The increasing use of aluminum and its alloys in commercial fields tias demanded a better understanding of their machining properties. This fact is exemplified by problems that have arisen in the automotive and airplane industries, but many in other fields might be cited. As pure alunlinum and its alloys in their various commercial conditions show appreciable differences in their machining properties, it is not surprising that quite divergent solutions have been offered for the machining problems encountered. However, if the fundamental requirements of the most suitable cutting tools for these metals are understood, these machining problems lend themselves more readily to satisfactory solutions. Since the machining of free cutting brass and mild steel is understood by most persons accustomed to working these metals, it may serve our purpose better to first make a general comparison of the tools more commonly used in machining these metals with the tools most suitable for machining aluminum, then proceed to a more specific discussion of the individual tools. Comparison oF Cutting Tools Cutting tools commonly used for machining free cutting brass usually have little, if any, top and side rake; they are ground on a medium to coarse abrasive wheel and used without any cutting compound or with a cutting compound that has a paraffin base. Those ordinarily used for steel have some top and side rake, are usually ground on a medium to fine abrasive wheel, and are often used with soluble-oil cutting compounds. The proper tools for aluminum and its alloys should have appreciably more side and top rake than the tools for cutting steel; should have very keen edges obtained by grinding with fine or very fine abrasive wheels supplemented in many cases by hand stoning with an oil-stone; and should be used with suitable cutting compounds whenever possible. In many cases, tools suitable for machining aluminum and its alloys are not appreciably different from tools commonly used for cutting hardwoods. The front clearance of a tool most suitable for machining aluminum and its alloys should be about 6°, the top rake from 30" to 50°, making the total angle of the cutting edge of the tool from 35' to 55". The fact that coal is a complex organic material and heterogeneous in composition has made its study extremely difficult, particularly in regard to obtaining a fundamental concept of the processes involved in the formation of coke. It has been stated recently that coals are natural polymers and that in a complex reaction such as occurs during carbonization the differences between coals are quantitative and not qualitative. Such being the case, it would be expected, therefore, that a series of coals subjected to exactly the same conditions of coking would produce results that should be related quantitatively to the chemical analyses of the individual coals. In the past, however, this fact was not generally recognized and consequently many empirical test methods were devised for testing coals. The interpretation of the results obtained depended upon comparing a set of data with other data on coals of known characteristics. The testing procedure had to be con- ducted in precisely the same manner each time and not the least requirement in making the interpretation was experience. The test methods varied from those utilizing a gram of coal to the plant-scale tests in which one or more ovens were charged with the test coal. The aim had been principally to find some simple, inexpensive means by which the coke-making and other properties of coal could be predicted. It is not necessary to emphasize the importance of these endeavors, for anyone acquainted with the problems involved in the selection of coals for making coke is well aware of the time and expense involved in making a series of definitive tests.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. OVERPOLED copper, as commonly defined, is copper which has been excessively reduced during the poling period of the refining process. Owing to its porosity, such copper is unfit for commercial purposes. The cause of this phenomenon is undoubtedly the lack of oxides in the copper, yet this does not completely explain it. Refined copper of the same "pitch" and "set" varies considerably in oxygen contents, and analyses of overpoled bars also show similar wide differences; moreover, it is possible to melt copper in crucibles so as to obtain bars that are practically free from oxygen although they show a "tough pitch" and "level set" surface. Frederick Johnson advances the following theory: The regulation of the quantity of oxygen in copper is the keynote of all copper refining. It is the presence of a Well defined proportion of oxygen in the form of cuprous oxide, forming a copper-cuprous oxide eutectic, Which enables copper to be cast free from blowholes. It seems that When oxygen is present, other gases are less soluble in molten copper; When oxygen is absent, or is present in insufficient quantity, the copper dissolves other gases, such as hydrogen and carbon monoxide, Which are insoluble in the copper when solid, and, being rejected during the process of solidification, causes internal porosity and external ridges and excrescences.1 The "level set" of Wire bars, etc., is entirely the result of a compromise between the occluded gases and cuprous oxide. With excess of the former the metal would be "overpitch" and spongy, While an excess of the latter would result in the metal being "underpitch" and brittle.2 The result of the absorption and subsequent expulsion of reducing gases, carbon monoxide and hydrogen, and the effect of this action. on the overpoling of copper are in dispute; the literature on the subject is full of contradictory statements and will continue to be so until better analytical methods have been developed. Sulphur, however, is tangible. The refiner can see it in his button sample and consequently attributes to it any trouble that may happen during the melting of the copper.

