"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry

Most magnesia (MgO), whether of natural or synthetic origin, is used in the dead-burned or periclase form as refractory linings for the production of steel. Continued research in refractory science, combined with good refractory maintenance and improvements in steel-making processes, have resulted in decreased use of magnesia. To make up for this loss of business, producers of synthetic magnesia have started to manufacture a variety of magnesium-based chemicals that are used in many industries. There are three primary methods of producing MgO. The first involves the calcination of naturally occurring minerals species. Most of the magnesia produced by this method uses the rhombohedra1 carbonate mineral magnesite, MgCO,. To a lesser extent, the mineral brucite, Mg(OH), is calcined to magnesia. Magnesia produced by the calcination of minerals is called natural magnesia. The second production method uses magnesium-rich brines, or sea water reacting with lime or calcined dolomite to produce magnesium hydroxide. The magnesium hydroxide is subsequently calcined to magnesia. Material produced in this way is called synthetic magnesia. The third major method of production uses saline lake brines to produce magnesium chloride. Magnesium chloride brine is sprayed into a reactor where it thermally decomposes into MgO and HCl. The magnesia is purified by slaking to magnesium hydroxide followed by calcination. Magnesia produced in this manner is also know as synthetic magnesia (Duncan and McKracken, 1994). The degree to which the magnesium minerals or the synthetically prepared magnesium hydroxide is calcined governs the physical properties of the resulting MgO. It is the physical properties that dictate the end use for the product. The terms used to describe magnesia vary along with the degree of calcination. Table 1 summarizes the terminology used when discussing the various forms of magnesium oxide.

On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

The exploitation of mineral deposits for economical recovery of the contained minerals has many aspects differing from other industrial or manufacturing operations. However, generally accepted principles of good organization and management applicable to industrial plants are similarly effective for mineral processing plants. A more detailed coverage of organizational structures and management techniques than is possible in this section can be obtained from many good books devoted wholly to these subjects. A few of the more readily available examples are included in the general references at the beginning of this section. The field of mineral processing encompass a wide variety of minerals, processes, flowsheets, equipment, and end products. Mineral deposits, mines, and related beneficiation plants are found in all parts of the globe, often in remote locations with no nearby support for supplies and maintenance. Available labor is frequently unskilled, sometimes primitive, and often untrained without machine and hand tools or heavy equipment experience. Such situations call for well- planned and conducted training programs covering the full range of mining-type job skills. Climates can range from arctic to tropical and from arid to extremes of rain or snow, and the mine and plant sites can be almost anywhere. However, it is often possible and sometimes necessary for

"The International Tunnelling and Underground Space Association (ITA) held its 42nd General Assembly along with the 2016 World Tunnel Congress (WTC) April 22-28 in San Francisco, CA. The event was co-organized by the Underground Construction Association of SME (UCA). This was the first time the event has been held in the United States in 20 years.As cities demonstrate strong needs in tunnels and underground spaces for public transportation, subway stations, hydroelectric infrastructures and other underground infrastructure needs, the WTC 2016 provided the 2,319 attendees from around the world a unique occasion to discover the latest state-of-the art innovations in urban planning and underground construction projects in the United States and worldwide.The Congress, held in lieu of the UCA’s North American Tunneling Conference, included an exhibit that attracted 226 exhibitors in 298 booths. The exhibit had on display the latest in technical equipment and services from some of the largest and best companies in the international tunneling industry. The exhibit hall was also the place where participants were able to interact with the authors of the 168 posters and receive answers to various topics directly concerning civil engineers: innovative procurement processes, cost and risk management, contractual methods, BIM technologies and examples of innovative underground infrastructures built worldwide. And the technical program included 353 technical presentations – 185 podium and 168 posters.What is ITA?ITA-AITES is a nonprofit, nongovernmental organization that promotes greater use of underground space as a key instrument in sustainable development. Laboratory settling and filtration testing was conducted on wet processed fly ash in order to determine the applicability of conventional dewatering techniques to reduce the moisture content prior to drying. Settling tests showed that acceptable clarity (<1.5 g/l suspended solids) could be achieved after as little as 6 minutes of settling. After settling to a consistency of 40 weight % solids, continuous laboratory vacuum filtration testing produced a cake containing below 20% moisture with throughput exceeding 150 lb/ft2/hr.

