After the global financial crisis of 2008, African mining is entering anew phase of development. The rapid withdrawal of emerging market funding from the critical exploration and development industries provided a hiatus in funding, a gap which was quickly filled by Chinese and other Asian investors. While the continent is still economically dependent on its extractive industries, the prevalence of Dutch Disease has undermined Africa?s ability to benefit fully from its mining, oil, and gas industries. While the extractive industries are closely related to many of the more fragile and failed states in Africa, it is equally true that the strongest states in Africa have mining-based economies. This paper explores the possible linkages between mining, strong and weak political economies, and poverty in Africa. It draws the conclusion that neither Dutch Disease nor Resource Course is a given in resource-endowed countries, and that it can be avoided if the mining economies in these countries are actively integrated into their respective broader economies and used to foster economic diversification. The author asserts that given the capacity constraints of many African governments, it is contingent on mining companies to become integrally involved in catalysing diversification around their infrastructure and supply chains.

Sustainable development is currently an extremely relevant concept worldwide, especially in developing countries like South Africa. Mining and metals companies are also directly affected by the sustainable development agenda. The Mining Charter?s requirements as well as new legislation (Mineral and Petroleum Resources Development Act) expect, among others, for mines to support infrastructure and poverty eradication projects in the communities surrounding the mines. The aim of this paper is to, against the background of a qualitative study of mining communities in the North-West Province of South Africa, put forward some critical factors for the sustainability of social development projects in the mining sector.

This paper contains an outline of the history of the Sullivan mine, now owned and operated by the Consolidated Mining & Smelting Company of Canada, Ltd.; some account of the various methods by which the ore has been treated in efforts to solve the metallurgical problems which its complex character presents, and, finally, to give, as concisely as possible, an outline of the present mining and metallurgical practice along with a description of the mining and milling plant at Kimberley and the smelter and refineries at Trail, in British Columbia. EARLY HISTORY In May, 1892, Pat Sullivan, John Cleaver and Mike Holland left the Coeur d'Alene country, in the State of Idaho, to seek their fortunes in the Kootenay lake district in British Columbia. They were aided in their venture by James Cronin, afterwards locator and owner of the St. Eugene mine at Moyie. Two months later the party broke up, Sullivan and Cleaver crossing the mountains from Crawford bay on Kootenay lake to the head waters of the St. Mary's river, the course of which they followed down to Fort Steele. Here they found a good deal of excitement about the North Star mine, and, joined by "Ed." Smith, who was familiar with this part of the country, they determined to return and prospect in its vicinity.

The zinc-lead lode at Rosebery, on the West coast of Tasmania, has a total length of over 4000 ft. It consists of five elongated lenses parallel to the foliation planes of the quartz sericite schist, and is situated at the junction of the quartz sericite schist and a thin belt of slate. The lenses consist of massive, fine grained sulphide ore, with small amounts of quartz, barite, sericite and chlorite, and they terminate in masses of low grade ore. The gangue minerals increase in quantity in the low grade ore which includes small quantities of the manganese garnet, spessartite. The schist walls of the lenses are in places impregnated with lode minerals to a degree sufficient to permit them to be regarded as economic ore.The ore-bodies have developed from incoming mineral solutions by the replacement of the quartz sericite schist and are localised where the ore solutions have been confined by a relatively impervious slate band. The early stages of replacement of the schists are signified by the development of pyritic bands which are succeeded by a strong development of zinc blende. With ptogressive crystallisation, the character of the mineral solutions gradually changed and the development of galena, and its associated bournonite, became more important in the later stages.Remnants of the replaced schist, in the form of isolated wisps and schlieren of sericite and chlorite, are present in the ore body, more noticeably in the pyritic specimens. An important feature of the ore is the association of small ogllantities of gold with trahedrite.

