The key objective of forming a cartel is to increase profits to members of the cartel by taking the following action: a) control output; and b) control price. However, while attempting to obtain monopoly profits the cartel members have to contend with costs associated with cartelization and such costs include the following: political costs; the cost of coordinating output and price; organizational costs (such as cheating); and administrative costs (such as the cost of attending cartel meetings). The objective of commodity exchanges is to provide an open, free market where buyers and sellers may openly complete transactions and pricing information can be immediately disseminated. These transactions include the following: a) to provide facilities for "hedging", or transferring price risk from buyers and sellers of physical commodities to "speculators" through the medium of buying and selling futures contracts, and b) taking physical delivery of metal on due dates.

In Pennsylvania, 310 sampled sites of clay and shale have been evaluated for: potential use, chiefly as structural clay products, refractories, and lightweight aggregate; lithology; physical properties tests; fired tests, both quick-fire and rotary kiln; major-element chemical analyses, and quantitative five-component X-ray mineralogy for quartz, mica, feldspar, kaolinite, and chlorite-vermiculite-montmoril-lonite. Approximately 80 percent of the samples are of some potential use. Of 220 shale samples, 84 were potential lightweight aggregate sources and 83 potential brick sources. Binary correlations of test data versus potential use indicate that certain empirically determined parameters may be critical. These are: lithology, particularly for medium to super-duty refractories and lightweight aggregate; kaol-finite content for refractories versus low-temperature fired product sources; quartz content illustrating that there is an apparently necessary minimum quantity for brick; quartz content, which is low in high grades of lightweight aggregate; mica content, which is low for refractories and possibly high for lightweight aggregate; total iron, which is low for refractories and shows a 40 percent minimum for lightweight aggregate; carbon dioxide, which is low for refractorfes, beneficial in lightweight aggregate, and probably restrictive for some tiles choroite yermicalite, which is low for refractoies and possibly beneficial in lightweight aggregate. In Pennsylvania, clay and shale materials constitute one of the state's major economic mineral resources. To date, the testing program indicates considerable development potential in brick, tile, and lightweight aggregate industries, and perhaps a future potential for aluminum from shales that exceed 20 percent A12Q3.

It is the responsibility of educators to look ahead and prepare young engineers and scientists to cope with industrial and social problems of the future. We are faced with a review of history as well as prophesy of the future. The mining industry exists in a "bubble" with little interaction or communication with the outside. This isolation must be broken down if the industry is to survive in the U.S. and Canada. The ability to communicate with the general public and public officials is essential. Many changes are occurring that will require readjustments in technology and staffing. Aging population will result in raising retirement and increasing available workforce. This may force shorter working weeks to supply additional jobs. Environmental concerns will likely direct more attention not only to these concerns during mining, but to planning for post-mining land usage. Retraining and up-dating educational programs are required to cope with these changes.

INTRODUCTION Davy McKee have developed and patented a combined mixer settler (CMS) which has undergone extensive trials and has now been installed in two commercial uranium plants in South Africa. Substantial capital and operating cost savings can be realized over conventional mixer settler in uranium extraction, especially from dilute feedstocks containing approximately 200 ppm U308. Pilot plant work has also been undertaken on other metal extraction systems and the results are very encouraging in most areas of interest. CONVENTIONAL MIXER SETTLERS The conventional plant in use at many uranium recovery facilities consists typically of a mixer box in which the aqueous and organic phases are contacted and a settler in which the two phases separate. The mixer box must allow sufficient residence time for the mass transfer kinetics to be satisfied for the particular species involved. The settlers are usually rectangular and take the form of shallow tanks of large cross sectional area.

Outokumpu Technology’s HSC Chemistry process calculation software enables the user to simulate an entire chemical or physical process. The HSC Chemistry 6.0 contains 21 calculation modules and 11 databases for reaction, equilibrium, heat balance, heat transfer, petrological and simulation applications. Most of the calculation modules automatically utilize the same extensive thermochemical database which contains enthalpy (H), entropy (S) and heat capacity (C) data. This database has been expanded to include more than 20,000 species.

