With the dissolution of the former USSR and a welcoming of foreign, minerals expertise by a host of developing countries, a "new," more international, world of minerals is open to the mining industry. However, even in the new frontier, the old laws of nature still apply. For those attendees of the 98th annual Northwest Mining convention, the adage "survival of the fittest" commanded particular attention. Miners, engineers, geologists and other unique species traveled to Spokane in December to learn of adaptations they can make to assure, or at least prolong, their place in the mineral industry's land of the living. You have heard the tales of the spotted owl and the desert tortoise, but add to this endangered list the North American mining industry. During a session on international investment criteria, D. Silver of Balfour Holdings (Littleton, CO) blamed excessive environmental regulation, 1872 Mining Law revision and the anti-mining-and-business attitude of our government for migrations from and extinctions within the domestic mining population. "We've been on a death curve for some time," Silver said, "with a lower birth rate and a higher death rate. In the last four years, we've lost 60% of the gold producers in North America, and we're down to 110 companies. The entire industry has lost about 400 companies and is now down to 2800." Unreasonable regulation founded on emotion rather than scientific fact has been the chief cause of death, according to many of the convention speakers. B.J. Kennedy, president and chief operating officer of FMC Gold (Reno, NV), emphasized, "We have accepted a regulatory environment - but we oppose being strangled to death by unreasonable regulations."

Mining has traditionally been seen as a relatively risky business. Exploration is expensive and the failure rate is high, while start-up costs commonly run to many hundreds of million dollars. To justify the risk and expense, the returns from successful projects must also be high. Accurate estimation of mineral resources and reserves is fundamental to the processes of optimising returns and managing risk in mining developments. Systematic development from initial exploration through a series of development stages enables expenditure and risk to be balanced. As a consequence, large scale modern mine are more akin to manufacturing businesses. This paper examines the life history of a mineral reserve estimate from the perspective of a large mining company against a background of modern estimation and reporting requirements. It will also touch on what constitutes, in the author's opinion, `best' practice in reserve estimation, and how this concept can be spread more widely. The Campbell gold operation of Placer Dome Inc. produces an arsenopyrite-sulfide concentrate that must be treated by roasting, biooxidation or pressure oxidation to obtain high gold recoveries. Pressure oxidation is a proven process that also meets Ontario's stringent environmental regulations. A comparison of biooxidation and pressure oxidation was completed early in 1990. Placer Dome selected pressure oxidation as the preferred process to replace the roaster. The commercial plant design was based on technology supplied by Sherritt Gordon. In July of 1991, the existing roaster operation was shut down and a new pressure oxidation plant was commissioned. The Campbell Red Lake Mine, in Balmertown in northwestern Ontario, is the first plant in Canada to use Sherritt Gordon's pressure oxidation technology to recover gold from a refractory ore body. A similar process has been used at Sao Bento in Brazil since 1986. The Porgera complex in Papua New Guinea also uses Sherritt's technology. At the Campbell Mine, gold occurs as either free gold or is encapsulated with sulfide minerals, mainly arsenopyrite, pyrite and pyrrhotite. These sulfide species are recovered from the ore by crushing and grinding to 80% -75. µm (200 mesh), followed by flotation. About 40% of the gold in the ore is recovered by gravity separation. The remainder reports to the ground slurry feed to flotation. The flotation concentrate averages about 55 to 60 t/d (60 to 66 stpd). A typical analysis is shown in Table 1. Before the installation of the pressure oxidation plant, the flotation concentrate was treated in a two-stage, fluid bed roasting circuit. Roaster off-gases passed through two parallel sets of cyclones, followed by electrostatic precipitators. Arsenic trioxide was captured in a four-chamber baghouse before the gas was discharged to a stack. The arsenic trioxide was sold or conveyed to an underground storage vault. The roasted calcine was fed to a gravity separation circuit and then subjected to cyanide leaching. Gold was recovered from the filtered leach solution in a Merrill-Crowe zinc precipitation circuit.

Any geostatistical study involves (implicit) hypotheses about 1. The distribution function 2. The drift of the data 3. The (underlying) variogram Once these are known, most other results follow from geostatistical theory. However, to date, there have been few theoretical studies on testing these implicit hypotheses. Most of the published studies in this area have dealt with the fluctuation of the variogram or the sampling distribution of the variogram (Journel and Huijbregts, 1978; Davis and Borgman, 1979). Questions regarding these hypotheses regarding a given deposit arise often. Coal geologists often infer channels and washouts on the basis of thicknesses data. Zoning is recognized in a variety of metal deposits. A test as to whether these inferences are valid on just chance occurrences would have widespread application. .It is standard geostatistical practice to "eyeball" fit variograms. In the early exploration phase when just a few pairs are available, the variogram often displays wide fluctuations and there may be considerable doubt about which variogram model to use.

