A major problem facing the coal mining industry today is the need to meet more stringent dust standards due to quartz. When secondary suppress ion is not adequate, the time-consuming and costly cut-and-try method of modifying the mining machine is used in the hope that it will reduce dust generation. The Coal Cutting Technology Group, at the Bureau of Mines' Twin Cities Research Center, has developed an inter-active computer program for drum- type cutting systems to help identify, in advance, modifications that offer the best potential for reducing dust. The program, Relative Dustiness Indicator (REDI), evaluates machine dimensions, seam characteristics, and operator-controllable variables for dust generaton, energy, forces, and product ion.

The building of sanitary and storm drainage sewers in urban or environmentally sensitive areas often requires the use of tunnel construction procedures. While hydraulic considerations may require only small diameters, traditional tunneling techniques make small sizes the least economical. Current state-of-the-art techniques using highly mechanized systems of pipe jacking can provide cost effective solutions to the problems of construction of small size tunnels. The characteristics of mechanized pipe jacking allow rapid advances under difficult ground conditions. The basic pipe jacking cycle is used with a variety of excavation systems to permit the contractor to satisfy engineering as well as economic parameters. These characteristics and several of the systems available are outlined.

Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing. From a regulatory perspective, it is no longer necessarily less burdensome to operate in Mexico. Principal laws and regulations Mexico has two principal environmental regulatory systems. The first consists of the laws and regulations governing domestic activities. The second consists of the treaties, agreements and understandings between the United States and Mexico dealing with transboundary pollution and maquiladoras (see Maquiladora Decree, next column). The following are the principal major laws and regulations governing environmental protection in Mexico: General Law: The General Law on Ecological Balance and Protection of the Environment, effective March 1, 1988. INTRODUCTION The topic of the paper is to discuss the use of micro computers in the construction industry. I will first discuss the present situation of the PCs in our industry followed by a discussion how Guy. F. Atkinson has integrated the PCs into it's organization. I will close with some general comments that any organization should review in order to enhance the use of their PCs both at the job sites and home office locations. PRESENT SITUATION OF THE PCs IN OUR INDUSTRY Today, the possible number of combinations that can be obtained when bringing together the available models of PCs, with their peripherals and software, is astronomical. With this array of equipment that can be bought, plus the new and possibly better equipment that is being put on the market almost daily, it is indeed a very difficult task for an organization to know how to invest its money in computer equipment. At the job sites, the work is fast paced with little time available to fully learn what the PCs can do to help with the required paperwork. I am still waiting for the day when someone has to tell the superintendent at the job site that he cannot start pouring concrete or shoot the next round because no one can get the computer to work.

Flotation columns continue to offer improved metallurgical and economic advantages over other flotation methods. Pilot testing at Ozark-Mahoning Co. in Rosiclare, IL led to installation of one 2.3-m-diam (7.5-ft-diam) column for zinc roughing and one 1.1-m-diam (3.5-ft-diam) column for zinc cleaning. This circuit replaced one stage of mechanical roughing-scavenging followed by two stages of cleaner flotation. General Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9-m-diam (9.5-ftdiam) columns are used for rougher flotation of carbon from a gold ore (Orlich et al., 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al., 1991). The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation, as well as improvements in sparger design and performance. With these advances, the full benefits of column flotation can be realized. The benefits of properly designed, aerated and operated flotation columns include lower capital costs, reduced operating costs, fewer processing stages and improved metallurgical performance.

Exploration programs for mineral resources often involve analysis of soils or stream sediments for the mineral being sought or its pathfinders. Because many metals are toxic to microorganisms, patterns of metal resistance in soil or aquatic populations may provide additional useful information at a reasonable coat. These patterns in some cases have been more effective than the soil geo-chemistry and may be easier to obtain. Elevated levels of resistance to silver and its path-finders have been demonstrated in stream populations from an area of known silver deposits, and resistance to gold pathfinders has been demonstrated for gold-bearing areas. Uranium has also been located by this method.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

The vermiculite review arrived too late for the June issue. In 1992, production of commercial vermiculite in the United States increased 1 % to 170 kt (187,000 st), according to the US Bureau of Mines. The estimated value of vermiculite concentrate was $13.6 million, yielding an average value of $80/t ($72.50/st). Vermiculite is used in several physical forms. Use of the thermally exfoliated product include light weight aggregates, horticultural growth media, thermal insulation applications and absorbents for spill control and liquid waste containment. The untreated commercial concentrates are used as intumescent fillers in plaster board, gaskets and paints. Several chemically modified vermiculite products include clay-sized dispersions and granules for treating flue gas. South Africa was the only major foreign source of vermiculite used in the United States. It exported about 40 kt (44,000 st) to the United States last year. In 1992, Palabora Mining Co. began processing vermiculite in a new beneficiation mill at Phalabowra. It produced about 164 kt (181,000 st). Minor sources of foreign vermiculite concentrates consumed in the United States included about 140 kt (154,000 st) from China. Brazil also exports some concentrate to the United States.

