Using K-oleate as a collector and alizarin red S (ARS) as a modifying agent, selective depression of dolomite from francolite was achieved in alkaline medium (pH> 9.0). Interestingly. ARS was also found to depress igneous apatite in alkaline medium in oleate flotation of apatite and calcite. Adsorption of ARS alone on dolomite was found to be higher than that on francolite. Complimentary adsorption experiments of ARS and K-oleate showed that oleate adsorption was increased in the presence of ARS on francolite but not on dolomite. K-oleate adsorbs on both francolite and dolomite and causes precipitation of calcium and magnesium oleate. Such precipitates can be pre-vented when ARS is present. The results are explained in terms of competitive adsorption for the active sites on francolite and dolomite by oleate and ARS, and their interactions with dis-solved mineral species in solution.

Studies by the National Institute for Occupational Safety and Health (NIOSH) and the Bureau of Mines (BOM) have demonstrated that: (1) 90% of diesel particulate is less than one (1) micrometer in aerodynamic diameter; (2) more than 90% of the respirable mass in electric coal mines was greater than one (1) micrometer in aerodynamic diameter; and (3) in coal mines using diesel equipment, average diesel concentrations can represent up to 53% of the MRE respirable coal dust standard. For mines approaching the 2 mg/m3 standard, compliance may be easier to attain by controls directed at diesel exhaust particulate as opposed to coal dust control. First, however, a Simple instrument is needed to measure diesel exhaust particulate concentrations. This paper describes such a sampler, its construction, and use. While results from this sampler are primarily utilized to identify control areas, NIOSH is also using the sampler for estimating worker exposures in epidemiologic studies.

Introduction Ring roller mills are efficient size reduction machines embodying the following machine functions: 1) Size Reduction: from a feed size of 2 in. to various size products as fine as 400 mesh, or granulation from 2 in. to 6 mesh containing a minimum of fines. 2) Drying: fluid bed drying of wet feed materials. 3) Conveying: negative pressure air system results in dust-free conveying. 4) Beneficiation: liberation and removal of foreign materials from the auxiliary bottom discharge simultaneously while grinding. Operation Operation of the roller mill system, Figs. 78 and 79, is completely automatic. A feeder introduces raw material into the grinding chamber in the base of the roller mill at a rate determined by pressure variations within the roller mill as material is ground and air conveyed away. The feeder will be activated by the reduced static pressure and introduce unground material into the system, thereby maintaining a constant differential pressure. Plows located ahead of each grinding roll direct the material upward and between the grinding rolls and the bull ring where it is ground to size. The grinding rolls are free to swing out centrifugally, which forces them to bear upon and grind the raw material. Being free to pivot axially, the rolls automatically assume the proper position for grinding and need no adjustment to compensate for wear. Rotation of the rolls is by rolling contact. Once ground to size, material is swept out of the mill by the controlled air flow from the centrifugal main mill fan. Air suspended, the ground material passing through the adjustable spinner separator. In the separator, an accurate size classification is made which allows product-size material to be conveyed away from the roller mill while oversize material is returned internally for additional grinding. By varying the speed of the separator drive, more or less cyclonic action is achieved at this location, effectively controlling product size. Product sized material is removed from the airstream by the cyclone collector. Typically, a conveyor or product storage bin will be located to accept the product as it exits from the bottom of the cyclone collector.

"INTRODUCTION Industries around the globe have been making significant advancements in recent years due to innovations in automation technology. With the implementation of modern automation technology, professionals in process automation or plant operations can expect significant and exciting change, and the mining and mineral processing industries are no exception. From 2000 to 2010, the International Council on Mining & Metals (ICMM) reported that an increased output and increased value of most metals has resulted in a rise in global metal and mineral process industries from $214 billion to $644 billion. [1] Since most productivity increases in mining and mineral process industries have been achieved through the ability to process lower grade ores with improved efficiency and larger equipment, these industries have begun to adopt advanced automation and control technologies. Despite a growth slow-down, the mining and mineral processing industries are poised for continued and sustainable growth and development due to an increasing demand for energy minerals and emerging technologies requiring minerals and metals previously not demand. However, as these industries becomes more automated, new challenges are arising on the horizon. DEMOGRAPHIC TIME BOMB John Payne from BP is credited with first using the term Demographic Time Bomb to describe the upcoming crisis in the process industry in finding experienced operations personnel. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years. This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, this implies that these skilled mining and mineral process professionals are an aging population with irreplaceable knowledge and experience that are expected to retire in the next 5-10 years. While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences."

