The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

"Abstract In Scandinavia the use of steel pipe piles in bridge foundations started in the mid-1980s and has increased steadily since. As the piles driven in soft soils are slender, they can fail by buckling. Buckling usually requires taking into account the second order effect in structural and geotechnical design.The purpose of this paper is to derive formulas for demonstrating the theory behind the formulas given in literature for the second order effect of initially bent piles.IntroductionIn Scandinavian countries solid bedrock usually lies at moderate depth. If the bridge site is in an area where the soil above the bedrock is soft, the bridge is usually founded on end-bearing piles resting on the bedrock.The main purpose of the piles is to transfer axial forces into bearing soil. Like columns, piles can lose their stability by buckling when surrounded by soft soil. When axial compression on a slender, initially straight, pile reaches a particular value called the critical load, the pile is subjected to lateral deflection and loses stability. The soil around the pile suffers a corresponding deformation. This soilstructure interaction increases the critical load compared to a pile without surrounding soil.It is very unlikely that piles are ideally straight. Initial curvature along with curvature and deviation caused by the installation of piles causes bending moments to the pile when normal force is applied. These lateral displacements increase when normal force increases. This increase of moment is called asecond order effect.Eurocode and literatureEurocode 7 includes guidelines for the design of piles (Eurocode 3, section 5 includes design of steel piles). However, there are no clear guidelines for considering the second order effects related to piles surrounded by soil. Eurocodes advise doing structural design of piles the same way as in the case of columns. Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are improving but more slowly and yet, serious accidents and fatality rates are not: in fact, these rates of more serious incidents have plateaued or deteriorating. In more dramatic cases, organizations that had ?exemplary? safety statistics, suddenly had a catastrophic or multi-fatality event occurring. Popular books such as In Search of Excellence of Peters and Waterman or Good to Great of Jim Collins created many delusional ?secrets? or recipes, to achieve great performance and yet, most of those ?great? or ?excellent? companies have now declined in their performance, some dramatically and some have fallen from grace, like Fanny Mae, a company Jim Collins identified as a ?great? one, that had to be bailed out in the latest financial crisis. These organizations share several ?delusions? about managing a business, and often, these delusions are created by academics, consultants and authors of popular books about (safety) management. More damaging however is that safety management is defined by a set of key practices or axioms: a focus on human error, compliance to rules and regulations, creating consistency of systems and actions, reacting to accidents and incidents and on prevention of those, measuring safety with performance metrics and rewarding employees on those measurements. All of these axioms contain the seeds of destruction, and they create conditions and dynamics that precede the disaster - and ironically, they are all 'good things' we do in safety management. For example, a mere focus on safety in the business, and the measurement of it, create a culture of repression of mistakes and incidents, leading to a situation where the organization knows incrementally less and less of risks and risktaking behaviour - until the day it all coincides destructively! This paper discusses seven such safety delusions and how they impact on the views and safety management approaches. They are: ??The delusion of (risk) control, that risks can actually be identified, analyzed and mitigated. ??The delusion of compliance, that mere compliance to rules will safeguard the business ??The delusion of consistency, that standard operating procedures will ensure safe operations ??The delusion of predictability, that accidents and trends tell us everything about the risks of the future ??The delusion of human error, that people are the weakest link and that it can actually be dealt with through discipline and enforcement. ??The delusion of statistical trends, that safety is measurable with statistics ??The delusion of invulnerability, that we have achieved high levels integrity and capability to deal wit risks. Organizations that suffered catastrophes all share some or all of these delusions and this paper traces how these played a role in many disasters, ranging from the Titanic, Challenger, Piper Alpha, Bhopal, BP Deepwater Horizon and many more.

There are numerous outlets for the finished product in exterior and interior architectural and design applications. A continued growth market is with residential usage— particularly in new, upscale construction. This has become a competitive market between domestic producers and lower cost imported products. These imported products have become available at many of the building supply retail outlets and have increased the use of stone in residential construction and renovation. The traditional architectural application of dimension stone is tied to commercial and institutional building construction trends and market. There has been a noticeable increased usage of stone in the Sun Belt. This stone is usually supplied by local fabricating shops. It is used in the exterior and interior of shopping malls. This market generally uses local stone sources. It has increased the demand for sandstone, limestone and quartzite in this region of the country.

