In April 1964 the Bureau of Reclamation awarded the first contract for rapid machine excavation of a water conveyance tunnel . Since then the Bureau has excavated seven tunnels with a total length of over 190,000 feet utilizing rapid excavation tunneling machines. Tunnel bored diameters have varied from 9' 0" to 20' 10" (See Table #1) and tunnel lengths from 5,000 feet to 67,000 feet. Driver and cutter units varied from 43 rolling teeth and eight rolling discs mounted on a rotating head driven by five 200 HP 23,000 volt electric motors to 20 discs and one tricone unit mounted on a rotating head driven by two 100 HP 440 volt motors. All tunnels were driven with a laser beam guidance system governing both line and grade. Trailing conveyors and rail haulage systems were used to dispose of the excavated material. Approved Bureau of Mines diesel locomotive engines for waste trains were prevalent power sources supplemented by battery units on some projects. Sandstone, conglomerates, agglomerates, siltstone, shale, and granite were the geological formations encountered, with sandstone and shale the preponderant material . Tunnel support systems utilized were structural steel ribs; rock bolts and metal plates; and shotcrete, or combinations of these. Progress varied from 51-1/2 feet to 154 feet per working day for three shifts, depending on rock material and supports required. One contractor established a record rate of advance of over 400 feet in one day, 1,905 feet in one week, and 6,848 feet in one month. Such diversified experience in underground machine excavation methods presented an excellent opportunity to observe, analyze, and evaluate associated environmental health problems. With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. I am going to discuss gold mining in Mexico during the last twenty centuries and try to suggest some of the futures that may develop in this industry in the next decade. Before I start this rapid review of such a long developing mining tradition, T must give credit to my sources. I an, talking here as an associate of Commoditi,c,s Reseflrch Unit Ltd. of London (better known as CRU) and as a principal of Ainsworth-Jenkins Holdings, an international mineral resource consultant group that has been exploring and deveJoping mining properties in Mexico and Central America for the last six years. CRU is the leading consultancy providing industry, governments and financial institu­tions with analysis and advice on the metals and the mining industries. They recently completed a three volume study entitled Gold Mining Opportunities in Mexico. This .<1tudy describes Mexico, the business environment, its geology and details its gold mining potential with property descriptions and maps. I have adopted and adapted the s11mmari.zed Mexican government statistics and rlrawn on some of the historical comments in these volumes. However, I do not have ti me (nor would it be appropriate) to be giving the details of the CRU work. Jorge Ordonez, whose shoes I am trying to fill today, was a major contributor to the study and it was an honour to be asked by Willem Beunderman, the Principal Editor, to step in when Jorge was unfortunately unable to be here. Jorge has been an enormous help to Ainsworth­Jenkins and a consistent friend of foreign investment in Mexico. Our own work in Mexico has allowed us to obtain a few useful in­sights into this most interesting slice 0f Mexican history.

Gold has always fascinated mankind. From Tutankhamen's mask to the huge nuggets that have been found in the Australian outback, gold has quickened the pulse and fevered the eye. But in recent years, governments around the western world have shown a singular lack of interest in research into gold processing, with many programs being cut. There are some notable exceptions, fortunately, and this paper summarizes a large research effort that is well supported by the Australian government and the Australian gold industry. The AJ Parker Cooperative Research Centre for Hydrometallurgy is an unincorporated joint venture between the CSIRO Division of Minerals, Murdoch University, Curtin University of Technology and the Western Australian Department of Minerals and Energy. The Australian Mineral Industry Research Association (AMIRA) is the Parker Centre's broker for generic R&D contracts with industry. Each of the partners makes available staff, students and equipment to further the work of the Parker Centre, and the Australian Government provides additional funding. The Parker Centre is nearly five years old and has grown spectacularly in that time. There are now about 30 full-time-equivalents of effort from 50 scientists and engineers, as well as about 40 postgraduate and honours students. The fundamentals of the key operations in hydrometallurgy are studied in three programs: leaching (which includes pretreatment by roasting etc), precipitation (or crystallisation), and surface processes (which includes solid/liquid separation, adsorption, solvent extraction, etc). A large part of the Parker Centre's R&D is directed towards gold processing technology. In Australia, a dramatic increase in gold production, from about 30 to nearly 300 tonnes per year (1977-1997), has been made possible largely as a result of a brilliant metallurgical innovation, the carbon-in-pulp process. However, falling head grades eg 2.56 to 1.84 g(Au)/t over the last 10 years, and environmental concerns, are squeezing profit margins. There is increasing pressure to reduce costs, and the Parker Centre program is focussed on providing the scientific understanding required to do this. A selection of research highlights will be given, to indicate the depth and breadth of the R&D at the Parker Centre.

