Cerro Vangaurdia Gold Mine is a joint venture between AngloGold (the operator), Perez Companc and Formicruz and is situated in the southern province of Santa Cruz, in Argentina, approximately 2,150 km south of the capital, Buenos Aires. The mine is located in a severe, semi-arid environment with very cold winters and little annual rainfall (200mm). It is an open-pit operation, mining several narrow, shallow epithermal quartz veins with . gold and silver mineralisation. Commissioning of the plant commenced in September 1998 and the first dore bar was poured towards the end of the same month. The nominal capacity of the plant is 55,000 tonnes per month, with a design capacity of 60,000 tonnes per month. Prior to finalising the design, an extensive testwork programme was undertaken at Nova Lima, in Brazil, in which all parts of the process were evaluated together on a pilot-plant scale. The process flowsheet selected at Ce1rn Vanguardia is quite novel, in that it includes milling in cyanide, as well as a cyanide recovery and recycling plant on the tailings section of the treatment plant is included. The cyanide recovery process selected was a version of the acidification - volatilization - reabsorption (AVR) process, known as Cyanisorb™. Mixing of solid-liquid slurries is a unit operation that is widely encountered in the minerals processing industry. Applications may range from simple slurry storage in open tanks to complex chemical reaction systems under extreme conditions of temperature and pressure. The specific process requirements dictate both the degree of mixing required and the type of agitation employed to achieve the desired results.' Many continuous-flow process applications feature tanks operating in series to provide a discrete number of stages and a known residence time for the slurry. Because these tanks operate at a constant level in an overflow mode, the mixer must maintain uniform solids concentration and size distribution throughout the tank; failure to achieve uniformity results in accumulation of coarse solids in the tank, ultimately leading to a process or mechanical failure. Downward-pumping, axial-flow mixing impellers are widely employed to produce uniform solids suspension. The specific impeller type, number, size, and power draw is a function of each given situation. The use of high-efficiency, fluid-foil impellers (Figure I) has evolved as a recognized standard for these flow­controlled applications. Recent small-scale experimentation and full-scale experience has demonstrated that, when uniformity is required, capital and operating expense can be minimized by employing an additional upper impeller pumping in the upward direction.

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. I have been following the discussions on coal degradation started by the article "Degradation process in coal slurry pipe-lines," by M.G. Ayat and B.C. Scott. I agree with Mr. Dasher's comments in January that the title of the article was perhaps misleading as the information appeared to pertain more to processing the coal than to transportation. Specifically, the authors' conclude that the cyclone had an important impact on the degradation. Dr. Ferri's comments on degradation in other physical processes was very correct, handling of coal in a turbulent manner has an impact on the size distribution of the coal. This is one reason that when I design a coal system (mine to rail car) I try to minimize the total number of transfer and processing steps consistent with achieving the desired product specifications. Another area, mentioned in passing in the article, the impact of natural causes and the mining step, is of particular interest to me. A mine in West Virginia had a variation of 50% in the -6.35 mm (-0.25 in.) raw coal depending upon the direction of mining. Since it was a single unit mine, this significantly impacted the final product. Two articles on mining's impact on size distribution are: • Stefanko, R., Chopra, 1K., and Ramani, R.V., 1974, "Mining influence on size consistency and washability characteristics of coal," SME Fall Meeting, September; and • Albrecht, M., and Olsen, D., 1980, "Mining methods impact on coal preparation plant design," 1st International Mine Planning and Development Symposium, September. Both articles presented information on variation of size distribution and cleaning plant performance on a coal depending on the mining method used. Both articles considered a single coal seam at one mining operation. Stefanko's article considered continuous and conventional mining of coal in Pennsylvania. Albrecht's article considered surface, underground continuous, and underground hydraulic mining of a coal in British Columbia. Both concluded that mining methods do impact coal characteristics. I agree with Mr. Ayat's comments in reply to Dr. Ferri's discussion, "... degradation is a multi-faceted phenomenon involving many natural and man-made factors." As efforts are being made to produce a higher quality (lower sulfur) coal, this topic becomes even more important

