The Alligator Ridge mine is a near-surface gold mine located in a remote area 113 km (70 miles) northwest of Ely, NV. The deposit was discovered in 1976 by a lone prospector working under a grubstake contract for Amselco Minerals Inc. Evaluation of mine potential proceeded quickly. Favorable drilling results led to feasibility and mine design studies by the end of 1978. Mine construction began in early 1980. By September of that year, the process plant was fully operational. The first gold was poured a few months later. Alligator Ridge is designed to produce 1.9 t (60,000 oz) of gold each year. The projected mine life, based on proven reserves, is to mid-1988. However, Amselco is actively conducting exploration nearby for additional reserves to extend the mine's life. Amselco, a subsidiary of the British Petroleum Co., is based in Denver, CO. The company is mine operator and jointly owns the project with Nerco Minerals Inc., a wholly-owned subsidiary of Pacific Power and Light. Alligator Ridge is Amselco's first US mining operation. Geology Alligator Ridge, so named because it appears in outline to be an alligator at rest, contains disseminated micron gold embedded in iron-streaked siltstones. Although definitive conclusions have not been drawn on age and origin, the gold ore bodies are probably young by geological standards. They were formed in a recent volcanic period still evidenced in parts of Nevada by geysers and hot springs. As these superheated solutions rose through the permeable siltstones, they deposited minerals in the rock and formed the present gold ore bodies. During 1977, an extensive soil geochemical sampling program with additional geologic mapping and outcrop sampling were conducted. The results generated several drill targets. Initial drilling was performed in November and December 1977, and ore grade mineralization was encountered in the first drill hole. The Alligator Ridge mine is unusual in relation to other and more recent western US mineral discoveries in that it occupies an area that had no previous mining history. The ore deposits are hosted in upper Paleozoic sedimentary rocks that consist predominantly of a thick carbonate sequence. The main ore host is the Devonian-Mississippian Pilot shale, which occurs locally as a sequence of thin bedded calcareous, carbonaceous siltstones and claystones. The maximum observed thickness of the Pilot section in the mine area is about 140 m (460 ft). Rocks in the Alligator Ridge area have been folded into a series of low amplitude anticlines and synclines that strike north-south and plunge to the south at about 20°, with limbs that dip nearly 20°. The folds have been truncated and deformed by later high-angle faults that generally strike northwest. Although multiple stages of movement are evident on the fault systems, the youngest period of activity is along the major northeast trend. The predominant structural pattern in the area is of the basin- and range-type high angle normal faults. Alligator Ridge is actually a horst block between two basin and range faults. Vantage Ore Deposits There are three principal ore deposits within the Vantage Basin and several smaller satellite mineralized areas. The three Vantage deposits are encompassed in a mineralized zone that covers an area 915 m (3,000 ft) long and 305 m (1,000 ft) wide. All mineralized zones have been outlined by more than 600 rotary drill holes, with an average depth of 150 m (500 ft). Mineralization occurs in both carbonaceous and oxidized rocks. The carbonaceous gold-bearing material is not amenable to current heap leaching practice. Therefore, only oxidized ores are now treated. The carbonaceous gold-bearing material is segregated and stockpiled as it is encountered during mining. "Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. The Endako, British Columbia, deposit was initially discovered in 1927 by two local men, Charles H. Foote and Alf Lagdon, who were at that time on a hunting expedition. Four mineral claims were located to cover an area of quartz-molybdenite float that was centered on two small ridges. They subsequently uncovered a 0.5-m (1.6-ft) wide vein on which an inclined shaft was sunk to a depth of 8.3 m (27.2 ft) in 1934. Additionally, a short adit was driven to intersect another vein. Numerous trenches and small pits were also dug. Small test shipments of vein material from this early work were sent to G.S. Eldridge and Co. in Vancouver for metallurgical testing. A concentrate assaying 89.2% MoS, was produced with a recovery reported as 93.3%. The concentrate was essentially free of copper, arsenic, and phosphate. The property was examined by many geologists and engineers during 1934 to 1952, but the only work done was undertaken by the owners in order to maintain their claims in good standing. In 1952, Kennco Explorations (Canada) Ltd. carried out a limited program of bulldozer trenching, sampling, and geological mapping before relin- quishing their option. In 1956, American Standard Mines Ltd. acquired an option on the property, but no assessment work was apparently recorded and the property was allowed to lapse. The key claims were restaked in 1959 by C. Riley and H.T. James of Vancouver. The property was optioned from the new owners by Andrew Robertson in July 1961, and a small amount of trenching was conducted. Robertson, on behalf of his own company, R & P Metals Corp., reoptioned the property in January 1962. The initial results of this work were favorable and justified further exploration. The additional finances required to continue the program resulted in the formation of Endako Mines Ltd. (N.P.L.) on June 21, 1962. Field work by R & P Metals and the first Endako Mines exploration was directed by Bob Couts.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau’s responsibilities to the winds. There is no doubt in my wind,” said Lindsay Norman, acting director of the Bureau of Mines (see box), “that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business.” The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau’s mission. Devastating,too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. “When the troops are in the trenches and are being shot at,” Norman said, “they need a leader—hopefully, a permanent one— that can get them advancing. This is something the Bureau did not consistently have in the 1970s.” In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman’s appointment as acting director, he has spent considerable time on the road explaining his agency’s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions.

