Offshore mining of placer diamond deposits along the coast of South Africa and Namibia has become a multi-scale activity. It is a successful offshoot of a land-based mining industry that has operated along the coastline for more than 80 years. Onshore diamond deposits have been worked by several methods from the foreshore to some kilometers inland (Hodgen). These deposits are the foundation of an ongoing industry along the coastline. The offshore diamond industry began in the late 1950s and has now come of age. Diamonds are produced along 800 km (500 miles) of coastline in water 200 m (660 ft) deep. About half of the coastline is in Namibia, north of the Orange River that defines the border with South Africa. The other half is in South Africa.

In order to control and dispatch the sewage water coming from 3 tunnels toward 2 downstream sewage tunnels, a large cavern has been excavated in a suburb of PARIS. Located at a depth of 47,00 m, it has been excavated using the NATM procedure through swelling clay, weathered sandstone, and marl and chalk. It is 16,50 m high, 12,40 m wide and 60, 00 m long, with an elliptical cross-section and its two ends are egg-shapped. The final lining of the cavern is composed of 30 to 40 cm of shotcrete, steel ribs and passive anchor bars. The excavation stages and related movements were surveyed by extensometers, pressure cells and convergence devices. The design, method of construction of the cavern and the results of the measurements made are commented.

This project includes the excavation and concrete lining of approximately 18 900 m (62 000 ft) of 5.5 m (18 ft) finished diameter subway tunnel for the Los Angeles MTA. The project required that four soft ground headings be excavated from a single shaft located near the mid point of the tunnels. The tunnels were classified "gassy" during the excavation phase. Because of the contract schedule requirements and the limited urban work site available, many logistical problems had to be overcome during the project while excavation was accomplished at a record setting pace. Some unique project features include the muck handling system and an access shaft using a high strength tieback support system. In order to accomplish the work, an extensive effort to plan and construct the main work site was required.

Substantial volumes of cyanide are consumed in precious metals mining due to the purposeful destruction of base metal cyanide complexes and free cyanide to meet surface discharge regulations. This destruction of cyanide resource runs counter to the prevailing social ethic of resource conservation wherein cyanide recovery-and-reuse is considered a more socially responsible cyanide use pattern than systematic cyanide destruction. HW Process Technologies, Inc. (HWPT) has developed membrane based methods for the recovery of cyanide from barren solution as a means to reduce cyanide waste. The HWPT Engineered Membrane Separation (EMS™) system uses state-of-the-art spiral wound membrane elements that are engineered specifically for the treatment of high pH cyanide process solutions. The membranes fully reject WAD CN, SAD CN and most minor metals, and partially reject SCN, Free CN and precious metal cyanide from a high clarity barren solution feed to a small volume EMS™ “concentrate” stream. The EMS™ “concentrate” stream is returned to the process. The large percentage of the EMS™ process feed exits the system as cyanide lean EMS™ “permeate.” The EMS™ permeate, after residual cyanide destruction, polishing, and pH adjustment, is, thereafter, typically suitable for discharge. Separately, the HWPT EMS™-PLS method of cyanide recycling is an internal plant cyanide recovery step that removes base metal cyanides from a pregnant leach solution to a small volume EMSTM concentrate stream. The concentrate stream is then typically processed further for the recovery of metals and recovery-recycling of cyanide. The method makes it economically practical to recover gold from Merrill-Crowe or car-bon plant “fouling” solutions, e.g., those with greater than 400 ppm Cu, as might result from the use of the EMS™ method wherein EMS™ concentrate is constantly thrown back into the mine leach solution pool as part of the free cyanide recycle process, or as might result from the single-pass leach treatment of high copper content ores or concentrates. The EMS™ cyanide recovery method for barren solution treatment is shown to be “economic” for the treatment of clear solutions at the approximately 200 ppm total cyanide level (CNT), and for slurries at the approximately 400 ppm total cyanide level, where economic is defined as a 2 year EMS™ plant payback. The EMS™ plant payback calculation includes the beneficial monetary impacts of gold and free cyanide recycling and the avoided operating cost of cyanide destruction.• The cyanide recovery plant payback period is reduced further when the avoided capital costs for cyanide destruction (EMS™ permeate “clear solution CN destruction polish” only required) and/or metals precipitation are considered.

