When done properly, benchmarking is an extremely effective tool for assessing ones performance, finding areas for improvement, and identifying strengths. However, when done improperly it can be an exercise in futility and result in incorrect observations and conclusions. A primary pitfall of benchmarking is collecting too much unreliable information. Surprisingly, the evolution of data storage and the ease of data collection are not helping with better data collection. Instead, it is just allowing one to collect more information, while at the same time inundating one with too much data. Additionally, the process of data collection can be tedious and is often times delegated to the least experienced individual resulting in unreliable and incorrect data collection and entry. Another primary pitfall of benchmarking is metrics that are cost based or poorly designed. Cost based metrics typically involve comparing unit mining costs ($/tonne). Between mines, unit mining costs are not very well correlated and have become further complicated by significant regional cost variations and mining inflation in the last years. Likewise, poorly designed metrics lead to poor benchmarking results. Examples of poorly defined metrics include: metrics that rely on information that is difficult to collect, metrics that are poorly defined, metrics which are too site focused, and metrics that measure low consequence practices.

Vertical circular shafts have been proposed for multiple access to high level nuclear waste deep geologic repositories. Shaft construction is a critical path item in the commissioning of a repository. Other constraints on the shaft design and construction criteria include the lack of design precedence for long term performance and the importance of minimizing rock and groundwater disturbance. A comparative evaluation of conventional and mechanized shaft sinking techniques is presented in the context of the particular geologic and design constraints. Technical and non-technical factors for blind drilling, blind boring, raise-reaming, drill-and-blast and ream-and slash methods are reviewed for typically "hard rock" and "salt" type repository sites. Appropriate shaft designs are developed, the suitability of each method to the particular requirements evaluated and construction costs and schedules determined. The explicit appraisal of the significant design factors for each method serves as a rational basis for the preliminary selection of the most suitable sinking technique for a particular set of site/design conditions.

In the world of tunneling the glamour is in the large diameter, long tunnels, but perhaps the number of projects for small diameter and short length tunnels are greater and generally have higher risk factors. Reasons for these higher risks include both the ?boiler plate? contract provisions used on these types of contracts, the technical specifications related to the tunnel work (versus the pipeline construction), the bid practices including measurement and payment and the construction. This paper reviews and comments on some of the key issues the authors have observed in recent major pipe-line projects that involve a small percentage of tunneling footage of the total contract.

The final 1995 figures on industrial sand and gravel have not yet been compiled by the US Geological Survey (USGS). There is usually about a nine-month lag time in receiving and compiling this information. However, USGS estimates that domestic production of industrial sand and gravel will increase about 4% to 28.2 Mt(31 million st). The average unit price is expected to increase as well. The top five producers during 1995 were Unimin, US Silica, Fairmount Minerals, Oglebay Norton and Morie Co. Glass manufacturing for containers, automobiles and buildings was mixed during 1995. Containers, the largest consumer of silica sand, remained steady, with regional increases. However, silica use in glass containers face increased competition from plastic and recycled glass (cullet). It was reported that the Pepsi Cola announced plans to replace glass containers with plastic during 1996.

Many techniques that are used to characterize and monitor microbial populations associated with sulfide mineral bioleaching require the cultivation of the organisms on solid or liquid media. Chemolithotrophic species, such as Acidithiobacillus ferrooxidans and Leptospirillum ferrooxidans, or thermophilic chemolithotrophs, such as Acidianus brierleyi and Sulfolobus solfataricus can grow quite slowly, requiring weeks to complete efforts to identify and quantify these microbes associated with bioleach samples. Real-time PCR (polymerase chain reaction) assays in which DNA targets are amplified in the presence of fluorescent oligonucleotide primers, allowing the monitoring and quantification of the amplification reactions as they progress, provide a means of rapidly detecting the presence of microbial species of interest, and their relative abundance in a sample. This presentation will describe the design and use of such assays to monitor acidophilic microbes in the environment and in bioleaching operations. These assays provide results within 2-3 hours, and can detect less than 100 individual microbial cells.

The U.S. Bureau of Mines developed an alkaline oxidative pretreatment to increase the recovery of gold from refractory sulfide ores containing arsenopyrite (FeAsS) and/or pyrite (FeS2). Pretreatment of a low grade ore containing 0.4% FeAsS, 3.5% FeS2, and 2.74g/mt Au with 1.2m NaOH, 40 psig o2, 100° C, and 4 hr in a 2-L autoclave resulted in 94 to 96% sulfide oxidation. cyanidation of the pretreated residue resulted in 88% Au extraction compared to <20% Au extraction for untreated ore. Cyanide consumption was 0.25 kg NaCN per metric ton of ore. A flowsheet for treating sulfidic low-grade gold ore is proposed.

Separation and identification of minerals composing the Tunisian silica sands have been conducted by acid etching and hot filtration/sedimentation (HFS) without affecting the quartz component. It was found that the hot acid etching process is an effective method to separate quartz and clay minerals in the silica sand. The SEM micrographs of the silica sand show rough surface and some cracks with irregular shapes. The surface becomes clean and smooth after acid etching process. After chemical dissolution, the clay minerals were recovered by hot filtration following by sedimentation at low temperature. FT-IR, EDS maps, and secondary electron (SE) analyses of separated clay minerals reveal the presence of Fe2O3, montmorillonite, and kaolinite minerals. The LIBS analysis of clay minerals shows the presence of Al, Fe, Ca, Al, and Mg. The sequential etching process can be introduced in the purification methods as an effective way to separate quartz from clay minerals.

