The Bureau of Mines has developed a process to improve the leaching kinetics of diffusion controlled systems. The system features the Bureau-developed turbomill, an attrition grinder which scrubs the reaction product coating away from the unreacted mineral grains during leaching. The system can be continuously operated at any temperature up to the boiling point of the leaching agent. This paper describes the research on the dissolution of chalcopyrite with acidified ferric sulfate which forms a sulfur product on the unreacted chalcopyrite surface. This method is a hydrometallurgical alternative to chalcopyrite smelter technology which eliminates S)2 emission problems with its associated costs. Batch testing at 90? C with the chalcopyrite/ferric sulfate system resulted in better than 99-pct extraction of copper. At an optimal energy consumption of 1,520 kW h/st, 95 pct of the copper was extracted. Recent work has been directed to development of a continuous system and SX/EW treatment of the resulting pregnant liquor from the chalcopyrite/ferric sulfate leach.

Historically, boulders are a frequent source of problem in soft ground tunneling. It is important to attempt to make an assessment of the nature and quantity of the boulders, although in many cases, it will be impossible to do so with great accuracy. Boulders, can pose major problems for TBMs in terms of slowing down or halting the tunnel advance, cutter damage, and abrasive wear. Although proper selection of the TBM and the cutterhead can reduce the risks, ground uncertainties still cannot be eliminated. The paper reviews a case study of a 3480 mm diameter EPB-TBM in Toronto utilized for completion of 2.5 km tunnel in Glacial Till, crossing the CP railway, HWY 401, a creek, and a confined aquifer. Alignment consists of multiple horizontal curves including small radius curves (r=210 m) at shafts breakthrough. An unexpected boulder cluster lead the contractor to experience extreme damages to the screw conveyor, RFJ system and causing a crack in main motor plate which resulted in losing one of the six main motors. This paper reviews contractor’s solutions and includes discussion on specific claim resolution method used in this project that can be of great value in preparation of specification and GBR for similar projects.

The Mining Engineering Handbook is written primarily for persons interested in the economic extraction of minerals. Not everyone referring to this book will be knowledgeable about mining and, therefore, this section is intended to explain to interested persons the scope of mining as well as fulfilling the title of "Mining's Place and Contribution" among the industries of society. 1.1-MINERALS, ROCKS AND ORE In the year 1971, the number of known elements amounted to 104. Fifteen of these have been made only in the laboratory, others may have persisted from the primitive atmosphere, but, by and large, elements originated from magmas or igneous rocks of the outer rocky shell of the earth. Only eight elements constitute 98% by weight of the earth's crust. These are oxygen, 47%; silicon. 28%; aluminum, 8%; iron, 5%; and sodium, magnesium, potassium and calcium, less than 4% each. These common elements and the other less common ones are the building blocks of minerals, of which there are over 2,000 varieties. According to Webster: "A mineral is an inorganic substance occul.ring natura!ly in the earth and having a consistent and distinctive set of physical properties and a composition that can be expressed by a chemical formula. The term is sometimes applied to organic substances, such as coal." Thus, minerals are precise combinations of elements. Rocks, as distinct from minerals, are composed of assemblages of minerals. When minerals are found in sufficient concentration to warrant extraction by mining, the mineralized area is considered an ore deposit. The definition of ore is mineral that can be extracted from the ground at a profit. The economic connotation is implicit in the word ore. Since most of the useful elements compose such a small percentage of the earth's crust, the occurrence of ore deposits as we know them would not have transpired had not geologic processes concentrated the elements (see Sec. 4). 1.2-DEFINITIONS OF MINING TERMS Extensive coverage of the many descriptive terms used in mining may be found in a good mining glossary, such as is available from the Superintendent of Documents (see Sec. 35), but for convenience a number of the more common definitions are given here. Mining may be defined, as by A. B. Cummins, as the act, process or work of extracting minerals or coal from their natural environment and transporting them to the point of processing or use. Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

The large walking dragline has been the most commonly used overburden-stripping equipment in Texas lignite mines. These draglines, operating on the highwall side of the pit, can excavate to a depth of 45 m. Considerable overburden rehandling is required beyond 30 m and may reach 100 percent by 45m. As pit depth increases, dragline operation also becomes more complex, with two or three passes being necessary to make a cut 30 to 40 m wide. Multiseam operations also require extra passes. At pit depths greater than 45 m, the dragline must be operated also from a spoil bench. This can be difficult in the unstable alluvial deposits in which lignite occurs.

