Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. "The success of a tunnel project relies on many factors, but one of the most important is also the most overlooked: coordination by all parties involved during the design stages. This is particularly true of segment design and TBM design. Tunnel lining with segmental rings is usually designed according to the standards of reinforced concrete construction based on a given GBR. However, for TBM tunneling, the determination of loads during ring erection, advance of the TBM, earth pressure, and bedding of the articulated ring are all part of the tunnel lining design as well. TBM design can be heavily affected by the segment arrangement, dimension, and weight, but these are usually given as a fixed input to the TBM manufacturer—a process that can cause unnecessary complications. The authors propose that the industry evaluate the process as it stands. In order to find the optimum balance between lining design and TBM cost and operational workflow, both designs should be finalized concurrently. This requires coordination between the TBM manufacturer and segment designer from the early stages. The aim of this paper is to evaluate the influence of the segment lining design on TBM cost and performance, and to provide commentary on existing design guidelines to optimize lining and TBM procurement. INTRODUCTION The conventional project setup for tunnel lining design and the design and manufacture of the tunnel boring machine (TBM) should be coordinated in a timelier manner. It is widely acknowledged that the design of segments must consider the forces exerted by TBM rams during tunnel construction, but other inputs are most frequently provided to the TBM manufacturer as fixed parameters to design around. This paper describes other important factors in TBM design that impact not only the interaction with the segments, but also the construction of the tunnel in terms of overall production and even safety. For example, the segment width and tapering have direct influence on shield body length and thrust cylinder size. Furthermore, TBM geometry can also affect the backup (trailing gear) layout and length."

"Past heap leach design has evaluated hydrodynamic parameters based on a uniform particle size of heap material, but has ignored the equal importance of the instability of fine migration within heap stack in the beginning stages of the irrigation process. The proposed probabilistic model evaluates internal fine erosion and segregation potential of well-graded crushed ores by considering the entire particle size distribution shape and site compaction degree. Using this model, unsaturated flow model parameters were successfully evaluated based on synthesized soil-water characteristic curve (SWCC). Additionally, one-dimensional unsaturated transient flow modeling with Hydrus 1D® showed that the different recovery efficiencies of heap material under unsaturated flow patterns depending on the particle size distribution and compaction degree of heap material. Agglomeration preprocess employed by most heap leach sites can reduce the potential of fine erosion within heap material significantly, but internal stability of crushed ores and hydrodynamic-based analysis of heap material’s pore structure is equally important in the prescreening stage in order to improve efficiency of the heap leach and avoid a costly agglomeration process. INTRODUCTION Accurate estimation of heap leach recovery is a difficult task due to the variety of design parameters that need to be considered - such as geochemistry, hydro-dynamics, and geotechnical design aspects, most notably particle size distribution through the process of agglomeration. After agglomeration techniques were introduced to heap leach design, the influence of particle size distribution and compaction degree in enhanced heap leach recovery has been neglected. The main purpose of agglomeration is to prevent fine segregation and internal erosion during and after heap stacking for well graded crushed ores, which will eventually diminish heap reach recovery. Recent studies show that agglomerated heap materials that had been consolidated at 10 meters below heap surface can release the fines after contact time with lixiviant to the compacted heap material and produce poor drainage performance (Milczarek et al, 2013). It must be noted that engineers and practitioners should investigate feasibility of agglomeration benefit prior to heap leach design because the agglomeration process can incur up to 20 or 30% of project costs. Internal stability of stacked heap material is mainly governed by the particle size distribution of crushed ores. Depending on this stability, segregation and internal erosion of fines can be mitigated by the application of moderate compaction effort during heap construction. Investigation of segregation and internal erosion potential therefore takes precedence for well graded crushed ore since reaction time and contact area with lixivant are greater in finer ores."

Although the fundamental principles of hindered bed classifiers are relatively simple, the complex interactions between the operating parameters provide a degree of difficulty that hinders the ability for on-line plant optimization. Thus, a dynamic population balance model was developed for determining the hindered settling velocity of particles varying in density and size. The steady-state results of the model include partition curves as a function of particle size and density as well as metallurgical data. A statistical comparison of the simulation results with those obtained from industrial units reveal a high level of accuracy with adjusted R2 values greater than 0.95.

Although it is only utilized in a few U.S. longwall mines, a bleederless ventilation system can be an effective spontaneous combustion control method in mines with a demonstrated history of spontaneous combustion. In order to provide insights for the optimization of bleederless ventilation systems for U. S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical ventilation data for a longwall mine was used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of nitrogen injection to prevent spontaneous heating in the gob was also examined. Elemental sulfur deposits generally can be classified as either volcanogenic or biogenic. The latter can be divided into biosyngenetic and bioepigenetic deposits. Essentially all economically important sulfur deposits are bioepigenetic replacements of anhydrite or gypsum in basins containing evaporites and hydrocarbons. Anaerobic bacteria utilize the oxygen of sulfate ions to oxidize hydrocarbons to C02 and reduce the sulfate to H2S. Sulfur deposits are formed by concomitant and subsequent oxidation of the H2S. These bacterial systems can operate on enormous scales, producing deposits containing over 200 million tons of elemental sulfur. There are no known "old" sulfur deposits; almost all known deposits are younger than Miocene and most are still actively forming today. Therefore, it is probable that, with burial and time, sulfur deposits are converted to sulfide deposits. Perhaps more important, bacterial oxidation of hydrocarbons and resultant production and trapping of large quantities of H2S appears to be the logical explanation for the location of many important metal sulfide deposits such as the Mississippi Valley type lead and zinc deposits.

