An upsurge of interest in slurry pipelines to move coal from Wyoming, Montana, and Colorado to markets in the southwest, west, midwest and northwest has recently developed. Specific pipelines have been proposed to serve these markets; the routes of these lines are depicted in Exhibit I. It is, therefore, timely to discuss some technical aspects of the terminal facilities for these western coal pipelines. The discussion will be based on experience with the Ohio and Black Mesa pipelines as well as detailed planning and testing for a proposed 1,000-mile system from Wyoming to the middle south area. The economics of the pipeline terminal processes are heavily depend¬ent on site, type of process used, and other specifics of the situation. However, the following approximate breakdown of costs for a 1,000 mile, large capacity pipeline will be useful for orientation purposes. Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. Since bauxite mining began in the Irwinton District, Wilkinson County, Ga., in 1912, it has been on a small scale, as most of the deposits of high-grade ore are small. The bauxite has a high silica content, and its use has been largely limited to the chemical industry. Drilling under this project did not disclose any bauxite deposits of commercial value: However, numerous holes penetrated high-alumina clay deposits, but no attempt was made to delimit them, as the project was solely an exploration for bauxite. Bauxite was first discovered near Irwinton in 1907. The district covers virtually all of Wilkinson County and extends into the adjoining counties of Washington, Baldwin, and Twiggs. Mining was begun in 1912 by the Republic Mining & Manufacturing Co. on the Honeycutt, Parker, and Daniel properties, which are 1.5 miles from Wriley on the old Irwinton to Milledgeville Road.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." The Zoro pegmatite project in east-central Manitoba occurs 20 km east of the historic mining town of Snow Lake. A composite sample (Master Comp) was prepared fromthree pegmatite zones within Zoro Dyke “D1” including the North, Central, and South Zones for mineralogical analysis and heavy liquid separation (HLS). The mineralogical examination was conducted on a subsample crushed to ca. P80 of 600 μm to determine the overall mineral assemblage, liberation of spodumene, and assess the potential recovery of spodumene by flotation. XRD and QEMSCAN results show that the sample consists of spodumene (10.5%), quartz (29.3%), plagioclase (29.0%), K-feldspars (21.3%), micas (5.1%), tourmaline (2.9%), and Fe-Mn-phosphates (0.1%). Spodumene is well liberated (88%), but also forms complex particles (7%), and middlings with quartz (4%). Liberation of spodumene increases from 81 in the + 600 μm to 95%in the − 106 μm size fraction. Liberation of quartz, feldspars, and micas account for 89%, 94%, and 83%, respectively. Electron probe micro-analyses and LA-ICP-MS showed that the average Li concentration is 3.7% in spodumene, 2196 ppm in micas, 1001 ppm in tourmaline, and 115 ppm in K-feldspars. Thus, spodumene accounts for 96%, micas 2%, Fe-Mn phosphates 1%, and both K-feldspars and tourmaline for < 1% of the total Li in the sample. The mineralogical data indicate the potential to recover spodumene by flotation with minimal Li losses due to other than spodumene carriers. Heavy liquid separation was conducted on the Master Comp which was crushed to − 6.4 mm, while the − 600 μmfractionwas removed fromthis test. The coarse fraction − 6.4mm/+ 600 μmwas subjected to HLS tests with eight heavy liquid-specific gravity cut-points (2.65 to 3.10 g/cm3). HLS indicates that it is possible to produce a high-grade lithium concentrate (close to 6% Li2O) after the rejection of iron silicates with magnetic separation.

