Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. The National Institute for Occupational Safety and Health (NIOSH) uses light-scattering dust monitors (nephelometers) in its research to develop dust controls to reduce respirable silica dust overexposures in miners. Recently, the model 1500-pDR, an active nephelometer, was introduced by Thermo Scientific. Testing was completed to ensure compatibility with the metal/nonmetal mine dust personal sampling unit (M/NMDPSU). Results of testing demonstrated that gravimetric concentrations measured from the 1500-pDR are comparable to the gravimetric concentrations measured using the M/NMDPSU, without need for correction, under commonly observed dust loading conditions.

The prolonged exposure of equipment operators to shock and whole-body vibration (WBY) is linked to cumulative back, neck, and abdominal disorders. In low-coal mines, space restrictions make seat suspensions difficult to use in isolating operators from shock and WBY. Researchers at NIOSH, Pittsburgh Research Laboratory, are responding to these issues by investigating viscoelastic foams. For the full-load case. an ergonomic seat with viscoelastic foams isolated the shuttle car operator from shock at 15Hz. Researchers used results from additional foam testing with an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

In response to concerns voiced by local, state, and federal agencies and various environmental groups, the Central Florida Phosphate Industry and various governmental agencies have been investigating methods to accelerate the consolidation of waste clays generated during phosphate washing and beneficiation processes. The objectives of research efforts have been to reduce the storage volumes required for clay waste, accelerate reclamation and to return the land to approximate pre-mining topography. Government and industry research to accelerate waste clay consolidation has evolved two general methods: gravity thickening and chemical flocculation. Gardinier, Inc. one of the phosphate mining companies, evaluated the use of synthetic (polyacrylamide) flocculants as an alternate waste clay thickening method in response to mining conditions encountered at their Fort Meade Mine and the proposed North Hardee County extension of the Fort Meade mine (Figure 1). After considerable research and evaluation, the Alsthom-Atlantic Clariflux Super-flocculation method was chosen by Gardinier, Inc. as a method to seriously consider for use at their Fort Meade mine.

Each year more than 400 coal miners are injured (fatally and nonfatally) by rock falling from between or around roof supports. Many of these injuries can be prevented by the installation of roof screen. However, many coal mines are reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential savings in workers' compensation (W C) premiums that can be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by Illinois and Kentucky were investigated in this study. Using data obtained from the Mine Safety and Health Administration, national and state WC bodies and individual insurance companies (e.g., average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), baseline mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state's actual WC rate-setting formulas, a sensitivity analysis was conducted to determine the total savings in WC costs after a three-year period. Annual savings in WC premiums ranged from $41,000 to $326,000 for the 67-person mine, and $96,000 to $843,000 for the 150-person mine. An economic analysis of the cost of a roof screening program at a 67-person mine was also conducted. The annual cost of a roof screening program here was estimated at $240,000. At this mine, the reduction in WC premiums alone could pay for the entire screening program.

The Caribou sulfide deposit near Bathurst, New Brunswick (Figure 1) is illustrative of one variety of strata-bound sulfide deposits. It consists of numerous near-vertical sulfide lenses which are concordant to the foliation and lithologic layering of low-grade metamorphic host rocks. Pyrite is the chief mineral in these lenses, but appreciable quantities of sphalerite, chalcopyrite, and galena are also present. Rocks in the Caribou mine area belong to the Tetagouche Group of Ordovician age. They consist chiefly of (1) quartz-sericite and quartz- sericite- feldspar schists, (2) greenschists, and (3) slate and phyllite. The trends of these steeply dipping rocks define the trace of a tight, steeply plunging fold structure, the Caribou fold (Figure 2). This fold plunges approximately 750 to the north-northwest; its axial plane strikes N.20°E. and dips steeply westward. Sulfide lenses of the Caribou deposit are associated spatially with the Caribou fold. The deposit is located in the fold along the contact between quartz-sericite and quartz-sericite-feldspar schists on the hanging wall and quartz-chlorite-sericite phyllites and graphitic schist on the footwall (Figure 3). Genesis of the Caribou deposit is ambiguous because its strata-bound form suggests syngenetic sulfide deposition, whereas its location within a fold suggests structurally controlled epigenetic mineralization. Acceptability of a particular genetic model rests on establishing the time of mineralization relative to deposition, deformation, and metamorphism of the associated rocks. To establish the timing for Caribou mineralization, the deformational histories of rock and sulfide, respectively, were compared. Epigenetic and syngenetic models can be tested against this interpreted structural history of the Caribou deposit.

Using electrochemical techniques it was demonstrated that bioleaching of gold from refractory pyritic ores is a complex phenomenon. Many intermediate electrochemical reactions were found to be involved in the oxidation of pyrite, using cyclic voltammetry and carbon paste-pyrite containing electrode. Furthermore, the oxidation process was controlled by solid-state diffusion as suggested by chronoamperometric and chronopotentiometric measurements. Using the Sand's approach, the activation energy of solid-state diffusion was found to be = 22.4 kJ. After bioleaching, 96% gold was extracted from the leach resi¬due with a thiourea solution in 1 hour. A generalized model for the mechanism of pyrite oxidation has been presented.

