25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. At the Beckley Mine in southern West Virginia, forecasting unstable roof conditions in advance of mining is accomplished by using a rating system that combines historical information on mine roof failures with known mine geology. Failure frequency rates are derived for each category of roof rock composition, unit thickness, structure, and extraction ratio. In this manner, known geological environments are rated according to instability based on actual experience. Drill hole control and geological interpretation provide the basis for forecasting unstable conditions beyond working faces. The forecasting technique has assisted mine management in reducing fall frequencies by 80% over the past two years compared to the first five years of operation. This reduction in fall frequency was accomplished by modifying the plan of advancing sections to minimize mining exposure to unstable roof conditions.

A three-way research program, facilitated by the U.S. Bureau of Mines Generic Institute funding, conducted by Hecla Mining Co., Spokane Research Center of the Bureau and the University of Idaho, shows that a cooperative effort to solve difficult mining problems should be considered. A five-year plan to change an overhead cut-and-fill mining system to a longwall undercut-and-fill involves more than twenty people from three organizations. The investigations will eventually include, ground stress, stress analysis, fill selection placement and compaction, ground and fill support, underhand mining and materials handling, access, ventilation, equipment selection and synthesis and operations and cost simulation.

This paper is a presentation of findings based upon an econometric model of the world zinc industry. The model was developed as a simple but useful aid for long-run forecasting and planning purposes. A structure was developed for both simulating real zinc price effects on production and consumption, and for forecasting long-run annual zinc prices and supply/ demand levels. Moreover, a methodology is provided to incorporate the effects of: (1) historic technological advances in zinc supply, and (2) the development of the competitive plastics industry. Finally, reduced form equations are used to generate ex post forecasts to evaluate the model's performance.

The study upon which this paper is based was completed by Battelle's Columbus Laboratories for the U.S. Army Corps of Engineers in 1974. It is but part of an overall effort by the Corps to evaluate the costs and benefits to the nation of waterway improvements. This study is primarily concerned with future coal markets for production from those counties near the Wabash River in the heart of the Eastern Interior Province. An objective here is to consider a most pessimistic energy (and hence, coal) demand for planning purposes.

The importance of increasing the world's mineral production to help solve our food and energy problems has been widely discussed. Improved surface mining methods will be needed to meet these needs. This paper reviews the modern horizontal drilling and blasting methods which can increase the productivity and lower the costs of I surface mining. A substantial decrease in the number of blast holes required, total footage of blast hole required and amount of explosive used has been realized by many mining companies using this method. Applications of this method are presently in large coal surface mines. However, similar gains are possible and probable in open pit mining of copper and iron.

Long-term stability, appropriate taxation and incentive policies are essential to attract and stimulate investment in the mineral sector. An outline of Ontario's $4.6 billion industry and associated tax incentives is presented. Producers are offered incentives under The Mining Tax Act, federal and provincial income tax acts for exploration and development by reducing Me after tax cost to 13-25¢ for each dollar spent. The Mining Tax Act provides generous processing incentives which have positive effects in enhancing investment and economic advantages of building processing facilities. Non-mining companies and entrepreneurial individuals can receive 25% of eligible exploration expenditures in grants/tax credits under the Ontario Mineral Exploration Program.

The Pocahontas Coal Field consists of eight mineable seams of low-volatile coal in southern West Virginia and Virginia. The deeper seams, especially the Pocahontas No. 3 and No.4 Seams, under heavy cover and below drainage are notoriously gassy. Methane in the Pocahontas Field is generally thought of as being confined in the coal itself, rather than in mud slips or clay veins. Furthermore, it is characteristic of Pocahontas coal to retain its gas until the coal is broken and removed from the solid. Because of this inability for gas to escape from unmined coal, entries developed around large blocks are seldom of significant value in bleeding off methane before pillar extraction begins. This is evidenced by the fact that it is not uncommon to find gas liberated during the mining of chain pillars and barriers which have been developed for several years. The Pocahontas Fuel Company develops almost all solid coal by conventional methods with shuttle car haulage. To provide the maximum productive capacity without compromising ventilation and safety requirements, the Company has adopted standards for ventilating 5, 6 and 7-entry sections.

