Due to the harsh operating conditions, wearing of the inner refractory lining in a Basic Oxygen Steelmaking (BOS) furnace reduces the useful life of the refractories and incurs a significant cost component for relining. In this study, firstly, a combined compressible and incompressible computational fluid dynamics (CFD) model was developed to identify the potential wear prone zones in an industrial scale BOS system during the supersonic oxygen blowing phase by quantifying the wall shear stress distributions. Next, the retained slag splashing process was simulated by introducing an inert gas to residual slag mass to achieve a protective coating on the refractory walls. Effect of both design and operational parameters such as lance head configuration, lance position and the initial slag volume on the slag wall coating performance were quantified and most favourable conditions were determined.

Spotted Quoll is a massive sulfide nickel deposit located in the Forrestania greenstone belt in the Archaean Yilgarn block in Western Australia. Discovered in October 2007, mining has progressed from open pit to underground and currently uses longhole open stoping with paste fill as the primary stoping method. Immediately prior to 2019, the Mineral Resource estimate (MRE) was defined by a single grade domain of nickel greater than or equal to 0.8 per cent, irrespective of the host lithology, a legacy of the original ore wireframe being built using explicit methods. While a number of obvious structural offsets were honoured in this nickel grade domain, only one modelled fault was used to undertake domaining of arsenic. From 2019 onwards, implicit modelling in Leapfrog Geo™ was used to construct a mine-scale geological model, which triggered the definition of a high-grade core of massive/matrix nickel sulfides surrounded by a low-grade halo of stringer/disseminated nickel sulfides in the surrounding rock. As part of the evolution of the geological model and with the aid of Seequent Central™ to allow collaboration between site-based mine geologists, Perth-based resource geologists and Melbourne-based consultants, a detailed review of the structural mapping was carried out as additional information from underground development became available. This allowed numerous faults and shears to be identified – particularly in the lower half of the mine. These were used to define further structural domains and to refine the understanding of the nickel and arsenic grade distributions in the mineralised envelope. The increased definition to the domains provided by the geological model resulted in a significant improvement in the accuracy of the Mineral Resource estimate, as measured by reconciliation using voids of the mined stopes determined from the cavity monitoring survey (CMS).

Hidden under picturesque Bemic Lake, in Canada's eastern Manitoba, lies a highly fractionated pegmatite orebody, hosting a unique assemblage of minerals. Accidentally discovered in 1929, the orebody had a brief history as a tin producer, but it is now mined by Tantalum Mining Corporation of Canada, Ltd. (TANCO), for its cesium, lithium, rubidium and tantalum bearing minerals. The mine also has potential for mbidium-feldspar, amblygonite, gallium rich mica, and quartz production. This paper describes the geology of the orebody, and its mining and processing. Selective, concurrent, mining and milling of the various products necessitates a high degree of planning and control, and these aspects are also discussed. The introduction of Quality Control and SPC are discussed, for such are the keys to excellence.

The unmanned driving technology in open pit coalmines is an important technology that relies on innovation to drive the development of the open pit coal mining industry in China’s transformation of growth drivers and industrial structure upgrading. It is an important path to solve the shortage of mine truck drivers in the future mining, an important way to improve the working environment of open pit mining personnel, and an important foundation for achieving flexible production capacity in open pit mining to cooperate with the coordinated development of new energy. The communication rules at intersections are key to ensuring the safety and efficiency of unmanned driving in open pit coalmines. This paper proposes a collaborative traffic strategy between unmanned trucks for the single bucket unmanned truck intermittent process system in open pit coalmines. Based on the gap theory, this paper analyses the conflict characteristics and establishes a coordinated traffic strategy for the common intersection and merging conflicts of unmanned truck trucks in open pit coalmines, A multi-agent system simulation platform was built to evaluate the coordinated traffic efficiency under different initial average gap sizes of vehicles, with intersection traffic density, vehicle speed, and gap changes as key indicators. The results show that under the simulation conditions of this article, when the initial average gap of vehicles reaches three (four) times or more of the safe distance, the coordinated traffic performance of intersection conflicts (merging conflicts) is better, and the traffic capacity of intersections is close to the traffic capacity without conflicts.

