Improvements in miners? safety and health, as reflected by injury and illness statistics, have reached a plateau and even been reversed. Research into miners' OSH is a necessary adjunct to regulatory enforcement. Under the National Occupational Research Agenda (NORA) mining experts have come together to draft a national agenda for this research. The Mining Sector Council, one of ten NORA Sector Councils, has produced a draft national research agenda to guide all mining research entities: academia, government, and industry. The agenda has seven major objectives, each of which has a sequence of sub-objectives: Reduce the likelihood of disasters in mines; Improve mine disaster response; Improve the health of miners; Improve atmospheric control (ventilation) in mines; Improve health and safety through behavioral research; Improve mine design, systems operations, and management performance to enhance mine health and safety; Apply ergonomics, human factor engineering, to increase health and safety. Long-term maintenance of the Mining Research Agenda requires input from the public, both here and abroad, monitoring of the impact of research results using OSH data, and partners who will translate the research to practice.

Creation of needed new resources will be accomplished mainly by imaginative and diligent geologic exploration because geologic availability is the key determinant of future mineral supply. Adequate resources of most commodities can be made available for the rest of this century and beyond if they are discovered. Thus conversion of hypothetical and speculative resources into available reserves will provide the principal challenge to earth scientists. Additional problems now compete for our attention. First is a challenge to discover more resources than have been found to date for domestic needs as world-wide demands increase exponentially and as easily found high-grade deposits are rapidly being depleted. New ways to find new types of deposits are required. Second, the United States, a resource importer, increasingly is challenged for access to foreign supplies through stiffening competition and economic or expropriation sanctions. Balancing needs for mineral supply and environmental protection is a third challenge. Geologic explorers must consider statutory as well as economic and technologic requirements, controlled access to public and private lands, competition with urban sprawl or wilderness, limitations on discovery, appraisal and mining methods, and restoration of mined areas. Finally, is the challenge to temper public and private attitudes and assure that decisions bearing on resource problems are based on comprehensive credible facts. While striving to maintain and improve the standard of living, many Americans appear to disdain and mistrust those organizations that provide their material where-withal. Meeting these challenges effectively, and in time, will require careful appraisal of the resource system and the joint efforts of industry, university, and government earth science research.

This paper describes laboratory techniques and subsequent results of Bureau of Mines research to produce chlorination-grade feedstock from an abundant, low-grade, domestic, rock ilmenite ore. The research is part of the Bureau-effort to devise technology that may help decrease U.S. dependence on imported raw materials. A rock ilmenite containing about 46 wt pct Ti02 was smelted in an electric arc furnace with coke, woodchips, and Na2C03 to separate most of the iron as pig iron and to form a low-iron, titanium-enriched slag. The slag was ground, pelletized, oxidized, and then sulfated with mixtures of SO2 and air in a continuous 4.5- to 9.1- kg/h apparatus at 1023 to 1223 K. The sulfated slag, containing 60 to 65 pct TiO2, was reground and leached in water at ambient temperature to decrease the combined levels of the troublesome Ca, Mg, and Mn impurities from 7.0 to 1.7 wt pct. At levels of more than 3 wt pct, these impurities contribute to operating and disposal problems, The final product was upgraded to about 84 wt pct TiO2. This material potentially is suitable for chlorination in a fluidized-bed reactor. The most favorable results were achieved with leached slag sulfated at a feedrate of 4.5 kg/h and at temperatures of 1073 to 1123 K.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

Coal gasification solid residue (slag) contains unconverted carbon (char), which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal-3.4 mm gasifier slag (-85% ash) to separate high (-100%) ash slag from low (-50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71 % was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1mm in size.

