During the last few years, the minerals industry has been confronted by increasingly stringent environmental regulations that are significantly altering the economics of the industry. Heightened media attention, threats of litigation and decreasing support by the general public have exacerbated the industry's difficulties. Regardless of their merit, environmental issues present a serious threat to the continued viability of mining companies. Firms have reacted to these regulations by escalating their environmental activities to meet the new requirements. They have simultaneously adjusted their corporate schedules to reflect the substantially longer time periods required to obtain construction and operating permits and ensure compliance with legal requirements before mine abandonment. Companies have also been forced to adapt to a considerably greater amount of uncertainty and expense associated with the development of mineral projects. This has resulted in a significant erosion of the profitability of some mining companies. Most of the changes in corporate environmental activities have been reactive. Pending regulations present formidable but uncertain technical requirements for compliance, and future regulatory developments are difficult to predict. This problem is aggravated by depressed market prices for many mineral commodities. Past expansions of environmental standards have led to the closure of mines and processing facilities due to economic hardship, as occurred in the smelting segment of the US copper industry in the 1980s (Cro¬zier, 1992).

Two years ago, AlliedSignal embarked on a journey to improve QUALITY. However, the focus of this endeavor was on the CUSTOMER and not the traditional product focus. It wasn't that a focus to improve product quality wasn't fruitful in the past. We've practiced it in the chemical industry for many years with significant results. But our industry today is in a survival mode and yesterday's way of doing business is simply not good enough. In the mining industry, we have to make lug strides in how we do business or face losing our customer base. As you are well aware, other parts of the world are importing our technology at a rapid rate. We must work smarter to stay ahead of our customers ever more demanding need for higher quality at lower prices. With this as a driver, throughout the Corporation we reviewed in depth how we support our customers to keep them competitive and sought to eliminate work which did not help them reach this goal. Our first year of emphasis was on tools: how to hold meetings, gather data, and how to make decisions. This sounds very basic, I know, but you can't begin to imagine how productive meetings can become when you start with an agenda and prework delivered days in advance, and agree at the start of the meeting what should get accomplished. In the second year, we applied these tools to our work processes. We mapped how we do our work, scrutinized each step for value to the customer, and then set to work on how we could do things better. The areas we concentrated on were customer linked commercialization of new products, manufacturing and materials management. Our discussion today will focus on the commercialization of new products.

Semi-autogenous, (SAG), milling operations can realize substantial Increases in mill throughput by removing and crushing critical size, slow grinding, material from the SAG mill. Full-scale plant testwork showed that modifying the Kidston SAG/ball circuit to a semi-autogenous-ball milling-crushing (SABC) circuit would increase plant throughput by 25 to 30%. The methods used to determine the value of the SABC circuit and the design of the circuit are discussed.

The extraction of gold from chloride solutions with activated carbon is examined. It is shown that the uptake of gold by activated carbon from chloride solution follows a mechanism whereby gold is reduced to the metallic state. Metallic gold appears as deposits both on the carbon surface and in pore space within the carbon particle. The deposition rate is dependant on the carbon particle size and pH. At low initial gold concentrations, the initial rate is insensitive to gold concentration. Sodium hypochlorite exhibits an adverse effect on the reduction reaction. The overall loading and initial rate of reduction are both decreased in the presence of NaC10. The effect of iodide on the loading of gold was also examined in an attempt to overcome the superficial deposition of gold on carbon.

One critical element of the US Bureau of Mimes computer- assisted mining research program is the development of a reliable coal interface detection (CID) system. Several promising CID concepts currently being investigated by the Bureau include natural gamma radiation (NGR), vibration and passive infrared. To help establish which CID sensor technologies need to be developed for a given seam, coal and adjacent rock samples (immediate roof and floor) are being collected from selected major coal seams in the US and are being analyzed in terms of NGR and other geophysical measurements. This paper provides a brief overview of the Bureau's work in these CID areas.

The Bureau of Reclamation's Syar Tunnel project included excavation of a 9.2 kilometer (5.7 mile) long, 3.6 meter (11.8 ft) diameter tunnel through gently dipping sedimentary rocks consisting of shales, siltstones, sandstones and limestone. The tunnel was supported full length with precast concrete invert segments and lightweight steel sets and lagging. Several world records for advance rate were set, including 57 meters (187 ft) in an eight hour shift and 127 meters (417 ft) in a 24 hour day. The tunneling system utilized a remanufactured and modified Robbins hardrock TBM and a 9,280 meter (30,450 ft) long, 61 centimeter (24 inch) wide, continuous conveyor system.

