Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.

Analytical costs are a major part of exploration programs in developing nations which may lack adequate laboratories. Laser-Induced Breakdown Spectroscopy (LIBS), a variant of atomic emission spectroscopy, can reduce exploration analytical costs and can provide the analytical results in <1 minute. CPI is now marketing battery-powered, backpack mounted analyzers, using LIBS to analyze for many elements of interest to the explorationist. LIBS is well suited to the analysis of elements in industrial minerals. Limits of detection in ppm for some of these are: Li-1, Be-2, Na-100, B-33, Sr-10, Ba-300, Cs-1, K-500, Fe-500, Mg-500, and Ti-500.

This paper summarizes and evaluates data on mine subsidence ground movements and associated damage for houses in Illinois. Based on the data collected, the response of homes to subsidence ground movements is expressed in terms of repair costs. A damage criteria is then proposed that relates the ground movements and damage levels. The data were collected as part of a comprehen¬sive study performed for the Illinois Abandoned ?Lined Lands Reclamation Council, A -M-RC, by the Civil Engineering Department at the University of Illinois, and probably will be published in late 1934 by the council. The study concentrated its efforts on surface ground movements and the effects to houses over abandoned room and pillar mines. The resultant surface subsidences are commonly dish or bowl shaped and are termed sags. Method of Analysis The steps in analysis used to arrive at the proposed damage criteria are: 1. Canvas and rap subsidence damage in houses, 2. Assess the associated ground movements, 3. Estimate the damage repair cost, 4. Develop a damage/repair level classifica¬tion, 5. Correlate the associated ground movement, damage/repair level and home construction type, 6. Propose a damage criteria.

The lanthanon compounds are becoming increasingly more important for ceramic and allied applications. As the supply increases and the cost decreases, further development of these interesting materials will undoubtedly lead to new applications and an increased demand. Recent improvements in separation processes have lead to high purity in the individual lanthanon oxides. This report includes short discussions on the mineralogy of the ores as raw materials, and on the separation processes required to produce the pure individual lanthanon oxides in useful quantities. To discuss the presently known applications of lanthanon oxides, this general review is divided into the following categories: A. Glasses, Glazes, and Porcelain Enamels. B. Refractories and Abrasives. C. Electronic Ceramics. D. Nuclear Ceramics.

The mining industry generates an estimated 2.3 billion tons of solid waste each year and the total accumulated mineral resource solid waste at both active and inactive mine sites, approaches 30 billion tons. Five industries generate 85 percent of mine solid waste: copper, phosphate, iron, uranium, and coal. Over the past several years, the Federal government has shown increasing interest in the proper disposal of solid wastes generated by the mining industry. Three new pieces of federal legislation have been passed recently beginning with the most comprehensive regulatory authorization passed in 1976, the Resource Conservation and Recovery Act (RCRA) which has been amended to the Solid Waste Disposal Act Amendments of 1980. RCRA is implemented and enforced by the Environmental Protection Agency (EPA) and intended to control municipal and industrial solid wastes. Next came the passage of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 which is implemented and enforced by the Department of Interior to control coal surface mining and the surface effects of underground coal mining, and finally, the recent Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 implemented by EPA and enforced by the Nuclear Regulatory Commission (NRC) to control uranium mill tailings disposal.

A patent issued to J.N.J. Leeman (1957) described the change in performance that takes place when a cyclone is installed in the horizontal position rather than the vertical position. Although this patent was directed more toward improvements that could be realized in the heavy medium cleaning of coal, it contained specific references to reducing the quantity of fine solids that would report in the underflow, and an example for fine sand classification is also included. The three cyclone installations for which data is given in this paper demonstrate that horizontal mounting of large cyclones can improve classification efficiency, eliminate some operational difficulties, and reduce cyclone maintenance requirements in closed circuit grinding installations. Cyclone Experience at Serrana S.A. Each of four grinding circuits at the Serrana S.A. de Mineracao Apatite flotation plant in Brazil have a 2.7 X 4.6 meter (9 X 15 foot) rod mill and each originally operated in closed circuit with two vertically mounted Model D20B (500m nominal diameter) Krebs Cyclones. New feed size is 25mm. The Apatite is liberated at a relatively coarse 35 to 28 mesh grind, but the 500mm cyclones had to be fed at 66 pct. solids in order to obtain an overflow analyzing 12 pct. coarser than 42 mesh. Because dilution water in the cyclone feed had to be limited, classification was inefficient, and there were other significant circuit difficulties as summarized in a recent article by C. A. Busnardo (1984):

Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.

