No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. For 30 years, mining operations worldwide have used diesel-powered mobile machinery to mechanize the mining process. South African diamond mines and some US coal mines have 15 years of experience with this type of equipment. During the past eight years, most of the new gold production from underground mines outside of South Africa has been mined by bulk methods using diesel-powered machinery. The underground mining industry, then, has secured and institutionalized the larger benefits created by a technology that was new to mining engineers in the early 1960s. The state of mechanized diesel-powered underground mining is now mature. To survive, though, mine operators -regardless of commodity mined and position in the commodity cycle-must maximize the benefits of diesel technology. The benefits gained in the next seven to 10 years will be realized by tweaking this component, fine tuning that piece of machinery and demanding optimum use of the technology. Manufacturers of diesel-powered machinery share the condition of maturity with their customers. Larger scale and easy market development have occurred. Much has been made of the potential size of the US coal segment as well as markets in China and the Confederation of Independent States (CIS). Indeed, opportunities do exist in these regions. However, these market development opportunities do not imply the market size trend line remains unchanged. They simply mean the potential market size is within reach. In fact, the market size for the product is shrinking.

The Cripple Creek diatreme-intrusive complex is known primarily for its vein telluride-gold ores. It is also known for the great vertical range of its major veins - >990 m (>3250 ft). Not as well-documented, however, are the ores dispersed into the wallrocks adjacent to veins, the ores associated with hydrothermal and tectonic breccias, or mineralized zones within fluvial, lacustrine and volcaniclastic rocks de- posited within the diatreme complex. The ore-gangue minerals were precipitated from oxidized, alkaline fluids that yielded an abundance of carbonate, sulfate and oxide minerals along with minor base metal sulfides and precious metal tellurides. Wallrock alteration is limited adjacent to veins and is more extensive within hydrothermal and tectonic breccias. Cripple Creek background The Cripple Creek district has a spectacular production history. More than 653 t (21 million oz) of gold were recovered between 1891 and 1959. Early published accounts documented the principal production from narrow- sheeted vein systems (Cross and Penrose, 1895; Lindgren and Ransome, 1906; Loughlin, 1927; Loughlin and Koschmann, 1935). Production also came from spectacular open-space fillings within the Cresson diatreme, also known as the Cresson “blow-out” (Patton, 1917; Patton and Wolf, 1915). Beginning in the mid- l96Os, more modern studies were initiated by the US Geological Survey (USGS) (Gott et al. , 1967, 1969; Kleinkopf et al., 1970) and by universities (Lane, 1976: Dwelley, 1984; Trippel, 1985; Thompson et al., 1985; Saunders, 1986; Birmingham, 1987; Eriksson, 1987; Nelson, 1989; Wood, 1990; Seibel, 1991).

The results are discussed herein of laboratory and pilot scale research which has demonstrated some exciting prospects for the exploitation of refractory gold resources by heap leaching. The research examined practical and cost effective methods of chemical; i.e., non-biological, oxidation pretreatment of refrac­ tory old ores to enable successful conventional cyanide heap leachmg. The work has focused on regenerable chemicals, in order to minimize process consumable costs. A nitric acid method has emerged which offers rapid oxidation rates (eg, 0.5 to 6 hours) on ore samples crushed typically to% to ¾-inch. Gold recoveries in simulated heap leaching tests, after nitric acid oxidation of crushed ores, were as high as approximately 80 to over 90%, in contrast, typically, to negligible gold solu­bilities without oxidation. Nitric acid oxidation was effective when applied to several sulfide-bearing refractory gold ores which required either partial or essentially complete sulfide sul­fur conversion for high gold solubilities in cyanide. Ores rich in organic preg-robbing matter also were treated successfully, as were ores which contain significant quantities of acid-consum­ing constituents. Base metals also were recovered with nitric acid oxidation from some of the ores which contain these ele­ments. The work related oxidation and solution diffusion behav­iors and the important physical, textural, and mineralogical characteristics of the different ore types. Conceptual-level feasi­bility studies have defined the principal capital and operating cost components of the nitric acid method, sufficient to allow reliable comparisons with other oxidative technologies.

