This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago. This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines in the eastern part of the now active region of the Tri-State zinc district of Missouri, Kansas, and Oklahoma have unusually acid water, which during periods of moderate or no rainfall is used in the mills to replace losses from evaporation, seepage-, and tailings disposal. Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation, which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation With the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects. "Of the 135 current or past-producing 'gold-only' mines in the Superior Province of the Canadian Shield which have produced more than 100,000 tons of ore, the 33 mines which have produced one million ounces or more of gold have accounted for over 84o/o of the total production of 137 million ounces. The published literature on these 33 deposits was reviewed in order to determine the geological setting of the mineralization on a regional (mining camp) and local (mine) scale. The dominant rock types underlying the mining camps are mafic, variolitic, tholeiitic volcanic rocks with a significant ultramafic (komatiitic) component, and clastic and/ or exhalative sedimentary rocks. Felsic volcanic rocks are generally subordinate. Most mining camps are located at or near the top of the mafic-ultramafic sequence, and generally there is a major sedimentary-volcanic contact present which may be 1) a stratigraphic superposition of volcanic and sedimentary units, 2) a rapid, along-strike gradation from dominantly volcanic to dominantly sedimentary units due to facies change, or to the formation of structurally controlled sedimentary basins during volcanism, or 3) frequently (at 40o/o of the camps) a juxtaposition of sedimentary and volcanic sequences across a major fault zone or 'break', which in many instances may represent a reactivated, syn-volcanic basin-margin fault.In contrast to the regional setting, on a local or mine scale over 90o/o of the 33 mines contain felsic intrusions and/ or extrusions within mine workings. The felsic rocks may be quartzbearing (commonly quartz-feldspar porphyries) or dominantly quartz-free (commonly feldspar porphyry syenites or monzonites), and appear to have been emplaced in two different depth-zone environments: an epizonal intrusive environment, and a volcanic vent environment. Although the distinction between epizonal intrusive and volcanic intrusive-extrusive rocks is uncertain in many deposits, the two are tentatively separated on the basis of the grain size of the rock matrix (medium to coarse grained vs aphanitic to fine grained), homogeneity (multi-phased and/ or compositionally zoned vs compositionally homogeneous), and the shape and relationship to stratigraphy of the igneous body (circular or oval in cross section, and cutting the stratigraphy at a low angle vs lenticular and either stratiform or cutting the stratigraphy at a high angle). In addition, felsic intrusions of the volcanic environment commonly grade into tuffs or breccias of extrusive origin, whereas epizonal intrusions do not.Stratiform ore zones of possible exhalative sedimentary origin appear to be confined to deposits in which volcanic felsic rocks are present, and are absent from deposits in which only epizonal felsic intrusions are present. Pervasive carbonate- rich alteration, commonly in roughly stratabound zones of regional extent, and carbonate-rich chemical sedimentary rocks are present in over three-quarters of the deposits containing quartz-bearing felsic volcanic rocks, but are much less common in deposits with quartz-free felsic volcanic rocks. The host sequences of epizonal felsic intrusions which are quartzfree are more commonly sedimentary than those of quartz-bearing epizonal felsic intrusions.Quartz, carbonate minerals, arsenopyrite, scheelite, tourmaline and Cr-muscovite ('juchsite') are the most common mineralogical associates of gold. Arsenopyrite is essentially restricted to the volcanic environment, occurring in about twothirds of the deposits with quartz-bearing felsic volcanic rocks and less than half of the deposits with quartz-free volcanic rocks. Tourmaline, on the other hand, is almost ubiquitous in deposits associated with epizonal intrusions and also occurs in about two-thirds of the deposits associated with quartz-bearing felsic volcanic rocks, but in only one of the eight deposits associated with quartz-free felsic volcanic rocks. The depth of underground mines has been increasing due to several factors, such as material demand growth and improving technology. It is a challenge to understand severe failure mechanisms such as spalling, which is caused by induced high stress. To investigate this failure mechanism under high stress conditions, intact rock blocks with small size tunnel were tested at the Western Australian School of Mines (WASM). The range of rocks, such as sandstone and granite, were drilled (200 mm hole) and tested using a servo-controlled 450 t capacity INSTRON machine. The acoustic emission sensors were attached to the block mass during the experiment to investigate the seismic response prior to spalling failure. The Bureau of Mines conducted laboratory tests to determine the slurry transport and deposition properties of coal waste. A 188.5-ft pipe test loop was constructed with instruments to measure density, flow, and power and discharge, suction, and differential pressures. A 20-ton ample of Western coal waste was crushed and screened to 100 pct minus 1/2 in. Eight loop tests using this graded waste were run at slurry densities ranging from 1.15 (25 wt-pct solids) to 1.46 (60 wt-pct sol-ids) 0 The resultant friction-'pressure gradients ranged from 0,06 to 0.24 ft of water per foot of 4-in standard steel pipe. Particle-size degradation was significant.. In a typical loop test lasting 25 min, the minus 200-mesh fraction increased from 19 pct to 34 pct. Deposition tests showed that without the use of a flocculant, the slurries would not dewater when left to stand for 1 week. With flocculant, additional water was releas2d; however, the settled slurries remained thixotropic. Further testing is necessary to determine their suitability for use as backfill material in active mines.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. This volume deals with the development of a microcomputer based training cost model (TCM) which can be used to analyze training cost implications of various types of training. The model has been developed using Aston Tate's dBASE III plus language. The computer program and a test run of the model are presented in this report.