"Phosphorite, or phosphate rock, is the most significant secondary rare-earth resource. It contains high amounts of phosphate-bearing minerals along with low contents of rare earth elements (REEs). In Florida, about 19 Mt of phosphate rock are mined annually and most are used to manufacture fertilizers using a wet process, in which sulfuric acid reacts with phosphates to produce phosphoric acid and phosphogypsum. In the wet process, REEs are also leached out into solution and eventually get lost in the leaching residue and phosphate fertilizer. Recovering REEs from Florida phosphate rock in the wet process will be beneficial to broadening rare-earth availability, improving the quality of phosphoric acid product and protecting the environment.This study focuses on the influences of wet-process operating conditions on REE leaching efficiency. The results indicate that REE leaching efficiency increases with phosphoric acid addition in the initial pulp. At a temperature of 75 °C, a stoichiometric ratio of sulfuric acid (H2 SO4 ) to calcium oxide (CaO) of 1.05 and a weight ratio of liquid to solid of 3.5, REE leaching efficiency reached a relatively high value of 52.82 percent. The trends of REE leaching efficiency were similar to those for phosphoric acid (P2O5 ). Extensive tests on the leaching residue showed that during leaching, about 90 percent of the REEs were released from the phosphate rock but only 52.82 percent ended up in the leaching solution. This phenomenon can be attributed to two factors: (1) the effect of phosphate ions (PO4 3-) in the solution, which caused REE ions to form REE phosphates and be precipitated into the leaching residue, and (2) the influence of large amounts of anions such as sulfate (SO4 2-), dihydrogen phosphate (H2 PO4 -) and hydrogen phosphate (HPO4 2-) anions as well as the polar molecule H3 PO4 , which surrounded the REE cations and formed an ion atmosphere that prevented the PO4 3- from contacting and combining with REE cations. Interaction of these two opposite effects determined the REE distribution between leaching solution and residue."

High salinity geothermal brines typically contain up to several hundred parts per million of valuable heavy metals, and because of the large potential flow of geothermal brines from future power plants, metal production as a by-product could be significant A-planned 55-MW demonstration plant near Niland, California should generate enough spent brine to contain approximately $670,000 per year in gross metal values. Lawrence Livermore Laboratory estimates (1) a Salton Sea Geothermal potential of 1300 to 8700 MW, which would translate to possible yearly heavy metal values between $5,800,000 and .$l05,000,000. Since these estimates were made on a conservative basis, this geothermal reservoir is potentially a large ore deposit. The heavy metals in order of decreasing abundance in high salinity brines from the Salton Sea geothermal field are usually manganese, zinc, iron, lead, and silver. All but manganese and iron are valuable enough to be of commercial interest. Minor amounts of copper and arsenic are also present. Although heavy metal precipitates, particularly lead, have been found in scales within pipelines and obtained from steam flashing, most of the metals remain soluble during steam production; hence removal of the valuable metals from the spent brine before reinjection in ground reservoirs is indicated. Because the heavy metal concentrations are low, a very simple and inexpensive process is required. The heavy metal value in Niland brine is only &apos; about $1 per 1000 gallons; see Table 1. The brine composition shown in Table 1 was taken from one of the brine samples used in our study. Projected post-flash brine from a steam plant has somewhat higher Zn and Pb values, but the gross heavy metal value is still less than $2 per 1000 gallons.

Jaspilite, a mineral consisting of silica and iron oxide in varying proportions, is one of the host rocks of the high grade ore deposits situated in the Middleback Range of South Australia. As a result of laboratory investigations, a flowsheet was postulated for the beneficiation of jaspilite to produce an acceptable grade product for feeding to blast furnaces, The flowsheet involved the reduction of the hematite in the haspilite to magnetite, the grinding of the reduced product to 95 pct minus 325 mesh Tyler followed by wet magnetic separation, hydroseparation and filtration to yield a magnetite concentrate. Agglomeration of the fine concentrate would then be necessary to meet the physical requirements of blast furnace feed. To prove the postulated flowsheet, to obtain a more accurate estimate of costs and to obtain design data for a commercial installation, a pilot plant was constructed at Whyalla, South Australia.

