The mining sector, which is important in terms of raw-material and energy supply, is seen as a sector with high number of fatal accidents compared to other sectors. In this century of heightened occupational health and safety awareness, it is important to review past accident statistics and analyze current deficiencies using the information in inventory. Although there are many studies assessing occupational accidents occurring in the mining sector, there are few studies using the nonparametric linear programming method. There are many input and output parameters related to occupational health and safety. Nonparametric linear programming method has been found to be useful because it provides simultaneous evaluation of these input-output parameters, does not require functional form in the analyses and provides guidance on the improvement needed by the related parameter. However, this method analyzes data using a single period of time and does not take into account any changes in efficiency over time. In the literature, there is no study in which the change of occupational accidents occurring in mining and even other sectors over time is examined and the Malmquist total factor productivity index (MPI) is used. Within the scope of the present study, the aim was to examine the change of occupational accidents occurring in Western Lignite Corp. in Turkey, where underground and surface production methods are applied, between 2005 and 2018. It is the first time MPI is used to examine the change of occupational accidents over time. The DEAP 2.1 computer program written by Coelli [1] was used in the solution of the models [2].

The image of the open-pit miner in the eyes or the Environmentalist has never been very outstanding. The phosphate industry, whose history in Florida reaches back to the late 1800's, can-not be credited until recently with a large number or accomplishments in terms of protection or the environment to change this image. This lack of action was not deliberate or in opposition with the desires of the public. In the formative years, there was little or no public and the companies found it necessary to build towns to house their employees and their families, towns which remained in existence until the late 50's and early 60's or formed the core of present large communities. Neither these pioneers nor most subsequent resource developers considered themselves un-thinking spoilers, nor were they so regarded by their contemporaries. Instead, they acted in a manner consistent with their environmental circumstances and intellectual heritage. Early Americans did make mistakes in using the land but the mistakes became apparent only in the opinion of later generations. Over the past five to ten years, there has been a new self-awareness in the industry with regard to environmental responsibilities brought about, in part by a continuing onslaught of new regulations with jurisdiction over our activities. Part of the new regulations are aimed at industries as a whole while many, particularly state regulations, pertain specifically to the phosphate mining industry. Why all the new regulations? The reasons are encased in a complex web of activity but stem primarily from a new public awareness of its environment. More and more of our youth have become interested in the environmental science areas such as biology and ecology. The tremendous growth rate in both the population and industry has made personal issues out of subjects such as atmospheric inversions and water shortages which previously were abstract concepts. The State has grown from a population of 1,500,000 in 1930 to approximately 9,000,000 people today. This personal impact and general lack of knowledge on the part of the public concerning economics has resulted in big business no longer being held in awe, often in contempt and generally in suspicion where environmental concerns are encountered.

The White King / Lucky Lass Superfund site consists of two former uranium mines in south-central Oregon. The remedy included consolidating two large mining overburden stockpiles that contained low levels of radioactivity and heavy metals by moving over 700,000 cubic yards of material and then capping the combined stockpile. An innovative armored cap design was used to minimize the stockpile footprint and thereby prevent disturbing existing wetlands. In addition, the stockpile was designed to merge into the surrounding topography. The remedy also included stream restoration and development of new wetlands. The stream was returned to its pre-mining channel, with the addition of hydraulic features to create new wetlands. The wetlands have greatly enhanced the ecological value of the remedy and the site.

Based on resource studies in many developing countries, four categories of industrial clay resources are recognized as precursors to development strategies. Category I: High quality, high technology clays requiring major investment for large tonnage international markets. Category 2: Unique specialty clays requiring advanced technologies for small tonnage niche markets. Category 3: Lower technology, moderate quality clays, predominantly to supply local markets. Category 4: Low quality clays requiring little or no processing. Projects with Categories 1 and 2 clays require extended development times (green field to investment decisions) with significant pre-development investment, while projects with Categories 3 and 4 clays require shorter development timetables and lower levels of investment.

