Many mining engineers tend to think of the economic analysis of mining ventures and projects on an f.o.b. mine basis. This is especially true of mines that are operated in an established domestic mining district. Here, transportation costs are many times smaller in comparison to overall delivered prices. One has only to consider the development economics of taconite mines in Minnesota with production destined for lower lake ports to see the truism of this statement. In the international arena, however, with consumers such as Japan and Europe located thousands of miles from source countries such as Brazil and Australia, the situation is different because mineral transportation is often a critical factor in determining project viability. This article is being presented to provide a basic understanding of the factors that govern ocean transportation of the three largest bulk mineral commodities shipped around the world: iron ore, coal, and phosphate. The major dry bulk commodity trades as a percentage of volume shipped are iron ore, 45%; grain, 25%; coal, 20%; phosphate rock, 5%; and bauxite and aluminum, 5%. Most of these commodities are carried by bulk carriers rather than tankers. These are vessels that have cargo, usually in solid form, loaded directly into the hold of a vessel by shore-side materials handling facilities or, in the case of a geared bulk carrier by the vessel's cranes and derricks. Gearless bulk carriers are used in most cases for iron ore and coal. Geared bulk vessels are mainly used for minor dry bulk trades such as ore concentrates (copper, lead, zinc, etc.), fertilizers (phosphate, potash, etc.), cement, petroleum, and coke. There has been, however, a trend toward using more self-unloading ships in both iron ore and coal ocean transport. And large vessels, such as the Universe Kure of Japan, have been designed with a cargo capability of 157 kt (155,000 dwt (deadweight tons)). Trade patterns of major bulk commodities are influenced by the Panama and Suez canals. Both of these canals have draft limitations that prohibit large, deep-draft, ocean-going vessels from using them for shorter trade routes used by Panamax and Suex vessels. The shipping industry has developed two widely used vessel classes; the Panamax and Suex vessels. The former is the maximum size vessel that can pass through the Panama Canal, usually 51-61 kt (50,000 - 60,000 dwt), depending on the season and draft of the vessel. The Panama Canal is usually 0.6-0.9 m (2-3 ft) deeper in the winter than in the summer. Thus, less cargo can be carried by the same size ship in the summer through the canal than in the winter. The Suex vessel is in the 71-81 kt (70,000-80,000 dwt) class. This larger vessel is able to transit the Suez since Egypt deepened the canal following the Seven Days War. Recently, the Suez Canal has been deepened to accommodate vessels with drafts as deep as 152 kt (150,000 dwt).

