"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. "INTRODUCTION This report describes a method of horizontal drilling in an oil-producing formation underlying a 400-acre, approximately square plot of land in the Franklin Heavy oil field in Sugar Creek Township, Venango County, Pa. The method, which was developed on two previous projects in Ohio, 3/ consists of sinking a shaft to the bottom of a shallow oil sand and drilling holes in a general horizontal plane outward from the chamber in a pattern similar to that of the spokes of a wheel. The project was undertaken by the Venango Development Corporation in an attempt to find an efficient method of recovering oil from partly depleted sand formations.The Venango Development Corporation is composed of the following oil-producing and oil-refining companies and individuals: South Penn Oil Co., Forest Oil Corporation, Kendall Refining Co., Minard Run Oil Co., Quaker State Oil Refining Co., The Pennzoil Co., Alliance Oil Corpo¬ration, United Refining Co., Franklin Creek Refining Corporation, Canfield Oil Co., Pennsylvania Refining Co., Page Oil Co., Freedom Oil Co., D. W. and D. S. Grant, and J. P. Herrick, C. M. Davison and N. V. V. Franchot. Engineering features of the project were supervised by a committee off three engineers A. J. Saxe, chairman, W. M. Shoemaker, and C. N. Pfohl, who supervised the excavation of the shaft and the drilling of the first two holes by alternately spending a week at a. time at the project. The drilling method was under patent license from Leo Ranney, who served as technical advisor to the Venango Development Corporation; in addition, he furnished the design for the shaft and work chamber."

Advanced Jig Separation of Shredded Plastics The authors have reported that the RETAC jig is very useful in separating relatively low density particles such as plastics, and demonstrated that highly efficient jig separation of plastic components in discarded office machines is possible in pilot-scale tests. To further improve the separation efficiency, a hybrid jig (RETAC jig with air bubbler under the particle bed) which can separate plastics having similar specific gravities using differences in wettability produced by a pretreatment, and a reverse jig (modified RETAC jig for plastics lighter than water) were developed. This paper reviews the separation of shredded plastics using advanced jig separation technology (RETAC, hybrid and reverse jigs). Wettability control of the plastics for the advanced jig separation is also reported.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Primary and secondary copper smelting dusts are being generated in varying quantities with very dissimilar characteristics due to the different compositions of feed materials and the type of process utilized. After categorizing the multitude of dust types, the criteria for on-site and off-site recycling of smelter dust in terms of type and concentrations of the accompanying elements are established. Thereby, consideration is given to the important aspects of: ? optimization of copper recovery ? quality of copper product ? valorization of accompanying elements ? elimination and disposal of deleterious impurities ? minimization of impact on operation ? effects on operating costs ? environmental impact of dust treatment on overall process Existing commercial, emerging and proposed copper smelting dusts, pyrometallurgical as well as hydrometallurgical, treatment schemes are reviewed and evaluated technically, economically and environmentally in an attempt to streamline the vast number of proposed options. Thereby, the high selectivity achievable in hydrometallurgical dust processing due to it being complementary to the smelting process is expected to be given increased consideration.

Mine workers using diesel-powered equipment experience the highest occupational exposure to diesel particulate matter (DPM). This problem could be aggravated in underground stone mines due to their unique ventilation challenges with the large openings for airflow. Hence, adequate ventilation in these mines requires a combination of effective ventilation planning and delivering needed air quantities using auxiliary fans and stoppings. To meet this challenge, the National Institute for Occupational Safety and Health (NIOSH) developed the Air Quantity Estimator (AQE) software as a mine planning tool to help underground mine operators estimate the air requirements necessary to dilute DPM in the main air stream to statutory levels. The major parameters required for the calculations are the engine’s horsepower, DPM emission rate, the percentage operating time, catalytic converter efficiency, and filter efficiency. In efforts to provide major updates to this software, this study describes the recent development of a revised version of the Air Quantity Estimator (AQE 2.0). With the revised version, users have access to a comprehensive database of over 40,000 pieces of equipment, can define their specific target DPM level, and can create specific equipment for a customized database, in addition to having an improved easy-to-use interface. The software output provides an estimated total airflow necessary to dilute DPM based on the projected emissions, and the user can generate a related results report. The results also provide the mine personnel with a tool to identify vehicles that are high DPM contributors and could further be used to optimize the ventilation requirement by making changes to the percentage operating time of the engine. This software provides the mine with a user-friendly tool that could help reduce the DPM exposure of workers.

The primary objective of this final phase of Contract No. H0133004 was to provide a description of all experimental assemblies and procedures used throughout this project in such a detail as to permit duplication of the tests in any other laboratory. A further objective was to summarize and evaluate all results generated throughout the duration of this program and to tabulate all the materials and data in such a manner as to allow this report to be used as a reference index for specific compositions or groups of compositions regarding potential hazards arising from their use .in underground coal mining operations. The report also contains an updated survey of the literature on thermal oxidative degradation of compositions investigated under this contract.

