The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Energy efficiency has become significant due to cost and environmental considerations. Comminution and material handling have been identified as the two most energy intensive processes in mining. The objective of this work was to evaluate truck-shovel energy efficiency strategies using discrete event modeling. Energy audits and time and motion studies were conducted at a surface coal mine to acquire data. A discrete event simulation model of truck-shovel operations was built in Arena® and validated with the field data. The model was used to evaluate the effect of using a larger shovel, and optimizing truck-shovel matching on fuel efficiency. The results indicate that using a larger excavator increases the fuel efficiency of the operation while optimizing truck-shovel matching does not. However, using a larger shovel will lead to under-utilization of the shovel. This work shows the potential benefits of using discrete event simulation to model energy efficiency of mining operations.

There are huge benefits for mining operations that have a well-defined maintenance program that is understood and followed across the total operation. But for operations lacking a quality maintenance program, there is equal assurance that nearly every major maintenance problem can be traced to this omission. Few problems will be permanently corrected until such a program is implemented. Definition The maintenance program re-quires the interaction of all mine departments. Initially, the production department will request work and the maintenance department will identify work, principally through preventive maintenance inspection and testing efforts. Maintenance will then classify the new work to determine the best way to respond. Maintenance will plan selected major jobs to enable its crews to carry them out more effectively. Maintenance will schedule the planned work with operations. Supervisors will assign all types of work to their crews then, control the work through effective supervision. As work is completed, maintenance will measure the work using an accurate information system. Next, it will assess overall accomplishments against goals such as performance standards or budgets. In addition, the pro-gram would prescribe a means to evaluate every aspect of the operation as it affects maintenance so that necessary improvements or changes can be identified, prioritized and acted on. Such evaluations should be part of a mine-wide continuous improvement effort. A well-defined maintenance program is one of the best investments a mining operation can make to assure its profitability. Educating the total operation on the pro-gram assures long-term dividends from the investment.

The thick alluvial sand and gravel deposits along the base of the San Gabriel mountain range in Southern California area have been mined for construction aggregates for over 100 years. Encroachment of high-density urban populations in this area has led to concentrated mining in a handful of open pit mines with single production faces reaching up to 55 m (175 ft) in height, and long transportation distances from the pit to the processing plant. Aggregate producers have responded to these challenges by developing innovative mining systems which enable low-cost, full-face mining of the alluvial material, and low cost delivery of this material to the plant.

The objective of the Cerrejon Coal Project is to mine and export a minimum of 15 million metric tons per year of bituminous coal from the Guajira Pennisula in Colombia, South America. Major components of the project will include an open pit mine, 150 km railroad, marine terminal for storage and shipping, and accommodations for the support personnel. This paper primarily reviews the coal handling facilities at the mine and port which will include crushers, conveyors, silos, stacker/reclaimers, and a shiploader. Of special interest is the design concept for unloading bottom-dump railcars, a programmable controller control system with automatic stacking and reclaiming, a linear-type shiploader, and 2.4m wide conveyors running at 5 m/sec.

"Prospecting and Exploration. Since the Lake Superior ores occur in pockets or distinct bodies and vary much as to character and location, the actual mining of the ores is preceded by much work of an exploratory character. This work includes prospecting and exploration.Prospecting is the term generally applied to the quest for surface indications of ore, or the conditions which would warrant the expectation of finding ore in the vicinity. It includes such 'operations as geological examination, dip needle work, shallow test-pitting, and trenching. The ore bodies of the Mesabi Range are non-magnetic, and dip needle prospecting is therefore valueless. On the Cuyuna range, however, magnetic attraction as evidenced by the dip needle has been extensively employed as a guide to the location of ore deposits; in other localities it has found limited application.Drill Exploration. After the presence of an ore deposit is known or suspected, resort is generally had to exploration by means of diamond or churn drills. On the old ranges geological conditions generally make this manner of ascertaining the exact limits of an ore deposit impracticable; so, if two or three adjacent drill holes develop considerable depths of ore, the sinking of a shaft for underground exploration, development and mining is generally considered warranted. On the Mesabi Range, however, the flat-lying and comparatively shallow characteristics of the ore formation warrant much more extensive drill explorations. On this range, then, an ore body 'is almost invariably followed· out with the drills, and its limits are determined to the point where the complete plan of development can be worked out in advance of actual mining operations"

"When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."