Virtually no two mines operate with the same geographic, geologic, and mining conditions. It follows chat problems vary with the conditions from mine to mine or often from one section to another in the same mine. Actual situations are described, and a technique of "stacking" maps to predict hazards is presented. Two case histories of the use of multiple overlays are de- scribed. The first deals with a property that was examined before the start of mining. The second is a property in which severe ground control problems were encountered and the relationship between the problem areas and known conditions were found to be related.

Abstract. The commercial importance of hydroxyoximes as extractants for copper has given impetus to basic studies on the chemistry of metal extraction by these compounds. The discovery of accelerator compounds which produce catalytic effects on hydroxyoxime extraction rates has led to mechanistic studies of these rate processes. While these studies have highlighted the importance of interfacial chemical reactions in the extraction process, it is not yet possible to unambiguously describe the mechanisms of metal extraction in these systems or the associated catalytic effects. This paper reviews progress in understanding the mechanism of metal extraction by hydroxyoximes.

Phillips Coal Company (PCC) submitted the first surface mine permit application under the Office of Surface &lining approved regulatory program of the State of Louisiana. This application for the Oxbow Lignite Surface Mine which is located approximately 64 kilometers (40 miles) southeast of Shreveport, Louisiana was submitted in March 1981. The State of Louisiana Office of Conservation, Surface Mining Division, assigned this application number LSM-1, indicating it is the first one submitted in Louisiana history. The permit area for the Oxbow Mine encompasses 6,251 hectares (15,627 acres). Of this total permit area, 5,862 hectares (14,656 acres) were classified by soil type as prime farmland by the U.S. Soil Conservation Service (SCS). Prime farmland acreage in the permit area became a major central issue in our early planning stages and throughout the permitting process of the Oxbow Mine, due to the magnitude of acreage involved.

Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. The methodology of heap leaching established at Rio Tinto in Spain more than 300 years ago is basically the same as that used today. The Relief Canyon gold deposit is located approximately twenty- four kilometers east of the town of Lovelock in Northwestern Nevada. At Relief Canyon, the Late Triassic Grass Valley Formation has been thrust over the Late Triassic Natchez Pass Formation. The lower plate Natchez Pass Formation is composed of massive gray dolomitic limestone which is locally silty and sandy. The upper plate Grass Valley Formation is composed of shale, siltstone, argillite and quartzite. Gold mineralization at Relief Canyon occurs along the highly brecciated thrust contact between these two formations. Weak gold mineralization often occurs above the thrust in the Grass Valley Formation, however, most of the ore grade mineralization is present below the thrust in the brecciated Natchez Pass Formation or where the two formations are mixed as a result of movement along the thrust. Several types of gold mineralization have been recognized at Relief Canyon. A large amount of the ore is present as a jasperoid breccia, however, significant amounts of ore occur as a mixed breccia composed of upper plate rock, fresh limestone, clay and jasperoid breccia. Gold ore also occurs in a fresh limestone breccia which contains a large amount of clay. Below masses of jasperoid, jasperoid stringers containing gold extend into the fresh limestone. Gold mineralization at Relief Canyon appears to be truly disseminated and has the typically associated trace elements of arsenic, antimony, mercury and fluorine. The Relief Canyon deposit can be classified as a structurally controlled disseminated gold deposit. Other deposits that fit this classification are the Pinson and Dee gold mines.

This work is a first-order study to assess the suitability of an organic acid lixiviant to extract rare earth elements (REE) from coal preparation fines refuse sourced from a Pennsylvania mine with a total REE of ~ 300 ppm. The extraction of REE using an organic acid, in this case 0.1Mcitric acid and 0.5Mtrisodium citrate solution, is compared against 0.5M(NH4)2SO4, 1MHCl, 1.2MH2SO4, and 0.5Methylenediaminetetraacetic acid (EDTA). Ashing the coal waste material prior to leaching tests with the citrate solution nominally improved REE extraction. Buffered citrate solution recovered 7% of the total REE in the as-received Isabella Fines as compared to 11% in ashed samples, whereas (NH4)2SO4 extracted 5–6%, respectively. EDTA recovered up to 33%of the total REE, most likely due to the higher coordination chelate bond. Mineral acids, however, outperformed the organic acids on ashed material (16–52%REE recovery), suggesting that organic acids may not be a suitable competitive option for REE extraction from these types of feedstocks.