The world's largest gold dump leach operation, Minera Yanacocha S.A., has installed community assistance programs in Peru concerned with health, education, electrification, agricultural assistance and road improvements. The programs are conducted in a joint venture fashion in association with various organizations.

Sustainable development requires that exploitation of environmental resources is such that it does not result in permanent damage to the environment. In many instances environmental damage is an external cost of the entity exploiting the resource. Ideally, the entity should be forced to internalize this cost. Various financial assurance schemes have been proposed to ensure that the entities fulfill their financial responsibility to restore the environmental dam-age. Prominent among these schemes are ?environmental bonding requirements?. A main issue with these financial assurance schemes is that many times the amount and duration of environmental damage is uncertain. That is, the cost of restoring the environment in the future may be unknown (or unknowable), and, furthermore, the extent of the damage may not be known for many years into the future. Nevertheless, bonding requirements have to be set in advance and the rules for returning the bond and absolving the entity of responsibility have to be specified ex ante. In practice, a problem of allocation of resources arises. To make sure that all external costs are internalized, in the face of uncertainty, will require a sufficiently (arbitrarily) large bond for a sufficiently (arbitrarily) long period of time. But such a requirement may prove too expensive and may result in not undertaking a project (even if, under certainty, the project may be profitable after internalizing all costs). This will result in a reduction in total welfare. Under present bonding requirements, firms are responsible up to the value of the bond. This results in an asymmetry: if environmental restoration is less than the bond amount, the firm has an incentive to restore and reclaim the bond; if the cost of the environmental restoration is above the value of the bond, the incentive is to forfeit the bond, imposing on the government/ society the excess cost. This also may reduce social welfare, at least on distributional grounds since the firm owners pocket the profits and the taxpayers foot the bill. The presence of uncertainty suggests that a fee based reclamation fund may be welfare enhancing. The thinking can be sketched as follows: All firms undertaking environmentally sensitive projects pay into the proposed fund. The fund examines the risks and sets the premiums at the level of the expected restoration costs (not the maximum!) plus administrative expenses. One advantage of the scheme is that this eliminates the asymmetry. Firms with restoration costs below expected end up subsidizing firms whose restoration costs were underestimated. In other words, the industry ends up internalizing the costs not internalized by the individual firms, instead of the taxpayers.

Existing classifications of mining and construction equipment have had major deficiencies. They often lack organization, balance, and have remained obscure. Particularly when proceeding to great.er resolution these deficiencies have proven crippling. By adopting "Classes", "Groups" f "Types" and "Kinds" at successive degrees of refinement, a "Taxonomy" is developed based on clear visual differentiation or on a "Morphology??. This symbiotic application, adopted from the Biological Sciences, yields clear, simple and unambiguous results. Supporting this effort are guidelines for easily and credibly sketching equipment which are also distinctive. Numerous illustrative examples are provided. Communications are improved and the engineer obtains a confident feel for the equipment at hand.

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

Geotechnical investigations for the Mid-City Extension of the Los Angeles Metro revealed high concentrations of toxic hydrogen sulfide (H2S) gas as well as methane. Testing techniques employed to determine the extent of gasses, and to identify potential treatment measures, included gas sampling with cone penetrometers and soil-gas extraction with air injection testing. A gas reservoir model was developed to predict inflows into excavations. Other studies included a hazard evaluation and a general data search for other H2S occurrences and geologic conditions that could facilitate the accumulation of H2S. The paper describes the investigations and proposed design and construction alternatives.

The hydrometallurgy review did not arrive in time for publication in the May issue. 1992 was not a banner year for hydrometallurgical installations or new hydrometallurgical developments. Installation of copper solvent extraction/electrowinning circuits were under construction or began operation in Nevada (Yerrington ), Arizona (SilverBell), Chile (Copiapo and Escondida), Peru (Toquepala and Cuayone) and Australia (Girilambone). These installations will produce more than 100 kt/a (110,000 stpy) of cathode copper. Several new heap leach gold facilities using conventional technologies were announced or were put into operation. New technologies undergoing widespread testing include biological oxidation of low-grade ores in a heap leach mode and evaluation of new agglomerating agents.