Western Oklahoma, with an estimated 48 billion tons of minable gypsum, has one of the largest reserves of high-purity stone in the United States (Figure 1). Gypsum beds of the Permian Blaine Forma¬tion are 10 to 30 feet thick in the southwest and northwest regions, and the Permian Cloud Chief Gypsum is 20 to 90 feet thick in the west-central region (Ham, 1962; Ham and Curtis, 1958; Scott and Ham, 1957). Republic Gypsum Company, in the southwest part of the State, is Oklahoma&apos;s second-largest gypsum producer. Since opening its plant in 1964, the company has steadily increased production and now accounts for about 15 percent of the State&apos;s annual output. The plant and quarry are 15 miles west of Altus at Duke, a small commu¬nity on the Hollis and Eastern Railroad in northwestern Jackson County.

INTRODUCTION "Mujeres Roca" is a program developed by OMA in association with the Chamber of Commerce Canada Peru inspired in “Women who Rock”, a Canadian initiative to promote a greater participation of women in the mining industry. The program includes a coaching workshop called “Kallpa Warmi”, that means “Woman Strength”, to reinforce basic skills and values and 8 mentoring sessions with top executives of the mining industry who share their experiences and knowledge with a group of 10 selected young professional women from around the country. HISTORY OMA is a nonprofit association founded in 2014 dedicated to contributing to the education of low-income university students with high academic performance in careers related to mining and earth sciences. Our mission is to empower the future professionals by strengthening their soft skills and enhancing their capacity to become leaders and agents of change in their own regions. The Chamber of Commerce Canada Peru has a long-standing commitment to gender equality and promotes women participation in male dominated industries. As it is well known, the mining sector is and has always been key to Peru’s economy, representing about 10% of the country’s GDP. Thus, mining can contribute significantly to our economic development and we believe that women can make a positive difference. A study prepared by PwC and "Women in Mining” provided indicators on the advantages that mining companies have when including women in their executive’s positions. These indicators sustain that when a mining company includes women in its management staff, its net profit increases by 6%. This information clearly shows that women participation is not only a matter of human rights and gender equality, but of productivity and profitability. Nevertheless, the mining sector has the fewer number of women on boards of any industry group in the world. Having this in mind, OMA decided to expand its activities and create together with the Chamber of Commerce Canada Peru, the program “Mujeres Roca”, in order to inspire and attract young women to the mining sector, a traditionally masculine industry. The program also aims to encourage mining companies to more actively recruit and keep women in their boards. The program was launched in 2016 within the framework of EXPOMINA PERU, the largest international mining exhibition that take place in Lima every two years.

The annual consumption of fluorspar in the United States, in the last 10 years has doubled. In 1971, when 1,344,742 tons were consumed, almost 45 percent of this amount was used in the production of steel and nearly 50 percent was consumed in the manufacture of hydrofluoric acid. Of the hydrofluoric acid produced, about one-third was used in the manufacture of aluminum electrolytes for production of primary aluminum metal and the balance was consumed in the manufacture of a variety of fluorocarbons and other chemicals. A small amount of fluorspar, constituting less than five percent of total consumption, was used in the foundry industry, and in the manufacture of glass, enamel, cement and other products. It is apparent that a continuing supply of fluorspar will be required to meet the demands for these vital metals and chemicals in our expanding industrial society. Domestic fluorspar production meets only approximately 20 percent of our needs. Hence, it is essential that the United States maintain a healthy domestic fluorspar industry in order to have adequate domestic reserves available at times of emergency and to protect this country from becoming solely dependent on foreign sources for this strategic commodity.

The phenomenon of re-entrainment is seen in many environments, such as sand dune formation, soil erosion, fugitive dust emission, spread of radio-nuclides from accidents involving nuclear weapons, etc. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of on-going research in the Respirable Dust Center on the prediction of ambient dust concentrations in mine atmospheres (Ramani, 1983) to identify the contribution of dust re-entrainment to the spatial and temporal concentration in mine airways and included wind tunnel and in-mine studies. A set of seven experiments was performed in the Lake Lynn Laboratory Mine of the U.S. Bureau of Mines under controlled conditions. Two types of source coal dust, anthracite and bituminous, were subjected to airflow with a range of air velocities and walking by two different walkers. Six sets of instruments were used along the test section for sampling the airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/s. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (i.e., total) airborne dust increased to 0.17 mg/m&apos; (standard deviation = 0.10 mg/m&apos;) from an initial value of 0.02 mg/m&apos;. The action of personnel walking, however, caused higher amounts of re-entrainment. Average concentration of respirable and total dust at the center of the mine airway increased to values of 0.28 mg/m&apos; (standard deviation = 0.12 mg/m3) and 1.53 mg/m3 (standard deviation = 1.0 mg/m3), from initial values of 0.03 mg/m3 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal dust bed. Depending on the level of activity and the amount of dust deposited in mine airways, re-entrainment may become an important source of airborne dust away from the point of actual mining.

