Voluminous deposits of commercial-grade phosphate occur in sedimentary strata in a 350,000 km2 (135,000 mi2) area of the middle Rocky Mountains of North America known as the Western Phosphate Field. The Permian marine strata that host the phosphate were deposited on the western margin of the North American craton and subsequently deformed, first by folding and thrust faulting of the Laramide orogeny, and then by Cenozoic Basin and Range block faulting. Carbonate fluorapatite is the primary phosphorus-bearing mineral. Organic matter is abundant in some strata, and both biogenic and non-biogenic pyrite are also present. Certain strata are enriched in several trace elements, especially in arsenic (As), cadmium (Cd), chromium (Cr), copper (Cu), molybdenum (Mo), selenium (Se), vanadium (V), uranium (U), and zinc (Zn). Phosphate has been mined from the Western Phosphate Field for nearly 100 years. Phosphate mining and processing constitutes the largest mineral industry of Idaho, producing more than $600 million in processed mineral value in 1997. Resource management agencies, phosphate producers, and others are concerned about the release of Se from phosphate mine wastes, especially at Maybe Canyon, and the potential effects that Se and other trace elements may have on the environment and on human health. U.S. Geological Survey (USGS) Mineral Resources Team scientists initiated a multidisciplinary study of the Permian Phosphoria Formation and related rocks in the south- eastern Idaho sector of the Western Phosphate Field in response to a request by the U.S. Bureau of Land Management (BLM). Studies to date reveal that Se is present in several phases, including native Se, and in an as yet unidentified form, possibly an organo-Se compound. Selenium is also present in pyrite and sphalerite. Selenium concentrations range from 1.2 to greater than 1,000 parts per million (ppm) in samples collected from exposures of the Meade Peak Phosphatic Shale Member of the Phosphoria Formation (Meade Peake) at Enoch Valley. The results suggest that Se concentrations vary spatially across strata and with depth, perhaps comparable to spatial variations of phosphate and organic carbon concentrations throughout the Western Phosphate Field demonstrated in previous studies. Some Se-enriched strata may be of adequate dimension to allow selective extraction during mining. Such units could be handled separately from the main ore process or waste streams and isolated in order to reduce the potential for release of Se to the environment

The effects of additives, sodium hydroxide, sodium carbonate, sodium oleate, oleic acid and polyacrylic acid, on stirred media milling of limestone have been investigated. The results are evaluated in terms of specific surface area, specific energy and energy efficiency as a function of additive dosage, polymer molecular weight, solids concentration and relevant operating variables. Use of additives generally results in changes in specific surface area and energy efficiency, while under certain conditions a more than 100% increase in these parameters can occur. Relevant interfacial properties have been measured and milling mechanisms involved are explored particularly in terms of the effect of additives on the flow patterns at higher solids concentration.

Construction activities range from conventional shaft, slope, tunnel and chamber excavation through state-of-the-art mechanical excavation, ground freezing, standard support and structural concrete operations. Conventional excavation and concreting equipment, as well as raise boring machines, road headers, tunnel boring machines, and freeze plants are owned, operated, maintained and modified "in-house" to suit the needs of individual projects. The balance of this paper wilt present a general overview of the Frontier-Kemper planning and construction operations on the recently completed Phase II of the U.S. Army Corps of Engineers, John Day Dam, Juvenile Fish Bypass Project. In addition to coalbed thickness and basic coal quality data, coal drill cores can produce design data for coal beneficiation processes. To generate design data, a coal drill core should be reduced from its original cylindrical form to a particle size distribution and composition that represents (with the possible exception of top size) a raw coal process stream. Reducing a coal core with a crushing machine rarely accomplishes this representation. This investigation employs drop-shatter impact breakage followed by dry batch tumbling in a steel cylinder rotated about its transverse axis to characterize the core in terms of first-order and zeroth-order break- age rate constants, which are indices of the propensity of the coal to degrade during handling. To reduce composition variables and conserve difficult-to-obtain coal cores, the initial drop-shatter and dry-tumbling tests were done with synthetic cores. Then, cores from three coal beds, Illinois No. 6, Upper Freeport and Pocahontas No. 5, were tested. Comparison of a crushed drill core and a drill core prepared by drop-shatter and tumbling indicated that the size distribution and size fraction composition of the drop-shattered/tumbled core more closely resembled the plant feed.

