The Process Mineralogy review arrived too late to appear in the May issue. The Process Mineralogy Committee scheduled programs with both SME and The Metallurgical Society. At the 1991 SME Annual Meeting in Denver, CO the committee sponsored five sessions containing 31 papers. Four process mineralogy sessions were sponsored at the 1992 annual TMS meeting in San Diego, CA. Process mineralogy is used to understand and evaluate mineral behaviors during mineral beneficiation, phase reactions during metallurgy, recoveries and reactions of precious metals during processing and mineral and phase behaviors with respect to environmental problems. The most recent refinement in mineralogical studies with respect to mineral beneficiation has been the wider use of image analysis and combined materials balancing techniques of image analysis data. Image analyzers that can perform analysis with respect to mineral beneficiation are expensive. They are used only for solving major processing problems. Nevertheless, the methodology of analysis continues to be refined. Much better data are collected, and methods of evaluating the data continue to improve. One interesting development involves modifying the ultrasound unit used in medical studies to perform a three-dimensional analysis of ore particles.

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

Activities in the mixed sulphides industry, such as mining and beneficiation, cause adverse impacts to the environment due to excavation, treatment and disposal of low-grade ores and tailings containing residual sulphide minerals. The greatest impact is caused by the oxidation of sulphide phases contained in the tailings and waste rock and the subsequent production of leachates characterized by low pH and high concentration of heavy and toxic elements and sulphates, called acid mine drainage, that contaminates soils, surface- and groundwater. Therefore, rehabilitation of these sites is required in order to render these pollution sources inactive and minimize environmental impacts. The calculation of risk, based on acid mine drainage probability and magnitude of consequences at the disposal sites offers engineers, environmental scientists and authorities a valuable tool for the selection and application of the best remediation technology. Several parameters, such as the chemical and mineralogical properties of the wastes, the most probable pathways the contaminants follow, the potential receptors and the exposure scenarios have to be taken into account. Therefore, risk is the most critical parameter in decision-making regarding management of mining wastes and rehabilitation of disposal sites.

The concept of sustainable development is be-coming present in the policies of increasing number of industries and governments. The complexity affects not only production aspects, but has also special relevance for environmental decision making. Not only producers are re-evaluating the services they expect from the environment and concomitantly increasing their willingness to sacrifice other consumption in favour of enhanced environmental services, but the character of environmental issues is becoming more complex as well. Incomplete information, uncertainty, system wide change, trans-frontier impacts, current causes that have far reaching future effects, irreversibility, and possibilities of catastrophic change all complicate the environmental decision making process. Non-ferrous metals production, due to a relatively low level of metals content in ore, results in generating huge amounts of tailings, exceeding usually 90% of the mine output. They must be stored in special facilities, which have the significant impact on the environment both during tailing management facilities (TMF) operation and after their closure. One of the most essential impacts of operating and closed TMFs is their eolic activity, displaying in worsening air quality, aero-sanitary conditions in the neigh-boring villages and contamination of soils close to the facility by heavy metals.

INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. RAPID TRANSIT PROJECT BACKGROUND Rapid Transit studies have been going c in the. Las Angeles area since 1925. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

Ultra high density underflow is required in many thickener applications and in mineral processing is typically required for tailings to improve the thickened slurry rheology for either tailings dam development or for paste backfill applications. The improved liquid-solid separation resulting from the production ofultra high density underflow has both environmental and process benefits in the gold industry. Additional cyanide is recovered in the thickener overflow thus reducing plant cyanide costs and perhaps more significantly, a reduced quantity of cyanide is discharged to the tailings thus reducing either the toxic effect on the environment or the costs of cyanide destruction. Many gold and other mineral processing plants are situated in arid regions where the cost of water is high and the quantity often very restricted. Ultra high density thickened underflow results in increased recycle of tailings process water to the plant. In Countercurrent Decantation circuits, the wash efficiency is very dependent on the degree of liquid-solid separation in each thickener stage and the benefits ofultra high density underflow are either increased efficiency or decreased equipment costs as it may be possible to reduce the number of stages in the circuit.