Wet bituminous coal fines from active and abandoned slurry impoundments are currently being examined as a recoverable feedstock for the production of coal water slurry fuel (CWSF). Preliminary analysis indicates that these coal fines can be converted into low solids, low viscosity CWSF with acceptable stability without the use of viscosity modifiers (dispersants) or stabilizers. Efforts are now underway to determine if the impounded coal fines can be economically cleaned by froth flotation to an ash level of < 12 wt. % and a total sulfur content of 1.2 wt. %.

The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

The Pyrometallurgical refining stage of ferronickel manufacturing produces a slag rich in iron and nickel, which is usually further processed for metal recovery. The recovered material is returned to the refining or smelting stages, depending on the amount of impurities. A series of tests was carried out on the Mineração Morro Azul refining slags, aiming at the recovery of the metallic particles through physical processing. Minor changes in the process showed improved results. This paper compares the textures of these slags after being cooled at ambient temperature and granulated under water at high pressure and flow. It concludes that the cooling process is intimately connected to the work index of such slags, thus resulting in direct impact in operating costs.

Environmental and regulatory authorities are increasingly requiring that precious metals heap leach piles be contoured before they are abandoned so they may present a more "natural" look to the eye. Depending on the ore type, many of these contoured heaps will be subject to substantial erosion by precipitation events, native plants will have difficulty in establishing themselves and slimes be washed onto surrounding areas or into watercourses. This paper presents the argument that the results of contouring heaps are counter to good environmental practice. Calculations which have been made demonstrate that leveling and berming the heap tops as well as berming the edge of each lift or setback will effectively prevent water erosion and promote the growth of native plant species.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) has developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five and three underground coal mines in MSHA District 2 (PA) and District 11 (AL), respectively. While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (% IC) determined by the CDEM agreed well with those obtained later by low temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

Design, development, factory test, and in-mine evaluation plans are presented for an Automated Extraction System (AES) that has been designed to fill needs which are present in the Mining Industry. The philosophy of design and proposed operation of the machine, as well as the relationships between these factors, and final machine configuration are reviewed. The AES is designed to overcome production problems resulting from the regulation of roof control, clean-up, ventilation, dust suppression, and operator protection required by the Federal Coal Mine Health and Safety Act of 1969. The design permits more continuous operation and greatly improves operator safety. The machine is a full-face drum-type continuous miner which includes self-advancing, continuous temporary roof support. Onboard self-advancing face ventilation, dust suppression, and air scrubbing equipment are also included in the design. A further improvement over existing equipment is the incorporation of an automatic programmed cutting cycle control system. All mining functions including movements of the roof support system are handled by this automatic system.

North America had an Important role in the early development of sampling theories. Unfortunately many progressive ideas were soon frozen into a series of guidelines based on the philosophy that "honest sampling only requires good judgment and practical experience". Such a philosophy appeared to be good enough In the early age of the mining Industry; however, it became quickly necessary to find new approaches. During the last thirty years, Pierre Gy&apos;s sampling theory provided tremendous breakthrough in the comprehension of this new science, nevertheless went unnoticed in North America. Sampling always generates complex problems and as the philosopher and mathematician Descartes suggested: "A complex problem can often be dissociated Into a series of several simpler problems, only then you try to solve those one by one". The only way to solve sampling problems is to consider each component of the overall sampling error: components of a continuous model such as long-range quality fluctuations, periodic quality fluctuations, weighting fluctuations; components of a discrete model such as materialization errors, delimitations errors, extraction errors, fundamental errors, grouping errors, and segregation errors. PAST AND CURRENT PRACTICES Many sampling methodologies have been developed, improved, and standardized during the first half of this century. Accordingly, sampling equipment has been proposed, selected, and used by standards committees. Today, there is a tremendous variety of sampling methodologies and corresponding tools offered to anyone with limited experience in sampling and it is very easy for a chemist, metallurgist, geologist or miner to spend considerable money in equipment transgressing the most basic rules of sampling correctness. Sampling stations that never worked properly in modern plants often cause engineers to abandon them and return to a primitive form of grab sampling.

In this first report, we present a preliminary model based on the simple binary sys¬tem of component B occluded in a matrix of compo¬nent A, for the case where fracture planes can pass with equal ease through A or B. By assuming that the volume fraction of B in AB in the overall matrix is small, which is realistic for many prac¬tical systems, the problem is reduced to a one-¬dimensional treatment which is conceptually easy to understand. The model was programmed for Monte Carlo simulation, and an analytical solution also developed based on the assumption of zero or one mineral fragment per particle. Preliminary ex¬perimental confirmation using a synthetic "mineral¬-host matrix" of known amount and size of B in AB is presented.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Computational fluid dynamics (CFD) modeling involves the creation of a computation domain called a mesh or grid to solve the equations defining the physics of fluid flow. This process often comprises the majority of time spent in modeling efforts. In a project sponsored by the U.S. National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines used an innovative meshing approach, allowing easy adaptation of the CFD model to adjust to a variety of longwall bleeder-ventilated and progressively sealed (often referred to as bleederless in the United States) mining geometries, with gob porosity and permeability scalable over a wide range. This paper presents the methodology of the meshing and scaling approach along with recommendations for using CFD modeling in longwall gob ventilation applications. The new meshing technique was utilized to evaluate the function of a back return in a progressively sealed gob and a bleeder-ventilated gob.

It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n&apos; F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won&apos;t be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It
