Introduction The use of diesel engines as an alternate power source in US underground coal mines has been a controversial step towards more efficent mining practices. Three areas of potential benefit are foreseen. First, diesel-powered mining equipment is believed to be more efficient, resulting in less occupational risk for any given amount of production. Second, diesels are believed to pose fewer intrinsic hazards, especially those related to fires and ignition of combustibles. Finally, several other health and safety advantages are foreseen for diesel units. Each of these issues will be discussed separately. Diesel Efficiency Proponents of the use of underground diesel-powered mining equipment point to increased production efficiency due to greater maneuverability, speed, power, and payload (Bradbury, 1973; Jorgensen, 1982; Ogden, 1978; Wenberg, 1979; Olsen, 1980). Units most suitable for diesel power include LHD vehicles, shuttle cars, personnel carriers, and maintenance vehicles. Estimates of increased efficiency vary from 60%-300% and more (Wenberg, 1979). Increased diesel mining efficiency is usually viewed as making it practical to mine lower grade seams. Diesel units can also operate over a wider range of floor pitches and distances than electrically-powered units, thus allowing mining of seams with special mining problems (Olsen, 1980). Diesel application is not a universal substitute for electrical power. For example, continuous miners are unlikely diesel candidates. Reduced Intrinsic Hazards Proponents of diesel use have pointed to the increased safety potential due to a reduction in electrocutions, arcs, burns, underground cable fires, and methane ignition (Ogden, 1978). Diesel units are frequently employed in maintenance activities for lifting and moving, and for coal cleanup. Thus the case is made that diesel use, by making powered operations more conveniently available, reduces the incidence of lower back injuries and related causes for days lost due to disability (Olsen, 1980). Several other issues relating to diesel safety have also been suggested. Diesel units can continue operation even during power outages allowing, for example, personnel evacuation. The maneuverability of diesel units make them particularly attractive in difficult physical conditions, such as long haulage from the face to the belt and in areas where water is deep. The case for diesel use focuses heavily on the potential for a "per worker" reduction in accidents, or a reduction in the severity of accidents. Since accidents are a major part of the health impact of mining, a reduction in accidents and resulting injuries would make a major contribution to the health of coal miners. Opposition to Diesel Use Opposition to the use of underground diesel mining equipment in the US seems to have started with the United Mine Workers of America. Some opposition to US diesel use has been based on a widely publicized 1976 letter from NIOSH to Mine Enforcement and Safety Administration administrator Robert Barrett (NIOSH, 1982). In essence, this letter warned that while insufficient evidence existed as to diesel effects on underground coal miners, NIOSH had concerns based on prior knowledge of separate diesel exhaust constituents and the potential for interaction between these constituents and coal mine dust. Current opposition to underground diesel use has focused on respiratory health effects related to diesel emissions, particularly nitrogen dioxide (NO,), carbon monoxide (CO), and particulate content (Barrett, 1982). Cyanide consumption at the Gold Fields Operating Company Mesquite Mine has shown a steady decline since the heap leach operation started up in 1986. A series of solution strength changes and equipment design improvements have resulted in a reduction of sodium cyanide consumption from peak levels above 1.0 pounds NaCN per ton of ore in 1986 to current levels at 0.15 - 0.20 pounds NaCN per ton of ore. Aside from the obvious cost benefits associated with this reagent consumption reduction, the property has also enjoyed environmental benefits which go hand-in-hand with these cost savings.

In 1994, Lone Tree Mine invited Hunter Hawk to participate in a problem-solving arena at their mine located in Valmy, Nevada. Lone Tree was experiencing consistency problems with autoclave valve component quality and delivery. Based upon a prior working relationship at Homestake Mining Company's McLauglin Mine, located in Lake County, California, both customer and vendor enjoyed a measure of rap­po1i and trust - the keys to problem solving communication. This paper is an overview of the problem solving process that has contributed to Lone Tree's excellent record of 95 per cent autoclave availability since 1995.