A pilot scale study was performed to evaluate the potential for gravity concentration of gold from -13 mm (-1/2"), crushed ore from Ester Dome, Alaska. 9.04 tonnes (9.94 tons) of crushed ore were sampled and processed through a Pan-American jig -Wifley table pilot plant. Plant products were sampled for assay and material balance calculations. Gold recovery through one stage of jigging and two stages of tabling was 17.4% at a concentration ratio of 615:1. Concentrate grade was 766.3 g/tonne (22.4 oz/ton). The feed grade to the plant was calculated at 1.71 g/tonne (0.050z/ton). Jig tailings, primary table tailings and secondary table tailings grades were 1.44 g/tonne (0.042), 1.30 g/tonne (0.038), and 5.47 g/tonne (0.16 oz/ton) respectively. Significant, coarse, free milling gold values were shown to remain in the jig tailings. Concentrate mineralogy is discussed.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

Froth flotation technique is an effective and efficient process for recovering of ultra-fine (minus 74 pm) clean coal. Economical dewatering of an ultra-fine clean coal product to a 20 percent level moisture will be an important step in successful implementation of the advanced cleaning processes. This study is a step in the Department of Energy's program to show that ultra-clean coal could be effectively dewatered to 20 percent or lower moisture using either conventional or advanced dewatering techniques. The main focus of the pilot plant study was on proof-of-concept testing of a dewatering technique for a fine clean coal product. The coal industry is reluctant to use the advanced fine coal recovery technology due to the non-availability of an economical dewatering process.

Controlled recirculation has been used in the metal/nonmetal mining industry for energy savings when heating and cooling air, in undersea mining and for increasing airflow to mining areas. For safe and effective use of controlled district recirculation, adequate airflow to dilute contaminants must exist prior to implementation, ventilation circuit parameters must be accurately quantified, ventilation network modeling must be up to date, emergency planning scenarios must be performed and effective monitoring and control systems must be installed and used. Safety and health issues that must be considered and may be improved through the use of controlled district recirculation include blasting fumes, dust, diesel emissions, radon and contaminants from mine fires. Controlled recirculation methods are expected to become more widely used as mines reach greater working depths, requiring that these health and safety issues be well understood. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted two controlled recirculation tests over three days at a Wyoming trona mine, utilizing an inline booster fan to improve airflow to a remote and difficult-to-ventilate development section. Test results were used to determine the effect that recirculation had on air qualities and quantities measured in that section and in other adjacent areas. Pre-test conditions, including ventilation quantities and pressures, were modeled using VnetPC. During each test, ventilation quantities and pressures were measured, as well as levels of total dust. Sulfur hexafluoride (SF6) tracer gas was used to simulate a mine contaminant to monitor recirculation wave cycles. Results showed good correlation between the model results and measured values for airflows, pressure differentials, tracer gas arrival times, mine gasses and dust levels.

Continuing advances in manufactured diamond materials used in rock cutting tools have created a new generation of high production tools for mining. This paper will review the three major manufactured diamond products available for the mining industry as supplied by General Electric Company, Specialty Materials Department, and examine the ways in which these materials are employed. As an integral part of this examination, the economic impact of manufactured diamond tools will be evaluated. Time and again, one will find that the premium price of these tools is economically justified when compared to traditional tools.

Abandoned bauxite surface mines in the Parnassos area may be rehabilitated using bauxite residues as filler. The objective of this study was to estimate the percentage of precipitation that may infiltrate through the bauxite residues to the lower geological formations when they are disposed off in mine open pits. Two scenarios were investigated simulating: a) available field tests, and b) a demonstration test that was planned to be performed in an abandoned open pit close to the Aluminium of Greece plant. It was indicated that the annual infiltration from bauxite residues disposed off in the demonstration test for the most probable scenario is very low, equal to 13.17mm corresponding to 3.1% of the annual precipitation. Furthermore, it was estimated that the annual percolation from the field tests is approximately 4.4%, very close to the infiltration values measured in the field tests for the same period.