Estimating the risk of lung cancers for workers in uranium mines and defining the resulting dose equivalent limits have been made possible thanks to work carried out in two scientific fields : physics and epidemiology. Theoretical calculations on the basis of physical models for the former and epidemiological surveys on the mortality of uranium miners from lung cancer for the latter. However, even though considerable work has been done in these two areas, the results obtained still remain controversial on several points. The radioactive and physical instability of the aerosols present in the atmosphere of the mines and the biological complexity of the human lung which even the most sophisticated physical models can reproduce only very schematically have often proved to be insurmountable difficulties for physicists, explaining the uncertainties which subsist concerning the dose delivered to the various parts of the respiratory tract from the air breathed by miners during their work. Epidemiological investigations on the other hand, in spite of the high quality of the surveys carried out, remain open to criticism, essentially because of the very approximative estimation of the individual occupational exposure to radon daughters. This is due to the fact that uncertainties arise from the measurement of radon gas if the state of equilibrium with the daughters is not accurately known or, if the active deposit is measured, to the fact that these measurements are insufficient in number. The controversies and discrepancies which subsist with regard to the evaluation of the level of risk, and in particular for low doses, can thus be understood. In addition, epidemiological surveys cannot dissociate the carcinogenic action of radon from the synergistic or potentiating actions of tabacco and of other pollutants present in uranium mine air. Animal experiments have been largely taken into account for evaluating the toxicity of various radionuclides. This type of experiment is necessary when human data do not exist and has provided us with much information. For instance, the relative biological effectiveness of the various types of radiation, the metabolism of radionuclides and the mechanisms of cancer induction have been approached and satisfactorily resolved in this way. Concerning radon and its daughters, however, animal experiments have been used very little even though it seems apparent that they should complement epidemiological studies. For instance, whereas doubt can be cast on the data obtained from human epidemiology because of the uncertainty concerning the individual exposure of miners, those drawn from experiments are indisputable because in this case the dose is as perfectly known as the effect. In addition, the effects of radon can experimentally be appreciated separately whereas in the surveys, they cannot be dissociated from the effects of the other pollutants in the mine. Finally, there are no other means of dealing with the mechanisms of cancer induction. In order to gain any useful knowledge from this method however, the experimental model must necessarily present certain methodological guarantees and the effects seen in the animals must enable a comparison with those which appear in man. For this reason we will present here the animal model we have been using for 15 years, and will give the results obtained and compare them with human data and made a synthesis. Finally the conclusions which can be drawn will be discussed as well as their limitations with respect to the protection of uranium miners. I - MATERIAL AND METHODS Male SPF Sprague-Dawley rats were used. At the onset of the inhalations they were around 3 months old. Their small size makes it possible to expose a large number of animals at the same time. Their life-span is long enough to be able to follow the evolution of the cancers and to estimate the latency time. Finally, they present the advantage of having a very low rate of spontaneous lung cancers (SANDERS, 1979). I.1 - Three inhalation techniques were used. 1.1.1. – [Inhalation of radon decay products.] The inhalation apparatus has been described previously (CHAMEAUD et al. 1971). The first experiments utilized a room of a half cubic meter linked to a source made up of high grade uranium ore. Later on, a large installation was built with a 10 m3 inhalation chamber making it possible to expose up to 500 rats at one time at radon concentrations ranging from 100 to 10 000 WL for variable lengths of time (1 to 10 hours per day). These concentrations are higher than those to which the miners are generally exposed, but in order for the cumulated doses in man and in animal to be similar and delivered for the same fraction of their respective life-spans, the ratio of the concentrations should be approximately that of the life-spans. The concentrations of radon and its daughters during the experiments were carefully controlled thanks to multiple samplings of radon gas associated with measurements of radon decay products. The term olivine was first used in 1790 by J. Werner, and the corresponding mineral was so named because of its olive-green color (Hunter, 1941). Olivine is the principal component of the rock known as dunite. While by classic definition dunite is composed of 90% or more olivine, commercial use of these terms has resulted in more specific definitions. Commercially, the term olivine is used to designate a material that consists of 85% or more forsterite and contains 45 to 50% MgO, 39 to 42% SiO2, 5 to 8% Fe2O3, and has an ignition loss (LOI) of 1 to 2%. The term dunite designates a rock that contains 36 to 45% MgO, 36 to 39% SiO2, and has an ignition loss of as much as 10% (Teague, 1983). GEOLOGY Olivine is found in basic igneous and basic metamorphic rocks whose age varies from pre-Ordovician to Tertiary. Economic deposits are of magmatic origin and are restricted to the dunite variety of the peridotite group of ultrabasic igneous rocks. Olivine also occurs in basic igneous rocks such as gabbro, basalt, and diabase and more rarely as an accessory mineral in granite and metamorphosed crystalline limestones. Mineralogy The term olivine refers to a group of orthosilicate minerals in isomorphous series with magnesium-rich forsterite (Mg2Si04) as one end member and iron-rich fayalite (Fe,SiO,) as the other. In most olivines the ratio of magnesium to iron varies from 16: 1 to 2: 1. Commercial olivine deposits contain a mixture of forsterite and fayalite with the fayalite content restricted to less than 15% (Reed, 1959; Teague, 1983). Accessory constituents may include primary minerals such as ilmenite, magnetite, diopside, chromite, and garnet and secondary minerals such as chlorite, serpentine, talc, and vermiculite as alteration products. Chemical and Physical Properties The chemical composition of olivine can be expressed as either (Mg, Fe), SiO, or 2(Mg, Fe)O.SiO,. Table 1 presents chemical analyses for some commercial olivines. The physical properties of olivine are shown in Table 2. Distribution of Major Deposits Commercial olivine and dunite deposits are found in Norway, Japan, Spain, India, Italy, the United States, Sweden, Austria, Pakistan, and Mexico. Noncommercial deposits have been reported in New Zealand, Zimbabwe, South Africa, New Caledonia, Greece, Brazil, and Canada (Teague, 1983). The present markets for olivine are characterized by low unit value, high volume, and high sensitivity to freight costs, so few deposits are commercially viable. Literature from the USSR indicates that considerable research on olivine refractories is being done. (Afansa'ev, 1988), lending credibility to the conjecture that commercial deposits are being mined there. In eastern Canada synthetic olivine is being produced by calcining chrysotile asbestos mine tailings. In the United States numerous lenses of olivine extend in a belt from northeast Georgia northeastward across western North Carolina. Total reserves in North Carolina and Georgia are estimated at between 125 and 200 Mt. The largest US deposit is Twin Sisters Mountain, located in Whatcom and Skagit Counties in the state of Washington. This deposit, which has an outcrop area of 93 km2 and a relief of about 1 525 m. is estimated to contain 1 800 Mt of fresh, unaltered olivine (Teague, 1983). In addition, the US Bureau of Mines reports reserves of 50 Mt on Cypress Island in the state of Washington, and the literature reports eight complexes in southeastern Alaska, some containing cores of olivine as large as 1.6 km in diameter (Taylor, Jr., 1967). The world's largest deposit of olivine occurs in the Aaheim area of Norway, where reserves are estimated at a 2 000 Mt. Several other Norwegian deposits contain as much as 5 Mt each. In Japan the production of ultrabasic rocks is currently about 6 Mtpy, but the bulk of this output is serpentinite. Olivineldunite accounts for only 17% of this production. The major olivine deposit in Japan is located at Horoman Hill on the northern island of Hokkaido. Reserves at this deposit are estimated at 100 Mt (Anon., 1990). Spain is one of the largest producers of dunite. Reserves in the La Coruna District in northwestern Spain are estimated at 100 Mt. India, also a major dunite producer, has a large deposit at Salem in Tamil Nadu. In Italy olivine/dunite is mined from a deposit near Turin. In Sweden the largest deposit is at Arutats and is reported to be comparable in size to the Twin Sisters deposit in the United States. At present the only production in Sweden is from a deposit 30 km south of the town of Gallivare. Reserves at this deposit are reported to be between 1 and 2 Mt. Other significant deposits are: 1) in Austria at St. Stefan near Leoben, 2) in the Swat District of the North West Frontier Province in Pakistan, and 3) in Mexico at Cuidad Victoria in Tamaulipas (Anon., 1990).

