Portland cement is a basic building material in every country in the world, and, fortunately, the raw materials required in its manufacture are widely distributed. It is a low-priced bulk commodity (price one cent a pound or less, with a density of 100 pounds per cubic foot.) Table 1. Approximate price per pound of selected mineral products. Use of cement begins early in a country's development, and, because of local availability of raw materials, cement manufacture is one of the first heavy industries many countries desire. Use and manufacture of cement usually precedes other industrial materials such as steel and heavy chemicals, and consumption levels off for a long period during development of infrastructure and an economic base. With a mature economy comes a very high consumption. Per capita consumption varies ten times or more between nations (Figure 1).

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

Dimethylglyoxime reacts with nickel in a buffered ammonical-citrate solution containing the detergent ?Aquet? and hyroxylamine-hydrochloride. The resulting nickelous dimethylglyoxime is extracted with xylene. Visual comparison with standards permits the estimation of from 50 to 10,000 ppm of nickel. Soil, rock, or sediment may be decomposed by digestion with (1-3) nitric acid, allowing about 70 determinations per man-day to be carried out. With minor modifications to the above procedure, sediment and soil may be semi-quantitatively analyzed for nickel at the sample site. The chemical equipment is easily portable and the analysis extremely rapid because the buffer, dime thylglyoxime and xylene are added simultaneously to the sample and no heating is required. The sensitivity varies with the "availability" of the nickel ions; under favorable conditions, one may obtain a positive test for as little as 10 micrograms in soils and sediments. This procedure is similar to one, for the field determination of heavy metals described elsewhere by the author.

The rapid development of science and technology in Russia has been the result of well laid plans since 1918. At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The' Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research' institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

The froth flotation of coal, differing greatly from that of most minerals1-5, is not improved but rather impaired by temperatures higher than room temperature6-10 This phenomenon has long taunted us for an explanation. Gayle and Associates 8,9 reported the lack of relationship between their contact angle measurements and their flotation of American coals under various temperatures. Bailey and Whelan6 stated that the viscosity of flotation reagents, offering some clue for their flotation of British coals at low temperatures, could not be put forward as an explanation either in whole or in part for the effect of temperatures on coal-flotation. In this paper, a froth hypothesis is proposed to explain the flotation behavior of coals under various pulp temperatures. Test work involved the flotation of coals and the frothing of reagents.

It seems appropriate to review the history of mechanization of our underground coal mines at this time when many favorable flags are flying for this industry. It is a reasonable hope that such a review may stimulate thinking as to the directions that new technological developments are apt to take and in which members of the Society of Mining Engineers are destined to play important roles. Discussion of the relative importance of the various changes that have taken place since the advent of electric power provides the starting point. It is in the economic factors utilized that we find conditions which permit more efficient utilization of the capital committed to the industry. Concepts rather than specific items are emphasized in the following discussion because once the value of a concept, such as mechanical conveyors, is established, it then spawns many variations which are not significantly different. The shift from animate to inanimate energy has been the most important change in the modern industrial scene, including coal mining. Although introduced into coal mines for some purposes early in the period of general electrification, the coal industry adopted mechanical power relatively slowly, and 1944 was the first year in which a majority of deep-mined coal was mechanically loaded.

Understanding sources of dissolved metals and transport characteristics of acid drainage is needed to assist land-use strategies in mineralized regions, particularly in the semi-arid southwestern United States. Water- quality samples were collected from mined and un-mined parts of the Patagonia and southern Santa Rita Mountains of southern Arizona from streams, springs, seeps, adits, alluvial wells, and bedrock wells. Water quality during base-flow conditions was compared with that *of runoff samples from infrequent winter and summer storms. The largest fraction of annual discharge in these ephemeral streams consists of storm runoff, although springs provide a steady source of low discharge base flow to numerous intermittent perennial reaches. Several abandoned mines in the northern Patagonia Mountains contribute acid and heavy metals to streams. During base-flow conditions in mineralized areas, natural springs and intermittent stream reaches produce acidity but the volume is typically low and acidity is often diluted or neutralized down gradient. Overland runoff contains low concentrations of dissolved metals and moderate acidity, however, stream waters were strongly acidified and metal-laden from contact with abundant pyrite-bearing stream sediments derived from erosion of waste-rock material in and along the sides of the stream channel.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). This estimate can be broken down as follows: [Metals and metallic minerals $375 million Nonmetallic minerals (excluding hydrocarbons ) 330 million Hydrocarbons 470 million $1175 million]