ISL Ventures, Inc. (ISLV) is developing a process for recovering gold and silver from ores using a chloride-hypochlorite lixiviant. The leach solution, composed of water, NaCl and NaOCl, is maintained at a pH of about 7. At this pH most base metals are not leached. This is important for deposits that contain cyanide-soluble copper. An inhibitor can be incorporated to slow the decomposition of the oxidant. This paper reviews the history of development, presents details of the chemistry and indicates the nature of deposits, which we believe to be amenable to production using the process.

During the last decade grassroots minerals education programs have blossomed throughout the United States and in other countries. At the same time an environmental education movement has been gaining momentum. While this offers a unique opportunity to share the mining industry’s story, it also has some potential pitfalls. In this paper the authors will discuss some of the benefits of participating in environmental education and provide some practical tips for success, based on New Mexico experiences. It will conclude with a presentation on a successful environmental education program at Heights Middle School in Farmington New Mexico.

Ground freezing was selected to provide excavation support and ground water control for the construction of a 457 cm diameter tunnel between two underground structures for a major sewer project in Milwaukee, Wisconsin. Initial plans called for installing horizontal refrigeration pipes around the perimeter of the tunnel. Due to the possibility of difficult conditions associated with horizontal drilling, the contractor elected to drill inclined pipes from the surface. The surface location, however, crossed a city thoroughfare with an extensive system of buried utilities. This paper discusses drilling techniques and utility protection, as well as tunneling methods and production.

Preliminary test results at Occidental Research Corp.’s Irvine, CA, research facility indicate the viability of a new induced fluorescent sorting technique for preconcentration of limestone, coal, and oil shale. The patented “Oxylore”* process is a preconcentration stage that takes advantage of selective surface chemistry to label either ore or gangue particles with a fluorescent coating that can be detected by activation with ultraviolet light. The technology was originally developed by Ted Matthews (SME-AIME Fall Meeting, 1974, Preprint 74-B-328) and was acquired by Occidental in 1977. The firm has continued development of the process since its acquisition.

INTRODUCTION Legend has it that when Isembard Kingdom Brunel was confronted with the cost and consequences of one of his bridges having failed, he responded cheerfully that the event had saved investors and taxpayers a fortune because it prevented him from repeating the same design at several other locations. To meet the demands of rejuvenating and expanding the transportation system in an era of industrial growth Brunel and his contemporaries introduced bold designs and many innovations. Great advances in design and construction techniques resulted, yet these too had their practical limits as the story tells. In the gold mining industry today we face the same challenge of expansion, yet designers must respond mindful of economic restraints. Is innovation the answer? It has two meanings; to bring in novelties and to make changes. Distinguishing between improvement and novelties, or simply recognizing the benefits and limitations of new ideas over proven technology is part of good design. This paper will illustrate the practical aspects of selecting appropriate solutions to a design problem by examining a variety of examples common throughout the industry. Since a variety of engineering disciplines contribute to the design of a gold processing plant, and each has some old wisdom to impart or new development to boast this paper is divided into the different areas of expertise involved.

Zeolites are common secondary components of a variety of igneous rocks. However it is extremely rare to reach such abundances to form a rock. An unusual rock composed almost entirely of natrolite, a zeolite mineral, has been discovered ; in a mountainous terrain called the Kop mountain range in the eastern Turkey. In the region, country rocks are essentially metamorphic rocks. These unique rocks are resulted through metasomatic changes acted on microdioritic and andesitic parent rocks occurring generally as dikes and stocks in the country rocks consisting chiefly of serpentinized harzburgites. These metasomatic rocks are investigated with respect to their mineralogical, petrographical, and geochemical characteristics. These products consisting dominantly of natrolite are termed "natrolitite" and those containing additional pargasite, an amphibol mineral, are termed "pargasite-bearing natrolitite or pargasitic natrolitite ". The dikes and stocks show concentric zoning, each of which has distinct chemical and mineralogical compositions: Na2O and H2O contents show enrichment outward from the core to chill zones whereas, SiO2 and CaO show depletion. Mineralogically, plagioclase variety, abundance and chemistry change outwards from the center due to partial to complete replacement of natrolite: anorthite contents of plagioclases decrease outward, which is indicated by A1203 and CaO decrease and SiO2 and Na2O increase, showing inverse relationship with increasing natrolite content.

