Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Discussion by B. Mather I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2Oe; Na2Oe = % Na2O + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete. ? I am grateful to him for bringing these issues to my attention, as well as to the readers, and I am grateful for his discussion of several important factors in alkali-silica reactivity. Mr. Mather's discussion of the mechanism of alkali-silica reactivity (ASR) notes the critical role of the hydroxide ion. While the alkali hydroxides are highly soluble (reducing the solubility of the other primary hydroxide in pore solution, i.e., calcium hydroxide, and providing hydroxide ions that initiate alkali-silica reactivity), it is, as Mr. Mather quite correctly notes, the hydroxide ion that attacks the silica structure. This point was not clearly stated in my original article. As noted in the text, the requirements for mineral admixtures to mitigate or control ASR vary widely depending on the specific characteristics of the materials

This paper describes the emergency water control measures used at Pegasus Gold's Zortman Landusky mine during the September 1986 flood. The amount of solution stored increased by approximately 78 165 m3 due to receiving 0.2134 m of rain in a 24 hour period. Three methods of water disposal will be discussed including continuous chlorination, batch chlorination, and reverse osmosis. A water management program will also be discussed.

Most ores and coals contain sulphide minerals such as pyrite, FeS2, the sulphur portion of which is a ready substrate for a variety of sulphur oxidizing bacteria. Although there are several bacteria capable of oxidizing sulphide minerals, the most often discussed culprit is Thiobacillus ferrooxidans.. Oxygen from the air slowly oxidizes pyrite into sulphuric acid, but T- ferrooxidans can increase this reaction rate several 100,000 times.

The development of precious metal recovery processes using chloride systems has mostly evolved from the development of chloride based treatments for base metal concentrates or ores. The recovery of silver from chloride solutions within a process designed for the treatment of base metals usually is part of a solution purification stage. The principle of high-pressure interparticulate comminution has been used very successfully since the mid 1980's for grinding a wide range of different materials. A number of reports about operating experience have already been published. High-pressure grinding rolls (HPGRs) are currently making their debut in the mining industry. Experience is being gained with test machines, particularly for the comminution of hard rock. In the grinding of diamond-bearing ore, (Fig 1) interparticulate comminution has already become the standard for liberating the diamonds from the matrix. The advantages of interparticulate comminution are also recognized for the grinding of concentrates (chrome ore, iron ore). Numerous HPGRs are being used very successfully in this field. A testing plant for first-time industrial grinding of coarse, very hard and highly abrasive copper ore was built at Cyprus Amax's plant in Sieretta, Arizona (Fig. 2). The operating experience gained here showed that the grinding of very hard ores places particularly high mechanical demands on the mill. While the machine itself meets the high availability requirements, the wear-protection system proves to be the most sensitive point. Naturally, the properties of the ore to be ground exert a considerable influence on the lifetime of the grinding rolls. This paper describes the wear mechanisms and the wear­protection systems designed to combat these.

The construction involved in the Washington Metropolitan Area Transit Authority (WMATA), Contract No. lK0011 (K-1), encompassed some 2,621 meters of single track parallel tube rapid transit tunnels, 335 meters of cut-cover subway station and appurtenant ventilation structures at each end, and a fan shaft at approximately the mid point of the tunnels. The construction contract was awarded June 7, 1974 to a Joint Venture consisting of Intercounty Construction Corporation, Hyattsville, Maryland, and S $ M Constructors, Inc., Solon, Ohio. The former being responsible for performing the cut and cover construction, and the latter being charged with constructing the running tunnels and fan shaft at their mid point. (See Fig. 1) The problems of mining and supporting, the 183 meters of twin tunnels just east of Court House Square Station, by unique mixed face and soft ground mining methods is the main subject of this report, although a general review of the tunnels in their entirety, as well as the geology encountered in the excavations, is presented to give a better overall setting for the problems encountered. After being forgotten or ignored for nearly 100 years, the ability of bromine chemistry to extract gold from ore has been rediscovered. While bromine chemistry is similar to chlorine, there are some important differences. Bromine in its elemental form is a dense, fuming, red liquid. Elemental chlorine is a gas and requires a substantial amount of equipment to handle, store and deliver to solution. Bromine has an advantage in its ability to rapidly and completely oxidize heavy metals to water soluble halide salts. The first patent for use of bromine chemistry for gold extraction was issued in 1881 (1). By 1895, work done in Colorado concluded well roasted ores required approximately 1-1/2 lbs/ton of elemental bromine for superior extraction of metals (2)). At that time, bromine was deemed to be cost effective vs. chlorine even though it was more expensive on a pound basis than chlorine. The advent of cyanide technology virtually eliminated both chlorine and bromine from consideration for leaching of ores. Cyanide was so inexpensive that it made deposits requiring unique technologies unattractive for mining. Only since the deregulation of gold price has bromine/chlorine technology been considered for those ores not amenable to cyanide. While chlorine has found its way into the pretreatment steps, bromine is just beginning to realize its niche in the marketplace.