A recent analysis of 145 TBM tunnels of more than 1000km total length has helped to quantify the time dependence of utilization (U). In fact U = Tm, where T is time in hours and m is a negative gradient of deceleration. In poor quality ground, gradient m has a strong dependence on rock mass quality Q, for example m ˜ -0.5when Q = 0.1. Good investigation is critical for ensuring faster TBM tunneling then drill-and-blasting, which tends not to slow down (in m/hr) as the tunnel length increases. Anew design model called QTBM allows more reliable prognoses be made, and occasionally will disqualify the TBM solution.

The U.S. Bureau of Mines has established a wire rope research laboratory to examine the factors that affect the life of wire rope. Two 2 in-diameter 6x25 fiber core (FC) ropes were degraded on a bending fatigue machine. These were the second and third ropes in a series of tests on this construction and size rope. Tensile and nondestructive tests were performed on samples of the rope Lo determine the relationship between rope deterioration and rope breaking strength. The tests indicated that once a wire rope nears the end of its service life, both deterioration and the consequent loss of rope strength begin to increase at an accelerated rate.

Seepage forces computed by a finite-element flow program are combined with gravity forces in an elastic-plastic stress-analysis program to determine the stability of mine-waste slopes. Computer output provides a cross-sectional plot of the dam or embankment showing the safety factors for each element. The combined finite-element program called SEEP-SLOPE was used to analyze several trial embankments and the 1972 Buffalo Creek Dam failure Safety factors computed by the finite-element method (FEM) were compared with those computed by Bishop limiting-equilibrium method. For individual slip circles, there was little correlation between the factors of safety computed by the two methods. Both predict failure, but FEM shows a different mode of failure plus development of potential failure zones not indicated by conventional methods. Besides having a better theoretical basis than the Bishop method, FEM requires no assumptions regarding the location or geometry of the failure surface. As a result, the program will show progressive development of a failure zone, and areas can be pinpointed where remedial measures should be taken. In addition, nonhomogeneous cross sections can be analyzed, and zones of potential piping can be defined.

Certain features of these zones and the numerous mineralized showings in the area merit the attention of prospectors and exploration companies.

This paper describes some of the latest improvements that have been incorporated or planned by the Cleveland-Cliffs Iron Company to reduce operating costs and improve pellet quality. The Cleveland-Cliffs Iron Company operates and manages mining, beneficiation, and pelletizing operations in Michigan, Canada, and Western Australia. This paper deals with the grate-kiln pelletizing operations at Republic, Humboldt, Tilden, Empire, and Pioneer in Michigan, and the Adams and Sherman in Ontario, Canada. Table I characterizes .each operation in regard to location, ore type, pellet capacity and date that pellets were first produced. All of the operations with the exception of Pioneer and Tilden, utilize downdraft-two-pass grate cycles of drying followed by preheating. Pioneer utilizes an all-downdraft, three-pass grate cycle which consists of three drying zones followed by the preheat zone. The Pioneer and Tilden cycles have been described previously. (1) (2)(3) Tilden utilizes a three-pass grate cycle with a stage of updraft drying, followed by two downdraft drying stages. Recuperation systems which supply hot gases to a drying zone from second stage cooling were designed and furnished for Tilden I. Tilden II will be identical. Empire IV will also be furnished with a recuperation system. The Adams grate-kiln system was retrofitted with a recuperation system. This paper will summarize some of the efforts that are in effect or planned for grate-kiln pelletizing systems to (1) reduce operating and maintenance costs, (2) reduce energy requirements, (3) improve product quality, and (4) meet environmental standards.

The Bureau of Mines evaluated the properties and anisotropy in properties of rolled Zn-Cu and Zn-0.12 pct Ti-Cu alloys with various copper additions to 1.25 pct. The alloys were rolled cold and at various hot-rolling temperatures to reductions as high as 92 pct after breakdown rolling. The properties are extremely sensitive to various combinations of composition, rolling temperature, and rolling reduction, Zn-Cu alloys can develop good creep resistance, but they are inferior in that respect to Zn-Ti-Cu alloys. For alloys either with or without the titanium addition, cold-rolling results in recrystallization of the matrix and rejection of copper from solution, causing poor hardness, tensile, and creep properties, but high ductility. Peak tensile strengths develop when the alloys are rolled in the range 320° to 400° F, Best creep resistance for Zn-Cu alloys requires higher rolling temperatures when copper content is increased. Creep resistance is best for Zn-Ti-Cu alloys with about 0.75 to 1.0 pct CU rolled near 480° F. Some copper is soluble in the TiZn15 phase, which forms into "stringers" during rolling. The possible contributions to creep behavior of factors such as distribution of second-phase particles, grain size, and preferred orientation are discussed.