The Randgold Resources Ltd. mine operation in Syama Mali performs whole ore roasting followed by CIL gold recovery to produce gold. The roaster has operated continuously since the plant was first commissioned in 1994. The roaster design throughput is 216 tons per hour (5,184 TPD). Roasting provides for the oxidation of the· refractory components, organic carbon and sulfides. The energy balance for the system requires auxiliary fuel oil to be burned in the Circulating Fluid Bed (CFB) reactor. Energy from the 1200-1350 degree F roasted product stream is recovered and recycled back into the CFB using two fluidized bed coolers; one to directly heat the secondary air and the other to indirectly heat the primary fluidizing air. The basis of the design for the roaster was an extensive pilot plant test program, the results of which were scaled up to the full scale plant design. Due to variation in the feed at the mine a number of roaster modifications were necessary following the initial plant start up. During 1998 ore flotation capability was added to reduce the operating cost for the roaster and increase plant throughput.

The desire to minimize gaseous effluent in smelting and maximize gold yields from refractory ore are driving the nonferrous and gold refining industries to demand more and more oxygen. This, coupled with an increasingly competitive marketplace, forces the investigation of alternate methods of oxygen supply. Current progress in both the non-cryogenic and cryogenic fields is making the use of low-purity oxygen much more attractive. The benefits of on-site production are now available to most oxygen users. Historically, these on-site advantages could only be achieved by relatively large plants using high-purity cryogenic technology. The evolution of low-purity cryogenic and non­cryogenic oxygen production has added a new method of delivering on-site production. Specifically, the advent of oxygen Vacuum Swing Adsorption (VSA) technology has brought these benefits to smaller-volume customers by cost-effectively supplying oxygen requirements as low as 20 tons per day, (tpd). Low-purity cryogenic plants have also made an impact on the market, yielding cost reductions for larger-volume customers with oygen requirements greater than 70 tpd. This paper reviews the advantages and disadvantages of current supply methods for users having varying volume, purity and other requirements.

Shotcrete drift linings at the Climax Mine of the Climax Molybdenum Company have undergone four years of extensive evaluations as a replacement for thick poured-in-place concrete linings. Any drift lining at Climax must be able to withstand the rigors of undercut and secondary blasting, weight problems induced by panel caving, and the abrasion of slusher mining. Examined here are the conclusions reached so far on shotcrete drift linings which have not yet completed the approximately six-year cycle from development to ore exhaustion. Properly applied shotcrete is an adequate drift lining for all phases of the Climax panel caving system of mining. Undercut blasting will damage shotcrete unless blasts are correctly timed. Weight problems will destroy shotcrete drift linings as efficiently as it will destroy concrete or steel support systems. Abrasion and secondary blasting results are inconclusive as the shotcrete lined slusher drifts have not entered the ore production stage of the mining cycle. In addition to drift linings, Climax has found shotcrete to be invaluable for lining large underground shops, for temporary support systems, for permanent ventilation bulkheads and for the repair of abraded or weight damage concrete lined slusher and haulage drifts.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. The Penjom Gold Mine is one of the world's worst preg-robbing gold ores, yielding very low recoveries from traditional CIL methods. Gold recovery from the cyclone underflow was targeted to recover as much gold as possible in the absence of the fine preg-robbing carbon. Gold is recovered by intensive cyanidation and tabling of a gold concentrate produced by gravity from the cyclone underflow. The circuit was designed together with Gekko Systems and uses their InLine Pressure Jig and InLine Leach Reactor technology to reject the preg-robbing carbonaceous material and obtain high recoveries from the gravity concentrate before over grinding the carbon and sulphides. The gravity and intensive cyanidation circuit now recovers almost 50% of gold in new mill feed, with unit recovery in intensive cyanidation of up to 90%, the highest unit recovery in the plant. Operating costs for the gravity and intensive cyanidation circuit are under US$2.50 per oz, while the cost to recover gold from the cyclone overflow is -US$200 per oz. (not including common costs of milling, stripping and electrowinning). Figure 1 shows the increase in gold recovery due to the gravity and ILR circuit coming on line at Penjom.

Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.