In a small tank, slurry is passed through the high shear impeller zone with small time intervals, and a large proportion is regularly exposed to air at the surface, and at relatively high shear rates. This accounts for significant differences in the performance of large and small tanks. It is preferable to derive data where possible directly from an operating plant rather than applying data generated in small tanks where allowances must be estimated for the above differences [and where slurry aging and often substantial cooling compared to hot freshly milled ore further distorts results]. Various measurements have shown that many gold slurries can suffer extreme variability, as streamers of bypassing material or boules of hold-up periodically condstitute the instantaneous discharge from a tank - the relatively high Yield stress of slurries [around 1 to 10 Pa] causes very incomplete homogenization of slurry in any tank, the worse the larger the tank and the more viscous the slurry. To provide a background for this subject, this monograph presents leach and adsorption models based on the fundamental physics and chemistry of these processes, and includes quantitative discussions of factors which can lead to deviations on scale-up. The Throughflow model which avoids the need for such alowances is then presented, as well as a Computer Programme applying this model, and which allows direct calculation of the effects of:

Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

Certain health and safety hazards occur entirely unexpectedly in some subterranean excavations. Although ground support is not the subject of this paper, ground failure can result in large and often uncontrolled flow of fluids into an excavation. Even when there is no ground failure, the disturbance of nature's equilibrium between rock or unconsolidated alluvium or rubble and the contained fluids poses severe problems to a well planned operation. Optimum conditions for safe operation cannot be the sole criterion for site selection. Some mineral deposits form in zones of structural weakness, others form where hydrothermal alteration substantially weakens the enclosing rock, and tabular deposits such as coal and evaporites inevitably undermine large areas. Excavation to acquire mineral values cannot be relocated. The same is often true for tunnels driven to connect distant points by the most direct route. Rivers and mountains cannot he avoided, and the cost of lengthening a tunnel--by even a fraction of a percent--must be strongly justified. No responsible engineer will knowingly select a dangerous route for excavation, but to what extent do engineers attempt to assess the health and safety hazards that may be reasonably expected? How, specifically, can methane explosions, water and sand flooding, dangerous dusts, toxic gases, thermal shock and radar poisoning be eliminated or minimized through systematic advance planning?

The design process must anticipate all construction and operational conditions and make an allowance for all eventualities. Prevention of failure during operational life, and in some cases post abandonment, requires that a risk assessment is undertaken during the design stage which defines not only the factors of safety to be used but the criteria for the structure during its operating life. These operating criteria should clearly identify the at-risk structures and the inspection and monitoring routines required to ensure compliance with the design objectives. On a mine site, it is the role of mine management to ensure that the operating rules be applied throughout the mine life and that a system of inspection and monitoring procedures be instigated. Where the risks are significant, high-level auditing by an independent engineer will also be required. Within the inspection and auditing framework, the designer needs to incorporate instrumentation to enable the operators and management to confirm that the facility meets the requirements of safety, stability and environmental compliance whilst continuing to meet its operational function. This paper reviews the use of inspection and monitoring to prevent failure and provides, in summary, examples of where monitoring has been undertaken and prevented failure. A tabulated review of legislation, regulations and technical guidance generated as a result of previous failures or untoward events is provided.

