The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Accurate determination of platinum group metals (PGMs) and gold (Au) has always proven to be a difficult task, due to their low concentrations in platiniferous ores. The most common preconcentration technique used in analysis of these metals is fire assay with a flux containing nickel or lead. This technique can be improved by using co-collectors. Here we hypothesise that Fe, Co, and Cu can be used as co-collectors to enhance separation and preconcentration of PMGs and gold by fire assay. To test this hypothesis, geological exploration samples from Siyanda Union Mine (Northam, South Africa) were analysed by an inductively coupled plasma-optical emission spectrometer (ICP-OES) for PGMs (Pt, Pd, and Rh) and Au. A control sample (certified reference material AMIS 0426) was also analysed by the same technique. The PGM and Au recoveries from the control sample ranged from 83% to 105% for all three co-collectors, with relative standard deviations less than 10% for the control sample and 7% for the geological samples. The PGM and Au recoveries by Fe and Co co-collectors were modestly higher than that of the Cu-collector. These results indicate that Fe and Co are better co-collectors than Cu, presumably due to the loss of analyte when using Cu. Taken together, Fe and Co co-collectors can be viable alternatives for analysis of PGMs and gold using the fire assay method.

It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

An industry research project has been established to examine the issue of rock mass failure in large open pit slopes. The approach began with numerically modelling failure at the laboratory scale with a displacement discontinuity program. The interim results from the program suggest the output failure mode is dependent upon the input parameter cohesion weakening. Es wurde ein Forschungsproject mit unterstützung von Bergbauindustrie bearbeitet. Die Zielsetzung der vorliegenden Arbeit war die Analysierung des Böschungsgefähr im größen Festgesteinstagebauen. Das Verfahren besteht aus der numerischer Modelierung mit Ansatz einen sonderen Rechnerprogram. Die erste Ergebnis zeigt, daß die Aufgabe am Angabendaten (cohesion) abhängig sein wird. Un project de recherche industriel fût conduit avec le but d’examiner les éboulements de roche dans les mines a ciel ouvert. La premiere étape a été de modelliser numériquement les éboulements dans un laboratoire en utilisant un programme de déplacement discontinu. Les resultants préliminaires du programme indiquent que la prédiction des ébouliements est directement reliée à la magnitude de la cohesion.

"Acid Mine Drainage (A.M.D.) formed from oxidation of disposed pyritic wastes presents a potential pollution hazard for Equity Silver Mines Limited and the mining industry in general. Failure to collect and treat these acidic effluents can eventually affect the quality of receiving streams and endanger aquatic life forms. Treatment and discharge of A.M.D. to the receiving environment must comply with stringent anti-pollution laws.Wastes mined at Equity Silver Mines Ltd. are predominantly acid generating and must be handled according to a materials management plan to minimize impact on the environment. Effluent collection and treatment facilities have been constructed to address the short term environmental concerns with reclamation and research programs being developed to address and monitor abatement measures for control over the long term.The purpose of this paper will be to offer a brief overview of these measures. Key topics for discussion will be: kinetics of Acid Mine Drainage, acid generating potential, water treatment and sludge handling, special wastes, waste dump construction, waste rock amendments, bacteriocide research, simulations, and reclamation measures. Programs designed to evaluate impact on the receiving environment, although they form an extensive part of the program, will not be discussed in this paper.INTRODUCTIONEquity Silver Mines Limited is located in the Central Interior of British Columbia, within the Omineca Division, 35 kilometers southeast of Houston Mining and approximately 575 kilometers by air north-northeast ofVancouver (Figure 1).The deposit consists of three economic mineralized zones: The Southern Tail, Main and Waterline Zones. Mining of the Southern Tail commenced in April, 1980 and was completed in the first quarter of 1984. Main Zone production was initiated during the last quarter of 1983 and the Waterline Zone remains undeveloped to-date. Remaining reserves are in the order of four years contingent on favourable metal prices. The three deposits (Figure 2) occur within a window of interbedded volcanic and minor sedimentary rocks. The older volcanic sequence is bounded on the west by a small granite-like stock and on the east by a gabbro-monzonite complex. All are overlain by a series of younger lava flows."