Geologic faults have always been a plague to the mining industry, and have often reduced a mining venture from a profitable to a marginal operation, and even at times have forced companies to liquidation or bankruptcy. The use of geology as an economic tool in coal mining is not generally recognized, particularly in coal deposits which are horizontal or essentially flat-lying, in which faulting might not be prevalent. However in pitching coal seams, the existence of faults is considered an inherent challenge, as the inclination of the seam or seams per se, is a product of geologic disturbance. The problems of faults are a constant challenge to the management of the Thompson Creek Coal and Coke Corp. in their operations in Pitkin County, Colorado, where high grade medium volatile coking coal is mined. The background for this paper has been provided by the experiences of these operations, in overcoming the effects of faults in mining, and resolving the fault structures. The properties of the Thompson Creek Coal and Coke Corp. are located in central Colorado, 13 miles southwest of Carbondale, Colorado, a tow] on the main highway between Glenwood Springs and Aspen, Fig. 1. The elevation at the mine portals is approximately 8000 feet: there is a relief of some 2.000 feet to the adjacent ridges rising away from the [nine portals. 'The entire present production of these properties totaling 180.000 tons of clean coal per year is trucked to the railhead at Carbondale, Colorado, from whence it is shipped to the Geneva Steel Plant at Provo, Utah. The properties were initially opened in September 1952. A total of 125 men are currently employed with the production conting from the Number 1 and 3 Mines, and development workings of the Number 2 and 5 Mines respectively. While the No. 2 Vine was opened in 1953 prior to No, 3 Mine, the encountering of faults without sufficient development work accomplished to sustain production, necessitated the diversion of manpower to the other [nines for economic considerations. Electrical impedance tomographic methods have been applied to a variety of mineral and chemical processes in the laboratory and on plant. This review paper surveys technical developments in measurement methods to enable quantitative extraction of key process information in the form of mapping of concentration profiles, mixture homogeneity and suspension velocity. The methods for determining velocity are summarized, since this is of especial interest when applied to opaque systems where most conventional optically based measurements fail. A recent significant development is the use of ultra-high speed measurement that now allows velocity vectors to be extracted for fast moving mixtures and fluids (up to several metres per second). New data are reported pertinent to low and high solids concentration flow in pipelines. Use of the methods offer improvements to design of such systems but also points to the use of tomographic electrical sensor as online flow measurement and fault detection. This offers new opportunities for applications and benefits in the design and monitoring of mineral slurries and sludges.

INTRODUCTION. THE installation of the Gayley Dry-Air process appealed specially to the management of the Warwick Iron & Steel Co., for the. reason that for fifteen years records had been kept at the works of the company, showing the amount of water entering the furnace in the form of aqueous vapor, and careful observations had been made of its effect upon the working of the furnace. Some years had proved much worse in their effect than others, on account, not only of excessive moisture, but also of great variation in the moisture from day to day, and sometimes within a few hours. It had been found impossible to. make a satisfactory percentage of high-silicon foundry-iron in summer, even on high fuel; and for some years the endeavor had been made so to arrange the sales that, during July and August, only a small percentage of the iron produced would be required to carry more than 2 per cent. of silicon. Our larger furnace, running on basic iron, year after year, produced in February a tonnage 20 per cent. higher than in August, on a much lower fuel-consumption, while, at the same time, the summer months were marked by ? messes," tuyeres closed by slips, and other irregularities, constituting serious additional business losses. It will be easily understood, therefore, that the records made at the Isabella furnace after the installation of the dry blast in 1904 possessed special interest, and were closely watched by us. This report describes the total effort that went into developing environmental test criteria for general mine instrumentation. The project was a two-phase effort. Phase I consisted of research and mine visits to develop an environmental profile for mine instrumentation. The profile was translated into general requirements and then into test requirements. A review of existing government and commercial specifications was performed to determine if they matched mine instrumentation test requirements. Finally, a set of environmental test procedures was developed for the testing of mine instrumentation. Phase II consisted of selecting and purchasing sample mine instrumentation and subjecting them to the previously developed tests. The purpose was twofold: (1) to evaluate the criteria developed for use as an instrumentation test document and (2) to determine the effects of the various criteria on a representative sample of both proven and newly developed instrumentation. The test criteria were then modified, based on the results of the testing, and are listed therein.

