As Assistant Director for Program Support for the Office of Surface Mining Reclamation and Enforcement (OSM), a bureau of the U.S. Department of the Interior, I am responsible for the regulatory and abandoned mine land programs under the Surface Mining Control and Reclamation Act of 1977, which governs the environmental impacts of coal mining. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.

Several mineralogical prospecting techniques are used in diamond exploration. Most are concerned with identifying indicator minerals such as garnet and ilmenite, which are derived from mantle xenoliths hosted by kimberlites. The first goal of such prospecting is to locate kimberlite intrusions; the second goal is to identify the diamond-bearing kimberlites. Explorationists have worked much less on the indigenous kimberlite phases. The kimberlitic opaque oxides, ilmenite and particularly spinels, promise to be useful in discriminating between intrusion episodes in identified kimberlites, and perhaps in the evaluation and prediction of diamond grades. Several petrologists have showed that spinel compositions and zoning patterns are specific to certain intrusive facies in South African and Canadian kimberlites. Careful evaluation may indicate a correlation between spinel parameters and diamond content.

Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

Sphalerite is commonly floated in an alkaline environment and under such conditions the overall activation mechanism is obscured by the hydrolysis of Cu2+ and precipitation of Cu(OH)2. Electrokinetic and kinetic flotation tests show that the activation of sphalerite is a two-stage process; the activation products formed on the surface of sphalerite in near neutral and in alkaline solutions in the first rapid activation stage are "flotation-inactive". These layers, when formed in an alkaline solution, are unstable and are transformed into the "flotation-active" form in the second stage. However, the surface layers formed during activation in alkaline environment by copper in the presence of lead ions are very stable and even after a long conditioning time the flotation rate is not improved. Consequently, while both Cu2+ and Pb2+ activate sphalerite flotation, quite unpredictable effects may result when both are present in the solution.

This paper will discuss some of the more important aspects to be considered when selecting pumps for mill discharge, cyclone feed or other severe-duty applications Included will be the selection of the pump based on such factors as particle size, particle distribution, head, flow, temperature and pH Other specifics to be covered: The relationship of impeller speed, head and wear factors as they affect pump performance and wear life; the importance of selecting a pump whose performance curve best suits the application; and how the addition of service factors applied to the actual operating conditions can lead to severe operational problems such as premature wear, pump running out on curve, and exceeding horse power limitations.