"The Sturgeon Lake deposit, a partly eroded lens of massive sulphides with an underlying sulphide stringer zone, is one of five orebodies that occur in the Sturgeon Lake area of northwestern Ontario within volcaniclastic rocks of the Archean Wabigoon Subprovince in the Superior Province of the Canadian Shield.The Sturgeon Lake Cu-Zn-Pb-A g-Au deposit was discovered in October 1970 as a result of an I.P. survey. Production from this open-pit mine began in March 1974 and continued until the ore was exhausted in March 1980.The Sturgeon Lake property is underlain by basaltic volcanics, minor amounts of mafic lapilli tuff and rhyolite volcaniclastics. A quartz crystal-bearing rhyolite occurs at the top of the felsic volcaniclastics and is ""capped"" by the Sturgeon Lake massive sulphide deposit. The felsic volcanics have been intruded by a crudely layered sill-like, carbonatized mafic intrusion. Recent work suggests that the felsic rocks that underlie the Sturgeon Lake deposit are lateral equivalents of those in the vicinity of the Mattabi Mine and are not correlative with the dacitic volcaniclastics that underlie the Lyon Lake and Creek Zone deposits. Hydrothermal processes that resulted in the formation of the Sturgeon Lake orebody have resulted in a depletion of Na2O, CaO and FeO and an increase in MgO, K2O, copper and zinc. In the vicinity of the sulphide stringer zone, the rhyolites are ""bleached"" due to silicification and sericitization. The rocks lying immediately below the massive sulphides are locally strongly chloritic.The Sturgeon Lake deposit may have formed on a top ographic high which prevented mafic flows and dacitic volcaniclastics that underlie the Lyon Lake and Creek Zone deposits from inundating the Sturgeon Lake fumarolic vent from the west. Continued or resurgent activity from the Sturgeon Lake fumarole may have resulted in the formation of the Lyon Lake and Creek Zones as more ""distal "" deposits in topographic lows. The Sturgeon Lake, Lyon Lake and Creek Zone deposits were subsequently overlain by mafic tuffs and flows."

This paper describes the ventilation planning that was per- formed at the Barrick Gold Corporation, El lndio Mine. The El lndio Mine is located at an elevation of approximately 4,000 m in the Andes mountains east of the coastal city of La Serena, Chile. The ventilation planning program consisted of a detailed ventilation survey of the mine and the establishment of a correlated com- puter model. A series of network simulations were conducted to determine the optimum position, size, and configuration of new ventilation raises and main fan exhaust system. Modifications to existing mine infrastructure including; driving of drifts, slashing of airways, and positioning of ventilation controls were examined. Detailed costing information was developed to optimize the location of the new main exhaust raises and fan system. The final ventilation system is expected to increase the mine airflow from the existing 157 m=/s to over 315 mls. This increase was necessary to accommodate an expansion in mine production, diesel equipment utilization, and deeper mine development. Furthermore, the increased airflow was required because of the de-rating of diesel equipment and large air volumes necessary to dilute diesel exhaust at high elevation.

The floor of Shady Valley, Johnson County, Tenn., is underlain by the Shady dolomite formation. In places the residual clay derived from this formation contains considerable manganese oxides. Nine properties in Shady Valley and two in Doe Valley were prospected by the Bureau of Mines from January 1943 to April 1943. The results obtained indicate that the ore bodies are small and spotty and, that the ore is not well-adapted to gravity concentration. The work of the Bureau was confined to the open end of the valley. One mile northeast of the Ham Greer property, Beaverdam Creek enters a rocky gorge, and it was believed that the few prospects in this area were of secondary impor-tance and, owing to the steep slope and general roughness of the terrain, that exploration with the rite&apos;, bucket-drill would be impracticable. A total of 4,398.5 feet was drilled in 131 holes. In addition, 235 lineal feet of bulldozer trenches were cut and 4.5 feet of test pits were sunk. The following nine properties were explored in Shady Valley: Bentley, Walker, Blevins, Scott, North Ham Greer, South Ham Greer, Lipford, Blackburn, and Steagall In Doe Valley, the Gerd Shoun and Brookshire properties were explored.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company&apos;s Colfax Plant and West Penn Power&apos;s Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. The use of SO2/air gas mixtures as an oxidant to precipitate Mn from Co(II) leach liquors was investigated. The effects of SO2/air ratio, pH and temperature on Mn precipitation were evaluated. It was found that the use of SO2/air gas mixtures resulted in significantly higher Mn precipitation kinetics compared to using air or pure O2 alone. The SO2/air ratio was varied from 0% to 6% SO2(v/v) in air and similar Mn removals were achieved at 0.75% to 3% SO2 at pH 3. The solution pH was varied from pH 2 to pH 4; Mn precipitation did not increase considerably from pH 2 to pH 3, but increased significantly at pH values higher than pH 3. Cobalt co-precipitation also increased as pH increased, with 1% Co co-precipitation at pH 3. An increase in temperature from 30°C to 60°C also increased Mn precipitation and 100% Mn precipitated at 50°C. Cobalt co-precipitation also increased significantly with an increase in temperature. An activation energy of 25 kJ/mol was calculated from the Arrhenius plot, which is an indication that the precipitation reactions were both chemically and diffusion controlled. XRD analysis showed that Mn precipitated in the form of Mn2O3 instead of MnO2 that was predicted from thermodynamic data. SEM and XRD analysis also revealed that the precipitate consisted mainly of gypsum or bassanite (99%), with the Mn containing phase (< 1%) distributed within the gypsum phase. Ten small and intermediate-sized [11 GJ/hr to 264 GJ/hr (10,000 lb/hr steam to 250,000 lb/hr steam)] coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO x emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

