INTRODUCTION Virtually every sector of society in our country feels the impact of tunnels, either through the transportation of water, commodities, or people. The economic implications are staggering. The Committee on Rapid Excavation (1) reported that during the near future, 1968-1975, underground excavation activity will comprise 946 miles of tunnels (subways: 85 miles; underground urban highways: 123 miles; intercity highway tunnels: 210 miles; water supply tunnels: 528 miles) and 5,119 million tons of crude ore; metals: 874 million tons; nonmetals: 899 million tons; and coal: 3,346 million tons. It is estimated that the cumulative demand for underground excavation in the decade 1970-1979 will be 13 billion dollars for construction-oriented demand and 16 billion dollars for mining-oriented demand. The respective figures for the decade 1980-1989 are estimated at 22 billion dollars and 18 billion dollars. Of the many advantages claimed for tunnels (2, 3, 4, 5) the environmental considerations are becoming increasingly important. Transportation tunnels particularly for rapid transit systems, offer reductions in noise pollution and air pollution while improving aesthetics and optimizing land use (fewer problems of right-of-way and disruption of utilities). Considerable interest has been shown recently in sub-surface construction and mining (6, 7, 8). Recognizing the future demands for tunnels has led to considerable study of methods to improve rates of tunnel advance per day, safety, and the overall economics. 12.1 INTRODUCTION This chapter deals with the tools required to design leach operations to minimize spillage from leach pads and ponds and erosion damage during flood events or prolonged wet periods. It outlines methods used to design for prolonged dry periods when water shortage can be a problem. Seasonal operational aspects such as winter shutdown and coping with spring snowmelt periods are also discussed. General criteria useful when designing pregnant and barren solution ponds are also outlined. The aim of these notes is to provide designers and operators with a simp1ified approach to developing design parameters which make effective surface water management easy to achieve without resorting to extensive or elaborate analyses. Section 12.2 briefly outlines the types of problems associated with wet climates and floods, as well as dry periods. Determination of flood design parameters is discussed in Section 12.3. Circuit water balance and pond sizing are outlined in Section 12.4. Pond design considerations are included in Section 12.5. Worked examples are included in Section 12.6. 12.2 RAINFALL/RUNOFF PROCESSES There are two types of rainfall-runoff processes that are important when designing heap leach facilities. The first of- these is the short-term, intense rainfall or snowmelt events that occur over a period of a few minutes or hours, causing flooding that can lead to erosion damage and overtopping of ponds and containment dikes. Specific problems that can manifest themselves during these events include: • Washout of access roads; • Damage to containment dikes; • Flood water contamination of circuit water; • Damage to process water ponds by perimeter erosion or overtopping and erosion; • Loss of process circuit fluid due to breaks in containment dikes or process water ponds; and • Erosion of leach pile and consequent sediment contamination of process fluid. Other types of rainfall -runoff processes that could cause problems are the long-term-(generally months-long) wet or dry periods. Extended wet periods

With the advent of faster micro-processors, the use of numerical methods to simulate complex fluid dynamic phenomena in three dimensions for use in design has become prevalent in the automotive, and turbo-machinery industries. The Computational Fluid Dynamics (CFD) method divides the region of interest into small control volumes which form the mesh representing the physical characteristics of the problem, and uses the finite volume method to intergrate the equations for the conservation of mass, momentum, energy and species over each control volume. Recent developments in CFD software expedite mesh generation, and enable the use of unstructured grids, comprised of tetrahedral volumes in three dimensions and triangular areas in two. CFD more accurately represents complex geometries and allows for relative movement of meshes enabling simulation of multiple moving bodies. 'ibis paper presents two examples of how CFD simulation can be used to assess mine and tunnel ventilation problems formerly addressed by application of analytical solutions which were developed assuming ideal incompressible conditions. CFD simulation is used to evaluate the impact of varying the airflow in a descentionally ventilated airway on the layering along the roof of smoke and hot gases resulting from a vehicle fire. Control of the smoke layer is required to enable safe egress from the vehicle, particularly if the vehicle is for personnel transport, and to ensure control of the fire contaminants throughout the ventilation system. The airflow required to prevent layering against the ventilation direction, calculated from the Bakke and Leach relations (Bakke and Leach, 1962), is compared with the CFD simulation results. An evaluation of the pressures, generated as a vehicle enters a tunnel portal, using CFD simulation, is also presented for unflared and flared portal configurations. These simulation results are compared with predictions derived using an analytical method which assumes one-dimensional and incompressible flow. Results of the CFD simulation