Overexcavation and ground loss events during pressurized-face TBMadvance in soft ground can result in unplanned deformations above the tunnel and damage to existing infrastructure. Successfully managing the risk of this occurring is crucial for any project in an urban area to proceed. Common risk management approaches include a combination of establishing suitable ranges of TBM operational parameters and using geotechnical instrumentation for deformation monitoring. Another risk management tool is material flow reconciliation, which varies depending on the specified mining method and the equipment choices by the contractor. This paper compares recent and ongoing projects in the Pacific Northwest regarding overexcavation risk management.

The newly discovered South Arturo deposit is a Carlin-type, breccia-hosted, oxide gold deposit located on the Dee Mine property at the north end of the Carlin Trend in Nevada. The Dee Gold Mine was discovered in 1981 by Dee Delamar, a Cordex geologist. The property was put into production by Rayrock Mines in 1984. During its 16-year mine life, the Dee Mine produced about 18.6 t (600,000 oz) of gold from oxide ore at an average production rate of about 1.24 to 1.55 t/a (40,000 to 50,000 oz/year). In October 1997, Bar-rick Gold Exploration acquired the right to earn a 60-percent interest in the Dee property from Dee Gold Mines through an exploration farm-out agreement. Barrick Gold Exploration began exploration activities on the property in 1998 and vested in its 60 percent operating interest in 2004. However, the discovery hole at South Arturo was not drilled until July 2005 from atop the historic mine dumps located 300 m (985 ft) south of the Dee openpit. The discovery hole (BD-72) encountered a cumulative 75.6 m (248 ft) of oxide mineralization grading 1.9 g/t (0.055 oz/st) gold beneath 260 m (855 ft) of dump material and post mineral Tertiary Carlin Formation volcanic and sedimentary rocks. Oxidation within the deposit extends to depths greater than 610 m (2,000 ft). The deposit has passed the prefeasibility test and is presently in the feasibility stage. Exploration is on-going to enhance or enlarge the known deposit. The current resource for the deposit stands at 40.4 t (1.3 million oz) of gold. The South Arturo discovery is an example of an historic mining property yielding a new discovery through the diligent application of area selection criteria of the model type and persevering when early results were generally negative. Barrick?s original exploration pro-grams on the property were focused on the discovery of deep, high-grade sulfide deposits that would likely be mined by underground methods. As it turns out, South Arturo is mostly oxidized and will be amenable to mining by openpit methods

Coal is the nation's most abundant fossil energy resource. However, its use is limited because of the nature and amount of associated impurities, such as mineral matter, sulfur, trace elements, and moisture. The moderate-to high- sulfur content of many U.S. coals is of particular concern as current and newer, potentially more stringent, regulations require reduction in sulfur oxide emissions. Release of particulates, NOx, and other pollutants during the coal-use cycle is also of concern. The current practice of controlling sulfur oxide emissions in the major steps of the coal- use cycle is limited mainly to coal preparation by physical beneficiation and, to a smaller extent, to post-utilization cleanup (flue gas desulfurization). Approximately two-thirds of the coal from states east of the Mississippi river is physically cleaned, whereas only 15% to 20% of the operating boilers in the utility industry are equipped with scrubbers to desulfurize the flue gas (Henzel, 1988). Physical beneficiation methods can be very effective in removing mineral matter, including pyritic sulfur, from coal. These processes take advantage of the differences in physical proper- ties between coal and mineral matter to achieve the separation. In a typical physical cleaning operation, raw coal is crushed to about a 50-mm (2-inch) top size. It is then screened into coarse, intermediate, and fine sizes. Crushing the coal liberates some of the ash-forming minerals, including a portion of the sulfur that is not chemically bound to the coal. The per- centage of impurities freed from the coal matrix generally increases as the coal particle size decreases. The coarse- and intermediate-sized coals are typically subjected to a cleaning pro- cess based on differences in specific gravity between coal particles and the associated impurities. Such cleaning processes used include jigs, dense-medium baths, cyclone systems, and concentrating tables. The fine-sized (typically less than 0.5-mm) coal, if beneficiated, is typically cleaned using a froth flotation technique based on the differences in surface proper- ties between coal and its associated impurities. At fine sizes, greater cleaning potential exists because a greater portion of the impurities is released from the coal matrix. However, this potential is not fully realized owing to inefficiencies in separating fine particles using state- of-the-art flotation technology. Overall, current commercial coal preparation processes are estimated to remove up to 60% of the ash and 10% to 30% of the sulfur, depending on the coal characteristics, with product weight recoveries rang- ing from about 60% to 90% and thermal recoveries of about 85% to 98% (Versar, 1985; Science Applications International Corporation, 1987; Hoffman- Muntner Corporation, 1978). For many U.S. coals, grinding to sizes finer than those used in current coal preparation plants is required to liberate most of the physically bound impurities from the coal matrix. As noted, conventional coal-cleaning methods are not very effective at these fine sizes. Accordingly, the expanded use of domestic coal requires the development of advanced coal cleaning technologies that can provide economic performance while reducing environmental impacts. Program Goals and Objectives The overall goal of the U.S. Department of Energy (D0E)'s Coal Preparation Program is to provide the scientific and engineering knowledge base that industry can utilize to produce economically competitive and environmentally acceptable clean-coal products for introduction as market conditions warrant. The coal preparation process(es) should remove undesirable components from coal and improve its handling characteristics, thus making the product coal technically, as well as economically, viable as a competitor with petroleum-derived fuels and natural gas, and with alternative environmental control technologies. The coal preparation process must be applicable to a wide variety of bituminous and low-rank coals. The cleaning process should reduce the variability among clean-coal products from various raw coals, thus significantly increasing the range of potential end uses for each raw coal. Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

