1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

That question has been coming back to the forefront of many discussions regularly in the months since we came on board as Executive Director and Vice-President International. CIM, by its name and by the nature of its history and make up, has mainly been a Canadian entity. It has been created by an act of Canadian Parliament and it is set up to work within the Canadian federal and provincial framework.

This publication summarizes the Bureau's activities as part of a study of the Juneau Mining District (JMD) during the period 1984-1988. The objectives of the program were to identify the type, amount, and distribution of mineral deposits in the district, determine ore reserves, study beneficiation technologies for the ore, make feasibility studies, and address economic and legislative effects on mineral development. The JMD study was a cooperative study involving the Bureau and the Alaska Division of Geological and Geophysical Surveys (ADGGS). Over 30 employee-years were spent by the Bureau on this project. Bureau investigations in the JMD consisted of a district-wide investigation of industrial materials in addition to site-specific investigations of precious and base metals in five subareas. During the 4 years of the JMD study, more than 300 areas, mines, prospects, and occurrences were visited, which contain gold, silver, copper, zinc, lead, nickel, cobalt, tungsten, molybdenum, chromium, and platinum group metals (PGM). More than 59,000 feet of underground workings were mapped and sampled. More than 5,500 samples were taken; one diamond drilling program and three geophysical surveys were completed. An up-to-date and complete mineral data base for the JMD did not exist prior to this study. The JMD study, which coincided with a tremendous increase in mineral interest and activity in the district, has proven to be valuable to both the minerals industry and land management agencies. The discovery of two new mineral occurrences and compilation of data on known mines, prospects, and occurrences have aided industry activity in the region. The study enabled timely data to be available to land management agencies at the Federal, State, and municipal levels.

"This paper describes an innovative method, used for the first time in India, for the construction of a 1.0metre-thick positive plastic concrete cut-off wall (CoW) at the upstream toe of the dam at the Kishanganga Hydro-Electric Project in Jammu & Kashmir- India. The extremely difficult bouldery geology with an overburden laden with very hard Panjal Volcanics (quartz, feldspar, muscovite and chlorite minerals) boulders of up to 0.8m to 1.8 metres in size with UCS of up to 265 MPa and the requirement of socketing the CoW into the underlying hard bedrock (UCS 265 MPa) for 1.50m made the choice for the excavation methodology critically difficult. After having evaluated several other existing methods – including hydromill trenchers – the Civil Contractor Hindustan Construction Company, in agreement with its Foundations Engineering Consultant (Ricerca e Sviluppo – Cantieri e Gestioni) opted for a two-stage construction method: firstly, preliminary full-depth drilling and “surgical” blasting with full-length inclinometer checking of borehole verticality to ensure the exact location of rock fracturing and fragmentation coincided with the required position and that it was vertical, notwithstanding efficient trenching into the bedrock of a nominal 1m by 1.5m section; and, secondly, excavation by using heavy duty mechanical rope grabs made locally and developed by the Consultant in collaboration with the Contractor. The details of the methodology and the salient construction data is presented and commented for the 33-metre deep CoW installed at a working platform elevation of 2364.50 m above sea level in a very remote area.BACKGROUNDThe Kishanganga Hydro Electric Project (KGHEP) is a ROR (run-of-the-river) project is located on the Kishanganga River some 140kms North-West of Srinagar, capital of Jammu & Kashmir State of India, for generating 330MW of power in a 90% dependable annual year. The key components of the project are: Concrete Face Rockfill Dam (CFRD), Chute Spillway, Plastic Concrete Cut-off Wall (CoW), Head Race Tunnel (HRT), Surge Shaft (SS), Inclined Pressure Shaft (PS), underground Power House and Transformer Hall, Tail Race Tunnel (TRT).The Power House Site is accessible throughout the year from Srinagar while the remote Dam Site, with its tortuous road climbing the Rajdan Pass at 3556m (11,667 ft) above sea level and several 20-tonne capacity Bailey bridges removed prior to snowfall, remains inaccessible for around 4 months between mid-November to mid-May due to winter and heavy snowfall - the only access is by helicopter, weather permitting. Temperature at the Dam Site drops down to minus 27degrees Celsius during winter, therefore, careful planning from the beginning was most essential for the successful delivery of the Project.This paper deals with the Cut-Off Wall construction which was performed, for the first time in India, adopting a “Drilling and Surgical Blasting” method. This case study describes the geotechnical aspects of the basement construction for a multi-storey, residential and hotel complex located in the newly developed Elizabeth Quay precinct in Perth, Western Australia. The development included a three-level basement for car parking covering the full site area which was constructed using the top-down construction sequence. Soil conditions generally comprised 2m of fill overlying medium to dense clayey sands that in turn were generally overlying a very stiff clay stratum at approximately 13m depth. Bedrock level was generally encountered at approximately 22m to 35m below ground level. The ground water table was at a depth of approximately 1m below the existing ground surface level. A site boundary basement wall was constructed using a diaphragm wall retention system. The majority of the vertical loads from the building were transferred to the Kings Park Formation (KPF) bedrock through the use of foundation piles constructed by the CFA method. The CFA piles were installed from existing ground level, resulting in approximately 9m sacrificial concrete length from pile platform level to basement 3 (B3) level. The permanent column loads are such that a single CFA pile was not structurally adequate. To allow a full CFA foundation system to be adopted, an innovative design and construction approach was developed for these heavily loaded columns. This paper discusses the site technical details and the design and construction aspects required to meet the challenges offered by this project.

