LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. "An acid bake-leach process has been identified and applied to an enargite concentrate containing ~67% enargite, ~27% pyrite (FeS2), ~3% chalcopyrite (CuFeS2), ~6% sphalerite (ZnS) and <1% galena (PbS). Sulfuric acid baking of this concentrate resulted in the transformation of the concentrate to S8, As2O3, HFe(SO4)2•4H2O, PbSO4 and Cu0.47Fe0.53SO4•H2O, all of which (except elemental sulfur and PbSO4) dissolved during the water leaching step. More than 87% Cu and 64% As were leached when the concentrate was baked at 200°C over 7 hours with a sulfuric acid-toconcentrate weight ratio of 1.6. Less than 1% As was lost to the gas phase. Upon water leaching, copper and arsenic were released to the solution at a concentration ratio of about 3:1. While enargite is very reactive during the sulfuric acid baking reaction, other minerals present in the concentrate such as pyrite, galena and sphalerite may compete to consume sulfuric acid and be converted into their corresponding sulfates at different concentrations. The purpose of this paper is to present our examination of the effects of sulfuric acid dosage on the extractions of Cu, Fe, and As from an enargite concentrate. In this regard, the concentrate, baked concentrate, and the leach residues are characterized and a conceptual process flowsheet is described for the acid bake-leach process for the treatment of enargite concentrates.IntroductionThe occurrence of enargite (Cu3AsS4) in copper ores and concentrates and the associated high arsenic values in such resources have resulted in a considerable decrease in the demand for such concentrates because they cannot be economically processed using conventional technologies such as smelting and atmospheric leaching (Mihajlovic et al., 2011). The exploitation of such problematic deposits through competitive treatment strategies will be required in the near future in order to satisfy increasing pressure from the copper market. It is expected that the average arsenic grade of copper concentrates will increase from 0.17% in 2008 to 0.22% by 2020 (Mayhew et al., 2011).The acid bake-leach process was identified and selected for further investigation at the University of Utah as a possible process alternative for the treatment of enargite concentrates. In this case, adequate amounts of concentrated sulfuric acid are mixed with the concentrate and heated to the temperature range 150-300°C. Subsequently, the baked material is leached with water/weak acid and the acid bake-leach process has some advantages over conventional sulfuric acid leaching (Prater et al., 1970). During water leaching, metal sulfates are released in solution, after which they can be extracted through well-known hydrometallurgical techniques. While the majority of the work has been done on oxide minerals, there is a limited record of sulfuric acid baking of sulfides."

The underground industry is challenged by many complex technical and non-technical issues and risks. The most obvious of these are the traditional technical issues that we usually try to address with risk management techniques. However, there are many other non-technical risks that our projects face on a daily basis which we often fail to fully recognize or appreciate. This paper addresses some of the less-technical broad-based risks in order to put them into perspective with the technical risks we face day to day in underground planning, design and construction. The good news is that Risk Management techniques are not always about bad things. For obvious reasons Risk Management is always thought of in terms of the ?downside? of risk (i.e., the identification and mitigation of things that can go wrong). On the contrary, there is an ?upside? of things that might go better than expected. Fortunately, if a deliberate effort is made, the same principles and techniques that our industry uses in Risk Management can be applied toward identifying and quantifying the Opportunities and Benefits that might occur. In this way, the process of conducting risk management programs can not only identify the downside risk but can be used to identify and direct projects to take advantage of the upside of uncertainty (i.e., Opportunities as they arise). This beneficial aspect of risk management programs will be highlighted in this paper together with the importance of the non-technical issues.