Failed attempts at amalgamation of a gold/osmiridium concentrate, recovered behind pebble mill liners during re-lining, led to the discovery that the gold particles were coated and that nitric acid only could remove the coatings. Following this treatment amalgamation was rapid and resulted in a complete recovery of the gold that otherwise would have been lost in plant residues. Investigations into the nature and formation of the coatings led to the realization that the coatings were impregnations of harder elements, associated with the gold during grinding and driven into the softer gold surface by high pressure, impact and attrition. It was further realized that this phenomenon could be part of gold ore milling, world-wide. With these thoughts in mind the question is asked whether concentration down to micron sizes prior to cyanidation, should not play a greater role in gold recovery.

Denison Mines Limited has been processing uranium ore in the Elliot Lake area for the past 20 years. As the original concept of uranium processing has been modified somewhat over this period, the present paper will describe the current recovery practices at the Denison mill from crushing through concentrate drying and packing . Special emphasis will be placed on the leaching, ion exchange and precipitation sections of the process, with consideration being given to the entire circuit. Descriptions will be given of equipment now being used and control strategies will be discussed.

"This paper reviews flowsheets generally used in gold rooms to upgrade primary gravity concentrates particularly those of Knelsons. It is concluded that even for small operations, which treat between 250 and lo00 kg of concentrates per day, there is a strong economic incentive to include in the flowsheet magnetic removal of tramp iron, at least two shaking tables, screening of either table feed or table tails at 150-212 um, and scavenging of table tails with a small centrifuge. Headroom, rather than floor space, is often inadequate in most gold room designs, and limits gravity flow and flowsheet flexibility. Experimental data are presented to demonstrate the effectiveness of a small Knelson Concentrator to scavenge significant amounts of gold (up to 91 %) from fine table tails.RésuméCet article examine les schémas d’évolution généralement utilisés pour traiter les concentres gravimétriques d‘or, en particulier ceux produits par concentrateur Knelson. Nous en venons à la conclusion que même pour un petit circuit d’une capacité de 250 A 1000 kg/jour pourrait bénéficier des opérations unitaires suivantes : concentrateur magnétique pour extraire la feraille, au moins deux tables A secousses, criblage de l’alimentation ou du rejet d’une ou des tables i une maille de 150-212 um, et épuisages des rejets fins de table avec un centrifuge de petite capacité. C’est l’espace vertical du lieu où se fait cette concentration qui représente la contrainte la plus importante, plutôt que sa surface, puisqu’il faut maximiser l’écoulement par gravite des pulpes et s’offrir une certaine flexibilité quant à l’agencement final des opérations unitaires. Blasting for armour stone presents many unique challenges. Often, blasters get themselves into trouble when they assume that they can simply modify a production blast design to produce the required fragmentation size. They bid on the project using typical production blasting costs, and then find that they cannot produce the required fragmentation size and quantity with an acceptable waste factor. This paper outlines industry best practice guidelines for the production of riprap or armour stone. The paper examines the importance of initial geological mapping to determine the average in-situ block size, and the advantages to be gained from working with the geology to maximize production of the required block sizes. The paper also outlines the importance of proper explosives selection as well as blast designs that are unique to the production of riprap. The paper reviews challenges and experiences realized from multiple projects in differing rock types.

The combined study of ground water regime and rock deformations has resulted in the theoretical substantiation of the common principles for analysis of the hydrodynamic and geomechanical processes Within the scope of unique scientific direction -hydrogeomechanics (Mironenko and Shestakov, 1974). The hydrogeomechanical models are widely used now for the analysis and forecasting the extremely important processes connected with the safe and efficient mining operations, as well as with the protection of geological medium. Among these processes are: -deformations of the open-pit slopes and spoil dumps; -consolidation of rocks due to the ground-water pressure drop; -water-end-rock material inrush into mine workings caused by deformations of the undermined rock mass; -geodynamical processes due to the changes in ground water regime; -artificial hydrofracturing in rocks; -transformations of clay linings under the tailing ponds and other technical water basins.

