Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

Newcrest Mining is one of the leading independent gold producers in Australia thanks in large part to its Cadia Valley operations. It is the largest gold and copper producer in New South Wales and one of the largest in Australia. This year Newcrest will expand its operations with a A$545-million expansion in the area. The Cadia Valley is approximately 250 km (155 miles) west of Sydney. The province presently includes the Cadia Hill opencut mine and the Ridgeway underground mine. With a significant mineralized system to the east of Cadia Hill and a mineral resource below Ridgeway, Cadia Valley has the potential to underpin Newcrest?s production for up to 30 years. In 2007, total gold production for the company in-creased to more than 50 t (1.6 million oz) and cash flow increased by 47 percent, according to the company?s annual report. The history of mining in the area dates back to 1851, but Newcrest?s history is young. In 1990, Newcrest commenced activities in the Cadia Valley. In 1992, Cadia Hill was discovered, with the discovery of Cadia East (1995) and Ridgeway (1996) following close behind. In 1998, the Cadia Hill openpit mine was commissioned. In 2002, the Ridgeway underground mine was commissioned and in 2007 the company?s board of directors approved an A$545 million development of the Ridgeway Deeps. The Ridgeway underground mine is located adjacent to Cadia Hill. The Ridgeway orebody has no surface expression but lies approximately 500 m (1,640 ft) below the surface and resembles an inverted teardrop. It measures approximately 450 m (1,476 ft) by 250 m (820 ft) and extends in excess of 850 m (2,788 ft) in depth. Ridgeway is a sublevel caving operation. Crushed ore from underground is delivered by conveyor to a surface stockpile, adjacent to the Ridgeway concentrator. Using similar processes to the adjacent Cadia Hill concentrator, gold and copper are recovered in a conventional flotation circuit to produce a copper concentrate containing elevated gold levels. [Agitation and transport of slurries have been investigated intensively for the past twenty years. It has been shown (1) that slurries have the properties summarized in Figs. 1, 2, 3, 4, and S. For a detailed exposition the reader is referred to the above reference and the bibliography, which, in turn, have extensive references and bibliographies. An interesting problem with which the senior author has been concerned with is the scab up of power requirements for slurry agitators operating in the laminar region with pseudo plastic materials. Pulps of shaly ores, after various chemical reactions in aqueous leaching systems, are often difficult to settle and filter if agitation is violent. In these cases agitation must be at a minimum, yet prevent [tling] such as in copper uranium ores. This mild agitation is on the laminar region.]

Extensive deposits of kyanite occur in the southeastern United States, The reserves of these deposits, if developed, are adequate to supply the United States with 35-mesh kyanite concentrate:; for many years at the present-rate of consumption, According to Espenshade and Potter,1 the kyanite-quartz rock type deposits in this area contain about 100 million tons of ore averaging 10 to 30 percent kyanite. The tonnage of kyanite-bearing gneiss and schist is, much larger than the tonnage of kyanite-quartz rock, but the kyanite gneiss and schist are appreciably lower in grade. The largest deposits of kyanite-quartz rock are in the Farmville district, Virginia, and Kings Mountain district, North Carolina South Carolina, and at Graves Mountain, Georgia. Of the known deposits, only four were being mined for kyanite in 1967. These deposits are near Farmville and Dillwyn, Va., Clover S. C., and Washington, Ga. Production of kyanite and synthetic mullite increased substantially in 1965.2 Output of, domestic kyanite concentrate increased by 14 percent in 1965, establishing a record high for the fifth consecutive year. Estimated annual consumption of kyanite minerals and synthetic mullite was in excess of 100,000 tons. The manufacture of mulatto refractories accounts for most of the kyanite minerals consumed annually, but non-refractory uses are expanding.3 Most mullite refractories are used as furnace linings in metallurgical and glass manufacturing furnaces. The remainder is used largely for kilns, kiln furniture, and saggers by the ceramic industry. Small quantities of kyanite without calcination are used as a source of alumina in the manufacture of glass, electrical and chemical, porcelain, pyrometer tubes, and in the form of kyanite concentrate to increase the alumina content of fireclays. Kyanite is used to improve workability, increase strength, and to compensate for firing shrinkage in floor and wall tile and other ceramic products.