"China is rich in tungsten resource, but they are mainly associated minerals. The similar flotability of scheelite, fluorite, and calcite resulted in the difficult separation by flotation. This work summarized the current situation and the development of flotation reagents, technological process, and mineral processing equipments in China. Fatty acid served as the collector and water glass was the depressant to expand the flotability differences in traditional flotation technology. However the water glass inevitably influenced the flotation of tungsten minerals to a large extend, and the suppressed fluorite was difficult to recover by flotation. Abundant water glass lead to the bad settleability of the tailings and the tail water was difficult to circulate, resulted in serious environmental problems. Recent study proved that the selectivity of benzene armour hydroxyl oxime acid (BAHA) salts was adequate for the separation of tungsten minerals from fluorite, calcite and most silicate minerals without any depressant. By this way, sodium silicate was canceled completely in tungsten flotation, greatly improving the recovery of tungsten and the environmental problems caused by tail water treatment would be solved fundamentally. TUNGSTEN RESOURCES AND DISTRIBUTION IN CHINA China is rich in tungsten resources and the proved reserves accounted for 60% of the world's reserves [1]. However the wolframite has been dried up and the scheelite resources had become the main resource of the tungsten metal. Table 1 showed the most large and superlarge scheelite deposits in China. China has more than 40 large and superlarge scheelite deposits and the total metallic deserves is more than 3 million ton [2]. But most of the deposits were low-grade and the associated relationship was complicated. For example, scheelite was usually associated with wolframite, molybonite, bismuthinite, pyrite, fluorite, and calcite in Shizhuyuan and Yaogangxian mine."

In 1975 bituminous coal and lignite production in the United States reached an all-time high of 637 million tons, an increase of 6 percent over production in 1974. The output, valued at $11.9 billion f.o.b. mines, was produced at 5,100 mines in 24 states (6). Coal mining is the largest mining industry in Alabama. Production from Alabama's mines in 1975 was over 21 million tons, and present projections forecast a steady increase in production, with tonnages almost doubling by 1985 (5). Of the total quantity of coal produced, about 16 million tons were consumed in electric power generation and the remainder was used for metallurgical coke production, extraction of chemicals and petroleum based products, and power for industry. The fact that 75 percent of Alabama's power is generated by burning coal attests to the importance of this fossil fuel to the State. Approximately 14 million tons of coal were produced by strip-mining methods in Alabama during 1975 and about 7 million tons were produced by underground mining during the same period. Surface mining is expected to continue at about 14 million tons per year, but by 1980 underground coal mining is expected to increase to about 25 million tons (3). About 7 million tons of surface-mined coal in Alabama is subjected to some means of washing or cleaning. The methods used are screening accompanied by heavy media separation, jigging, tabling and flotation. Some of the simpler approaches employ screening and jigging, or tabling. Except where flotation is used, the screen undersize fraction (finer than 0.25 inch) is rejected, with the result that 10 to 15 percent of the coal is lost. Thus, in the State of Alabama an aggregate of about 1 million tons of coal is wasted annually in the fines which are impounded from treatment of surface-mined coal. The use of the Humphreys spiral to concentrate fine coal was practiced as early as 1947. At that time the Hudson Coal Company (1) used Humphreys spirals to concentrate anthracite fines. Introduction Fracture mechanics is the study of the behavior of cracks and their modes of propagation. During cracking, energy is consumed in creating new surface area. The more energy a material absorbs, the higher is its fracture resistance. This