This paper explores the impact of the significant difference between the number of geochemical assays conducted for grade estimation and the number of comminution tests performed for throughput and performance forecasting. Both grade and throughput are key factors in determining the project. We analysed 154 feasibility study reports to assess the impact of sample frequency for comminution test work on project revenue. This disparity in size between assay and comminution data arises because geological and resource-grade risks cannot be managed without extensive geochemical testing, whereas comminution risks are traditionally mitigated through design methods and the use of contingencies. This approach is partly due to the relatively high cost and large sample requirements associated with traditional comminution tests. Our analysis demonstrates that insufficient comminution sampling and testing leads to uncertainties in throughput forecasts, creating significant financial risks. Data from the feasibility studies show that a 1% change in mill throughput can result in up to a 5% variation in Net Present Value (NPV), underscoring the sensitivity of project economics to operational performance. Building on previous work, we reference studies that reveal how low frequency of comminution testing can increase uncertainty in mill throughput forecasts and increase financial risks. We propose an approach that optimises the number of comminution samples tested to enhance forecast accuracy and reduce NPV variance. By adopting this approach, mining projects can improve financial reliability and mitigate risks associated with underperformance in SAG and AG mill-based operations.

Uranium mill tailings disposal facilities present unique problems with respect to siting, design, and long-term stability because their contents remain potentially hazardous for 100,000 years. Dawn Mining Company, operator of a uranium mill in Washington, undertook geological and geophysical studies relative to planned expansion of existing disposal facilities. Seismic refraction and reflection, resistivity, and ground magnetics data were integrated with limited drill data to determine the configuration of Quaternary sediments and the underlying basaltic and granitic bedrock. Analysis of multiple reflections and magnet modelling on a micro-computer with CRT graphics added detail to the interpretation.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. Precambrian granitic pegmatites on the west, south west, south and southeast slopes of Storm Mountain, Larimer County, northern Colorado, were explored and mapped geologically 1956-1959. The area between Crystal Mountain Mining District on the north and Hyatt pegmatite mine area on the south was nearly inaccessible until a company built an access road, which was completed in 1959, into Roosevelt National Forest and its jeep-type roads. The area is extremely rugged, rising from some 6,000 feet on the highway at Drake, on Big Thompson River, to an altitude of over 10,000 feet at the summit ridge of Storm Mountain. Almost innumerable pegmatites of every possible type of granitic pegmatite intrusion infest the Precambrian gneisses and schists of the southwest-tilted fault block of Storm Mountain. The major bodies stand at least 100 to 200, feet high above the surrounding forest floor. Core drilling has shown that some extend to at least 200 feet below the surface. They blunt out at the southwest, some keel out below and others are faulted out at their southwest ends. Strike length ranges from 200 to 600 feet. The massive bulky bodies have nearly vertical walls. Contents are zoned or ribboned and layered. They consist of local commercial bodies of beryl, potash feldspar, mica, uranium minerals and quartz. As yet no lithium minerals have been encountered.

The operations of Bethlehem Copper are situated in the south-central interior of British Colombia at an elevation of 4900 feet above sea level. Main road and rail transportation systems pass through Ashcroft in the Thompson Valley, which is 28 miles by road from the minesite. The operation was the first low-grade open-pit porphyry copper mine in British Colombia. The minerals are chiefly chalcopyrite and bornite, while the rock is principally feldspar and quartz. In the outer fringes of the orebodies sane pyrite is present. Average grade of mill feed is 0.55% copper.

The Federal Surface Mining Law enacted in 1978 is now being translated into regulations which must be followed in future coal mining. Substantial change to mining procedures is required to maintain stricter air and water control while mining and to return the mined out land to equal or better use than before. These changes do not come easy; and in most cases, they create a substantial additional cost. Based on field observations and mining studies, Caterpillar has been making suggestions on the use of their types of equipment to conform to the new standards at the least cost. This paper will be a brief review of some of the overburden stripping and reclamation methods suggested by Caterpillar. A production and cost comparison of dragline, scraper/dozer and truck, loader systems in 20 to 150 ft. Overburden conditions illustrates potential cost savings using mobile equipment.