The high-shear colloidal mixer is generally recognised as the most efficient method of mixing cement based grouts. Only recently however has this technology been applied to the production of cemented rockfill (CRF) for use in underground mines in North America. Traditionally, paddle type mixers have been used to produce the cement based slurries required for the preparation of CRF. While considerable success has been achieved with these mixers, tremendous advantages are attained with the colloidal mixer. The combined effect of the highly efficient mixing action and the ability to mix low water/solids ratios, allows for reductions in the cement content for a given strength requirement. Cement can also be replaced by cheaper fillers such as flyash, resulting in further cost savings. Although large-scale dedicated CRF hatching plants are typical, there is a growing need for mobile plants capable of operating anywhere underground. The compact size and rapid hatching speed of high-shear colloidal mixers has allowed them to be incorporated into skid mounted systems capable of producing and discharging cement based slurries onto rockfill aggregate for the production of CRF. In many cases run-of-mine development waste can be used as CRF aggregate with these slurry plants thereby reducing the cost of waste rock removal. These relatively low cost portable plants have now allowed several mines to economically rccmer isolated pillars and realise positive returns on their investment.

Behaviour of minor elements in the dust collecting system connected with fluidized bed roaster for zinc concentrate was investigated by use of the bench scale experimental appara- tus. The dust collecting system was consisting of two dust chambers, hot electrostatic precip- itator, washing tower, mist electrostatic pre- cipitator, drying tower, absorption towers and potassium permanganate solution towers. Some volatile elements such as lead, cadmium and arsenic tend to concentrate in the fine calcine obtained in hot electrostatic precipitator especially in the case of the roasting with insufficient air supply. Special attention was paid to behaviour of mercury. In the roasting tests for plain zinc concentrate, it was considered that most mercury volatilizes at first as elemental vapour in the roaster, but with decrease in temperature of gas around a half of mercury forms compound, and both elemen- tal and compound forms of mercury were found in the gas stream. Elemental mercury is of course difficult to be trapped in the dust collecting system. To promote the compound formations, some additives for concentrate, such as selenium and halogens were effective, especially selenium of a few times equivalent to form HgSe repre- sented complete conversion of mercury from elemental to compound. To clarify the behaviour and removal mech- anism of mercury, various small scale laboratory tests were also carried out. It was confirmed that mercury sulfate formation is possible if temperature and flow rate are adjusted adequate- ly for gas stream consisting of 02-SO2-N2. To trap elemental mercury, various substances were tested, and excellent results were obtained with selenium. Satisfactory results were obtained with a selenium disc heated at 100 to 200¦C in a mercury containing gas stream. Also, applica- bility of scrubbing method with SeO2 solution was investigated, and the solution containing a few hundred ppm SeO2, 0.01 per cent additive and 6 per cent H2SO4 proved to be satisfactory.

This paper will first discuss the fundamental requirements for reliable discharge of backfill by gravity alone at high per cent solids. This discussion will include brief mention of the underlying principles of saturated solids flow contrasted to that of stirred tank or dilute discharge systems. Here the need to possess full knowledge of the flow properties of the stored material will be highlighted. In regard to attainment of reliable discharge it will he revealed flow from a backfill silo will only occur provided: ò the flowing material in the converging channel is yielding throughout; ò slip is occurring along the walls; ò an arched stress field is present in the vicinity of the outlet; ò the flowing backfill must be dilating to flow in response to the dilating stress field; ò sufficient dilation water is injected, in the hopper, to eliminate the formation of adverse interstitial pressure gradients; ò sufficient dilution water is injected, downstream from the hopper outlet, to generate a pumpable slurry of maximum per cent solids; ò the silo level must be sufficient to prevent the pump suction forming a rathole; ò the system must be configured and operated to generate stable discharge density; and ò the system must be configured and operated to minimise damage to the pump liners. In addition proper account must be made of the silo overflow weir and settling capacity to match plant throughput. Here opportunity will be taken to highlight the complexity of this multi-phase flow situation as well as the general yet paramount requirements for reliable solids flow. It will be shown that by proper attention to the multi-phase considerations gravity discharge of slurries as a consolidated bed with minimal water content is possible. Such high solids discharge results in greatly reduced demand for process water. In addition pumping costs are reduced as is the delay time associated with the mine drainage operation. Confirmation of successful applications will be highlighted by reference to several recent case studies. In the concluding phase mention will be made of the key yet very simple and effective operation techniques which enhance reliable Discharge.