fracture energy is provided either by work done externally, by the release of elastic strain energy within the cracked body, or by a combination of these two effects. Fracture resistance is measured in terms of either the stress intensity factor, K, or the energy release rate (also referred to as crack driving force), G. For linearly elastic materials, these two quantities are related by the following equation: [ ] where [u] is Poisson's ratio and E is the modulus of elasticity. Both K and G are direct functions of the applied force and the crack length. The process of rock cutting with full-face tunnel boring machines (TBMs) involves the indentation of a rock surface by rolling disc tools. Excavation occurs as fractures, extending from the locus of chip indentation, propagate between concentric disc grooves and liberate rock chips from the intact rock face. Since disc cutting is achieved by a fracture process, it is logical to anticipate that differences in cuttability of a variety of rocks should be related to the variation of fracture material properties among the rocks. Such a relation has been demonstrated between the performance of full-face TBMs and the critical crack driving force for excavation in relatively high strength, brittle, low porosity, isotropic rock (Nelson et al., 1985). The objective of this paper is to report on the results of a continued investigation of the relationship between fracture material properties and the effectiveness of disc cutting. Additional reliable data on full-face TBM performance is difficult to obtain, so that the results of disc linear cutter tests performed by the Transport and Road Research Laboratory (TRRL) (U.K.) are utilized in this study. Fracture Material Property Evaluation If a crack tip is subjected to a perfectly plain strain condition, many materials will behave in a brittle manner, and the material resistance to fracture is constant during crack growth. This resistance is referred to as the plain strain fracture toughness, believed to be a material property. The standard testing procedure for this parameter is given in the American Society for Testing and Materials (ASTM) test designation E399. To ensure plain strain conditions, acceptable specimen geometries are specified. Unless these geometric specifications are adhered to, the measured fracture resistance is regarded as the apparent fracture toughness, and a subscript Q is used, as [ ]. The methodology adopted by ASTM E399 is within the framework of Linear Elastic Fracture Mechanics (LEFM). This approach assumes that material resistance against cracking is developed instantaneously, without initial stable or subcritical crack extension. Prior to crack advancement in rock, however, much of the crack driving energy is absorbed in a localized volume in front of the crack tip, referred to as the plasticity or microcracking zone. This capability for energy absorption substantially increases material resistance, and a crack may be arrested unless an increased crack driving force is applied. The LEFM or plain strain assumptions would underestimate the actual fracture resistance of such a material. Such a conservative approximation may be desirable in the design of structures against fatigue or brittle failure. In mining or tunneling, however, an underestimation of crack resistance can lead to the selection of underrated excavation equipment and a decrease in production efficiency. The development of fracture resistance in rock is best described by the material resistance curve, or R-curve, which is a plot of fracture resistance as a function of crack extension. A safe and precise mineral separation alternative to heavy liquids is being used for mineral sands exploration on large scale orebodies. The separation process, Magstream®, uses ferro-fluids and magnetic and centrifugal forces to produce precise split points over a range of specific gravities from 1.5 to 18.0 g/cc. This paper describes a commercial scale exploration program treating, roughly, 90 samples per day in Senegal (West Africa). Separation results comparing Magstream® and conventional heavy-liquid separation are presented.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