Introduction The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Coal has been mined in Australia for almost two centuries. But there are indications that the first coal was processed in 1877 in the Newcastle area. This is nearly 50 years after the first coal processing in Europe. Processing on any significant scale began in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The dramatic growth of mining and processing of Australian coal since the mid-60s is primarily due to the expansion of the export market in Japan, Asia, and Europe. Australian coals Black coal occurs in most of the major sedimentary basins of Australia. The better known deposits of commercial importance are in the Sydney, Bowen, Oakland, and Gailiee Basins. Apart from the Collie Basin in western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory, and the Tasmania Basin are basically unexploited. The Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia. Currently exploited or potentially commercial deposits of black coal in Australia occur in strata ranging in age from Permian to Tertiary. Estimated black coal reserves are summarized in Table 1. Coals from different ages have significant differences in their petrographic characteristics. Many of the Permian coals are usually rich in inertinite. Jurassic and Tertiary coals are typically rich in vitrinite content. Typical petrographic and chemical characteristics of some important Australian coking coals are summarized in Tables 2 and 3. The reserves of coking coals are restricted in the main to the Permian coals of the Sydney and Bowen Basins. Coal deposits in the latter are at shallow depth. A high percentage of these are being strip-mined. On the other hand, in the Sydney Basin, the majority of the reserves of good quality coking coals are at significant depth. The mining cost of these deposits is substantially higher than those in the Bowen Basin. It is usually possible to make strong coke with Australian Permian coals of vitrinite content much lower than the other international coals. But there are many major Permian deposits in Australia where low vitrinite content presents problems. As they are classified as marginal coking coals, optimization of their pro¬cessing plays an important role in meeting the market specifications of coking coal. The major reason for processing Australian coal is to reduce the ash content. Compared with British and some American coals, Australian coals are of relatively high ash content. Unlike American coals, more than 99% of the Australian coal deposits have sulfur content less than 1%. Consequently, sulfur control has never been a major problem. The chemistry of waters processed by Acid Rock Drainage water treatment plants can affect the Total Suspended Solids quality of the plant effluents. The sulfate ions in the ARD water will combine with the calcium ions from the lime that is used to adjust pH to form calcium sulfate. When the sulfate content of the waters to be treated is greater than about 1400 parts per mil­lion, the resulting calcium sulfate concentration will be approx­imately 2100 parts per million. This concentration is above the saturation point for calcium sulfate, and the salt will drop out of solution until the concentration falls below the saturation point. This "salting" phenomenon affects the total suspended solids of the treatment plant effluents by virtue of the fact that the salts will report to the filtration apparatus used for the analy­sis. This scenario is exacerbated as an effluent sample ages. Zortman Mining's water treatment plant effluent was being affected by "salting" during the spring and summer of 1995, and it seemed as though the effluents were exceeding the TSS lim­its; for no obvious reason. A testing program was initiated to verify an observation that "salting' was taking place. Treatment plant samples were collected and allowed to age, with TSS analyses being performed every day that the samples aged. Synthetic solutions were also prepared to study the "salting" phenomenon.

The use of CCD (counter current decantat.io;1) thickeners, or; clarifiers, in the gold mining industry is quite common. Although there are a number of technologies in the industry which utilize these types of tanks, the fundamental requirement is to settle leach tailings and eventually separate gold and silver "values" from the "barren" (no values) solution. The thickener separation process varies depending upon the raw ores found in any specific mine. In mines where rudimentary, rocky ores are most common the settling process is fairly straight-forward and uncomplicated. But, for those mines with complex carbonaceous ores, usually identified by high silting, clay components, the ability to monitor and control the settled materials is quite laborious and costly. The task of monitoring and maintaining control of settled residue in clarifiers and thickeners, of any design, is difficult in any industry, but due to the added desire in the gold mining industry of leaching the values from the liquid slurry, the problem is multiplied. Other common activities taking place in the thickeners are exaggerated internal flow rates, settleable solids activity due to rake movement, and the settling activity generated by flocculents being added to the liquid medium. All of this action within the liquid column causes the continual monitoring of the interfaces within the tank close to impossible.