The Office of Mine Safety and Health Research (OMSHR) investigated ways to increase mine airflow to underground metal/nonmetal (M/NM) mine working areas to improve miners? health and safety. One of those areas is controlled recirculation. Because the quantity of mine air often cannot be increased, reusing part of the ventilating air can be an effective alternative, if implemented properly, until the capacity of the present system is improved. The additional airflow can be used to provide effective dilution of contaminants and higher flow velocities in the underground mine environment. Most applications of controlled recirculation involve taking a portion of the return air and passing it back into the intake to increase the air volume delivered to the desired work areas. OMSHR investigated a Nevada gold mine where shaft rehabilitation was in progress and one of the two main fans was shut down to allow reduced air velocity for safe shaft work. Underground booster fan operating pressures were kept constant to maintain airflow to work areas, inducing controlled recirculation in one work zone. Investigation into system behavior and the effects of recirculation on the working area during times of reduced primary ventilation system airflow would provide additional information on implementation of controlled recirculation into the system and how these events affect M/NM ventilation systems. The National Institute for Occupational Safety and Health monitored the ventilation district when both main fans were operating and another scenario with one of the units turned off for maintenance. Airflow and contaminants were measured to determine the exposure effects of induced recirculation on miner health. Surveys showed that 19% controlled recirculation created no change in the overall district airflow distribution and a small reduction in district fresh air intake. Total dust levels increased only modestly and respirable dust levels were also low. Diesel particulate matter (DPM) levels showed a high increase in district intake mass flow, but minor increases in exposure levels related to the recirculation percentage. Utilization of DPM mass flow rates allows input into ventilation modeling programs to better understand and plan for ventilation changes and district recirculation effects on miners? health.

Research methods to develop an economic model for the determination of regional mineral advantage are discussed. An industrial complex conceptual framework is used to study potential mineral resource outputs of Kansas. A procedure for making a comparative cost analysis of potential outputs for a Kansas-based industrial complex is outlined and illustrated. Methods for estimating aggregate demand and for developing an input-output matrix for a hypothetical limestone complex are explained. The input-output matrix is expressed in physical units. A computer algorithm for converting physical production data and input cost data into total cost per unit of output information is briefly explained and flowcharted. Limitations and usefulness of this procedure in determining regional advantages are surveyed.

Galvanic contact, occurring between electricall y conducting minerals in flotation pulps, may affect the nature of mineral surfaces and influence their floatabilities. Rest potential and galvanic current measurements were made on an electrode combination of pyrite and pyrrhotite under nitrogen, air and oxygen aeration conditions, and the results were correlated with their oxygen-consuming characteristics and flotation behaviors. The galvanic contact improved the floatability of pyrrhotite, but adversely affected that of pyrite. Auger electron spectroscopy, x-ray photoelectron spectroscopy and scanning electron microscopy indicated that the formation of hydroxide or oxide and sulfate species of iron on pyrrhotite decreased whereas that on pyrite increased when these minerals were held in contact. An electrochemical mechanism was proposed for the observed behaviors.

A geostatistical approach is proposed for the design of infill drilling programs. The method consists of the following four major steps: developing geological favorability models, delineating mineralization and ore envelopes, classifying resource potentials, and designing infill drilling patterns. Geological modeling develops the permissible geological zones in which infill drilling is designed. Modeling mineralization and ore envelopes establishes criteria on the potential blocks to be drilled. The blocks that are included within the ore envelopes are considered in the infill drilling. The following four types of resource potentials are used in this analysis: measured, indicated, possible and barren. Blocks in the indicated category are the top targets to be confirmed in infill drilling. Blocks of possible resources may be considered exploration targets. The algorithms involved in the analysis include indicator favorability analysis, indicator kriging and ordinary kriging. A case study on a gold deposit of the Carlin type is presented to demonstrate the methodology. The deposit was originally delineated by a sparse drilling program with about 230ft of average spacing. The infill drilling design, based on the new method, suggests a significant reduction on the number of holes from a regular-grid infill drilling pattern.