Thermal pretreatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The effect of pretreatment using conventional and dielectric heating followed by quenching on the fracture properties of a number single and multiphase brittle materials has been investigated. The reduction in the impact fracture energies and particle strengths with and without pretreatment has been measured in precise single-particle experiments using the Ultrafast Load Cell. Variations in the fragmentation pattern caused by different pretreatments were assessed by measurements of the progeny size distributions. The differences in the effect of thermal treatment on single and multiphase materials are discussed based on the experimental results.

Between 1996 and 1999, a high-performance Robbins TBM [235-282] excavated a 5 mile long, 23´2? wide, and ~700´ deep tunnel through the subsurface of southwestern Queens. Low penetration rates (~6´/hr [actual] vs. ~9´/hr [anticipated])resulted from changed rock mass conditions mostly attributable to high-grade metamorphism of the rocks. Over a three-year period, as-built circumferential geologic mapping (scale 1?=10´) and digital imagery of the tunnel, fracture and fault analysis, structural, lithologic, and petrographic studies have shown that the rocks of the Queens Tunnel consist of orthogneiss of mesocratic, leucocratic, and mafic composition. These metaigneous rocks developed coarse-grained fabrics during Grenvillian (~1.0 Ga) granulite facies metamorphism, and retained their nearly anhydrous, poorly foliated character during subsequent high-grade Ordoviciande formation. Lacking a penetrative foliation, the coarse granoblastic rock texture and extraordinary garnet content (up to 50% in some zones) together proved animpediment to efficient chip production and resulted in bimodal production of blocks and excessive fines. TBM excavation of the Queens Tunnel was also hindered by geological conditions that included unexpected lithology and rock fabric orientation, a zone of crosscutting hypabyssal rhyodacite dikes, and unanticipated extent of brittle faults. The dikes and brittle faults produced blocky ground conditions and a collapsing face condition that produced cutter damage and decreased utilization. Such fundamental textural, mineralogic, and lithologic control over hard-rock TBM penetration can be predicted by careful pre-bid geological analysis. To determine the causes of lower than anticipated TBM performance, a detailed investigation was carried out that included analysis of operational data from the TBM data logger and an extensive laboratory test program on cores retrieved from tunnel walls. Integrated laboratory testing included punch, point load, tensile strength, Cerchar abrasivity, and linear cutting tests, independent petrographic analysis and machine performance analysis. These allied investigations have provided quantification that the rock mass exhibited an unusually high degree of toughness and rock directional properties and established geological causes for decreased TBM penetration rates.

This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. In addition, depletion of some mines in Australia and South Africa has offset rising output at other properties. Indeed, when final mine output figures for 1988 become available, it may well be

The paper outlines the ventilation practices prevailing in coal mines of Singareni Collieries Company (South India). The high annual average surface temperature and relatively steep geothermic gradient results in virgin strata temperatures in the region of 38- 42°C creating environmental problems in the working places. Expensive methods of air cooling can not be employed as the mines are small, and production and productivity do not justify the costs of artificial cooling of mine air. Controlled recirculation of mine air -- the unconventional technique being tried with success in some coal mines in U.K. has been analysed for improving the environmental conditions. The analysis shows that the method is safe, cost effective and can be applied with very little extra equipment.