This study demonstrates the application of HyLogging™ technologies for mineralogical characterisation of different iron ore types throughout the Hamersley Province (Western Australia), including a channel iron deposit (Murchison Metals Ltd) and bedded iron deposits in the Brockman and Marra Mamba Iron Formations (BHP Billiton Ltd).Drill core from these deposits was analysed using CSIRO’s hyperspectral drill core logging systems (HyLogging systems), which are commercially available at the AMDEL and AMMTEC laboratories in Perth (Western Australia), through a leasing agreement. These HyLogging systems provide high resolution photographs at 0.1 mm pixel resolution as well as visible and infrared spectroscopic refl ectance data at 1 cm spatial resolution. The minerals identified include haematite, goethite and its subtypes (ie vitreous and ochreous goethite), AlOH-clays (kaolinite, Al-smectite and white mica), carbonates, gibbsite, chlorite, amphibole and hydrated silica as well as water content. The abundance and composition of these minerals was established from the spectral data and was validated against XRF analyses.The full potential of HyLogging systems in the iron ore industry is only starting to be unveiled, but some major benefits have already been demonstrated:• HyLogging systems can delineate different ore zones by mapping the vitreous and ochreous goethites. This has a potentially large impact in mine planning and operations, as hard, vitreous goethite and soft, powdery, ochreous goethite have different processing characteristics that can affect plant throughput if not carefully managed.• HyLogging mineralogy can also be used to support stratigraphic interpretations of the host, for example in subdividing the Dales Gorge 1 - 4 submembers of the Brockman Iron Formation.• HyLogging can have a potentially signifi cant impact on waste rock characterisation, as many of the waste materials can be identifi ed and quantifi ed with hyperspectral data (eg clay-type,• hydration state).• HyLogging can provide accurate three-dimensional (3D) mineralogy to iron ore companies that will empower them to improve future exploration and resource planning.• Application of high resolution photography to further improve ore deposit domaining is also to be considered.

In March 2003, Rio Tinto Coal AustraliaÆs (RTCA) new Hail Creek open cut coal mine commenced operations in the Bowen Basin. Hail Creek is a two-seam strip mining operation utilising two 90 m3 draglines and a fleet of excavators and trucks to remove the overburden. All overburden at Hail Creek is blasted prior to excavation. The mine conducts its own drill and blast operations while engaging Dyno Nobel for the provision of explosives supply and loading truck (bulk explosives vehicle û BEV) services. This arrangement was favoured over outsourcing the entire blasting function to a contractor. Subsequent to a value engineering review, the mine set about developing and implementing a blasting operation that did not rely on the need to store bulk quantities of ammonium nitrate on site. There were advantages identified in doing this, in particular the reduction of capital expenditure required and reduced exposure to a number of recently introduced security requirements. This approach also makes sense operationally. The establishment of reload facilities for the BEV close to the blasting location, where turnaround times are kept to a minimum, increases the productivity of the BEV. For this strategy to be successful the logistics of ammonium nitrate supply into the blasting operations has to be well planned and thoroughly executed. This means a robust planning and forecasting arrangement needs to be established with the supplier and transporters of the ammonium nitrate. To date, 80 million bcm of overburden has been blasted at Hail Creek and each year the quantity of overburden requiring blasting is increasing. The purpose of this paper is to present the findings of a study: evaluating the effectiveness to date of the strategy to conduct blasting operations without ammonium nitrate storage on site, and identifying whether there is a limit to which this strategy can operate after which the introduction of bulk ammonium nitrate storage facilities are necessary.

Optimisation of the underground mining production process benefits from informed decision making during the process of explosive rock fragmentation. Selection of the most appropriate bulk explosive products for underground production blasting is an area of endeavour that offers significant economic upside if correctly and thoroughly undertaken. The explosive selection process is facilitated by a clear understanding of:the physical and detonic properties of the alternative explosive options available; the response of different rock masses to these different explosive options; and the importance of maintaining a clear focus on desirable blast outcomes in order to enhance value creation aspects of the mining production process. The level of understanding of these issues is raised through the application of measurement and modelling technology, quantifying the effects of blast design (and implementation) on process outcomes. Homestake Darlot and DynoConsult applied a range of dynamic blast measurement and outcome modelling techniques in order to explore the relationship between rock properties, explosive properties and mining process efficiencies. A campaign of vibration and explosive Velocity of Detonation (VoD) measurement produced feed data for use in vibration and fragmentation modelling during the extraction of one of the major stoping blocks at Darlot Gold Mine. The paper describes the use of these tools and discusses the understanding gained concerning the limitations and capabilities of, and the reconciliation between, a selection of analysis and modelling approaches.