The principles of classification of reserves and resources in the Soviet Union were developed in 1960. Mineral reserve calculations were reviewed by the State Committee on Reserves for approval, then registered in the State List of Mineral Deposits and included in the State Balance of the Reserves. In 1981, however, a new "System of Classification of Reserves and Resources of Mineral Deposits" was adopted. This classification system (Table 1) is still used today in the Commonwealth of Independent States (CIS). It subdivides mineral concentrations into seven categories in three major groups, based on the level of exploration performed: explored reserves (A, B, C,), evaluated reserves (C) and prognostic resources (P1, P2, P3). Explored reserves Explored reserves are calculated within exploration contours. Category A The A category is the highest level of classification for any given mineral deposit and requires comprehensive exploration. First, the ore body's position, shape and structure must be accurately delineated (Fig. 1). Next, the mineralogy of the ore body must be studied to determine its composition and properties as well as the distribution of both ore and detrimental components. It is also necessary to outline the blocks of barren rocks and limits of subeconomic ores and to distinguish between the different types, grades and physical-chemical properties (mineral texture and structure) of the ore, the

It has already been said and written many times that the construction of tunnels in urban areas has proved more and more indispensable, if not vital. The subsequent development of tunnelling for 15 or 20 years has brought large and sometimes spectacular improvements in the fiel of execution methods. But, particularly in urban areas, the difficulties to be overcome have been and still remain very important. As a matter of fact, most of big cities, have been settled near rivers or lakes; therefore the geological nature of the subsoil is soft ground and the level of ground water is high. As a consequence, tunnelling is often faced with many well-known difficulties and dangers issued from decompression or loosening of the ground, sometimes accompanied by a lowering of the water table. This may compromise the safety of the excavation itself and of the workers, and also cause settlements which many severely damage nearby buildings or structures. This is the reason why it is always necessary to work out specially adapted methods and even to develop new ones. In most cases, each work is a particular one and has to be specifically studied since numerous data are to be taken into account, related not only to geology, cohesion and behaviour of the different layers concerned, ground water, the activity of it, but also to

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. I will venture to say that, to none of your surprise, on day 60 we were asked to join the union, and on

Any one who has been involved with the mining or the treatment of gold-bearing ores will agree that at the end of the total process, the quantity of gold recovered is never as much as was expected. These short falls are usually explained away by claiming that:- the original evaluation of the ore being mined was inaccurate the plant treatment process is not at its optimum theft is taking place excessive dilution occurs during mining The truth of the matter is that the gold is being "lost". During all the stages of its production, starting from the mining, right through to the smelting process, a certain amount of gold is not recovered. When a newly found gold deposit is being evaluated and the drilling data being analysed, cautionary factors are applied so that the grade is not over-stated. Once the decision has been taken to start mining and development is in progress, the exposed ore is sampled. When Again, when this data is being analysed more safety factors are used to ensure that when a piece of ground is given a block-value, the gold content is not over estimated. mining actually takes place and the ore transported to the plant for treatment, the metallurgical department also introduces certain safety factors when predicting how much gold will be recovered. This shows that the quantity of gold that one expects to finally recover is already a conservative figure. The actual quantity recovered invariably falls short of this figure, in fact, South African gold mines are satisfied when achieving a Mine Call Factor (MCF) of 85%. In the last few years a great deal of work has been carried out to investigate how this unaccounted for gold is lost and what steps can be taken to remedy the situation. Previously mined areas were re-swept using the traditional hand brush method; experiments were carried out with water jets sometimes in conjunction with compressed air and even small portable vacuum cleaners were tried. None of these methods were totally successful in recovering the left over gold but the use of vacuum systems showed the most potential. the In South Africa this has resulted in introduction of high-powered vacuum systems on the gold mines to suck-up this lost gold. These were initially introduced in the mining areas, particularly old areas, to recover any left over ore. The results proved extremely profitable, So much SO that presently, well over 120 suction systems are doing this type of work. This success encouraged plant operators to look at areas of potential loss in the plant itself. This has resulted in an increasing number of machines being supplied to gold plants mainly for clean-up applications with the bonus that the material sucked up invariably contains gold.