Separation of particles on a table deck* results from differences in specific gravity, plus a number of other interrelated phenomena: size of particles; shape of particles; stratification (consolidation trickling); and hindered settling. The effective use of these factors may be controlled and aided by the following table adjustments: differential action of the drive or head motion; speed of motion; length of stroke; side tilt; end elevation; size of deck area; shape of deck; character of deck surface; riffle design; amount and distribution of wash water; feed water-to-solids ratio; feed rate; and feed uniformity. The typical concentrating table used in the US coal industry is essentially a rhombohedral-shaped deck supported by a suitable subframe. It generally slopes in the direction of the short axis, tilts upward at the refuse end of the long axis, and is differentially reciprocated in the direction of the long axis. This head motion tends to move the particles longitudinally toward the end of the table. At right angles to this movement, wash water (distributed along the high side of the table) tends to move particles down the slope parallel to the short axis of the table. Hence, the natural path of a particle on a concentrating table is from the feed box corner to the diagonally opposite corner of the deck (Fig. 1). There is a natural tendency for heavier particles to sink to the deck of the table and for lighter particles to stay nearer the surface. As a consequence, the heavier particles are carried further along the longitudinal axis since, being on or near the surface of the deck, they are more affected by the table's reciprocating action. The lighter particles, being at or near the top of the moving bed, travel slower in a longitudinal direction and thus separate from the heavy particles. Wash water and the diluting water in the feed cause lighter gravity particles to move down the short axis of the table. The feed material then fans out from the feed box, where it enters onto the table with heavy gravity particles moving in one direction and lighter particles moving in another. By properly adjusting all of the previously mentioned factors, a clear-cut separation is possible between high- and low-gravity particles, or between refuse and coal. Riffles are of great importance to tabling. They create considerably more capacity than is possible with smooth decks, and they are responsible for better separation accuracy. Particles in their downward movement along the deck's slope are delayed behind the riffles. Hindered settling, consolidation trickling, and other phenomena occur as the particles tumble over the riffles and stratification ensues. The heavier particles settle to the deck of the table and are trapped behind the riffles, thus insuring their positive movement toward the end of the table. Since stratification and separation of particles are not complete as a result of any one riffle, a series of riffles are used. The cycle of stratification and hindered settling is repeated from riffle to riffle. The result is purer products as particles fan out and progress forward and downward over the table. The smallest, heaviest particles stratify downward to the surface of the deck more quickly and are carried out by table movement toward the refuse end at a faster rate than coarse, heavy particles. "The construction of 6.3 km long central part of 2nd metro line in Warsaw was completed in September 2014 (7 stations - out of which three 25m deep stations - built using cut and cover method; two single-track tunnels constructed using four EPB TBMs as well as a short NATM section with soil freezing below the existing road tunnel). Central section of the 2nd metro line was opened to public after verification and testing in March 2015. Design and build tender for the extension of this line in East (three stations) and West direction (three stations) was announced with total length of running tunnels – approx. 5 km. Detailed description of a very complex geotechnical context, different construction methods, challenges encountered and solved during construction and finally lessons learnt on this interesting project are presented in the paper. DESCRITPTION OF THE PROJECT Introduction The very first concept plan of the metro system in Warsaw was designed several years after regaining independence by Poland in 1918. In 1929, following the geotechnical survey, design works begun, but the economic crisis of the 1930s stopped it. After a few years of break, in 1938 a coherent concept of the metro network was proposed to be implemented in phases over the next 35 years. In total, construction of 46 kilometers of metro, including 31 km of tunnels and 15 km on surface, was planned. Unfortunately, World War 2 made the implementation of those plans impossible. In the post-war period several metro designs were elaborated, but none except one was scheduled for implementation. Construction of the 1st, 23.1 km long, North-South line commenced in 1983 and finished in 2008 (Sieminska-Lewandowska et all. 2009). Nowadays, Warsaw covers the area of 517 km2 and, according to year 2014 statistical data, the city has much more than 1.7 million inhabitants. Only one operating metro line is not sufficient for such a populated city. Up-to-date metro plan, shown on Figure 1, includes also 30.5 km long 2nd metro line. It’s route is divided into four sections: Western Section with the length of approx. 9.2 km and 9 stations, Central Section with the length of 6.3 km and 7 stations, North-East Section with the length of 7.7 km and 6 stations, South-East Section with the length of 7.1 km and 6 stations. The construction of the central part of the 2nd metro line in Warsaw was completed in September 2014 and its operation started in March 2015. The paper focuses on challenges encountered and solved and lessons learnt during construction of the central part of the 2nd metro line in Warsaw."

Mining of a bedded barite deposit exposed highly pyritic siliceous sediments which have weathered and degraded subsurface and surface waters. The ph, sulfate, and total dissolved solids are the most seriously affected parameters. Several solutions were tried and eventually horizontal holes were drilled into the mine wall to draw down the water table and decrease the movement of groundwater through oxidizing zones opened up by the mining operation. Areas of surface disturbance were capped with layers of soil, bentonite, and gravel to decrease the infiltration of water into the disturbed areas. These actions have begun to decrease sulfate and total dissolved solids concentrations and increase ph values.

As indicated in the introduction to this paper, it is a sequel to that which I gave to the last annual meeting in Atlanta in march. This paper goes further into aspects of crushing and screening, primarily from the standpoint of circuit control. There has been little published by equipment manufacturers on this subject and this is the first paper on crushing circuit control to be sponsored by Allis-Chalmers corporation. By proper control over the use of crushing energy, we will be able to produce finished products from feed materials uti¬lizing minimum capital for the lowest cost of production. The subject will be discussed as follows. Firstly, we will look briefly at what we are trying to accomplish; Secondly, what is presently available in the way of technology; Thirdly, we will look at a suggested new system of control which will best fit the parameters of the normal crushing and screening operation; As a conclusion, I will summarize the advantages of the new system.