The Powder River Basin (PRB) of northeastern Wyoming and south-central Montana is the largest strippable reserve of compliant coal (0.6 or less lb of sulfur per million Btu) in the United States. In mining parlance, it is the Mother Lode! Wyoming’s portion of the Basin provides one fifth of the coal produced in the United States annually, and the state has been the nation’s top coal producer for the past six years. Based on 1993 production statistics and estimated strippable compliance coal reserves, Wyoming may remain the nation’s top producer for the next 76 plus years. Past articles on the PRB have focused mainly on production. After living and working in the Basin for the past five years, I have developed an appreciation for the area and its major industry that transcends size and production data. In the fall of 1993, MINING ENGINEERING’s publisher and I decided to present a series of articles that would cover many other aspects of the Basin. Ten topics were outlined, and specific individuals, selected for their knowledge and experience, were asked to contribute articles about their specialties. Although Montana has four large mines producing coal from the PRB, this series of articles will concentrate on the Wyoming portion of the Basin.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder&apos;s estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson&apos;s paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. A number of state and federal agencies are calling for development of aquatic life criteria for conductivity. These aquatic life criteria or ?benchmarks? are based on observed correlations between conductivity and benthic macroinvertebrate community composition, generally measured by composite metrics or indices. However, development of an aquatic life criterion for a composite variable like conductivity is made difficult by a number of factors. Based on a database from West Virginia, observed patterns of invertebrate community composition versus conductivity may instead be related to a combination of abiotic (e.g., ionic composition, habitat) and biotic (e.g., life history, colonization potential) factors. Many benthic invertebrate taxa also do not respond to increasing conductivity in a consistent relationship. Many states have determined that a composite variable, like conductivity or TDS, is not appropriate for criteria development, as many studies have shown that toxicity varies as a function of ion composition and can be mitigated by elevated hardness. We conclude that the relationships between conductivity and changes in benthic macroinvertebrate community composition are neither strong nor reliable enough to warrant derivation of a criterion based solely on conductivity.

The in-situ deformability of a highly jointed basalt rock mass was determined by two distinctly different methods: one, by the NX- borehole jack method where the displacements of opposing curved platens were related to the applied hydraulic pressures, and; two, by the modified Goodman jack method where the tangential strains on the borehole walls were related to the induced tangential stresses. The modulus obtained by the modified Goodman jack method were much higher than those obtained by the NX- borehole jack method. To explain the discrepancy, the influence of fractures and test variables such as depth, orientation, hole number and applied pressure on the calculated modulus of the rock mass were analyzed by factorial analysis and it was found that the orientations and depths of measurement has statistically significant effects. The in-situ deformability values obtained by non-linear regression analysis were also found comparable with other measurements and empirically predicted values for the basalt rock mass.

At the No. 4 Mine of Jim Walter Resources in Tuscaloosa County in the North Central part of the State of Alabama, the Mary Lee and Blue Creek coal beds lay 2000 feet below the surface. The quantity of methane gas stored within the coal bed reservoir at this depth and released during development mining necessitates that each coal producing section be ventilated using large air quantities approaching 100,000 cfm. In order to meet coal contractural commitments in the early stages of mine development by installing the necessary number of continuous mining machine units and to develop the mine to projected air shaft sites, high pressure, large volume mine ventilating fans were required. This presentation discusses the installation start-up and changeover procedures when two size GAF 31.5-28-1 TLT-Babcock 3500 Horsepower fans with adjustable pitch in flight blades were put on line while phasing out two Jeffrey Mining Machine Company 8HUA 117 Fans. A graph will be presented to depict the most economic diameter shaft size under 2000 feet of cover with different air quantity requirements.

Liquid carbon dioxide can be used as a replacement for organic solvents in the extraction of anionic PGM complexes from an aqueous phase. This can be achieved only if highly carbon dioxide-soluble chelating agents are developed because conventional chelating agent-metal complexes, such as trioctylamine-gold chloride, are not soluble in liquid carbon dioxide (although trioctylamine is CO,-soluble). Our novel CO,-soluble chelating agents have a fluorinated tail and a conventional amine head group. Both the chelating agent and the chelating agent-metal complex are soluble at ambient temperature at pressures between 7-35 MPa. Equilibrium constants in the 105 range have been measured (in Freon 113, a low pressure screening liquid for carbon dioxide), indicating that these compounds will strongly bind the metal chloride. For example, 93% of Pt-chloride was extracted into Freon 113 using a 3.5:1I ratio of a double-tailed fluoroalkyl amine chelating:metal chloride. 88% recovery of Pt-chloride into liquid carbon dioxide was achieved using the same chelating agent at a 3.5:1 ratio.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President&apos;s Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

Past EPA groundwater monitoring programs required that contamination not leave the boundaries of a disposal facility. New regulations under the Resource Conservation and Recovery Act (RCRA) require that once hazardous waste constituents are detected beyond the limits of the disposal area, a program to define the rate and extent of contaminant migration must be instituted. Future regulations are likely to include even more stringent groundwater protection criteria. The implications of both the existing and probable future groundwater protection and monitoring requirements in terms of using geologic containment as a means of disposing of hazardous waste are explored in this paper.

The paper reviews current mining subsidence research at The Department of Mining Engineering, University of Notting- ham. Special attention is being devoted to prediction of ground movements between the mining horizon and the surface using physical and computer-based models. The paper presented discusses linear and non- linear finite element methods and compares results with those from physical models and field observations. Special attention is focussed on the determination of the effect of caved zones on overlying and underlying geological structures. The paper presents data from comparisons with U.K. case histories.