Introduction Operation is underway at the Dutch Creek No. 1 mine of the first US longwall panel to be mined under the cooperative agreement between the US Bu¬reau of Mines and Mid-Continent Resources. The 244-m (800-ft) wide longwall face is part of a multilift longwall demonstration. A 3-m (10-ft) top slice is being extracted from the 8.5-m (28-ft) coal seam. This occurs in an area of the property where the Coal Basin A and Coal Basin B beds have come together to form one seam. This face, longest ever operated in the US, is being worked on an advancing longwall system. During the first months of its operation, this longwall face has been very productive and safe. Mid-Continent Resources operates two coal mines in the Coal Basin, located in the White River National Forest near Carbondale, CO. The Colorado Fuel and Iron Co. originally opened this property in 1895, and conducted a small mining operation for 10 years on the north rim of the basin and then abruptly shut down. Mid-Continent began operations in 1956, after the Coal Basin fields had lain idle for about 60 years. Operations commenced at the outcrop of the Coal Basin B bed situated at the 3-km (10,000-ft) elevation. At this time, coal was produced from Coal Basin A and Coal Basin B seams in the area. Since 1981, operations have been centralized at two mines, the Dutch Creek No. 1 and the Dutch Creek No. 2, both located in the center of the basin. Since 1981, Mid-Continent has shifted its emphasis to longwall mining as the primary method of production, and each of these mines is equipped with state-of-the-art longwalls using shields as the method of roof support. A 4-km (13,000-ft) long twin-bore rock tunnel is being driven at a lower elevation of 2.4 km (8,000 ft) to intersect the coal seams at depth, as they dip 12° in a westerly direction. This tunnel will enable the company to reduce costs by replacing trucks with conveyor belt haulage (Fig. 1). Mid-Continent began longwall operations in May 1976 with the US's first modern, mechanized advancing longwall face, using chocks. In August 1978, a second advancing longwall face was started. Results from two faces showed that the mining system could be used effectively to manage the difficult conditions encountered in both the Dutch Creek No. 1 and the L. S. Wood No. 3 mines. Unfortunately, low productivity and high costs plagued the company's advancing faces. The problems resulted principally from major equipment failures, poorly designed chocks and face conveyors, and the lack of an efficient, cost effective system for building packwalls. Flushing of rock between chocks and roof control were also major problems. In Sept. 1979, Mid-Continent and the US Bureau of Mines entered into a cooperative agreement to demonstrate the feasibility of mining thick coal seams using the multilift longwall mining method. Two lifts are to be used to mine the 8.5-m (28-ft) thick coal seam in Dutch Creek No. 1 mine. The Bureau provided mining equipment for 180 m (600 ft) of longwall face. This included the shields, face conveyor and drive units, shearing machines, panel belt, and stageloader. As a result of previous experience in advancing longwall mining, Mid-Continent purchased an additional 60 m (200 ft) of face, including roof supports and an additional face conveyor. The introduction of nitro-carbo-nitrate (NCN) blasting agents has been one of the most significant innovations in the explosive industry in the last twenty years. The most commonly used blasting agent is a rather narrowly proportioned mixture by weight of 94% ammonium nitrate (AN) and 6% No. 2 diesel fuel oil (FO) that is generally designated as ANFO. Other formulations have been developed but none of these have been as extensively used as ANFO. The relative safety of the nitro-carbo-nitrate (NCN) blasting agents almost immediately suggested bulk loading techniques to obtain economies in materials handling. The first attempt at bulk handling was to pneumatically load boreholes with ANFO. When the initial experiments were made in 1957, it was apparent that there were three problem areas which needed study to minimize potential hazards. These were: 1. Static Electricity 2. Fumes 3. Safe Handling Procedures Since those early days, considerable work has been performed in evaluating these problem areas and in arriving at procedures and recommendations that would provide the required safety. Despite the relative insensitivity of ANFO type products, all normal practices for the safe handling of explosives should be obselved. Smoking should not be tolerated in the vicinity of blasting agents and misfires should be handled in the same manner as a misfire with a dynamite charge. The purpose of this Technical Report is to discuss the problems of static electricity and fumes and the solutions that have been developed. Safe handling procedures have been discussed by the Bureau of Mines and are specified by various state and local regulations. Since regulations vary from state to state, the local, applicable regulations must be followed within the area of their jurisdiction. General information is contained in a U. S. Bureau of Mines report, IC 8179, "Safety Recommendations for Sensitized Ammonium Nitrate Blasting Agents" (1963).