The greatest part of crushed stone, gravel and sand production is extracted through open pit operations, whereas gravel and sand are also partially extracted from riverbeds. Its obvious that such a mining activity provokes some changes in the configuration and environmental characteristics of the region, in the temporary or permament disapperance of vegetable or animal species and in the creation of noise, dust and waste water. However, the above-mentioned mining operations shouldn not have only negative effects on the landscape and land potential, but they can discover and predetermine the potential of the exploited areas for various communal purposes after exploitation (eg. sports and recreation centers, campsites, resorts, fish-farms, etc.). In this paper, the production of construction aggregates in plants located in the vicinity of Zagreb, the capital of Croatia is presented. The advantages and disadvantages of aggregates? production in urban areas in the spirit of sustainable development are discussed.

With the exception of sublevel caving, the most common method of underground mining in Sweden is the "cut-and-fill" method. It is normally used for mining non-ferrous metals , and' is used extensively in the complex sulfide ore mines of the Boliden Company in north and central Sweden as well as the mines of the STORA and Vieille Montagne Companies in central Sweden. All in all, the cut-and-fill method is used in 13 of Sweden's 45 mines. As the mines are relatively small, the volume of ore mined by this method represents only about 5 % of the total ore production in Sweden. The commercial value, however, is much large than this percentage would imply. The production volumes and grades of some typical mines are shown in Table I. As seen, when rated internationally, the grades are comparatively low. The prices are set according to ?international metal prices? as dictated by the London stock exchange, and in lieu of governmental support, rational management methods are critical in order to achieve satisfactory profit.

At Tahawus, New York, National Lead Company operates the MacIntyre Development, This operation produces 10,600 long tons of ore per day for crushing, 8,000 tons for grinding and processing, of which 2,000 tons per day reports as tailing for disposal in an impounded tailing storage area. With the change in location of mining operations at the mine of National Lead Company, a change in the area for tailing disposal by gravity became necessary, This called for the diversion of tailing from near the proposed mining area to areas more favorable for long term storage by gravity. In order to avail the operation of maximum storage for the future, a uniform minimum grade launder was proposed with a minimum velocity and maximum outfall at the discharge. Disposal of the gravity and flotation tailing was formerly accomplished in open ditch from the concentrator at a grade of 1.5 percent. It was desirable to design the new launder at grades less than this for the greater storage elevation.

On December 2, 1942, a scientific team lead by Nobel Prize winner Enrico Fermi first initiated and controlled a self-sustaining nuclear chain reaction. This historic event occurring beneath the stands of the University of Chicago football stadium instantly created an entirely new and tremendously broad area of technology. Indeed, the event probably changed the course of world history and considering the curret energy shortage, it probably came none too soon. Following many technological breakthroughs in the ensuing years, this event led to the first full scale nuclear fueled electric generating plant. In December, 1957, the Shippingport Nuclear Power Plant became operational and the United States had entered the era of the nuclear fueled electric generating station. Today, only fifteen years later, there are some thirty-five operating nuclear power plants in the United States with another 56 under construction and 116 on order. Still, we are only scratching the surface of this tremendous energy source. In 1970, less than one-percent of the total electric generating capacity in the United States was nuclear fueled. By 1985, it is projected that 45% of our generating capacity will result from nuclear power plants. These projections are based upoa statistics of six months to a year ago and considering the current energy shortage and recent attempts by the United States Atomic Energy Commission (USAEC) to speed the licensing process and encourage standardized plants, the contribution of nuclear power to our total generating capacity may be even greater. In summary, it is obvious that nuclear power is now, and will continue, playing an important role in our future. Those factions of government, industry and the professional community charged with fully developing this tremendous energy source must deal with it rationally, logically and expediently. The various environmental considerations in nuclear plant siting play an important role in the overall plan.