"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Phosphate is one of Florida's major industries. The US Bureau of Mines estimates it contributed $3 billion to the state's economy in 1981 and an additional $1.4 billion to the US economy. New or improved technology will continue to drive productivity improvements through the next decade. In January 1988, I presented a paper titled, "Large Underground Mines of the 1990s? before the SME. I will follow some of the themes developed in that paper as modified by our experience in the past two years. In order for a coal company to be profitable today, it has had to reduce unit costs experienced in the past. This is because the current average realization, even accounting for a recent strengthening, remains below that of a few years ago. Doing business as was done in the past is not good enough. The coal industry needs to increase productivity in the range of 5-10% annually merely to stay even with rising costs. Underground productivity has been increasing more rapidly than that for surface mining. With the exception of the Powder River basin of Montana and Wyoming, underground productivity has caught up with that for surface mining in many regions of America. There are a number of technological factors which have attributed to increases in underground productivity and which should be factors in the future.

INTRODUCTION The term "dewatering" refers to removal of water from coal. Water associated with coal can be categorized as "free or surface" and "inherent or chemically bound" moisture.' The free moisture is found on the surface of coal, in capillaries and small spaces between two or more particles. The inherent or chemically bound water is found in the interior of the coal and as part of coal structure. A significant amount of free moisture can be removed by mechanical dewatering techniques. However, inherent moisture can only be removed by applying energy intensive techniques, e.g., direct or indirect heating. Moisture in the coal offsets some of the benefits of coal cleaning. Extra water in clean coal adds to extra cost in transportation, heat lost during vaporization, and plugging of chutes. From a utility perspective, a 1 % increase in moisture can offset a 4.5% decrease in ash.2 Mechanical dewatering can be classified into two major process categories according to the principles involved, namely, 1. Sedimentation-liquid is constrained and particles move freely. 2. Filtration-particles are constrained by a medium and the liquid flows through. Each of the process categories is composed of various separation techniques shown in Fig. Equipment currently being used by the mechanical dewatering of coal of varying size ranges and final moisture content is illustrated in Fig. 8-2. This figure indicates that sizes larger than 13/, in. (37.5 mm) present no particular dewatering problem. Shaker screens of the very crudest types and designs are capable of producing these sizes at low surface moistures. High-speed vibrators are used for the intermediate sizes and can be used for smaller sizes down to 0.02 in. (0.5 mm) if high moistures (15% surface moisture or greater) can be tolerated in the product. Usually, however, the vibrator is not used below 3/, to 3/, in. (9.5 to 6.3 mm) because of the moisture associated with these fine sizes. At this level, centrifugal force is usually employed to aid dewatering. 4.1 INTRODUCTION There have been numerous methods developed for predicting the final subsidence and final displacement profiles (Voight and Pariseau, 1970; Brauner, 1973a; Kratzsch, 1983). But for discus- sion purposes, they can be classified into six categories: theoretical, profile function, influence function, graphical, physical, and numerical modeling. The theoretical method employs mainly continuum mechanics theories and attempts to explain the mechanisms that lead to sur- face subsidence. Many models using nearly all kinds of material behavior have been developed. These include elastic (Salmon, 1963; Berry, 1964), plastic (Pariseau, 1968), viscoelastic (Iman, 1965), and elastoplastic (Dahl, 1969). The Profile Function Method is essentially a method of curve-fitting against the measured subsidence profiles in a particular mine or region. There are more than 20 profile functions developed empirically for nearly all major coalfields in the world. These include, to name just a few representative ones: Hungary (Martos, 1958), Japan (Hiramatsu and Oka, 1968), Russia (Avershin, 1947), United Kingdom (Wardell, 1965), and USA (Peng and Chen, 1981; Karmis et al., 1984). The NCB's graphical method in the subsidence Engineers' Handbook (1975) also belongs to the profile function method. The influence function method was first proposed by Bals (1931/1932). It was further developed in various periods and stages by Knothe (1957), Liu and Liao (1965), Brauner (1973a) and Marr (1975). This method is now widely used in various parts of the world. The physical models include sand (Litwiniszyn, 1959; Pariseau and Dahl, 1968) and gelatin (King and Whetton, 1958; Khair et al., 1986). They are used mainly to study the parameters that control subsidence behavior. The most popular numerical method is the finite element technique. It can simulate nearly every conceivable material behavior, inhomogeneity, bedding planes, anisotropy, and various boundary conditions. This versatility is absolutely necessary considering the ever-changing geologic and mining conditions encountered. In the following sections, only those methods that have been applied to US coalfields will be discussed. Furthermore, the methods for prediction of several key parameters such as maximum subsidence, maximum possible subsidence, and maximum displacement are discussed first, because they are the key parameters to be used in the profile function, influence function, and graphical methods.