"There are several methods for estimating the axial capacity of drilled shafts installed in coarse-grained soils. Most methods estimate the ultimate capacity for side friction and tip resistance. Design capacity is then calculated by applying a resistance factor to the ultimate capacity. In reality, however, ultimate resistance may not be mobilized except after a significant displacement that is not structurally tolerated in either compression or tension modes.A full- scale load test is the best way to obtain the load settlement curve for a drilled shaft, especially in soil formations where accurate estimation of soil frictional properties from a field investigation may be difficult. This paper presents the results of a static, axial, compressive bi-directional load test, using the Osterberg method (O-cell test). The test was designed so that the shaft above the O-cell would move up and the shaft below it would move down when loaded. At the start of the test the concrete around the O-cell is fractured generally on a plane near the bottom of the cell.The test was designed to validate the design capacity of drilled shafts embedded into the Vashon recessional outwash (Qvro), which is a glacially derived sediment consisting of thick deposits of cobbly sand and gravel relatively free of silt and clay found in the Seattle, WA area. The test shaft consisted of a 2.5- feet (0.75 m) diameter drilled shaft. The test shaft was installed to a depth of about 47 feet (14.3 m) into this formation. A maximum load of 437 kips (1.95 MN) was applied during the test, in each direction. The maximum load was attained at upward and downward displacements of less than 0.1 inch (2.5 mm), respectively.Although the load test did not yield ultimate values, the results are compared to the design assumptions using methods adopted in the FHWA and AASHTO guidelines, which verified the adequacy of the design assumptions. We conclude that more emphasis is needed in the prediction of the service loads and corresponding mobilized displacement that may lead to a more cost effective design. It is also clear that more testing to higher loads could lead to more efficient designs on specific projects and generally as data is added to the local knowledge base."

"Niobium aluminides offer the advantage of higher high temperature capability compared to other intermetallic aluminides due to the refractory nature of niobium. However, the reaction sequence in Nb-Al system is sluggish and currently there is a great interest in the processing aspects of these materials. In the present study, a systematic investigation was undertaken to compare the effect of different powder metallurgy processing routes on the phase relations and microstructure of 66Nb-22AH2Ti (in atom percent) alloy. The three different process routes adopted were: (i) cold pressing followed by reaction sintering; (ii) cold pressing and hot pressing followed by sintering; and (iii) arc melting, hydride-dehydride process to make the alloy powder followed by cold pressing and then sintering. The samples are analyzed by XRD, Optical Microscopy, SEM-EDS and EPMA. The analysis showed that alloy pellets made from pre-alloyed powders i.e., arc melting followed by hydride-dehydride process, gave good densification and more Nb3Al formation.1. IntroductionTo improve the performance standards of turbine engines, materials scientists are challenged to develop materials that have· high thrust-to-weight ratio with high specific strength, high specific modulus and good environmental properties at elevated temperatures. The conventional high temperature materials like nickel based superalloys are high in density and hence many of the high temperature materials scientists have focussed their attention on intermetallic aluminides like Fe-AI, Nb-AI, Ni-AI and Ti-AI in recent years. The phase relations and properties of alloys based on Fe-AI, Ni-AI and Ti-AI are fairly well known whereas little is known about the alloys based on niobium aluminides."

"Background—It has been suggested that health related job selection is a major cause of the healthy worker effect, and may result in inaccurate estimates of health risks of exposures in the working environment. Improved understanding of self selection, including the role of airway hyperresponsiveness, should improve accuracy in estimating occupational risks.Methods—We evaluated symptoms of the respiratory tract, lung function, occupa¬tional and smoking histories, and airway responsiveness from a cross sectional sur¬vey of 478 underground bituminous coal miners and non-mining controls. Workers with abnormal spirometry were excluded from methacholine testing.Results—Methacholine responsiveness (= 15% decline in forced expiratory volume in one second) was associated in both miners and controls with reduced ventilatory lung function and an increased risk of respiratory symptoms. Miners with the longest duration of work at the coal face had a low prevalence of methacholine responsiveness, compared with miners who had never worked at the coal face (12% v 39%, P < 0.01). Throughout their mining careers, miners who responded to methacholine were consistently less likely to have worked in dusty jobs than miners who did not respond to methacholine.Conclusions—These results provide evidence that workers who are employed in dusty jobs are less likely than their unexposed coworkers to show increased non-specific airway responsiveness, pre-sumably as a result of health related job selection. Surveys of workers in which responsiveness data are unavailable may underestimate the effects of dust exposure on respiratory health."