In this paper, a semi-qualitative methodology is presented and then applied to an aluminium extrusion industrial facility in order to perform an initial environmental assessment. The results of the assessment enable an improved understanding of the environmental performance of the facility and more importantly identify the areas of significant environmental concern. Following, the application of case-specific sustainability indicators related with the areas of significant environmental concern, leads to a more comprehensive sustainability assessment. The applied two-step approach offers a quick and reliable environmental assessment and help focusing on the most environmentally problematic areas. Moreover, the follow-up of the specific indicators seems to be appropriate for the improvement of the environmental performance of the examined industrial facility.

This paper deals with the mining techniques employed at Canada Tungsten's northern Canadian operations, particularly with respect to their effect on productivity, safety, and stability of relatively large underground openings. The ore body was originally mined commencing in 1974 using conventional pneumatic jumbos in a topslice and horizontal benching room and pillar layout. Pillar stability became an increasing problem as mining progressed, leading to a re-examination and ultimately a conversion of mining method. Rock mechanics considerations and the effect of extraction rate on ground control costs and conditions are analyzed. Other areas discussed concern the results acheived through the use of large diameter I.T.H. drills, radio remote controlled L.H.D. units, and a unique system of hydraulic backfill placement.

Bureau of Mines research has addressed improved operator protection for thin-seam shuttle cars. Because of working height restrictions in thin-seam mines (1.22 m or 48 in), MSHA regulations require that-canopy protection on shuttle cars be provided only in mines 1.07 m (42 in) and greater; however, variances are given to mines 1.22 m (48 in) and below. This paper reviews past Bureau efforts to develop protective structures for thin-seam shuttle car operators. The paper also discusses recent research leading to a novel method of protecting shuttle car operators, in mines as low as 1.02 m (40 in), through the use of a cross-car, end-mounted operator compartment.

The Tanco pegmatite is located in the Bird River greenstone belt of south-eastern Manitoba approximately 160 km northeast of Winnipeg (Figure 1). The orebody was discovered in 1929 and subsequently attempts were made to exploit it for tin by Jack Nutt Mines Ltd. and later in the middle 1950's by Montgary Oil Ltd., who extensively developed but did not produce from its lithium deposits. In 1966 systematic investigation of the pegmatite as a potential source of tantalum led to the founding of Tantalum Mining Corporation of Canada Ltd. (TANCO), and production of tantalum concentrates from the Bernie Lake mine commenced in 1969. Tanco's currently jointly owned by Hudson Bay Mining and Smelting Co., Cabot Corporation, and the Province of Manitoba.

Landfilling of waste causes the degradation of natural environment, not only due to land occupation, but also due to pollution of air, water and soil. The flotation waste from zinc-lead industry also poses such problem. There is a need to find the way to utilise substantial amount of these wastes and backfilling seems to be a good solution. Recently, in Poland only sand was used for backfilling. However, it will be more beneficial to substitute the sand with the industrial solid waste, especially flotation waste. The tests were performed in the laboratory to examine the use of flotation waste as a main ingredient for backfilling. The use of flotation waste is possible only when it is combined with other waste with specific bonding properties, especially regarding the prevention of leakage. The outcome of tests shows that flotation waste combined with cement and fly ashes can be used as a backfilling material. This paper presents the preparation of flotation waste for using it for backfilling.