Clays for building bricks and roofing tiles in Chile are classified as common clays and ball clays, with deposits of sedimentary and residual origin, both Cenozoic in age. Deposits are known from north to south, through 11 of the 13 Chilean Administrative Regions, 18° to 39° South latitude, and from west to east, through three of Chile's main geomorphic features, namely the Coastal Plains, Coastal Range, and Intermediate Depression. Alluvial and lacustrine sedimentary common clay deposits are located in the northern and southern Intermediate Depression. The average chemical composition of clay deposits in I and I1 Regions, is 58 percent Si02, 16 percent A1203, and 4 percent Fe203 by weight; the primary minerals are sericite, quartz, feldspar, and albite. The average chemical composition of clays in Metropolitan, VI, and VIII Regions, is 52 percent Si02, 16 percent A1203, and 6 percent Fe203 by weight; the primary minerals are montmorillonite, quartz, and plagioclase. Residual common clay deposits occur in the Intermediate Depression and in the Coastal Range internal basins, VII, VLII, and IX Regions, and they represent surficial alteration of pumice beds and crystalline rocks. The average chemical composition of clay deposits derived from crystalline rocks is 58 percent SO2, 17 percent A1203, and 9 percent Fe203 by weight; the primary minerals are sericite, quartz, and clinochlore. Clay deposits formed from pumice beds contain 47 percent Si02, 24 percent A1203, and 10 percent Fe203 by weight; the primary minerals are kaolinite, feldspar, and cristobalite. Sedimentary ball clay deposits are located in the Coastal Plains and Coastal Range, VI, VII, VIII, and IX Regions, between 34" and 39" South latitude. The average chemical composition of the ball clay deposits is 51 percent ,902, 28 percent A1203, 5 percent Fe203 by weight; the primary minerals are kaolinite, quartz, and sericite (illite?). These clay deposits supply the Chilean building sector with over one million metric tons (mt) (1.1 million short tons [st]) of material per year. The average growth rate of clay consumption during the period 1993 through 1997 was 10 percent annually. The clays are used by both mechanized plants and handcraft facilities.

