Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

"The analysis of meso- and micro-scale textural attributes has been undertaken on ore samples from the Ernest Henry iron oxide-copper-gold (IOCG) deposit in NW QLD. Quantified textural data including grain size, shape and mineral association have been extracted from classified images of core with the aim to better predict potential mineral processing behaviours such as comminution, liberation and flotation. Data have been extracted from images of intact core at meso- and micro-scales using high resolution continuous images collected using automated core-logger technology, SEM-based and optical microscopy platforms.The results of this study will show examples of quantified size, shape and mineral association data from meso- and micro-scale classified images. Analysis of the data shows that there are domains of variable grain size and mineral association that can potentially be related to crushing and liberation behaviour. The trends that are observed at the drill-core (meso-) scale are consistent with those at the micro-scale. The results from the micro-scale analysis show that the domains defined at the core-scale have clearly different chalcopyrite sizes and shapes as well as variable bulk mineralogy.INTRODUCTIONInnovations in technology have allowed automated extraction of information about mineral shape, grain size and mineral association, i.e., texture, from meso- and micro-scale images of intact rocks. Clay shales are currently being assessed as possible host rock formations for the deep geological disposal of radioactive waste. However, one main concern is that the favourable long-term isolation properties of the intact rock mass could be negatively affected by the formation of an excavation damaged zone (EDZ) around the underground openings. The goal of this thesis was to develop and validate a mechanically-based model of the deformation and failure process of a clay shale, namely Opalinus Clay (OPA), with particular focus on the influence of anisotropy on the short-term response of circular tunnels. To achieve this goal, a hybrid continuum-discontinuum numerical approach was developed in combination with new field measurements from the Mont Terri underground research laboratory. The response of OPA during the excavation of a full-scale emplacement (FE) test tunnel was characterized by geodetic monitoring of wall displacements, radial extensometers and longitudinal inclinometers. The deformation measurements indicated strong directionality induced by the combined effect of in-situ stress field and bedding planes striking parallel to the tunnel axis, with the most severe deformation occurring in the direction approximately perpendicular to the material layering. Computer simulations were conducted using a newly-extended combined finite-discrete element method (FEM/DEM), a numerical technique which allows the explicit simulation of brittle fracturing and associated seismicity. The numerical experimentation firstly focused on the laboratory-scale analysis of failure processes (e.g., acoustic activity) in brittle rocks, and on the role of strength and modulus anisotropy in the failure behaviour of OPA in tension and compression. The fracturing behaviour of unsupported circular excavations in laminated rock masses was then analyzed under different in-situ stress conditions. Lastly, the proposed modelling methodology was applied to the aforementioned FE tunnel to obtain unique insights into the EDZ formation process around emplacement tunnels for nuclear waste. The calibrated numerical model suggested delamination along bedding planes and subsequent extensional fracturing as key mechanisms of the damage process potentially leading to buckling and spalling phenomena. Overall, the research findings are already having a direct impact on the preliminary design process of an underground repository for nuclear waste in Switzerland.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

Operations involving the processing of coal, oxygen, and steam into synthesis gas by means of two pressure-type gasifiers have demonstrated the effect of heat loss and operating variables on carbon gasified and oxygen and coal requirements. Carbon gasified is the fraction of carbon in the coal that is converted to gas. Oxygen and coal requirement is the quantity of each that is needed to produce a unit volume (M std. c.f.) of carbon monoxide and hydrogen. Operating pressure of the gasifiers ranged from 150 to 300 p.s.i.g. and coal was fed at 200 to 500 lb./hr./cu.ft. of reaction-zone space. Oxygen-to-coal ratios were 8.5 to 10.5 std. c.f./lb. Heat loss and residence time have opposite effects on carbon gasified; increasing the heat loss decreases the carbon gasified, but increasing the residence time (by raising the operating pressure or reducing the coal-feed rate) increases the carbon gasified. The effects of these two factors are difficult to separate because they usually change simultaneously. A comparison of the results obtained from the operation of two gasifiers with different levels of heat loss, however, permitted the effect of heat loss to be separated from that of pressure and coal-feed rate. When the results were deter- mined on the basis of constant heat loss, increase of the residence time increased the carbon gasified until the reaction virtually had come to completion. For example, at 150 p.s.i.g., decreasing the coal-feed ratio from 500 lb./hr./cu.ft. to 200 lb./hr./cu.ft. substantially increased the carbon gasified. At 300 p.s.i.g., however, changing the coal-feed rate had little effect on the carbon gasified because the reaction had almost reached completion and further increase in residence time resulted only in a negligible change.