I FEEL greatly honored and appreciate this opportunity to be able to say a few words about that rather perplexing subject, silver. The constant decline in the price of this metal has now reached the stage where it is of much concern and the cause of serious discussion among the leading financiers, economists, and statesmen of the world. Further- more, it is significant that this subject is so important that almost every day one can read articles pertaining to it in the newspapers and trade publications. Being essentially a banker, and not an economist, I do not claim to be an authority on the silver question. These remarks are merely some of my observations in, regard to the many puzzles which-I came across in my recent studies of this very important question.

The small party of mining men who formed the original Mount Morgan Syndicate in 1882, commenced operations on the top of the mountain with what were practically nothing more than small hillside quarries, It was not until 1891 that underground stoping began, and open-cut mining therefore commenced with the commencement of operations. This hillside quarrying, however, seems to have been quite haphazard and unsystematic ; there is no trace or sign of any properly devised mining scheme. This can be seen plainly enough from an examination of old mine plans; for in less than five years after stoping was; adopted, the open-cut was down into the stoped-out ground. The following table, prepared from these old plans, shows the downward trend of the excavation in the past fiftyseven years:-

An underground mining method for extracting an eight metre (26') coal horizon, containing a sandstone layer. A decrease in the thickness of the rock strata between the number two and number three seams of the Sasolburg Coal Field, has resulted in a total mining horizon approximately eight metres (26') thick. This parting varies in thickness and competency and in some areas is impractical to cut with a continuous miner. In addition, the general mining area is highly jointed. The top seam is first mined to a normal bord and pillar plan with a continuous miner. The bottom seam is then mined by selectively undercutting the stone parting constituting the floor of the top seam. In areas where this parting is between 0.75 - 2.50 metres (29.5" - 98") thick, it is suspended from the primary roof support installed when mining the top seam. Secondary, high extraction retreat mining is then undertaken in the coal pillars adjacent to the suspension supported headings in the bottom seam. Left in-situ, the parting provides lateral support to the pillar sidewalls in both the top and bottom seams, enabling high percentage extraction rates in what was previously thought an uneconomically mineable area. The paper proposed, presents the challenges and practical implications of executing the mining method, including the primary roof control of the top seam and the stone parting between scams.

The prevention of coal-mine explosions has been one of the chief purposes of the Bureau of Mines. In facti the first Federal appropriation relating to mining methods, in 1908, authorized the investigation of the causes of mine explosions and the possible methods of preventing them. When that investigation started the mining industry had not determined the real causes of a succession of terrible coal-mine explosions in various countries, culminating in the great disasters at CoulTièl'es, France, and Monongah, W. Va. Coal dust as an agent of widespread explosions had been under suspicion, and watering to allay the dust was recommended by some mining engineers but the watering of coal-mine dust was adopted in comparatively few mines of the United States and Great Britain, and had not been introduced widely in any country except Germany. Rock dusting, another method of preventing explosions of coal dust, was early tested with success by the Bureau of Mines in its fist gallery at Pittsburgh and, beginnig in 1911, at the experimental mine, Bruceton, Pa. Several of the fist publications i of the bureau suggested that rock dust be used in gaseous or dusty bituminous mines, and in 1915 Technical Paper 842 strongly recommended it. Since that time additional tests in the experimental mine have fully confied this :ft judgment.

A research effort has been undertaken, under Workplace Safety and Insurance Board of Ontario (WSIB) sponsorship, to characterize the support capabilities of conventional and innovative spray-on lining materials for mitigating dynamic failure effects created by simulated rockbursts. Conventional spray support media, such as shotcrete and fibrecrete linings, and a variety of new spray-on lining materials [thin, spray-on liners (TSLs)], typically polymer-type thin coatings, were subjected to simulated rockburst influence. For baseline comparison, conventional rockbolt and bolt-and-mesh support products were also evaluated. Observation of lining performance was undertaken through completion of field-scale support and rock detonation trials. Controlled blasting tests were conducted at the Queen’s University Explosives Laboratory to examine the effectiveness of the variety of surface coating agents for modifying dynamic rock spalling processes. All tests were performed upon largely undisturbed and homogeneous rock materials in highly repeatable fashion. All blasts were observed seismically and photographically to provide detailed information concerning rock motion, surface fracturing, ejected fragment motion and support liner survivability characteristics. These material comparison trials were performed to assess the relative effectiveness of a wide range of currently available area support techniques for suppressing hazards associated with dynamic rock ejection. The results of this study validate that thin, spray-on linings may be equally as effective, and often better, than conventional support materials at mitigating rockburst or like damage in highly stressed mine environments.