When limestone (Ca03) is calcined in rotary kilns to produce quicklime (CaO), it is not unusual for 10% to 20% of the stone to abrade and emerge from the kiln as quicklime fines (-6.3 mm or -0.25 in.). While there are various industrial processes that can use fines, handling and shipping is tricky and dangerous. Due to the highly caustic nature of quicklime, airborne dust easily bums eyes and skin. On the other hand, money has already been invested in mining (or buying) the raw material and in the equipment and energy needed for calcining. Discarding the fines will not only waste that investment, but add even more cost in transportation and possibly dumping charges. So the question becomes, how can fines best be turned into a revenue-generating asset? Some plants convert leftover quick-lime fines into calcium hydroxide - Ca(OH)2, also known as hydrated or water-slaked lime - for sale into agricultural applications. For farm uses, hydrated lime fines are preferred over quicklime because they are easier to handle. And they are favored over raw limestone fines for their higher concentration of calcium and greater solubil¬ity. From the producer's viewpoint, quicklime fines are ideal for this use because they go through hydration faster than the larger chunks of quicklime. Those larger chunks, or "pebble lime," are more readily salable and more easily handled, for such uses as steel, copper, aluminum and magnesium production, water waste treatment, chemical, paper, glassmaking and flue gas desulfurization in coal- fired boilers.

Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

A study of paleogeography and paleo-environment, coupled with modern geochemical techniques and geologic inference, points to the presence of unconventional platinum group metal deposits in domestic and foreign ultrabasic terranes. During the laterisation of the tectonized and serpentinized mafic and ultramafic rock units, onshore winds provided abundant low temperature chloride to the laterite-saprolite profile. Here, an environment formed where gold, silver and platinum was dissolved, transported and redeposited. Changes in climatic conditions have helped preserve the redeposited metals in fossil laterites. The definition of "unconventional mineral resources" used here is taken from the Cameron Volume of Unconventional Mineral Deposits published by SME-AIME in 1983: "Unconventional mineral resources represent materials of possible economic importance that occur in geological or physical environments that have not been successfully exploited for the particular mineral." (van Rensburg, 1983). Chromite-rich rocks worldwide contain high platinum group metal concentrations. This feature is found in ophiolitic sequences, Alaskan-type ultrabasic complexes or statiform intrusions. Association of platinum group metals with chromite has received much attention. The reason for that associa¬tion, however, is not clear. Much has been written about how and where the platinum group metals occur. It is known that they are present in the spinel lattice, as solid solution elements in sulfides and as discrete platinum group minerals. This article outlines the reasons geologists should be looking at lateritic terranes to determine the feasibility of searching for undiscovered, low-grade platinum group metals amenable to openpit, bulk mining. Laterite-saprolite horizons could contain significant platinum group metals and location of anomalous values on the surface and in the weathered profile can lead to discovery.

INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. Mt Giona situated in the floristic hot-spot of southern-central Greece has an especially rich flora that counts more than 1000 native vascular plant taxa (species and subspecies) and an important plant endemism that is estimated to be about 10% of the native flora. The danger of population reduction of rare and endemic plant species and the opportunity to use rare native species in rehabilitation projects are two different aspects of rehabilitation planning in Mt Giona. In this study, an inventory of rare and endemic species of the area, their classification into IUCN threatened categories and an estimation of their habitats vulnerability are provided. The results emphasize the necessity to develop a monitoring program to analyze population viability of certain threatened plant species. The creation of artificial micro-reserves on calcareous spoils derived from bauxite mining for the conservation of water-stress tolerant rare and endemic plants is also proposed. An inventory of the species that have colonized the mining spoils was also undertaken. Twelve of them are endemics. Seven native species, because of their biological and ecological features, were selected for rehabilitation purposes of disturbed areas by mining activities. Seed germination, aspects of their reproductive biology and seedling emergence after sowing in pots under field conditions were studied. The seed germination study in the laboratory led to the identification of the optimum germination conditions and the creation of germination protocol for each species. Seedling emergence depends on the sowing season and the mulching. The use of the above species is recommended for rehabilitation purposes. The creation of artificial micro-reserves on calcareous spoils derived from bauxite mining for the conservation of water-stress tolerant rare and endemic plants is also proposed.