On a regular basis, mine personnel should obtain air samples directly from active underground areas as well as remotely from sealed locations. These samples provide mine officials with data relative to the makeup of the various atmospheres. Should conditions underground change, these results can provide a baseline that can assist officials in determining the extent of change. Relating the concentrations of individual gases to time, applying gases to equations, and examining their change over time are tools that have been successfully used to determine if a heating event exists and, if so, the extent of the emergency. These atmospheric status equations have either been developed for the mining industry or adapted from other industries. They serve as tools to assist personnel in determining the condition of underground mine atmospheres. As long as the problem area continues to be ventilated, certain gases, gas ratios, and equations can be used to determine if a fire exists, what type of material could be burning, and what quantity of coal is burning. Once the mine or the involved section has been temporarily sealed, gases, ratios, and gas-derived equations can assist personnel in determining how conditions within the sealed volume are changing over time. To alleviate potential explosions when fresh air is once again introduced into the sealed volume, equations and a diagram have been developed to predict the likelihood of an explosive atmosphere. Similarly, prior to commencing recovery of a mine or section, equations exist that can assist in determining if the fire will rekindle when air is reintroduced. This paper serves as an overview to remind and/or instruct readers about gas-sampling methodologies and gas analyses to assist in determining the status of underground atmospheres.

When construction sites are in a densely- populated area or near roads, railroad or river, restrictions upon the ways of handling and using explosives such as dynamite and large demolition equipment are being increasingly stringent, in consideration of environmental pollution such as noise, vibration, dust, flyrocks etc., and safety precaution. In view of this, the development of safe and pollution-free technology for demolishing rocks at mines and reinforced concrete structure at building sites is strongly required. To meet such requirements, the demolition by means of expantion of mineral substances has been considered long before. Recently with the demolition technique using non-explosive demolition agent developed by ONODA CEMENT CO., LTD., holes are drilled into substances to be demolished, such as rocks and concrete before-hand. Then, slurry of such agent mixed with an appropriate quantity of water is poured into the holes. It hardens and expands with the passage of time, and the expansive stress reaches more than 3m/m2 in 10 to 24 hours. This expansive stress causes the material to crack. In this article, descriptions of the non- explosive demolition agent, BRISTAR manufactured by ONODA CEMENT CO., LTD., TOKYO, JAPAN, are given briefly with regard to its physical and chemical properties and its method of use; and the way it is used at an actual construction site is reported.

It is a matter of importance to use the lower alkyl monoethers of propylene glycol (polyPGME) as a frother in sulfide mineral flotation, for their compounds are highly soluble in water and are surface active frothers to some extent. The purpose of this study is to clarify fundamental roles of frothers in sulfide mineral flotation by investigating the effects of polyPGME on the floatability of galena with xanthate and adsorption property those ethers at the liquid/air interface. Fundamental investigation on the flotation of sulfide minerals using o,o-dialkyl dithiophosphates has been carried out through galena floatability tests in the following two cases:(l)single use of dithiophosphate for sulfide mineral collection and (2) joint use of dithiophosphates for its collection.

In recent years there has been increasing concern in the mining industry over the availability and high cost of diesel fuel to support mining operations. Unit Rig & Equipment Co. has been deeply involved with the development and testing of the newest designs for trolley assist. Beginning in dune 1980, Unit Rig modified and commissioned six 156 metric ton (170 short ton) trolley assist haulage trucks at two mine locations in South Africa. Operating haulage trucks with General Electric GTA 15E/776 drive systems were chosen for the tests since this size of truck represented the majority of the population of large size haulage trucks and the greatest technical development problems. Test operations have proven the feasibility of equipment designs in actual operation and preliminary economic data has convinced the operators to proceed with planning to modify their entire mining operation to use trolley assist. The initial capital investment incurred for trolley assist can be recovered in a short period of time. Following this quick capital recovery, mines will continue to realize lower operating costs through increased productivity and lower diesel consumption.