Designing and constructing tunnels in seismic prone areas present unique challenges to both designers and contractors. The Westside Purple Line Extension Project– Section 3 in Los Angeles requires crossing an active fault that may subject the tunnels to extreme structural demands. In order to ensure that the linings will safely accommodate the fault movement, a revolutionary composite section—steel plate embedded in the intrados of the precast concrete segmental tunnel lining was finally selected. Additionally, continuous expansion steel plates over the circumferential joints will be installed to mitigate the potential opening of the circumferential joints.

Surface properties of minerals could be modified selectively and very specifically by adsorption -desorption (dissolution) processes. This requires a monitoring and control of the outermost surface layer at a molecular and atomic level. The nature and structure of self-assembled submonolayers and monolayers at the interface of minerals were studied by infrared reflection spectroscopy. The external reflection spectra of the adsorbed monolayers on any type of minerals: transparent, opaque or non-transparent, recorded at different angles of incidence and for two polarizations are an excellent source of information about the nature and surface distribution of the adsorbed species. The developed method allows to obtain detailed information at a molecular level about the adsorbed surface species. By combination of the simulated and experimental data, the qualitative description of the adsorbed species as well as quantitative evaluation of orientation and the thickness of the adsorption layers were obtained. This fundamental knowledge allows to determine the mechanisms of surface phenomena which govern selective separations. Examples of different surfactant - mineral systems and industrial applications will be discussed.

Over the past several years, the mining and minerals market was overloaded with discussions around reviving mature terminologies like distributed control systems (DCS), programmable logic controllers (PLC), and the ?new comers?: hybrid control systems (HCS) and programmable automation controllers (PAC) and, in parallel, which technologies would be more appropriate for mining and mineral processing applications. Ten years ago, a careful comparative analysis would make more sense. Control approaches had very distinctive differences where users needed to choose the right approach.

This paper discusses the geotechnical instrumentation program on the Central Artery/Tunnel Project, in Boston, Massachusetts. Particular attention is given to a state of the art Graphic Information System (GIS) application which has been developed for rapid analyses and reporting of data. This application will see extensive use during the ongoing complex downtown tunnel construction. The excavations in soft ground require cuts of up to 120 feet deep and 250 feet wide. Deformation and groundwater monitoring instruments have been installed to monitor the stability of the excavation support systems and the abutting buildings. The use of this application is illustrated with an example from an ongoing contract.

One of the results of the Earth summit (The United Nations Conference) on Environment and Development - UNDP is the statement of forest principles. Others include: the Rio Declaration which is that the human beings are entitled to a healthy and productive life in harmony with nature; Agenda 21-for achieving sustainable development in the 21st century; the convention on biological diversity and the frame work convention on climate change. In the preservation of the biological diversity, Government at various levels took series of steps such as legislation, establishment of forest reserves including strict nature reserves, Forest guards, afforestation projects and others. Omo Forest Reserves is one of the Forest reserves owned by the Ogun state Government of Nigeria. It houses the Omo Biosphere Reserve (that is Strict Nature Reserve of International standard). This biosphere reserve is surrounded by buffer zones, which are meant to serves as protection for the biosphere reserves against encroachments. This study showed that the richest plot in term of species composition (that is plot 15 with the species frequency of 123) is almost the least diverse (with Simpson diversity index of 0.9127 which is 0.0238 higher than the least). It could also be established from this study that the diameter size class of trees with the highest frequencies are the lower size classes (5cm-10cm and 10cm -20cm). These results revealed a magnanimous encroachment on the buffer zones, which is an indication of bad status for the Biosphere Reserves as well as against the spirit of the sustainable use of the natural resources.

"Industrial wasteland is a typical element of the landscape of all the industrialised regions in Europe. There are many examples from Poland as well as from other European countries that post-industrial sites have been undergone natural colonisation and succession to establish in some cases ecosystems of greater biological diversity than the original ecosystems. The post-industry sites regardless of any reclamation carried out, undergo natural successional processes. The respective biological diversity (number of species, and number of plant assemblages) reflects the micro-variety of the specific habitat. This paper summarizes the results of investigations, which have been carried out since 1989 on coal mine water sedimentation pools in the Upper Silesia Industry Region. The aim of this study is to demonstrate the diversity of spontaneous plant communities recorded on post-industrial waste sites. In the course of the long time fieldwork, plant assemblages representing nine phytosociological groups have been identified."