A study has been undertaken into mine ventilation systems currently in use within Australian modern coal longwall (LW) extraction mines. It reviews systems and discusses evolving changes being adopted to address the more complex challenges. There is a strong move to longer panels, wider faces, greater extraction heights, increased production rates, more efficient ventilation and decreased personnel. Each of these changes is motivated by improvement in productivity and generally leads to cost reduction. In addition, mine workings are moving deeper, which results in increased ventilation control issues such as higher total and respirable dust levels, greater seam gas contents in parallel with lower in situ permeabilities, spontaneous combustion and heat management issues. A comprehensive database of Australian LW ventilation practice is analysed. Currently there are a variety of LW panel ventilation circuits used in Australian underground coal mines due to various combinations of seam characteristics, gas emission rates, spontaneous combustion, geological features and surface constraints. The main issues usually addressed in the designing and planning of ventilation circuits for LW panels are airway velocity, gas concentrations, LW cutting methods (eg Bi-di, Uni-di or half web), ventilation of control devices, pressure differentials and leakage paths and understanding gas concentrations across the length and width of the goaf. If the ventilation circuit can manage the applied contaminant load (gases, heat and dust) at an acceptable cost and circuit duty, then supplementary controls, such as gas drainage, refrigeration and dust sprays and scrubbers, may not be required. This paper discusses the implementation of a mixed integer linear programming model for a coal preparation plant. The plant considered consists of primary and secondary heavy media cyclones, hydrocyclones for intermediate fines and froth flotation for the very fine material. The model is designed to optimise the plant settings and product flows to maximise revenues for a given specification for two product outputs. The model can deal with bonus/penalty aspects of the product pricing for products that exceed or fail to meet specification. We report on a model with two separate coal feeds with parallel circuits for the oversize, intermediate and fines streams. The genesis of this model is more than 30 years old but recent improvements in mixed integer programming solvers make a full mixed integer formulation practical. The original model began as an enumeration of cut points with arbitrary rules for product allocation. The product allocation was improved in a linear programming formulation by Gunn (1982) and Sarker (1991 and 1995). Current mixed integer programming capabilities make it possible to replace the enumeration aspects and solve directly as a mixed integer programming problem. The current implementation uses a general purpose modelling language to formulate the model. Open source and commercial mixed integer programming solvers are compared

This paper presents the results of a large scale survey of The Australasian Institute for Mining and Metallurgy (AusIMM) membership. This survey aimed to understand and define the key issues and drivers that AusIMM members perceived would shape the development of the Australian minerals industry over the next 20 - 30 years. Nine hundred and fifty-nine participants rated the importance of 11 issues and six drivers (generated from interviews with AusIMM members), and 236 of these participants also provided qualitative descriptions of the future. Issues were defined as problems or opportunities for the minerals industry that may be controlled or influenced by the industry, while drivers were defined as those factors that will influence the direction of the industry that are not within the control of the industry. The quantitative data revealed that the top four issues, in order of their perceived importance to the Australian minerals industry, were: investment in exploration, workforce, health and safety, and innovation. The top three drivers in order of their perceived importance, were: economics of mining, global context and Australian society. While the top four issues were largely consistent across professional groups examined, metallurgy and mineral processing professionals rated water inputs and energy inputs significantly higher than the other professional groups. For the list of drivers, there was strong agreement regarding their ranked order of importance across the professional groups examined. Within the qualitative data, however, a single issue (technology) and a single driver (economics of mining) dominated participantsÆ descriptions of the future. These findings provide important input into a broader program of scenario development for the Australian minerals industry being undertaken by CSIRO and its partners. The results of this study demonstrate the importance of using a mixed methodology in generating these inputs to understand more fully how important stakeholders view the future and the factors that will shape it. The results of this study are also discussed with respect to the role that CSIRO may play in facilitating the exploration of uncertainty around the future of the Australian minerals industry.