The Cerro Matoso S.A. mine and smelter, in the Cordoba lowlands of northwestern Colombia, consist of a dedicated laterite nickel mine, ore blending, drying and an RKEF process to produce high-quality ferronickel. At a project investment of $400M, first production of ferronickel was in September 1982, and in its inaugural year CMSA produced 6,150 tons of contained Ni from a mined ore grade of 3.2% Ni. Initial operational difficulties resulted in a number of furnace run-outs, which impacted ramp up to design ore throughput of 128 dry t/h Since then CMSA has steadily incorporated process improvements and initiatives to take the single line operation to an ore throughput of 175 dry t/h. A second 175 dry t/h line was added in 2001 (investment of US$ 300M) to consolidate CMSA as one of the world's lowest cost Ni producers with an installed annual production capacity of 50-55,000 tons Ni. A new on-line database of literature about copper has been created through a joint undertaking by the Copper Development Association Inc. and PROCOBRE-Chile, with funding provided in part through the International Copper Association, Ltd. The new database will permit Spanish-speaking technologists to access publications maintained by PROCOBRE-Chile by means of standard keyword searches. In addition, a new Spanish- English thesaurus has been written to enable Spanish-speaking individuals to search d access the Technology and Environmental databases of the Copper Data Center, which together comprise more than 80,000 publications dealing with the production, properties, uses and environmental effects of copper. Planned expansion of the new Spanish literature database is described.

Lower greenschist quartzo-feldspathic schists within the N-S trending Earnslaw Synform of the Upper Wakatipu area are pervaded by late-stage quartz filled extensional and extensional shear fractures, with quartz-scheelite lodes infilling normal faults. Exposed veins/lodes mapped over at least 1000 km2 define a paleoflow system developed during late metamorphic exhumation of the schist. Both veins and lodes have consistent angular relationships to the schist foliation independent of their location on the Earnslaw synform. Unfolding the synform leads to a regional subhorizontal foliation and a systematic set of subvertical quartz veins striking NNW extending over a depth interval >5 km, striking parallel to a set of normal faults hosting the quartz-scheelite lodes. The structures define an extensional regime with s1 sub-vertical, s3 oriented WSW-ENE, a low differential stress, and suprahydrostatic fluid pressures.   The quartz-scheelite lodes (<2 m thick) occupy faults which cross-cut the quartz veins, and are traceable for a few hundred metres, at most. The lodes consist of laminated and/or massive quartz, slivers of crushed and folded schist, random and discontinuous lenses of scheelite with clay selvages separating the lode from relatively undisturbed wallrock schist. Textural evidence suggests that slip developed incrementally with total displacement on faults during lode formation on the order of a few ten's of metres.   The distribution of Glenorchy veins demonstrates broad scale hydrothermal flow through low-permeability schist, channelled within dilatant mesh style structures comprising interconnected shear and extension fractures. Flow through the lodes was likely derived from the greater surrounding area via the interlinked network of fractures and focused into the low displacement shears. Available evidence suggests the system developed together in a uniform extensional stress regime toward the bottom half of the seismogenic regime.

WITHIN a very few years magnesium has sprung from oblivion, from classification as a technically unknown, little appreciated, and expensive material to front-page importance in many fields of engineering. Bunsen may be considered the real founder of our present magnesium industry. In 1852; he prepared this metal by the electrolysis of fused magnesium chloride in a porcelain crucible. In the following years the electro¬lytic process became recognized as superior to chemical reduction methods and Germany became the world's chief producer, installing the first electrolytic magnesium plant in 1886. ' Thirty years later, national defense requirements, occasioned by the outbreak of the World War and the cutting off of imports, caused France, England, and the United States to begin production. Most of this magnesium was used for military purposes so the close of the war resulted in a large curtailment in production. A few companies, however, encouraged by the early success of the Germans and by the rapid developments taking place in aeronautics, and confident in the certain future and ultimate value of this metal, undertook extensive re¬searches in its production and utilization. A variety of production methods, both chemical and electrochemical, were investigated and some of them operated on a commercial scale. Polymeric matrix composites with dispersed hard particles are being as wear resistant tools in industrial polishing operations. In the present work, the microstructure of epoxy composites with different amounts of embedded diamond particles, up to 30 wt.%, was investigated for the effect on fracture characteristics. It was found that the introduction of diamond particles promoted an increase the porosity of the epoxy matrix. Moreover, the particle morphology associated with a non-uniform distribution within the matrix was responsible for the nucleation of cracks that caused rupture of the composites.

Keywords: reduction, kinetics, laterites, rotary kiln, dust In this work, the reduction kinetics of dust from nickeliferous Greek laterites is investigated. The dust is a by-product from laterite treatment in rotary kilns and it comes from washing towers, electrostatic filters and polycyclones. Laboratory made pellets from this dust were also examined. Reducibility was studied in the temperature range of 700°C to 850°C in a laboratory tube furnace. Kinetic analysis of the results showed that at lower temperature values the mixed kinetic model verifies the experimental results of dust and pellet samples. At higher temperatures (800° and 850°C) diffusion becomes the rate controlling mechanism. The calculated activation energy values verify also the above mentioned results.