Dr. Roussey Roussev The use of chemical additives on grinding is of significant importance considering the high energy consumption of grinding processes. My research indicates that the dispersant approach explains the effects, in this particular case of wet grinding. Further, the dispersant approach combined with torque measurements give the possibility of clarifying the mechanisms involved when using grinding aids. I find the conclusions derived from the data obtained to be correct and useful for grinding. In general, I agree with the explanations. However, I would like to discuss several additional points that I consider to be important, and in the same time to mention some of my own results from investigations similar to those presented in the study under discussion. The "bed volume concept" and the change of slurry viscosity explain adequately the data plotted on fig. 3, in conjunction with Figs. 1 and 2. However, the significant increase of the average torque in the case of 83% solid with XFS-4272 introduces the necessity of establishing the optimum of percent solid when dispersant is used. For example, the optimum percent of solid for different materials varies. One of the reasons is the material's mass density. On the other hand, it is necessary to determine the concentration of the chemical used. Because of this, it would be interesting to know how the cited concentration was selected. The supportive discussion and verification by Dr. Roussev, with results similar to that of the paper, is appreciated. I will try to answer the additional questions he has raised. To begin with, the mill was fitted with six lifters of approximately one-quarter inch height. There has been extensive lab and plant level work to understand downstream influences of using dispersants like XFS-4272*. In sulfide ore processing, which is the area in which most industrial scale testing has been performed with this approach, neutral to positive influences have been observed. For example, positive effects (e.g., increased recovery) have been noticed in flotation operations involving ores that have a tendency to produce excessive slimes upon grinding. (1) Also, the use of a dispersant has been shown to demonstrate a positive influence on classification by improving the sharpness of separation and preventing a decrease in d50 value that usually accompanies increasing flow rates to classifiers.(2) The biggest potential downstream problem is in thickening, which at the dosages involved, has not been a problem in plant scale usage. The commercial price of dispersants like XFS-4272 is quite variable depending on source, concentration, etc, but a typical cost of XFS-4272 to achieve a 10% increase in throughput in industrial mills has been between 20 and 35- US per ton of feed ore (1981).

The Pebble Cu-Au-Mo deposit in southwest Alaska is one of the world's largest porphyry deposits. The western part of the deposit was discovered by Cominco America in 1987, who sold the project to Northern Dynasty Minerals Ltd., in 2001. Northern Dynasty discovered the high-grade eastern part of the deposit in 2004 and went into a 50:50 partnership with Anglo American PLC in 2007, forming the Pebble Limited Partnership (Lang et al., 2008). The Pebble Limited Partnership has continued to delineate the deposit through diamond drilling with the most recent resource estimate released in February 2010 (Pebble Limited Partnership, 2010). The Pebble deposit mineral resources comprise 5.94 billion tonnes of measured and indicated resources grading 0.78% Cu EQ, containing 55 billion pounds of copper, 67 million ounces of gold and 3.3 billion pounds of molybdenum. Also delineated are 4.84 billion tonnes of inferred mineral resources grading 0.53% Cu EQ, containing 25.6 billion pounds of copper, 40.4 million ounces of gold and 2.3 billion pounds of molybdenum (Pebble Limited Partnership, 2010). Resources are calculated using a 0.3% Cu EQ cutoff. GEOLOGY AND MINERALIZATION Deposit Geology The Pebble deposit is located in the Kahiltna terrane, between terminal strands of the north-east-striking Lake Clarke strike-slip fault. This fault represents an accretionary boundary and separates the Kahiltna terrane to the north-west from the Peninsular terrane to the south-east (Lang et al., 2008). The Pebble deposit represents a large magmatic-hydrothermal system centered on a group of 90 million year old porphyritic hornblende granodiorite intrusions. An east-west cross section through the southern part of the deposit (Figure 1A) shows the typical relationships between the various rock units which host sulfide mineralization. Sub-parallel ~96 million year old granodiorite and diorite sills were intruded into siltstones of the Jura-Cretaceous Kahiltna flysch. In the west, these sills were cut by a ~96 million year old alkalic intrusive complex composed of porphyritic monzonites and monzodiorites and related intrusion breccias (Bouley et al, 1995). The mineralized 90 million year old hornblende granodiorite intrusions cut all rock types and comprise four small stocks in the western part of the deposit and a larger pluton in the eastern part of the deposit. Recent deep drilling indicates that these intrusions coalesce at depth. The strongest porphyry-style mineralization is centered on the eastern granodiorite pluton and extends into the surrounding rock units (Figure 1A). The western half of the deposit crops out at surface, whereas the eastern side is un-conformably overlain by a cover sequence of Late Cretaceous to Eocene sedimentary and volcanic strata. The deposit was tilted 20º to the east during the Eocene.