There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth&apos;s crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle&apos;s methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn&apos;t correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

A coal-fired fluidized bed steam generator rated at 12.6 kg/s has demonstrated the industrial and institutional application of fluidized bed combustion by burning high sulfur coal in an environmentally acceptable manner within a populated area. Designed to provide steam for heating and cooling, the unit was placed into service at Georgetown University in Washington, DC, and has already logged 5275 hours.* The unit has consistently operated well within Washington&apos;s strict regulations governing emissions of sulfur dioxide (SO2), nitrogen oxides (NOx), and particulates. The Georgetown program, cofunded by the university and the US Department of Energy, has shown that fluidized bed combustion is a promising way to realize the full potential of coal, the nation&apos;s most abundant energy resource. In a fluidized bed steam generator, a layer of granular limestone is placed on top of a grid designed to prevent particles from falling through. Air is passed upward through the bed with sufficient force to lift and float the particles. At this point the bed material resembles a boiling liquid. Crushed coal is then introduced into the bed and ignited. When high sulfur coal is burned, limestone absorbs the SO2 produced. The operating temperature of a fluidized bed steam generator is relatively low (approximately 871°C). As a result, NO, formation is minimal. Another potential problem encountered in burning coal is fly ash, a form of particulate. A feature of the fluidized bed design, developed by Foster Wheeler Energy Corp., is a fly ash reinjection system. Fly ash is reintroduced into the bed where it is burned again, thereby enhancing fuel efficiency. Nearly all remaining fly ash is captured by a baghouse dust collector. At Georgetown, the fluidized bed steam generator and all auxiliary equipment are enclosed in a structure aesthetically compatible with the surrounding university complex. The steam generator has two separate beds that can be fired independently, and operation to date has been with one and two beds in service, based on steam load demand. During several operating periods, when the fluidized bed unit was the only boiler in service, it supplied all the steam required by the 18.5 hm2 of buildings on campus. Initially fired with low sulfur coal, the unit was quickly switched over to higher sulfur fuel which will be used most of the time.

In the summer of 1957,9 the University of California sponsored a World Conference on Prestressed Concrete in San Francisco to which were invited a number of Soviet engineers. While attending the conference, these engineers in turn asked the University to form a delegation of American engineers to visit the Soviet Union the following year for the purpose of studying Soviet advances in concrete technology. A six man delegation was formed, and the dates of the Russian tour fixed for May 10th through May 21st, 1958. Before arriving in the Soviet Union, the American Delegation attended the Third International Congress on Prestressed Concrete in Berlin. While there, we noticed that the delegation from the U. S. S. R. used displays and showed motion pictures of many construction projects which we later were shown in Moscow. Our delegation left East Berlin by Russian aircraft on May 11th, and arrived in Moscow that afternoon. We were met by our Russian engineer hosts from The Academy of Construction&apos; and Architecture who made all subsequent arrangements for our itinerary. This Academy has no counterpart in the United States. It. does 40 per cent of all engineering-and scientific work in the building construction field and coordinates 60 per cent of that done by other Soviet agencies. Due to the prestige of the Academy in Russian affairs, our delegation was able to obtain a surprisingly broad picture of construction activities in Moscow and Leningrad in just ten days time

Selective adsorption and surface modification of minerals by surfactants is the primary step in the process of separating certain minerals with similar physical and chemical characteristics in the flotation process. In this study, microorgan- isms are used as surface modifiers for francolite and dolomite. Results of adsorption experiments with francolite and dolomite show that the microbes selectively adsorb to one of the minerals under specific operating conditions. In preliminary flotation experiments, it is found that the microorganisms enhance or depress flotation of the minerals leading to an increase in the efficiency of separation between the francolite and dolomite. The conditions leading to selective adsorption (surface modification) and subsequently to possible efficient separation of these two minerals are discussed in this paper.

The U.S. Bureau of Mines is conducting research with the goal of automating underground coal mine roof bolters for greater mine safety. In the project described here, the Bureau has focused on automating the drilling portion of the drilling and bolting cycle. A drill monitoring system designed and developed by Parvus Corp. of Salt Lake City. UT, was placed on a Bureau model roof- bolting drill. The drilling parameters of torque, thrust, rotation rate, penetration rate, and position are monitored through sensors connected to an asynchronous, control-oriented local area network (LAN) that communicates with data-accumulating and data-processing nodes. By placing microprocessors at the two data nodes and at the valve control nodes, and combining these nodes with a personal computer (PC), the monitoring and control system can achieve parallel processing capabilities. Such capabilities are referred to as locally intelligent distributed processing. Only data that have changed significantly are reported through the LAN to a supervisory control and data acquisition (SCADA) system mounted on an IBM- compatible 80286 PC. The SCADA system displays the values of the drilling parameters and calculates the specific energy of drilling, which is then used as an indicator of the type of rock being drilled. Besides monitoring the drilling process, an operator at the computer can control the rotation and thrust of the drill from a remote location through the SCADA program and can set drilling parameters on the basis of observed values of the specific energy of drilling.

