The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Lightweight aggregates are classified as those minerals, natural rock materials, rock-like products, and byproducts of manufacturing processes that are used as bulk fillers in lightweight structural concrete, concrete building blocks, precast structural units, road surfacing materials, plaster aggregates, and insulating fill. Other uses include architectural wall covers, suspended ceilings, soil conditioners, and other agricultural uses (Mason, 1989). One unusual agricultural use recently reported was for bedding on a crocodile farm on the south coast of Natal. It seems that female crocodiles became upset because there was no vermiculite in which to lay their eggs due to the late arrival of a consignment of vermiculite. The vermiculite was being used as a substitute for river sand to nest crocodile eggs (Griffiths, 1989). The various lightweight aggregate materials may be classified into four groups as follows: 1. Natural Lightweight Aggregate Materials-prepared by crushing and sizing natural rock materials, such as pumice, scoria, tuff, breccia, and volcanic cinders. 2. Manufactured Structural Lightweight Aggregates-prepared by pyroprocessing shale, clay, or slate in rotary kilns or on traveling grate sintering machines. 3. Byproduct Lightweight Aggregates-prepared by crushing and sizing foamed and granulated slag, cinders, and coke breeze. This group of lightweight materials, with the exception of slag, has become less significant and will not be discussed in this chapter. Other lightweight aggregates are beginning to appear in the marketplace. Some are the result of manufacturing processes on industrial byproducts and/or waste products, such as fly ash and incinerator residue (Bigner, 1992). 4. Manufactured Insulating Ultralightweight Aggregates-pre- pared by pyroprocessing ground vermiculite, perlite, and diatomite. The application of diatomite in brick and in extruded and aggregate forms has declined in recent years (Kadey, 1983) and will not be considered in this chapter. Lightweight aggregates for structural concrete and concrete masonry units, according to the American Society for Testing and Materials (1986) consist of "aggregates of low density used to produce lightweight concrete, including: pumice, scoria, volcanic cinders, tuff and diatomite; expanded shale, clay, slate, perlite, vermiculite or slag; and end products of coal or coal combustion" (Mason, 1989). Lightweight aggregates are distinguished from other mineral aggregate materials by their lighter unit weights-1 281 to 1 602 kg/m3 or less for loosely packed lightweight aggregates-as com- pared to 2 002 kg/m3 or more for crushed stone, sand, gravel, air-cooled slag, and other common mineral aggregates. The specific gravities of these lightweight aggregates are also used to classify them for use in concrete; they range from the extremely light materials, used for insulative and non-structural concrete to expanded shale, clay, slate, and slags used for structural concrete. Vermiculite and perlite are sometimes referred to as super light- weights. Insulating concrete (non-load bearing) weighing as little as 240 kg/m3 can be made with these aggregates. Natural aggregates such as pumice, pumicite, and scoria are normally made into concrete weighing about 400 to 480 kg/m3. Expanded shale, clay, and slate produced in a rotary kiln make structural concrete ranging from 1 201 to 1 842 kg/m3. Expanded shale and clay produced by sintering make concrete that ranges from 1 442 to 1 922 kg/m3. Air-cooled slag produces concrete ranging from 2 162 to 2 403 kg/m3. The low density lightweight aggregates are used primarily for insulating purposes. They have relatively low compressive strength. The middle density aggregates are used for insulation and for fill. Those at the upper end develop excellent compressive strength and are used in many structural applications (Anon., 1971). In recent years, the production of lightweight aggregates in the United States for all uses (including insulation and construction materials) has averaged about 19 Mtpy (Table 1). The production and consumption of lightweight aggregate is closely tied to the fortunes of the construction industry and the need to construct energy efficient buildings. Recent years have seen the production of lightweight aggregate approach the levels of the early 1970s. The period of 1979 to 1981 was a low point in production levels. The low levels of production were caused by significantly higher plant energy costs due to the large amounts of fuel and energy used in the production of most types of lightweight aggregate. Lower levels of construction activity also affect production levels. This chapter focuses on the use of natural lightweight aggregates and manufactured insulating ultralightweight aggregates, and on both the production and use of manufactured structural light- weight aggregates. Some additional comments are made on byproduct materials. Separate commodity chapters on vermiculite, perlite, pumice, and volcanic cinders are elsewhere in the volume. Discussion of the commodities covered elsewhere in the book will be limited to observations on their utilization and relation to other lightweight aggregate materials.