are presented in an animated video format. SIMULATION OF BACKLAYERING In designing a ventilation system for a transit tunnel, the ability of the ventilating air to control and prevent backlayering of smoke and hot gases resulting from a vehicle fire is of prime concern. The buoyant nature of hot smoke causes it to rise relative to the colder, fresh air provided by the ventilation system. If the vehicle fire occurs in a descentionally ventilated tunnel, the smoke may tend to move upgrade in a layer above the incoming ventilation airflow. The layer may become thick enough to engulf a substatntial part of the tunnel cross-section upgrade of the incident that comprises the evacuation route. This effect is termed "backlayering' and it is similar to the development of methane layers in mines for which most studies related to backlayering have been done. Prediction Techniques Analytical A number of studies have been conducted (Bakke and Leach, 1962) to define the characteristics of this phenomena and as a result have produced relations which are used both in the mine and transit ventilation fields to define the air velocities required to control layering. In the transit industry the air velocity required to prevent the backlayering phenomena from occuring during a vehicle fire is called the "critical velocity" (Associated Engineers, 1975) and is dependent upon a number of factors: tunnel height, cross-sectional area and grade; ambient air temperature and density; and the heat release rate of the fire. Common practice in transit ventilation design is to provide an airflow which meets or exceeds the critical velocity. In order to determine whether or not the critical velocity can be achieved with a particular ventilation system, a one-dimensional simulation of the tunnel network is typically performed using programs such as the Subway Environment Simulation program (SES) originally developed in the late 1970's (Associated Engineers, 1980). The results obtained from SES are compared to the critical velocity to determine the adequacy of the ventilation system. Computational Fluid Dynamics For the backlayering simulations, a commercial CFD code which has been used successfully in a wide variety of engineering applications, was used. It provides numerous options for modeling laminar and turbulent flows, multiple turbulence models, definition of multiple species and chemical reactions between them, a variety of boundary conditions (including constant pressure and constant velocity inlets) and the ability to apply user-defined FORTRAN subroutines. It includes the ability to model conductive, convective, and radiative heat transfer. FLUENT also permits the use of "body-fitted coordinates" to match the computational mesh or grid to complex real-world geometries. Computational Fluid Dynamics Model The model developed to simulate the backlayering phenomena is comprised of an airway of rectangular cross-section, 4 meters wide, 4.5 meters high, and 200 meters long. Discussion by R.J. Pindred In his paper, Davis presents an overview of risk. He also introduces the Capital Asset Processing Model (CAPM) as a foundation for selecting the appropriate discount rate for a mining project. While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea. CAPM shortcomings [The CAPM, as Davis stated, is expressed in the equation: ri=rf+pi4) where ri is the project discount rate rf is the risk free interest rate (3i is the project beta, and 0 is the market risk premium (rm - rf)] Application of the CAPM is more difficult than Davis indicates. Valuation is prospective, while the CAPM parameters are historical. Beta is determined from a regression analysis of historical data, while the beta needed for valuation is the expected beta. Betas are known to be unstable and the regressions that generate them often have low explanatory power. The difficulty of estimating a "project" beta must also be considered. Thus, the beta that is used in the CAPM will be based on the analyst's judgment. Like Cavender's discount rate, this judgment can lead to different project NPVs. Subjectivity in valuation cannot be avoided by a mechanical application of the CAPM. The risk-free rate, which Davis identifies as a short-term real rate of 4%, is also subject to scrutiny. A mining project is not a short-term investment and no single risk-free rate is appropriate for all of the cash flows. The hypothetical mine discussed in Cavender's paper is a six-year project. One might argue for the application of a risk-free rate from the Treasury yield curve at the duration of the project (in a bond-duration sense). This, too, is inappropriate. The risk-free rate should be matched to the timing of the cash flow. These rates can be determined by calculating the implied forward rates from the yield curve using a procedure known as "bootstrapping." It is likely that each of the project's cash flows would be discounted at a different rate. Commodity prices Davis criticizes the "ad hoc adjustment to the discount rate." Yet, in his discussion of the value of stochastic simulation, he suggests that the gold price be modeled as a "random walk, with or without a trend." This is essentially an arbitrary modeling of price risk. Consider that a liquid market in gold futures exists. The futures' price curve, which is closely related to the market's estimate of future spot gold prices, should be used to provide inputs to the model. This is especially true of a relatively short six-year project. Alternatively, as Davis correctly points out, a risk-averse investor can sell the commodity short to hedge price risk. Is it