Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

Talc deposits in the Precambrian of southwestern Montana (Beaverhead and Madison Counties) are unique within the U. S. A. in that large bodies of tremolite-free talc can be open-pit mined. All known deposits are in pre-Beltian dolomite units. The origin is suspected to be metasomatic, with the siliceous component having been contributed by an intrusive Precambrian granite gneiss. Precambrian deformation was extreme and is characterized by multiple periods of tight isoclinal folding and the flowage of less competent rocks, rather than by faulting. Post- Precambrian folding has been relatively negligible; the characteristic Laramide structure is block-faulting developed along northwest-southeast trends. The talc is thought to have been formed in Precambrian time; the high-angle block-faults probably have no significance with regard to the formation of the talc, but do tend to complicate mining operations. Tremolite-free talc ore bodies with horizontal widths of more than 200 feet, vertical depths of several hundreds of feet, and strike-lengths of as much as one-half mile are known in the Ruby Range and the Gravelly Range. Where dolomite is interbedded with tremolite-free talc in the Gravelly Range, the scale of this relationship permits the use of conventional open-pit mining methods with subsequent upgrading by hand-sorting techniques. Underground mining has been used in the past, but all current Montana talc-mining operations are on the surface. The hand-sorted ore, some of which is shipped overseas, is finely ground or micronized in roller mills and fluid-energy mills. The products are distributed both nationwide and abroad.

The present work discusses the nuances of scaling and flow similarity to develop a 1/40th scale version of a longwall coal mine. Details on the geometric, kinematic, and dynamic scaling of the physical model are presented and discussed. This works also discusses using a 30% CO2 – 70% He gas mixture as a surrogate for methane. It also presents the implications of various Reynolds numbers (ranging from 7,000 to 140,000) and rotation of the shearer drums in the dynamic representation of the airflow and gas mixtures in the physical scaled model.

"The 4c segment is a part of the ""Oman National Railway Project” linking the mining area in the surroundings of Thumrait and the port of Salalah. It is 90 km long and the last 40 km stretch crosses a mountainous area near the city of Salalah. The project includes the excavation of a 33 km double and single bore tunnel and 10 km of safety tunnels. This mountainous area is a holiday destination for Omanis, thanks to its beautiful landscapes, especially in summer time due to the monsoon rains. The tunnelling design had to take into account both these environmental constraints and the limestone rock formations crossed, which are affected by significant karst features. Given the context, the conventional tunnelling method has been preferred. INTRODUCTION The Oman Railway Project (Fig. 1) covers the construction of approximately 2,150 km of railway line for freight and passenger transport which will connect together Oman’s main towns and industrial sites and it will form part of the Arabian Peninsula railway system “GCC Project”. The non-electrified double-track railway line must guarantee a speed of 220 km/h for passenger trains and 120 km/h for freight trains and must guarantee the transit of AAR (Association of American Railroad) H and D plates using clearance envelope according to AREMA (American Railway Engineering and Maintenance-of-Way Association) requirements. The design alignment must have maximum radiuses of curvature of 3,250m and a maximum gradient of 1.0%. The project is divided into 9 constructional and functional segments. •,Segment 4c will be constructed in the southern region of Oman, close to the border with Yemen, to connect the town of Thumrait with the Port of Salalah. •,Segment 4c will run through the Dhofar region and will be mainly used by the freight traffic which currently travels by road."

The ever-increasing demand for steel and the subsequent depletion of high-grade ores requires the massive utilization of low-grade iron ores. In the present study, an iron ore slime sample containing 56.1% Fe was investigated using physical beneficiation, carbothermal reduction, and a microwave-assisted process; however, physical beneficiation and microwave exposure were found to be inefficient as they yielded lower iron recovery. Using coconut shell as an alternative reductant was found to be promising and does not lead to the formation of higher iron oxides, such as fayalite and wustite phases. The microwave-assisted carbothermal reduction was found at par with conventional reduction, saving time and heating. The optimum magnetic concentrate obtained in both carbothermal reduction routes (microwave and muffle furnace: Fe grade, Fe recovery, and yield of 64.3, 97, and 84%, and 67, 99, and 83%, respectively) are suitable for alternative iron-making or blast furnace units.

Wollastonite is recognized as one of the most unique, non-metallic minerals in the world. Its history for use in industrial applications is recent compared to other minerals, however, its distinctive physical properties, such as acicular particle shape, and alkaline pH creates incorporation possibilities ranging from bowling balls to automotive fascia, from ceramic tiles to automotive brakes, and from thermal insulation board to industrial and trade sale coatings. Its future use will be impacted by the exploitation of deposits which will ensure maintenance of the acicularity and purity of this naturally occurring mineral. Additionally, closely held surface treatment technology will open up additional niches requiring highly engineered performance.

Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

This research project demonstrates the application of a mine system simulation and animation model in enhancing the efficiency of a truck-shovel operation and reducing the haulage environmental impact in an open-cut coal mine. In any mine, a key objective is to have enough equipment for production and not have excess to where it is counterproductive. Due to the advent of responsible mining, environmental regulations, and eco-friendly practices, these factors must also be considered in the analysis. The over-trucked situation at a mine will be discussed, i.e. when the number of trucks exceeds the optimum number of trucks a mine should have for the most productive/profitable mining operation. When the system has an excess number of trucks, truck utilization is reduced which impacts mine operation, capital costs and the environment, through unnecessary truck purchase, energy use, air pollution etc. A hypothetical surface coal mine layout was used for the simulation model.

Saturated and unsaturated fatty acids are used in the flotation of iron values present in iron ore. Among the several fatty acids, oleic acid and its sodium salt are widely used. To substantiate the flotation results, the quantum chemical calculations of a few such acids have been carried out by adopting the semi-empirical AM1 method. These acids have been further optimized in the presence of an iron atom. The electronic interaction of the polar carboxylic head group of oleic acid with the iron atom is higher compared to the other acids. The Miami In-situ mine of BHP Copper is located in Globe-Miami, Arizona. The mine leaches mineralized leach capping over a supergene enriched sulfide deposit, and has produced over 500 million lbs of copper during the last 50 years. The Miami unit has identified several opportunities to enhance and expand in-situ production. A computer block model consisting of strict geologic controls, mineralogy, and metallurgical data was developed to assist in the determination of the leachable copper resource. An understanding of the accessibility and solubility of the resource to leaching solutions and the integration of hydrogeologic and hydrometallurgical information was necessary for completion of this project.

This study intends to demonstrate the engineering application of ground penetrating radar (GPR) that would enable site engineers to prevent the high cost of blind drilling. At the tailing dump located in Zhairem Mining and Processing Plant, the challenge of sheet pile driving is encountered due to the indefinite watertight clay layer deposition depth that serves as a protective layer against groundwater contamination. A numerical model of the soil underlying the tailing dump is built using the existing hole data to compare and confirm the existing geological cross sections for three profile lines along the south and southeast parts of the tailing dump. GPR is employed to investigate the subsoil geological structure and detect the watertight clay layer deposition. On the basis of radargrams tied to the existing borehole data in the numerical model, 21 drill hole locations are suggested to assess and confirm the clay layer depth along profile lines at the tailing dump. The drilling results of the suggested holes confirmed the expected depth of the clay layer. It is concluded that GPR is a practical and economic subsurface mapping method that can prevent the high cost of blind digging of the ground and orient the drilling operations effectively.

One of the most important problems facing the coal industry today is the disposal of refuse from the coal preparation plants in a safe, economical, and efficient manner while complying with all legal requirements. The most commonly used refuse disposal method has been landfill/impoundment. In this method, the coarser refuse fractions are disposed of by layering and compaction into a landfill. The fine coal slurry refuse fraction is impounded in a dam constructed of a portion or all of the coarser refuse fractions. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the preparation, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. At the time of the promulgation of the new Federal regulations, United States Steel Corporation was in the process of designing the Cumberland preparation plant. As a result of the new regulations