As part of a program to address the long-term need to ensure adequate supplies of domestic phosphate raw materials, the Tennessee Valley Authority (TVA) has conducted considerable research on dolomitic phosphate rock beneficiation. The discovery that alkyl diphosphonic acids act as phosphate mineral depressants led to the development of several processes involving a carbonate flotation step for the effective beneficiation of these problem ores. Most recently, a partial deoiling process in which the reagent consumption is greatly reduced has been developed. The reduction is achieved because part of the initial feed is beneficiated without passing through the separate carbonate flotation step. Using this method, a phosphate product containing 30.6-30.9% P2O5 and 0.7-0.8% MgO was obtained from a Florida dolomitic phosphate pebble that contained about 23% P2O5 and 2.0% MgO. The P205 recovery was 80.8-86.5%.

INTRODUCTION The use of precast concrete tunnel liners as the initial and final tunnel lining for transit systems has been a major consideration of designers for over three decades. The obvious benefit of building a tunnel that requires only a single pass in constructing the structural lining can provide the opportunity of saving both time and cost. This technique has had worldwide application in transit systems in London, Munich, Hong Kong, Toronto to name a few. In the United States precast liners were evaluated for use on the BART System in San Francisco in the early 1960's but did not provide sufficient confidence in the sealing capabilities available at that time. In 1976 it was decided to call for bids on the Lexington Market Tunnels in Baltimore with a precast concrete liner alternative for one of the tunnel drives. This option was selected by the owner and UMTA to provide a study evaluation for the benefit of the industry. HISTORY In 1983 Washington Metropolitan Area Transit Authority began calling for a series of bids on soft ground tunnels on the Green Line, which included the option of using precast concrete tunnel liners first as an alternative to fabricated steel tunnel liners. Graphite usage in the United States during 1994 was fairly strong. The hearty showing of the domestic economy, along with sound performances from the major industries that use graphite, helped make 1994 a solid year for the graphite industry. Supply Virtually all natural graphite is imported into the United States, as there is no domestic production. The primary producers are Brazil, Canada, China, Madagascar, Mexico, Mozambique, Sri Lanka and Zimbabwe. Mozambique is a new producer. It is now supplying a high-carbon, large-crystallite flake in large quantities. Sri Lanka continues to experience problems with one of its two mines, closing operations in December 1994. The synthetic graphite used domestically was produced primarily in the United States as a byproduct of electrode production. Synthetic graphite was also imported from Switzerland for specialized applications. The purified graphites/carbons, such as Desulco and ThermoPURE materials, were also produced domestically. There was a sufficient supply of all types of graphite to meet domestic demand.

EPA announced, when they proposed to set a potable-water limit on cyanide, in August, 1990, that they had never encountered cyanide in a :sample of potable water, but they felt this was a sufficiently toxic and common material that it should be covered with a specification. The writer worked with both the American Mining Congress and the Aluminum Association in responding to their proposed spec. of 0.2 ppm max. of "cyanide" in· potable water. Although there are many subcategories of "cyanide", they failed to specify which type they meant.

1- Importance of Shafts for the Exploration and Extraction of Coal Deposits Coal mining in the Federal Republic of Germany is carried out in a depth between 800 and 1200 m below sea level (Fig. 1). The shortest connections underground in a mine and up to the surface are vertical shafts. Such shafts assume, with ventilation, manriding and the winding of material, the most important functions for the maintenance of mining operations. In the German coal mining industry, a difference is made between the main shafts providing a direct access from the surface to the deposits, and the so-called "blindshafts" which serve as a connection between two or several haulage levels underground. Gasification of carbonaceous energy carriers with simultaneousCO2 removal is a new and interesting alternative e.g. ZECA [1],HyPr-Ring [2], AER [3]. In the ZECA process lime supported Hydrogen generation from Methane is a basic process unit and the Hypr-RING process investigates Hydrogen generation from hard coal with addition of lime. Here the main objective is a further development of the AER process. High energetic efficiencies for gasification in the range of 90 % can be achieved if the humidity of the energy carrier is already sufficient for steam reforming reaction. The aim of the overall process is upgrading coals and biomass yielding into three valuable products: • A fuel gas ready for power generation • A CO2gas stream containing >95%, ready for transportation to disposal or chemical fixation • A pre-calcined feed for cement clinkering consisting ofCaO and coal ash Thus power generation and gasification are independent. A promising industrial application is the combination of gasification and cement production. Then only one additional reactor is required and the precalcination mass flows have to be increased.