The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. Underlying growth rates, another independent factor, may range from the business equipment industry with an annual growth rate of 14% through the electric utility industry with a growth rate of about 7% per year to the

Confidence that design objectives will be made In construction requires that grout monitoring efforts be carefully designed and integrated into the overall project. A review and comparison is made of the circuitry utilized for dc crane control systems. Anti-parallel three phase full wave thyristor bridges for dc motor reversing and speed control are compared with a single three phase full wave thyristor bridge for speed control and either contactor or static switching for reversing control to obtain complete four quadrant operation for crane material handling. In recent years the Harnischfeger Corporation has developed a solid state adjustable voltage control system to control the speed and direction of dc motors for crane applications and handling materia1.1 Shunt wound dc motors are utilized and speed is controlled in the motor base speed operating region at constant torque by a thyristor, silicon controlled rectifier (SCR), adjust- able armature voltage supply. The three phase thyristor bridge is the power controlling element of the dc adjustable voltage control. ELECTROTORQUE is the Harnischfeger Corporation registered trade name for this type of drive system. By controlling the gating signals or firing pulses to the thyristor bridge SCR's the dc output voltage can be varied over a wide range. This range is limited only by the magnitude of the ac applied voltage. To obtain operation of the motor in both directions two thristor bridges are connected in an anti-parallel arrangement. A typical schematic for two anti-parallel connected three phase SCR bridges is shown in Figure 1.

Subsidence profiles over Saskatchewan potash mines exhibit forms which cannot be explained by existing subsidence models. The subsidence is affected by bridging of competent rocks. A modification of the theory can explain the observed displacement of subsidence profiles due to bridging. An unusual shallow secondary subsidence trough has been observed extending two to three kilometers outside the primary subsidence. The secondary subsidence is explained as an elastic compression inresponse to a drop in pore water pressure in the vicinity of the caving zone. The concept of pore water pressure may lead to a safe extraction limit for Saskatchewan mines.

Activities in offshore mineral exploration In Australia are increasing almost daily, at such a rate that this report will rapidly become out of date. At the time of writing, February 1967, there were no commercial discoveries of offshore minerals reported in Australia, although there has been definite encouragement in many fields. While this initial encouragement has not revealed any commercial mineral deposits offshore hopes are running high in Australia for success in 1967. Why should mineral deposits be expected offshore in Australia in the first place? The reasons are many. The minerals to be discovered also are many. The reasons are based on the history of alluvial and beach mining activities in Australia's past and at the present time, and on the physical environment of the vast Continental Shelf which surrounds the continent. A brief examination of the two primary features which are necessary before offshore mineral exploration can be contemplated should be, undertaken. Two favourable environments are necessary; firstly a Continental- Shelf to form a physical environment for the accumulation of the mineral deposits, and secondly a favourable political-legal environment to give the exploration companies adequate protection during exploration, and suitable long term arrangements for the exploitation of the deposits after discoveries have been made. Australia is well endowed with both of these.

Part of Capital Improvement Project SE-754 tendered by New York City Department of Design and Construction included installation of a 96-in. (2.47 m)diameter sewer by pipe jacking methods. The pipe selected by the Contractor, EIC Associates, Newark, New Jersey, was a glass-fiber-reinforced thermosetting resin pipe installed in two reaches: 72 m (235-ft.) and 222 m (728-ft.). The machine selected for the excavation was an open face shield. This paper describes the set up of the tunneling operations, subsurface conditions, progress of excavation, pipe performance and other details of the project including unexpected difficult ground conditions that were encountered during excavation and how these conditions were overcome.

A method for the removal of nickel and vanadium contaminants from spent HDS catalysts involves pretreating the catalyst with H2S followed by the extraction of the metals with an acidic solution of ferric ion. The ferric ion solution alone removes significant amounts of active ingredients cobalt and molybdenum; however, after pretreating the catalyst with H2S, the extraction becomes more selective for the removal of Ni and V.