The purpose of the paper is to present a way of assessing nonrenewable lignite resources by means of sustainability indicators. An introductory presentation of the origin and characteristics of the discussed nonrenewable natural resources is followed by the study and analysis of separate sustainability indicators. Out of many, only the ones that would directly relate to the explored coal deposit were studied. Some different viewpoints such as economic, social and environmental were assessed inside the studied landscape structure and in relation to other provincial resources using the indicators that are closely linked with the explored lignite reserves. Exploitation of coal as an underground nonrenewable natural resource, has been taking place in the ?alek valley for more than 120 years. However, about 60% of the coal will still be left underground since not all coal will have been extracted when the mine closes. According to the regional and wider national strategic goals concerning the use of natural resources and electricity production in the future, the sustainable aspect of the exploitation of the geologically well explored reserves is emphasized in the paper. Finally, we have tried to evaluate the role and the meaning of the studied underground natural resources for further sustainable development of the ?alek valley and placed stress on the most questionable spheres that should be considered preferentially.

Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. Besides the question of the stability of the roof and walls, one of the main problems encountered with tunnelling and shaft-sinking through the soft ground of alluvial origin forming the sub-grade of most large towns is settlement. Public transport and road tunnels in town centres are particularly affected, as they cannot generally be designed at any great depth for several reasons, such as the fact that ventilation shafts and access to the surface by means of stairs, escalators, lifts, ramps and so on must be fitted into the limited space available and are therefore costly, and because of the difficulties of driving below the water table. It is for this reason, coupled with the need for wide radius curves, that tunnels now so often pass close under buildings and monuments which must not be exposed to any risk of damage from subsidence during excavation. Grouting is the usual method used for consolidating soils, improving their strength and making them less compressible, but it is itself liable to cause heaving and cracks in the buildings above and has many other attendant dangers, including continually revised estimates which are the reason for the often inordinately high costs met with in urban tunnelling to-day. INTRODUCTION The prediction of the engineering behavior of a rock mass depends upon the systematic analyses of the results of an exploration program, and upon the recognition of the significant rock properties in the early stages of excavation. The variations in rock properties in different geologic terrains and the state of the geotechnical art preclude complete success in the former case, and we therefore must rely heavily on the experience gained in the latter phase. The geotechnical information obtained from these two phases is only of value to the design engineer when applied to the rock behavior during excavation and subsequent plant operation. Pertinent questions which must be answered include: how does the joint orientation and frequency effect tunnel support and overall cavern stability; how does the depth of surficial soil or weathering effect foundations or slope stability for portal cuts; are there permeable zones within the rock mass that could lead to leakage problems around penstocks and is the material in these zones soluble or likely to pipe in the long term; and does the proposed engineering structure fit the terrain, or will it inevitably lead to problems requiring extensive remedial treatment. Sao Bento Mlnerai;;ao Mine (SBM), located 100 kms northwest of Belo Horlzante, Brazil, was commissioned In 1987t1l to produce 185 kg per month of gold from 240 tpd of refractory sulphide flotation concentrate. The concentrate Is processed by a Sherrill Gordon design pressure oxidation circuit followed by conventional CIL gold recovery process (Flgur .. J). The original plant design foresaw expansion to 480 tpd, and In this regard the acidic effluent neutralisation, CIL and carbon circuits were designed for future expansion to treat the higher tonnage. The pressure oxidation section was sized for 240 tpd with the Intention to double the Installed plant equipment to provide 480 tpd capacity when required. This decision was based In part on the novelty of pressure oxidation to treat refractory sulphide concentrates in 1984 when the process design was finalised. General Mining, Metals & Minerals (Pty) Ltd (GENMIN), has been actively Involved for the past 30 years in the development of bacterial process for the oxidation of refractory gold concentrates; the results of this development program have provided the registered process BIOx®. The successful Implementation of BIOx® technology for treatment of refractory gold concentrates at GENMIN's Fairview Mine In October 1986t2l, as well as the substantial experience accumulated in laboratory and pilot testing of some 40 other sulphide concentrates, Justified reconsideration of the oxidation process best suited to provide the Incremental sulphide oxidation capacity planned for SBM.