From 2015 to 2021, five massive pillar collapses occurred at four underground stone mines in the eastern USA. These events resulted in powerful airblasts that damaged mine infrastructure and mobile equipment, seriously injured miners, and disrupted underground travelways. Each of these pillar collapses propagated through the overlying strata, causing a subsidence sinkhole on the surface. Pillar collapses are particularly hazardous for miners because they can occur with little warning and can affect miners that are far from the pillar collapse area. The following case studies show that certain factors may increase the likelihood of a pillar collapse. For instance, each of the 5 events involved at least 12 benched pillars with width-to-height ratios (w/h) of 0.8 or less. This study elaborates on these factors and proposes a framework to assist mine operators where they identify similar hazards.

Surface coal mines in West Virginia are receiving stringent NPDES discharge limits for total recoverable selenium. With limits in the low parts-per-billion range, selection and implementation of proper sample collection and analytical methods are imperative for quality assurance and control and for consistency in results. Given the typical oxidized form of selenium in the water, the low limits and the large and variable flow rates from the watersheds, end-of-pipe treatment is difficult and cost-prohibitive to implement. Discharge locations in the remote and steep terrain exacerbate the problem. To evaluate options for end-of-pipe treatment at a Patriot Coal Corporation surface mining operation in West Virginia, CH2M HILL performed wastewater characterization for a range of key constituents and selenium species at three outfalls for selection and preliminary sizing of appropriate treatment processes. A preliminary evaluation of base and wet-weather flows was done to understand flow variability considerations for discharges. A conceptual evaluation of technologies to treat selenium to permitted levels was conducted in con-junction with order-of-magnitude life-cycle cost estimates.

Three types of apatite were identified by means of cathodoluminescence (CL) images in flotation concentrate and tailing samples from the Catalão Mine in Brazil. They are predominantly blue apatite, followed by green apatite and, less frequently, yellow apatite. The chemical compositions of these types of apatite were determined by electron microprobe analysis and laser ablation-inductively coupled plasma-mass spectrometry (LA-ICP-MS). Blue and green apatite responded well to the process, thus remaining in the concentrate, while yellow apatite remained in the tailings. Yellow apatite has the lowest phosphorus pentoxide (P2O5 ) content and largest anionic and cationic sites substitution, followed by green apatite, whereas blue apatite is the most homogeneous, with highest phosphorus (P) and calcium (Ca) grades and lowest substitution level.

Due to improvements in the safety of other aspects of mining (primarily in roof control), haulage related accidents, particularly rail haulage accidents, are about to become the most common category of hazards causing death and injuries to underground coal miners. The major causes of these accidents are collisions between vehicles, men caught between rib and trip or between cars, derailments, and runaway cars. Such hazards can be greatly reduced if the motorman has the capability to selectively couple and uncouple cars from the cab of the locomotive, to transmit braking intelligence to the coupled cars, to determine if the trip is intact, and if brakes are automatically applied in any uncoupled car. These capabilities can be provided through an improved coupler system, designed and built by Foster-Miller Associates under a Bureau of Mines contract. Early in the program, a survey of rail haulage patents and literature was conducted. Manufacturers of couplers, mine cars and braking systems were contacted and information relevant to the remote control mine haulage application was collected. From this information evolved a working specification and a design concept. The key elements of the specification, shown in Table I, are the result of a detailed tradeoff study and considerable thought given to the specific problems encountered in the mining environment. A brief explanation of each element is as follows: Automatic Coupling - The couplers operate similarly with most already in underground use - they latch together when a trip is backed into a car intended for coupling. Remote Uncoupling - From the locomotive, the motorman can decide how many cars are to be uncoupled, operate the appropriate controls, and the desired coupler is opened.

The grinding mill is probably the most common unit operation used in mineral processing. There is, however, much which can still be done in the way of optimization. This paper discusses the results of a well controlled pilot scale test in which the performance of a tumbling mill with a conventional rubber lining equipped with lifter bars is compared to that with a smooth rubber lining of the magnetic type. The results indicate that the smooth lining is about 14 percent more effective with respect to energy consumption. By optimizing the size of the grinding media, the mill capacity can be increased in many grinding operations. In this specific case the -20 mm ball charge required 26 percent less grinding energy than one with a -30 mm ball charge. The energy savings can. in most cases, be converted to increased capacity. The wear of the grinding media is difficult to assess over a short period test but the results suggest it is somewhat less when a smooth lining is used. The wear of the linings has not been included in this study but it is generally accepted that the use of the magnetic lining reduces the lining costs dramatically. Computer simulation using the Millsoft code, developed by Mishra e.a. confirms and explains the increased effectiveness of comminution when smooth lining and smaller grinding balls are used.

Small-scale flotation tests have been conducted to examine the effect of froth stability on the column flotation of finely pulverized coal. The results of this study demonstrate that the upgrading of coal in a column flotation cell can be significantly improved when froth stability is properly controlled through the manipulation of appropriate operating variables. Several important correlations have been established from the test data. These relationships should prove useful for the design and ore ration of column flotation cells for fine coal processing.