INTRODUCTION The practice of injecting chemical grouts into permeable soils in order to stabilize them for tunnel construction is a common procedure in Great Britain, Europe and Japan. In this technique, the grout penetrates the soil in a fluid condition, but hardens or "sets-up" in about one hour due to a chemical reaction. As a result, the soil, is strengthened and made less pervious, and this, in turn, reduces ground surface movements, limits ground water flow, and controls movements of the heading during tunnel construction. It is only within the last five years or so that this technology has been used in the United States. Most of the applications have been involved in the work for the Washington Metropolitan Area Transit Authority (WMATA) subway construction. The experience gained from this work is, in many instances, unique and should serve to guide use of the grouting technology in future projects. This paper documents five WMATA case histories; information is provided as to the soil conditions, method of treatment, reason for treatment, and tunnel performance. Locations of the five projects covered by this study are indicated in Figure 1. All are within the boundaries of the District of Columbia and involve soft ground tunnel construction. Basic information for the case histories is given in Table 1. Tunnel sizes and depths below the ground surface as well as general soil conditions are similar in all instances. The tunnels are about six meters in diameter and are located so that the crown is five to ten m below the ground surface. The soils typically consist of alternating sand, clay and silty sand strata. Chemical problems associated with surface mining, such as acid generating materials, are important and well documented. However, reclamation research has shown that poor soil physical condition is the most limiting factor to successful row crop production on reclaimed mined land. Critical to success are selection of the best available soil materials used in soil construction and a material handling method that minimizes soil compaction. Excellent corn and soybean yields have been achieved on low strength soils both in high weather stress years as well as low stress years. Total crop failures have occurred on high strength soils in years of weather stress. Some deep tillage practices have been successful in improving compacted soils, but it is preferable to avoid compaction when the soil materials are handled. Soil strength measurements with a cone penetrometer have proven to be a useful tool in evaluating rooting media and reclamation practices. Research has shown that surface mining can be a short term land use that may be followed by productive farmland, if reclamation is done correctly.

With an ongoing concern for safety and health in the workplace, NYCO® requested three medical evaluations be undertaken to study possible health hazards of wollastonite. Two of the evaluations were conducted by the National Institute of Occupational Safety and Health (NIOSH). One was in 1976 (Ref. 1), and the second in 1982 (Ref. 2). The aim of the two studies was to answer the following two questions: 1. Do wollastonite workers exhibit more respiratory abnormalities than workers not exposed to wollastonite? 2. Is there a relationship between prevalence of respiratory abnormalities and accumulated expo-sure time to wollastonite?

The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

MARY KORPI: As has been typical today, our next speaker is filling in for one of his co-workers. Scott Lawson will be discussing "The Role of the Supervisor in Mining Operations" written by Brent Chamberlain of Independence Mining Corporation. Scott has more than 25 years in human resources management in the mining industry. He has worked in surface and underground mining environments in both precious and base metal mines. A graduate of Ohio University, Scott is currently manager of human resources at the Independence Mining Company's Cripple Creek and Victor Gold Mining operation located in Victor, Colorado. The only direction that I received from Scott was that he has to leave by 11:45 a.m. as he has a tee-off time with his boss at 1:00 p.m. Thank you to Scott for filling in today.

Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. Kerogen is soft, nonbrit¬tle or semi-brittle material, and generally forms a matrix between irregularly distributed mineral grains. Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. A DCF value is no more accurate than the least accurate of the assumptions incorporated into the calculation - and assumptions

"INTRODUCTION Sorting technology has advanced rapidly recently. Of the two possibilities particle sorting has advanced especially in introducing new sensors and the use of multiple sensors. The analyzing and computing lead times have also shortened. This has made it a viable technology option for many applications but not for the most important sorting task at a mine; the run-of mine ore. Bulk sorting, however, has advanced in smaller steps, even if the technology has the capability to tackle the run-of-mine ore and offers a high potential to bring mines substantial economic benefits. The sensors, which are useful are restricted by the difficult operating conditions or by the ore characteristics. One of the important features of run-of-mine sorting technology is the major material handling infrastructure required. The capital expenditure can be substantial requiring good understanding of the sortability curve (grade-recovery curve) behavior of the ore. This paper discusses one industrial case, where substantial amount of data measured from the ore feed belt has been obtained. This data was then analyzed for the grade recovery curves obtainable from that ore with sorting. EXPERIMENTAL The XRF measurement used was the FCA device from IMA Engineering (Fig.1). It is a specially built version of XRF designed to operate with coarse material. The measurement was situated at the main belt conveyor taking ore from the primary crusher to the stockpile. The crushed ore was about 80% -300 mm at a capacity of 1100-1200 tph (Fig.2). Measurement times were varied from 30 seconds to a minute. Measurements were obtained over several months.As the XRF is a surface distribution measuring technique, the measurement was first tested upon accuracy and reproducibility against plant daily wet chemical assays and against on-line Courier feed analysis. As there is a varying delay in the ore stockpile, the delay time was used as a variant in the validation. Different measurement times were tested for accuracy. A one minute measurement time gave a total measurement relative standard error, which was both for Cu and Ni below 3%. The results showed also very robust correlations; for Cu, the correlation coefficient was R > 0,94 for one minute measurements over three months and R > 0,86 for Ni respectively. Fig 3.