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. Ion exchange resin processes are receiving renewed attention in the mining industry for recovery;, of metals from solution. This interest has been inspired by the development of continuous countercurrent ion; exchange systems (CCIX) which are of much lower cost than the original, fixed bed contactor processes. With the countercurrent systems and new developments to process or upgrade the eluate product, ion exchange can now compete successfully with solvent extraction for treatment of uranium ores. The low concentration of U308 obtained in the CCIX strong eluate is generally upgraded by solvent extraction methods in sulfuric acid systems. Resin loadings of up to 120 grams per liter of U308, however, have been produced experimentally by recycling of eluate (HIM-IX process) and further developments may be expected in the near future. New developments in resin technology are bringing forth products of greater strength, loading capacity, selectivity and density. Densities up, to 1.35 spgr have been claimed by some suppliers. The process is not a new one and has taken years to advance to the present state of development. The earliest system to gain widespread acceptance was the resin-in-pulp system applied to uranium recovery. Ion exchange, however, later lost acceptance in favor of solvent extraction in the 1960's due to problems in resin degradation, resin contamination and resin-pulp separation, in addition to the development of improved solvent extraction reagents and techniques. The resin-in-pulp system continues to have application on high clay ores and has advanced in design. A number of other continuous ion exchange systems were also tried but never gained continued acceptance. In the current resurgence period the CCIX systems to gain acceptance were the Utah and Chem-Sep (Higgins Loop) systems. These processes are relatively simple in concept although require sophisticated controls. Fixed bed columns have also been designed into multistage systems in countercurrent operation but are not discussed in this paper. These systems remain competitive today for many applications. The most recent advancements however have been in the multistage contactors from,, which three are in current acceptance. These are the Himsley, Porter, and NIM systems. All industrial applications of these systems are relatively new, although pilot plant and in-plant development has been in progress over the last decade. Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This research will be presented in a series of papers, this one and two more that will be published on Mining Engineering?s web site, www.me.smenet.com. This paper identifies the variables associated with risk in mining projects, and their effects. The second paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved. There are several major competing entities, including BHP Billiton, Rio Tinto, Anglo American, Xstrata, Freeport-McMoRan, Chinese government- run companies and Japanese trading companies, that have large foreign holdings, controlling deposits in most of the world?s established and productive mining districts. In general, the mining industry considers the United States, Canada, Australia and the European countries to have good mining investment environments, but because the major companies have already achieved market dominance in those countries, large investments are required there. Newcomers seeking to enter the industry, either as producing companies or as investing partners, often have difficulty breaking into these established markets. Thus newcomers are increasingly turning to new areas like South America and Africa, which are relatively less developed. The competition among businesses to secure a share of the new market is intense, but there are still good investment opportunities. However, because most of the countries in these areas are not well developed, several additional risks are associated with participation in mining projects in those areas.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). Nevada is especially well endowed with industrial minerals, both in the number of ore deposits and the diversity of commodities. More than 600 significant industrial mineral deposits, containing 22 principal commodities, are present, in the State. The materials produced in Nevada in 1978 had a value of approximately 113 million dollars, and additional processing of some of them (e.g. gypsum into wallboard, limestone and clay into cement) added considerable more value. Table 1 shows the value of Nevada's industrial mineral production in 1978. Nevada currently supplies 85 percent of the country's barite producing 1.6 million tonnes (1.8 million short tons) valued at 30 million dollars in 1978. Nevada is second in diatomite production and contributes one-third of total lithium produced. Other industrial minerals being produced include clays, fluorspar, gypsum, lightweight aggregates, limestone and dolomite, magnesite and brucite, perlite, salt, sand and gravel, and silica. In general, Nevada produces high-value industrial minerals which are not consumed within the State, but rather, are shipped out of State. In contrast, most more populous states produce larger tonnages of lower value industrial minerals which are consumed chiefly within that state.