Metallurgical process control systems in mineral plants often employ state-of-the-art monitoring analysers in an attempt to optimise plant operations and enhance mineral recoveries. These systems are unfortunately invariably fed by simplistic ‘sampling’ designs consisting of various in-stream methods or pressurised probes. These are unfortunate compromises and provide a false picture of what a mineral flotation or other process can achieve. The situation is further aggravated by some manufacturers using misleading marketing to suggest discrete cross-stream methods for metallurgical accounting and unreliable continuous in-stream off-takes for control sampling and that they are of synonymous integrity.Reliable, absolute or representative samples are often absent in many modern day concentrator plants, due to compromises around sample taking, particularly in terms of delineation and extraction errors and thus leading to sample bias. For more reliable information from online analysers we need a continuous, but much more reliable sample taken, than is current practice.Online analysers require a fully proportional and continuous supply of sample for effective process control, otherwise maximised or benchmark recoveries will be nothing but a pipe dream. Large discrete cross-stream samples from mechanically less reliable equipment cannot be used as feed to online analysers, as it will negatively impact real-time feedback and efficient process control.It is possible to build correct sampling systems that could do both process controls online and metallurgical accounting at the same time. Multotec Process Equipment (Pty) Limited, in close association with experienced sampling consultant Francis Pitard, have jointly patented a concept to achieve this and which is embodied in the design of the unique Rotating Cone® Sampler (International Patent Application No. PCT/IB2016/057464). THE Fall Meetings of the Institute of Metals Division and of the Iron and Steel Division were held in Cleveland from Tuesday, Oct. 20, to Thursday, Oct. 22, as a part of the National Metal Congress. The registration at the technical sessions was something over 450 and the attendance at the joint dinner of the two Divisions on Wednesday evening taxed the capacity of the dining room. The president of the British Institute of Metals, W. R. Barclay, consulting metallurgist to the Mond Nickel Co., Ltd.; of London, was in attendance at several of the technical sessions and was one of the after-dinner speakers at the banquet. He commented on the desirability of greater international amity and cooperation in these troubled times and of the role that technical societies, such as the A. I. M. E. and his own British Institute of Metals, can and indeed are playing in bringing this to pass, with their membership and contacts reaching to all parts of the world. He also referred to the new reciprocal membership arrangements in effect between the A.I.M.E. and the British Institute of Metals.