Since 500 B.C. Mt. Penteli has been famous as white marble production site, which provided the birthstones for the construction of Athens Acropolis and Parthenon. The Aloula quarry belongs to ?Dionyssomarble S.A.?, a commercial and industrial marble company, which retreated after 1940. Disturbance in the site was minimal since then. In July of 1994 the reclamation started by a group of quarry workers from Paros, already familiar with traditional marble quarrying techniques, unchanged from antiquity to 1940. The project was complete in 1997. Our main objectives have been to show respect to the area and the art of people, to let nature guide our choices, to use only local stone as a construction means, to imitate the old construction rules and to turn the land use into amenity and civilization. Aloula quarry will become a site restored for amenity and civilisation, including ancient quarrying techniques. The restored quarry is already open to the public, though to a small number of visitors, and soon will become an amenity park and an open space museum of the ancient quarrying art.

The separating efficiency of a flotation column is largely limited by the degree of back mixing of tailings into the froth zone, and the recovery is limited by the degree of short-circuiting of feed to the tailings. Current columns are typically constructed very tall (30 to 40 ft) to limit the effects of back mixing and short-circuiting. These effects can also be reduced in a much shorter column, provided that the flow in the column approaches plug flow. In this work, horizontal baffles were shown to improve the performance of a 6 -ft laboratory-scale flotation column treating a poorly floatable coal. Tests with variations in the baffle positions showed that baffles are needed both above and below the feed inlet to achieve the greatest benefit. Tracer tests with a fluorescent dye in water showed that baffles reduce the amount of feed water entrained in the froth at any given coal recovery.

A century of experience with mechanical excavation machines is beginning to pay dividends to the mining industry. Mining is moving from mechanical excavators to mechanical miners. These mechanical mining systems are poised to make a significant impact on hard-rock mining, both underground and surface. Mechanical mining machines have had a long and successful career in coal and evaporites ("soft-rock") mining. Unlike most mechanical hard-rock mining, these systems actually mine ore. For example, the most productive underground method has been, arguably, longwall mining. Mechanical excavation machines are mostly used in civil tunneling or in driving mine openings such as vent shafts. Civil tunneling is a notable mechanical excavation success. Even with its high capital cost, a tunnel boring machine (TBM) can drive kilometers (miles) of tunnel at very low cost. In hard-rock mining, mechanical excavators bore tunnels, raises and shaft openings in the mine, but rarely mine ore. Like the soft-rock miners, their contribution to mining is important and their development must continue. Generally, they are used as excavators not miners. Current trends guarantee development of true general-purpose hard rock mechanical mining machines. Mechanical miners will become a complete mining system and will determine the design of the mine. Mechanical methods will reward the operator with lower costs and high productivity.

In 1990, the United States became only the second country (after China) to produce more than 900 Mt (1 billion st) of coal in a single year. US production of bituminous and subbituminous coal, lignite and anthracite totaled 933.5 Mt (1.029 billion st) in 1990, 5% more than in 1989. The production gains were largely due to the rebuilding of depleted coal stockpiles by electric utilities and a surge in US coal exports. Domestic coal consumption essentially remained at its 1989 level. A slight increase in electric utility coal consumption was partly offset by a decline in metallurgical coal use. The use of coal in other industries and in the residential-commercial sector remained virtually flat.

The use of explosives in deep rock mining carries conventional blasting technology into a relatively new and unexplored realm. Although bill ions of pounds of explosives are used fairly routinely in mining, quarrying, and construction, almost all of these uses are surface blasting. Most of the in sib processes that are proposed for recovery of mineral or energy resources require the creation of high permeability to provide well defined flow paths in the resource bed. At present there is very little information on the fracturing produced by explosives deep in the earth, and the technology for using explosives in deep rock mining is just evolving. A qualitative understanding of the applicable mechanisms in deep rock fracture leads to some key parameters in the selection of explosives for deep rock mining. The selection and characterization process involves a careful analysis of the field environment and the establishment of tests to determine candidate explosives response to planned and accidental stimuli. The details of this selection and characterization process are given for a few candidate explosives. The use of explosives in deep rock mining must be considered as one of the possible tools for recovery of yet untrapped energy and mineral resources. A basic understanding of explosive deep rock fracture will allow optimum selection of explosive processes or other more appropriate methods for recovery of energy or minerals from a particular resource area. The results of some experimental studies are discussed.