Introduction Pure alunite (KAl3 (SO4 )3 (OH)6 ) contains 37% A1203. In the alunite ore found on Milos Island, Greece, opal is the principal gangue while some aluminum, iron, and titanium oxides are also present. Processing of alunite ore leads to the recovery of potassium sulfate, alusil (alumina-silica mixture), and sulfur dioxide. An interesting process has been developed in Greece (Svoronos, 1977) consisting mainly of roasting the alunite ore mixed with KCl to disrupt the mineral lattice in preparation for separating its components. The thermal decomposition of alunite at approximately 600°C occurs by the reaction: KAl3 (SO4)3 (OH)6 + nSiO2 + 6KC1 - 4 K2SO4 + 3 A1203 . nSiO2 + 6 HCl + 3H20 According to the process pure alunite mixed with 543 kg KCl, 840 kg K2SO4, 370 kg alusil, 264 kg HCl, and 65 kg H2O are produced. The roasted calcine is leached in hot water. The potassium sulfate leach slurry is then thickened and washed to obtain a solid residue (alusil) plus a solution rich in potassium sulfate. Assuming the alunite ore feed consists of 50% to 60% alunite, the solid residue might consist of approximately 22% to 27% A1203, silica, iron, and titanium oxides. This leach residue could be digested in a hot sodium hydroxide solution to dissolve alumina. An amount of the alumina (approximately 10%) would not dissolve. In addition, part of the silica would dissolve requiring removal from the solution in a subsequent desilication operation. The same leach residue could be attacked by mineral acids such as a diluted hydrochloric acid to extract aluminum chloride (Sawyer et al., 1983). Alumina and aluminum are presently produced from bauxite of which Greece has important reserves. If this aluminous material (alusil) could be beneficiated by any physical process, then it would be considered as a raw material for the production of fire-clay refractories instead of an alternate source of alumina. Experimental procedure Extensive laboratory work (mineralogical and chemical analyses) indicates that alusil is a mixture of liberated (mostly) alumina and silica particles, not a natural silicate mineral. Table 1 shows the chemical assays of two alusil samples that were obtained from a roasted alunite ore leaching pilot plant. The samples used for the experiments were a very fine alusil powder (K80 = 400 mesh, 38 µm). These were pulped in tap water. Desliming of the pulp before each flotation test was ineffective. Flotation tests were performed in a 2000 ml Denver cell. A standard 500-g sample was first conditioned at a pulp density 50% solids for 5 min with hydrofluoric (HF) acid solution (40%). The temperature of the conditioned pulp was measured and kept nearly constant at 50°C. The pH of the conditioned pulp was also regulated to 2.5-3 with HF solution. Then ARMAC C solution (2%) as well as two drops of fuel oil and one drop of AEROFROTH 65 were added and the pulp was reconditioned for 2 min. After conditioning, the viscous pulp was transfered to the flotation cell. It was then diluted with warm water to about 15% solids and floated to separate silica from alumina particles. A rougher froth product that was cleaned and recleaned was obtained from the flotation tests.

Introduction The economics of open-pit mining de¬pend heavily on the cost of overburden removal. It is necessary to maintain a pit slope as steep as possible. Steeper slopes lower the volume of overburden to be handled, thus lower the cost of material handling. There is, however, a limit to which the pit slopes in any given situation can be steepened. Steepening beyond this point could jeopardize the pitwall stability, ren¬dering it unsafe. It might even result in curtailment of pit production. Several factors affect the stability of pitwalls. Some are natural, such as topogra¬phy and regional and local geology. Others are man made, such as pit geometry, ground water management, equipment, drilling and blasting, and the type of excavation. Greater control can be exercised in the latter with proper planning and by following a set of procedures based on field experiences. This article deals with one such control¬lable factor - drilling and blasting. The eco¬nomics of steeper pit slopes is discussed, followed by a record of drilling and blasting practices in western Canadian surface mines. Microprocessor-based instrumentation and its application to blasthole drilling is also described. Economics of steeper pit slopes The economics of steeper pit slopes is not a new issue. It should be reinforced, though, that pit slopes must be as steep as possible to ensure maximum recovery of minerals at a minimum stripping ratio. For operating, economic, and safety reasons, different pit slopes are maintained during different phases of pit development. Figure 1 shows a hypothetical ore body, cylindrical shape, with a radius of 225 m (740 ft) and located 30 m (100 ft) beneath the surface. The mining operations are planned at two different slope angles of 25° and 40°. The ultimate pit depth was established on the basis of the criterion of "break even pit." The variation of the stripping ratio at differ¬ent mine levels is shown in Fig. 2. Table I summarizes the eco¬nomics involved for two pit slopes, 25° and 40°. Figure 3 presents the profits during the life of the mine for these two pit slopes. This study shows that steeper slopes for an open pit operation are far more advanta¬geous than flatter slopes. But, what is the optimum slope at any one point in the life of a moving pit? And how can the stable slopes be maintained over the short- and long-term? Canadian blasting practices A survey of blasting practices in western Canadian surface coal mines revealed that, at most mines, hard consolidated overburden is drilled and blasted. Blastholes are drilled with rotary crawler-¬mounted rigs using bits in the 220 to 310 mm-diam (8.5 to 12 in.-diam) range. Typi¬cal hole depths are 12 to 18 m (40 to 60 ft) to accommodate the pit bench heights of 12 to 15 m (40 to 50 ft). For a 12-m (40-ft) high bench, a typical hole will be 14.6 m (48 ft) deep including the subgrade drilling of 2.6 m (8.5 ft). Half of this hole will typically be a powder column and half will be stemmed. For a 15-m (50-ft) bench, a typical hole will be up to 18 m (66 ft) deep including the subgrade drilling. Drilling patterns are usually 9 m (29.5 ft) spacing and 9 m (29.5 ft) burden. "Dust generated on underground mechanized coal mining faces is a health and safety hazard. Continuous miners deployed underground usually have an integrated flooded-bed dust scrubber mounted onto the machine that arrests the generated dust from close to the face and cleanses the air around it. However, the impingement screen might get clogged depending on the coal seam being worked. This necessitates the cleaning of the screen which in turn, reduces the overall availability of the scrubber and, hence the continuous miner. A novel non-clogging screen has been developed at the Department of Mining Engineering, University of Kentucky. The proposed impingement screen is built up of three individual aluminum screen units 1.5 mm thick and separated by 3 and 2 mm respectively. The screens have long vertical slits measuring 6 mm. A water spray continuously keeps the screen wet and provides for the filter element to arrest the dust particles. The slits force the dust-laden air to make sharp turns. The dust particles cannot change directions rapidly, impact one of the three screens and are separated out based on their momentum. Preliminary computational fluid dynamics (CFD) models have indicated significant cleaning efficiencies in the respirable range at the expense of much lower pressure drops. Results indicated by CFD models and supported by laboratory experiments have been discussed in this paper.ACKNOWLEDGEMENT The authors acknowledge the National Institute for Occupational Safety and Health (NIOSH) for funding this research. The miners are operated against bling headings, ensuring adequate flow of air at the face could be difficult. The minimum requirement of ventilation airflow quantities at those coal faces are legislated to dilute dust generated to harmless levels. New dust rules promulgated recently have further called for lower exposure levels of personnel working underground (Courtney) (MSHA, 2014) (NIOSH, 2010). Water sprays are also installed at strategic locations and serve as powerful air-movers. The sprays capture some amount of dust generated while cutting. In addition to this, usually, all continuous miners are equipped with a flooded-bed dust scrubber as shown in Figure 1 to capture the dust from close to the extraction drum (Chao & De-sheng, 2000) (Wala, Vytla, Huang, & Taylor, 2008) (Organiscak & Beck, 2010)."