INTRODUCTION Sublevel long-hole stoping is a large tonnage stoping method that may be used when there is a fairly com¬petent straight vein and the walls will stand with little support. It is a method that lends itself to a high degree of mechanization. Two variations of the method are illustrated in Figs. 1 and 2. Fig. 1 illustrates development typical for a 3-m (10-ft) wide vein. Initial development is by a lower haulageway, which may be either track or trackless. A two-compartment raise is driven in the footwall of the vein. At about 12 m (40 ft) above the main head¬ing, a footwall scram is driven and pockets through the vein are cut on 7.6-m (25-ft) centers. Each of the sub¬level blocks selected in this example is 45.7 m (150 ft) long by 12 m (40 ft) high. Stoping starts at the slot raises at stope endlines and retreats to the timbered raise. This retreat sequence starts on the lowest sublevel and the opening cut is blasted into the slot raise. This retreating system is used in order to provide a good safe back over the miners working in any given sublevel. A crawler-mounted down-the-hole or conventional pneumatic drill puts the holes down from one sublevel to the next on any desired drill pattern. Gravity flow brings the broken ore down to the scram level. The illustration shows a large slusher mounted at the timbered raise and slushing from the pockets back to the raise chute. Development of the ore block in Fig. 2 is typical for a 5.5-m (18-ft) wide vein. Initial development is by a trackless heading driven in the footwall of the vein. Pockets are then put into and through the vein on 7.6-m (25-ft) centers. For ease in using trackless rubber tired mucking equipment, these pockets are crosscut to the vein at approximately 1.04 rad (60°) rather than per¬pendicular. A two-compartment timbered raise is driven down from one level to the next. Endline slot raises are again put through from level to level. Each of the sub¬level blocks selected in this example is 40-m (130 ft) long by 33.5 m (110 ft) high. Stoping starts at the slot raises and retreats back to the timbered raise. Long holes are drilled from one sub¬level down to the next by starting between the lowest pair of sublevels and then working up the ore block. Mucking out of the pocket drawpoints is accomplished by rubber-tired load-haul-dump (LHD) units which then dump into a centrally located orepass.

Our interest in metallurgical applications for activated carbon was thoroughly aroused when laboratory studies indicated that each dollars worth of carbon could retain as much as four dollars worth of tin. Since then other data was developed suggesting many Potential uses in the metallurgical field it is hoped that, the information presented in this paper may encourage studies by knowledgeable individuals in metallurgical operations. Activated Carbon accomplishes its results by adsorption which involves selective removal of materials from solution by holding the compounds on the carbon surface at the active areas. An example of adsorption is the dyeing of cloth where the dye is selectively held on the cloth surface and the concentration in the dye solution is thereby reduced. Many theories exist on, adsorption, but the predominant factors involved in metallic ion adsorption probably are that adsorption is indirectly proportional to solubility and is benefited by high concentrations acting to squeeze out molecules in smaller amounts.

Requirements for full extraction in underground coal mining call for inexpensive, safe, techniques to be competitive with conventional methods. Longwall and shortwall systems are to some extent employed for this purpose. Another method would be rib pillar extraction (and pillar extraction). These methods are compared with each other with respect to procedure, equipment, safety, roof control, investment, output, performance, costs The advantages of r.p.e. show this method very attractive. Number and cost of equipment are lowest. Safety and roof control becomes improved by a mobile roof support recently developed in Austria. Its successful use in the R.S.A. is being explained.

