The refractory nature of residual gold in Kalgoorlie calcines is caused by occlusion in dense pyrrhotite formed by fusion within pyrite grains during decomposition. Fusion of pyrite increases as the rate of heating exceeds the rate of sulphur expulsion. By controlling these rates in relation to each other in a fluidised system fusion is limited and an expanded structure is formed. The increased area presented to cyanide solution, and the decreased diffusion distance, makes gold more accessible for extraction. Gold extraction from expanded pyrrhotite, before oxidation for porosity, is comparable with extraction from fully oxidised calcines from Edwards roasters. A method is suggested for standardised comparison of cyanidation residues.

Detailed petrographic analyses of coal seams from the Newcastle, Illawarra, and Lithgow Coal Measures were made for a number of localities for each of twelve seams. From these analyses characteristic standardprofiles were derived for each seam. Two broad types of profile were found; one in which vitrite-poor and vitrite-rich layers alternate, and another in which there is a steady decrease in vitrite from the base to the top of the seam. Beatrix Gold Mine, a deep-level gold mine in the Free State province of South Africa, has the highest methane emission rate of any gold mine in the country. Methane is emitted from underground sources intersected during mining operations and is liberated into the general mine atmosphere. The total methane emission rate for the mine is of the order of 16001/s and the South section of the mine emits approximately 10001/s of methane gas. The mine has a history of gas accumulations which have led to a number of underground explosions. Following the last explosion in 2001 and the subsequent investigation, a number of recommendations were made. Two of these were to consider extracting the underground mine methane to render the mine atmosphere safe, and to declare hazardous locations that require special operating procedures. A number of such workplaces have now been declared at the South section of the mine. Methane gas is a potent, explosive greenhouse gas whose contribution to global warming and climate change is 21 times higher than that of carbon dioxide. To reduce its inherent danger and to mitigate its global warming impact, a carbon credit project under the Clean Development Mechanism (CDM) of the Kyoto Protocol has been developed and implemented, the aim being to capture and destroy the methane at Beatrix mine. The mine has constructed an extraction system to capture and extract 400 (Is of the methane. Percentage methane (per volume) of the gas intersected at source is 85%, with negligible concentrations of other hydrocarbons and water associated. The mine contracted the services of Group Five to design and construct the flare and ancillary equipment on surface, and Promethium Carbon was contracted to assist with the carbon¬-related aspects, approval framework, and administration of the project. A number of design and construction challenges had to be faced to extract and transport the gas effectively to the surface of the mine as the emitters are approximately 3 600 m away from the mine shaft at a depth of 860 m. Further considerations were the requirements for the type of column to be used to transport the methane gas, the pressure loss over the system, the safety systems needed to address the risk factors involved in the transport of the methane gas, and a suitable pumping system to extract the gas to the surface. The system operates under negative pressure provided by two blowers on surface delivering the emissions to a flare capable of burning off 450 8/s of methane gas. In this paper a number of benefits for the mine are discussed. These include, but are not limited to, the removal of approximately 55% of the total volume of methane gas from the general body of the air in the geographical areas of the mine where the methane gas is emitted into the atmosphere, and reducing the risk of methane-related incidents. A further benefit of this project is the mitigation of the global warming impact of the methane gas and the reduction of the mine's carbon footprint by approximately 25%. This project could also assist in alleviating the energy shortage being experienced in South Africa by means of the planned generation of 4 MW of electrical power, utilizing the methane gas, as a second phase of the project.

"The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

This paper presents a case study where economics dictated an aggressive slope angle and where an appropriate slope management programme allowed successful completion of mining to 190m below surface. The Navachab Gold Mine is located in Namibia and is one of the few gold mines in that country. Mining by open pit methods commenced in 1990 with economics dictating an aggressive slope design to minimise waste stripping and make the mine viable. With steep slope angles in the design, and a steeply dipping footwall geology, it was necessary to introduce a comprehensive slope management programme. This required good mining practice in limit blast techniques with pre-splits and trims, and good housekeeping to effect a safe and economical operation. The slope management programme in addition required in pit mapping and logging procedures, regular survey monitoring evolving to a robotic Geomos system, as well as slope instrumentation to monitor stability. Two relatively large scale failures occurred at the mine, the second of which impacted on the east wall access ramp, while the first was confined to an operating stack. The paper describes the design and slope management techniques developed for the east wall.

For an industry that provides more than half of the nation’s energy needs, the U.S. coal industry still attracts negative publicity. However, the nation’s energy appetite continues to increase. And political leaders and the public are beginning to understand that alternative fuels will not be enough to keep up with that appetite. Does that mean the nation will now embrace the coal industry? No, according to speakers at the Rocky Mountain Coal Mining Institute (RMCMI) meeting. The industry still needs to sell the public on coal’s advantages over other fuels. And the industry must continue to develop technology that will allow coal to meet and exceed strict clean air and clean water regulations.