According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

Computer assisted mine planning and design applications are routinely used by many Australian mining companies, However, the design process requires human expertise to recognize and evaluate the potential pitfalls. This paper introduces the application of a commercial optimization software (WHITTLE 4D) for strategic planning of an open pit mine in Western Australia. The authors present their experience in intelligent application of the optimization program while incorporating many technical and nontechnical obstacles. This paper provides some guidelines on how to apply the optimization software without loosing sight of practicalities. Moreover, this paper also shows how to build project evaluation guidelines for non-experts.

"A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob. INTRODUCTION During a series of stakeholder meetings, a near unanimous concern was expressed related to maintenance of effective ventilation airflow on longwall faces. There was a strong interest expressed regarding the impacts of face length and caving characteristics on the ability to maintain adequate face airflow levels. This study seeks to understand and improve a mine operator’s ability to monitor and control ventilation and methane concentrations across the longwall face by assessing airflow variations in terms of roof caving characteristics and face length. National Institute for Occupational Safety and Health (NIOSH) researchers seek to identify flow paths of ventilation airflow on longwall panels with variations in roof caving characteristics and longwall face lengths. The project research aims to develop an understanding of the role of gas dynamics in variable broken rock, interactions with ventilation airflow and methane concentrations across the longwall face area. The research also addresses continuous ventilation monitoring along the shield line to provide early detection of gas exchanges between face and gob, and thus improve a mine operator’s ability to monitor and control ventilation and methane concentrations around the face. In the context of this paper, the longwall gob refers to the pillared area behind the shields. This work reports on results from one project task to conduct field based research using a tracer gas to describe face air and gob area gas movement in a bleederless longwall ventilation system that incorporated a back return."

An acid mine drainage sludge sample containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn was obtained from the central part of West Virginia and leached with sulfuric acid at pH 3 and at room temperature. Air was bubbled through the leach solution to precipitate the iron content from the solution at pH 4.5. The leach solution contained 258ppm Zn, 105ppm Ni, 90ppm Co and 2050ppm Mn. Three distinctive solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA, Cyanex 272, and then Lix 84. The AIO ratio was 1 and the extractants were diluted 10 times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to pH 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.