INTRODUCTION On February 17, 1995, WMATA Contractor J.F. Shea holed through the last segment of rock tunnels of the planned 103-Mile Rapid Transit System for the Washington Metropolitan Area Transit Authority. Through the joined efforts and cooperation between the owner and the contractor, the project was completed on time and within budget. The Glenmont extension is on schedule to open in Mid-1998. The complete 103-mile system is scheduled to open in 2001. WMATA’s earlier 19 miles of rock tunnels had been done since 1976 ? By drill and blast with heavy horseshoe steel sets, sets with shotcreting over wire-fabric by TBM and NATM. All rock tunnels were primarily in metamorphic gneiss and schist, part of an east coast lithology that outcrops in a band running from below Richmond, Va. To above New York City. The 5,400 ft. long twin six meter tunnels of the Glenmont line had been earlier de-signed in 1979 by URS of NYC using Jenny Engineering of Pittsburgh, Pa., as a tunnel design specialist sub consultant. Jenny had provided two alternative designs, one conventional drill and blast horseshoe and one for Tunnel Boring Machine. Funding considerations had put the design on the shelf and it was clear that the state of the art had led to improved design methods in the intervening years. Before URS was tasked to update their design in1992, the Authority reviewed its earlier hard-rock experiences in light of the funding mandate to complete each segment on a limited budget and an expedited schedule. Many factors considered and many opinions were in leading to a final decision to drop the earlier designs and redesign for a single designated means of tunneling. That method was the New Austrian Tunneling Method. The NATM had been used earlier on WMATA for both soft-ground and rock tunnels. In the public’s eyes the NATM had become inextricably linked with the use of PVC’s and filter material enveloping or partially enveloping the underground structures to give the holy grail of tunnels, a water-tight structure. Although this link of waterproofing methods with excavation and support methods was essentially severed, a general feeling of their interdependence no doubt helped lead to acceptance of the NATM decision because of the waterproofing design that accompanied it. The Authority decided to drop the TBM and conventional options and provide bid documents for NATM only. URS asked LAW Engineering of Atlanta to provide the NATM design of the tunnels and associated shafts.

In an effort to minimize cutter roof failures in longwall development entries of a West Virginia coal mine, a three-entry system was developed with the center entry arched into the strata above the coal seam. The purpose of the arched entry was to modify the horizontal stress envelope associated with the three-entry system and improve roof conditions in the adjacent outside entries. Contrary to the predictions of elastic analyses, the presence of the arched entry improved roof conditions by eliminating cutter roof failures in the outside entries. In-situ stress determinations and numerical modeling techniques were employed to quantify the impact of the arch and investigate the mechanism of stress relief associated with the arched entry. Stress determinations and underground observations indicated that the roofs of the outside entries were within the zone of stress relief generated by the arch, and that failure or movement along bedding plane discontinuities played a major role in the formation of the stress relieved zone. The numerical model incorporated horizontal joints to simulate bedding plane discontinuities. The properties of the joints were adjusted until roof stresses predicted by the model were in agreement with measured stress profiles. This process resulted in a calibrated analytical tool that could be used to evaluate alternate mining geometries.

Until recently, the general expectation among mining compa­nies and financial analysts has been that the price of gold would remain on a generally upward slope. The recent drop in the price of gold has caused many people to re-think the issue. Of course, the price of gold is singularly difficult to predict, so it is difficult to tell which concept is correct. In the present financial situation, however, many junior gold companies are faced with the reality that money is hard to raise, and many senior gold companies find that they are facing a period of corporate losses even though they own solidly producing mines, As engineering consultants, Kappes, Cassiday has recently received several requests to review conventional milling projects to see if heap leaching is a more viable option. In regard to straight financial criteria such as return on investment and net present value, the question is usually fairly easy to answer. However, corporate decisions must often be based on less definable criteria. For instance, new stock issues tend to be more successful if they are larger, which tends to favor milling operations over heap leaches. The corporate issues are often subjective and difficult to generalize about, so I will con­centrate in this paper on a few financial concepts.

Hydrogen peroxide and calcium peroxide are used to improve the extraction of gold/silver and reduce cyanide consumption in heap leaching and mill leaching operations. FMC's standard grade H2O2 and FMC's Permeox™ solid peroxygen, a formulated product containing cao2, was used for the experimental work. It was found that the rates of release and the longevity of these peroxygens in ore-cyanide mixtures are significantly different. When choosing a peroxygen, one of the key factors is extrac­tion time, with the longer extraction times of heap leaching primarily favoring calcium peroxide and the shorter extraction times of mill leaching primarily favoring hydrogen peroxide. A series of laboratory leach tests showed the choice between H2O2 and CaO2 to be ore and process specific. H2O2 and/or Permeox™ improved the gold extraction in four out of five ores tested. (2 sulfide and 2 oxide). Mixtures of H2o2 and Permeox™ were also found to significantly increase the gold extraction rate. A fifth ore (sulfide) did not respond to peroxygen treatment. In addition, savings in NaCN consumption was obtained with Permeox™. Both peroxygens offer economic incentives to gold processing.