"By the end of the 1950s, the German hard coal mining industry produced 150 million tons of hard coal per year in 170 collieries with 600,000 employees. At that time, 70% of the primary energy demand of the Federal Republic of Germany was covered by domestic coal. However, due to coal mining becoming an increasingly globalized business and the oil and gas industry producing with lower costs, the German domestic hard coal industry stood constantly under restructur-ing pressure. The industry declined until the end of its life cycle. In 2007, a political understanding was arranged to phase out German hard coal mining in a socially acceptable manner by the end of 2018. This decision required a new strategy for the coal mining industry. Being strictly finalized, the German hard coal mining industry has to be prepared for the post-mining era. To create a sustainable development strategy, the long-term impacts of coal mining activities in Germany concerning the environmental, economic and social dimensions will be analyzed systematically and forward-looking. The regional and social responsibility during the closing process and for the post-mining era will be emphasized. High technical standards in environmental protec-tion and post-mining technologies, as well as long term experiences in the development of former mine sites to create new jobs are significant from an international point of view. The traditionally constructive social partnership between employers, union, and employees has enabled long-term stable adaption processes and avoided social friction. The sustainability strategy of the German hard coal mining industry can be regarded as a role model for other mining countries and regions facing similar transition challenges. INTRODUCTION Principally, mining is a finite business that reaches its end if the deposits are depleted or the raw materials can no longer be mined in an economically profitable way. However, the impact of mining is po-tentially an infinite one – at least if you measure it at a human time scale. Mining always means interfering with geological and ecological structures that cannot be reversed to their original condition. In general, the mining cycle (Figure 1) can be divided into three phases: 1. The exploration phase, in which the deposit is investigated to determine its technical and economic profitability. The period of these undertakings is relatively short and can lead to the launch of mining operations. 2. What follows is the actual mining phase which usually lasts for a long time and ends latest when all deposits are fully depleted. This lifespan may be shortened if the economic conditions (production cost or market price) deteriorate. Nevertheless, mining may be resumed if those conditions become favorable once more (examples are silver mining in Germany or rare earths mining in the USA). 3. The longest phase, however, is the post-mining phase as the human interference into geology and nature is usually inten-sive and irreversible. Mining can lead to consequences which have a permanently adverse impact on people and the environment; therefore, they have to be managed as best we can (1)."

This paper is not focused on the project itself, however, the emphasis is on experiences gained from the project. Introduction Mineral exploration interest, principally for gold, in the south-western Pacific has surged to new proportions. This is primarily due to the application of epithermal exploration concepts in the Australian-Oceana region. Other factors that have contributed to the high level of exploration interest include governmental policies supportive of mineral exploration, along with relative ease of tenure access and a relatively short bureaucratic process. This paper highlights exploration and development activities in the North Island of New Zealand, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea (Fig. 1). It provides a framework to understand the overall recent enthusiasm that has been brought to the south Pacific by explorationists. Through these recent developments, it is clear that the south Pacific region will become a significant gold producing area and thereby worthy of attention and study. Papua New Guinea alone is the free world&apos;s seventh largest producer (Table 1). And, with the addition of production from deposits presently being developed, this status is likely to be raised. History Gold was first noted on various Pacific islands in the late 1500s by Spanish explorers. They thought they had reached the legendary King Solomon mines. Since then, the history of prospecting in the southwest Pacific has coincided with the colonization of the region. Settlers in New Zealand extensively mined alluvial and lode gold deposits starting in the 1850s. The spread of European colonization to the more remote Pacific islands from 1880-1940 was accompanied by varying degrees of prospecting activity by planters, traders, and settlers. Some were successful, others may have been successful, but never returned due to hostile indigenous peoples or disease. In general, records of such prospecting activity are meager and exploration leads are, in some cases, gained through local village folk memory. Most early discoveries were alluvial finds. These led to placer operations, particularly in New Zealand, the Solomon Islands, and Papua New Guinea. Continued prospecting located lode deposits such as the Morobe Gold-field of Papua New Guinea, the Coromandel Peninsula of New Zealand, and the Emperor of Fiji. Some areas were prospected thoroughly. Yet others, such as Vanuatu, remained relatively unexplored until the present exploration surge began. During World War II, interest in minerals was diverted. It was renewed significantly until the middle 1960s and early 1970s when regional porphyry copper exploration was conducted.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

During wet grinding the electrochemical interactions between grinding media and pyrrhotite not only accelerate the media wear but also adversely affect the flotation response of the sulfide mineral. A possibility of remedying the adverse effect on its floatability by applying electric potentials to grinding media was examined. Flotation tests, Auger electron spectroscopy and x-ray photoelectron spectroscopy were used to study the surface properties of pyrrhotite. Although anodic polarization of the steels increased the metal loss by corrosion, the flotation recovery of pyrrhotite was increased. In the case of cathodic polarization, the flotation recovery improved in a narrow range of overpotentials. At higher cathodic overpotentials, however, the floatability of the mineral was progressively lowered although the corrosive wear of grinding media might be reduced.