any more correct, in the portfolio sense, to account for price risk at all ?? Davis Pindred discusses two issues related to my paper, the shortcomings of the Capital Asset Pricing Model (CAPM) and which commodity price values to use in the valuation exercise. Even though these topics are not directly related to the use or misuse of Monte Carlo simulation, they are important points to take into consideration in valuation exercises. Since I do not appear to have addressed these issues satisfactorily in my original paper, I will comment on each here. Pindred agrees with me that applying portfolio theory, and specifically the CAPM, to the selection of project discount rates is more defensible than ad hoc methods. But he then points out that the application of the CAPM to project valuation is more difficult that I indicate. It is true that the CAPM is a difficult tool for project valuation in general,. But the application of the CAPM to mining projects is one of the easiest I can think of. The biggest problem with using the CAPM for project valuation is coming up with an expected project beta. I suggest a project beta for gold projects of 0.45. The "true" value might be 0.35, 0.55 or whatever. Pindred correctly notes that the selection of the appropriate project beta is based

In the spring of 1988, Freeport-McMoRan Resource Partners Ltd. Partnership, IMC Fertilizer Inc. and Homestake Mining Co., as joint venturers, were awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 91372. This was one of 11 leases awarded to the joint venturers. Following the initial discovery wells in December 1988, delineation drilling confirmed proven sulphur reserves of 68 Mt (67 million long tons). Proven, recoverable oil and gas reserves are 6.2 Mm3 (39.4 million bbl) and 1114 Mm3 (7.2 billion cu ft), respectively. Development of the sulphur mine was given approval as a fast-track project in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and were also given fast-track status. Fast-track for these projects meant design and engineering would not be complete before construction began. Joint venture The Main Pass Joint Venture is one of 13 joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corp., a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has since changed its name to Homestake Sulphur Co. Texasgulf assigned its interests to its parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This joint venture, the first of its kind, was created to acquire offshore leases, explore, develop and mine sulphur. The Interior Department's Minerals Management Service (MMS) announced a lease sale date of Feb. 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the 13 leases the joint ventures bid on, 11 were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Ltd. Partnership. Resource Partners is the operator on all of the leases.

The Päijänne Tunnel is being constructed to conduct raw water from Lake Päijänne to the Helsinki Metropolitan Area. The length of the tunnel will be 120 km and the cross-sectional area is 15.5 sq m. Excavation started in 1973 and will be completed in 1982. 94 km of the tunnel have been constructed from Lake Päijänne towards Helsinki. The construction has advanced according to plan, and due to Finland's hard bedrock there have not been any great surprises. When completed, the tunnel will meet the water requirements of the Helsinki Metropolitan Area for a long time in the future because, with a free fall of 36 m, 9.6 cu m/s of water can be conducted through the tunnel from Lake Päijänne to the Helsinki Area. With pumping it will be possible to obtain a flow of 15 cu m/s, although at first the discharge will only be 5 cu m/s. The tunnel was partly taken into service as early as March 1979 when it was possible to conduct water to the municipalities north of the Helsinki Area. It is already possible now to conduct water to Helsinki, too, but from the Korpimäki pumping station onwards it must be done through the River Vantaa, which is polluted. When the tunnel is completed in 1982, good quality water can be conducted from Lake Päijänne to the Helsinki Metropolitan Area through a continuous rock tunnel. The cost estimate in 1973 was $ 88 million while it is now $ 90 million notwithstanding high inflation. AREAS NEEDED FOR CONSTRUCTION The areas needed for construction were bought through voluntary deals. Areas of 4 - 5 hectares were bought along the tunnel line at about 5 km intervals. The excavation of access tunnels was started from these places, and the crushed rock from the main tunnel was also transported there. However, it was not necessary to buy the area

4.1 THE GENERAL COMPOSITION AND PROPERTIES OF CLAY-BASED GROUTS Clay-based grouts are visco-plastic systems; they are made by adding structure-forming reagents to a clay mineral mortar. Small amounts of cement and various chemical ad¬ditives constitute the reagents. If necessary, fillers also are added. The distinguishing feature of clay-based grouts is that throughout their entire stabilization period they do not form a crystallized structure as does cement grout. The structure of stabilized clay-based grouts does not deteriorate during minor rock movement or upon the initiation of blast¬ing during the construction of a shaft or a drift. Because they can possess good rheological properties during the ini¬tial structure-forming period relative to cement grouts, clay¬based grouts are not easily eroded from large fractures and karstic cavities by flowing ground water. In addition, their finely dispersed clay particles facilitate a greater fracture penetration capacity, especially