The Banner mining district is about 70 miles northeast of Tucson in the southern part of Gila County, Arizona. Production from the district, valued at about $26 million, is chiefly from copper-silver-lead zinc ores. The stratigraphic section consists of Precambrian conglomerates, quartzites, dolomites, and limestones, Cambrian quartzites; Devonian limestones; dolomites, and shales; Mississippian limestones; Pennsylvanian limestones and shales; and Cretaceous volcanic and sedimentary rocks. Deformation of these rocks presumably started near the end of the Cretaceous, and extended into the late Tertiary. The sedimentary rocks were folded, faulted, and intruded by fine grained diorite, quartz mica diorite, and dacite porphyry. At least four distinct stages of mineralization are recognized. In the first stage of contact metamorphism and the second stage of hydrothermal alteration, favorable zones were prepared for ore deposition. Metallization occurred in three of the mineralizing stages. Magnetite, pyrite, and hematite were deposited near the end of the second stage of hydrothermal alteration. The third stage included the main deposition of sphalerite, chalcopyrite, bornite, and galena. In the fourth and final stage, minor amounts of sulfide minerals were deposited with a late anhydrite and quartz gangue. The ore deposits in the form of veins and veinlets, pipes, irregular massive replacements, and bedded replacements are localized by the extent and distribution of metamorphic and hydrothermal alteration, by the proximity to the intrusive contacts, and by the effects of structural development. Oxidized ores of copper, lead, and zinc constituted the principal production of the district prior to 1940, but, for the most part, supergene enrichment was of minor economic importance. The ore bodies of the district are in the mesothermal class of deposits, occurring as normal metasomatic replacement and vein types.

"Ironstone Resources Ltd. is developing the Clear Hills oolitic iron ore deposit in northwest Alberta, Canada. Sources of oolitic iron ore worldwide are abundant and ubiquitous, but there is currently no commercial technology to extract iron from oolitic iron ores. Mineral processing of the ore to generate a commercial iron ore concentrate is very challenging due to the nature of these ores. Accordingly, Hatch and Ironstone are developing a new pyrometallurgical process (Hatch Ironstone Chloride Segregation) to produce metallic iron from high silica and high phosphorus oolitic iron ores. Following the chloride segregation process, the treated ore is subjected to fine grinding. The iron is then separated by magnetic separation. The iron grade and phosphorus content of the final product shows a strong dependence on the separation methodology and the grind size. The pyrometallurgical process has been developed and tested at a lab-scale pilot plant. The commercialization of this technology could provide an opportunity for the development of a new alternate iron making technology. This paper presents the results of test work done on the raw iron ore to create a concentrate and also on the products of the pyrometallurgical process for the production of a high grade 90% metallic iron product.INTRODUCTION Oolite is a sedimentary rock formed from ooids – spherical particles with concentric layers. There are a number of large oolitic iron deposits where the mineralogical form features a low iron content and high concentration of impurities making them presently impossible to exploit on either a technical or economic basis. The fifteen largest oolitic iron ore deposits in the world are estimated to contain approximately 337 billion tonnes of iron ore, which would be a significant source of supply for worldwide steel production. A viable process that can economically recover iron from these oolitic iron ore deposits could become an important new technology to meet future demand in the steel industry. Hatch and Ironstone have demonstrated that oolitic iron ores can be exploited to produce direct reduced iron (DRI). Direct reduction ironmaking is a method for producing solid metallic iron using different techniques compared to the blast furnace process, which is the more conventional ironmaking route. The demand for the construction of direct reduction ironmaking plants has increased in response to the increasing demand for crude steel. It is viewed as a method of providing low-residual iron sources to scrap-based steelmaking in electric arc furnaces."

Grade control is a process of maximising value and reducing risk, through the delivery of quality tonnes to the mill via the accurate definition of ore and waste. It essentially comprises data collection, integration and interpretation; local resource estimation; stope design; supervision of mining and stockpile management. The foundation of all grade control programs should be that of geological understanding led by high-quality mapping and sampling to drive appropriate estimation strategies and mining. Gold veins show various complex features relating to erratic grade distribution (nugget effect), variable geometry and internal architecture. These include variations in dip, strike and width, late-stage faulting/shearing effects and geometallurgy. Such variations generally require close geological understanding to ensure optimum grade, minimal dilution and maximum mining recovery. A well designed grade control program will prove to management and stakeholders that by applying geological knowledge, the mining process can be more efficient and cost effective. This paper reviews the issues of grade control in underground gold mines and focuses on integrated mapping and sampling through three case studies.