Because the nickel contained in lateritic nickel ores does not occur in an identifiable mineral, it is generally accepted that these ores are not amenable to beneficiation. For this reason, such ores are either directly smelted or leached to extract the nickel. In this paper, a process for enriching the nickel content of the lateritic nickel-bearing chromite overburden, normally a waste material generated during chromite mining, is described. In this flotation process, a nickel preconcentrate containing >1.1% Ni was obtained from material containing as little as 0.36% nickel. An empirical relationship was developed to predict the grade of nickel that can be obtained.

Linear programming on desktop computers is commonly used to optimize coal blending proportions. The objective function is usually the cost of the blend. The constraints consist of materials and heat balances as expressed as linear functions of the blend. This is illustrated in Example 1. Inclusion of a sulfur compliance constraint is more complex because the maximum permitted sulfur percentage is not a pre-specified constant. Rather, it is a function of the calorific power of the blend itself. The current limit of 1.2 pounds of sulfur dioxide per million Btu may be expressed as: Sulfur Max % = 0.6 • H/10,000 with H in Btu/lb.

Over the last eighteen months, there has been a dramatic r decrease in the gold price fom US$450/oz to a low of US$275/oz. The prospect of low gold prices, around US$300/oz, appears to be a reality the gold mining industry will have to face over the next couple of years. Already some high cost operations have closed and at others, cost cutting measures and rationalisation have been or are being undertaken. This paper reviews the operating cost of some Australian mines and highlights the potential for cost cutting and demon­strates individual impacts on the dollar's reduction in the cost per ounce of gold.

Sluiceboxes which are designed and operated as recommended from our recent research can provide much higher concentration ratios than most other gravity concentrators (up to 50,000: 1) at very high overall placer gold recoveries (95-99%). They are also very reliable, inexpensive and simple to operate. A sluice­box is a rectangular flume containing riffles on matting, through which a dilute slurry of water and gravel flows. However, sluiceboxes operating under ideal conditions are actually cen­trifugal concentrators whose riffles overturn ribbons of slurry to form vortices. At the bottom of these vortices, centrifugal and gravitational forces combine to drive gold particles into matting (figure 1).

This paper examines the issue of heap leach cash flow based on some recent operational examples. After the first six months of operation, single-lift continuous heaps produce into salable bullion only 70% of the total recoverable gold stacked. This compares with "batch" heaps and lab columns which achieve 100% in two to three months. Multiple-lift heaps often experience a second cash flow depression as a result of the holdup of gold in the heap. Heap leach projects seldom fail based Oil technical pe1for111ance, but they often fail in the sense that they gmerate cash flow at a much slower rate than expected.

A pollution control equipment exemption which reduces the fair and equitable taxable value of a mine property is allowed under Nevada Revised Statute (NRS) 361.077 and must be filed in accordance with the filing requirements of NRS 361.155. USMX Nevada Operations annually saves a substantial amount of State property tax dollars by taking advantage of this tax exemption. The State documents received by USMX and the documents filed by USMX are reviewed in this paper. The application filed by USMX exhibits the format and detail used to obtain this tax exemption and the extent to which environmental control equipment may be claimed.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

An erector transporter (ET) has been designed and built to lift, carry and erect heavy machinery components, in particular the components of a 7.6 m diameter tunnel boring machine (TBM), within the access tunnels of a submarine coal mine in Eastern Canada. The ET is capable of manoeuvring within a 7.6 m tunnel while precisely positioning components as large as 6 m in diameter and weighing up to 27 tonnes each. The unit can negotiate 20% grades while carrying loads of 30 tonnes. The major design features, verification tests and performance trial results are presented. The versatility of the ET is such that many other applications are possible.

The paper discusses design and construction of a 1.8 meter (6 ft.) diameter tunnel installed under complex geology of Staten Island, New York. Contract T-13 is a section of the Oakwood Beach Water Pollution Control Project constructed for New York City Department of Environmental Protection. A knowledge of the subsurface conditions and difficulties experienced on the adjacent contracts called for an innovative approach to handle tunneling under 12 to 17 meters (40-55 ft.) of water in the variable subsurface conditions. This paper describes tunnel design and construction utilizing continuous grouting during advancement of tunnel boring machine and installation of liner plates.

This paper describes the shield excavation of twin transit tunnels, through soft ground, in downtown Seattle. The tunnels are 6.5 m (21.25 ft) diameter and 1525 m (5000 ft) long. Initial support consisted of expandable precast concrete segments, followed by a final lining of cast-in-place concrete. Waterproofing was provided by a PVC membrane installed between the initial support and the final lining. During the course of the excavation a variety of methods were used to control the ground and limit settlement. These included deep wells, vacuum well points, eductor wells, chemical grouting, compaction grouting, jet-grout underpinning, and extensive instrumentation.