in dual porosity rocks. Numerous investigations of the structural-mechanical and rheological properties of clay-based grouts by STG have demonstrated that the most effective grouts for pre¬venting the inflow of ground water into underground work¬ings are grouts that have a cement content of 8 to 10% (90 to 120 kg/m3) of the clay grout by mass. The grout should have a density of 1.18 to 1.30 T/m3. Various additional substances and chemicals can be added as additional fillers and structure-forming reagents. In pure ground water at temperatures above freezing, sodium silicate in the amount of 0.8 to 1 % by mass normally is the only structure-forming reagent that is necessary if the proper clay is selected and if it is available. The production process for making clay-based grout is divided into two stages: 1) the production of an initial clay mortar with specified properties and 2) the production of a clay-cement additive grout mixture using the initial grout along with the structure-forming reagents, including the ce¬ment. The properties of clay-based grouts depend on the phys¬ical-mechanical properties of the initial clay mineral, the properties of the cement and the properties of the chemical reagents that are added. 4.1.1 TECHNOLOGICAL PROPERTIES OF CLAY-BASED GROUTS The dynamic shear stress' To, the viscosity 11, the static shear stress2 0, the maximum shear stress of the structured that the rheological and structural-mechanical prop¬erties of clay-based grouts must fall within the following limits: the dynamic shear stress To = 50 to 200 Pa; the viscosity -9 = 0.02 to 0.07 Pa sec; the static shear stress 0 = 150 to 600 Pa; the plasticity strength Pm of the structure one minute after preparation (according to P.A. Rebinder's method) equals 150 to 500 Pa. The plasticity strength 10 days after preparation is ? 0.15 MPa. The general relationship of the change in the structural strength of clay-based grouts relative to stabilization time is shown in Fig. 32. The figure shows that the structure-form¬ing process for clay-based grouts is characterized by three stages. These stages correspond to the time periods required for conducting the principal operations during the injection of the grout into a fractured aquifer as described below. Stage I, corresponding to the time period T1, reflects the small development of structural strength during early stabi¬lization. During this time, the structural strength must not preclude the capability to pump the grout. The time Tl must correspond to the length of pumping time from the moment water is shut off and mixing occurs until the pump stops forcing the grout through the manifold block and pipeline into the fractured rock as described subsequently herein. Stage II, corresponding to the time interval T2, reflects a sharp but controllable increase in the structural strength of the grout. The length of time period T2 is controlled by the addition of appropriate reagents. Stage III produces the final value of the structural strength. This final strength is used to design the dimensions of the isolation curtain. Consequently, the development of grouts is guided by two principal criteria: 1) the grout must develop the highest possible structural-mechanical properties and 2) it must be able to be pumped by a piston pump prior to final stabili¬zation. Successful grouting depends to a large extent on the correct design of a grout for each specific case. It is impor-

INTRODUCTION Practical experience in mines with known presence of radon daughters in the mine atmosphere in Canada and elsewhere shows that a very high concentration builds up in an unventilated dead end heading. As Holaday et al1 observed, even a minimal air movement results in a drastic reduction in radon daughter concentration. It is therefore obvious that the main objective of radon daughter control in the working environment is to design the ventilation system providing an optimized flow of fresh air into the workplace, resulting in acceptable climatic conditions and achieving radon daughter concentrations resulting in exposures as low as reasonably achievable. BASIC OBJECTIVES Large mining companies, having extensive material resources and professional expertise, have utilized elaborate electrical modelling in the design of mine ventilation systems as early as 1950 (coal mining industry in Europe) and with the advance of computer modelling techniques, their utilization in ventilation systems design is on the increase. Unfortunately, these methods are usually not available to small mining companies and even the large companies might not achieve the fullest benefit from utilizing them, if proper limiting factors are not considered in the modelling. When an evaluation of a ventilation system of a mine is undertaken in literature, a measure of the amount of air supplied underground per one ton of ore mined is used as an indicator of the efficiency of the ventilation system. Yet, even the greatest amount of air forced into the mine might not result in an acceptable working environment if a proper distribution of this air into individual working places is not achieved. The volume and the age of the air are probably the two most important factors in achieving acceptable radon daughter concentrations in the workplace, but other factors also have to be considered. DIRECTOR MINE - ALCAN, NEWFOUNDLAND FLUORSPAR WORKS ST. LAWRENCE, NEWFOUNDLAND, CANADA Ventilation To illustrate the effects of the design of the ventilation system on the control of radon daughter concentration, let us review the gradual development of the ventilation system of this