A laboratory apparatus (shield dust simulator) was designed and constructed to simulate the dust generated during the advance of longwall hydraulic roof supports, or shields. The objective of the study was to develop a tool that could be used to test the hypothesis that foam applied to a mine roof prior to a shield advance could be used to reduce the respirable dust generated during shield advances. This paper will outline the design parameters for the development of the system, as well as describe baseline testing of coal and limestone dust. Results show the average instantaneous respirable dust concentrations that occurred during simulated shield advance. Confidence intervals were calculated from the instantaneous respirable dust data to determine the repeatability of the data produced by the device. INTRODUCTION During longwall mining, miners can be exposed to respirable dust that is generated during the advance of hydraulic roof supports or shields. National Institute for Occupational Safety and Health (NIOSH) researchers have conducted numerous surveys of longwall mining operations, benchmarking the operating practices and dust control measures in use. It has been determined that the shields are responsible for 27% of the respirable dust that is generated on the longwall face [1]. The dust generated by the shield advances ranks second, next to the longwall shearer which is accountable for 43% of the respirable dust generated on the longwall face. The respirable dust generated during the advance of the shields can be a significant contributor to the respirable dust exposure of the mining personnel operating at the longwall face, especially since some of this dust is generated in the walkway. Control systems designed to reduce the dust levels generated during the shield advance have the potential to greatly reduce the respirable dust exposures of the personnel downwind of these activities. One control technology to decrease the dust generated by the shield advances would be to apply a layer of foam to the forward shield-roof interface prior to the shield advance [2]. The blanketed layer of foam would interact with the material located on the top of the shield during the advance, preventing a portion of that dust from becoming entrained in the mine air. This layer of foam would be applied using a foaming nozzle located on the longwall shearer body that would spray foam on the roof surface as the shearer passed. Substantial laboratory work has been completed to determine the feasibility of this type of foam application. NIOSH engineers have classified the various characteristics of foaming agents, using foam expansion ratio and drainage as important properties, as well as developed the mechanical systems required to apply the foam safely to the mine roof [2, 3]. The construction of an apparatus that could simulate the mechanical interaction between the dust-laden shield top and mine roof was necessary to adequately test the hypothesis that foam could be an appropriate control. A team of engineers designed and constructed a shield dust simulator system allowing for in-house testing prior to a full-scale field investigation.

The U.S. Bureau of Mines evaluated the effects of two iron-based fuel additives on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of engines used in underground mines. One additive, ferrous picrate, did not measurably affect exhaust emissions. This report is mainly about a ferrocene-based additive that reduced DPM between 4 and 45 pet., depending on engine operating conditions. The report concludes that the DPM reductions were caused by the catalytic oxidation properties of a ferric oxide coating that developed inside the engine&apos;s combustion chamber. The ferric oxide coating also decreased gas-phase hydrocarbons and O2, but it increased CO2 and NOx, The increase in NOx, of about 12 pet, is considered the only adverse effect of the ferrocene-based fuel additive. The results suggest that the effectiveness of ferrocene was partially offset by increased sulfates because of the high-sulfur fuel used. Recommendations for continuing fuel additive research are presented.

Many of the problems that occur in the preparation plant originate from practices in the mine. Impurities in raw coal can be in the seam itself or from extraneous material taken in mining from the roof or bottom. In the case of underground mines, the choice of mining equipment will affect the size consist and the amount of extraneous material included with the coal. Also, governmental regulations concerning the degree of rock dusting, gobbing underground, and cleanup have increased the dirt in raw coal. Sulfur dioxide emission standards, on the other hand, are pressuring the coal industry to clean coal more thoroughly. Coal supplied for coking purposes is nearly all upgraded by washing, while for the largest market, electric power generation, a high proportion is shipped as a raw product with processing, in whole or in part, only necessary when excess impurities are mined with the coal. This chapter will deal primarily with plants that process or wash coal to some extent (Fig. 1) and only incidentally with mines shipping raw run-of-mine coal crushed to a top size of, usually, 51 to 102 mm (2 to 4 in.), with little, if any, other treatment.