The expanding applications of vibrating feeders for controlling the flow of bulk materials, and their adaptation for processing requirements, have developed considerable interest in stockpiling and reclaim systems. The general design of these units consists of a material transporting trough, or platform, driven by a vibratory force system. Design flexibility and variety is limited only by engineering ingenuity. The basic motion of the vibratory trough, or work member, is a controlled directional linear vibration that produces a material tossing or hopping action. Material travel speeds vary from 0 to about 30 m/min, depending on the combination of frequency, amplitude, and slope vibration angle.

Many concepts concerning equipment selection, performance prediction, and evaluation of support requirements for tunnel construction in soil or hard rock tunnels cannot be extrapolated directly for application in soft rock (compressive strength between 1.0 and 35.0 MPa). Case histories for small diameter (less than 3.5 m) tunnels in Austin, Texas, are analyzed to gain insight into particular problems encountered during tunnel excavation in weak sedimentary rock, and the performance of different excavation systems are compared.

The Wolf Creek Upper Narrows Tunnel (Upper Narrows Tunnel) is one of the first major highway tunnel in the United States implementing the use of spray-on membrane for purposes of constructing a double-shell drainage solution between an initial shotcrete lining and a final cast-in-place concrete lining (Figure 1). In the case of the Upper Narrows Tunnel the primary membrane is constructed with a spray-on product manufactured by Degussa, namely Masterseal® 340 FA (MS 340) that has been utilized previously in other tunnel projects. Shotcrete-like in application, but differing in physical properties, MS 340 is now outdated, and is succeeded by Masterseal® 345 (MS 345), a nearly identical product, with improvements in material properties. Tunnel project histories utilizing either MS 340 or MS 345 are discussed and summarized with regard to the respective motives for prompting spray-on membrane selection and the realized benefits resulting from spray-on membrane construction. With an emphasis on the Upper Narrows Tunnel, project summaries discuss details of the aspects of design for spray-on membrane construction methodology as opposed to conventional sheet membrane construction methodologies. It is anticipated that experience gained during the construction of the Upper Narrows Tunnel with respect to other tunnel projects that have utilized spray-on membrane will be of use for future tunnels employing spray-on membrane in drainage solutions.

Domestic production of industrial sand and gravel in 2004 was about 29 Mt (32 million st), a 6-percent increase from 2003. This increase was buoyed by a robust construction sector of the U.S. economy. U.S. apparent consumption was 30.3 Mt (33.3 million st) in 2004, an in-crease from 2003. Imports were about 490 kt (540,000 st) in 2004, an 11-percent increase from 2003. Imports of silica are generally of two types. They include small-quantity shipments of very-high-purity silica or a few large shipments of lower grade silica that were shipped only under special circumstances (such as very low freight rates).

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

Geogrids can be used as surface control on both the roof and rib in underground mines to prevent the fall of small pieces of rock and material from between the primary supports. The use of screen material such as geogrid can significantly reduce the number of ground fall injuries caused by these small rock falls. Because of the potential for reducing injuries through the use of screen, the National Institute for Occupational Safety and Health (NIOSH) has conducted tests on screen materials including geogrid to determine their support characteristics and identify parameters that can affect their performance with respect to maintaining broken or failed rock. A specially designed test frame installed in the NIOSH Mine Roof Simulator (MRS) has been used to evaluate the load and stiffness characteristics of the screen material. Two types of geogrids with various designs have been tested-a polyester yarn and a polypropylene grid. The load-displacement characteristics of these grids were determined and the load capacity and stiffness were calculated through 20in of displacement. The load capacity and stiffness of the geogrid in general are shown to be related to the ultimate tensile strength of the screen material.

Technical and non-technical challenges exist in each mega infrastructure project. It?s no exception to the first US underground PPP Port of Miami Tunnel (POMT) project in Miami, FL. The POMT will connect two man-made islands, the Dodge and the Watson Islands, under the Biscayne Bay within highly porous limestone formation. Permeability as high as 0.1 cm/sec has been identified. Its 41-ft outside diameter, if constructed, is the largest precast segment lining in the US. Besides its geological and hydro geological challenges and risks, local community influence and impacts have controlled the fate of this project. This paper describes its tender design enhancements and the evolving of its slow advancement in resolving local community issues.