"INTRODUCTION In underground longwall coal mining, the mined-out areas or gobs frequently contain methane which can form explosive methane-air mixtures. Historically, there have been many events of mine fires and explosions recorded in the United States and other countries that have demonstrated the existence of such explosive mixtures, herein referred to as Explosive Gas Zones (EGZs), inside and around the perimeter of bleeder-ventilated longwall gobs (Loane et al., 1975; Lynn et al., 1986; Elkins, et al., 2001; McKinney et al., 2001; Dziurzynski and Wasilewski, 2012; Brune, 2013). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Several factors can induce EGZs outflowing from the gob, but the most common cause is the fluctuating barometric pressure. Atmospheric pressures change regularly every day but can fluctuate abruptly and become increasingly hazardous in adverse weather conditions. Other sudden pressure changes can result from roof falls, failing ventilation controls and fan outages. Any such fluctuation of mine ventilation pressure will disturb the pressure differential between the gob and the surrounding mine workings and may cause EGZs to outgas from the gob. The correlation between major mine explosions and abrupt barometric pressure changes has been studied and confirmed for explosions in coal mining countries including the United States, South Africa, Australia, and Poland (Hosler, 1948; Boyer, 1964; Kissell et al., 1973; Fauconnier, 1992; Hemp, 1994; Wasilewski, 2014; Belle, 2014; and Lolon, 2017). Disastrous mine explosions appear to happen more frequently during stormy weather, which, in the United States, typically occurs during the late fall and winter seasons. ROOT CAUSE AND EFFECT OF GOB BREATHING Gob breathing is the result of the pressure differential between gob internal and external pressures caused by external atmospheric pressure fluctuations that occur naturally as a result of gravitational and thermal forces in the atmosphere (Lindzen and Chapman, 1969). Other major and sudden pressure changes may be caused by fan failures, failures of ventilation controls or roof falls can also cause an unexpected gob breathing. Normal barometric fluctuations occur every day but usually do not pose an explosion risk as they occur gradually so gob pressures have sufficient time to equilibrate. More extreme fluctuations associated with cyclonic weather systems and storms often result in more rapid and larger drops or rises in barometric pressure (Hosler, 1948; Fauconnier, 1992). A study by Lolon (2017) found that the timing of historical mine explosions showed consistency with the occurrence of abrupt and intense barometric variations."

Mineral processing plant operators are faced with the necessity to choose between many different possibilities for plant improvement. Only a few such possibilities, however, can be tested on the industrial site. Steady-state simulators make it possible to assess the effects of several different flowsheet modifications in a few days, thus helping the process engineer to make his choice implement the solution that seems the most appropriate and check it. The example described here is the crushing and grinding circuit of the Shila Gold Mine, jointly owned by CEDIMIN SA and BUENAVENTURA SA, in Peru. Several possible modifications for the purpose of increasing capacity have been simulated and the results assessed in terms of technical quality, investment costs and energy consumption. The best solution indicated by the USIM PAC simulator was implemented and gave a 20% increase in capacity with a pay-back time of two months.

The Orchard Valley Mine, a large underground coal mine located in western Colorado, experienced a major mine fire during an idled Sunday on June 1, 1986. This mine had extensive problems with spontaneous combustion near the coal outcrop. Spontaneous combustion has been determined to be the probable cause of that fire. Preparing for a mine emergency was an on-going task. Once the emergency occurred, much of the preparation work was implemented and aided in controlling the situation. Later, the successes and shortfalls that arose from that emergency were analyzed for future course of action. This paper summarizes the activity that led up to the major fire, the handling of that emergency, the lessons learned, and the changes implemented.

Uncertainty estimates on coal resources were computed as part of the U.S. Geological Survey’s National Coal Resource Assessment study of more than 60 coal beds and zones in the Appalachian Basin, the Colorado Plateau, the Gulf Coast, the Illinois Basin, and the Northern Rocky Mountains and Great Plains. The estimates were made to provide zone specific measures of uncertainty on the historical categories of geological assurance, namely measured, indicated, inferred and hypothetical. Previous estimates were based solely upon distance from a drill hole. These new estimates incorporate site-specific variability and spatial correlation and indicate that there is considerable difference in variability within and between regions. Uncertainty estimates for the measured category are discussed in this paper.

A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser's stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.

As underground mine operations expand, the ventilation systems supporting them become complex. Complexity increases with periodic ventilation changes. New diagonal connections require a rebalance of resistance to maintain airflow in affected splits in the system. Incidents of mine fires and explosions have occurred in U.S. coal mines when diagonal connections resulting from ventilation changes have resulted in changing airflow directions. MSHA regulations prohibit the reversal of airflow and poor ventilation practice in general, but regulations cannot stipulate or recommend proactive preventative measures because every situation is different. This paper discusses the phenomenon of diagonal branches and recommends practical precautionary measures that can be taken to prevent airflow reversal in planned ventilation changes.

