Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.

"The Cerro Verde copper-molybdenum mining complex is located near Arequipa, Peru. A 108,000 t/d copper concentrator (C1 concentrator) commenced operation in late 2006 and was debottlenecked to a 120,000 t/d capacity in 2011. A feasibility study, initiated in May 2010, assessed the potential for expanding the processing rate of the large Cerro Verde sulfide reserve via the installation of a second, stand-alone, concentrator (C2 concentrator) capable of processing a nominal 240,000 t/d ore. The feasibility study was successful and the project advanced through engineering, permitting and construction. Ramp up to nameplate capacity was ahead of schedule. The overall project was completed on schedule and within budget. The details of the project and supporting components are described. The design philosophy and design basis of the concentrator facilities are discussed as are factors that influenced the concentrator layout. Risk mitigation features included in the design are reviewed. The factors that drove the successful and rapid ramp up to nameplate capacity are discussed. Operational experiences in the first year of plant operation and project lessons learned are described. INTRODUCTION/BACKGROUND Sociedad Minera Cerro Verde S.A.A. (SMCV) operates a copper mine near Arequipa in southern Peru. Small scale operations operated intermittently until 1970 when the deposit reverted to the ownership of Minero Perú S.A (Peruvian government). Minero Perú S.A. commenced mining and processing of oxide reserves in 1972 and placed an SX-EW plant into production in 1976. The ownership of the property has changed hands several times over the years. Minero Perú sold Cerro Verde to Cyprus Climax Metals in 1994. Cyprus was acquired by Phelps Dodge in 1999. Freeport-McMoRan (FCX) acquired Phelps Dodge in 2007. Several studies were undertaken during the 1990’s that tried to establish the economic justification to process the large primary sulfide resource that underlies the surface oxide deposit. None of these studies produced an economic conclusion until a feasibility study was completed by Phelps Dodge and SMCV in 2004. This study provided the economic justification for the construction of a 108,000 t/d concentrator during 2005 and 2006. The key to the success of this study was identifying a water source that was sufficient to support processing economies of scale. Concentrator operations commenced in late 2006. The original design production rate of 108,000 t/d was achieved on a 30 day moving average basis on the 266th day after ore was first introduced. During 2009, studies and evaluations were performed that had the objective of addressing observed concentrator bottlenecks to allow a production rate of 120,000 t/d to be achieved. The 120,000 t/d figure represents the sustainable production limits associated with the installed primary crusher and tailing thickeners which would have been prohibitively expensive to upgrade. Debottlenecking activities were implemented during 2010 allowing sustained production rates of 120,000 t/d to be achieved."

Old mine workings are found throughout the Western United Sates on lands administered by the U.S. Bureau of Land Management, U.S. Forest Service and private lands. Some of these mine workings date back to the late 1800s. There may be as many as 100,000 sites on lands administered by the National Park Service, U.S. Forest Service and Bureau of Land Management. The U.S. Department of the Interior has worked with the U.S. Geological Survey, the U.S. Forest Service, the U.S. Environmental Protection Agency, and western state governments to identify and prioritize these sites on Bureau of Land Management, National Park Service and U.S. Forest Service administered lands. This presentation will discuss the accomplishments we have made to date to clean up inactive and abandoned mine sites, focusing primarily on lands administered by the Bureau of Land Management.

The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

"Seamount cobalt-rich ferromanganese crusts (hereafter crusts) are authigenic iron/manganese hydroxide/oxide deposits formed from direct precipitation of minerals from seawater onto a hard substrates surface. Crusts contain significant concentrations of cobalt, manganese, nickel, copper, platinum, rare earth elements and other valuable metallic elements, with potential economic value. Regulations on Prospecting and Exploration for Cobalt-rich Ferromanganese Crusts in the "Area" was approved by the Council and Assembly of the International Seabed Authority in July 2012, China and Japan became the first to obtain exploration contracts, which were signed respectively in April and January 2014.The crusts form pavements and are mainly attached tightly to the surface of the substrate, and less commonly crusts coat talus debris located on the surface of sediment and substrate rock. During prospecting, crust sampling methods mainly include dredge, TVgrab and sub-bottom coring system. During exploration, the sub-bottom coring will be the dominant method for crust sampling, and if necessary, ROV sampling will be used. Usually the samples collected by different methods provide a larger quantity than samples needed for chemical analysis, but sampling quantity is a question that should be considered for mineral resource evaluation that how to ensure that the sampling is representation for the sampling station. Using the samples collected by China from Pacific seamounts, according to the designed analysis flow and Qeqott formula (Q=Kd2), the minimum reliable assay sample quantity ("MRASQ") of crusts for Mn, Co, and Ni are obtained. In the case of the sample homogeneous fines at ~100 mesh size (~0.15 mm), MRASQ for Mn, Co, Ni is respectively 4.5 g, 9 g and 9 g. This result provides the basic data for crusts resources evaluation."