With the increasing need to exercise better control over mill circuits has come a requirement to develop rapid, accurate means of measuring circuit parameters. One of the most important parameters is the assay of the material in the circuit (or about to be introduced to the circuit). To date, most on-stream analysis has been performed using X-ray fluorescence equipment. Neutron activation offers an alternative method in certain circumstances, and one which has several interesting advantages. Recognizing the need for a simple, safe neutron activation unit suitable for on-stream analysis in the mineral industries, Atomic Energy of Canada Limited has designed, built and tested the SHERLOCK system. One prototype (SHERLOCK I) is located in Ottawa and is now used primarily in research. A second prototype (SHERLOCK III) is located in Vancouver at the laboratories of B.C. Research. This unit is being used for some development research and for evaluating the unit in specific applications. Most of the work completed to date has been aimed at proving the technique and in developing some of the parameters needed to design systems for a milling plant. Funding for the work has been through research grants and through sponsor¬ship by interested companies.

Design of the deep foundations for the loads imposed by lateral spread include the estimate of the pressure applied by the liquefied material as well as amount of anticipated displacement. In the absence of a non-liquefiable cover over a liquefiable layer, it is possible to design the foundation system just for the additional pressure applied by the flow slides. On the other hand, if a non-liquefiable layer exists above the liquefied zone, the foundation should be designed for anticipated movements. To completely account for liquefaction and/or lateral spread and their interaction with the deep foundation system, a coupled soil-structure interaction (SSI) analysis should be performed. However, a complete SSI analysis may not be feasible for most of the projects. This paper will present recent advances in analysis techniques and simplified methods to design deep foundations for liquefaction and lateral spreading. In addition, a case history of the Rancho California Bridge in southern California located within 1 km of the active Elsinore fault will be presented. One of the bridge abutments is underlain by potentially liquefiable layers. The pressure applied by the liquefiable layer was estimated to be greater than the shear capacity of the 36-inch CIDH piles designed for the abutment. However, with limited ground improvement and more careful analyses incorporating structural effects of CIDH piles, resulting design and construction resulted in a factor of safety greater than 1 against slope failure. The recommended approach was generally consistent with the recently published, and AASHTO sponsored, NCHRP 12-49 project regarding seismic design guidelines for new bridges and the effects of seismic displacements against bridge foundations.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

This report is a continuation and expansion of a previous USBM grant (No. G0254004) which examined alternative methods of handling the parting between two coal seams in a surface mining operation. The alternative methods consist of equipment implementation in either a stowing or haulback technique. Following a typical strip mine conformation, the parting is directly stowed or hauled back and placed in the pit bottom after second seam removal. The objectives are to produce an environmentally sound material placement technique and to increase prime stripping machine utilization. This report contains the engineering philosophy behind two computer programs created to evaluate parting handling methods over d wide range of coal and parting thickness ratios. The nature of the computer approach allows cost sensitivity analysis and quick updating of costs. The two programs are clearly presented with documentation and examples such that consumers may apply then to their own operations.

The paper examines the design issues associated with the integration of mineral processing within underground mining systems. It demonstrates conceptual integrated system design options appropriate to a range of geological scenarios. Particular reference is then given to a case study of stoping in narrow base metal veins. The performance of such integrated systems in terms of productivity, economic and environmental criteria is demonstrated by means of simulation. Particular attention is given to the potential benefits to mine waste management. Processing technologies appear to offer genuine potential benefit, whilst underground mining methods may need to evolve further to facilitate full integration. This paper is based on industry supported research aimed at developing selective and clean underground mining systems.

The autoignition temperatures (A.I.T.'s) of natural and synthetic lubricants in air were generally found to decrease with increasing pressure. Of the two types of fluids, synthetic and natural, studied in some detail, the phosphate esters had higher A.I.T.'s at any pressure between 1 and 200 atmospheres than the mineral oils. Most of the A.I.T. data obtained in this study obeyed the relationship predicted by Semenov's theory of ignition.