"The operators of mineral processing plants collect daily samples from strategic process streams with a view to prepare production balances to assess plant performances. The rules to minimize the risk of systematic sampling errors are known and applied in many mineral processing plants. The mass of the sample to be collected is calculated to yield a target measurement reproducibility considering the fundamental error associated to the sampling of heterogeneous material. This paper demonstrates that this practice is partly valid if one does not account for the time variation of the ore composition during the day. The concept is demonstrated using samples collected on a 30 minute basis from different streams of a gold ore concentrator. Results show that depending of the natural variability of the stream characteristics the mass of the daily samples may not be the critical variable to obtain reproducible measurements. On the other hand the number of cuts taken during the day could impact on the variance of the measurements obtained from daily samples.IntroductionMineral processing plants may treat several thousand tons of ore every day to produce concentrate or impure gold ingots. The operation and performances of these plants are monitored on a daily basis through the collection of ore samples from various streams of the processing circuit. The samples are prepared and assayed to obtain the concentrations of target elements that are subsequently used to calculate the mass flowrates in the streams of the circuit and ultimately the distribution of the target metals for the estimation of the plant performances (Morrison, 2009; Lachance and Leroux, 2016).The acquisition of representative and reproducible samples is therefore the first step in the characterization of plant performances. The term representative sample is used here to indicate an unbiased sample, i.e. a sampling procedure that does not introduce a systematic error. Rules for the collection of unbiased samples are reviewed in the literature by different authors (e.g. Morrison, 2009) and are not discussed in this paper. The term reproducible indicates the dispersion of the measurements around the average value of a characteristic of a stream meets an acceptable level of variance. The reproducibility of a measurement process (sampling and analysis) is assessed by the relative standard deviation or coefficient of variation of the measurement that is a function of the sampling and assaying errors (Morrison. 2009; Gy, 1979). Usually the focus is put on the fundamental error of sampling whose variance can be controlled by the choice of the primary sample mass or adequate particle size reduction during the preparation of secondary or tertiary samples extracted for the chemical analysis. When a sample is taken from a stream that exhibits a time varying characteristic, the obtained measurement exhibits a variability that is not only a function of the sample mass but also of the natural variability of the ore in the sampled stream. This paper examines this aspect of the sampling of a time varying process on the reproducibility of composite samples for a day of production."

Following the suggestion of Engineering Council and at the direction of, the President, representatives from each of the Federal Government bureaus interested in map-making were called into a conference for the purpose of coordinating all of the Government's map-making activities. This conference has now reported back to the President the results of its findings, which indicate that Engineering Council's recommendation in this matter was well founded. While the conference report states that its members were of the opinion that little duplication of effort existed, it recommends the formation of a permanent Board of Surveys and Maps. An extended review of the map-making activities, which is given as an appendix to the report, indicates that this recommendation is a logical step. The conference recommendations concerning this Board of Surveys and Maps are as follows: (1) the Board is to he com-posed of representatives of mapping bureaus to be assisted by outside engineering organizations, which have been named above; (2) the estab-lishment of an information office in one of the Government bureaus, preferably the Geological Survey, which is to be under the supervision of the Board and is to be a mapping information clearing house for the Government and outside engineering organizations; (3) copyright laws are to be so changed that copies of all. maps made in the United States and with Governmental authority, will go to the central information office; (4) the Government departments are to receive orders to cooperate, with the Board; (5) future topographic maps of all kinds are to conform with specifications for the standard topographic map; (6) the U. S. Coast and Geodetic Survey to have supervision of final adjustment of all important control data under specifications approved by Board of Surveys and Maps; (7) surveys in the form of maps and publications are to be issued as soon as possible after field work has been completed; (8) program of the Interdepartmental Committee on Aerial Surveying was approved. Outside technical and scientific organizations that are called in for consultation are to operate in an advisory capacity only, responsibility for action on Governmental work is. to rest solely with the Governmental agencies.