Commodity currency intrigues most of us because of the problems it offers to solve for the Third and the First Worlds. What problems might be solved, if commodity currency were to be adopted in the Third World? That is really the question we are probing here right now. It would take a while to think through all their subtle consequences of this question, but, off the top, it might well have at least three important impacts. Most important of these to this audience is relief from unfair Third World competition. Second, it might well liberate Third World economies from financial indebtedness to the First World and give them freedom from the liquidity limitations. The third benefit is that it might help relieve World trade tensions. All three benefits are interrelated. We could start our speculations on the application of commodity currency from anyone of these starting points. But let us use the starting point most important to you, unfair competition to the U.S. mining industry. From there we might wind up with some thoughts on things you, yourselves, can do to improve things.

Estimated natural zeolite production worldwide during 2004 remained at about 3.6 Mt (4 million st), about the same as in 2003. China continues to be the largest producer of natural zeolites followed by Cuba, Germany, Japan and South Korea. This may be changing, however. Since 1988, zeolite production from Australia, Indonesia, Malaysia, New Zealand, Philippines and Thailand has increased rapidly. Most of the production is consumed in aqua culture. Global demand for seafood has exceeded the ability of the oceans to supply it without over fishing. Zeolite minerals remove ammonia compounds from the ponds in which fish and shrimp are grown. It is estimated that, in Thailand and Indonesia more than 55,000 farms produce260 kt (286,500 st) of shrimp. Therefore, as shrimp production increases, so does zeolite consumption.

Sixteen companies mined fuller’s earth in 11 states during 2004. Production during 2004, based on a preliminary survey of fuller’s earth producers, was 3.96 Mt (4.3million st) valued at $340 million. This compared with3.6 Mt (3.9 million st) during 2003, valued at $346 million. The 3.96 Mt (4.3 million st) probably includes some crude clay tonnage. And production of finished product probably was closer to 3.2 Mt (3.5 million st) in 2004. Georgia was the leading producer state of attapulgite-type fuller’s earth, followed by Florida. Georgia also was the leading producer state for montmorillonite-type fuller’s earth. It was followed, in descending order, by Mississippi, Missouri, Florida, Virginia, Illinois, California, Tennessee, Kansas and Texas.

The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

DOUG HALBE: Second in our quick run-through on "Operating Ideas That Have Saved Me Some Bucks," was Debbie Laney of Rayrock Mines. Debbie apologizes. She can&apos;t be here. But she said, "Doug, don&apos;t worry. I&apos;ve asked Mary Korpi to present the paper. We&apos;re both short, blond, and wear glasses. Nobody will know." [laughter] Mary, I caught it right away. You ladies can&apos;t fool us. Debbie, who wrote the paper, has spent almost her entire career in operations. She is currently metallurgical manager of Rayrock Mines in Valmy, Nevada. Mary Korpi is also a real operator (that doesn&apos;t sound right). She has been responsible for a number of operating areas at Newmont&apos;s Nevada operations, and she is currently taking a break from operations as manager of public relations/employee communications for Newmont Gold in Carlin. MARY KORPI: They told us this year at Newmont that we were going to have to work twice as hard. I had no idea it meant I would have to work for another company, too. Over the years, and many times in association with work for mid- to small-size mining companies, there have been two areas that seem to have been the focus of cost savings when looking at new facilities or new processes.

On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers&apos; radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950&apos;s level, and it represents today a higher proportion of the total radiation burden to the miner&apos;s lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the 3D surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. Studying the geometrical and temporal relationship between these two signals opens a broad window through which new management techniques become apparent. In this paper we discuss the signal processing techniques used to study these relationships, as well as the related implications for mining. This research was carried out in association with the Chevron Mining underground molybdenum mine in Questa, New Mexico. Some of these new techniques will be integrated into the decision management process at the mine and will provide insight on ore production, draw control, and safe reclamation. The science of signal processing involves the analysis and interpretation of physical processes that vary with time. Two general categories of signals1 are recognized. A continuous signal is a waveform of varying amplitude that is continuous in time (such as a sine wave). A discrete signal is a sequence of quantized values. The independent time variable and amplitude are sampled periodically such that we only know the value and shape of the waveform at the sampling frequency. Displacements measured by a Global Positioning System (GPS) receiver are an example of this. Discrete signals may be studied in the time, frequency, autocorrelation, or wavelet domains. In this paper the amount of ore extracted from the mine and the measured surface displacements are analyzed in the time domain.