To address the drawbacks of the conventional portland cement/fly ash (PC/FA)–based cementitious material currently used in practice to construct pumpable roof supports (PRSs), a novel cementitious material has been developed based on geopolymerization technology. The novel cementitious material is comprised of two pumpable grout streams: Stream 1 is a slurry composed of pozzolanic material and high-calcium additive and stream 2 is an alkaline solution comprised of a gelling agent. Biopolymer has been added to the second stream to provide ductility to the geopolymer cementitious material. In the laboratory scale, systematic experiments have been carried out to investigate the viscosity, setting time, and uniaxial compressive strength (UCS) of the new cementitious material and develop the right recipe for field applications. By collaborating with industry and the National Institute for Occupational Safety and Health (NIOSH), full-scale PRSs have been constructed and tested. The results show that (1) the novel cementitious material based PRSs has much higher peak UCS and similar or higher residual strength than the conventional PC/FA-based PRSs; and (2) unlike the PC/FAbased cementitious material, the novel cementitious material shows good long-term durability with nocracking/disintegration when exposed to air.

The Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to the White Point Manifold. Upon completion, through ground conditions ranging from soils to hard rock, the tunnel will be approx. 7 miles (11 km) long with a finished internal diameter of 18-ft (5.5 m). This paper will present the Tunneling Condition Assessment Report (TCAR) and Tunnel Operation Plan (TOP) developed prior to construction, as well as the actual TBM performances achieved along the northern portion of the alignment in soft ground, shallow cover, and beneath a densely urbanized area.