The valuable Maximum Utilization Factor (MUF) concept has been extended to other rotating excavators beyond stripping shovels and draglines. In this concept the boom reach and bucket capacity are multiplied to get an MUF, then normalized by dividing by the equipment weight. Statistical analyses were applied to the remaining shovels (hydraulic and cable), draglines, and backhoes. Positive correlations were found. Stripping shovels and draglines were also re-examined. The results provide an estimate of equipment diggability and encourage versatility by the interchange of the boom and the bucket. The concept further clarifies the existing equipment classification by delineating general excavating, loading, and stripping kinds. The results also forecast trends, and noted innovative advances and possible retrogression. Extension to other boom excavators, such as front-end loaders is recommended. The MUF concept provides one of the few indices of gross external characteristics available to the engineer-user of equipment.

Indonesia is the world’s largest supplier of nickel ore, with its nickel laterite resources mainly distributed in the Moluccas and Sulawesi regions. However, there is scant research on the mineralogical characteristics of nickel laterite deposited in southeast Sulawesi, Indonesia. This study aims to investigate the mineral phase structure, chemical analysis, thermal properties and element distribution characteristics of the middle and lower part of the rotten rock zone located in the southeast Sulawesi ophiolite belt.

"TBM cutter life evaluation in abrasive granitic rocks is a very important issue, especially in pressurized face tunneling with mixshield TBM for which the planning of costly interventions becomes crucial. This paper presents an overview of methodologies for cutter life evaluation in rock. A comparative study is performed to indicate the predictability of cutter life evaluation methods based on detail data from the NS3 tunnel project in Singapore. A new model is developed based upon the cutter wear information of eight TBM tunnels from around the world. New methods are proposed to evaluate the optimum intervention interval length and the number of worn-out disc cutters for a tunnel project. Finally, two new laboratory tests in the evaluation of disc cutter abrasion, including a full-scale and a small-scale test, are introduced, and their test results are discussed. INTRODUCTION The issue of wear evaluation for hard rocks has been extensively studied in drilling and pavement industry. In this regard, several tests and evaluation methods have been proposed to estimate or evaluate the state of tool life (e.g. bit life for drilling). In the case of TBM tunneling, tool wear may depend on several factors such as mineral composition, strength, or type of cutting, but as the abrasion is usually the major mechanism for the tool wear in hard rock, the developed methods for cutter wear or cutter life evaluation are mostly based on the abrasion indices such as Cerchar Abrasivity Index (CAI). This paper attempts to review the major methodologies for disc cutter wear and life evaluation and to propose new methods to evaluate cutter life and intervention interval evaluation based on detail information of a mixshield tunnel project in Singapore as well as general information of some other projects from Iran, Italy, South Africa, and France. As the laboratory tests are crucial in the process of evaluation, two new lab tests are developed and used to inspect suitability of the new proposed model for disc cutter wear evaluation."

During the last ten years, longwall mining systems have undergone many changes. Panel widths and lengths have increased. Longwall faces have become more automated. Average production from individual longwall panels has increased from 1,000 to 3,600 tons per shift. To control the dust generation resulting from the higher production, longwall dust control systems have integrated various dust control techniques. Systems designed to control dust generated at the crusher/stageloader, shearer, and supports are common to most longwall faces. A survey was made of the dust controls that are currently in place on all the longwalls in the U.S. This survey addressed the types of controls used to reduce dust generated at the crusher/stageloader, shearer and roof support movement. Additionally, information on face ventilation rates, cutting cycle and level of automation was obtained. The purpose of this paper is to review the dust control practices that have been implemented throughout the United States and to identify those controls that are being used on high production longwall faces. Additionally, a model is used to demonstrate how ventilation and automation affect occupational exposure. Automation of roof support movement can offer some of the greatest reductions in occupational dust exposures. While technically feasible, its full benefit has not been fully realized by the industry. Until technology to fully automate longwall mining systems becomes more reliable, future dust control systems must rely on increased ventilation, application of headgate dust collectors, improved shearer dust controls and improved shield dust suppression systems.

While a body of work exists on intelligent systems for guiding occupants out of buildings during an emergency, the problem of guiding miners out of a mine during an underground emergency has not been explored. Underground evacuation fundamentally differs from building evacuation because of differences in the regulatory regime and uncertainty regarding the number of occupants. The potential for implementing an intelligent miner guidance system is buttressed by the fact that miner tracking systems, along with communication and sensor networks, already exist in underground mines. This work presents a method based on a local positioning system, in the form of a network of “nodes” at major “intersections,” which can then be used to guide miners to safety. We have developed a path-planning algorithm, based on Dijkstra’s algorithm and the local positioning system that can provide miners with the optimal escape path in an emergency. The algorithm is validated with scenarios at the Missouri University of Science & Technology Experimental Mine demonstrating the potential to include smart technology in mine emergency management and response planning. INTRODUCTION Underground mines are hazardous environments with a higher than usual risk of safety emergencies where miners have to evacuate the mine to save their lives. Mines have always trained miners to evacuate or shelter-in-place in minimum time. Jalali and Norrozi (2009) opined that the three major components that help miners in case of emergency are pre-planned optimal escape routes, decreasing delays, and improving the education of miners. In fact, Goodman and Kissel (1990) suggested that fatalities arising from mine accidents could be reduced by 50% just by decreasing delays in finding the pathways in case of emergency. The proposed work can assist miners in finding escapeways quickly in case of emergency. It is very important to have a pre-planned evacuation strategy that is clearly communicated to miners to ensure the safety of all (Conti, Chasko & Wiehagen, 2005).