INTRODUCTION The U. S. Army Corps of Engineers is developing chemical explosive excavation as a construction technique for use on Civil Works projects. Large chemical charges are being used in multiple charge arrays in a variety of media and topographic situations to achieve actual construction projects. The target is the development of chemical and nuclear explosive excavation as an accepted cost-competitive construction technique. Military research using explosive excavation is also being conducted to apply this technique to military engineering for combat purposes and to military construction. The information gained from both the civil and military research is integrated into the overall development of explosive excavation. This research and development work is being conducted under the auspices of the U. S. Army Engineer Waterways Experiment Station Explosive Excavation Research Laboratory (EERL) located at Livermore, California. This organization was formed in 1962 as the Nuclear Cratering Group (NCG) to carry out the Corps of Engineers (OCE) portion of a joint agreement with the Atomic Energy Commission (AEC) to develop nuclear explosives for construction purposes. The AEC, through the Plowshare Division of the Lawrence Livermore Laboratory at Livermore, California, has been responsible for developing nuclear explosives, conducting nuclear cratering experiments, developing nuclear safety information, and developing methods for predicting the shape of the craters. In response to a request from the Mine Safety and Health Administration, the Bureau of Mines has recently completed a respirable dust survey of 18 U.S. coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure of workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than 2 hours.

INTRODUCTION A physical separation partitions a stream of particles into two streams - one containing a concentration of a desirable constituent; the other containing a defficiency - on the basis of a difference in physical properties. Separating ores into concentrates of increased grade and gangue minerals has been practiced for thousands of years. Physical properties of materials which have been used to achieve separations include size, relative density, shape, magnetism, surface charge, color, characteristic emission, resilience and strength. The study of physical separations has also been termed attribute tracking. The term attribute is used to describe the content of the material of interest, or, sometimes, properties not used as a basis of the separation. Two major events highlight recent developments in US ore and coal ports: completion of the last series of modern taconite pellet transshipment facilities on the Great Lakes; and modernization and construction of coal ports, particularly on the East and Gulf Coasts. The New Taconite Transportation System To reduce raw material transportation costs, a fleet of new generation high-capacity 304-m (1,000-ft) self-unloading vessels were built to carry iron ore pellets from the Minnesota-Michigan iron ranges to the steel plants on the lower Great Lakes. Existing port facilities had to be modernized, revised, or completely rebuilt to accommodate these large vessels. Some of these were Burlington Northern's Allouez, WI, loading dock; Duluth, Missabe & Iron Range Railway Co.'s Two Harbors, MN, facility; Republic Steel's Lorain, OH, facility; and Chessie's Toledo, OH, dock. Allouez and Two Harbors receive taconite pellets from unit trains and load them onto large vessels either after dumping or via a large stockpile and reclaim system. The Lorain facility receives iron ore pellets from self-unloading vessels' discharge boom conveyor and reloads the pellets into rail cars or small vessels destined to inland steel mills. The Toledo facility receives Armco pellets from vessels, stockpiles them through the winter, and reloads into unit trains destined for Armco's mills along Chessie's rail tracks. Burlington Northern's $75-million Allouez pellet dock, completed in June 1977, was built to receive pellets produced by Hibbing Taconite Co. and National Pellet Plant in Minnesota, stockpile them through the winter when the lakes are frozen, and load them into 304-m (1,000-ft) vessels in the shipping season. As much as 10 Mt (11 million st) of pellets may be stockpiled within the loop track. A 6-km (4-mile) long conveyor system connects the stockpile area and the dock. Thirty-six new concrete silos were built on the dock to house 2 kt (2,000 st) each of pellets before shiploading. The $35.5-million expansion of the Two Harbors transshipment facilities began shiploading in July 1978 after ground breaking in Aug. 1974. Particularly noteworthy is the first application of the Orboom system-a breakthrough in technology for the modernization of the century-old pocket docks on the Great Lakes to accommodate the new generation of super vessels. The pocket-type loading dock has been a standard on the lakes for nearly a hundred years. Bottom-dump rail cars fill the ore pockets on top of a finger pier. Gravity chutes matching standardized ore ship hatch spacings are lowered to fill the holds of a 20.3-kt (20,000-dwt) ship. The construction is simple and the loading swift. In spite of advances in technology elsewhere, most of these docks continue to serve the iron ore and coal trade in the same manner they did in the 19th century. Although performance of the pocket docks on small vessels remains outstanding, the new 304-m (1,000-ft) vessels are beyond the reach of the old docks. After extensive development, the Orboom system (Patent No. 4,065,002) for pocket docks was successfully developed. The heart of the Orboom system is the retractable shuttle loading arm which loads the wide beam vessels. The Orboom shuttles are fed by existing pockets of the dock that, in turn, are charged by a tripper conveyor along the length of the dock. The Two Harbors shiploading system is supported by a 0.9 Mt (1 million st) storage-reclaim network. Unit trains are bottom dumped. [Many factors impact the selection of one mining method over another for deep seated, thick seam coat deposits. Generally if an operating mine is recovering coal at high volumes from thick seams then a truck/shovel fleet is required for coal loading. The next consideration is how to remove the associated burden. If an operation has relatively small amounts of burden associated with the coal then a truck/shovel fleet may be employed for burden removal simply to standardized the entire mine equipment concept. On the other hand large amounts of burden associated with the coal can justify employment of draglines for burden removal. Specific economic, productive, and physical factors contribute to the final decision.]