Stemming plugs are used as an accessory in drilling and blasting industry. They supplement conventional stemming material (i.e. drill cutting) with retention of gases in the drill hole that result in better fragmentation of rock and improved explosive utilization. Better fragmentation and explosive utilization along with economic benefits enhance efficacy of the project. Incorporation of stemming plugs in drilling and blasting industry is in exercise for about thirty years. The efficiency of stemming plugs is a key factor in their rising induction in mining industry. Different studies have been conducted on the economic viability of these plugs. The focus of this paper is the selection of stemming plugs for a bench blasting operation and the examination of blasting operation efficiency based on ergonomics and human factors. Three types of stemming plugs were evaluated during multiple blasts at a limestone quarry. Their performance was evaluated using split desktop software. Based on the human factors plastic molded stemming plug (stemming plug-1) was found to be the best among all selected plugs. INTRODUCTION Surface mines and quarrying operations heavily depend on bench blasting to achieve high volumetric targets and production demands. Use of explosives is the most economic method adopted for rock breakage and movement. Extensive research had been performed to enhance explosives energy utilization. This include changing the drilling pattern, application of air decks, stemming plugs, and use of other supportive devices. Optimization of explosive energy has been a major concern in those mines that rely on drilling and blasting operation to carry out main production. Due to continually increasing cost, efficient mining demands, and associated hazards of using explosives, it is necessary to utilize explosives at their best. Efficiency of a blasting operation is generally evaluated by the fragmentation size. From post blast conditions at blasting site to efficiency of processing plant, anything can be affected due to improper blast resulting in bad fragmentation. Better fragmentation is necessity for better operation of the system along with consideration of the safety of operation, environmental issues and related costs. For developing a blast design, an engineer should always attempt to minimize the cost of operation without compromising with acceptable technical and safety necessities [1]. Blast performance is dependent on many different factors associated with the process. These factors have been gauged as blast geometry, explosive specification, and rock mass properties [2]. Similarly, in 2013 Mohammad et al. concluded that fragmentation dynamics depends on blast hole diameter, primer, spacing, stemming, burden, and delay timing for blasting operation [1]. At the work site where this study was performed, blast holes were filled by drill cuttings and muds to help in confining gases. In a blast hole, gas confinement helps in better rock fragmentation along with reduced flyrocks. This practice is most common in many countries including Pakistan. Due to lack of homogenized particle size, the effectiveness of confinement is variable and majorly based on the size of stemming. Extremely small sized drill cuttings often result in hole blow out along with flyrocks from the collar. This improper blast energy will result in poor blast, bad impacts on environment, and reduced operational efficiency. In addition to the stemming material, the length of stemming is also a prime consideration. The decrease in stemming length will increase the quantity of explosive in the blast hole and an increase in stemming material generally improves stemming performance.

Blind shaft drilling equipment has not changed substantially since the 1970s. Since it resides in a niche market between conventional shaft sinking and raise boring, the relatively small demand has resulted in some stagnation of development. In the 1990s the technology found a larger foothold in foundation and deep piling work for civil construction. WIRTH GmbH from Erkelenz, Germany has been servicing this market for many years with pile top drilling rigs and tools. Frontier-Kemper Constructors, Inc. recently entered into an agreement with WIRTH to develop a new generation of large diameter blind drilling equipment more specifically aimed at mining needs. The, recently completed, DHI-240 is the first rig to apply the most recent technology. This machine made its commercial debut in the fall of 2008. Understanding the climatic conditions in underground mines is necessary for efficient ventilation design, cost savings, and to ensure the health and safety of mine workers. Large volumes of ventilation and climatic data including air volume, barometric pressure, dry bulb temperature, and relative humidity were collected at active underground precious metal mines in Nevada, which allows for the determination of wet bulb temperature and other key parameters. Through the utilization of neural networks, the wet bulb temperature at the bottom of the intake shafts is predicted, while taking into account the “thermal flywheel effect” (TFE). Wet bulb temperature is one of the most important climatic parameters to model and understand because it significantly affects the work conditions and the cooling capacity of the ventilating air. The accurate prediction of the dry bulb and the wet bulb temperatures at the bottom of intake shafts is critical when assessing the climatic conditions in future underground mines and deciding onwhether a cooling system is needed to assure adequate working conditions throughout themine. By utilizing accurate predictions of wet bulb temperatures and other climatic parameters, mine personnel will be safer as reported by Bluhm et al. (2003), and a more accurate ventilation design can be achieved resulting in major cost savings for underground mines.

The Pima mine, 39,000 ton per day copper mine, is located 17 miles south of Tucson, Arizona. The mine is in a sequence of Paelozoic and Mesozoic sediments striking east-northeast and dipping southeasterly intruded by a Tertiary quartz monzonite porphyry. The Paleozoic Permian(?) dolo¬mites, limestones, and sandstones have been altered to talc-silicate skarn, marble and quartzite. The overlying Mesozoic Triassic(?) clastic sediments have undergone some recrystallization and hydro¬thermal alteration. The clastic metasediments are divided into three distinct lithologic units, lithic arenite, arkose, and inter¬bedded and overlying black argillite. Three types of hydrothermal alteration in the clastic rocks are propylitic alteration (epidote, chlorite and quartz, with or without sericite), quartz-sericite alteration, and potassic alteration (K-feldspar and quartz, with or without sericite and chlorite). The porphyry has undergone potassic alteration. Dominant structures are an east-west post mineral fault in the western part of the pit, and strong low angle faulting and shearing which truncates the ore body at depth. Two joint sets, one parallel to bedding and the other at right angles to bedding are prominent in the mine. Faulting is in two dominant directions, one striking northwest, dipping northeast and the other striking northeast, dipping northwest. Mineralization is predominantly disseminated pyrite and chalcopyrite, and molybdenite-quartz veinlets. There are lens important amounts of magnetite, hematite, sphalerite, galena, tennantite and bornite. Mineralization is believed to be both structurally and chemically controlled.