mine from the earlier years of its development up until its final years of operation. This mine, located near the community of St. Lawrence on the south coast of Burin Peninsula was developed in the late thirties and reached full production by 1942. Unfortunately as was customary at that time, the only source of ventilation was a natural draft. The mine was extremely wet, and no significant attention was initially given to possible health effects of dust. It was not until the mid-fifties, when a number of cases of silicosis had surfaced, that de Villiers and Windish2 observed a significant increase of lung cancer incidence among the miners in comparison to its incidence among the general population of Newfoundland. Suspicions regarding radiation as a cause of the lung cancer were expressed, but it was only in surveys taken in late 1959 and early 1960 that Windish3 and Little4 established the presence of radon daughters in the mine atmosphere in very high concentrations. Windish, de Villiers and Hurley suggested that the most likely source of the radon in the mine was the mine water which dissolved radon during its passage through the granitic country rock in the surrounding geological area. This conclusion was confirmed by analyses of water from various areas of the mine by the Atomic Energy Canada Limited laboratories. The radon values in the samples varied from 4,240 to 12,850 pCi/L5. Following the discovery of the presence of radon daughters in the mine, the company took speedy action to install mechanical ventilation for the mine. The system was not designed as a total unit, but fans were installed rather on a trial and error basis. The basic system installation began in March 1960 and was completed by 1962. It remained basically unchanged with only minor modifications until August 1973 when a wholly new, redesigned ventilation system was implemented. A schematic section of the mine and its ventilation system for the period prior to March 1960 is given in Figure "A", for the period 1960-1973 in Figure "B", and for the period after August 1973 in Figure "C". The ventilation system prior to 1960 is not known. All workings of the mine were ventilated only by natural ventilation. If any measurements of airflows at different or any times of the year ever existed, no records have been preserved. The very minimal natural ventilation was augmented by "blowing" air from compressed air supply lines and exhaust air from drills. It is known that the compressor capacities of the mine were limited and therefore no significant air movement was probably created by the "blowing".

It is not at all surprising that causticized potato and potato derived amylopectin starch solutions performed much better than their parent starches. Some preparation is required to rupture the starch granules to effect the polymeric adsorption and interparticle bridging necessary for selective flocculation. In laboratory work comparing the deslime performance of causticized and autoclave cooked laboratory corn starch solution preparations, it was found that higher deslime weight rejections, with attendant proportionally greater iron unit losses, occurred with the causticized starch. These results may be specific to the ore involved but they do suggest that cooking and causticizing cause different starch granule rup- ture and/or starch breakdown, which have an effect on desliming response. I calculated from the data in the article that the slimes product grades were high - 24.3% and 20.3% Fe when 53.7% and 54.5% Fe concentrate products were obtained, respectively, in Table 4, and 21% Fe with a 62.6% Fe concentrate in Table 5 - using the natural tailings sample, which had a head of 34.3% Fe. It may be advisable for the authors to consider different starch preparations in future investigations. The combination of upgrading and selectivity results presented in Table 4 are not as good as the authors suggest. The authors' claim that a system has been developed to produce saleable concentrates from the Kudremukh tailings is quite disconcerting. There are many hurdles yet to be crossed before commercial application of selective flocculation becomes possible because differ- ences between the very small-scale laboratory tests conducted and commercial application are rather large. Among the many differences are varying circuit feed grades that will occur from use of tailings, the apparent face that much lower tailings grades will be encountered in practice (it is much easier to achieve a high concentrate grade with reasonable recoveries using 34.3% Fe tailings as in the study rather than 25.3% Fe tailings grades that the plant apparently averages), the hydraulic nature of the thickeners used in operations compared to the static system used in laboratory tests, the different size distributions that will be obtained from a plant closed grinding- classification circuit, and differences in water used in a plant operation and the laboratory. The authors wrote that it was necessary to overgrind to be sure that the coarse gangue would not settle with the iron oxide floccules. This situation is likely to be exaggerated in commercial operations where it is assumed cyclones would be used for classification. Because cyclone classification is greatly influenced by particle densities, there will probably be an even greater difference in size between the iron and gangue particles in the plant, which would make the gangue slightly coarser still in relation to the iron. This would make the selective flocculation-desliming separations using the procedure employed by the authors even more difficult