The commercial extraction of metals from manganese nodules on an industrial scale requires more than 50% of the investment necessary to realize manganese nodule mining. This is mainly due to the fact that a completely new metallurgical processing scheme for the extraction of both base metals (Ni, Cu, Co) and high-tech metals (Mo, Li, Ga) has to be developed and upgraded to industrial scale. There are a number of conventional processing technologies that combine hydro- and pyro-metallurgical approaches such as the INCO and CUPRION processes which have been developed in the 1970s and 1980s. Today, new approaches based on selective leaching with chelating agents and bioleaching try to minimize energy consumption and waste production. All of these extraction methods require knowledge how the metals are structurally bound in the manganese oxides. In this contribution we will review the current knowledge about the mineralogy of iron and manganese minerals in the different marine oxide deposits, present our results, and discuss the possible consequences for metal extraction.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

With the employment of a system of ore pillars to support the hanging wall during the mining operations at the North Mine, it was found that, when the stopes were worked out and the pillars remained intact, the main footwall drives developed an undulating longitudinal section due to the shrinkage of the filling in the worked out stopes.These depressions collected water, which made the footwall drives very wet under foot, and everitually worked its way into the pillar workings and the levels below.Water was also finding its way into the shafts because of the silting-up of the level drainage systems and, as both the shafts are down-cast, this tended to increase the humidity of the air entering the mine.To overcome these troubles it was decided to try a system of siphons as a method of subsidiary drainage.SYSTEM AT PRESENT IN USE.All drainage water is collected as near to its source as possible, run into a sump in an adjacent low lying part of the level, and continuously removed from these sumps by a siphon system.Each level has its own system. Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology, The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty., and the, rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut n. On October 9, 1931, permission was granted t o reopen and prod e the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that hid not produced more oil than specified under the earlier proration orders and that had been shut in for the required 55-day period were permitted to produce 5 percent of their last potential during that 10-day period. On November 7, 1931, the Corporation Commission of Oklahoma issued an order which divided the Oklahoma City field into the Wilcox, Arbuckle, and Lower Simpson zones for proration purposes. Wells producing from the Wilcox zone were allowed to produce 4 1/2 percent of their potential5/ from November 1, 1931, to January 1, 1932; Arbuckle limestone wells were allowed to produce 250 barrels of oil daily; and Simpson sandstone wells which had a potential of over 2,000 barrels per day or which made 3 percent or more water were allowed to produce 200 barrels of oil per day.

To solve the support stability control problem for a coal face with large angles along both strike and dip (CLSD), the ’support-surrounding rock’ mechanical model has been developed, which takes into account the impact of the dip angle of the seam on the stability of the support in the strike direction. The mechanical relationships of the critical topple angle and critical slip angle of the support along the strike of the coal face with large dip angle and the support height, support resistance, friction coefficient, and other factors have been derived through the mechanical analysis of support stability in the strike direction of CLSDs in the free state, the operating state, and the special state. The research findings were applied to a fully mechanized CLSD in Xinji Coal Mine. The maximum underhand angle and overhand angle in strike are 42° and 25° respectively, and the maximum dip is 39°. It is calculated that during underhand mining and overhand mining, the critical support resistances for avoiding support toppling are 3723 kN and 1714 kN respectively, and the critical support resistances for avoiding slipping of the support are 7405 kN and 6606 kN respectively. Thus, the selection of type ZZ7600/18/38 hydraulic roof support for the coal face is justified. Measures to prevent sliding of the support and the installation of a limiting stop maintain the support runs in good condition and ensure safe and efficient mining of CLSD.

This investigation examined the feasibility of altering the inorganic component of North Dakota lignite by ion exchange. Lignite of specific size consist was washed with various ionic solutions and examined for evidence of exchange. Ions of higher valance substituted preferentially at equivalent concentrations. Results indicate that a major portion of the inorganic material associated with lignite is combined in exchangeable form with the organic component. Particle size of the treated coal is a critical factor in determining the rate of exchange. The data indicate that monovalent ions are easily replaced by divalent and trivalent ions, and the presence of ionic material in slurries containing finely divided lignite significantly increases filtration rates.