"The large reserves of low-rank coals in the western United States are at a disadvantage in competing with the more mature but less plentiful eastern coals, which are nearer important markets and are more suitable for combustion and coke production. However, low-rank coals generally are amenable to hydrogenation, and the western coals might become an important source of liquid fuels and organic chemicals when petroleum is less plentiful.In view of these facts an the tremendous quantities available, further information on the western coals clearly desirable. The purpose of the work described in this paper was to study the hydrogenation characteristics of some of the low-rank western coals in discontinuous converters. The data obtained in this manner, which are inadequate for predicting the suitability of coals for large-scale continuous hydrogenation, were used as a basis for selecting samples for further study in the Bureau's experimental coal-hydrogenation plant (26, 35). 8/ Because of the general importance of the western coals and recently demonstrated relation between coal hydrogenation and petrograghy (14, 15, 16), the proportions of anthraxylon, (vitrain), translucent attritus, and opaque matter were determined. In some instances samples of anthraxylon were isolated and hydrogenated separately so that their properties might be compared with those of the entire coal. The samples studied include peat, brown coal, lignite, sub-bituminous coals, and low-rank bituminous coals."

Bench-scale flotation tests were conducted on two western tactite ores to study the recovery of tungsten and zinc minerals. The investigation, which is part of the Bureau of Mines ongoing program to develop methods for beneficiating minerals and metals from domestic low-grade ores, demonstrated the feasibility of producing scheelite, sphalerite, and their bulk concentrates. Sphalerite concentrates containing 51 to 53 pet Zn and less than 0.11 pct W03 were selectively recovered prior to scheelite flotation. Zinc recovery ranged from 85 to 91 pct. Scheelite concentrates containing 17 to 25 pct W03 were then recovered from the ore; tungsten recoveries ranged from 88 to 94 pct. Bulk flotation concentrates containing 84 to 91 pct of the W03 and 87 to 95 pct of the zinc also were prepared. More than 98 pct of the W03 in a bulk concentrate containing 9 pct W03 was extracted by autoclave leaching with a soda solution. The zinc remained in the leached residue.

Paper presented at the conference Risk assessment in the extractive industries, held in Exeter, 23-24 March 1994, and first published London: IMM, 1994, preprint volume. 18pp., 12 refs. (Originally entitled: Tunnel roof diagnosis using a robotic sensor test bed.) An integral roof diagnosis method is proposed to assist in assessment of risk regarding the stability of an excavation. A Robotic Sensor Test Bed (RSTB) is being developed for the characterisation of roof stability. The sensor test bed consists of a sonic/ultrasonic wave response sensor, a laser surface profiler and a surface temperature sensor. These sensors are mounted on an articulated robot manipulator for performing remote-controlled or fully automated diagnoses. A number of laboratory and field sonic/ultrasonic tests were conducted. A high-energy ultrasonic transducer and an impact device were used to resonate rock slabs. The fracture depths of the slabs were found to be inversely related to the measured resonance frequencies. The agreement between identified and actual dimensions was acceptable. Field tests also showed that loose rock on the surface can be clearly distinguished from solid formation by comparing their wave responses. The robotic laser profiler part of the RSTB was used to measure surface geometry. Different scanning methods are being developed to achieve the fastest and most precise measurements and to provide pertinent information about rock joints and major fractures

Process mineralogy forms an integral part of geometallurgy, with ore body characterisation being but one piece of the puzzle in optimising value derived from ore. This value is not only financial, but importantly speaks to sustainability from environmental and social standpoints. The reactive approach of traditional process mineralogy is increasingly being replaced by predictive methods in the geometallurgical sphere, for which mineralogical information must be timeously acquired on judiciously selected sample sets to understand ore variability and its impact on orebody processing. Such processes are not only metallurgical, but must incorporate mining and waste management protocols. Dwindling resources like water and energy also demand innovative approaches for lowering consumption and/or promoting recycling along the value chain. Addressing such challenges relies on appropriate characterisation of ore behaviour under different process regimes. Coupled with this, emerging characterisation tools are increasingly applied to understand the mineralogy of unconventionallypresented and difficult-to-process ores to meet societal and technology demands. Such tools are often accompanied by the generation of large, computationally intensive datasets, for which data management and storage are key requirements, particularly when deciphering temporal trends in ore and process variability. This paper will elaborate on these themes with examples that highlight the importance of process mineralogy throughout the minerals value chain. This paper will discuss the construction of 15.9 km (9.88 mi) of tunnels on a project in Chicago, Illinois. The tunnels were driven utilizing two rock and four soft ground TBMs ranging in sizes from 7.39 m (24.25 ft) in rock down to 1.95 m (77 in) in soft ground. In addition to the mining, there are 63 upper level structures and 16 dropshafts averaging 61.5 m (202 ft) deep included on this project. Many diverse mining, excavation, support and lining techniques were employed on this project.

A Good Product Range - So What! While in terms of water, waste management and environment protectrion, the Gippsland Basin may appear to have a good product range, what does this really mean? What it means is that, like any product range, the virtues of the product range must be sold and accepted by a majority of the public. The social, economic and environmental benefits of any enterprise using these products must be sold and accepted by the regional population. Many a budding entrepreneur has failed because he assumed that the public would accept his product, so good did it appear to be! However, we know that such an assumption must be avoided and that a great deal of time and effort needs to be invested in promoting and gaining acceptance of a product to ensure a long term and viable market.