Mineral liberation or more aptly the particle size at which cost effect liberation is attained is an important mineral processing parameter. This implies that not all the mineral is liberated as further size reduction is not economically warranted. For ores of low grade minimising both the comminution capital and operating costs are crucial aspect to ensure project visibility. As a consequence the focus of attention for the most part is direct­ed to 'coarsening the grind" ahead of any downstream process­ing treatment. In most cases, recovery will be sacrificed to pro­vide for 'more tonnes' of capacity and in general this is eco­nomically justifiable. Preferential liberation and its measurements is an aspect of mineral processing that has created much attention and contro­versy. It is not the purpose here to discuss this matter in depth other than to state in broad terms that if an ore from the same source is subjected to comminution by two different methods, such that the product particle size distribution is similar, and subsequent downstream treatment demonstrates substantial dif­ferences in recovery, then there is reason to believe that prefer­ential liberation has occurred. Comminution by high pressure grinding rolls (HPGR) is a relatively new technology claimed to have two major advan­tages over conventional comminution. Firstly and more impor­tantly is the ability to improve comminution power efficiency. Power reductions of 10 to 40 percent being claimed. (Pagett et al (1995), Sargent (1995)). A secondary benefit claimed is that preferential liberation can occur. Generally, for HPGR there is a natural tendency of the product to have a skewed particle size distribution to the finer size. This in its own right could manifest itself in improved leaching and preconcentration performance. The question remains that if in using another comminution device, other than a HPGR, to produce a similar product size distribution as the HPGR, will there be any difference in downstream between the products from this and a HPGR.

The effectiveness of the new DuPont Passivation Technology in eliminating acid generation from iron sulfides is presented. Passivation is achieved by treatment with a dilute basic perman­ganate solution. This treatment produces a thin impervious layer of iron/manganese oxide on the sulfide surface, providing a bar­rier to the environment so that the sulfide is not available for undesirable reactions such as the production of acid.

Following a Major underground coal mine incident there followed a review of the role of mines rescue ? the Queensland Mines Rescue Brigade. It wasn?t until 2002 that the real change started to happen. The issue of geographical distance was addressed by mines rescue sub stations being located on the mines sites with parent rescue stations in a central location. The funding was by means of a levy on the mining industry with legislative standards and performance included. The previous Rescue Brigades were not well organised (central districts) and the application of recognised quality management practices within local management was lacking. The structure was based on other nations models and miners managing miners was an issue for the organisation. The reform was some what painful and the QMRS organisation will still evolve with continuous improvement. Queensland has the National Champion mines rescue team for the eighth year. QMRS is participating at the level in the industry of influencing emergency systems and training senior mine management in ?Emergency Mine Management? coaching the industry in emergency response systems. We have come a long way. We have had some success and there is always the challenge of setting the standards, those we should aspire to and the courage to influence the industry to higher goals of a safer future.