A process has been developed for recovering the refractory metal values contained in mixed secondary source materials such as contaminated grinding wastes, oxides and sludges. The wastes are calcined with sodium carbonate in air to convert the refractory metals to water soluble Na2CrO4, Na3V04, Na2Mo04 and Na2W04. The base metals, Fe, Ni, Co and Cu, are converted to water insoluble oxides. An aqueous leach of the calcine effectively separates the refractory metals from the insoluble base metals. Co, Ni and Cu can be recovered from the oxidic residue by conventional processing methods. The leach solution is purified and then treated to recover the refractory metals as Cr203, NH4VO3, (NH4)6Mo7024?4H2O and H2WO4. The purity of the products is sufficient for their use in many metallurgical applications. The Na+ values in the leach solution are recovered as Na2CO3(or NaHC03) and are recycled to the calcination step. It is shown that the process can accommodate a wide range of feed compositions and generates a minimum of aqueous effluents.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. In late 1971, the Sun Company, then known as Sun Oil Company, acquired a large surface mineable federal coal lease with the thought that those coal measures within its boundaries would provide a future feedstock of either coal or coal liquification. Our Cordero lease was one of the last Federal coal leases let before the recent decade long leasing moratorium. Because of the tremendous demand for compliance steam coal for the electric power industry, a decision was made to develop the property to serve that market. In 1974, Sunoco Energy Development Company (SUNEDCO), the non- oil and gas energy unit of the Sun Company, began engineering studies for development of the lease. The mine was originally designed at a 12.0 million ton per year capacity. The Cordero Mining Company was formed to mine and operate the property. Construction of the facilities adjacent to the lease began in January 1975. Due to the Sierra Club versus Department of Interior Secretary L. B. Morton suit, work within the lease was delayed until mid-1976 when pre-stripping of the overburden began.

The Similkameen Copper Project located near Princeton, British Columbia, is operated by the Similkameen Mining Company Limited, a wholly-owned subsidiary of Newmont Mining Company. The orebodies for this project are located on both sides of the Similkameen River for which the project is named. The project involves the processing of an average of 15,000 STPD of andesitic ore, mineralized largely with Chalcopyrite, at an overall plant availability rating of 90 percent. Project life is nominally 15 years. Design for the plant and its ancillary facilities was undertaken by Bechtel Corporation with procurement and construction management by Canadian Bechtel Limited. Construction began in June 1970 and first ore was introduced into process in March 1972. This paper concerns itself only with the project tailing system. The processing plant is located on a bench of glacial stream gravels which overlooks the river canyon. This site represented the only relatively flat area of sufficient size to accomodate processing facilities near to the ore- bodies. Reference is made to Figs. 1 and 2 showing the relationship of project features in plan and profile.

In 1977, an article in World Mining (1) reported a total of 2726 rotary blast hole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher: Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item, to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to re¬ducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, five factors affect the rate of penetration. They are: 1. Bit selection 2. Weight on the bit 3. Rotary speed 4. Hole cleaning 5. Formation properties Of these factors, all but one may be control¬led by the operator. Looking at any one in detail may reveal possible improvements in the system. Cleaning the hole is a good place to start. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh, clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in re drilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole.

Relatively few longwall mines in the U.S. operate under multiple seam conditions where the two seams are less than 200 ft apart. This paper describes the experience of six that do. These operations are located in PA, WV and UT, and include examples of both undermining and overmining. Some operate above or beneath their own workings, others are in historic mining districts and must contend with abandoned mines that are decades old. The lessons that these mines have learned cover a broad range of topics, including: • Whether to stack gateroads or place them under old gob areas; • How to size pillars and select artificial support to cross longwall stop lines; • How to use yield pillars to minimize multiple seam stresses and coal bump potential, and; • When to anticipate the creation of pathways for gas, water, or oxygen between current and abandoned gobs.