"Xstrata Alloys – Eland Platinum concentrator (South Africa) has recently been commissioned and is now initiating a challenging optimisation program encompassing the entire operation. Process control improvements are key elements of the program and initial results have demonstrated how leveraging from current assets can bring significant improvements through overall reduction of variability. This paper gives a brief overview of the operations and details how Eland is striving to become a top tier leader with advanced regulatory control strategies recently implemented. Results reveal that what can be achieved in a standard control system (PLC or DCS) should not be underestimated as the first interventions led to a steadier operation of the primary ball mill circuit. Following the improvements, significant and sustained reductions of standard variation were observed for key process variables around their set-point: primary ball mill feed rate (72 %), rougher feed density (58 %), and rougher feed flow rate (47 %). A path forward has been identified to tackle further opportunities around the primary grinding circuit: water balance management, throughput optimisation as well as charge and power draw control.INTRODUCTIONThere are numerous approaches to mineral processing plant optimisation. As the benefits of determining the right reagent types, mix, dosage and addition points, or the proper charge of grinding media in a mill are fully appreciated, there is still nowadays some misunderstanding and misconceptions about process control in general and how it can contribute to the whole optimisation process. The confusion between the various disciplines involved, i.e. instrumentation, control system programming, automation and process control, certainly does not serve the best interest of the industry with this regard."

The National Institute for Occupational Safety and Health designed and conducted a study in an underground metal mine to assess the effects of selected diesel emissions control technologies on the concentrations of diesel particulate matter and gases in underground mine air. The control technologies studied included diesel particulate filter (DPF) systems, filtration system with disposable filter elements, diesel oxidation catalytic converter, and biodiesel blends. Each technology was tested on a mining vehicle operated in an isolated area of an underground mine supplied with fresh air. These isolated zone tests allowed for the operation of vehicles under conditions and over duty cycles that closely mimic actual duty cycles of production equipment. The DPF systems reduced the elemental carbon (EC) concentrations in mine air between 88% and 99%. The same systems reduced total particulate matter (TPM) concentrations in mine air by approximately 75%. The biodiesel blends B20 and B50 caused a reduction in the EC concentrations of 26% and 48%, respectively. Those blends also reduced TPM concentrations by 9% and 24%, respectively. The use of #1 diesel fuel reduced EC concentration by 13% compared to #2 diesel fuel. An increase in nitrogen dioxide concentration of up to two times was seen when platinum-catalyzed DPF systems were tested.

A laboratory investigation was carried out on the characterization and beneficiation of sillimanite ore. Petrographic analysis indicated that the ore consisted of massive elongated sillimanite grains in a matrix of hematite, garnet, feldspar and silica. A procedure for estimating the percentage of sillimanite was developed using float-sink and magnetic-separation techniques. A liberation study was carried out to determine the level of size reduction required to achieve sufficient liberation while ensuring that gravity concentration techniques would be applicable. Laboratory testing was performed on the liberated ore to investigate the applicability of using wide-angle dense-medium cycloning to upgrade this ore. Initially, medium-only tests were carried out using various size distributions of magnetite and ferrosilicon as the dense-medium solids to evaluate the effects of operating conditions on medium segregation. Depending on the medium solids and operating conditions, either positive of negative differentials (difference between the relative densities of the underflow and overflow streams) were obtained. Based on these results, separation tests were performed to process nominal -1.2-mm sillimanite ore. The results indicated that sillimanite concentration could be obtained using a medium relative density that was much lower than would typically be used in a dense-medium cyclone separation.

At the present time, the Florida phosphate industry is experiencing one of the worst marked slumps in its one hundred year history. Recent agriculture over-production has caused low grain prices such that the net income of U.S. farmers is expected to drop to its lowest level since the 1932 depression. The farmers' low income, along with high interest rates that preclude them from borrowing to purchase fertilizer, make the immediate U.S. phosphate market outlook bleek at best. The export outlook is also pessimistic due to world recession and the U.S. dollar's high exchange rate. In June, 26% of the phosphate industry's workers were laid off for an indefinite period of time. Despite the immediate painful slump, the long-term outlook for the industry looks good. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal and land reclamation.