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

Basing on a brief assessment of the conventional theory of ventilating air distribution, its methods of calculation and practical application, this paper makes an approach to the controllability of different aircourses of a ventilation network and further points out that it is possible for the positions of control to extent into the natural distribution subnetwork of the ventilation network, which was been long considered as a restricted zone. This important discovery makes the regulation of the ventilation system more flexible and diversified, thus attaining quantitative distribution of ventilating air as well as a cost benefit. Because it has been impossible to solve the problem mentioned above by conventional theory and its relevant methods of calculation, the author, based on applying graph theory on the structure, characteristics, and requirements of controllability of the ventilation network, presents a new controllable subgraph concept and the means for determining the rational quantity for control devices of the ventilation network. The solution of all the control alternatives and methods of obtaining all the parameters for the solution of various alternatives have been derived. The economic benefit and the optional positions of the control devices have also been approached. Specific calculation examples are a1 so included in this paper. Along with the conventional theory and its methods, it can be seen that the new theory presented makes a great change in the control aspects of the ventilation network, with the number of possible alternatives increasing in an astonishing manner. Among the alternatives, some may be safer, more economical or technologically superior than those obtained from conventional theory. Thus, the new theory may provide an immense improvement in the choice of a ventilation system.

The net balance of the inflow and outflow of water in a tailings storage facility has major economic implications in any large mining and milling operation. In a net precipitation environment it can control the ultimate size and storage capacity of a facility or dictate the need for an expensive treatment and discharge program. In a net evaporation environment it can control the extent of the water rights acquisitions required for makeup water and dictate the number and size of expensive wells and pumping and delivery systems. The elements considered in a water balance analysis include the anticipated production rate, the water content of the slurry used to deliver the tailings, inflow from precipitation and snowmelt, and losses from evaporation and seepage. The mine can exert significant control over only one of these elements: the production rate. All others are subject to considerable uncertainty from month to month and year to year. The traditional approach is to analyze in a spreadsheet environment by making simplifying assumptions and using monthly mean or "average" values for precipitation inflows and evaporation losses. Often the analysis will be repeated with values subjectively assigned to represent a "wet" year or "dry'' year. The probabilistic approach uses the same basic spreadsheet model in conjunction with a probabilistic simulation add-in program allowing probability distributions to be substituted for any of the deterministic variables. The resulting analysis shows the full range of variation possible for each parameter of interest (i.e., available return water, makeup water required, storage, seepage losses) and estimates the exceedance probabilities for each. The potential uses and advantages of the probabilistic approach are discussed.

In the October 1988 issue of MINING ENGINEERING, J.G. Wargo's paper discusses the problem of measuring and analyzing permeability, porosity, and fracturing in its relation to in situ leaching of disseminated gold deposits. This paper made me suspect that a good deal of information and analysis may have been done on this in reverse in the petroleum industry. Some years ago, I was involved with the US Geological Survey in a project studying the Devonian shale of the eastern United States. The Devonian shale contains gas deposits that have the characteristic of slowly seeping gas over a very long time period. To understand the rate of seepage, considerable study and analysis was done on the interrelationship of poros¬ity, permeability, and fracturing. The purpose was to find out how and why the gas could escape in the varying rates found in wells throughout the formation. It strikes me that this is the mirror image of the problem faced in attempting to understand how a cyanide solution will travel into a deposit. To possibly invent our own personal wheel a little faster, I would suggest a look at the work done on the Devonian shale. Some of it is contained in "Estimates of Unconventional Natural-Gas Resources of the Devonian Shale," US Geologi¬cal Survey Open-file Report 82-474, 1982, and "Additional Data for the Estimates of Unconventional Natural-Gas Re¬sources of the Devonian Shale," Open-file Report 83-676, 1983. It is entirely possible that some of this previous work could shorten the time required to make in situ leaching of dissemi¬nated gold deposits a profitable technique.

A variety of standards comprising a multitude of indicators often require similar information but with different data quality, level of detail and coverage. Using a central database system accessible via internet makes the process of data management more efficient: All relevant information can be collected on-site, with a defined data quality, credibility and consistency. Any type of sustainability indicator can be calculated automatically, once the data is collected. Individual analyses and predefined reports, e.g. GRI G3, can be easily generated and immediately published, making your sustainability communication transparent and reliable.

EMR's recently commissioned Pilot Plant in Fredericton, N.B. Canada, the latest and largest in the company's sequence of prototype and demonstration systems, is being used as a process development facility for mining clients worldwide. Fitted with two microwave reactors and 75 kW generators, this plant is designed as a two-stage continuous processor with a throughput in the 5-10 tpd range depending upon the material feedstream. This facility has been used principally to calcine pyrite and arsenopyrite gold concentrates although it can readily accommo­date carbonaceous materials as well as a wide range of other ore types. Engineering details of the plant and the results of the first nine months of operation are presented. The plant has proven very successful as an advanced process development facility as well as a basic production unit module.