The successful integration of overburden casting techniques into the mine production cycle can be an extremely cost effective use of explosives. The entire mining cycle revolves around the cast blasting and to be successful requires a great deal of planning and cooperation. Several operations of Cyprus Coal Company in the Appalachian coal fields have successfully integrated blast casting into their mine plan. This paper will detail the parameters and necessary controls to integrate an overburden casting program into a surface coal operation.

P.T. Kellan Equatorial Mining (KEM) is an Indonesian incorporated company owned 90% by CRA Limited of Australia and 10% by PT. Harita Jayaraya of Indonesia. The Kelian gold mine first commenced production in January 1992 and has produced in excess of 21 tonne of gold (675,000 oz) in its first 18 months of operation. The operation is a large tonnage low grade deposit that accepts a low gold recovery by industry standards due to the partially refractory nature of the orebody.

Natural degradation of cyanide has been widely used by the gold mining industry for removal of CN from cyanidation processing wastes. However, little documented study has addressed the decay and fate of cyanide within residue storage ponds. 'fhis paper describes a study on the cyanide behaviour in a residue storage pond at the Boddington Gold Mine in Western Australia. Depth profile samples were collected from the active residue storage to determine the distribution of CN forms and complexing metals throughout the settled residue.

While the oil shale resources of the US are becoming increasingly known, few people in this country are aware of the extensive worldwide occurrence of this resource. Two recent international conferences* confirmed the growing worldwide interest in oil shales, both as future and current energy sources. The 1981 conference noted the difficulty in characterizing worldwide oil shale resources because of lack of common terminology in reporting both assay value and resource potential. Assay value is variously reported as: •US gallons per short ton; •Imperial gallons per metric ton; •Liters per metric ton; •Liters per cubic meter; •Weight percent oil; and •Volume percent oil. Oil shale resources are variously reported in barrels, short tons of oil shale, metric tons of oil shale, and cubic meters of shale oil. Worldwide petroleum shortages sparked interest in alternate energy resources including oil shales. While petroleum supplies appear to have stabilized, at least for a while, high costs are affecting the balance of payment index of many countries, resulting in a continued search for local energy resources. Kerogen is the organic constituent of oil shale and may be the most abundant form of hydrocarbon on earth, possibly exceeding coal occurrences and far more abundant than naturally-occurring petroleum resources. Oil shale, by one name or another, is widespread and is known to exist in more than 38 countries (Table 1). Oil shale industries have existed in at least 14 countries at one time or another. Many predated the Drake oil discovery in Pennsylvania in 1859, and most were unable to compete with natural oil; these operations either converted to its use or closed. At the present time shale oil is being produced on a commercial scale only in the USSR and in China. Only very rough estimates of grade and quantity are available for most of the worldwide shale occurrences since only a few deposits have been thoroughly explored. The Green River Formation of Colorado, Utah, and Wyoming is an exception. For many years this oil shale deposit has been described as the largest single concentration of hydrocarbon material in the world. With increasing world interest, larger deposits may yet be found. In 1965, the US Geological Survey published an in-place world oil shale estimate. This study, while made some 16 years ago, is still a reasonable order-of-magnitude estimate. Although exploration and evaluation are underway and a few oil shale deposits have been appraised, information on which to evaluate most worldwide oil shale occurrences has improved little since 1965. Settling a contract for process design involves a negotiation between the design engineers and the client. Clients wish to offload as much risk as possible by seeking various guarantees about the process performance. Design engineers respond with preconditions and qualifiers, believing that the risk must remain with those who stand to benefit. This paper presents the engineers? point of view on guarantee types and precedents, performance testing, damages that may be claimed, and remedies that can be provided with particular reference to the mining industry.