and, using the dispersant system the authors employed, greater overgrinding would be required. To grind finer to minimize the coarse gangue in the flocculated iron oxides is quite inefficient and appears not to broach the problem. The actual problem appears to be insufficient dispersion of the ground pulp. In this situation, addition of a dispersant would likely be required to attain a sufficiently high pulp dispersion level to efficiently effect a selective flocculation-desliming separation. Although the very coarse particles would still have a tendency to settle with the floccules, it probably would be found unnecessary to overgrind as much as indicated. Use of an optimum combination of dispersant and pH modifying reagents may also significantly improve the selectivity of desliming. Additionally, although it is possible that sufficient dispersion may be obtained by pH control alone in some situations, it is quite probable that added dispersity was obtained in the reported work from using distilled water. It is research experience that distilled water enhances dispersion. In commercial operations it may not be expected that sufficient dispersion will be obtained by pH control alone, unless the water used in the process is by nature quite dispersive. Overall, a change in the Kudremukh tailings dispersant scheme appears necessary where a dispersant is used in conjunction with a pH modifying reagent. With this change, different dispersion-flocculation responses will result that would have to be further evaluated. Therefore, it is still an open question whether an efficient and effective selective floccula- tion separation using Kudremukh tailings may be obtained that will produce saleable concentrates.

INTRODUCTION The radiological health significance of thorium-230 stems from its tendency to separate from the uranium238 parent, concentrate in bone tissues, and to subsequently irradiate the radiosensitive tissues lining the bone surfaces and the bone marrow. Indeed, thorium-230 may be the radionuclide which contributes the major dose following intake of natural uranium (Hartley and Pasternack 1979). This is reflected by the most recent recommendations of the International Commission on Radiological Protection, which specify the limits shown in Table I for the annual intake of radionuclides by occupationally exposed workers (ICRP 1979). Because of the greater toxicity and different metabolism of thorium-230, monitoring only for uranium-238 does not satisfactorily identify the possible hazard from thorium-230 nor does it provide any real indication of the metabolism or biodynamics of these two radionuclides. Thorium-230 has a half-life of 80,000 years and can be detected by direct counting of the alpha particles or photons emitted during its transformation to radium-226. The 4.69 and 4.62 MeV alpha particles are distinctive and specific indicators of thorium-230 and are emitted with abundances of 76% and 24%, respectively. The principal photon, a 68 keV gamma ray, is emitted in only 0.37% of the transformations and is, therefore, not useful for low level measurements. The other photons emitted have even lower yields, or, in the case of radium L x-rays, are non-specific and, hence, useless for quantification. High sensitivity measurements of thorium-230 currently are usually accomplished by wet washing of the sample substrate, quantitative chemical separation of thorium atoms, and, finally, direct measurement of the alpha particles emitted from a massless deposition. This procedure is complicated, expensive, and time-consuming, and subject to interferences from uranium, other actinides, and other thorium isotopes. Recently, the feasibility of low-level measurement of thorium-230 by neutron activation analysis (NAA) was demonstrated (Kathren, Desrosiers and Church 1980). Two principal variations of the NAA method were used in this study: 1) instrumental NAA technique and 2) post-irradiation radiochemical separations (RCS). Instrumental NAA procedure is a nondestrucive technique which is preferred because of its simplicity. The procedure is as follows: after irradiation with a known neutron fluence, the samples are transferred to a clean container and quantitative gamma spectroscopy performed. With the radiochemical separations procedure, the sample is initially treated as in the instrumental technique. However, after irradiation, a known amount of "carrier" is added to the sample. The element(s) of interest are then separated from the rest of the matrix by distillation, precipitation and extraction techniques. The resulting sample, now free of interferring elements, is then ready for gamma-ray analysis. The use of a "carrier" is to determine the loss of element-of-interest during the chemical separations process. The neutron activation cross section of thorium-230 has an epicadmium resonance value of 1,010 barns (Mughahghab and Garber 1976) and a thermal neutron cross section of 23 barns. The 25.52 hr thorium-231 produced releases two photons of significance: an 84 keV complex, (6.5% yield) and 25.6 keV (15% yield) (Lederer and Shirley 1978). The 84 keV complex is particularly useful for quantification since neither natural uranium, thorium, their daughters, or activation products emit photons in this region. However, the higher yield of the 25.6 keV photon may result in increased sensitivity if there are no other photons of similar energy emitted by other radionuclides in the sample. PRELIMINARY STUDIES Thorium-230 standard stock solution was prepared from a pure sample of the oxide purchased from Oak Ridge National Laboratory. From this stock solution a series of samples were prepared for irradiation in the TRIGA Mark I reactor at Reed College. Various dilutions were prepared as well as thorium-230 spiked urine samples. Irradiation times varied from 1 to 54 minutes in a neutron fluence rate of 1.84 x 1012 n/ cu m-sec. The neutron spectrum was abundant in thermal neutrons, having a Cd ratio of approximately 10. Treated urine samples were also analyzed by the NAA instrumental method. Analysis of untreated urine samples was not possible due to the high background