A laboratory experimental research project was conducted to evaluate the use of chlorine for the oxidative destruction of residual ammonia which may remain in ground water after in-situ uranium solution mining operations. The work tested the idea of the injection of high strength calcium hypochlorite solution into the mining zone to convert ammonia to nitrogen gas as a final clean-up process for ammonia removal from the ground water system. The paper details ammonia removal efficiency as a function of chlorine dose, reactant and product material balances, and how the concept may be used as a final ground water restoration process.

Borehole mining, as a viable concept for recovering deep sedimentary mineral resources, historically has been long on promise but short on results. Application of the technology seems best suited for recovery of Miocene phosphate resources on the East Coast of the US. These deposits are potentially enormous in scope and underlie sections of the coastal plain and the near offshore continental shelf. The landside portion of these deposits is generally too deep to mine using conventional open pit methods. Recovery of these minerals requires development of alternative mining systems. A significant proportion of the offshore resources appear to occur at depths below the practical limits of cutter suction dredges and may even exceed the limits of bucket ladder dredges. In most cases, these deposits are covered by overburden that must he removed and redeposited before the mineral section can be mined. The depth, thickness, composition of overburden and environmental sensitivity of a particular location would greatly impact mining system selection. It is probable that dredging would not be an environmentally acceptable mining method in many of the areas underlain by this phosphate rock. In cases such as these, new processes such as borehole mining must be evolved or the resource will remain undeveloped. A borehole mining test program, using an existing prototype borehole system, successfully extracted Miocene phosphate in northeast Florida in 1984-1985. The top of the main mineral zone was 80 m (261 ft) below the surface. Based on the results of this test program. plus subsequent laboratory testing and engineering studies, a new prototype borehole mining system was designed in 1986. This design incorporated several innovations of offering potentially higher productivity and lower power consumption than was achieved with the previous test unit. Economic restraints at that tine prevented the actual construction and testing of this new design.

During initial mining operations at the Colosseum gold mine, discrepancies between the average blasthole grades and mill-head grades were quite large. In December 1987, mill-head grades averaged 39% lower than corre¬sponding estimates from the blastholes. The correlation between average blasthole grade and mill-head grade had an r-value of 0.015. The magnitude of the discrepancy and the lack of correspondence between estimated and actual grades led to a series of investigations of the sampling system, the effect of blast movement of the ore, and the estimation methodology. The discrepancy between blasthole grades and mill-head grades had been reduced by about half on a percentage basis at the conclusion of these studies. Ongoing studies have produced changes that reduced this discrepancy to its present level of less than 10%. Geology The Colosseum mine is within the Clark Mountain mining district about 68 km (42 miles) southwest of Las Vegas, NV in San Bernardino County, CA. Gold mineralization at the deposit is hosted in two 152 m x 213 m (500 ft x 700 ft) interconnected, rhyolitic intrusive breccia pipes that intruded Pre¬cambrian crystalline basement rocks and overlying Paleozoic marine sedimentary rocks. Subsequent erosion (deroofing) of all of the Paleozoic section and a portion of the Precambrian section has exposed the pipes to the present level (probably a significant depth in the original breccia pipe system). Lithologies exhibited within the breccia pipe complexes include rhyolitic felsite, and breccias of felsite and wall/ country rock. Breccia types grade from felsite plus Precambrian granite-gneiss fragments in an aphanitic felsite matrix to crosscutting breccias of felsite, Precambrian granite-gneiss, and Paleozoic sedimentary rocks in a matrix of finely comminuted material of the same composition. All the lithologies in and around the breccia pipes exhibit moderate to intense quartz-sericite-pyrite alteration, with sericite and pyrite the dominant visual alteration minerals. Gold at the Colosseum mine is generally submicroscopic and associated with sulfide mineralization, chiefly pyrite. It occurs as free gold, with minor alloyed silver. It is primarily in contact with pyrite in fractures or along pyrite grain edges. Secondarily, it appears as isolated particles in quartz and other gangue minerals but spatially always close to pyrite, and rarely as particles encased in euhedral pyrite. The pyrite mineralization and minor base metal sulfides occur in three distinct styles: as disseminations, as open space or vein/fracture filling, and in breccia clasts replacing dolomite. The pyrite megascopically ranges from absent to 30% of rock volume within the breccia pipes. Although the gold at Colosseum is apparently spatially and geochemically associated with pyrite, there is only a general proportional relationship between pyrite content and gold content. Sometimes, a high volume percentage of pyrite has only geochemically anomalous gold. This makes visual pyrite only a general grade control tool and not a specific tool. This further makes the ore control process at Colosseum all the more difficult. Initial grade control procedure Initial grade control was based on blasthole samples collected in two stages by an "automatic" sample collection device (rocket sampler). A sample was collected for the top 3 m (10 ft) in a hole. The bag was then changed so that a sample was collected for the lower 3 m (10 ft). Each sample was prepared and fire assayed to determine the grade. Large discrepancies were sometimes noted in the assays of top and bottom samples. The samples were averaged together and a plot was made showing the blasthole locations and their associated grades. Discrimination between ore and waste was based on as-