This paper addresses the question ?What constitutes the right level of investment in community goodwill?? Mining companies are still grappling with this subject even though the business case for community investment has been accepted at a general level, as a strategy for competitive differentiation, risk mitigation and a desire to deliver - and to be seen to deliver - a ?net benefit? to affected communities. Gaining senior management commitment to long term social projects, by definition characterized by uncertainty and complexity, is made easier if projects are shown to benefit the site?s strategic goals. Case study research amongst mining companies, including interviews with social investment decision-makers, has assisted in developing a SI-DAT (Social Investment Decision Analysis Tool), a decision model for evaluating social projects in order to create value for both the company and community. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking access to required lands and peaceful relations, to how they can meet their business goals and contribute to regional development.

A 300 m deep test hole at Ontario Hydro's Darlington nuclear plant site, 65 km east of Toronto, was used to determine the state of stress in the Paleozoic limestones (O-22O m depth) and the Precambrian granitic gneiss (220-300 m). The results of the hydrofracturing measurements indicated a state of high horizontal stress along the depth of boring and a consistent orientation of principal stresses in each geologic unit. These results were confirmed by a borehole TV camera survey, and by overcoring tests. The magnitudes and orientations of the measured in situ stresses were used in a feasibility study of siting an underground nuclear plant, and in particular in the geotechnical design of proposed reactor caverns in Precambrian rocks. Their implications on cavern stability under operational and accident conditions were analytically studied, taking into consideration the potential superposition of thermomechanical stresses under loss-of-coolant condition, and the possibility of thermal spalling in the host rock.

Linear programming on desktop computers is commonly used to optimize coal blending proportions. The objective function is usually the cost of the blend. The constraints consist of materials and heat balances as expressed as linear functions of the blend. This is illustrated in Example 1. Inclusion of a sulfur compliance constraint in more complex because the maximum permitted sulfur percentage is not a pre-specified constant. Rather, it is a function of the calorific power of the blend itself. The current limit of 1.2 pounds of sulfur dioxide per million Btu may be expressed as: [Sulfur Max%= 0.6 . Hl10,OOO with H in Btu/lb.] A proper constraint equation may be formed by defining for each coal a function that is the difference between the actual sulfur percentage and the maximum sulfur percentage. This may be regarded us an excess sulfur percentage. For Coal A of Example 1. this would be: [ Sulfur Excess%=0.5-0.6 13,000/10,000=-0.28] This value would be used as the coefficient of the weight proportions of this coal in the blend. The complete constraint equation would then be the sum of such terms for each coal set less than or equal to zero. This is illustrated in Example II. [ ]

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration (MSHA) has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and re¬sponse of mine personnel in mine emergency situations. The MERD program simulates problems that may occur in underground mine fires and explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, industry, labor and state government personnel. This versatile program is easily adapted to suit various training requirements. In 1992, a Mine Simulation Laboratory was built at the Natinal Mine Health and Safety Academy, Beckley, WV, to improve training for mine emergencies and prevention and fighting of mine fires. This facility is capability of simulating a coal mine and metal-non-metal mine for training purposes. It has been included in the MERD program to provide realistic and practical training for mine rescue teams and MERD partici¬pants in advanced mine emergency operations. The objectives of the MERD program are to improve the organizational and management skills of the participants in a rescue and recovery operation and provide a better understanding of the importance that various roles have on the overall organization and the importance of their interaction. The MERD program is not intended to provide the participants with all of the abilities and knowledge required to respond effectively to a mine emergency. Rather, it is intended to give the participant an opportunity to experience the emotions, frustrations and successes of a mine emergency without having to actually be involved in one. The participants are expected to return to their regular jobs with a greater appreciation of the environment in which emergency operations take place. Experience in mine emergencies is extremely limited in the industry today. The participants are encouraged to use the knowledge gained during a MERD program to develop or enhance a mine emergency plan suitable to their needs.