This paper addresses the problem of prediction of grade variables over volumes (block estimation) for an autonomous mine. Resource estimation is usually concerned with the prediction of the quality of material over volumes (blocks in resource models). This problem is tackled by developing Bayesian block estimation with the Gaussian processes (GPs) framework. GPs are commonly used for nonparametric regression and classification and offer an elegant solution to deal with incomplete knowledge and information. A GP is defined by its mean and covariance function. The parameters of the covariance function can be learnt by maximising the marginal likelihood of the data. This offers a way of automating the covariance fitting process, while at the same time allowing for an assessment of how well the covariance function fits the data. Within the GP framework the calculation of the average grade over a volume can be performed using Bayesian quadrature, which treats an integral as a random variable. First, it is demonstrated that the block kriging equations in geostatistics are the same as Bayesian quadrature. Then, it is determined when closed form analytical solutions for the integrals are possible and quadrature approaches for approximations are briefly discussed.

Double corrosion protection (DCP) rock bolts have evolved to become complicated assemblies comprising numerous components. This complexity is mainly associated with durability considerations including potential exposure to adverse groundwater conditions and ensuring separation of dissimilar metals within the bolt assembly itself.Recent progress in the construction of glass-fibre reinforced polymer (GRP) rock bolts have the potential to provide a viable alternative to conventional steel rock bolts in civil tunnelling applications. The durability of the material results in a much simpler bolt detail and permits the use of resin rather than solely cement based grouts.This paper presents the findings of the comparative structural testing of GRP bolts with conventional DCP steel bolts. The axial load performance, including stiffness, ultimate capacity and ductility of bolts are compared. Shear behaviour of bolts is considered, including durability issues associated with damage to the plastic sleeve used in DCP bolts.The paper also considers other issues which are relevant to the design of temporary and permanent rock bolts used in tunnel support, such as initial tensioning and grouting. The stability of suspensions can frequently be controlled only by the use of supplementary polymeric agents. Such methods date back to the time of the ancient Egyptians, who used natural rubber as a deflocculant for carbon black in the manufacture of ink (Anon, EncyclopediaBritannica, 1968). Since the development of synthetic polymers in the 1950s they have been deployed in all manner of applications. Indeed the mining and paper industries as well as industrial or communal waste water treatment plants are largely dependent on flocculants which make a major contribution to the relief of the environment. As some of the polymers used are carried out from the process via purified water, problems can emanate from the application itself as long as no reliable data is available as to the exact whereabouts of the polymers and their impact on the biosphere. In order not to invade other systems, they would have to be biologically degradable which has not, until now, been confirmed (Blockhaus, Sequaris and Schwuger, 1991; Schumann, 1991). It has, however, previously been demonstrated (Hoberg et al, 1990) that when process water circulates in mineral processing operations, residual amounts of polymeric flocculants can have extremely adverse effects on the selectivity of flotation processes. The adsorption behaviour is consequently one of the most important considerations in the development of new polymers, the aim being to minimise the amount of non-absorbent matter. The objective of the investigations carried out on ampholitic synthetic polymers of high molecular weight to be reported on here was to permit the connection between settling index and adsorptivity to be characterised in greater detail. As the level of knowledge concerning flocculation and polymer adsorption in real systems is still limited in spite of numerous practical and theoretical studies in this field, the experiment was designed to be relatively broadly-based. As well as investigating various raw materials, an attempt was made to compile results on the influence exerted by different surface charges.