The Fourth International Symposium on Hydrometallurgy was organized to give those in the minerals processing field an opportunity to discuss current topics of interest in the broad field of hydrometallurgy. Held in Salt Lake City, UT Aug. 1-5, 1993, this fourth symposium also paid tribute to Milton E. Wadsworth for his many contributions in this area over the past 40 years. The science of hydrometallurgy has made great strides since the last symposium was held 10 years ago. The use of electrochemical principles and techniques has produced encouraging results. For example, the application of in situ electrode spectroscopy has helped to understand the mechanisms operating in hydrometallurgical processes. Sophisticated computer models have been developed to handle the thermodynamic properties of concentrated electrolytes. However, it is up to the hydrometallurgist to continuing working on bridging the gap between theory and practice. The successful application of solvent extraction-electrowinning (SXEW) is one illustration of the successful transfer of technology. Its widespread use in the United States during the 1980s played a significant role in the revival of the domestic copper industry. Currently, electrowon copper accounts for about 30% of total US production. Impressive developments in precious metals recovery have also occurred. Since the last symposium, carbon-in-pulp (CIP) and heap leaching have become widely used in gold recovery. And recovery of refractory precious metals ores and concentrates by pres¬sure oxidation and bio-oxidation have made significant advances. In all these examples, hydrometallurgy has played a significant role in the recovery of minerals and metals from primary sources. In addition, considerable attention has been focused on the treatment and recovery of values from secondary sources.

On August 3, 1987, a hearing was held by the House Subcommittee on Energy and the Environment to commemorate the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). Four panels of environmental/citizen group representatives went before the Subcommittee to report on the state of affairs (from their perspective) of the coal industry and the Office of Surface Mining, Reclamation and Enforcement (OSMRE) As expected, these groups had little positive news to report and continued to focus on glaring deficiencies within the surface mining program. They indicated that gross abuse of SMCRA has continued over the past ten years and the states have performed poorly. Congressman Udall's opening comments perhaps best characterized the mood of the group with his statement that "The Act has not accomplished what I or the people of the coalfields had hoped." and " ? a segment of the coal industry has continued in its bitter and implacable opposition to the most basic of environmental controls."

Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

Since the Rio Declaration on Environment and Development in 1992 in Rio de Janeiro and the publication of the agenda 21, the concept of Sustainable Development has become one of the major issues for governmental politics, societal developments and entrepreneurial policies. Current projects that deal with Sustainable Development in the mineral raw materials sector mainly focus on large-scale mining operations - especially for open pit mining - or on artisanal small scale mining. Artisanal small scale mining is in this connexion characterised as non-mechanized and mostly illegal mining activities. The number of workers is mostly far below 20. However, until now there exist no assessments or analyses with respect to the actual or potential contribution of industrial small scale mining to sustainable development. Industrial small scale mining refers to high technology or highly mechanized/automated extraction of small, high-grade deposits that due to their small size ? in combination with geological, depth and other constraints ? are not economically exploitable with large-scale mining operations. The Institute of Mining Engineering I and the Institute for Processing of Mineral Raw Materials at the RWTH Aachen University in Germany is currently conducting a research project financed by the German Research Foundation in order to investigate this issue. In the course of this project the sustainability of industrial small scale mining will be assessed. Therefore sustainability indicators, an assessment system and recommendations as well as options for actions and policies will be developed, in order to evaluate current industrial small scale mining activities as well as the potential for future developments in industrial small scale mining, both from a technological as well as from the point of view of sustainability, considering economical, social and environmental chances and risks.