The Aberfoyle Tin Mine lies on a wide sloping bench about 2,000-2,500 ft. above sea level, at Rossarden, 14 miles north of Avoca, in north-eastern Tasmania. The quartz-cassiterite veins were discovered in 1916, but mining did not begin until 1926. Trenching revealed seven small tin-bearing veins within a width of 57 ft. of Palaeozoic slates and sandstones, and it was assumed that the mineralization extended beneath the adjacent cover of Permian strata, but the presence of the main vein system (the 26 Vein System) was not suspected until the Aberfoyle Fault was discovered late in 1928.The mine has now been developed on thirteen levels, to a depth of 1,350 ft. The lower limit of economic mineralization appears to lie at about the ll-level, which is 1,060 ft. vertically below the concealed outcrop of the main veins. "The microstructures of AlSi10Mg foundry alloy in permanent mould (PM) and high pressure vacuum die (HPVD) castings were analyzed and compared. The as-cast microstructures of two castings mainly consisted of eutectic silicon particles, primary Mg2Si and Fe-rich intermetallic phases. The surface layer in HPVD castings, which has a unique feature and different structures, was carefully characterized. The dimension variation of microstructural phases along the cross section in PM samples is less than that in HPVD samples, although the size of microstructural phases in PM samples was much larger than that in HPVD samples. The mechanical properties of PM and HPVD samples were evaluated on as-cast and T6-treated conditions. The tensile properties of HPVD castings are remarkable better than those of PM castings on the as-cast condition. The T6 heat treatment greatly improves the tensile strength of PM castings while it has limited impact on the tensile strength of HPVD castings.INTRODUCTION The AlSi10Mg alloys are widely applied to the high pressure die casting (HPD) and high pressure vacuum die casting (HPVD). In the HPD process, the melt is injected into the die cavity under a high speed (30–50 m/s in the gate velocity for aluminum alloys), and solidified under a high pressure (up to 200 MPa in the cavity) and with a high cooling rate (up to ~103 Ks–1) (Gourlay, Laukli & Dahle, 2007; Ji, Wang, Watson & Fan, 2013). This results in a unique microstructure feature that is different to other casting processes under gravity. One major concern in HPD castings is porosity due to trapped air in the cavity (Ji et al., 2013), which seriously restricts the application of a heat treatment on the improvement of mechanical prosperities because of the formation of blisters on casting surfaces. For the process improvement, the high pressure vacuum die casting was developed in 1980s (Uchida, 2009). In this process, the melt is injected into the die cavity under reduced pressure (vacuum), which greatly reduces gas porosity in castings due to effectively avoiding the trapped air. Consequently, HPVD castings are heat-treatable without the formation of blisters on castings surface during heat treatment. The HPVD process has been widely applied to produce high quality structural castings in recent years attributed to reliable vacuum system development (Uchida, 2009). However, the microstructure features of HPVD castings are not systemically characterized yet."

This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

Magnesium alloy AM50 is of interest to automotive cradle application because of it excellent castability and good ductility. In this work, microstructure and mechanical properties of both low pressure die cast (LPDC) and high pressure die cast (HPDC) AM50 test bars are characterized. Microstructure was examined using optical microscope, scanning electron microscope (SEM) and transmission electron microscope (TEM). Phase identifications were performed using energy dispersive x-ray spectrometer (EDS) and TEM diffraction. It has been found that LPDC produces much coarser microstructure than HPDC. At the same time, the HPDC samples are more heterogeneous in microstructure and composition close to grain boundaries. Particles with various dimensions and morphologies of two different intermetallic phases, Mg17A112 and A18Mn5, were found in all the samples. Mechanical tests were performed under conditions similar to those related to an engine cradle application. LPDC samples show lower strength but better creep resistance than HPDC mainly due to the difference in grain sizes and grain boundary microstructure between LPDC and HPDC. Creep curves are well described by the empirical Andrade equation. Tensile-compressive yield and creep asymmetries were found in AM50, i.e. better deformation resistance in tension than in compression. The average yield asymmetry ratio for all the samples is 0.87. Microstructural examinations on the samples tested in tension, compression and creep showed that the deformation mechanisms in AM50 were slip plus twining at temperatures up to 125°C. The examinations indicate the important role of twining in the asymmetry phenomenon. The creep results indicate that dynamic precipitation of the Mg17A112 phase during testing is not the mechanism directly responsible for the creep asymmetry in AM50.

On October 1, 1993 the regulations for assessing and cleaning up contaminated soil and groundwater in the Commonwealth of Massachusetts were revised. These new regulations, known as the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000, were developed to keep routine releases out of the regulatory system and rely on private parties to handle most releases without Department of Environmental Protection (DEP) oversight. An integral part of the new MCP is the Licensed Site Professional (LSP). An LSP is required to handle activities and render opinions once a site enters the MCP. These regulations must be adhered to where ever a release has occurred, including construction sites. A brief overview of the new MCP is given below; see attached MCP Flowchart for graphical summary. Entering the MCP Process A release of oil or hazardous material (OHM) to the soil or groundwater above applicable reportable quantities (RQ's) or reportable concentrations (RC's) will require notification to the DEP and compliance with applicable provisions of the MCP. RQ's and RC's are listed in the MCP (310 CMR 40.1600) for most compounds that are typically encountered. For each compound there are two RC's for soil (S-1 and S-2) and two for groundwater (GW-1 and GW-2). The S-1 and GW-1 RC's apply to sites that are environmentally more sensitive, as a result they are lower than the S-2 and GW-2 RC's.