PREFACE In German coal mines the application of tunnel boring machines has become a very effective and economic technique for major development works. After initial trials around 1970 the breakthrough was reached by driving 13 km of road ways on Rheinland and Friedrich Heinrich collieries, using a DEMAG tunnel boring machine of 6 m diameter. INTRODUCTION The coal mines of Rheinland and Friedrich Heinrich are to be found in the West of the Ruhr Area, the largest coal mining area in the Federal Republic of Germany (Table 1). They form part of the Ruhrkohle company. Rheinland coal mines produces 41000 to 43000 t of run-of-mine coal every day, of which 20500 t are usable coal. Friedrich Heinrich has a daily production of 17000 t of run-of-mine coal, 9000 t of which are usable. The coal is worked at depths of 600 to 1100 m in seams 0.6 to 3.0 m thick. The method of mining is longwall, and the machines used are ploughs and shearer loaders. From 1973 to 1980 a programme was put into operation in these two mines to develop and open up the coal field on the 885 m level. A total tunnel length of 20 km was to be driven. The Mount Gunnison No. 1 Mine of the West Elk Coal Company (wholly owned subsidiary of ARCO Coal) had secured contracts to provide low sulfur, high Btu steam coal to various utility companies. This called for the development of the B-Seam at the Mount Gunnison Mine located some 400 feet below the operating F-Seam workings being mined with conventional room and pillar techniques. The B-Seam, to meet production goals, will be mined by a new 600-foot longwall machine making a 13-foot high cut. American Mine Services was awarded a competitively bid contract to drive two 2000-foot, 13-foot by 16-foot slopes at -15 percent, sink a 16-foot diameter ventilation shaft 400 feet between the F- and B-Seams, install a 60-inch conveyor in one of the slopes, remove 7000 feet of existing conveyor and rehabilitate 7000 feet in two entries to accommodate the placement of the longwall machinery. The slope portals were located 7000 feet in by the surface portal. Unique to the project was the placement of work shops and other infrastructure 7000 feet underground with an entry height of 6 feet. The $7 million contract was completed in less than one year using a mix of permissible (Schedule 31) and standard (Schedule 24) LHD equipment, all pneumatic jumbos and shaft sinking gear.

During 1982, record advances have been achieved in the excavation of vertical shafts with a V-Mole (a vertical shaft boring machine). The V-Mole, supplied by Wirth GmbH in Erkelenz, West Germany, has been used in West German coal mines since the early seventies, mainly for the construction of internal shafts. In 1981, it was brought into the United States for the construction of a series of ventilation shafts with depths varying between 512 m (1680 ft.) and 622 m (2040 ft.) excavated to 7.0 m (23 ft.) diameter. These shafts were needed for the development of coal mines for Jim Walter Resources, Inc. in Brookwood, Alabama. After a description of the mechanized shaft excavation system with the V-Mole, the conditions and parameters, such as ground, shaft dimensions, and linings are discussed. These factors are important considerations for a technically and economically feasible utilization of the V-Mole. In addition, the advantages and disadvantages of using the V-Mole technology in comparison to other shaft construction methods are evaluated.

Henderson Mine personnel have more than 20 years experience and have placed more than 400,000 m3 (520,000 cu yd) of shotcrete and concrete. Over the last 20 years, the mine has used a variety of equipment to place concrete, wet shotcrete and dry shotcrete and is constantly trying to cut costs and increase efficiencies. Recently, the mine received a state-of-the-art wet shotcrete placer. The batch plant was automated, and a mobile concrete-form jumbo was fabricated. The mine will also receive a new concrete transport truck. Henderson’s background The Henderson Mine is owned by Climax Molybdenum Co., a unit of Amax, Inc. It is an underground, primary molybdenum producer near Empire, CO. The mill is located between Silverthome and Kremmling, CO and is connected to the mine by 16 km (10 miles) of underground and 8 km (5 miles) of surface track. Except for the ore haulage system which is powered by overhead trolley, all mobile equipment is rubber-tired and diesel-powered.