"Unmanned aerial vehicles (UAV), or drones, capable of collecting and retrieving water samples from pit lakes, tailings ponds and other mine water basins will revolutionize environmental programs by lowering sampling costs and reducing safety related risks. Costs typically include a boat and associated equipment, boat transportation, road maintenance, water safety devices, water safety training, and additional staff. Typically, the total cost can exceed $20,000 USD per sampling event (excluding lab analyses). Hazards include potential for drowning, unstable pit walls, and unconsolidated sediment surrounding tailings ponds. Hatch has developed a novel device for aerial drones which currently enables the collection of water samples from depths up to 390 ft (119 m). This system only requires a pilot, a sample technician, and a safe operations point overlooking the water body. Hatch anticipates this will reduce monitoring cost by at least 50% while improving safety, reducing staffing requirements and accelerating data acquisition. This manuscript demonstrates profiling and sample collection from a 95 ft (29 m) deep reservoir and a 377 ft (115 m) deep pit lake, and highlights the potential of this emerging technology. INTRODUCTION Working on or near water at active, closed, or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the United States Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at US metal, non-metal, and coal mines (MSHA, 2000). Open pit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including drowning, hypothermia, falls to the ground from the top of high walls, and rock avalanches resulting from steep, unstable pit walls. Some pit lakes are simply not easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on at least an annual basis is required to monitor the evolution of water quality over time, to verify the accuracy of numerical predictions, and to manage lake water chemistry in order to produce “treatable” influent to water treatment plants, and ultimately, produce acceptable site discharge water quality. As a product of these risks and the need for water sample, mining companies spend considerable expense on pit lake safety as part of monitoring. This includes training personnel for “on water” duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices, and mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface, employing spotters with direct communication to emergency medical services to watch sampling activities (because cell phones and radio signals can be blocked by pit walls), and utilizing redundancy to prepare for unexpected incidents and accidents. For example, one Canadian mining company requires pit lake water samplers to hold Marine Emergency Duties (MED) training to ensure the entire boat crew is sufficient and competent for the safe operation of the vessel, and uses three boats for water sampling: two on the water at all times, and one on the shoreline, ready to deploy. The costs of these safety mechanisms greatly adds to the overall expense associated with pit lake sampling. Consequently, environmental programs may need to reduce the frequency of pit lake sampling in order to keep monitoring programs within an acceptable budget"

The main purpose of this study was to find the optimum values for factors affecting the Zn recovery rate using oxine or dithizone as a chelating agent collector during flotation in a Hallimond tube. Eight control factors, including four levels of pH, oxine/dithizone, corn starch, sodium thiosulfate, sodium citrate, sodium silicate, conditioning and floating durations were considered in a Taguchi experimental design technique. An L32 orthogonal array was applied to determine the signal-to-noise (S/N) ratio. Analysis of variance (ANOVA) was used to determine the optimum conditions and the most significant parameters affecting the reaction rate. Analysis of the experiments using the Taguchi approach indicated that pH had the highest contribution to the recovery rate of zinc oxide particles. The results showed that the recovery rate of zinc increased by 43.4 ± 3.0% and 24.9 ± 3.2% using oxine and dithizone, respectively, under optimum conditions with a confidence level of 90%.

Image analysis for feed belts and flotation has been used for over 20 years. It has been shown to aid in the modelling and optimization of Sag Mill circuits, and any improvements in the image analysis result in improvements in the model for control. Using a laser to measure the height-profile of rocks on the conveyor has been shown to increase the accuracy of the size classification. We have developed a system using two cameras in a stereoscopic configuration to provide height-profile measurement without the added expense and safety concerns of using a laser. Additionally, we have developed a novel technique for calibration of the system, using artificial intelligence techniques to optimize the model fit by adjusting the image analysis tuning parameters to values resulting in the best classification.

The typical tunnel boring machine in use on today's tunnel project uses 15'2-inch diameter cutters at a nominal load of 45 kips per cutter. The cutterhead rotates at a speed of 120 over D revolutions per minute where D is the cutterhead diameter in feet. The typical machine operates about 50 percent of the time. Delivery of a new machine takes 12 to 15 months. The TBM is a specialized tool and not applicable to all jobs. There is a range of job conditions that limit the economic use of a TBM. The machine should provide a thrust per cutter at least twice the compressive strength of rock in psi and up to three times the rock strength is required if in "granitic rocks." The rock strength in psi must be at least three times the cover above the tunnel in feet or the machine may stick. For example, 2,500 feet of cover requires at least 7,500 psi rock to avoid problems. When the RQD's over a significant distance of the project are less than 50, the TBM becomes support-bound. When a large percentage of the time is spent waiting while the ground is supported, the TBM cannot perform well (See Figure 1). This problem increased inversely with tunnel diameter. We are finding that increasing the RPM's does not significantly increase progress. The increased RPM results in a substantial decrease in cutter penetration. The explanation for this decrease appears to be vibration, cutterhead drag, or lack of stiffness in the cutterhead (See Figure 2).