The seismicity of the Witwatersrand Basin and Bushveld Complex has been analysed, revealing significant differences in source and damage mechanisms. A comparison of mining taking place at similar depths and extraction ratios indicates that the seismic energy release rate is considerably lower in the Bushveld Complex. Technologies introduced in the past decade to manage the risk of rockbursting are reviewed and assessed. These include geophysical methods to detect hazardous structures ahead of mining, new mining layouts and support systems, and the mechanization of in-stope processes. Despite important differences in geology, in situ stress, mining layouts and methods, there are many opportunities for the reciprocal transfer of knowledge, experience and technology between the gold and platinum mining sectors to improve the management of the rockburst risk.

The Main Pass sulphur and oil deposit is located at Main Pass Block 299 in the Gulf of Mexico, 30 miles east of Venice, Louisiana, in 210 feet of water. The deposit was discovered by Freeport-McMoRan and its joint venture partners, IMC Fertilizer and Homestake Mining, in late 1988-early 1989. The sulphur deposit contains 67 million long tons of recoverable sulphur. The sulphur occurs in bio-epigenetic limestone replacing anhydrite caprock on top of a salt diapir. Recoverable reserves of 39.4 million barrels of oil and 9.1 billion cubic feet of gas are also contained in the limestone caprock and in supracap sandstone stringers.

Anglo Platinum has initiated a project to investigate hydraulic hoisting technology for platinum mines. Hydraulic hoisting systems are categorized as pumping, fluidizing feeder or displacement feeder systems. Positive displacement piston diaphragm pumps are most suitable for pumping systems but they require that the ore be milled prior to pumping. Fluidizing feeders are unsuitable for platinum ore applications due to the large percentage of fines in the ore. The three-chamber pipe displacement feeder has been most widely used for hydraulic hoisting and is the most suitable technology for platinum mines. Eight hydraulic hoisting applications covering pumping and displacement feeder technologies are reviewed. The key factors to be assessed in selecting a hydraulic hoisting system for a platinum mine are discussed. A typical platinum mine configuration will comprise an ore preparation plant (to produce -15mm material through screening or crushing), motive water pump on surface, high pressure water pipeline from surface to underground, ore slurrification plant, three-chamber displacement feeder, and a high pressure slurry pipeline to surface. The water and slurry pipelines are housed in a purpose drilled borehole. A hydraulic hoisting system selection chart is presented. A 150mm diameter system with a 25 MPa pressure rating is required to hoist 60 000 t/m from a depth of 1 200 m. Generic capital and operating costs are presented. A major potential advantage of hydraulic hoisting is that the fines, which contain a high percentage of PGMs, are captured underground and transported directly to the concentrator. Hydraulic hoisting technology is ideally suited to providing supplementary hoisting capacity to existing shafts that have reached the skip hoisting capacity limit. The main advantage for new shafts is the potential to significantly simplify underground rock handling and transportation. All hydraulic hoisting system components are proven. The only risk area is the wear rates of the valves and piping. Current estimates are based on gold ore. The business cases investigated show that the financial viability of the installations are not sensitive to wear rate. Exxaro Mining?s Matla Coal situated in Mpumalanga, South Africa operates two shortwall faces on the No 4 and No 2 seam while the No 5 seam has also been longwalled in the past. Severe strata loading events have lead to a number of serious roof falls on the wall face (facebreaks) resulting in safety threats as well as considerable production losses. In 2002 the No 4 seam shortwall suffered a facebreak restricted mainly to the tailgate side of the mining panel due to a thick, near surface dolerite sill not breaking properly. This was partly due to the premature suspension of longwalling in the overlying No 5 seam. The resultant overloading lead to severe pillar damage and subsequent bord collapse. Surface pre-split blasting was successfully used to relieve the pressure as well as to pre-condition the dolerite above the following two panels. The shortwall on the No 2 seam has experienced mid-face loading due to No 4 seam chain pillars lying over this area and creating a secondary cantilever effect. Pre-split blasting of the solid rock above the No 4 seam pillars has resulted in a significant reduction in the number of facebreaks. The panel layout of the No 2 seam was subsequently changed so that the chain pillars on both the No 4 and No 2 seam are superimposed whereas previously they were offset.