Two epiclastic horizons in an Archean volcanic sequence host the gold occurrences on the Dunraine property near Wawa, Ontario, Canada. The Grace horizon of cherty and pelitic tuff strikes north-northwest and dips east. Native gold occurs with arsenopyrite in bedlike and podlike bodies of quartz lenses and stringers set in a pelitic matrix. The Parkhill horizon of lithic graywacke with associated flow-breccia strikes southwest and dips south. Native gold occurs with minor sulfides in similar bodies of quartz erratic within the Parkhill horizon. The auriferous bodies occupy paleotopographic channels and troughs within the two horizons. The former producers are the Parkhill mine with 1689 kg (54,300 oz) Au, Darwin mine with 473 kg (15,200 oz) Au, and Van Sickle mine with 48 kg (1536 oz) Au between 1902 and 1944. The gold occurrences are syndepositional with the host volcanic sediments laid during a pause in explosive volcanism. Fumaroles along steep gullies on the flank of a subaqueous volcanic center precipitated aprons of auriferous silica-sulfide mud. Downslope slumping resulted in exhalative debris flows; gold concentrated in flexures and depressions along stumpage channels. Renewed explosive volcanism covered the auriferous sediments with pyroclastic tuffs, arresting the slumping of in situ fumarolic deposits.

This paper identifies and formulates the probabilistic nature of underground coal face operations using the Semi-Markovian theory. Through this theory the probability of coal flow from a face is obtained for any given time t of a shift. These probabilities are used for determining the capacity and operating policy of a surge tank located at the shaft bottom.

Many of the trace elements found in coal are associated with mineral matter, making it possible to remove them by physical coal cleaning. As part of work funded by the Electric Power Research Institute, both conventional and advanced coal cleaning processes were found to provide large reductions in the concentration of many trace elements that, if released into the atmosphere, are considered to be potentially toxic or environmentally harmful. Advanced physical cleaning technologies appear to provide greater reductions than conventional technologies. Chemical cleaning processes may also remove many trace elements, possibly including organically-bound elements such as beryllium. Care must be taken in the disposal of coal cleaning plant refuse because oxidation and leaching of this material can create highly acidic leachate and many trace elements are mobile in an acid environment. Laboratory leaching procedures are potentially useful in determining the degree of risk of water contamination by trace elements should an acid environment form.

In 1962 a computerized data processing system was first installed and programmed for the grading of direct-shipping iron ore from the Sept-Iles terminal of the Iron Ore Company of Canada. Over the years several changes and improvements have been incorporated into this system. It is the purpose of this paper to describe its present operation and features. Sept-Iles is located on the north shore of the St. Lawrence River, 500 miles north east of Montreal. The direct-shipping ore is received by railroad from Schefferville, 320 miles to the north in the Knob Lake Iron Range of New Quebec and Labrador. The shipping season extends from mid-March to December. The maximum tonnage handled in this period being 13,045,000 long tons in 1959. Crude ore receipts for 1974 amounted to 6,568,000 tons of direct-shipping and 4,700,000 tons of plant feed material from Schefferville. This was augmented by 4,447,000 tons of concentrate and 7,572,000 tons of pellets from Labrador City 200 miles north of Sept-Iles. The direct-shipping ore has come from as many as ten mines, and grade variations, even-within the same mines, have been sufficient to require blending for uniform, acceptable cargos. Shipments of low phosphorous, non bessemer and manganiforous iron ore are made, to Canada, the United States, Europe and Japan with grade variations to meet customers requirements.

A low-grade copper-nickel deposit, with an estimated size of 4.6 billion tonnes and with average analyses of 0.6% copper, 0.2% nickel, occurs in northeastern Minnesota. In addition to copper, nickel, cobalt, and precious metals, the Duluth gabbro contains magnetite, ilmenite, olivine, plagioclase and biotite. It is estimated that the flotation tailings that would be produced by a concentrator of optimal size to sustain a smelter would amount to 20 million t per year. The flotation tailings, having already been ground, warrant a closer examination for the recovery and utilization of potential by-products. The residual sulfide minerals and fibrous minerals may also be isolated and treated separately for useful purposes or for disposal in an environmentally acceptable manner. Two flowsheets were developed; one involving preconcentration by low- and high-intensity magnetic separation and another involving preconcentration by gravity concentration. The concentration methods for recovering and purifying individual by-product minerals were investigated. From their chemical, physical and mineralogical characteristics, the potential areas of application and marketabilities of each product fraction were surveyed.