Subsidence planning and control must be an integral part of mine design in order to minimize the economic impact of underground mining on the surface. Pre-calculation of surface deformations which may cause damage to surface structures must be performed and dam-age criteria must be established, if the response of structures to such movements is to be determined and the extent of damages to be assessed. In this paper the Surface Deformation Prediction System (S.D.P.S.), which can be used to predict accurately the vertical and horizontal parameters of surface movements due to underground mining, is discussed. The Subsidence Response Modeling Program (S.R.M.P.). which can be applied to evaluate the response of buildings to subsidence-induced movements, is also reviewed. Finally, an example is presented demonstrating the applicability of these techniques for subsidence design and control.

The Mexican fluorspar industry is faced with and will face serious problems, some of their own making and others beyond their control. However, they still offer the most secure source of fluorspar for North American' consumers. Since 1975, even in light of declining markets, they have, increased then production capabilities' as shown in Table #1. In analyzing Table #1, we note that Compania Miners Rio Colorado has closed down due to their ore reserves being exhausted. Fluorita de Rio Verde expanded their acid grade fluorspar capacity in anticipation of additional North American business. Campania Miners Las Cuevas presumably increased capacity to meet their North American contractual commitments and to supply their own hydrofluoric acid plant (Fluorex) at Juarez, Mexico. Historically, the Mexican fluorspar industry has relied on the United States as the mainstay for their sales. As shown in Tables #2 and #3, the Mexican share of the United States market has moderately decreased. However, as noted in Table #4 the volume loss is substantial as explained below.

INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner's drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. Within the Pofadder district of Namaqualand, South Africa, economically exploited deposits of bedded barite and zinc-lead-silver-copper sulfides occur in close proximity within highly metamorphosed mid-Proterozoic pre-tectonic para¬gneisses of the Namaqualand Metamorphic Complex (NMC) (figure i). The paragneisses belong to the Bushmanland Group (SACS, 1980) that comprises a relatively straight-forward regional sequence of basal leucogneisses, intermediate mica-sillimanite schists and glassy quartzites, and a mixed upper zone of banded iron formations (BIF), minor marbles, quartz muscovite schists and localised uppermost quartz-pebble conglomerates and amygdaloidal mafic gneisses (Joubert, 1974) (figure ii). The base metal and barite mineralisation occurs in close association with BIFs, generally above the glassy quartzites, although in some cases possibly below them. In the regional context, the Bushmanland Group paragneisses are, to the north, intercalated with and ultimately replaced by meta-volcanic sequences of talc-alkaline affinity (Reid, 1977) belonging to the Orange River Group (SACS, 1980). The metavolcanics are generally of acidic to intermediate composition and show evidence of subaerial formation from 'high altitude shield volcanism' with many acidic ashflow and welded tuff bands, mesocratic and lesser melanocratic lavas and some fanglomerates (Ritter, 1980). To the south and east, the schist/quartzite associations are initially intercalated with and eventually replaced by cordierite gneiss/metacarbonate/biotite gneiss associations of shallow marine affinity (Moore, 1980a). The Bushmanland Group paragneisses appear to represent sedimentary material in the extreme distal portions of a talc-alkaline volcanic environment adjacent to a shallow platform sea.

The aggregates industry is the largest minerals industry in the United States producing over 2.6 billion metric tons of crushed stone, sand and gravel annually. Approximately 5% of that production is fine material, passing a 75-micron mesh sieve. Of that amount, about 77% is not sold and represents one of the major industry issues. The material accumulates in stockpiles and settling ponds having an operational and economic impact on the site’s bottom line. Many factors cause this material to be produced: from blasting and processing techniques all the way to end use specifications.