Throughout recorded history, underground fires have plagued mining operations. Compared with other hazardous situations in underground mining, a fire can become a global problem by swiftly spreading deadly carbon monoxide and other products of combustion (POC's) throughout the whole mine, often without warning. Experience has shown that when fires are detected and located in their early stages, they are much easier to control and proper escape routes can be more intelligently selected. Recent advances in sensor and data communication technology have made reliable mine fire .detection system installations possible. Unlike building construction. in a mine, it is impractical to install detectors at every desired location. Abandoned workings and unsafe locations preclude sensor installations from both safety and economic standpoints. The net effect is that some fires are detected and located early while the location of others, even if detected early, remains unknown too long for effective evacuation and fire fighting.

Introduction Coal extraction by continuous miners (CM) is currently the most common underground method in the US industry and accounts for slightly more than two-thirds of the nation's deep mining production (National Coal Association, 1987). Even if longwall mining should become more commonplace, it can proceed only after ventilation and access entries have been driven by CMs. Since an area of concern continues to be the effects of the dust generated on the health of mineworkers, this paper discusses the relationship between the elemental compositon of mining-generated airborne dust sampled from the immediate ventilation return of a CM and laboratory-generated dust derived from channel samples taken from the mines. There are several potential contributions of this type of study to the coal mining industry. First, after more fundamental knowledge of the causes of Coal Worker's Pneumoconiosis (CWP) is learned, the laboratory-generated respirable dust could be used to identify a potentially hazardous coal seam. Also, this study could possibly aid in understanding the fundamental causes of CWP by producing mining-simulated samples of coal dust that could be used in epidemiological studies. Further, assuming that there is no difference in the elemental composition of a drill-core sample and a channel sample from the same location, a mining company could predict a new mine's respirable dust elemental composition in the immediate ventilation return by using exploratory drill core samples of the roof, coal, and floor rock to prepare the laboratory dust. Ventilation engineers could then use engineering design and control measures during premine planning to reduce the incidence and severity of CWP by better ventilating the potentially hazardous coal seam. If this proper planning prevented any future changes to the ventilation equipment and mine design, much time and money could be saved. Scope of work To investigate the variability of the chemical characteris tics of respirable dust, airborne dust samples from eight underground coal mines located in the eastern and midwestern United States were collected with eight-stage Sierra Model 298 Marple cascade impactors, as well as 25 channel samples of mined material. Each channel sample was removed from the middle of the coal face before mining occurred. Sampling of the mining-generated dust was conducted by Lee (1986) by sampling the entire working sections, primarily for characterization purposes, to obtain information on the locational variability of dust characteristics. Research performed for this study used the elemental analyses of the mining-generated dusts he sampled in the immediate ventilation returns of CMs. The procedure that was used to produce the laboratory-generated respirable dust was based on the Hardgrove grindability test since it reflects the pulverizing characteristics of coal. This test was chosen for several additional reasons. First, it is repeatable and reproducible. A consistent amount of input energy is used as well as a specified size range of feed material to be crushed (the channel samples). Second, it is thought to generate secondary dust in a way similar to that of the crushing and grinding of the coal and rock as they pass through the arc-shaped cutting path of the CM's cutter head. The potential effect on dust generation by this secondary grinding mechanism may be at least as much as that produced by primary fragmentation, which is dust produced by the cutting action of the bit against the coal or rock (Roepke, 1984). Finally, the Hardgrove grindability test is well known and is used in the coal industry to guide mineral processing engineers in estimating the capacity of mills used to grind coal. One hypothesis of dust researchers in the Generic Technology Center for Respirable Dust is that the elemental as well as the physical characteristics of coal mine dust will make a difference in the incidence and severity of CWP. Coal mine dust is generated not only from coal, but also from any rock partings contained within the seam or any roof or floor material mined with the coal. Thus, coal mine dust may not have the same elemental characteristics as the coal being mined. Given that hypothesis, mixtures proportional to each thickness mined of roof, coal, and floor rock derived from the channel samples of the face areas from which the respirable dusts were generated by the CMs were used to produce the feed material that was pulverized in the Hardgrove machine.