Results of work on the development of a phenomenological model for the continuous flotation process using short-lived radioactive tracer techniques for the determination of model parameters is reported. A model that incorporates a flotation first-order rate constant and a residence time distribution based on the cross flow finite state (CFFS) model has been derived and investigated. The short-lived radioactive tracer techniques necessary to extract the model parameters have been developed as have the necessary nonlinear search methods. The conditions under which all the model parameters can be extracted from a single radiotracer experiment are detailed and illustrated. A microcomputer-based unique data logging system has been designed, assembled, and implemented for collecting the necessary transient radiotracer data. Results are reported for a continuous laboratory flotation system for the two systems mica ore and coal.

"Froth flotation is the most widely used method of separating fine coal, especially coal with coking properties. However, froth flotation is not efficient for treating ultrafine coal and coarse coal particles. Our previous fundamental test results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubbles on the flotation performance of different particle size fractions of coal was investigated using a bank of 10-L flotation cells, a specially designed 50-mm inside diameter column and a 152-mm inside diameter column. It was found that nanobubbles that were either directly formed on or subsequently attached to the surface of coal particles during the froth flotation process improved flotation efficiency. The use of nanobubbles in a bank of mechanical cells flotation and column flotation significantly increased the flotation recovery at a given product grade. Nanobubbles increased the flotation rate constants of different coal particle sizes. The presence of nanobubbles in flotation slurry could extend the lower and the upper particle size limits for effective coal flotation.IntroductionFor minus 0.6 mm fine coal or minus 0.15 mm ultrafine coal particles, froth flotation is known to be the most efficient and the most cost-effective separation technique. However, flotation efficiency decreases sharply with ultrafine and relatively coarse coal particles. Studies have shown that the low flotation efficiency of ultrafine particles is mainly due to the low probability of bubble-particle collision (Yoon et al., 1989; Ralston and Dukhin, 1999). Enhanced flotation of fine and ultrafine coal can be achieved by increasing collision and attachment probabilities.The top size of particles that can be recovered by flotation depends on the combination of mineral properties and flotation devices. Turbulence in flotation devices is an important factor that affects the stability of bubble-particle aggregates. Even in the flotation of fine particles, bubble-particle detachment can significantly influence the kinetics of flotation taking place in mechanical cells, which provide intensive turbulent agitation (Deglon et al., 1999). Coarse particle flotation is more difficult, because increased agitation is required to maintain particles in suspension and coarse particles are more likely to detach under turbulent conditions (Mankosa and Kohmuench, 2002; Soto and Barbery, 1991). Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore, and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement, and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risk, the effectiveness of caps and covers, and provide information to aid in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs), and lysimeters. Many of the monitoring devices can be linked to a datalogger and telemetry systems, enabling monitoring data to be downloaded from the office.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Stainless steel swarf is a typical by-product produced from stainless steel processing, which contains a significant level of valuable metals, such as iron, chrome, and nickel. About 1 million tons of stainless steel swarf are generated in China annually, but as mixed with impurities such as Al and Si, stainless steel swarf is not suitable to be directly smelted into stainless steel through refining process. In this study, stainless steel swarf was applied as a strengthening agent during limonitic laterite sintering process. The effects of adding stainless steel swarf on green bed permeability, the yield and quality indexes of the sinters, and the microstructure of the sinters were evaluated systematically. The results showed that the concentrated distribution degree of granules and green bed permeability were improved after adding stainless steel swarf. As the additional amount of stainless steel swarf increased from 0 to 3%, the tumble index and yield of the sinters rose from 50.07 to 54.69% and from 62.04 to 67.35%, respectively. The addition of stainless steel swarf would not change the phase compositions, and had little adverse impact on the metallurgical properties of the limonitic laterite sinters.