The most abundant fuel resource in the U.S.A. is also the most under-utilized. Proven reserves of bituminous coal, sub-bituminous and lignite constitute from 60% to 90% of our total fossil fuel reserves -- dependent upon the parameters used by the analyst making the estimate. Despite this ample supply, bituminous coal provided only 20% of U. S. energy consumption in 1967 and 1968, this dropping to 17.57 in 1971 and 1972. By 1978, according to my projections, 16.7% of the Nation's mechanical energy will come from bituminous coal. However, our energy needs are growing at such a rate that the 20.6% provided by bituminous in 1967 equalled 480 million tons while the 16.7% of U. S. consumption visualized for 1978 will require nearly 650 million tons. In order to view coal's position with perspective in this developing energy crunch, it is necessary to examine the total energy situation. To this end, I have prepared a couple of tables which you should have before you. I chose this procedure rather than slides because I would need to utilize an entire wall to make the data visible to an audience. Therefore, I refer you to the long sheet entitled "U. S. Energy Consumption - Trillion Btu - 1967-1978." As you can see from the heading, I am confining my treatment of the problem to the intermediate term. In the long run, if we are willing to pay the cost, we can do a lot of things, including the complete conversion of coal into a sulfur-free fuel.

What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

The Dew Chemical Company has been engaged in explosives research since 1953. The incentive for this research was based on the desire to find additional markets and uses for magnesium metal of which Dow is a heavy producer. The thermodynamic calculations for explosives incorporating light metals indicate energies approximately twice that of non-metallized explosives currently being used. Early in 1960, we acquired additional patent rights from independent inventors and decided to set up a development station at Virginia, Minnesota, to conduct a commercial testing and market evaluation program with this new product. The actual manufacturing of the explosive was to take place in the bore holes. Due to the complexities involved in controlling the manufacture of the explosive in the bore hole, performance was sometimes in doubt. Furthermore, our experience indicated that the metallized explosive systems could not be evaluated by the standard laboratory methods then being used, and it was necessary for us to look for more suitable research methods. Tests were conducted on several known methods for explosive evaluation. The most promising were the Navy underwater method for energy evaluation, and a modified Livingston crater method intended to compare explosive performance in rock. After shooting over two thousand charges of eight to 60 pounds under water and in taconites and granites with many types of explosives, we have developed a metallized explosive which is now being manufactured at a pilot plant in Virginia, Minnesota, and is being evaluated commercially.

Placing a detonating explosive inside a volume of rock is an efficient method of rock fragmentation. The explosion generates internal tensile stresses in the rock, and because rock is a brittle material, this brings about crack propagation and fragmentation far more efficiently than does application of explosive on the surface. To get the explosive inside, we drill a pattern of boreholes and charge the explosive into the holes. This is really the one and only purpose of making blastholes in mining: to give access for the explosive to the interior of the rock. No matter how big and expensive a drilling jumbo we stand up in front of a rock face, and no matter how many boreholes we let it drill, the rock does not fall apart by itself without blasting. It is the action of the explosive in the boreholes that does it. When we consider that we need a pound or two of explosive for every cubic yard of rock to be fragmented, and a pint of borehole volume for each pound of explosive, we see that the process of blasthole charging is an important element in the whole process of rock blasting.

The Downtown Rail Extension (DTX) is principal element of the planned second phase of the Transbay Joint Powers Authority’s (TJPA) Transbay Program. When complete, this regionally critical project will connect Caltrain’s regional rail system and the California High-Speed Rail Authority’s statewide system to the Salesforce Transit Center in downtown San Francisco via a 1.3-mile tunnel. Studied since the 1970s, the DTX has now received environmental clearance, and key stakeholders are aligned on the project’s configuration and its expedited delivery. This paper describes efforts to optimize the DTX configuration and develop an informed project delivery strategy that incorporates construction industry feedback on project phasing, contract packaging, and procurement methods that accomplish the project’s budget goals.

Several economic factors have caused the surface mining industry to require large-capacity shovels and trucks for efficient, high-production, low-cost operations. Some of those factors include technological advancements in equipment, commodity market depressions, increased labor and maintenance costs, contractural obligations and harsh operating conditions. The difficult operating conditions in surface mines, however, pose challenges to the use of high-capacity equipment. They include space limitations, weak over-burden, and weathered soils and rocks. So mining companies face major challenges in selecting appropriate shovels to meet the technical, operating, safety, environmental and economic requirements of their mines.