The problem of reliable extreme event modeling of large diameter piles under enormous structural or kinematic loads has gained more attention in recent years. In particular, the soil response around the foundation and impacts to buried adjacent infrastructure has gained interest. One of the principal shortcomings with analysis of large diameter pile foundations under extreme event lateral loading is the reliance on conventional beam on elastic foundation methods, which do not model the soil field response around the pile. These methods are limited for large displacement problems, and for large diameter piles. However, the fundamental interactions between steel and concrete, and structure to soil are difficult to constrain, especially in large strain problems where the structural elements become inelastic. The non-linear interaction of the structural materials and soil is desirable so that assessment of stress changes in the field and effects on adjacent facilities can be modeled. A numerical modeling methodology that addresses these shortcomings has been developed. This method utilizes the interaction of brittle concrete with discrete steel reinforcing and casing in a robust manner capturing inelastic non-linearity in both soil and structure. This paper presents a comparison study of the method, wherein three different validation studies were made to data from full scale laterally loaded pile testing. INTRODUCTION Extreme event lateral loading of deep foundations comes in many forms including earthquakes, landsliding, tsunamis, hurricanes, surface fault rupture, liquefaction induced lateral spreads and many more. These extreme events induce loads on foundations far greater than service or strength loads. Perhaps the most dangerous extreme event loads are those of large soil displacements such as landslides, lateral spreads, and surface fault rupture, wherein the soil surrounding the foundations can move laterally 100 mm to 3 m! In these extreme event loading scenarios, small diameter foundations are pushed past their limits and many engineers prefer large diameter deep foundations for these situations. These deep foundations of diameter 900 mm or greater may be auger cast in place piles, cast in drilled hole piles, cast in steel shell piles, cased or uncased drilled shafts, bored precast piles, etc. For convenience in this paper, large diameter deep foundations will be referred to as Large Diameter Shafts (LDS). In LDS, steel may or may not used as a shell around the perimeter of the concrete and/or as internal tensile reinforcement. The interaction between brittle concrete and ductile steel within and/or along the perimeter of the LDS is critical to understanding the non-linear inelastic behavior of LDS for problems of large lateral displacements from extreme events.

"The Schlumberger configuration used in geoelectrical sounding is slightly adapted here to obtain reliable data for both shallow and deep penetration depths from the same survey. In this configuration, two kinds of current electrode half-spacings are used: the first enables construction of vertical electrical resistivity sounding (VES) curves for shallow depths (<50 m), and the second for depths =250 m. For a given VES location, two field curves are measured and interpreted using two standard approaches. Practical characteristics of such a modified configuration are illustrated with two field applications in Syria. The first aims to characterize the structure of Quaternary and recent deposits in the Al-Ghab depression region, and the second deals with exploration for phosphatic sedimentary units in the Al-Sharquieh mine. La configuration de Schlumberger normalement employée dans les levés géoélectriques a été légèrement modifiée afin d’obtenir des données fiables à faible et forte profondeur durant le même levé. Dans cette nouvelle configuration, deux types de demi-espacements des électrodes sont utilisés : le premier permet le développement de courbes de sondage de résistivité électrique verticales (REV) pour les faibles profondeurs (<50 m), et le second atteint des profondeurs =250 m. Pour une localité REV donnée, deux courbes de champs sont donc mesurées et interprétées grâce à deux approches standardisées. Les caractéristiques pratiques de cette configuration modifiée sont illustrées par deus exemples d’application en Syrie. Le premier vise la caractérisation de la structure des dépôts Quaternaires et récents de la région de la dépression d’Al-Ghab, et le second traite de l’exploration pour des unités phosphatiques sédimentaires à la mine Al-Sharquieh."

Copper production through smelting generates large volumes of material flows. As copper contained in ore becomes copper contained in concentrate to be fed into the smelting process, it leaves behind an altered landscape, sometimes mine waste, and always mill tailings. Copper concentrate, fluxing materials, fuels, oxygen, recyclables, scrap and water are in-puts to the process. Dust (recycled),gases — containing carbon dioxide(CO2) (dissipated) and sulfur dioxide (SO2) (mostly collected, transformed and sold) and slag (discarded or sold) — are among the significant process outputs. This article reports estimates of the flows of these input/output materials for a particular set of smelters studied in some countries. They include Chile (Altonorte, Caletones, Chagres, Chuquicamata, LasVentanas and Potrerillos), Japan(Naoshima, Onahama, Saganoseki,Tamano and Toyo), the United States(Garfield — Fig. 1 — Miami and Hayden) and Europe (Glogow I, Glogow II, Huelva, Norddeutscheand Ronnskar).