Silverton was the queen city of the western mining towns in the early 1900s. Located high in the San Juan Mountains, the town constantly grew and changed. Yet, it was subject to the vagaries and whims of economics, politics and disasters, natural or otherwise. Breweries, smelters and sawmills serviced Silverton's swelling mining population, which reached several thousand at its peak. Two trains a day ran from Durango to Silverton, in addition to trains running from Silverton over the top of Red Mountain on to Ironton. They ran up Cement Creek to the little town of Gladstone and up the Animas River Valley to Howardsville, Eureka and Animas Forks. During these prosperous times, construction flourished. There were plenty of wooden structures, and many of these stand today. The first brick buildings were built by bricklayer Patrick Stanley in 1877. It took quite a while for the first car to arrive. Almost 28 years passed from the coming of the first train to the arrival of the first car. It was brought over 3,840-m (12,600-ft) Stony Pass from Creede, CO, in an incredible journey retold years later by Louis Wyman. "Dad's daydreams were not the idle musings or the fantasies of a mystic," Wyman said. "They had a way of erupting into reality. He advocated and built good roads," he said. "During the summer of 1910, he was up to his sweatband in a project that took in half the state of Colorado. He envisioned an automobile highway, unheard of at that time, running southwest from Denver through the scenic grandeur of the high Colorado Rockies. The road would traverse a thousand miles or more of the state's finest recreational land finally circling back to Denver. Years later, when all of the county roads had been connected, it became known as 'Colorado's Thousand-Mile Circle Route.' Of course, Silverton and the San Juans were bright stars along the way."

Impervious zones in copper waste heaps create a problem in contacting the rock with leaching solutions. These zones are normally associated with compacted layers .formed on the surface of each lift by dump truck traffic and by disintegration of the rock exposed to atmospheric conditions. These layers are usually only a few feet in depth--but, nevertheless, act as barriers to vertical flow causing the leach solution to perch in the heap, Consequently, much of the rock remains untouched and the leach solution breaks out the side of the heap instead of continuing downward to bedrock. One solution to this problem is breaking the hard pans with explosive charges. However, to use explosives means adopting new explosive materials and methods. To use this process successfully requires finding answers to operating conditions inherent to waste heaps. Foremost among these are: (1) type and size of casing that can be used because of limitations brought about by drilling problems, caving and, corrosive conditions; (2) perforating the casing at required levels; (3) an explosive capable of being pumped; (4) obtaining detonation of the, main charges through, the wail of the casing; (5) an explosive with the ability to propagate through the voids of the rubble and one which is not affected by water, acidic solutions, or back pressure conditions from hydrostatic heads; (6) to heave and rupture the compacted zones without chambering or recompressing the waste material.

In order to filter small amounts of fine slimy solids the reversible cake-filtration process was developed. The filterable solids contents lion in feeds can range from less than 1 ppm up to about 5%. The relative advantages of this process, are usually the greatest in the range of 0.05% to 1.0% filterable solids. Filterable solids that average in particle size about 20 microns& are non-compressible are very easy for this filtration process. Some feeds have been all sub-micron in particle size. A 1/8 inch thick cake is considered to be very thick. The usual cake is between 13/2 and 1/16 inch thick. A new line of injection molded plastic filter plates were developed for use with the reversible cake filtration process. The first commercial sized installation of this system was made 3 years ago in the Wakefield Y.M.C.A. swimming pool. Over 70 filters ranging in size from one plate to 63 plates have been produced. In addition to the process advantages there are the low cost and corrosion resistance advantages of the plastic plates.

This paper examines new copper production from waste-grade ore using Blue Planet Strategies’ DEMET™ (Dynamic Electrode Mining Effluent Treatment) technology, which aims to bridge the practical weak pregnant leach solution (PLS) processing gap in heap leach-solvent extraction/electrowinning (SX/EW) operations by electrochemically removing metals from weak streams and generating product streams strengthened in target metals in a functional analog to SX. Weak PLS treatment was studied and used to estimate the economic and production impacts for a representative hypothetical brownfield copper heap leaching and DEMET-augmented SX/ EW operation to utilize "waste ore." Copper removal at 86% plating efficiency to below 0.1 g/L copper with power consumption of 0.55 kWh/lb copper and product strengths of over 10 g/L copper are presented. Modeling yielded approximately $2/lb total copper production and = $1/lb treatment costs with an immediate operation gross margin increase of 12% for the augmented brownfield. Potential mine life extension with an average 38% gross margin on "waste ore" augmented production at copper values of $3.25/lb was also indicated.

