IN present-day flotation practice, grinding of the flotation feed is carried to extremely fine sizes, 70 to 80 per cent minus 200 mesh being customary. The greatest flotation losses occur in the coarsest and finest sizes, but the losses in the very fine sizes are, of course, much the more important because of the large proportion of fines in the feed. These losses are particularly high in zinc ores so a study of the effect of size on the flotation of sphalerite has been made. The mineral used in these experi¬ments was a pure sphalerite, especially free from copper, from the Joplin district in Missouri. The sizes coarser than 200 mesh were separated by screening, the sized mineral then being deslimed on a Wilfley table. The sizes finer than 200 mesh were obtained by water elutriation as described by H. R. Bradford (M. S. Thesis, University of Utah, 1932) ; particles finer than 6.5 microns could not be obtained with the apparatus used.

ALTHOUGH it is universally accepted that free oxygen is A necessary in a cyanide solution for the dissolution of gold and silver-in accordance with Elsner's equation that 2Au + 4KCN + 0 + H20 = 2KAu (CN), + 2KOH- little has been written and insufficient attention paid to the drop in extraction due apparently to loss of dissolved oxygen in mill solutions. Aeration or oxygenation of cyanide solutions has been more or less successfully accomplished by various types of agitators such as the Dorr (with or without air lifts), Pachuca tanks and more recently "Turbo-mixers" and Denver "Super- agitators"; also by the introduction of chemical oxidizing agents such as Solozone (Na,O,) . At the Wright-Hargreaves and other mines in the Kirkland Lake camp, the introduction of this reagent at the rate of about 1.25 oz. per ton of ore applied to the feed of the ball mills has certainly been beneficial.

IN VIEW of the wide publicity given to the charges by the Couzens Committee of the United States Senate of discrimination by the Bureau of Internal Revenue in favor of the copper companies, it becomes a matter of interest to consider the basis for these charges. The point to be determined is whether they rest on a foundation of fact or are purely and simply matters of opinion. The whole question boils down to the purpose of the Tax Law as applied to mines, which is to afford the same protection to them as provided for all other taxpayers, namely: that they were to be allowed to pay back as depletion to their owners the values of their properties as they existed or were estimated to exist on May 1, 1913, free from tax. To determine these valuations it was? necessary to select from a wide range of possibilities a set of values for a number of essential factors.

AMONG the industrial motion pic¬tures released in the last year of possible interest to people in the mining industry are the following: "A New World Through Chemistry," made by the public relations department of E. I. du Pont de Nemours & Co., Wilmington, Del. This film, which is in sound and color, interprets in twenty minutes of narration and ingenious photography many of chemistry's newest developments. It may be borrowed either in 16-mm. size on an 800-ft. reel, or 35-mm. size on a 2000¬ft. reel, the only charge being the cost of returning the film. Douglas D. Rothacker, 729 Seventh Ave., New York City, is prepared to loan free of charge except for transportation each way several films prepared in the plants of the International Nickel Co., 16 mm. with sound. These include: "Nickel High Lights," 35 minutes; "Nickel Mining," 18 minutes; "Nickel Smelting," 18 minutes; "Nickel Refining," 9 minutes; and "Copper Refining," 6 minutes.

THE object of the Bradley process is to free manganese oxide from its associated gangue and separate the contained iron oxide by dissolving the manganese and precipitating it from the solution. 'The fundamental features of the process are : making. both 1 a manganese ore and an iron ore; effecting a separation of manganese .and. iron by means of selective roasting; leaching- the manganese from the roasted ore by using ' ammonium sulfate; precipitating the manganese by using the ammonia gas generated during leaching; fixing the precipitate by oxidizing with air; breaking down and reforming the ammonium sulfate, so that daily very little additional ammonium sulfate beyond that originally charged into the system is required; washing the manganese precipitate and the iron-silica residue and evaporating the liquor to conserve the dissolved salts in the moistures of these two products and 'to reduce the sulfur content,; drying the precipitates; magnetic wet-concentration of the iron-silica residue; sinteriny the manganese-and .the' iron-concentrates.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. A GLANCE through the Bibliography appended to this paper will show that the Transactions of this Institute contain what virtually contitutes a history of the development of the manu¬facture of steel rails in this country and abroad. It is, therefore, fitting that this paper, bringing one branch of this important subject down to date, should be here presented, and it is also appropriate to select this joint meeting of our Society with the Iron and Steel Institute to compare the specifications covering the rails produced in these two countries, and to propose a standard specification to govern the manufacture of American rails for export. During the last ten years the production of Bessemer steel rails in the United States and Great Britain has amounted to 32,128,720 gross tons. Nearly 19,000,000 tons have been rolled in the past five years. The next five years will see an even larger output, owing partly to the extension of railway projects in the Orient, in South and Central America, in Mexico, and in Australia and the other British Colonies. Of late years, the American rail-mills have so largely increased their daily output, that trade conditions have often made possible the delivery of American rails to foreign ports. The tenders submitted by American mills, however, have always been accompanied by requests for changes in the foreign specifications, chiefly in the reduction of the amount of testing required; and it has only been natural, especially at first, that the engineer, whose specification had always been accepted without question by British mills, should interpret American tenders 'as an evidence that an inferior rail would be furnished