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,' presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that-it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a supercooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer13 is not consistent with the observed length of an, individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. Most bituminous coal mined near Eastern industrial areas requiring high-Btu pipeline gas is caking and therefore unsuitable for fixed-bed pres- sure gasification by present techniques. If the caking property of such coal can be destroyed, the resulting fuel can be gasified in a fixed bed at pressure with steam and oxygen as a preliminary step in making a high-Btu gas. To find a practical way to convert strongly caking coals of granular or small lump size to noncaking fuel was the object of this study. In previous work, strongly caking coals of 1/8- to 1½ -in. size were converted to a noncaking coal char by treatment in a static bed in about 3 hours1 and coal of 18-100 Tyler mesh in a fluidized bed in about 5 min.2 An inert gas such as steam, nitrogen, carbon dioxide or a mixture of all three with a small amount of oxygen was used in both studies. In our work a strongly caking bituminous coal from the Pittsburgh seam of 4-8 Tyler mesh size was converted to a noncaking form in free-fall in about 2 sec by dropping it through a countercurrent flow of steam containing 4% to 7% oxygen at 1150º-1200°F and 300 psig. This method should also be applicable to smaller-sized material.

You have chosen to be mining engineers. The principal importance of your engineering education to date has been in teaching you how to think and how through books to have ready access to the accumulated experience of previous generations, as well as the current experience of the day. You should by now have acquired something of the engineering point of view, the open skeptical mind. the power to observe, experiment, and draw conclusions, form theories and test these by further experiment, and weigh the inherent probability of conclusions drawn by others. I am asking you today to consider certain facts and the conclusions I am drawing from those facts.

THE proposal has been made in a bill introduced into Congress at the last session by Representative Jones of Michigan that an import duty of 6 c. per lb. shall be placed on copper. This action is urged after eighty years of prosperity for the industry in this country; during most of which copper has been on the free list, and during all of which a tariff would have been without real effect. To comprehend the general situation upon which this action would be imposed, we must refer to the past history of the industry and its trends at the present time. The following table supplies us with a picture of the physical growth of the industry in this country and its relation to that of the world as a whole down to Jan. 1, 1921:

OUTSTANDING FACTORS that have largely induced the current great interest in the reopening of old mines and the search for new deposits are the increased relative value of gold, the certainty of a market for it, and the decreased activity and poor profits in other lines of endeavor. It is easy to understand why a miner out of a job and unable to find any other means of livelihood would naturally take to the hills with his pan, pick, and shovel; but never before have inexperienced, would-be prospectors and placer miners materialized from the factories and farms, the haberdasheries, and the oil and gasoline supply stations, in such numbers as the last couple of years have witnessed, except when rich strikes of the proportions of a Klondike have been made. What, may one ask, has occasioned this condition? Unemployment has put these men in a receptive frame of mind, and newspaper and magazine articles have done the rest-- The Gold Miner of Los Angeles (a new weekly), The Mid- Week Pictorial (New York) for Sept. 3, 1932, and Popular Science Monthly for August, 1932, for instance. Even the Saturday Evening Post had an article on a promising part of Colorado. Stories that good wages may be had for the panning in nearly every western state have been featured by daily papers, popular "scientific" magazines, and quasi- technical journals. These tales have been eagerly grasped by thousands of people whose ignorance of mining has only served to increase their enthusiasm.

PROFESSOR RUFF'S most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. In his diagram, Fig. 1, the point X and the lines B'D'HI represent the experimental results reached by Ruff and Goecke; 2 AB, AEB, and SE represent the liquidus, the solidus, and the solubility of the carbon in solid austenite in the absence of graphite according to Gutowsky,3 AB being also in accordance with Spiecker's data;4 ,S'E' the solubility of carbon in solid austenite in the presence of graphite according to Ruer and Iljin; 5 GS the line A3 after Goerens and Meyer;6 I and EBC the true eutectic line as inferred by Prof. Ruff from Gutowsky's data. B'D' is the carbon content found in cast-iron which had apparently saturated itself with carbon in the presence of the graphite of the enclosing graphite crucibles in which the determinations were made. (communication to the Secretary *).-It has long been known that sulphur and oxygen react upon crude oils, removing hydrogen and thereby creating unsaturated hydrocarbons which unite with each other, producing heavier forms. Dr. Rogers now finds that the percentage of sulphur in the oils of several fields in California is roughly proportional to the specific gravity of the oil. This additional proof is most welcome. It is rather surprising, , in that the impression had prevailed that practically all the reacting sulphur escaped from the oil as hydrogen sulphide, and did not remain in combination with the oil. It would be interesting to know what part of the sulphur-plotted by Dr. Rogers is in solution as free sulphur and hydrogen sulphide, and what part is, in more complex compounds, such as thiophanes, etc.