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. The Amdel Thickener Interface Gauge (TIG) provides continuous on-line measurement of the level of the liquid/solid interface in thickeners and Counter Current Decantation (CCD) washers. Unlike other interface level measurement systems, the TIG also determines the span of the transition zone. The transition zone is the region between the clear liquid overflow zone and the compressed solids zone. The Thickener Interface Gauge determines the level of the interface by measuring the natural radioactivity of the solids in the thickener tank using an array of up to twelve detectors mounted vertically in a stainless steel probe. All solids contain low levels of natural radioactivity while the liquid phase generally does not. The concentration of natural radioactivity at each level in the thickener therefore depends on the concentration of solids. The radiation emitted by the solids is converted to electrical pulses by the detectors in the probe and the pulse-rate provides an accurate measurement of the density. A typical count-rate profile is presented in Figure 1. The vertical axis indicates the depth in the tank referenced to the surface of the liquid. The horizontal axis indicates the count-rate measured by the TIG probe, this count-rate is proportional to the density and can be used to determine the settling rate. The count-rate at the top of the graph is relatively low, this region corresponds to the clear overflow zone which contains virtually no solids. Moving down the vertical axis the count-rate increases dramatically at the level of the transition zone where the solids content increases with the depth in the tank. In this region the settling conditions of the solid particles change from free settling to compression. Moving further down the vertical axis the count-rate reaches a plateau where the count-rate remains relatively constant although there are often small fluctuations, this region corresponds to the solids compression zone. The liquid/solid interface as measured by the TIG corresponds to the depth at which the count-rate crosses the target count-rate which is generally selected to be midway between the liquid count-rate and the compressed solids count-rate. The length of the TIG probe is selected to cover the typical operating range of the liquid/solid interface in the thickener or washer. If, for example, the minimum bed level is 3.0 metres below the surface of the liquid then the probe length is selected to extend 30 metres below the surface. The TIG probe can include up to twelve detectors and the se are spaced over the measurement range. For small measurement ranges of around one metre 4 to 6 detectors would normally be used while for larger measurement ranges of three metres or more twelve detectors would be supplied.

In discussing so-called "volume rates" for the movement of coal, I start from one basic premise: That it is the job of the railroads to devise rates which will move the traffic, while at the same time assuring a fair return on their investment. No matter how reasonable and nondiscriminatory freight rates may be, if they fail to attract and hold traffic to the rails, they are utterly useless - both to the carriers and the shipping public. And it will be my purpose here to show that under certain circumstances the use of volume rates by the railroads enables them. to hold traffic which would otherwise be lost, and to avoid needless dissipation of revenues, Properly employed, volume rates should benefit both the coal industry and the railroads, I do not, however, advocate the discarding of the carload as the basic rate-making unit. Far from it. Sound operating reasons dictate the making of rates based on car- loads, and the tradition of carload rates has a firm foundation in railroad operating costs, many of which vary directly with cars handled. In short, the carload was, Is and, in my opinion, will continue to be the basis for most rail rates on coal, as well as on other commodities. But change is an inevitable result of progress, and we should not be so bound by tradition that we are unwilling to try novel methods of ate making, should the circumstances require, The modern rate maker must, now and then, run the risk of being called an iconoclast if he is to keep up with the times. As T will point out, volume rates were for many years rejected by both the Interstate Commerce Commission and the railroads, But now both the Commission and the carriers have come to recognize that under proper circumstances and conditions volume rates are a powerful and effective tool.