Most miners know that Latin America's major mineral areas are in the mountains of Mexico and down the backbone of the Andes in South America. These areas comprise some of the more rugged and challenging parts of the world's geography, and the risks of doing business in these areas are just as difficult as the impressive task of extracting and processing ores. However, Latin America does contain mineral deposits, some untouched and many to be discovered, that convince venturesome people that the tremendous effort required to mine them will be worthwhile. The rewards have often been adequate in the past. Hopefully, they will be in the future. Background The safest statement that can be made about Latin America is that the "ballgame is constantly changing." Here are some examples: Chile. Under President Frei in the 1960s, Chile welcomed foreign mining interests, even though the government was acquiring significant ownership interests in the big copper properties. Then, under Allende in the 1970s, the big mines were taken over and compensation was denied on various grounds including the allegation that extraordinary profits had been made that should have been taxed. After Allende, an about-face was made in policy; former owners of the expropriated mines received some compensation and new foreign investment was seriously welcomed. Natural stones are extensively used for construction purposes since the dawn of human civilization, due to their unique aesthetical and technical characteristics. Their production and consumption has been continuously increasing over the past twenty years worldwide at an annual rate of 8.8%. European countries lead the race of per capita consumption, with Switzerland being in the first place with a consumption of 144.7 m2 per hundred inhabitants followed by Greece, Spain, Portugal, Belgium and Italy. On the other hand, during the period 2001-2002 the generated stone wastes were 110 million tones according to EU data, from which only about 5 million tones were recycled or re-used mainly in the construction industry. These stone wastes the non-natural wastes such as oils or chemicals coming from the equipment and machinery employed for stone extraction and processing, are disposed in the environment, posing serious environmental threat. To achieve sustainable development of the stone sector appropriate methods that will prevent or reduce waste generation and disposal have to be identified and applied. In this work an extensive study of the stone waste management techniques applied in Europe is carried out, in order to identify the Best Available Techniques (BAT) that can be used according to the type of generated wastes and the waste management hierarchy: Waste minimisation, Re-use, Recycling and Disposal. The identification of BAT was performed based on 14 Sustainable Development Indicators (SDI), which were grouped into three categories: environmental, economic and social. The developed final list of BAT includes waste minimisation techniques, eco-management schemes, in-situ treatment and appropriate storage and selection.