With the rapid development of renewable energy technology, such as electricity reserves, to store energy for electric or electric vehicles, environmentally friendly energy sources are expected to continue to be fulfilled according to mobility and stationary energy needs. Lithium is the most attractive candidate for energy storage development. The presence of lithium in Indonesia in the Sidoarjo mud content is interesting to be used as an alternative source of raw materials. During the research, sulfuric acid acted as a solvent, and hydrogen peroxide acted as an oxidation agent. Lithium recovery will be studied using a leaching process at various temperatures (30, 45, and 60 °C) and sulfuric acid concentrations (0.5, 1, 2, 3, 4, and 6 mol/L). The increasing temperature, sulfuric acid concentration, and hydrogen peroxide concentration will directly affect the lithium recovery. An increase in sulfuric acid concentration will be directly proportional to the recovery of lithium in the solution. Optimum conditions were obtained at varying 6 mol/L sulfuric acid concentrations and 60 °C temperature variations. The shrinking core model (SCM) studied leaching kinetics, and ash layer diffusion acted as a rate-controlling process. The activation energy of the leaching process was obtained at 38.90 kJ/mol.

The geologic modeling of multiple domains is required for the prediction of mineral resources and reserves. In general, explicit methods have wide acceptance among modelers due to the ability to manually add deemed important trends and geological features into the models. As an alternative, implicit geologic modeling techniques are increasingly adopted to reduce professional time requirements. These methods aim for objective, repeatable and flexible models by replacing the manual time-consuming interpretation of sections with the interpolation of signed distance values. These techniques, however, have been developed for the binary case of two domains at a time. The current paper presents an algorithm that extends the binary case to multiple domains. The method is able to transfer large-scale geological features from data to geologic models. A case study illustrates the benefits of the algorithm and practical implementation considerations.

In April, 1975 the Colorado School of Mines began monitoring rock mass response associated with a long- wall shield demonstration project near Raton, New Mexico. This project was sponsored by the U. S. Bureau of Mines (DOE) and performed at Kaiser Steel Corporation's York Canyon Mine. Two of the results of the intensive instrumentation effort are the empirical subsidence and horizontal strain models presented herein. These models are based on data gathered during mining three adjacent longwall panels (4N, 5N and 6N). A total of 251 permanent surveying monuments were monitored over the three-panel area. Lines of monuments were oriented along panel centerlines, perpendicular to centerlines and diagonal (45O) to centerlines. Active monuments were monitored twice a week, with less frequent monitoring of stable or slow moving monuments. Primary subsidence monitoring equipment consisted of an AGA Geometer Model 75 and a Wild T-2 Theodolite with -a Wild-Sercel DI-3S distomat.

In Tunisia, the Paleocene-Eocene series has an important socio-economic interest. It contains profitable oil and water accumulations. Moreover, it encompasses phosphate reserves. The present study uses seismic reflection prospection and borehole data for the reconstitution of the Paleocene-Eocene deposit structure in the Jerid area (southwestern Tunisia), a crucial step for the phosphate exploitation. Firstly, lithostratigraphic correlations incorporating water and petroleum wells were established according to different directions for a tentative approximation of the Paleocene- Eocene deposit geometry by following their lateral evolution. To give more details, seismic reflection profiles were interpreted in the second step. The Paleocene-Eocene formations were associated with their corresponding reflectors on the closest seismic profile using the relation of time and depth in petroleum wells. Analysis of lithostratigraphic correlations shows notable variations in the Paleocene-Eocene series thickness and depth. Seismic profile interpretation explains these variations by highlighting different buried tectonic features. The results confrontation reveals that the phosphatic deposit geometry in the Jerid area is mainly influenced by the (1) emergence of the Saharan platform and the Chott northern chain since the Late Cretaceous, (2) syn-sedimentary normal activity of E-W and NE-SW faults during the Paleocene-Eocene epoch, (3) reverse-reactivation of these faults, and (4) major Tortonian folding phase. This study can enormously enhance the Jerid area socio-economic development by presenting useful findings that may orientate the phosphate exploration.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. Engineers face significant challenges when determining what geometry provides the most profitable and safe stope for extraction. Several techniques and optimization algorithms have been developed in recent years, but most fail to find optimal solutions because they are heuristic or LP-based without efficient geometric constraints. This paper presents a two-dimensional binary linear programming (BLP) model for determining the optimal combination of blocks in a stope that maximizes the economic value of the layout of stopes for a sublevel deposit. The work draws from Queyranne and Wolsey’s (2017 & 2018) formulations of tight constraints for bounded up/down times in production planning problems to formulate novel and efficient geometric constraints along with geotechnical and grade constraints for the BLP stope layout optimization problem. Results from the model indicate that it is possible to formulate efficient shape constraints in LP-based approaches. The model used for the numerical example contained 144 valuable blocks out of 774 blocks, which translates into an economic value of $53.21M. The BLP model selected 60 valuable blocks and 13 waste blocks that met all constraints translating into a maximum economic value of $34.4M in 1.83 hours within a gap tolerance of 0.00%.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Kennecott Copper Corporation's Chino Mines Division concentrator is located in Hurley, New Mexico. Construction of the concentrator was started in 1910 and its capacity was progressively increased over the years to the present nominal 20, 425 t/d of ore (22, 500 stpd). The principal copper minerals present in the ore are chalcopyrite and chalcocite with much of the chalcotite intimately associated with pyrite. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the deisred pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. In 1972 a major renovation of the flotation and regrinding circuits was com¬pleted and at that time a new lime distribution and control system was placed in operation. Limestone is obtained from a nearby quarry west of Hurley. The limestone is crushed, sized and fed to a rotary kiln and the quicklime product is stored prior to slaking. The lime is slaked, as required, in a mixing tank-classifier type slaker and the lime slurry is pumped to a concentrator storage tank from which it is distributed through a conventional closed loop system. The current average lime usage rate is approximately 6 kg/t of ore (12 lb per st).