GENCOR was contracted by Lonrho Plc of London to design a treatment plant for the benificiation of ores from the Amantaytau Goldfields in Uzbekistan (CIS). The testwork required for determining the design parameters was conducted at GENCOR Process Research in Randburg South Africa, on large bulk samples of ore shipped from the CIS. The initial milling and flotation testwork was designed to both optimise the conditions for maximum gold recovery, and to provide flotation concentrate for subsequent testwork. The concentrate produced was fed to a pilot scale BIOX® plant, and at the client's request a portion was shipped to specialists in roasting and pressure oxidation technology for comparison. Besides the testwork conducted at the GENCOR Process Research Laboratories in South Africa, the client also requested that the testwork be repeated at the Ingichki Research centre in Uzbekistan to demonstrate to their CIS joint venture partners that the results obtained in South Africa are reproducible and to demonstrate the ease of operation of a BIOX® plant. Pilot scale equipment was air freighted to Ingichki where the results of the testwork obtained in South Africa were successfully duplicated. BIOX® technology was shown to achieve higher gold recoveries than either roasting, whole ore roasting or pressure oxidation.

PT Newmont Minahasa Raya (PT NMR) operates a 700,000 tonne per annum open cut gold mine in the Minahasa region of North Sulawesi. The operation commenced production in the second quaiter of 1996 and is expected to produce an average of 150 000 to 180 000 ounces of gold per year for the mine life. The deposit is predominately refractory in nature and requires a complex treatment route incorporating dry milling and whole ore roasting followed by conventional cyanidation and adsorp­tion of the gold onto activated carbon. Gold is eluted from the carbon to produce <lore bars assaying approximately 94 percent gold. A scrubbing system for the removal of mercury from the roaster off gases was commissioned in late 1997. Due to the location of the operation, close to the coast and in seismic region with high rainfall submarine tailings placement (STP) was the preferred method of tailings disposal. Prior to dis­posal into the ocean the tailings from the CIP plant are detoxified in a three stage detoxification circuit to treat cyanide, arsenic and mercury. This paper reviews some of the design and operational fea­tures of the whole ore treatment process employed at the Minahasa Gold Mine.

This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

The tunneling construction industry faces a new challenge in endeavoring to comply with the multitude of regulations and standards of the Occupational Safety and Health Administration and to work following accepted and experienced tunneling practices. Tunnel inspections appear to be gaining in priority. The national OSHA inspection activities reported for the year 1976 in the construction industry are as follows: 989 Inspections 45 As result of Accidents 186 As result of Complaints 605 General 153 Follow Up 34% Were found to be in compliance 714 Citations were Issued 1,825 Violations were found (201 of which were serious; 1573 were non-serious; 51 were imminent danger. There were no recorded failures to abate a violation in our industry.) The five general priorities by which a company would be scheduled for an inspection in descending order are: imminent danger situations, reports of fatal accidents or catastrophies, inspections in response to valid employee C( taints, inspections of work places covered by National Emphasis Program NEP, (OSHA&apos;s NEP has been designed to impact on any industry having a very high injury or illness rate) and finally random inspections of work places covered by OSHA. The following criteria in selecting companies for random inspections is used by OSHA.

The traditional impeller system for aeration and suspension of slurries, e.g. in bacterial oxidation plants, is the vertical flat blade turbine (VFBT) . This type of impeller is energy-intensive, which results in a heavy-duty design of shaft, gearbox and drive. The Mixtec BX04 agitator development programme is designed to evaluate the use of the new generation of hydrofoil impellers which consume less power and thus have potential for capital and operating cost savings as well as being possibly less damaging to the bacteria. The early tests on pyrite oxidation in a 300 litre laboratory pilot tank using the Thiobacillus ferro oxidans bacteria, showed that hydrofoil impellers had superior characteristics to the VFBT impeller and to air-agitated pachucas, with lower energy input. The geometry of the air sparge ring was found to be very important in optimizing the system. These early successes resulted in a prototype impeller and sparge ring beinq tested in a 9m3 tank where oxygen uptake in water, impeller cavitation at different impeller speeds and air flows were evaluated. Resulting from this work was the supply of an agitator unit to an operating bacterial oxidation plant where it has been successfully evaluated. After being closed for three years, Specialty Minerals Inc.&apos;s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland&apos;s reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals&apos; project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today&apos;s competitive minerals environment. Port Inland&apos;s history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

The Advisory Conference on Tunnelling of the OECD, held in Washington, D.C. in June 1970, has established the following definition: "Tunnelling refers to the construction by any method of a covered cavity of predesigned geometry whose final location and use are under the surface, whose cross-sectional area is greater than 2 square metres". (1) The definition makes clear that the term includes all types of underground construction, be it in hard rock, soft ground, under mixed conditions, underwater, etc. Small-sized tunnels in rock therefore constitute but one part of the tunnelling scene. With an ever-growing urbanisation taking place in industrialized as well as developing countries, the demand for small-sized tunnels is, however, rapidly increasing and requires a far-reaching mechanization of excavation and support functions. This trend is accentuated by the fact that small-sized tunnels are far more labor-intensive than large ones, and, with wages raising at a much faster rate than costs for plant and equipment, this will accelerate the introduction of new tunnelling systems. TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980&apos;s is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.