Gold production is one the most important mineral process­ing industries in Western Australia. The gold is usually found in either weathered oxidised zones, or associated with sulfides. In the latter case, oxidation is achieved by some form of chemical processing, such as roasting or more recently bacterial leaching. In all cases, gold is dissolved out of the oxidised matrix by cyanide solution. Pyrrhotite is an iron sulfide generally represented by the formula Fe1_,S where O x 0.125. Three different structural forms ofpyrrhotite are known to occur naturally, stoichiometric FeS (troilite), hexagonal pyrrhotite Fe1_xS and monoclinic pyrrhotite Fe7S8 [I]. Substitution of iron atoms within the pyrrhotite structure by other ions of similar atomic radius such as nickel, copper, cobalt and manganese is also possible [2], and often observed in natural pyrrhotite samples. Pyrrhotite is abundant in Western Australian sulfide mineral deposits which are commonly associated with gold bearing ores. It is generally believed that pyrrhotite has a detrimental effect on gold recovery from such ores, as it is commonly claimed to decompose in alkaline, aerated cyanide solutions to form iron cyanide complexes, thus consuming free cyanide, and to form sulfur/oxygen containing species such as sulfate, through oxidation of sulfur in pyrrhotite, which thus consumes oxygen. From information gleaned from the literature, claims about the high reactivity of pyrrhotite in cyanide appear to be based on early cyanidation studies performed on gold ore samples which have been poorly characterised, and contained impurities such as pyrite, arsenopyrite and chalcopyrite, which may have also contributed to the levels of species observed in solution [3-5]. In addition, the investigations do not take into account that iron atoms in the pyrrhotite structure may have been partially substituted by other atoms that influence the solubility of pyrrhotite in cyanide solution.

In-pit identification of neutral waste rock at the Zortman and Landusky minesites in Montana, by visual and chemical analy­ses, will assist in proper segregation and placement of rock so that soil and water resources can be protected. The use of too few or very general segregation criteria to identify neutral waste rock can result in ineffective waste rock segregation. Conversely, the use of overly restrictive criteria can result in the unnecessary loss of valuable reclamation material that would otherwise have to be mined elsewhere and hauled to the site. Recognition of nonre­active materials can be accomplished on a site specific basis with the use of visual observation and simple chemical analyses. The choice of chemical parameters used to analyze rock samples is constrained by the length of time needed to conduct the test. These analyses must require no more than 24 hours to complete so mining can proceed without delay. Limits set for the chosen parameters must be reasonable and defensible. To achieve these objectives over one thousand samples were collected at the Zortman and Landusky minesites and clas­sified by rock type, total sulfur content, paste pH, and net neu­tralizing potential (NNP). In addition, over 22 humidity cell kinetic tests were conducted to help corroborate static results for waste rock. Another 8 humidity cells were configured in series to test waste rock blending and waste rock/limestone capping alternatives as mitigation for acid rock drainage. Leachates were analyzed for pH, conductivity, alkalinity, acidity, sulfate, Al, Cd, Cu, Fe, Mn, Zn, Mg, and Cr in some cases. Petrographic analysis, as well as total sulfur content, paste pH, and static and kinetic test results identified three geochem­ically different waste rock groups: 1) Archean amphibolite gneiss and Paleozoic carbonates and shales, 2) Tertiary syenite porphyry, and 3) other less abundant Tertiary igneous and Archean metamorphic rocks.