Background The mine is located in Ebensburg, Cambria County, PA. Cambria County is located within the Allegheny Mountain section of the Appalachian Plateau Province. The geologic structures in the mine area included folds, faults, joints and cleats in the coal. These geologic structures seem to have genetic relationships with the Allegheny Front (lannacchione and Puglio, 1979). The mine's geologic structures have been influenced mainly by Ebensburg Anticline and Wilmore Syncline (Watson, 1979). Current longwall panels lay along the western limb of the Wilmore Syncline oriented south 30° west. Surface topographic relief in the area is less than 152 m (500 ft) and overburden thickness varies from 183 to 244 m (600 ft to 800 ft). The coal seam in the mine is part of the Lower Kittanning Formation. The thickness of the B-seam is the subject of discussion. It varies from 1.2 to 1.5 m (48 to 60 in.) and consists of two parts. The lower part is 1.1 to 1.2 m (44 to 48 in.) of soft coal and the remainder is bony coal. The coal seam dips slightly from 0° to 6° to the east-south direction. Panel entries are driven 61 m (200 ft) wide, consisting of three 5.5 m (18 ft) wide entries and two pillars 24.4 x 30.5 m (80 x 100 ft) centers. The mine has a history of cutter roof problems in the entries (Fig. 1) that has delayed the advance rate of entry development considerably and the cost of maintaining those entries is very high due to the requirement of very heavy artificial supports (Fig. 2). Due to excessive convergence in the headgate, installation of additional support and often resetting of steel beam, to provide enough clearance, in these entries imposed additional delay during the retreat of the longwall face, as the shearer cuts coal adjacent to the headgate and shield support at the headgate needs to advance under the steel beams (Fig. 3). Igneous rock exposures occupy only a minor portion of surface area (<18 mi2) in Arkansas, and are divided into two major groups: nepheline syenite (7 mi2) and syenite complexes (8 mi2), with various dikes and sills representing the remaining surface exposures. The syenite complexes have been the sites of major vanadium and minor titanium production during the past 50 years. Nepheline syenite exposures were important in the early production of locally used building stone; however, aggregate and roofing granules have now become the principal market for the production of nepheline syenite in Arkansas. Nepheline syenite intruded into a sequence of Paleozoic sedimentary rocks in Arkansas and is exposed in two areas: in Saline County near the town of Bauxite, and in Pulaski County at Granite Mountain, just southeast of Little Rock. Although the central Arkansas region had been investigated thoroughly for bauxite by the early 1950s, the nepheline syenite resources of the region have yet to be evaluated systematically by the state. Arkansas nepheline syenite was evaluated for its ceramic uses in 1952. Some recent industry interest has revolved around its potential use as a sand-blast abrasive. The largest exposed areas of nepheline syenite, located at Granite Mountain, currently are being mined by the Minnesota Mining & Manufacturing Company (3M) and McGeorge Contracting (Granite Mountain Quarry). 3M has been in operation since 1947 and mainly produces roofing granules. A fine powder produced by 3M during crushing that is marketed under the name Donnafill? recently has seen use as filler in self-compacting confined construction and as an additive (frit) in common brick. Since the early 1960s, Granite Mountain Quarries has produced a variety of aggregates, ranging from riprap to industrial sand, and recently constructed a computerized hot-mix-asphalt production facility. Approximately 4.5 million tons and 1.2 million tons of syenite were produced from Granite Mountain and 3M, respectively, during 1979. No production values are available after this date; however, combined production from both quarries is estimated to be at least 6 million tons annually.

High purity, high brightness limestone deposits in the San Bernardino Mountains and Mojave Desert region occur in upper Paleozoic carbonate rocks which are part of an upper Precambrian and Paleozoic sequence that unconformably overlies crystalline basement. The Paleozoic strata are divided into formations and members, and correlated with strata of the inner Cordilleran miogeocline. The region has been affected by multiple Mesozoic intrusive, contact, and regional metamorphic events. Structure is complex, and includes polyphase Mesozoic folding and thrusting, and complex Cenozoic structures. The area continues to be seismically active. High brightness (white), high purity crystalline limestone deposits are uncommon because their formation is dependent on several geologic processes which include; 1) depositional environment, 2) contact and or regional metamorphism, 3) folding and faulting, 4) uplift and erosion, and 5) preservation through geologic time. The complex geologic history of the San Bernardino Mountains and Mojave Desert region has allowed the formation of several large high brightness, high purity limestone deposits which are currently being mined or will be mined in the future. Specialty Minerals, Inc. (formerly Ptizer), Pluess-Staufer (California), Inc. and Partins Limestone, Inc. produce high brightness, high purity limestone from several quarries in the San Bernardino Mountains. These active mines combined with undeveloped deposits controlled by Pluess-Staufer in the San Bernardino Mountains, New York Mountains, and Bristol Mountains in the Mojave area, contain proven and or indicated reserves sufficient to sustain production through the 21st century Detailed geologic mapping, intimate knowledge of stratigraphy, recognition of complex structures, sampling, drilling and assay data, are proven tools in the discovery and delineation of high brightness, high purity limestone deposits in the San Bernardino Mountains and Mojave Desert region of southern California.