The Occidental Oil Shale mining and retorting system for the production of shale oil has many advantages over the conventional underground mine and surface retort systems. For example only a portion of the oil shale is mined and transported to the outside, where it blends with the existing shale talus found on most of the slopes in the immediate area. The retorted spent shale is retained underground so that it does not become a surface disposal problem. The process consumes only minor amounts of water which is produced in adequate amounts in the retorting to fulfill all mining operations needs without outside supplies. Noise and dust levels are kept to a minimum with most of the facilities located underground. The exception being the generating stations and facilities as required to monitor air and water qualities, and last but not least, more than four times as much oil is pro¬duced from a given acre than from conventional surface processing. With the increased thicknesses as available on the government monopoly area this number could be increased by a substantial amount.

"Coal, iron and manganese ore samples were exposed to different ultrasonic intensities of 250, 300 and 350 W/L for five minutes and to an ultrosonic intensity of 270 W/L for different time durations of 3, 5 and 7 minutes. The ultrasonically treated samples showed reductions in D80 particle diameters of 6 percent for the coal samples, 5.95 percent for the iron ore samples and 35.63 percent for the manganese ore samples during grinding. The ultrasonic treatment was also observed to assist in reducing ash content in the coal product by 8 percent and to reduce manganese losses in rejects by about 5 percent. Ultrasonic treatment was concluded to be capable of assisting in the comminution of friable ores more prominently than the hard and porous materials.IntroductionComminution is an important unit operation in the mineral-processing, cement-making, powergeneration and pharmaceutical industries. But most of the milling technologies are considered to be energy inefficient, with less energy consumed in real size reduction and most of the energy consumed in the machine. This is more critical for the mineralprocessing industry because of the growing need to exploit lower-grade ore bodies and process rejects (Blazy et al., 1994; U.S. Department of Energy, 2005). Low-grade ores require crushing and grinding to liberate the valuable minerals, which are further separated from gangues by various beneficiation methods such as gravity separation, flotation and leaching. Various studies have been carried out to minimize energy consumption during milling by developing pretreatment methods that can initiate new fractures or improve the fracture density in materials before comminution. These studies were mainly focused on chemical additives; thermal, ultrasonic and microwave treatments; and electric disintegration (Klimpel and Austin, 1982; Norgate and Weller, 1994; Bearman, Briggs and Kojovic, 1997; Gaete-Garreton, Vargas-Hermandez and Velasquez-Lambert, 2000; Kumar et al., 2010; Wang, Shi and Manlapig., 2011, Singh et al., 2012).The fragmentation effect of ultrasonic fields in solids has been investigated since the 1950s, and Gärtner was probably the first researcher who attempted it (Gaete-Garreton, Vargas- Hermandez and Velasquez-Lambert, 2000). Sound waves can propagate in solids in the form of longitudinal waves, shear waves and surface waves, and in thin materials as plate waves.In surfaces, fractures and interfaces, various types of elliptical or complex vibrations of the particles make other waves possible. During ultrasonic-vibration treatment, cavitation bubbles nucleate, grow and collapse, generating microjets, whose impacts on the particles initiate microcracks. The ultrasonic waves can enhance the nucleation, growth and coalescence of flaws, caused by tensile or shear stress. The mechanisms operating in the materials and inducing these stresses have been identified as spall and compression-induced tensile microcracks, nucleating at preexisting flaws. These mechanisms are driven by the shock wave and cavitation effects in the surrounding fluid (Chen, Huang and Shih, 2003)"