The effects of coal cleaning, coal combustion and flue gas particulate removal systems on the partitioning of 12 trace elements were investigated. This study was prepared to help document the fate of trace elements in modern coal preparation plants and coal-fired utility boilers. The coal cleaning data were obtained from several coal preparation plant operations. The CONSOL 1. 5 MM Btu/hr pilot combustion and electrostatic precipitator (particulate removal system) test facility was used to develop the combustion systems data. A comparison with the very limited amount of published data from utility boilers is presented.

It has been observed in some mineral processing plants that grinding circuit efficiency varies seasonally, such as in some plants which are located in the northern U. S. and Canada and undergo large seasonal temperature changes, with the grinding circuit efficiency different between summer and winter. This indicates that the temperature of grinding circuit slurry has a noticeable effect on grinding performance. The effect has rarely been studied. To this end, an investigation to examine the effects of changing temperature on efficiency and determination of the mechanism responsible has been carried out. Plant investigations and laboratory experiments have been conducted in order to study hydrocyclones. It was demonstrated that under otherwise constant operating conditions, the d50(c), size decreased linearly with increasing temperature, while the shape of the reduced efficiency curve remained constant. This effect was determined to be due to changes in slurry viscosity with temperature.

For a given flotation system, the rate-controlling step in fine coal flotation can be the attachment of bubble to the fine coal particles. The probability of attachment depends upon the surface characteristics and the collector adsorption on the coal particle surfaces. Thus, to further improve the flotation rate and selectivity is to alter the distribution of hydrophobicity on coal particles efficiently by applying the effective means of collector dispersion. In order to enhance the combustible recovery and selectivity of fine coal flotation, and lower the amount of collector used in the fine coal flotation processes, four modes collector dispersion/addition techniques are tested. They are direct liquid addition in pulp (mechanical agitation), ultrasonic energy dispersed collector into pulp, atomized collector into pulp and gasified collector transported by air and formation of collector-air bubbles in pulp. The effect of four collector dispersion/addition methods on the floatability of -600 µ m (-30 mesh US sieve) coal samples from four ranks of coals were studied. The ultrasonic energy dispersed collector and atomized collector flotation processes enhance flotation yield and most significantly improve the kinetics of fine coal flotation. The gasified flotation process can increase the selectivity of separation and decrease the collector consumption due to starvation flotation is achieved in this process. The flotation efficiency of gasified collector process is as high as that of conventional flotation. It is because that the effect of the decrease in the combustible recovery is offset by the increase of selectivity. In addition to flotation experiments, induction times of bubble attachment to the bed of fine coal particles for four ranks of coals are measured.

Identifying high value areas of unmined coal when large quantities of coal are available relative to annual markets is difficult because of the uncertainty of when the coal is to be mined. A GIS based methodology developed to value reserve coal in a producing coal region for the purpose of ad valorem taxation also identifies high value areas for mining investment. The methodology is unique in that it accounts for most mining, environmental, and market factors to determine when specific properties are to be mined. The methodology and data base are useful for directing regional exploration and acquisition activities toward most favorable areas.

Newmont Mining Corporation started as one man's investment vehicle. William Boyce Thompson, Newmont's founder, was already a millionaire many times when he incorporated his existing Newmont company in Delaware in 1921. The initial stake in the company was $8 million in capital contributed by Thompson and several close associates. In its infancy the company was truly a holding company. It did not operate or manage any properties. This situation changed drastically over time. By 1939 Newmont was actively mining 12 gold mines in North America. The following year, the first copper mine that Newmont ever managed directly, came into full production in South Africa. The period after World War I1 was a glorious one for Newmont. Plato Malozemoff took the helm of the company, and expanded its operations over the next 30 years into copper in Arizona, oil and gas in the U.S. and the North Sea, into domestic coal and thankfully, into significant gold operations.

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual.