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). During the development phase it is equally easy to overtest, to have "paralysis by analysis," as to undertest (3, 6). Bulk samplng and testing are

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

The objective of this chapter is to discuss the interrelationship between industrial minerals and chemical manufacturing. It is intended to supplement rather than duplicate the commodity chapters. Particular emphasis is given to the pertinent chemical element and to market factors. Condensing this broad subject into a few pages of this handbook permits treating only the most important elements derived from industrial minerals. Hydrocarbons, which quantitatively dominate as raw materials for the chemical industry, are omitted, as are the metallic elements and the minerals covered in other "use" chapters such as phosphorous, potassium, and nitrogen for fertilizers, and titanium dioxide for pigments. The remaining six elements of major importance are: boron, bromine, chlorine, fluorine, sodium, and sulfur. These elements are treated individually under separate headings. [Table 1] affords an overview of the main industrial minerals, the chemical products derived from them, and end uses of the products. Salt brines have particular importance as raw material sources for the chemical industry. Table 2 is a chart of the chemical compounds derived from four types of brines: (1) Owens Lake-type brines, which are sources of boron and sodium compounds; (2) Midland-type brines, from which bromine, iodine, and chlorides of calcium, magnesium, potassium, and sodium are derived; (3) Searles Lake-type brines, yielding boron, bromine, lithium, magnesium, potassium, and sodium compounds; and (4) Silver Peak- type brines, produced mainly for lithium. MARKET ATTRIBUTES Some of the important market traits common to industrial minerals used by the chemical industry are: 1. They are international commodities, such as fluorspar and sulfur, which largely move to foreign consumers. 2. Grade, and freedom from deleterious elements are important factors affecting their usability in chemical processes. An example is salt (NaCl) used in electrolysis where ultrapure evaporated salt is required to meet rigid specifications. 3. Purified products take on the characteristics of specialty items and command a distinctly higher price than the basic commodity from which they are derived. 4. In practically all cases, chemical users require some sort of cleaning or beneficiation of the naturally-occurring mineral to bring it to specification, and individual specifications may vary from user to user for essentially the same use. 5. In some instances it is necessary to strike a balance between what the vendor can supply and what the buyer requires, with the result that specifications have to be eased to afford the needed materials in marginal cases. 6. Because they tend to be bulk commodities, low cost for handling and transportation are important and such costs may limit the area from which a chemical user can draw his supply. 7. Shipments are usually in bulk and frequently in multiple-car, full-trainload or full-shipload lots to reduce transport costs, which in turn may require large terminal investment facilities. 8. Purchases are generally by contract of one year or longer term, with spot buying playing only a minor role. 9. Contract prices are usually fixed in short term commitments, but may vary according to assay, with premiums and penalties for content above or below the norm; however, general practice is for specifications to be fixed in the contract with minimums being set for the desired material and maximums for undesired elements. In longer term contracts, prices are often escalated on labor, fuel, and other vendor processing costs. 10. Suppliers of individual commodities to the chemical industry tend to be limited in number and are generally medium- to large-size producers that supply a few major consumers. 11. The bulk of the mineral volume is for basic chemical uses, sulfur suppliers to sulfuric acid producers and fluorspar for hydrofluoric acid producers being typical examples. These basic chemical products then are used for the production of other products. 12. Shortage of a supply of adequate quality leads consumers to seek substitutes. In the case of fluorspar, much work is being done on recovery of fluorine from phosphate rock. Success in the form of fluorosilicic acid and/or hydrofluoric acid production could, in time, affect the hydrofluoric acid chemical industry. 13. Markets tend to be characterized by cycles of shortage followed by oversupply, with attendant wide price fluctuations. 14. Baniers to trade can have an adverse effect on the necessary movement of industrial minerals used by the chemical industry in international trade. Antidumping laws, quotas, and tariffs can disrupt or dislocate normal markets. 15. Chemical industry consumers may back-integrate for security of supply or for favorable economics, sometimes by joint ownership and often with experienced mining partners.