Open pit limit analysis techniques of various types have been utilized for many years to design ultimate pit surfaces. In the last 15 years there have been many advances in the development of sophisticated computer methods to aid this process. The extensive capability of the computer has led to multiple alternative approaches to problem solving. Computerized open pit limit analysis methods can be applied to a broad scope of long-range and intermediate-range mine planning and design questions. A single computer run develops a pit design from a set of data. A set of nonsequential runs is used to evaluate changes in pit slopes, property restraints, and mineral model variables. Ore reserve economic sensitivity and intermediate-range mining plans can be developed using sequential computer runs. Present value methods are incorporated by using iterative sequential techniques. Multiple ore processes, dump leaching credits, and the trade-off between open pit and underground mining can also be handled. Many of the applications described are representative of current practice. The remainder are suggested extensions.

The Paddy's Flat plant of Dominion Mining Limited was commissioned in March 1988 with a design throughput rate of 700,000 tpa. The plant now treats ore at an annualised rate of over 2,000,000 tpa. The only major capital improvement to the plant has been the addition of a pebble crushing circuit. Whilst significant changes in the average hardness of the ore being fed to the plant have obviously occurred, a number of processing innovations have been necessary to enable these throughputs to be maintained. The treatment of ore types with a wide variety of physical properties has been a feature of the operation of the Paddy's Flat plant. The leaching characteristics of the ores are relatively straight forward, and it has been possible to considerably enhance the rate of gold extraction from the ore. Reserves of soft surface ore have been increased which has created the opportunity to improve the profitability of the operation by increasing throughput to considerably above the design level, without having to increase the capital investment in the plant.

The treatment of refractory gold ores, in particular the "competing" technologies and their relative advantages and economics, has become a major segment of most mineral technology oriented conferences in recent years. A common theme is the increasing refractory nature of gold ores being treated. This is despite ores such as those at Kalgoorlie having required roasting for liberation since the last century. Papers on refractory gold treatment have examined the characteristics of refractory ores and the causes of reduced recovery (eg La Brooy 1994), the available technologies and their relative economics eg Litz 1990), and the selection of a suitable process route (eg Nicholson 1993, Weston 1994). The most comprehensive collation of data on such processes is provided in the different editions of Randol. A variety of classifications and definitions of "refractory ore" have been published. Due to the many factors which can impact on the recovery of gold it is perhaps not feasible to develop a universal characterisation that can be applied to all gold bearing rocks. La Brooy et al have provided the framework for characterisation shown in figure 1.

Mining economics courses have been taught in Europe for more than two centuries and in the United States for most of this century. They are the mineral industry's version of engineering economics offered by industrial engineering departments. In the 1930s, mineral economics first appeared in American mining schools. This subject goes beyond the deposit and the mine. It examines the economic aspects of mineral resources in general and the individual mineral industries in particular. In 1947, the first degrees in mineral economics were granted in the United States. There are mining and geological engineers who specialize in mining economics. But it has rarely become a separate degree program. Rather, in this country and several others, a graduate student in a mining department or school will include economics in his course work. Then the person writes a thesis or dissertation on a mining economics topic. One exception is found in Moscow at the Department of Geoeconomics of the Moscow Geological and Prospecting Institute (MGPI). To place this program in perspective, some background is needed on education in the Soviet Union.