During a recent investigation the authors were interested in determining: (1.) How many points were necessary to locate the deviation curve for copper-constantan thermocouples within an accuracy of about 0.05° C., used in connection with the "standard" thermocouple of L. H. Adams. (2.) Whether copper-constantan thermocouples showing considerable deviations from the "standard' were consistent throughout their calibration. (3.) How reliable the extrapolated portion is - that is, the interval between -183 and -220° C. of the "standard" thermocouple. It seems that a calibration between 0 and -193° C. can be made within the stated accuracy by determining experimentally the e.m.f. of the particular couple at -78.50°, the normal sublimation point of carbon dioxide, and at -182.97°, the normal boiling point of oxygen. "Since the Mathew's method for open stope design was first proposed by Golder Associates in 1980 it has been applied at a number of mine sites in Canada. The initial hypothesis was based on a relatively small amount of data and the intervening period has allowed the collection of a significant amount of new data to test the validity of the method.This paper examines a brief history of the evolution of rock mass classification systems to provide background and emphasize their empirical and non-rigorous approach. It also presents the new data which appear to indicate that the initial hypothesis was reasonably good. The modification to the original graph proposed by Potvin is discussed as well as the applicability of the method to predicting the onset of caving. The original graph has been updated and has been subdivided into four zones described as ""stable""; ""potentially unstable""; ""potential major failure""; and ""potential caving"". The method is recommended as a useful open stoping design tool provided it is recognized that it is not a rigorous design method.Finally the paper proposes a recommended approach for application of the method by would-be users and addresses some typical pitfalls that may be encountered."

Combined preservative/fire retardant systems were pressure impregnated into Douglas fir and Ponderosa pine samples and evaluated for decay, flammability, and mechanical properties. The objective of the evaluation was to identify cost-effective systems for use with mine timber, and to provide an information and data base from which Federal code regulations could be established. Thirty systems, based on combinations of commercially available preservatives and fire retardant impregnants and coatings, were applied to Douglas fir samples and evaluated for decay and flammability. The ten most promising systems were ap¬plied to both fir and pine and reevaluated for decay and flammability before and after water leaching. The five best systems were given a thorough laboratory evaluation using both pine and fir. Evaluations included flame spread, smoke density, toxic gases, decay, compressive strength, flammability after artificial weathering, and cost. All systems had acceptable toxic gas levels and smoke densities, but flame spread was only borderline acceptable for most of the samples tested. A trade-off analysis showed Acid Copper Chromate/Fyrprufe with Albi-107A/144 intumescent paint and Koppers NCX to be the-best systems. Recommendations are made for further large-scale testing using the two best Systems.

Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. The height of tailings pond (TP) embankments is frequently raised to accommodate the ever-increasing volume of tailings released by the mining industries. Excess pore water pressure (EPWP) may develop during the height-raising operations, which can affect the overall stability of TP. This article presents a detailed stability analysis for the embankments of an existing TP, the height of which was increased twice utilizing downstream (D/S) and upstream (U/S) construction techniques. A rigorous two-dimensional transient fully coupled-stress-pore pressure analysis is performed in the finite element-based package RS2 to examine the build-up of EPWP during different stages of construction. Furthermore, an attempt is made to investigate the feasibility of future height raising, with due consideration given to the influence of embankment raising rates. Results from the analysis show a development of higher EPWP within the tailings deposit in comparison to the embankments of TP, indicating the development of an undrained-like condition. The study further reveals that the development of EPWP is highly affected by the rate at which embankments of TP are being raised. A higher rate of embankment-raising results in the development of greater EPWP in comparison to a lower embankment-raising rate, which may lead to the ultimate collapse of TP. Furthermore, based on the stability analysis, the height of existing TP can be further raised by 4 m (two lifts of 2 m height) utilizing the U/S construction technique. A thorough cost and benefit analyses are however required before implementing the results of the current analysis since the storage capacity of TP is reduced while raising by the U/S method.