A glauconitic siltstone sample with a potash content of 10% is investigated as a potential potash source. The fine grain structure comprises potash bearing phases of glauconite, muscovite, and microcline. The as-received samples showed poor dissolution ~ 5%. Planetary ball milling was attempted for the dissociation of the underlying silicate structure for the potash release, and ~ 60% potash was obtained after 12-h milling. Mechanical activation (8 h, 60% NaOH) prior to heat treatment (600 °C, 30 min) was found successful in recovering more than 95%K values from glauconite. The final residue consists mainly of quartz, indicating a complete breakdown of the silicate matrix. The mechanical activation process followed is simple, adaptable, and less energyintensive compared to existing methods.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep (> 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

A significant news item appearing in a coal mining journal in November 1969 stated simply that a Caterpillar D-333-CNA engine had received Bureau of Mines Schedule 31 approval. This item occurring at the time a new mining property in Martin County of East Kentucky was being prospected and prepared for mining, resulted in the manage-ment of Martin County Coal Corporation asking the question, "Why not use diesel equipment in our new operation?" Martin County Coal Corporation is part of the A. T. Massey Coal Company, Incorporated organization. The property being developed is on a 17,500 acre leasehold obtained from Pocahontas Land Corporation and lies in the Wolf Creek area of Martin County. The Norfolk and Western Railway Company built a 24-mile railroad into this undeveloped section of Kentucky to tap a huge reserve of steam coal. Duke Power Company is the customer who will take all of the production from Martin County Coal Corporation mines which ultimately is projected to be 2,000,000 tons annually. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton are being deep mined now and it is in those mines that the diesel haulage equipment was introduced. This paper will endeavor to trace the steps loading to the introduction of the first diesel-powered Wagner Mining Equipment Company ScoopTram in a coal mine in America. It will further elaborate on the features which make this unit a very versatile and useful utility unit as well as the safety features which are incorporated in the machine. It is a pleasure to participate in this Fall meeting of the Society of Mining Engineers to discuss energy conservation trends in the cement industry. Energy is the "life blood" of American industry, and the ability to use available energy resources efficiently may well determine the future of our nation and of its industries. The Federal Energy Administration has classified cement manufacture as one of several energy-intensive industries in the U.S. and has selected the Portland Cement Association to make a detailed study of possible energy conservation measures. Member companies of the Portland Cement Association represent about 85% of the cement producing capacity of the United States and 100% of Canadian capacity. Stated briefly, the purpose of the Association is to extend the uses of portland cement and concrete through research and development, market promotion, education, and public affairs work. PCA's general offices and research laboratories are located in Skokie, Illinois. Our staff of engineers, scientists, and research personnel make the PCA uniquely qualified to perform an energy conservation study of the kind requested by FEA.

Laboratory tests were conducted to evaluate the silica collection efficiency of flooded-bed scrubbers with six different filter panel designs and at two operating velocities. Test results indicated that reductions in filter density negatively impacted respirable dust collection. Silica collection efficiency for the least dense filter was as much as 33 % lower than the collection efficiency of the densest filter. At the low operating velocity, the least dense filter allowed over 40% of the respirable silica dust in the scrubber intake air to pass through the unit, where it would be discharged back into the mine environment. Operation of the scrubber at the higher test air velocity increased silica collection efficiency, regardless of the filter panel tested. The density of the filter panels also impacted the quantity of air that is moved through the scrubber, with higher density filters reducing scrubber airflow. For each filter, the relationship between dust collection efficiency and air moving capacity must be considered to determine overall effectiveness for specific mine applications.