Introduction With the continued downward pressure on coal selling prices, mine management must make its operations as efficient as possible. The problem is the same one throughout the mineral industries, streamlining operations to maintain competitive min¬ing costs (Born, 1991). There has been a great deal of research into better using production manpower. But the story is different for operations support personnel. Traditionally, planning man¬power requirements are done annually, with modifications to the operating plan occurring generally quarterly. On the other hand, the demands on manpower are often dynamic, being responsive to changing productivity levels, mine conditions (including water influx, bad roof, poor floor) and unanticipated project requirements (responses to machine breakdowns or a new section setup requirement because of a drop in coal quality in another area). Such changes may impact the manpower structure significantly. At times they may cause serious labor relations problems concurrently. Realignments and the generation of instability in the workforce because of active job switching (bidding) are a result. Most responses by coal operators are reactive rather than proactive, a situation that could be mollified by more accu¬rate and detailed planning of predictable manpower require¬ments. A manpower planning tool is needed that takes into consideration such things as changing productivity levels and conditions as manhour requirements for different work areas are planned, rather than blindly allocated through traditional staffing modes. Mine Management Support System The Mine Management Support System (MMSS) is an integrated decision support system that was developed using Sun Microsystems hardware according to the contract be¬tween the US Bureau of Mines and West Virginia University. The software used in the development of MMSS included X¬ windows (Scheitler and Gettys, 1986) for the user interfaces, LASER (Raman, 1985; Hayhurst, 1990) for the expert sys¬tem and graphics components, and the C language for general programming requirements. Sun DOS was used to allow the use of IBM-compatible applications software on the Sun networks. Sun OS is the operating system. It can be viewed as an enhanced version of UNIX. One of the components of MMSS that was developed to address the many specific objectives outlined in Grayson et al. (1990) is the work scheduling system. MMSS accom¬plishes work scheduling by using a mathematical (goal) programming approach to minimize the amount of switching of workers from their regular jobs to perform other jobs (Grayson and Nutter, 1991). Manpower support program The main objective of MANSUPP is to plan a detailed manpower structure for a mine by incorporating a production schedule, condition-modified work standards and manage¬ment preferences to predict required manhours for various support activities, for example, belt moves. This is accom¬plished by gathering and processing planning information the same way a mine planner would. The program is menu¬driven with the selection of a particular menu item locating the user in the appropriate area within the spreadsheet to review/add information. All of the interactions between productivity, section conditions and management prefer¬ences and their effect on the amount of support work required must be considered. Information regarding the productivity of a particular section, the geometry of the section, work standards for individual activities and section conditions must all be gath¬ered for input into the program. In the initial stages of development, it was decided that the program be developed in an environment that mine planners were familiar with in order to accommodate the use of the program. Lotus 1-2-3 or a compatible (Quattro Pro) met this environmental need. Other reasons included ease of calculation due to built-in functions, powerful command language and macro capabili¬ties. Each of the major components of the program defined are summarized. Production schedule This area allows the user to input a production schedule for the entire mine over 12 periods. Space has been provided for five sections, advance or retreat, and two longwall sections. There are several calculations occurring in this area that do not apply to the determination of manpower, but serve as an aid in production planning. Section description The section description area of the spreadsheet is shown in Table 1. The first three items are calculated in the production schedule area of the worksheet and then transferred to this location. The remaining information is input by the user to be used in later calculations.

Bonds are required by state and federal law to address reclamation when the permittee defaults. Under various principles of law, a bonding company may propose to perform the obligations of the permittee, however, the negotiations with the regulatory agencies, surface and mineral owners and other interested parties can create a very complicated scenario that requires an understanding of the law regarding environmental protection, bankruptcy and surety ship, along with technical expertise in land reclamation. This paper presents the engineering professional with a framework regarding areas of law that pertain to surety reclamation projects and negotiations with state and federal agencies and related parties. Though presented in the context of the coal industry, the principles discussed are generally applicable to the mining industry as a whole.

The Los Angeles Metro Red Line has installed high density polyethylene (HDPE) as a gas and water barrier around all subsurface structures. The paper reviews the geological setting and resulting need for the barrier. HDPE installation practices are outlined, as are the risks to the barrier, from normal placement methods. Testing and inspection methods used to assure a quality installation are described, and also the field tag method for recording deficiencies and their repair. Specifications and installation changes that will be incorporated into subsequent contracts to improve the quality of the installation are high lighted. The cause of the fire that destroyed part of a tunnel is reviewed as are the revised precautions put in place to prevent a recurrence.