Garnet is the general name for a family of complex silicate minerals having similar physical properties and crystallizing in the isometric (cubic) system. All garnets have the same general chemical formula but vary greatly in chemical composition. The name garnet is derived from the Latin word granatus, meaning like a grain, which refers to the mode of occurrence wherein crystals resemble grains or seeds embedded in the matrix. GEOLOGY Mineralogy Chemical Properties: The general formula for garnet is A3B2(SiO4)3, whereas A can be calcium, magnesium, ferrous iron, or manganese, and B can be aluminum. ferric iron, or chromium, or rarely titanium. The formulas and names of common garnet species are: [ ] Almandite and almandite-pyrope solid solution garnets are the best abrasive types, but andradite, grossularite, and pyrope also are used. All species of garnet have been used as gemstones. The structure of garnet consists essentially of isolated SiO, tetrahedra connected by oxygen-cation-oxygen bonds through the distinct A and B group cation sites. Within this structure magnesium, ferrous iron, and manganese easily interchange and substitute for each other in the A cation position, and calcium does so less readily. Additionally, aluminum, femc iron, and chromium substitute for each other to a limited extent in the B cation position. This ability to substitute or exchange ions without changing the crystal structure is called isomorphism, and garnet is one of the finest examples of a isomorphous series. Because of this isomorphism there is complete solid solution between certain garnet species but not between others. Fig. 1 illustrates these solid solution relationships. Some rare species of garnet are known that illustrate the wide range of cation substitution that the garnet crystal structure can accommodate. They include: [ ] These rare species are not of interest for industrial applications, but can be of interest to mineralogists and the gem industry. Physical Properties: Garnet displays the greatest variety of color of any industrial mineral. Garnets have been found in all colors except blue. For example, grossularite can be colorless, white, gray, yellow, yellowish green, various shades of green, brown, pink, reddish, or black. Andradite garnet can be yellow- green, green, greenish brown, orangy yellow, brown, grayish black or black. Pyrope is commonly purplish red, pinkish red, orangy red, crimson, or dark red; and almandite is deep red, brownish red, brownish black or violet-red. Spessartite garnet can be red, reddish orange, orange, yellow-brown, reddish brown, or blackish brown. A few garnets exhibit a color-change phenomenon. They are one color when viewed in natural light and another color when viewed in incandescent light. Because of the great variation in color of garnet within each species and similarities in color between garnets of different species it is recommended that garnet identification not be based on color alone. The Mohs hardness of garnet varies from 6.5 to 9.0. Grossularite and uvarovite have a hardness of 6.5 to 7.5; andradite is 6.5 to 7.0; and pyrope, almandite, and spessartite are 7.0 to 7.5 in hardness. There are reports of almandite having a hardness of between 8.0 and 9.0. As with hardness, the specific gravity of garnet varies considerably. The specific gravity may be as low as 3.2 or as high as 4.3 depending on chemical composition. Garnet crystallizes in the isometric system with rhombic dodecahedra and trapezohedra the most common forms. Crystals also form in combinations of dodecahedra and trapezohedra or either of these in combination with hexoctahedra. Crystals can have cubic or octahedral faces, but these are rare. Under favorable conditions of formation garnet will crystalize in nearly perfect forms that rival study models. Garnet also forms as irregular blebs, grains, knots, or masses, with or without distinguishable crystal faces, and as coarse- or fine-grained granular masses that appear to be totally lacking in crystal form. The fracture of garnet also shows great variation. In some garnets, particularly those that are well crystallized and glassy in appearance, the fracture is subconchoidal to conchoidal. Other, more poorly crystallized garnets exhibit a fracture that can only be described as uneven. Garnet occasionally has an indistinct dodecahedral cleavage. Certain species of garnet from specific locations have a pronounced laminated structure consisting of planes of weakness along which parting takes place. This parting may resemble cleavage, but since it is mechanical and not related to crystal structure it is not true cleavage. The optical properties of garnet are sensitive to even small changes in chemical composition or strain in the crystal structure. For this reason each species does not have a single index of re- fraction (IR) but has a range of 1Rs. Uvarovite in its pure form should have an IR of 1.870, but in nature samples vary from 1.74