Dans ses opérations de traitement de concentré de zinc, l?usine de Zinc Électrolytique du Canada à Valleyfield génère un résidu minier appelé « jarosite ». Jusqu?en 1998, le jarosite était transporté hydrauliquement dans des bassins construits en argile. Le jarosite sédimenté possède une consistance très molle (impossible de circuler à pied sur le résidu consolidé) avec une eau interstitielle acide contenant des teneurs élevées en métaux. Ces caractéristiques particulières au jarosite rendaient très coûteuses la construction et la fermeture des bassins de résidus. En 1998, Zinc Électrolytique du Canada a implanté un nouveau procédé, développé chez Noranda, dont le principal objectif était de stabiliser chimiquement et physiquement le jarosite. Un nouveau concept de déposition a été élaboré pour le nouveau résidu minier appelé « jarofix ». Les grandes caractéristiques du nouveau procédé et du concept de déposition sont : ? Le jarosite est lavé et déshydraté à l?usine avec un système de filtre; ? De la chaux, du ciment et de l?eau sont ajoutés pour former le jarofix; ? Le jarofix est transporté par camions jusqu?à l?aire d?accumulation; ? À l?aire d?accumulation, le résidu est géré selon un concept d?empilement. L?élaboration du concept d?empilement et de l?aire d?accumulation devait tenir compte des caractéristiques de déposition du jarofix, de sa résistance à l?érosion hydrique et éolienne, de la gestion de l?eau de ruissellement, de la faisabilité de construire les digues de ceinture en utilisant du jarofix durci et de la nécessité de restaurer progressivement l?aire d?accumulation. Le déchargement du jarofix se fait à partir d?une rampe qui progresse avec une pente ascendante pour développer un front de déversement de plus en plus haut. La hauteur du tas de jarofix atteindra 30 m au centre du site. L?aménagement initial de 1998 a inclut une digue d?amorce de 3 m de hauteur, une rampe de déversement de 8 m de hauteur et un bassin pour la gestion de l?eau de ruissellement. Les propriétés du jarofix consolidé dans l?aire d?accumulation sont déterminées annuellement. Le jarofix durci possède la consistance et la résistance d?une argile très raide. Sa conductivité hydraulique est similaire à celle d?un silt et il résiste bien à l?érosion éolienne. Après trois années de déposition, la température du jarofix au milieu du dépôt demeure élevée. Le jarofix durci est facile à excaver et à compacter, ce qui en fait un excellent matériau pour la construction des digues de ceinture en périphérie du site.

Silicon-Silicon Carbide (Si-SiC) composites were synthesized by self-propagating high temperature synthesis (SHS) from a powder mixture of SiO2-C-Mg. The reaction was carried out in a SHS reactor under static argon gas at a pressure of 0.5 MPa. The standard Gibbs energy minimization method was used to calculate the equilibrium composition of the reacting species. The effects of silica sources and carbon mole ratio in precursor mixture on the Si-SiC conversion were investigated using X-ray diffraction and scanning electron microscope technique. The as-synthesized products of Si-SiC-MgO powders were leached with 0.1M HCl acid solution to obtain the Si-SiC composite powders.

In the mineral industry, the objective of a mining venture is to extract, process, and market a mineral commodity in such a manner that the profit of the venture is maximized. In a mining venture, a company normally has control over mine production scheduling, the selection and location of processing facilities (mineral beneficiation plants, smelting plants, refineries, or blending facilities), processed ore blending, and the selection of markets. The flexibility of the above factors provides many alternatives to satisfy the needs of each market with regard to quantity and quality of ore. The purpose of this paper is to present a mathematical model for determining the alternative that yields the maximum profit. Production planning is generally concerned with the best utilization of fixed resources, more specifically, with the determination of production and inventory levels to meet fluctuating demand requirements. A mine can be any source of ore such as an entire mine, a production unit within a mine, or an independent supplier. The objective of production scheduling is to determine the times at which each mine will be used and to allocate a required level of production. Production planning and scheduling problems are intimately associated with the location of new and existing mines and processing facilities. Although the location of the mines is usually fixed, there can be considerable flexibility in locating new processing facilities, in the selection of the processing plant, and in blending the ore before and after processing.