The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

Seals and build-in-place (BIP) refuge alternatives (RAs) are two main underground structures to isolate an area from the active working zones with different purposes. While seals are used to prevent methane gas that seeps from coal seams and blast pressures from a possible detonation of the contained gas, RAs are used to provide a safe haven for miners who are unable to escape their working locations after an accident like an explosion or fire. The recommended BIP RA designs can be similar to seals constructed with steel-reinforced concrete. Both seal and BIP RA are constructed in different locations of the mines for a period of time, exposed to a certain convergence due to stress redistribution which can change their responses during an explosion. In this study, a steel-reinforced concrete wall to be used in such applications is simulated to examine the structural performance during an explosion for a coal mine model with different strata conditions using dynamic analysis by a 3D distinct element method (DEM) code. The main purpose of this study is to reveal any possible effects or trends on the wall deformation with changes in strata conditions by implementing different combinations of roof, seam, and floor material properties. The model is calibrated by the experiment conducted on a steel-reinforced concrete wall by the NIOSH researchers in the Lake Lynn Experimental Mine. The results show that strong adjacent rock and coal units are the least favorable condition for the survival of the wall subjected to a simulated explosion pressure. The results indicate that changes in the roof and seam conditions can have dramatic effects on the deformation characteristics of the wall when compared to the floor conditions. The results of this study might be enlightening for future BIP RA and seal applications.

COAL of sub-bituminous rank underlies much of the plains area of Alberta. This coal is geo-logically young, and occurs in Belly River and Edmonton strata of Up-per Cretaceous age. Generally, the seams are flat-lying, but in some areas they may dip as much as 5 degrees. The overburden, composed mainly of glacial clays and sand-stones, may vary in depth from a few feet to several thousand feet. Recovery of the coal has 'been by drift, slope, and shaft underground mines, and by open-pit stripping operations. Production has been obtained from a large number of mines, most of which have been relatively small and with preparation equipment limited to a loading tipple with screening facilities, and a picking belt where high-ash materials can be removed from the larger sizes. The coal has been sold for domestic and industrial space-heating, for production of process steam, and for power generation. In re-cent years competition from natural gas, propane, and oil has seriously interfered with the production and marketing of sub-bituminous coal, especially with the disposal of the smaller sizes at a realistic price.

"Instead of using the traditional batch casting process, the CRIMSON [1] (Constrained Rapid Induction Melting Single Shot Up-Casting) method employs a high-powered furnace to melt just enough metal to fill a single mould in a closed crucible. The crucible is transferred to a station for computer-controlled counter gravity filling of the mould for optimum filling and solidification. The CRIMSON method therefore holds the liquid aluminium for a minimum of time drastically reducing the energy losses attributed to holding the metal at temperature. With the rapid melting times achieved, of the order of minutes, there isn’t a long time at temperature for hydrogen to be absorbed or for thick layers of oxide to form. The metal is never allowed to fall under gravity and therefore any oxide formed is not entrained within the liquid. Thus higher quality castings are produced leading to a reduction in scrap rate and reduced overall energy losses.IntroductionEngineers at the University of Birmingham, England, with local company, NTec, have invented a new casting process that will reduce the energy costs of light-metal foundries. The technology, entitled CRIMSON, means that foundries need only heat the quantity of metal required to fill a single mould rather than large batches that use unnecessary energy and create waste. The complete concept of CRIMSON requires a change of philosophy in the approach to casting and requires the user to think holistically in order to reap the full benefits from the process. This paper will discuss the various aspects of energy wastage within the foundry sector and discusses the processes whereby the energy can be reduced. Primarily the author focuses on the aluminium sector but CRIMSON can be applied to many of the non-ferrous “light” alloys. Ferrous materials and non-ferrous “heavy” alloys can also benefit from some of the ideas but not necessarily directly from the application of CRIMSON."

GENERALThe lode, for purposes of description, may be said to be divided into two portions which are usually referred to as the Southern and Northern Orebodies.The southern ore-body is the larger and in places attains a width of 200 feet. The northern ore-body is, generally speaking, comparatively narrow. These ore-bodies have a northerly pitch of approximately 45' and a westerly dip of 60. In the southern ore-body a grid of ore chutes is provided at 31 ft. 8 in. (5 square set) intervals and this necessitates an elaborate arrangement of cross-cuts, portion of which have to be driven through the foot-wall. Crushed country rock adjacent to the foot-wall makes it necessary for drives to be placed at least 60 feet from the lode.In the northern ore-body the ore chutes are arranged along a longitudinal drive, thus making a much simpler layout. These layouts were described in detail by A. R. West (Proceedings A.I.M.M. No. 117). In opening up a new level from the shaft plat, a heading is extended in a westerly direction until a point approximately 60 feet from the footwall of the lode is reached.At this point the direction of the cross-cut is altered to a bearing approximately 90 to the general strike of the ore-body, and the cross-cut continued until the hanging-wall is intersected. From the information obtained together with that from diamond drilling, the outline of the ore-body is plotted as closely as possible, and this serves as a basis for the layout of the level. Drives south and north from the main cross-cut are made in order to determine the southern and northern extremity of the southern ore-body. The aim of this work is to clarify the role of microstructure heterogeneity in the initiation and growth of cracks in a lost foam cast A319 for low cycle fatigue (LCF) loading condition. Because 2D analysis fail to establish the scenario of damage events, this study is based on 3D in situ analysis using synchrotron X-ray tomography during LCF test performed at 200°C. If X-ray tomography is now an established technique to study damage development in 3D, its application for relatively high temperature cyclic tests has never been done so far. Initial 3D observations of damage show that the cracks that lead to fracture initiate near large pores and propagate into the hard particles 3D network of the eutectic regions.