"A process mineralogy study was conducted to guide the development of a process for the extraction of vanadic oxide (V2O5) and aluminum compounds from bone coal and its ash as well as the production of byproducts. Results show that to extract the targeted metals at higher recovery rates, one must find a suitable agent capable of destroying the structure of the mica and breaking down the lattices in which these metal-bearing minerals occur. For such minerals, metal extraction efficiency is usually low if the approach is simply adding an oxidant that cannot destroy the structure. In this research, a byproduct fluosilicic acid (H2SiF6) at 20 percent concentration from an operating phosphate fertilizer plant was found to be powerful and effective for the leaching of vanadium-bearing minerals such as mica. This environmentally friendly process improved the leachability of valuable constituents in the bone coal significantly, with the leaching rate of V2O5 increased to 94 percent, from 83 percent, and that of aluminum oxide (Al2O3) increased to 75 percent, from 40 percent. X-ray diffraction and chemical analyses showed that the structure of mica can be destroyed using fluosilicic acid either alone or in combination with sulfuric acid. Based on the process mineralogy study, a processing flowsheet was tested, which resulted in a final V2O5 powder product with purity of 99.2 percent and an overall recovery rate of higher than 85 percent. The flowsheet consists of leaching, ion exchange and ammonium precipitation. With this process, various byproducts could also be generated, including aluminum fluoride, cryolite, aluminum sulfate, calcium sulfate, ammonium chloride, sodium chloride and cement admixtures.IntroductionVanadium is an important rare metal broadly used in the production of steel alloys and nonferrous alloys as well as in the chemical field as a catalyst. Vanadium-bearing bone coal and clays are abundant in China, and they contain other valuable metals such as aluminum. Bone coal is a type of carbonaceous shale. The vanadium-bearing minerals mainly exist in mica, kaolin, iron oxides, tourmaline and garnet. According to previous studies (Xiao, 2007; Xu, 1989; Xu and Chen, 1991; Ji and Xu, 1991; Chen and Xu, 1992; Xu and Heng, 1992), vanadium occurs from the isomorphous substitution of V3+ for Al3+ or Fe3 + in the crystal lattices of mica, tourmaline, garnet, dolomite and aluminosilicate minerals. In iron oxide and kaolin minerals, vanadium appears as an adsorption form. The isomorphous substitution of vanadium is more stable in tourmaline, garnet and silicate minerals. Therefore, vanadium in bone coal may exist in three phases: vanadium-containing kaolin and oxides, vanadium-containing mica, and tourmaline and garnet (Xu and Chen, 1993; Xu and Zhang, 1993; Xu and Wang, 1994; Feng, et al., 2005; Lin and Fan, 2001)."

The problem of estimating pillar capacity in coal mines has motivated development of a variety of empirical equations. Most of these equations have arisen from experience and a very limited set of measurements that have, necessarily, been focused on particular regions or coal fields. Their applicability is often limited to a specific range of pillar sizes. This is of particular concern in the design of large gateroad pillars and small barrier pillars between panels. The result has been a variety of equations and equation coefficients that can calculate load estimates to size pillars. Inclusion of these equations in more sophisticated loading models, such as boundary element methods (e.g. LaModel and MULSIM) has been hampered by absence of a function that describes specific variation of coal strength within the pillar. A singular exception, to our knowledge, is a function corresponding to the Bieniawski pillar strength equation. Because of this, it is the only coal strength criteria inherently available in most boundary element models. This paper presents a general method for deriving local coal strength, as a function of distance from the pillar rib, for an arbitrary pillar strength equation. Integration of this function provides the strength of pillar regions, or cells, needed for boundary element models. The method is demonstrated for the Bieniawski, Maleki and Holland-Gaddy equations. The Maleki and Holland-Gaddy equations contrast strongly with Bieniawski as strengths are extrapolated to large pillars and barriers. This development provides a tool for incorporating any of the proposed empirical equations into a boundary element model, thereby allowing the analyst to choose the most appropriate equation for a particular region, coal seam and/or pillar size.