The 71st Annual Meeting of the Minnesota Section of SME and the 59th Annual University of Minnesota Mining Symposium were held jointly April 14-16, 1998, in Duluth, MN. Registration was estimated at 450 people, about the same as last year&apos;s attendance. A short course on mine productivity and a trade show that included about 75 exhibitors were also held in conjunction with the SME meeting. This year&apos;s theme was "Iron ore and integrated steel - where are we going?" Although generally optimistic in the near term, the general feeling among the attendees is that the industry faces serious competitive challenges. The iron mining industry in Minnesota experienced a tremendous rebound from the devastating downturn of the 1980s. Today, however, all seven of Minnesota&apos;s taconite plants are operating at full capacity. And these high production levels are expected to continue during the next several years. Longer-term, however, Minnesota&apos;s producers face an increasingly competitive worldwide market, including stiff competition from Canadian operations. Because of the increasing competition, industry representatives in Minnesota believe that it is critical to strengthen their operations. To accomplish this, companies are looking to: ? Further reduce production costs. ? Bring new technologies into their operations. ? Develop value-added facilities such as direct-reduced iron. ? Expand their markets. The industry is also seeking more collaboration between industry and government. The National Steel Pellet Co. and Minntac are looking at using ported kilns, which would reduce energy consumption significantly. Cleveland Cliffs, EVTAC, Northshore Mining and Minnesota Iron and Steel are all looking at building value-added plants. One such project that received attention among the attendees was Minnesota Iron and Steel&apos;s proposed $1.2 billion combined mine, taconite plant, direct reduced iron facility and steel production facility. If the operation is built, it would produce about 3.4 Mt/a (3.39 million ltpy) of direct-reduced iron pellets. Financing is pending. An announcement is expected in the fall of 1998. The pellets, containing 70% iron, would be processed into steel in electric arc furnaces. The steel produced would then be processed into hot-rolled coil, which is used by the appliance and automobile industries. The keynote addresses and technical sessions focused on these issues as well as on environmental issues.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal&apos;s dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Introduction America&apos;s workforce is the heart of the nation&apos;s economy. The health of its members is a matter of national priority. Statistics show that the most common cause of job difficulties is excess use of alcohol or other drugs. Up to 75% of these troubled employees can be returned to productive careers at little expense and with great benefit to their industries. Of the 1.5 million private corporations in the US, only about 500 have alcohol treatment programs. Even fewer have drug abuse programs. It is time that the myths and prejudices surrounding alcohol and drug abuse are dispelled and help is offered. Corporations and labor unions are now finding that programs to treat these diseases benefit both the employees and the industry. The employee derives health and job security. The company sees increased productivity and decreased costs in sick pay and absenteeism. Unfortunately, three-fourths of the nation&apos;s 90.5 million workers are employed in establishments of fewer than 500 employees. In these settings, it is unlikely that either management or the unions will take the initiative in developing programs. Alcohol alone affects the health and productivity of nearly 8% of any workforce. This translates to more than 5 million employees in small business. These workers present an opportunity and a challenge. Alcohol abuse costs the nation nearly $116 billion annually. Seventy billion dollars is attributed to lost production. Medical expenditures related to alcohol are estimated to be nearly $13 billion. The National Institute on Drug Abuse (NIDA) estimates the cost of substance abuse to industry to be in excess of $4 billion a year. In addition to its economic impact, substance abuse has serious personal and social consequences. The mining industry experiences the same exposure as other industries to alcohol, drug abuse, and other employee problems. However, the existence of these problems poses special hazards because of the unique conditions found in mining. Mining has many safety and health hazards. Employees must have full control of their faculties and give full attention to the tasks at hand. INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients.