Ravensthorpe Nickel Operation (RNO) is a major new mine and processing plant currently being constructed by BHP Billiton in a ?green field? site near the small town of Ravensthorpe, about 150 km west of Esperance and six hours drive from Perth in Western Australia. Ensuring that the project has a positive overall impact on the surrounding region and that this extends well beyond the life of the operation will be a major challenge for RNO, state and local government, and the local community. For the last two years, the Centre for Social Responsibility in Mining (CSRM) has been assisting RNO management and the RNO Community Liaison Committee to develop a community sustainability monitoring framework for the project. This paper reports on the process that was used to develop the framework, describes the main elements and briefly discusses key learnings from the exercise.

The mine characteristic curve represents the relation between the airflow in a system and the pressure drop across the system. In a single fan system, this relation can be easily drawn by assuming different values of the airflow and calculating the corresponding pressure drop according to Atkinson’s law. In a multiple-fan system this cannot be done for each fan simultaneously. However, an alternative mathematical method for plotting subsystem characteristic curves on subsystem quantity coordinates is outlined here that achieves this objective. The Hardy Cross algorithm has been combined with a switching-parameters technique and has been used to trace subsystem characteristic curves. An example using four fans in a complex network is presented here. This example illustrates the nature of the problem and the difficulty of detecting unstable conditions in this type of network.

In March of 1994, Dynatec Mining Limited entered into a contract with PCL Civil Constructors to carry out the underground excavations for the Algonquin Power Corporation’s15 Megawatt Nagagami hydro-electric power station located near Hearst, Ontario, Canada. Dynatec completed the work for this project in early October 1995. Dynatec Mining Limited’s work included the excavation of a 175 meter long penstock driven at a grade of -25% to a 4000 m3 powerhouse located 50 meters below the intake elevation. A 1200 meter long tailrace was driven from the Nagagami River to connect with the powerhouse. Two 50 meter raises were driven from the powerhouse to surface to pro-vide access for equipment and personnel. The excavation of the tailrace tunnel(5.8m x 5.9m) was completed using Dynatec’s Long Round Jumbo Technology.

The Rawas Gold Project in Indonesia has a high silver ore with a ratio of approximately 25:1 Ag/Au. Four process flow­sheets were considered during the development phase, ie. full Merrill Crowe, CIP, CIP with zinc cementation of eluate and a hybrid Merrill Crowe - CIP circuit. The process plant was constructed using a CIP circuit with zinc cementation of eluate. Unusual aspects of the design include an elution circuit designed to strip three batches of car­bon per day and an elution column designed to operate with either upward or downward solution flow. Significant improvements implemented since starting up the plant include the use of local materials and labour for relining the mill, a change from lime to caustic soda for pH modification and the elimination of caustic soda dosing to the elution pre-soak step.

As with most industries, mining must now include in its plan of operation mechanisms to address a project's environmental impact. New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. One of the most effective tools in managing the regulatory requirements is an environmental audit. An environmental audit can be a literature review to determine regulatory requirements. The use of personal computers (PCs) is increasing in underground construction applications, specifically, for estimating, record keeping, construction performance analysis, project cost reporting, and the effective application of construction experience for estimating and aggressive bidding. Applications particularly suited to the PC are analyses of construction performance and differing site condition claims. The advantages of using a PC in the analysis of differing site conditions claims is that the PC: requires quantitative and factual data, allows vast data manipulations, calculations, and sorting, and provides a simple graphic representation of complex data and issues. The restrictions imposed by a PC are conducive to the focus on essential facts, issues, quantitative analyses, and inherently, the truth. As computer thinking is established, a clearer, more precise and accurate focus on the elements of a differing site condition is essential for successful evaluation and presentation.

No group has been harder hit by the problems confronting the coal mining industry than small, independent surface mine operators in the eastern US. Burdened by costly government regulations, major capital shortages, declining productivity, high unemployment, and idle and closed mines, many in the industry think the breed will not be able to survive much longer. But there are a few sole owners fighting to remain independent-and succeeding. John Wagner is running a coal stripping operation in northwest Pennsylvania on a unique blend of aggressive management and marketing, support from a team of blue-chip professionals, and some unusual tactics. Though Wagner's approach is hardly an across-the-board formula for survival-he is currently reorganizing under Chapter 11 of the Bankruptcy Reform Act-a look at his operation helps illustrate some of the unique problems confronting eastern surface miners.