IN COMPARISON with recent years 1932 has yielded much less tangible evidence of progress in copper reduction and refining. The industry has been extremely quiet, especially in the United States. Design and construction has been throttled by lack of new capital expenditures. The excess producing capacity of the whole industry and the extremely gloomy outlook for the future have made it unwise to tie up more capital except under special conditions. The plants built during the previous year have, however, been placed in operation. Older plants have been abandoned, temporarily shut down, placed on part time operating basis, or continue to operate at a low percentage of normal capacity. In the United States the Phelps Dodge Corporation at Douglas, Ariz., has completed the remodeling of the former Calumet & Arizona smelter. A new roaster and Cottrell plant chimney was completed this year. Though operations have been limited the new equipment has been found to justify all expectations. The reverberatory plant addition consists of two furnaces 26 by 107 ft. inside dimensions, with a high arch, and modern steel binding of excellent design. Natural gas fuel gives good results. One of these furnaces will treat 1000 tons of solid charge per day with a fuel consumption of approximately 3,000,000 B.t.u. per ton. The larger converters have not only yielded the expected lower costs, but have simplified operations in the converter department. Our ever-increasing use of minerals has been the outstanding fact in our American economic development. The rise in our standard of living in the past century is without equal in human history. Nowhere in time or place has the man who works lived so well, or the man who cannot work been so well cared for. We live in a new world, even the poorest of us, that our forebears of 1849 could not have dreamed. That new world has come mainly from our use of minerals. Our per capita use of nonmineral products has grown too, but by only a modest amount. Food consumption per person has grown about 15 per cent in the past fifty years; lumber use per person ,has fallen 56 per cent and that of wood for fuel 65 per cent. Of all the products of field and forest, our use, per capita, may have increased by one fifth during the present century. In contrast, our per capita use of minerals has multiplied several times. Each of us uses 2% times as much steel and 16% times as much petroleum as our fathers used in 1900. In less than half a century our per capita consumption of all minerals has probably risen by 200 to 250 'per cent. Man once built with wood; today he builds mainly with brick and stone and steel. Once he traveled by the power of hay and oats; today he travels by the power of coal and oil. Rubber made from minerals is already better for some uses than rubber tapped from trees; before long it will be better for most and perhaps all uses. Even our ladies' graceful legs are clad in mineral fiber, where once animal or vegetable fiber would have covered them. Our high standard of living is a product of the machine.. The machine is made of minerals. The machine is driven by minerals. The machine age is a mineral age.

Iron oxide (FeO) plays an extremely important part in the manufacture of iron and steel. In the three major processes- blast-furnace, open-hearth, and Bessemer converter-iron oxide is the chemically predominant compound and controls to a large ex- tent the operation of the furnaces and the composition and quality of their respective products. In order to emphasize the importance of iron oxide in each process, they will be considered individually in some detail. THE OPEN-HEARTH FURNACE. Iron oxide is introduced into the open-hearth furnace in four ways : 1. The scrap charged into the open hearth is oxidized by the furnace gases, the amount of oxide formed depending primarily on the amount and type of scrap charged. It has been found' that with large scrap, 1.7 Ib. of FeO is formed per 100 Ib. of scrap charged, whereas with scrap of medium size about 5.3 Ib. of FeO is formed per 100 Ib. of scrap charged, when the period between the charging of the scrap and the addition of hot metal is 3 hours. 2. WITH the exception of lead sulphate, all common metallic sulphates are completely decomposed upon heating into metallic oxide, sulphur trioxide, sulphur dioxide and oxygen. Some give up their trioxide readily at a low temperature, others require considerable heat and much time to be completely freed from sulphur. Kerl in 1881 arranged the principal metallic sulphates as they are decomposed by a rising temperature in the following order: silver, iron, copper, zinc, nickel, cobalt, manganese and lead, lead sulphate being decomposed only slightly at a white heat. The researches of Bradford, published in 1903, show, however, that ferrous sulphate is decom¬posed at 590° C., cupric sulphate at G53° C. and argentic sulphate at 1,095° C. By the present investigation it will be seen that zinc sulphate is decomposed at 739° C. As far then as our present knowledge goes, the order in which the decomposition of the leading metallic sulphates takes place is the one given in Table I.

The placer gold occurrences at Sart Çayl, Manisa, Turkey, the legendary River Pactolus of King Croessus, were evaluated in this study to determine if this deposit contains sufficient recoverable value to justify development and exploitation. The gold occurs both in the upper Neogene conglomerates and the alluvium derived from these conglomerates. The total reserve in the whole region is estimated to be 500 million cubic metres. Samples were taken of the upper conglomerate and in the alluvium in an attempt to determine the amount and the physical nature of the gold. The gold in samples was recovered by screening out barren oversize followed by washing the sand and gravel through riffled sluices. The resulting sluice concentrate was later panned and amalgamated at site. Laboratory cyanidation testing of some samples for control purposes was also done. The average calculated free gold was found to be about 90-100mg/m3 and the size of gold flakes found was quite small. The field as well as laboratory testing of the samples of Sart Çay1 indicated that the potential reserves in this region could only be developed as a sand and gravel operation and the gold could be recovered together with the heavy minerals as a byproduct.