This study was initiated by the Bureau of Land Management (BLM) to develop guidelines for determining the maximum economic recovery of resources in coal mines. The work was in response to a requirement in the Mineral Leasing Act of 1920 and Federal regulations. The intent was to address the economic rainability of small, irregular reserves in existing longwall mines. In particular, there was a need to determine if room-and-pillar mining using a continuous miner (CM method) was economically sound, or whether unconventional (short or odd-shaped) longwalls could be used to recover small coal reserves economically. Small reserves, called "widgets" are left in longwall mines on one side of the mains, near outcrops and adverse geological conditions, or near any other location where reserve geometry does not lend itself to mining with a rectangular longwall panel. The work included (1) analysis of the geologic, geo-technical, and economic factors that influence the recovery of small coal reserves, (2) analysis of historic changes in supply, demand, and coal prices, (3) development of typical cost models for room-and-pillar and longwall mines, and (4) development of a practical methodology for determining maximum economic recovery. The methodology included an evaluation of the ratio of coal mined during longwall mining to that mined for development (LDR) as well as costs of maintaining coal quality depending on market conditions. Improper size distribution of the grinding media in a multicompartment mill can be a source of many operation problems encountered. Inefficient use of the power expended for grinding, and an undesirable product size distribution are two frequent resultants. It is necessary to resize the grinding media in the leading mill compartment at time intervals related to the abrasive nature of the material being processed. In practice, this is done when time permits and with sketchy guidelines, if any. Maintenance of the grinding media size distribution can be scheduled, and would be, with a realistic method supplied to the user.

INLAND STEEL COAL COMPANY'S experience with a gypsum cement, with and without fiber glass filler, indicates that the concept of utilizing standard rock dust equipment to dry handle and apply gypsum cement as a mine sealant is feasible, simple and economical. Prior to 1975, Inland had casually experimented with a few sealants and had discussed the advantages and shortcomings of other sealants with various users. Hower in mid-1975, Inland foresaw the need to seriously acquire a practical sealant system. There were nearly a dozen sealant materials on the market at that time: silicate-based materials, Portland cements, vermiculite cements, gypsum cements, and magnesium-oxysulfate cements, each with their own fillers and additives. The applicating equipment ranged from simple to complex: wet mix or slurry machines operating on either a batch or continuous basis, high viscosity pumps, and pneumatic, dry conveying machines with water nozzles. Compounding the selection process, two or more products could often be used with the same machine, or a given material could be successfully applied with more than one type of machine.

Based on the 2010-2019 Mine Safety and Health Administration (MSHA) accident report database, 91% of reported ground control accident in the US longwall mines were caused by gateroad roof instability. This can be related to the significant changes in loading conditions that gateroads are subject to from the development to the longwall abutment loading phases, combined with the thinly bedded shale roof, found in many US longwall coal mines. One of the challenges in designing efficient support systems is to understand the roof instability mechanisms along with support-roof interactions under this complex loading condition. Field monitoring of roof displacement and stress changes coupled with detailed analyses using numerical models are well-documented techniques to study the causes of roof instabilities. However, traditional modeling techniques require additional calibration to simulate delamination and buckling of shale roof, one of the main roof instability mechanisms in longwall mines. One alternative modeling technique is the UDEC Bonded Block Method (BBM) where bedded roof and support interactions can be explicitly captured. This paper presents the development of a BBM model of a longwall entry at a 180 m depth of cover with a three-entry gateroad layout along with roof extensometer monitoring results. The models are validated against the monitoring data, showing the potential for BBM numerical models capturing the complex roof and support system interactions to assist with optimizing gateroad layouts and support systems.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. Florida is usually thought of as a vacation State, not a mining State, yet Florida has been the leading producer of phosphate rock in the United States for 85 consecutive years and in 1978 supplied over 80 percent of the national output and over 30 percent of the world's output. It is estimated that the Central and South Florida phosphates contain 412,800 short tons (374,000 metric tons) of U308, that 115,000 short tons (104,000 metric tons) of U308 will be contained in the wet-process phosphoric" acid procsssed in the United States through the year 2000, and that 54,000 short tons (49,000 metric tons) of U308 will be available from Florida. In 1978, two companies in Florida and one in Louisiana went on-stream recovering uranium oxide from wet-process phosphoric acid and three others started construction of U308 extraction facilities. These six companies will have the capacity to recover 2,137 short tons (1,900 metric tons) of U308 annually in 1980, which will account for about 15 percent of our domestic requirements.

Rate of penetration of Tunnel Boring Machines (TBM) has a significant role in the planning, measurement of productivity and performance of any tunneling project. In this paper, the application of Adaptive Neuro Fuzzy Inference System (ANFIS) in prediction of TBM penetration rate is evaluated. For this purpose, a database including Rock Quality Designation (RQD), Uni-axial Compressive Strength (UCS) of the rock, the Distance between Planes of Weakness (DPW) in the rock mass, and empirical data regarding rate of penetration of TBM from several tunneling projects are collected. The Rate of Penetration is then estimated by using ANFIS. These results are then compared with measured TBM penetration rates (actual data). It is concluded that ANFIS can be applied successfully for such purpose and result in high accuracy for prediction for the rate of penetration of TBM. The method provided in this paper can assist the mining engineer to estimate the performance of tunneling accurately.