The Bureau of Mines is investigating the leaching of phosphate values from Florida phosphatic clay wastes using sulfuric acid (H2SO4) as the leaching agent and methanol as the solvent. Acid-alcohol leaching studies were done using pure crystalline apatite to investigate potential causes for low extractions. It was found that a barrier layer formed on the surface of the apatite. Initial discovery of the barrier layer was made by analyzing pure apatite samples before and after leaching using an optical microscope. Subsequent Fourier Transform Infrared (FT-IR) analyses proved the coating was calcium sulfate hemihydrate (CaSO4-1/2H2O) and that unreacted apatite existed beneath the coating. Scanning electron microscope (SEM) photographs depict the CaSO4-1/2H2O morphology as long slender crystals adhering to the apatite surface. It was also shown that grinding the leached tailings and leaching again in the H2SO4-methanol system resulted in additional phosphate extraction.

The addition of dolomite to iron ore pellets improves their high-temperature reduction properties primarily by increasing their reducibility and raising their softening temperature. In this study we prepared dolomite-fluxed pellets from three different concentrates; Hibbing, a magnetic taconite, Knob Lake, an earthy hematite; and Carol Lake, a mixture of specular hematite with magnetite. The composition n of the concentrates is given in Table I. The pellets were subjected to standard physical tests and the following reduction tests: low temperature degradation, swelling, softening, and thermogravimetric analysis. Petrographic examination and electron microprobe analysis allowed us to evaluate the effect of composition and firing on the phase assemblage. Further, we were able to interpret the test results in terms of chemistry and microstructure. This approach enabled us to determine which fluxed composition best suited each of the concentrates.

Biohydrometallurgy originated, some forty years ago, from an environmental problem, namely the serious pollution of the Ohio river by acid drainage water coming from neighboring subbituminous coal mines. Studies aimed at elucidating the cause of the intensive oxidation of the iron sulfide (pyrite) inclusions of those coals, led to the discovery of a bacterium, Thiobacillus ferrooxidans (Temple and Colmer, 1951), capable of acting as a catalyzer, accelerating the otherwise very slow chemical oxidation of iron sulfide to rates many orders of magnitude higher. However, it is now recognized that the biotechnology of microbial mining dates back to 1963, when the ability of this bacterium to solubilize copper from sulfide ores was ascertained (Razzell and Trussell, 1963). Much research has been carried out on biohydrometallurgy over these last 25 years and is still being actively conducted all over the world. The interdisciplinary nature of this young branch of science and technology is reflected by the variety of experts involved: microbiologists, mining engineers, hydrometallurgists, physico-chemists, mineralogists, solid-state physicists and biochemists. This intensive research effort has provided a solid background on the fundamentals of this technology, although many important issues have still to be solved, amongst which the enzymatic mechanisms controlling biocatalysis of mineral sulfides dissolution, the influence of bulk- and surface solid-state physics of metal sulfides on dissolution mechanisms, the interaction of the various strains composing natural microbial floras. Their elucidation should permit the rationalization of biohydrometallurgical techniques and the optimization of commercial processes. Biohydrometallurgy has already achieved satisfactory results: copper recovery from submarginal copper sulfide run-of-mine ores (i.e. assaying less than 0.3% Cu) by in-situ, dump and/or heap leaching is successfully practised in many countries and uranium recovery through bioleaching is competitive with other leaching processes.

Mining of molybdenum at Questa, New Mexico has been accomplished by block cave methods since August, 1983. As caving progresses, a periodic geologic evaluation is made of the rock-types present in finger raises on the Grizzly Level of the mine. The production maturity of the cave can be monitored by relating this data to geologic cross-sections through the ore body. The draw point mapping program is a simple and effective tool that is used in making draw control decisions at Questa.

Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

As Florida phosphate mining gradually moves from the Bone Valley formation to the Hawthorn formation, a greater portion of the minable deposit contains dolomitic diluents which result in lower product grades that can be detrimental to the production of phosphoric acid for fertilizer uses. One beneficiation technique found applicable to the phosphate pebble size range (3 X 16 mesh) is heavy media separation using suspensions of magnetite and ferrosilicon. As part of an ongoing investigation of dolomite removal technology, a pilot heavy media cyclone system was constructed by IMC and used in the testing of a variety of drill core composites and hulk samples. The results of these tests were used to develop a predictive model for heavy media cyclone separation based on pebble fraction assays and heavy media operating parameters. This model is currently being used in the evaluation of specific future mining areas.