"In Turkey, the growing demand for lignite has resulted in increased lignite production and an emphasis on improving underground recovery. This has resulted in a gradual increase in the application of the retreat longwall mining method and also in the extraction of the safety pillars protecting permanent underground structures (drifts, shafts) in mines prior to their abandonment.Extracting these safety pillars presents a special hazard to mine employees and the stability of the mine. Often subjected to high stresses, the behaviour of these pillars is not always predictable. Special care must be taken to ensure that infrastructure does not collapse prematurely, and that working conditions remain safe. Otherwise the extraction must be halted, and the remaining coal lost.This investigation reports on a study of the stability of safety pillars during the final extraction phase of the Hustas mine in Soma, Turkey.” The model construction was based on mine plans, and material properties were derived from physical properties testing. Observed subsidence effects from other mining events were used to calibrate the overburden lamination thickness.The model results compared well with surface physical disturbance occurring as a result of mining, as well as with conventional longwall stress redistribution theory and underground observations. The study has shown that properly calibrated models can be useful in assessing mine safety during remnant pillar extraction. The LAMODEL results demonstrate the convenience of this easy to use software."

Rolled steel, steel forgings, and steel castings in the Pacific Northwest (Washington and Oregon) are produced principally in the Seattle, Wash., and Portland, Oreg., metropolitan areas. Steel-mill products are rolled from carbon and some alloy &eels by three companies into shapes such as reinforcing bar, rods, rounds, squares, flats, and hot-rolled strips; structural shapes, - such as angles, channels, and I-beams, also are rolled. Carbon and alloy steel ingots are poured and forged at a Seattle plant into ship shafting, drive shafts, billets, slabs, bars, rings, hooks, and other items. Static, shell, investment, and centrifugal castings are produced at 19 steel foundries in a wide range of steel specifications. All Pacific Northwest steel output is based on remelting steel scrap. Local iron ore might be used in the future to supplement steel scrap as a metal source. Ore reduction would probably be achieved by methods other than the blast furnace. Current melt-shop practice and problems are basically the same in Pacific Northwest steel plants as in cold-melt shops in other parts of the country. Quality steel production is receiving more emphasis in this region with the installation of modern analytical equipment and vacuum pouring and melting facilities.

In 1960, Magnetics International Ltd. undertook the development of the Jones High Intensity Wet Magnetic Separator in the Americas. Magnetics International had a number of possible applications in its own projects plus the intention of developing the equipment for sale to others. It was soon recognized that no matter how innovative a piece of mineral separation equipment may be, it takes many years and much finance before it is finally accepted for large scale use. For this reason, many good ideas die in their infancy. One of the chief reasons for such a time lag between conception and large scale implementation is the usual lack of finance to construct and put into operation a large demonstration unit. Even with a large unit for demonstration, the first major user usually requires a guarantee that is not normal in accepted separation equipment. Such problems are also normally accompanied by major design changes from the first conception.

A new process comprising metallizing reduction, magnetic separation, and electroheat melting separation is proposed with the aim of achieving high recoveries of iron, vanadium, and titanium from vanadium titanomagnetite. The effects of magnetic intensity, reduction temperature, reduction time, carbon ratio, and coal particle size on the efficiency of reductionmagnetic separation were investigated, the reaction mechanisms elucidated by SEM and EDS analysis, and the optimal process parameters established. Recoveries of up to 80.08% for titanium, 95.07% for iron, and 71.60% for vanadium were achieved. The reduction sequence is shown to be: Fe2O3 ? Fe3O4 ? FeO ? Fe; Fe2TiO5 ? Fe2TiO4 + TiO2 ? Fe + FeTiO3 ? Fe + FeTi2O5 ? Fe + TiO2.

"Control of analytical data quality is usually referred to in the mining industry as Quality Assurance and Quality Control (QAQC), and involves the monitoring of sample quality and quantification of analytical accuracy and precision. QAQC procedures normally involve using sample duplicates and specially prepared standards whose grade is known. Numerous case studies indicate that reliable control of sample precision is achieved by using approximately 5% to 10% of field duplicates and 3% to 5% of pulp duplicates. These duplicate samples should be prepared and analyzed in the primary laboratory.Bias in the analytical results can be identified by inclusion of 3% to 5% of the standard in each sample batch. Several different standards are used, with values spanning the practical range of grades in the actual samples. A blank (a sample in which the concentration of metal of interest is below detection limit) should also be included. Standard samples alone cannot identify biases introduced during sample preparation, and therefore approximately 5% of the duplicate samples (coarse rejects and pulp) should be processed and assayed at another, external, reputable laboratory.This paper discusses techniques used for estimation of errors in precision and accuracy, and overviews diagnostic tools. It is shown that one of the most commonly used methods, the Thompson-Howarth technique, produces consistently lower results than other methods. These results reflect the nature of this method, which relies on the assumption of a normally distributed error, and thus produces biased results when errors have a skewed distribution. This study concurs with the suggestion of Stanley and Lawie (2007: Exploration and Mining Geology, v. 16, p. 265-274) to use the average coefficient of variation (CVAVR(%)) as the universal measure of relative precision error in mine geology applications: Le contrôle de la qualité des données analytiques est habituellement désigné sous l’appellation d’Assurance et Contrôle de la Qualité (ACQ), elle implique le suivi de la qualité des échan¬tillons et la quantification de la reproductibilité et la précision analytiques. There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.