Pennsylvania has ample reserves of high-alumina clays which are potential sources of alumina, but many of these clays contain large amounts of iron, which makes them unsuitable for treatment by acid processes(1). The purpose of this investigation was to determine the optimum conditions for the selective hydrochloric acid leaching of iron (2-4) prior to the sulfuric acid extraction of alumina from Pennsylvania ferruginous high-alumina clays. This was accomplished by first testing the iron-bearing minerals and the clay minerals most often encountered in Pennsylvania clays to determine their rate of dissolution in hydrochloric acid solutions. The results of individual minerals were then based for leaching Pennsylvania clays with a 19% hydrochloric acid solution at the boiling point of the acid for approximately 30 minutes to achieve as high as 90% iron removal and only 2-5% alumina losses.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Between 2005 and 2021, a NIOSH internal review showed that haul trucks were involved in 54 incidents at surface mines in the United States. Haul truck collision warning and avoidance systems (CXS) can assist in preventing accidents at surface mines. CXS use technologies to detect people or objects and alarm to alert haul truck operators. Robust testing can help ensure that they detect objects without excessive false positive alarms. Testing and validation would increase confidence in and encourage implementation of a CXS. Researchers from the National Institute for Occupational Safety and Health (NIOSH) reviewed documents related to the evaluation and validation of CXS with two objectives: (1) to identify methods and parameters used to evaluate detection performance and (2) to identify gaps in CXS test methods and in detection performance. Stakeholders can use the findings from this research to guide implementation of CXS to improve safety at surface mines.

"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. Beginning in the year 2000 and continuing to the present, snowfall has been well below documented historical averages and Colorado River flows have diminished."

The limited lifespan, ever-growing demand, and significant lithium and cobalt content are responsible factors for the immediate recycling of discarded lithium-ion batteries. Discharged batteries were dismantled, segregated, and size reduced to recover cathode and anode material. The active cathode material comprises LiCoO2 (65.8%) and LiMn2O4 (34.2%) and was carbothermal reduced with recovered graphite in a microwave furnace followed by water leaching and magnetic separation. A Box Behnken statistical experimental design is used for process optimization. Both cobalt and manganese report to magnetic fraction, whereas graphite and lithium carbonate report to non-magnetic fraction and solution crystal respectively. The final product comprises of cobalt 73% and manganese of 14% with process yield of 36% and saturation magnetization of 76 emu/g.

The United States Bureau of Reclamation is constructing the $200 million Navajo Indian Irrigation Project to irrigate 110,000 acres of land on the Navajo Indian Reservation in northwestern New Mexico. Water from the San Juan River is impounded by Navajo Dam and will be conducted for 26 miles along a series of tunnels and canals to the area to be irrigated. Tunnel No. 3 is the third in a series of six tunnels along the route. Bids for construction of Tunnel No. 3 were received by the Bureau of Reclamation in September, 1970. Fluor Utah was low bidder at $8.7 million. Ten of the 12 bids were based on excavation by tunnel boring machine. The consulting firm of A. A. Mathews, Inc., was retained by the contractor to advise on geologic and rock mechanics conditions after support problems developed in the tunnel. Tunnel No. 3 is 15,264 feet long, has an 18 foot lined diameter, rises approximately one-half inch per 100 feet in the direction being excavated, and is 6,000 feet above sea level. There is one short curve in the alignment. Minimum concrete thickness is 12 inches with eight inches from 'A' to 'B' line making a pay diameter of 21 feet, 4 inches. The tunnel is supported with rock bolts and steel pans. Mole excavation began on May 13, 1971 from a blasted starting chamber. After 46 feet were excavated the mole was shut down and the trailing muck handling equipment was pulled into place. After advancing 1,700 feet in 34 days, unanticipated ground water conditions and ground support problems were encountered slowing moling so that the next 1,000 feet of advance consumed 97 days until December