Bedrock gold mineralisation has been located in association with an extensive float train 25 km west of known alluvial gold. It is in the form of open, matrix-supported breccias comprising pyritic quartz/sericite clasts in a vuggy, cherty chalcedonic and crystalline quartz matrix. Fluid inclusions in pyritic clasts indicate trapping temperatures for gold mineralising hydrothermal fluid of 170-240 degrees C. This mineralisation could represent the upper part of a feeder zone to an exhalative hydrothermal system. It is possible that other high-level feeder zones could be preserved elsewhere in the area. Deep weathering of such a system could provide a source for the alluvial gold localities near Helmsdale. It is suggested that east and central Sutherland presents good prospects for exhalative epithermal gold mineralisation and the associated feeder zones

A portable electronic instrument was developed which will measure change of longitudinal wave velocity with change of uniaxial stress in rock columns. The instrument is a solid-state device powered by nickel-cadmium batteries. It uses a probe of two piezo-electric crystals spaced inches apart to send and receive a pulse through a stressed rock. A one-inch cathode ray oscilloscope visually displays the longitudinal wave. A reference chart is used to find the stress. Laboratory results have indicated that the average stress on a sandstone column can be found to within 35 psi. The feasibility of using this instrument to determine stresses in mine pillars is to be studied. The instrument may be used to investigate physical properties of rock.

Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.

The mineralogy of the Joe Mann mine differs from that of other deposits of the Chibougamau area that are exploited by Les Mines Camchib Inc.. It is characterized by very fine first generation gold and very coarse second generation electrurn. Successful milling required adjustments of the processing flowsheet, which includes gravity, flotation, and cyanidation. A study of coarse gold liberation in the gravity/grinding circuit is described. Modifications to the flotation circuit and the reconditioning of a small capacity cyanidation circuit are presented. As a result of the circuit modifications, gold recovery increased from 65 to 81% in flotation and cyanidation. Overall gold recovery increased from 77% to 88-89%. These improvements are mostly attibutable to the recovery of -10 urn gold, whose presence in the Joe Mann ore and original circuit tails had been identified by process mineralogy.

he Wyalong goldfields were discovered in September, 1893, Messrs. Neeld and Sons, owners of the principal mine, being the pioneer prospectors. During the earliest days of the field the ore was sent to Barmedman, a distance of eighteen miles, for treatment at a battery there. The field rapidly increased in importance, and it was not long before a public battery was established on the spot. After some considerable quantity of ore was treated by this process, it became apparent that battery treatment was quite unsuitable for the richer ores, involving, as it did, considerable loss in the tailings. Recognition of this fact led to the erection, in 1895, of plants by the Wyalong Chlorination and Cyanide Works, owned by Mr. Walter Sully, for treatment by their processes; followed, at a later date, by Messrs. Neeld and Sons Chlorination Works. The Wyalong Chlorination and Cyanide Works, after a delay of twelve months in the erection of their plants, have since catered continuously up to the present time for the requirements of the field.Their plant consists of a No. 3 Gates' rock·breaker, a revolving dryer, a No. 5 Krupp mill, revolving roasting furnace with finishing hearth, two chlorination vats of 20 tons capacity each, "nine cyanide vats of 30 to 100 tons capacity, two Wheeler pans and three chlorine generators. The ores are purchased outright on assay at a fixed scale of charges, and treated by the owner of the works on his own account.

Instability in rockpasses at deep levels often initiates as a result of stress induced fracturing of the rock on the walls of the pass. This may then progress to a stage at which the geological structure of the rock mass becomes dominant and permits large joint-defined blocks and slabs to become unstable. In this paper, a technique is described in which jointing parameters and their variabilities?orientations, spacings and lengths?are taken into account in estimating the extent of failure that may develop around a typical unsupported deep level gold mine rockpass. The results of this prediction are compared with the results obtained from a review of pass performance in the gold mining industry.

Aggressive driving patterns, rough and poorly maintained roads and pit floors, along with the occasional bump and poorly placed load from a shovel can create intense and sometimes serious vibration levels on a heavy hauler. The effects of high vibration have been shown to be of concern for the health of the operator as well as the reliability of the equipment. It is proposed that an onboard vibration warning system based on the ISO 2631-1 standard could be used to help operators reduce the vibration levels experienced in a heavy hauler. The onboard system would consist of a screen that displays the instantaneous vibration in the form of three lights: green (safe zone), yellow (cautious zone), and red (danger zone), as well as an overall vibration exposure or dose for the entire shift. With the utilization of the warning system, it is anticipated that the overall vibration levels will be decreased resulting in improved operator health, a reduction of vibration-induced maintenance, and improved haul roads through reduced impact loading and repair for localized trouble areas.