Chalcocite concentrate obtained by magnetic separation and flotation of Bessemer matte is processed in the Inca top blowing bottom stirring MK reactor into semi-blister copper. The semi-blister is then converted into blister copper in the multi-purpose vessels (MPV) by oxidation of iron, nickel and sulphur. High melting point NiO and Fe30 4 are formed inside the MPV s, which together with Cu20 and smaller amount of fayalite are the major constituents of the solid mush. The accumulation of solid mush and buildup requires periodic MPV cleaning by adding reductant and copper-nickel matte, a unique process called "washout". Various reductants and their combinations, such as pig-iron, 15%Si Ferro-silicon and 50%Si Ferro-silicon, have been used for the reduction of solid mush and buildup. The possibilities of using calcium carbide as a reductant and slagging flux were examined experimentally at the crucible scale. The rate of reduction of MPV buildup was determined by continuous measurement of CO and C02 contents in the offgas and the flowrate of argon carrier gas. The rate of the buildup reduction with calcium carbide was approximately five times faster than the rate of reduction with coke. Additionally, the formation of CaO results in the melting of reduced buildup and formation of a slag at 1300°C and higher temperatures. It was found that simultaneous silica addition enhanced the melting and slag formation. The results showed the strong dependence of the reduction rate on temperature. Activation energy is approximately 225 kJ/mol. Expected benefits of using calcium carbide are related to cost saving on reductant, significant acceleration of solid mush reduction, and reduced amount iron input from reductant.

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title II, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

Introduction During the past three years at least fifty strings of 9% nickel steel tubing have exhibited excellent resistance .to the variably severe corrosive conditions typical of many of the sweet condensate wells in Mississippi, Louisiana, and Texas. This experience, and the characteristically outstanding performance of other ?nickel alloy steels under hydrogen sulphide corrosive conditions, dictated the selection of 9% nickel steel tubing for the second well drilled in the sour condensate Pincher Creek field of southwestern Alberta. The damaging effects of the Pincher Creek reservoir fluids on well equipment had been manifested in the discovery well by the rapid and not yet fully understood failure of API Grade N-80 tubing, stainless steel wire lines, and alloy steel fishing tools. Two very unexpected failures in the 9% nickel steel tubing, after only six days of service in production tests, instigated an extensive and continuing investigation to ascertain the probable cause of failure. This discussion presents some of the results obtained thus far which cast a little light on the perplexing behaviour of steels in hydrogen sulphide environments in general, and in sour condensate wells in particular. History of Tubing Failures Walter Marr well No. 1, in which the 9% nickel steel tubing failures occurred, produces from the Madison lime at the depth interval approximately 12,200 to 12,750 feet. The gas-oil ratio is about 26,000 and the gas contains 10.2 per cent hydrogen sulphide and 6.3 per cent carbon dioxide by volume.

The vast majority of the estimated 100 million rock anchors installed in mines in the USA per year use resin cartridges (Tadolini and Mazzoni, 2006). About 4.5 million per annum of these are bolts with a mechanical shell that if properly installed become effective active supports on installation. In addition, cable anchors (mostly passive) are installed with typically 4 ft of effective resin anchorage length sometimes with mechanical shells, which further makes the installation more difficult. This is because the cable (even with a stiffener tube) is not very rigid. When installing bolts with mechanical shells and cable bolts in the holes, the back-pressure can be so high that the installation is unsuccessful often creating a ?spinner? (an un-tensioned bolt) at best or buckling the bolt thus requiring another bolt/cable to be installed, or leaving a poorly functioning unit. The installation problems can create a significant potential safety hazard and waste time and money. Using a purpose designed test rig that physically inserts different rock anchors into pipes with resin and measure the back-pressure developed with time during the insertion/ installation. The test installation procedure is designed to mirror that used underground by rockbolt operators in coal mines. In addition a computer model has been calibrated that can predict the approximate back pressure of new anchor and resin combinations acting as a screen before physical testing. This research has lead to an understanding and quantification of the insertion back-pressures and this already resulted in improved prototype designs that could lead to more reliable mechanical shell and resin bolt installations.

Stream sediment geochemical analyses were collated from open-file mining company reports and assembled in the REGCHEM computerised database at the Institute of Geological and Nuclear Sciences Limited. The database operates on an IBM-compatible PC microcomputer using an application programmed in dBASE IV and termed GEOEXPL. By August 1992, data for 6383 stream sediment samples from 6335 different sites in the Coromandel Peninsula region (Hauraki Goldfield) were entered, giving a total of 29 292 separate elemental analyses. Preliminary statistical analysis using PROBPLOT on a set of data collected by AMOCO from the Mahakirau-Whangapoua area shows that these data are a complex mix of subpopulations related to mineralisation and different source rock types. Thresholds of 37 ppm copper, 31 ppm lead, 112 ppm zinc, and 2.3 ppm molybdenum, defmed by arithmetic models for the combined data set, separate the individual element sets into 'first order anomalous/lesser anomalous and background' subpopulations as follows: copper five per cent/95 per cent, lead five per cent/95 per cent, zinc one per cent/99 per cent, and molybdenum 15 per cent/85 per cent.