Based on the findings within their report to Congress, the US Environmental Protection Agency (EPA) announced that it had decided not to regulate mining wastes under the hazardous waste regulatory program. However, they found that some mining wastes are hazardous and may be causing environmental damage. Cyanide wastes from heap leach operations were included in this group. In evaluating the effects of cyanide use in mining one finds a significant lack of information on the fate of cyanide in soils. Cyanide attenuation and degradation of soils is important, because ground water is a major potential pathway for cyanide contamination. There is a strong potential for cyanide to be removed from solutions as it migrates through soils· by volatilization, chemical reaction, adsorption, oxidation and biological processes, but no definitive investigation has defined these mechanisms adequately to be able to predict the fate of cyanide in soils.

The application of computers and operations research to mine planning problems has changed and progressed significantly over the last several decades with a continuing growth and increased breadth of applications being quite evident. A scan of the volume associated with the 1969 APCOM published two decades ago (Weiss, 1969) indicates that the primary applications in mining were often in the areas of short-term and long-term planning and production scheduling. The applications at that time were oriented toward underground and surface mining, but block and other mine sequencing and scheduling problems for large open pit mines were perhaps the most popular target for the operations research approach. A variety of operations research techniques were used at that time with heuristic models, mathematical programming models and simulation programs all being commonplace. The computers used were usually mainframe models which were of ten shared by accounting, engineering, planning and research groups.

The economic profitability of any mineral company is dependent upon maximizing mineral recoveries while minimizing costs. The effectiveness of any strategy to meet this objective is dependent upon firstly obtaining quantitative information concerning the steady-state metallurgical balance of the plant, and secondly, how efficiently this information is used to improve/optimize plant performance. This two-step approach can be designated as a "plant audit." Plant audits on a routine basis can be very expensive and time-consuming. Most plants have reduced staffs to cut costs. The remaining staff has to spend time to solve production/operation problems, thereby leaving limited resources (i.e., people, time, and money), for plant auditing. This paper briefly reviews plant auditing categories, and a systematic approach to auditing which has been successfully used at several operations. An example illustrating the use of this approach in gold operations is discussed in this paper.

The AZTEC is an automated instrument, for the non-destructive analysis of gold ore samples, which uses energy dispersive X-ray fluorescence (XRF), This is achieved by X­ray tube excitation of gold K X-rays. The first production instrument was commissioned at Vaal Reefs Chemical Laboratory (VRCL) in November 1987, followed by two second generation instruments in 1989. AZTECs have also been installed at Western Deep Levels and at Anglo American Research Laboratories (AARL). A further unit is being assembled at Ashanti mine, Ghana. At VRCL the AZTECs are used primarily for the evaluation of mine (stope) samples. Each of the production instruments can routinely analyse 650-700 samples per day, with the aid of a robotic sample transfer system. Various techniques have been evaluated for increasing sample throughput. For example, higher value samples can be counted for a shorter time to obtain the necessary relative precision.

Laser Ablation-Inductively Coupled Plasma-Mass Spectrom­etry (LA-ICP-MS) has been used successfully to "fingerprint" gold in forensic investigations within Australia and abroad. By comparison of the elemental associations it has been possible to relate gold to specific mineralising events, mines, bullion samples and fabricated articles. The methodology facilitates identification of the provenance of gold thereby providing definitive scientific evidence in criminal investigations. "Gold" samples for analysis span a wide range of materials with many requiring exhaustive prior separation and treatment to present the contained gold in a chemically "unmodified" state, and in a form, suitable for LA-ICP-MS fingerprinting. The quality of the fingerprint, and hence its value in evidence, is directly related to the rigours of prior sample preparation and evaluation, to an appreciation of the history of the gold under investigation, and to the skill of the analyst.

Extractive industry (mining and quarrying operations), as other industrial activities, is subject to environment protection laws, regulation and standards such as the Environmental Impact Assessment directive, Natura 2000, Habitats & Birds directive, Water Framework directive etc The European Commission (EC) is aim to strengthen the EU environmental legislation to improve the (environmental and human) safety of mining activities. The mineral processing and the management of the mining waste will be covered by the new amendment of the Seveso II Directive, by a Best Available Techniques reference document (BREF) describing the Best Available Techniques of mining waste management and a new directive on the mining waste management. At the same time initiatives as the environmental liability, the energy taxation for environmental reasons and the natural resources management policy, which will have a positive impact on the protection of the environment, will affect the extractive industry operation procedures.