The block cutting machine is one of the most important noise sources in the stone processing factories. In this study, the assessability of the noise from the block cutting machines in the stone processing factories using the P-wave velocity was investigated. The noise levels of some block cutting machines were firstly measured during the cutting of the three different rocks. Then, core samples of the same rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. A conversion factor was obtained by dividing the site noise levels by the laboratory noise levels. Then, thirty seven different rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. The P-wave velocity of rock samples were also measured in the laboratory. A strong relation between the laboratory noise levels and the P-wave velocity was found. The noise level from the block cutting machines can be assessed using the derived relation and the conversion factor.

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

The Canadian mining industry is one of the strongest in the world. Not only does the country produce a sizable amount of minerals and metals, Canada plays host to hundreds of global mining companies, large and small. The country, for the most part, recognizes the importance of natural resource development, particularly mining, to its economic well being. Like any country, though, there are federal and provincial regulations on the books that the industry takes issue with. But there are also certain economic incentive programs in place to encourage exploration and mine investment. And, unlike the industry and the United States government, the Canadian government and mining industry appear to have a reasonable working relationship.

A high-pressure laboratory elution rig was commissioned to simulate industrial Zadra and AARL elution conditions for the stripping of gold, silver and mercury from loaded activated carbon. It was found that cyanide was essential for the efficient elution of both mercury and silver, while gold was found to elute most effectively in hot, low-ionic strength solutions. Therefore, the standard AARL-type elution, which implements a cyanide soak and water elution, results in a lower recovery of mercury and silver from the carbon. No single set of conditions was found whereby gold, silver and mercury can all be effectively eluted in a single step. However, sequential elution conditions can efficiently recover all metals and provide a potential approach for separating these metals.

"INTRODUCTION Steel sets such as H-type and lattice girders are often installed in the tunnels before the hardening of shotcrete to ensure the stability of conventional tunnels in soft ground conditions. In practice, while designing the tunnels with the help of numerical analysis, steel sets are generally considered only as temporary support elements. Only a few studies propose the direct application of composite support in the tunnel design, based on large-scale experiments and numerical analysis. In order to assess the structural performance of the composite support consisting of shotcrete and steel sets, large-scale experiments were performed on two types of arch-shaped specimens by applying the combined effects of axial forces and bending moments. Based on the experimental results, numerical analysis was performed to assess the application of composite support in tunnel design. The crown settlement, axial forces, bending moments, and load distribution in the composite support were analyzed in the light of different structural patterns. LARGE-SCALE EXPERIMENTS USING COMPOSITE SUPPORT Preparation and Procedure of the Experiments The preparation setup as well as the organized procedure of the large-scale experiments using composite support is shown in Figure 1. An appropriate geometry of the specimens was selected by considering the standard cross-section of a two-lane highway tunnel in South Korea. Under the loading conditions meant to develop the axial forces and bending moments simultaneously, arch-shaped specimens were assembled with the ends of the specimens subtending a 60° arc angle at the center of the arc circle as shown in Figure 2. The fabrication of six specimens was completed in two groups based on the dimensions of steel sets, with the first group of three specimens being reinforced by H100 (No.1, No.2, No.3) and the other three by H125 (No.4, No.5, No.6). In order to reduce the voids on the boundary of the shotcrete and steel sets, concrete was casted over the steel sets instead of using shotcrete. The specimens were designed to incorporate the uniaxial compressive strength of 21 MPa. Shear keys and steel plates were installed at the ends of the specimens, so that shear failure could be avoided at the ends and the specimens could also be protected from detachment at the fixation. Translational and rotational movements at the ends of specimens were fixed."