AT the meeting of the Iron and Steel Division at Cleveland, Sept. 10-12, the morning of Thursday, Sept. 12, has been set aside for an excursion to visit the ore docks, blast furnaces, and steel plants. A special train, made available through the courtesy of Appleton Cleveland, general superintendent of the Pennsylvania Railroad, will leave the siding near the Auditorium at 8.35 a. m. The trip will be free, but tickets must be' obtained in advance at the booths for registration for excursions at the Auditorium. An hour will be spent at the docks, an hour at the Central blast furnaces, and two hours at the Cuyahoga works of the American Steel and Wire Co. A buffet luncheon will be served, with the compliments of the Pennsylvania Railroad Co., on board the train en route. At the Tuesday morning session, Sept. 10, a motion picture showing the operations in making wrought iron by the Aston process will be shown for the first time.

J: H. POLHEMUS, New York, N. Y. (written discussion*).-The Joplin .mining and milling practice has largely influenced operating methods in the Wisconsin district. Milling equipment is essentially of the same type with the notable exception that no tables are used. The treatment of the flue 'sands has been attempted several times but without commercial success. Table material coming from any one mill is low both in tonnage and zinc content. The iron is comparatively high as the pyrite-line "chat" is much more prevalent than the zinc-lime attached particle. In the finer sizes the zinc occurs mainly as free mineral. These condi-tions make the production of good-grade table concentrates very diffi-cult. The accompanying tabulated results from several mill tests indi-cate the character of the mill tails. I think the average mill tails in the district assay nearer 1.5 per cent. zinc than under 1 per cent., as stated by Messrs. Boericke and Garnett.

AN indication that Mesabi Range iron use companies may develop their own flotation processes for low grade iron ores is the report that Cleveland Cliffs Iron Co. is adopting a variation of one of the oldest known methods at its new Michigan treatment plant. Basically, the method involves using fatty acids and fuel oil reagents. The idea was developed many years ago and should be free of patent control. With other laboratories working on the same tack, it seems to be a pretty good bet that they will come up with their own processes. Any outside process will have to offer considerable advantage or low royalty rate to get consideration. Much of the appeal of the fatty acid process is the cheapness of the reagent. One source is pulp paper liquor in semi-refined form. With stream pollution legislation acting as a strong pressure, paper companies have been seeking ways to dispose of the material. Wisconsin has even attempted to use it for road binder.

THE title of this article is descriptive, but not complete, for psychological evaluation is almost as important as rigid economic evaluation. This refers to those human traits that cause people to be too optimistic about the projects they are sponsoring, to overlook obvious weaknesses, to base decisions on incomplete and inaccurate data, and to gloss over embarrassing problems. Investment of capital in a new industrial mineral project is warranted only after rigorous economic analyses based on unquestionable facts. A plunge into production cannot be justified solely because these minerals have been deposited in the ground and are therefore free. There are no specially favorable economic laws that make the business of industrial minerals more attractive than any other. The factors of supply and demand, marketing, technological changes, taxes, competition, and fluctuating prices apply as much to industrial minerals as to other business enterprises. What is more, industrial minerals are subject to the higher risks that all mining enterprises face.

If confronted with the problem of pumping a mixture of slime-free sand, gravel and boulders up to six in. in diameter, at the rate of 175 tons per hr in one single-stage pump against a static head of 90 ft and a total head of 140 ft, of which 20 is on the suction side, an engineer might be forgiven for backing away from the job, especially if he were also told that the pump wearing parts must have a minimum hardness of 550 Brine11 for the sake of abrasion resistance. Yet precisely that feat has been accomplished in the gravel pit of John B. LaGarde, Inc., near Anniston, Ala. The pump used is of decidedly novel design and its successful operation since installation 1.5 years ago suggests that it may be of timely interest in numerous other applications in the mining industry, such as pump transportation of coal washer refuse or rock from open-pit's without unduly fine crushing.

The consumption of lead for batteries in some western countries and Japan amounts to 870,000 T. annually. Battery life is 2-3 years. Therefore after a short time a considerable quantity of lead flows back to smelters. The production of lead from scrap batteries is discussed from the following points of view: 1. Separation of the acid contained in the batteries. 2. Separation of the components which are free of lead from the components containing lead, e.g. cases, separators. 3. Separation of metallic lead from lead compounds. 4. Avoidance of manual-work. A process has been developed and perfected at a plant, which began operation in 1965. The procedure consists essentially of the following steps: 1. Breaking the cases and removing the acid. 2. Crushing the batteries in an impact mill. 3. Screening off separators. 4. Separation of slurry. 5. Gravity separation of metal and organic material. The plant has a one-shift capacity of -24,000 T. batteries/year.