A unique process for removing cyanide and base metal complexes from industrial waste streams was patented by G.J. Borberly et al. (1984). The process uses SO2 (liquid or gas, or solutions of sulfite salts, or from burning elemental sulfur), plus air that is dispersed in the effluent using a well agitated vessel. Acid produced in the oxidation reactions is neutralized with lime at a controlled pH generally in the range 7 to 10. The reaction requires the presence of soluble copper as a catalyst which can be supplemented by copper sulfate if necessary. The process can be applied to the detoxification of gold and silver mining waste streams, such as carbon-in-pulp (CIP) tailing pulps, barren solution bleeds, pond waters and heap leach rinse solutions and also to plating shops wastewaters. The SO.jAir process has substantial advantages over two of the main alternative methods of cyanide destruction, namely alkaline chlorination and hydrogen peroxide. Alkaline chlorination is highly penalized in terms of reagent consumption. Chlorine is a strong oxidant reacting with species other than cyanide present in the effluent such as thiocyanate and sulfides. Furthermore alkaline chlorination is an incomplete detoxification process. Iron cyanide is not removed and the potential for harmful by-products species exist. Consequently final effluents may be subject to additional treatment in order to comply with regulatory demands.

The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District's Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. In an age where customer service and quality drive today's industry and business, no service or product is exempt from these demands. Industry and business are streamlining everything from people to equipment and today have a heavier reliance on the performance and quality of their assets and equipment, (one of the keys to staying competitive). In the mining process industry, the centrifugal slurry pump is a key piece of equipment that keeps product moving and aids in generating revenue for its owner. The continued improvement and customer success lies in a team effort between the mining industry and the pump manufacturers. We, the pump manufacturers, need to keep improving our designs to further extend the life of our pump with fewer failures and promote to our customers proper maintenance of the pumps to continually keep unexpected failures to a minimum. Strict equipment maintenance, as thoroughly demonstrated by the military, is key to the long life and success of any piece of equipment. In the often harsh duty of the centrifugal slurry pump, maintenance is something that requires "attention to detail". No area of the pump is exempt from attentive maintenance. Here, discussions will focus on the areas of the mechanical drive end, wet end, seals, and extended pump shut down and start up. There has not been a slurry pump designed to maintain or repair itself. So in effect, each pump warrants able bodied maintenance persons to maintain them who continually observe all the rules of safety. Prior to any maintenance discussion or action, the issue of safety should always be addressed. Here, as with everywhere, the same rules apply. Work at a safe pace, note all safety precautions, use associated safety equipment and personal protective attire, observe all tagout and lockout procedures, and most importantly, be aware.

Namibia is one of Africa's newest nations. A German colony until 1915, it then became a South African protectorate until 1990, when it gained independence after an armed struggle that lasted more than two decades. However, no trace of past bitterness can be found today in the capital, Windhoek, or in the countryside. Namibia is now one of the safest parts of Africa. Namibia's industrial base and infrastructure have been untouched by war. Swapo, the ruling party, has embarked on a successful policy of reconciliation and economic development. The GNP per capita is a surprising $1500 (from the World Bank), one of the highest in Africa. Namibia's population stands at 1.3 million, including about 100,000 whites. Namibia is a very sparsely populated country (1.7 inhabitants per km2). About 70% of the people are farmers. Namibia has a surface area of 824,232 km2 (318,261 sq miles), about the size of France and Germany combined. The semi-arid climate and generally flat morphology make the country well suited to mineral exploration. About 40% of the country presents abundant rock outcrops. The rest is buried under the Kalahari sands. However, this cover in most of the country hardly exceeds 200 m (655 ft), and Australian technology has shown that large mineral deposits (Roxby Downs) can nowadays be found at even greater depths. Mining is Namibia's largest industry. In 1991, it accounted for 22% of the country's GDP, about 70% to 80% of its exports by value and 25% of internally generated government revenues. The Ministry of Mines and Energy (MME) is responsible for formulating and implementing national mineral policies. This agency has recently introduced legislation aimed at encouraging new and long-term investment in the mineral sector. The variety of Namibian mineral resources, both metallic and nonmetallic, is rivaled by few countries worldwide.