THE purposes of this paper are (1) to show that the mineral matter content of coal is satisfactorily represented by the Parr formula; that is, Mineral matter = 1.08 Ash + 0.55 Total sulfur (2) to compare ash-to-mineral-matter ratios with factors by which ash values must be multiplied in order that dry, factor-times-ash-free values shall equal Parr unit coal values; (3) to examine such ash-correction factors and to compare them with similar factors corresponding to certain simplifications or modifications of the Parr formulas and (4) to show that ash-correction factors used for simplification in calculating approximate unit coal calorific values cannot be. correctly used for the conversion of other determined values in an analysis to the unit coal basis, but that each type of calculation requires separate treatment in simplification.

A number of novel but increasingly-important methods of size enlargement in liquid systems are reviewed. These techniques use relatively strong bonding and specialized equipment to form dense and substantially permanent agglomerates directly from particles in liquid suspension. In addition to separation of particles from suspensions, these methods have other broad objectives, including the production of granular (often spherical) materials, displacement of suspending liquid from the product and the selective agglomeration of one or more components of a multi-particle mixture. The underlying principles of the methods discussed include agglomeration by immiscible liquid wetting and by polymeric flocculants. Other procedures to produce granular, free-flowing products based on dispersion and solidification in liquids are also noted briefly. Applications in a variety of fine particle systems are considered with emphasis on minerals and fuels beneficiation and on waste treatment.

(San Francisco Meeting, September. 1915) THE assay or estimation of the total gold content of an ore presents little difficulty, when circumstances permit of securing a thoroughly representative sample. The general practice has been fairly standardized, and such errors as occur in the results obtained are for the most part attributable to the methods of sampling rather than to those of assaying, while duplicate assays made by skilled workers usually agree closely. When it is a question of estimating the "free" or amalgamable gold of an ore, as opposed to the total gold, there is but little uniformity in the methods employed by different workers, and often equally little in the results obtained when duplicate determinations are attempted, no satisfactory standard method having been generally adopted. The methods in use are of two general types-"panning" and "amalgamation."

Arsenical gold ores occur in many parts of the world, including numerous mines in Canada and the western United States. Free gold is often finely disseminated in the grains of sulfide minerals, arsenopyrite, pyrite, orpiment and realgar. Generally a sulfide concentrate is produced by flotation. Arsenical ores or concentrates are not amenable to direct cyanidation and therefore are considered refractory. A wide variety of roasting equipment and conditions have been used by the mills to remove arsenic and sulfur from these concentrates. The resulting calcine is easy to cyanide and gold is recovered from the cyanide solution by zinc dust cementation. Room-temperature potential-pH diagrams and high-temperature phasestability diagrams are presented to discuss the chemistry of the gold cyanidation, cementation, and roasting steps in the presence of arsenic. The environmental aspects of arsenic discharge are also included.

At Black Lake, Quebec, Lake Asbestos of Quebec Ltd., a wholly-owned subsidiary of American Smelting and Refining Co., has opened a $36-million mining and milling operation which will produce about 100,000 tons of asbestos fiber a year and add 7 pct to the Free World's supply. The orebody once lay beneath Black Lake, and readying the ore deposit for open pit mining meant removing about 37 million cu yd of overburden- 30 million cu yd by dredging and pumping, and 7 million by power shovels and trucks. The enormous amount of material to be dredged, control of drainage during dredging, the need to cope with drainage problems in the area and to provide for flood control to replace the regulating effect of the lake, posed unusual engineering challenges and required tremendous capital investment.

No review of underground mining should begin with anything but the new world safety record set at the Grace underground iron mine of Bethlehem Steel at Morgantown, Pa., on Friday, November 12. There had not been a disabling injury (an injury which keeps an employee away from his next scheduled shift) for 550 working days. In all, 2,660,080 man-hours had been worked by nearly 950 employees without a disabling injury. The record was wrested from Johns-Manville's Jeffrey mine at Asbestos, Que. At 3 p.m. Friday, December 3, miner Stanton E. Friend was completely buried under several feet of coarse rock, fortunately sustaining only cuts and multiple abrasions. But with his fall, the accident- free period came to an end at 2,778,600 man-hrs worked without a disabling injury-the new record!