Geochemical characteristics, shapes and surface textures of manganese nodules from two blocks located in the southern (9°N~11°N) (KR5) and northern parts (16°N~17°N) (KR2) of the Clarion-Clipperton fracture zone between 130°W and 133°W were investigated in terms of sediment distribution and metal contents for better understanding of controlling factors of seabed manganese nodule genesis. Two blocks, ~700 km away, are dominated by the nodules with different origins, each of which has distinctive chemical compositions and shapes. KR2 block is dominated by irregular and poly-type nodules of hydrogenetic origin with low Mn/Fe, Cu, and Ni contents and high Fe and Co contents, while KR5 block is dominated by discoidal and ellipsoidal nodules of diagenetic origin with high Mn/Fe, Cu, and Ni contents and low Fe and Co contents. In addition, nodules from two blocks show different surface textures: smooth and transitional in KR2 and dimorphic and rough in KR5. Sediment distribution is also distinctly different in two blocks. The study area consists of three sediment types: Unit 1 ? dark brown mud with an intermediate metal content, Unit 2 - yellowish brown mud with poor metal content, and Unit 3 ? black metalliferous mud. KR2 is characterized by the thick occurrences (<250 cm) of Unit 1 at the surface while Unit 1 distributes thin (<12 cm) in KR5. Higher primary production rate in the southern block proximal to equator and resulting high supply rate of metals to the sediment might be the cause for the dominance of diagenetic nodules in the southern block, but potential controls of different sediment distribution on the nodule genesis can not be excluded. If it is the case, Unit 1 with an intermediate metal content likely has been acting as a sink for metals by precipitating micro-nodules within the sediment column. Within the KR5, the hydrogenetic nodules occur preferentially on the seabed where Unit 3 distributes at shallower depth (<50 cm). Unit 3 has 2 or 3 times higher metal contents than other types of sediments. It might play the same role as Unit 1 in the northern block that prevents the supply of metals to the sediment surface. Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970&apos;s culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

New Mexico?s active coal mines have reclamation challenges that are being successfully resolved through the application of geomorphic grading methods. Soils and overburden material are often of poor quality, and annual precipitation is low. Revegetation on south and west aspect slopes often failed to persist. The New Mexico Mining and Minerals Division had therefore been encouraging topographic diversity on reclamation to improve water harvesting and reduce the percentage of south aspect slopes. Steeply dipping, multiple coal seams may be mined by open pit methods. Structurally-controlled trellis drainage patterns that exist premine have to be replaced with dendritic drainage patterns on reclamation where the overburden had been pulverized. Sodic spoil material is prone to differential settling and the creation of piping features in areas where runoff ponds, which may lead to downslope instability. In each of these scenarios, the approximation of natural drainage patterns on the reclamation has reduced erosion and sedimentation by creating shorter slopes with correct profiles, and by improving conditions for revegetation establishment.

The behavior of four different redox sensing electrodes (gold spiral, black platinum, chalcopyrite, and galena) during roughing and cleaning flotation is examined and related to the flotation response. Although it is difficult to provide unequivocal interpretations of the different potentials measured, the results indicate that the solution potential (as sensed by the black platinum electrode) is different from that of the pulp potential (gold spiral) and is only weakly related to the flotation response. On the other hand, the potentials exhibited by the gold spiral and the two mineral electrodes are related to the floatation response. The gold and mineral electrodes exhibit different transcient responses during the addition of flotation modifiers (e.g. NaCN, SO2). These responses appear to be related to the reactivity of the minerals and could indicate the conditioning time required to achieve flotation or depression of selected minerals.

The electrochemical nature of mineral-grinding media interaction in the wet grinding of one and two sulfide mineral ores was investigated with regard to the flotation behaviors of the minerals. Two iron sulfides (pyrite and pyrrhotite) and mild steel were used to represent the sulfide minerals and the grinding media, respectively. Galvanic currents in two-and three-electrode combinations under abrasive and non-abrasive conditions were correlated with the floatabilities of these minerals under corresponding conditions.

Consolidation Coal Company (Consol) supports an active R&D effort to improve the safe, productive mining of coal and to utilize coal in an environmentally acceptable manner. Attention will be focused on degasification of coal seams, continuous coal transport systems, earth sciences activities, and coal combustion. Brief mention will be made regarding the SO2 emissions control programs. The research program constitutes about 1.0% of Consol coal sales which positions Consol as the preeminent coal company supporting broad-based research addressing the full spectrum of the various problems associated with utilizing the nation&apos;s abundant reserves of economical, readily available fuel.

Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company&apos;s net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.