INTRODUCTION The project described in this paper is designed to provide a standard and flexible method by which data can be exchanged among different systems and packages in common use for geo- logical modelling and mine planning, with substantial savings in ad hoc programming which is expensive and produces interface software that is difficult to maintain. Such packages include specialised applications such as Vulcan, Surpac, Datamine, and Gemcom software, and the Whittle pit optimisation programs, and more general products such as AutoCad, Microstation, and Maplnfo, and database management systems through a generic SQL interface. The data translator is built around the CSIRO Data Model and GeoEditor, and will make widely available the benefits of the Data Model by adding functionality to its implementation in an industry- standard language and style, with interfaces to important geological and mining software products used by the industry, while including also the visualisation and editing capabilities of the GeoEditor which provides the functional framework within which the Data Translator is developed. The Data Translator is intelligent in the sense that it is not a black-box solution but allows visualisation and validation of data during transfer; furthermore it provides a means for changing abstraction levels during the transfer operation. There have been few similar efforts to address this problem. It is not a problem which is likely to be solved in any general or long- term way by any individual commercial software vendor. THE CSIRO DATA MODEL A wide variety of software tools have entered the exploration and mining industries via different pathways. Examination of these pathways and the origins of the software illuminates the types of data transfer problems and difficulties which might occur in the day to day life of exploration and mining operations. In exploration, the focus is normally on a large area (>5000km2) which is explored primarily in two dimensions. For 20 exploration purposes, geographical information systems (GIs) software, image processing software, and, in some cases, 20 computer aided design (CAD) software have been employed. Typically, GIs soft- ware is used the most by lands and tenements personnel and government geological survey organisations, image processing software is used the most by geophysicists, and 20 CAD software is used the most by drafting and geology personnel. In contrast, within the mining environment, almost all activities have 3D character. In this realm, 3D CAD software and specialised mine planning and design software are important. Specialised mine planning and design software is similar to 30 CAD software, but typically has additional capabilities such as specialised modules for surveying, drill hole data operations, open pit design and optimisation, underground mine design, mining block model creation, and/or ore reserve calculations. Unfortunately, the different origins of the software in exploration and mining lead directly to problems in data exchange and the design of seamless software systems. These problems result from the different data management strategies employed by the different classes of software. In order to address these problems, CSIRO Exploration and Mining and CSIRO Division of Information Technology have been investigating the structure, character, and syntax of data and soft- ware present in computer-aided exploration and mining activities since early 1993. The goal of this effort is to 1) systematically ex- amine the breadth and depth of the data in use within exploration and mining, and to 2) promote a data organisation strategy which is broad enough and comprehensive enough to enable wiser soft- ware design and easier data transfer. In the short term a data model can be used to improve data transfer; in the longer term it is hoped that a data model framework will help object-oriented concepts to enter the next generation of geoscientific software. The data model is described in more detail by Power et al., 1995. THE DATA TRANSLATOR PROJECT The CSIRO Data Model provides a basis for a very wide range of applications in geology and mining. It has been developed over the past two years by a joint team from the Division of Exploration and Mining and the Division of Information Technology, and its principal purpose is to provide a comprehensive and self consistent model of the geometric and topological properties of geological and mining data. The project is being carried out by CSIRO with the support of Australian mining companies through AMIRA (the Australian Mining Industries Research Association). Introduction Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind backfilling process has been successful for stabilizing ground over abandoned and inaccessible underground coal mines. This article describes the systematic evaluation of potential monitoring systems that would improve backfill monitoring technology. It also details field proof-of-concept tests that were conducted on two systems and the difficulties encountered in implementing them. Ground subsidence over abandoned mines can have devastating effects on overlying urban areas decades after the closing of room-and-pillar mines. The result may be cracked foundations, ruptured gas and water lines, broken sewers, distortion or cracking in superstructures, and sinks and potholes in the ground surface. About 32,000 km2 (8 million acres) of land in the US has been undermined for coal. According to the US General Accounting Office, 8,100 km2 (2 million acres) have undergone subsidence and another 8,100 km2 (2 million acres) are expected to subside by the year 2000. Actual figures on land affected or threatened by subsidence are probably much higher, since these estimates were based on late 1960s studies. For more than two decades, the US Bureau of Mines has been engaged in stabilizing ground in urban areas having high risk potential for subsidence costing millions of dollars. Thousands of acres have been stabilized, protecting property worth hundreds of millions of dollars. In earlier years, backfilling was by in-mine stowing in accessible mines or by gravity-feed sluicing methods in inaccessible mines. Pumped-slurry methods have been used extensively in the past 10 years. More slurry can be injected for fill from fewer injection holes over extensive areas in abandoned mines. Since this method requires fewer boreholes, there is less disruption of surface facilities. An investigation was conducted to determine the feasibility of using advanced, remote sensing or monitoring technology for application in monitoring fill placement. Specifically, the objective was to develop conceptual systems for blind backfill monitoring that require fewer boreholes and give better definition than is now possible. Blind Backfilling Methods Blind backfilling operations are conducted from the surface and do not require personnel and equipment underground. These methods are applicable to abandoned, inaccessible workings. Two categories of blind back-filling are point support, practiced by civil engineers to protect individual structures or surface facilities, and areal backfilling methods, used to protect large areas against subsidence. Point Support Methods Point support methods are usually gravity-feed systems. In general, point support methods use small volumes of expensive fill material and require a large number of boreholes within a constructed site. Because of the processed material used for back-filling and the close spacing of the injection boreholes, control and monitoring often may be accomplished by borehole cameras. Areal Backfilling Areal backfilling is conducted mainly by the pumped-slurry injection process (Fig. 1). In eastern and interior coalfields, material used is often mine refuse or flyash, both being undesirable on the surface and costly to dispose of in an environmentally acceptable manner. Arseno Processing Ltd. has developed process technology for the extraction of gold from refractory ores and concentrates. These ores, which do not respond to conventional extraction processes, are rapidly becoming the primary targets for mining companies wishing to become significant gold producers. It has recently been estimated that by the mid 1990's, the annual gold production from the Pacific Basin Epithermal Arc in southeast Asia could be as high as 550 tonnes. Within this area the Porgera deposit under development by Placer, Renison and MIM, and the Lihir Island deposit under development by Kennecott have been shown to be refractory and require pretreatment before the gold can be extracted. The additional deposits which are now starting to be developed in this area are also expected to require such pretreatment. The Arseno process promises to be an economical pretreatment for these ores and to result in the maximum achievable gold recovery. Numerous refractory deposits are also known in Australia, North America, China and other parts of the world. Samples from many deposits throughout the world have been tested using the Arseno process conditions and the consistently successful results have demonstrated its widespread application. The samples which have been tested include ores in which the gold is locked in pyrite, marcasite or arsenopyrite. The process is insensitive to the sulphur content of the feed. Feed materials containing from 1 % to 50% sulphur have been tested successfully with the process. In the Arseno refractory gold process, sulphide minerals are dissolved so that the contained gold becomes accessible for subs7qu7nt gold recovery. This gold recovery is achieved by cyamdat1on of the process residue. For many of the materials which have been tested, gold extractions in excess of 95% have been achieved.

The paper outlines the reasons for and research behind the recent decision to adopt oxygen decompression in the UK. Currently used measures of decompression illness are critically appraised. The paper describes the main precautions to be taken on site to manage the fire risk from the use of oxygen underground. A summary of the initial results from the use of oxygen decompression in the UK is presented.

In Arctic surface mines, frozen ground adds to the complexity of slope stability analysis. The seasonal temperature change may thaw permafrost, and this thawed ground is often unstable. A computer program, GEODYNE, was used to simulate the movement of the thaw front in bare and insulated permafrost slopes. The simulation shows that the insulation can be used on mine slopes to prevent thawing.