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

Abundant beach and offshore resources of gold deposits are demonstrated along the coast of Alaska, and Nome is one of the richest places. Considerable amounts of mineral resources data were collected and stored in geodatabase of ArcGIS. In searching for the best model for the interpretation of the Nome offshore gold placer deposit and accurate estimation of the reserve, the data were processed and visualized using ArcGIS. The gold concentration data collected from the Nome offshore deposit are of characteristics such that: (1) near lognormal distribution of data, (2) high positive skewed distribution, (3) a small number of extreme values dominating the reserve estimation, and (4) apparent anisotropy of the variogram. These characteristics make the development of an interpolation model for the gold deposit a challenging task. In this study, it is determined that five geostatistical methods provided by ArcGIS with visualization capability, i.e., Inverse Distance Weighted (IDW), Ordinary Kriging (OK), Ordinary Kriging with lognormal transformation (OK-log), Simple Kriging (SK) and Indicator Kriging (IK) are suitable candidates for the development of an interpolation model. The five algorithms are evaluated and compared with each other in the study. Cross-validation technique is employed to examine the accuracy of the five approaches. It is determined that the OK and SK algorithms are not suitable for this dataset because of the difficulty of fitting the semivariogram model despite their lower RMSE (Root-mean-square error) and the higher RMSS (Root-mean-square Standardized). The OK-log algorithm does not provide satisfactory prediction either, because it places too much weight on the role of extreme values resulting in overestimation and extremely high RMSE. Reserve estimation of each blocks is conducted using each of the interpolation methods and compared with the reserve calculated using the conventional polygon method. The IWD and IK algorithm seem to provide estimations more agreeable with the conventional polygon method.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. In order to assist better countermeasures for ventilation control in normal/abnormal condition of mine ventilation network in real time, branch relation table derived from a macroscopic characteristic of ventilation network is introduced in this study. The main results in this study are as follows; 1) One of macro characteristics of a ventilation network, as a relation between airflow rates in two branches chosen arbitrarily, is specified under the change of aerodynamic resistances in a branch. Airflow rate in a branch can be estimated by airflow rate in other branch changing aerodynamic resistance by using empirical formula. The empirical formula by computer simulation of the Horonai coal mine, Japan is considered to be a one-valued function with monotone or extremums. 2) A branch relation table shows the macro characteristics, mentioned above, of all the set of two-branch combinations in a network. Elements in the table give both information of control possibility range of airflow rate and total number of extremums in an empirical formula. 3) It is important that when aerodynamic resistance change in a branch is estimated by measuring airflow rates in two typical branches, the two branches should be chosen from branch combinations with monotonous relation in the branch relation table. 4) A flexible expert system to assist ventilation control in the specified branch in real time has been developed by using a branch relation table for a ventilation transfer diagram of the specified branch, such a coal face and an advancing face. A fuzzy reasoning is utilized in the recognition of the safety factor, methane concentration, in the system. And when conviction degree in recognition for methane concentration at the specified branch is too low, the system searches for other branch combinations in the branch relation table stored in the system, to use other ventilation transfer diagram of the specified branch. When a needed ventilation transfer diagram is not stored in the system, the expert system asks automatically the ventilation simulation from other computers linked to the main computer automatically. The system repeats consultation until conviction value of safety in the specified branch approached
