correlated with the cyclone feed, underflow or overflow pulp densities. The tracer partition performance in the laboratory cyclone was an inverse function of the tracer particle size, as proposed by King and Juckes (1984) for medium/coal ratio in low density medium systems. Their sized coal data was parallel, with lower partition values due to a higher energy cyclone. Partition data with similarly sized tracers (Scott, 1988) showed a parallel shift to higher partition values due to the separate effects of higher viscosity medium and a larger diameter lower energy Cyclone.

In 1989 Henry Fairlie wrote a cover story for The New York Republic, 'Fear of Living'. He noted, `The first Apollo space craft caught fire during a test on the launch pad. Three astronauts were killed, the nation was shocked and horrified, all the more because the screams and scrambles of the astronauts could be clearly heard'. After a brief delay in manned flights, the Apollo program resumed with strong public support; within 18 months, Apollo 11 landed on the moon. Fairlie contrasts the Apollo tragedy to the 1986 Challenger disaster. `The prevailing mood in America so panicked NASA that it took almost three years to send up another shuttle', he observed. `In 19 years between these tragedies, the idea that our individual lives and the nation's life can and should be risk-free has grown to be an obsession threatening to create an unbuoyant and uninventive society.' Taking risks is a normal part of our daily routine. The act of living involves minute-by-minute decision-making focused on survival through the practical management of risks. The act of breathing exposes each individual to the risk of infection while the act of crossing the road could almost be considered suicidal. We deal with these constant threats by observing simple rules of hygiene, safety or what may be labelled as common sense. The rules of community, designed to minimise risk in society, can at times lose focus and result in the imposition of schemes that have a far greater cost than the issues from which they protect. Effective management of risk, whether in the community or a business is about awareness and balance and the elimination of unacceptable risk. Risk cannot be eliminated from our lives or our working environment. However it can be managed if it is properly understood, monitored and controlled. The purpose of my presentation today is not to provide a comprehensive technical risk inventory but to capture the essence of risk and the application of management strategies designed to deal with it in a positive fashion. The basis of our differential financial reward system is risk. The key to successful management is to deal with the downside risks in such a fashion that the benefits of enterprise are not eliminated. The key question any investor must consider is `can the major risks assQciated with a venture be managed or eliminated while retaining a greater proportion of upside potential'. The answer to this question is the ultimate value an investor would assign to any project. In reviewing the relevance of risk to our industry the range of papers to be presented today provide examples of how management deals with specific components of risk. In each case the value of the business has been enhanced by the practical application of balanced risk management. The ultimate success of the industry depends very much on this concept as it also provides a public showcase upon which we are judged. Therefore, from all perspectives the effective management of risk is a cornerstone from which to build a stable and progressive mining industry.