Since the publications of Gy’s initial work, many authors have discussed the approaches to estimate the variance of the fundamental sampling error (FSE). Experimental tests suggested by Pitard and François-Bongarçon determine the sampling parameters K and a to calibrate Gy’s formula. The heterogeneity test and the sample tree method are well known and broadly used for many commodities. However, prior to the analysis, the collection of a representative sample is an intriguingly difficult task. The composite for the heterogeneity tests often consists of run-?of-?mine material or processed ore on a conveyor belt. In most cases the final sample does not have enough mass, mixes different geological units, represents a rare blend and does not characterise the deposit. In order to obtain a reliable composite for trace elements and low-grade ores, sampling practitioners suggest at least half a ton of material.To prevent the common representative pitfalls in the FSE, this case study focuses on a single gold-?bearing geological unit collected in situ. With this unit being structured by the mine geologists, but with the interaction between engineers and chemists, it was possible to validate the reconciliation suggested by Pitard (2015). The heterogeneity test and the sample tree method were performed using 500 kg of a smoky quartz from a single geological domain and the results were compared to Gy’s formula. The logging practice by the geologists was modified, emphasising the definition of the size of the gold nugget or its cluster, number of grains and association. Finally, a mineralogical study was conducted on the geological unit to define the liberation factor. "The Jaguar project is relatively unique in that it was evaluated, financed, built and operated to completion within the last ten years, providing the opportunity to holistically review and reconcile expectations against the actual outcomes. It is a case study that allows wider conclusions to be drawn with respect to the risks and opportunities involved with project evaluation and execution.Jaguar is located in the Leonora Mining District of Western Australia and was commissioned in mid-2007 as an underground accessed, single high-grade volcanic-hosted massive sulfide (VHMS) deposit with an on-site concentrator, producing copper and zinc concentrates exported via the Port of Geraldton to South-East Asian markets.The feasibility study (FS) had several iterations (JML, 2005a); the last dated July 2005 was specifically targeted to secure project funding, and summarised the reserves-only portion of the resource and its planned exploitation. The commissioning of the mine was the transition for the owner Jabiru Metals NL from junior explorer to producer and the project was the dominant asset of the company.Jaguar operated through several significant deviations from the linear project plan set out in the FS, including the Global Financial Crisis (GFC), a corporate takeover and disruption to the mine plan from the onset of material geotechnical issues. Whilst the GFC or mining disruption were not specifically predicted in the FS or peer reviews, the generic effects of the events were assessed in the project risk assessment and they influenced subsequent management decisions. In parallel to the internal project-specific risks, the short planned life of Jaguar was a risk to the continuation of the corporate entity which was being addressed by significant investment into brownfields exploration to extend or replicate the project, and ultimately added value such that attracted a corporate takeover.Holistically, the project delivered the returns predicted in the FS, but in a much different guise than was expected. This paper will describe the reality of operations compared with the study predictions and expectations through the perspective of the project and corporate risk assessment.CITATION:Jacobs, R, 2016. The Prominent Hill copper-gold deposit is located approximately 150 km north west of Olympic Dam, on the southern margin of the Mount Woods Inlier in South Australia. Its discovery in November 2001 resulted from the application of a geological model developed from geological, geophysical and petrophysical data pertaining to the Olympic Dam deposit. The discovery has dispelled the notion the Olympic Dam may be unique, and that another deposit like it is unlikely to be found. The Prominent Hill mineralisation is hosted by haematite-matrix hydrothermal breccias, which have suffered extensive iron-sericite-silica alteration and overprinting. Copper, gold, barium, fluorine, uranium, cerium and lanthanum are all intrinsically associated with the hydrothermal iron. Breccias intrude an east-west striking, fault-controlled sedimentary succession, which is flanked to both the south and north by volcanic complexes. Many similarities between Prominent Hill and Olympic Dam are documented including geological setting, mineralogy, breccia styles, and alteration. Differences relate largely to the nature of the immediate host rocks. The similarities and difference provide key data for improving exploration models for this style of iron oxide copper-gold deposit, both within the Gawler Craton as well as globally.

The minerals industry, as many other industries, has a wealth of indicators and a thriving æindustryÆ in their development, measurement and reporting. It is natural for this to occur for a new endeavour. However, perhaps it is time for the community concerned with minerals industry indicators to ask whether we have achieved a certain maturation whereby proliferation of indicators may be replaced by a more disciplined and constrained approach. In many natural and engineered systems, thermodynamics provides well-understood and tested constraints. Indicators that are uninterpretable in this framework are not considered acceptable. This paper provides initial evidence that such a formalism may be possible for mine sustainability. The formalism developed does not claim to have the rigour of thermodynamics. However, it does provide a first step towards formalising selection of indicators on the basis of their true comprehensibility. A set of simple equations is developed that represent the conventional five capitals (actually we use six because we separate renewable and non-renewable natural capital) and how they are linked. This is coded into a simulation model. The base equations are then used to develop a system level indicator of sustainability performance, which is asserted to be a reflection of the mineÆs reputation. We define a least sustainable state, termed æmaximum revenue mining (MRM)Æ in the system and define the degree of system sustainability as how far the system is from the MRM. We then introduce a simple mechanism whereby different actors can express differing views on the emphasis for the distance from MRM. Sustainability thereby becomes a non-unique thing that is defined by a distance from MRM and a set of preferences across the capitals.