Processing bauxite and clay ores to reduce Iron content to levels low enough for the ores to be suitable raw materials for such products as refractories and abrasives has long been regarded as a diffi9ult problem. Standard magnetic separation processing of the untreated ore has been attempted by previous investigators with only limited success due to the finely divided state and weak magnetic susceptibility of the iron minerals (hematite, geothite, etc.) present in these ores. The new process described in this paper consists of calcining the finely crushed ore at 500 to 800 C and then reducing (with hydrogen, carbon monoxide, etc.) the iron oxides present to magnetite or elemental Iron. The magnetic susceptibility of iron in these forms is enhanced 40-to 100-fold over that of hematitie and is readily removed by simple magnetic separation. Starting with a 2.7% Fe20s Alabama bauxite ore, a 1.5% Fe20s product was produced in one pass through a Davis tube magnetic separator with 95 + % recovery of the iron-free bauxite fraction and a 20% Fe20a magnetic product. These findings suggest that with the addition of light calcination, reduction and magnetic separation steps to the conventional refractory grain production process, the large U.S. reserves of high-iron bauxites could be used.

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. The complex mineralogy of the Porgera resource has a pronounced effect on process selection for the recovery of refractory gold and silver. Intimate association of gold with pyrite necessitates a high degree of sulphur preoxidation in order to achieve acceptable levels of gold recovery. Acid pressure oxidation has been demonstrated to be the only commercially proven process capable of achieving the required level of pyrite oxidation. Gangue mineralization dictates preconcentration of the sulphides to limit the acid consuming capacity and carbon dioxide generation during oxidation. However, the relationship between concentrate sulphur grade and gold recovery to concentrate ultimately governs the optimum degree of sulphide preconcentration.

The discovery of the gold deposits of the Jerritt Canyon district and the construction of the E. R. Bell Mine is one of the significant mining developments in the United States during the past ten years. This mine will exploit one of the larger deposits of disseminated gold presently known, with proven, recoverable reserves in excess of 67.6 million grams of gold. Interest generated by the success of this project has contributed greatly to the tremendous resurgence in exploration for disseminated gold deposits in Nevada and throughout the west. The Jerritt Canyon project, including the Bell Mine, is a 70/30 joint venture between Freeport Gold Company and FMC Gold Incorporated, both of which are wholly owned affiliates of the respective parent companies, Freeport-McMoRan, Inc. and FMC Incorporated. Under the terms of the joint venture agreement, Freeport Exploration Company, another Freeport-McMoRan affiliate, manages the exploration and pre-mine development. Drilling, design, construction and management of the Bell Mine are provided by Freeport Gold Company.

Despite two large projects represented in the keynote docket, the mood of the 2011 SME Arizona Conference was summed up best by Ferol Baker, general manager of New Mexico Copper Corp. (a wholly owned subsidiary of Themac Resources Group), ?In the past, it seemed like you couldn?t go to a conference like this without hearing about one big new greenfield project after another. Now what you see is companies doing internal expansion or small-scale brownfield development.? Overall, the tone of this year?s meeting, held at the J.W. Marriott Resort at Starr Pass in Tucson, AZ, was upbeat, yet practical. From the keynote and luncheon addresses to the six panels of sessions, the projects described were positive about the future, yet focused on the details required to make those projects come to fruition.

Historically, mica usage has been low because of limited availability; as a by-product of many small processors, who have lacked motivation for extensive R & D. The discovery of a 30 million ton deposit of 85-90% pure phlogopite, when existing markets are only 300,000 tonnes annually, forced the search for large volume new markets. Increasing costs of energy, petrochemicals, plastics and glass fibers, and environmental constraints on asbestos usage, have led to new opportunities for mica as a reinforcing filler. Extensive research and developments; in beneficiating, processing and treating mica, has been necessary to satisfy these new markets.