Senior mining mangers that do not get directly involved in the quality of maintenance performance risk the profitability of their operations. Maintenance is not a stand-alone activity. It requires a production strategy that addresses the total life cycle of equipment from procurement to replacement and assures the fully cooperative, mutually supporting interaction of all mine departments. Only senior managers can assure this happens. This paper examines the strategies, policies and actions required to establish and sustain effective maintenance and the profitability that derives from it.

The Activox™ process is a new method for the pre­treatment of refractory gold ore concentrates prior to cyanidation. The process has been developed in Western Australia, and relies on a combination of fine grinding and pressure oxidation to achieve the destruction of sulphide minerals and the liberation of encapsulated gold. The process operates under much more moderate conditions than those that would typically be used for conventional pressure oxidation of similar concentrates. This results in significantly lower capital and operating costs being achievable.

Gold-copper ores have become important gold resources (von Michaelis, 1989), but the gold extraction from such materials posed a challenge due to the detrimental effect of copper species on gold cyanidation. Ammoniacal cyanidation process was rec­ommended (Muir et al., 1989) and practiced (Castello et al., 1992) for gold extraction from the gold ores which contain cop­per at moderate level mostly in form of oxide. This paper pro­vides an example to apply the ammoniacal cyanidation process to processing such a copper bearing gold ore.

In the selective flocculation process, polymers with specific functional groups can yield highly selective adsorption and, therefore, high separation efficiency. Selectivity in polymer adsorption may also be attained by specific additives that inhibit the adsorption of the flocculant on some solid surfaces but not on others. Generally, these additives have a different chemical nature than the flocculant. In this study, the lower molecular weight fraction of the flocculant was successfully evaluated as a site blocking agent, leading to higher separation efficiency than obtained otherwise.

The topic of the presentation will be the excavation of 25,000 IF, 11-foot 0-inch diameter, hard rock tunnel using a Robbins boring machine on the Terror Lake Hydroelectric Project on Kodiak Island, Alaska. This tunnel was completed on a tight construction schedule under some unusual conditions. The tunnel was mined through hard massive granite with faults and high water flows up to 7,000 GPM encountered at the heading in some areas. New innovations in equipment and cutter design were used.

This is the eighth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for nearly 30 new entries. Several articles and publications have appeared recently that relate to mineral royalty or mineral valuation. R. B. Parsons wrote "Mining agreements, royalties and profits" (CIM Bulletin, November 1988). He distinguished between net smelter return (NSR) and net profit interest (NPI). Parsons used examples to show the difference between these royalty payment methods. Mining Engineering (January 1990) carried an article by H. V. S. Tingley entitled "Using business due diligence to help evaluate mineral deposits." The article identifies some factors that must be examined during mergers or acquisitions in the mining industry. Since each mining operation is unique, each has risks and opportunities that need recognition and evaluation. The author suggests that a team is necessary for a proper evaluation because no one person has expertise in all of the factors that must be examined. Also in January's Mining Engineering was "Limestone mining: Reserves and valuation," by B. C. Lewis and R. P. Moran. They presented two case studies of valuation of limestone reserves. One was a 109-hm2 (270-acre) parcel in West Virginia and the other a 121-hm2 (300-acre) tract in Alabama. The authors discussed risk, discount rates, and royalty methods as financial parameters in valuation of limestone reserves. The Alcan Smelter project at Lynemouth on the Northumbrian coast draws cooling water for the power station through shafts and tunnels from the North Sea. The sea at this part of the coast is frequently very rough and even in calm weather the coastal currents are strong. The adjacent coal mine makes use of these currents to disperse colliery waste and discharges into the sea some thirty thousand tons each week. In consequence the sea bed is continuously shifting and the sea is black and turbid. Construction of sea shafts under these conditions presents difficulties as drilling from a floating vessel is hazardous and sea bed activity of divers is greatly hindered by the entire absence of visibility. After considering several alternatives a method of construction was agreed with the Consultants in which the drilling and also the lining of the shaft would be completed in sequence from an eight legged work barge (GEM 126). Each shaft would be drilled to full depth and a steel cylinder, with its ends closed temporarily, would be lowered into the hole and grouted into the formation to form a full-length permanent lining. The bell mouth for each shaft would be constructed in advance to form part of the cylindrical casing. On interception of the shaft by its appropriate tunnel the lower end of the cylindrical casing would be cut away and the internal walling of the shaft installed from below. After completion of construction the shafts and tunnels would be flooded and the bell mouth sealing covers removed by divers.

Fighting the challenge of diminishing ore grades, low base metal prices and a changing pattern of ore supply, Boliden has now taken the second generation of the fully­autogenous grinding concept on stream, Using new design and a highly-developed process control system the benefits of conventional two stage autogenous grinding technology are obtained with a wide range of ore types. The APC grinding system has been developed further. A new design of the Boliden Pebble Extractor together with an advanced control strategy make the performance of the APC concept superior to all other grinding systems with any ore quality. The capacity and simplicity of the autogenous grinding concept is equivalent to the best SAG installations but the operational costs are up to 25 % lower than for SAG or other primary ball or rod mill systems. The concept is as flexible as conventional crushing and rod mill installations but investment and operating costs are of the order of 25 % lower. Also, from the metallurgical point of view, the different types of autogenous grinding system outperform all other comminution systems including SAG. From 1989 to 1991 four fully autogenous grinding sections have been installed at various concentrators at the Boliden company. Old crushing plants and rod and pebble grinding circuits have finally been replaced by highly productive and cost-efficient autogenous grinding equipment. Significant savings in operational costs have already been reported. Power consumption and maintenance costs have been reduced significantly. Productivity expressed as milled tonnes per operator has been improved. Metallurgical results have developed favourably.

The United States has long been recognized for its ability to marshall the many tools of its scientists and engineers to meet national threats or crises. Two major World Wars, the Dust Bowl, the Soviet Missile threat, Sputnik, and more recently the Energy Crisis have stimulated military weapons development, massive land reclamation and water management programs, NASA, and the Space Program, Project Independence, and soon a new agency, the Energy Research and Development Administration. While our record of successful responses to these major national concerns lends support to the expectation that we will succeed in dealing with the current energy problem and potential future crises as well, the crisis mode of response is becoming increasingly wasteful of funds and human and natural resources. This waste, while always of a concern, is a more important factor than previously because of the accelerating pace at which the world has been shrinking, relatively, in comparison to its human population and that population's increasing demand for resources, both renewable and nonrenewable. If present growth patterns continue, in the year 2000 there will be two people to feed, clothe, house, and satisfy for every one person that existed in 1970. On a finite planet, with finite land areas, limited resources, and only partial understanding of the means by which future problems can be addressed, one of the major threats to mankind will be scarcity and one of our major challenges will be better management of our resources. Mill flotation tailings impounded at the Gooseberry Mine site between 1976 and 1984 were determined to be an economic source of gold and silver. The tailings would be recoverable by standard heap leach technology in conjunction with feed agglomeration. Metal recovery at 85% gold and 75% silver is attained on properly agglomerated (pelletized) tailings that average 85% -75 µm (-200 mesh). The impounded tailings averaged more than 18% moisture (32% moisture maximum at depth) in place behind the storage dam. Therefore, the mining method, mixing and agglomeration technique, and materials handling practice were major considerations in making this operation a financial success. The Gooseberry Tailings Project is located about 35 km (22 miles) east of Sparks, NV. The project is owned by Asamera Minerals (US) Inc. The company's Western Nevada Gold prop¬erty surrounds the Gooseberry Mine by several miles on all sides. Gold and silver mineralization at the Gooseberry Mine is restricted to a narrow calcite-quartz vein. Calcite makes up more than 80% of the vein throughout the mine. The host rock consists of porphyritic andesites and dacites constituting volcanic flows. The rocks are propylitized or silicified to a varying degree. This ore mineralogy, then, also describes the tailings processed by heap leaching. The Gooseberry tailings were auger sampled in 1983 and again in 1987 after a final lift of 109 kt (120,000 st) was deposited in 1983 and 1984. The total volume behind the dam was calculated from planimeter measurements from tailings surface to original area topography.
