Mine planning and production scheduling in surface mines are basically iterative processes which are ideally suited to the use of computer-based techniques. Both processes are truly three-dimensional and lend themselves to the application of 3-D interactive graphics. Until recently, this has applied the need for the costly, dedicated graphics screens and mid range minicomputers. However, ongoing advances in processor chip design led to the emergence of inexpensive and powerful 5 to 10 Mips desktop work- stations. These workstations have the processing power to support rapid, high resolution, 3-dimensional graphics. By combining these workstations with powerful 3-D CAD software and, with a suite of comprehensive mine planning and scheduling applications, Mincom has developed a most cost effective solution to modern mine planning challenges.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

6.1 INTRODUCTION The three most critical factors in successful heap leaching operations are: • The methods employed to pretreat ore (i.e, crushing and agglomeration); • Placement of ore on the leach pad (heap building techniques); and • Wetting of the ore with cyanide (solution application techniques). Improper execution of any of these initial steps may result in a substantial sacrifice of total metal extraction or, in the worst case, in project failure. Ore preparation in terms of crushing and agglomeration was discussed in Chapter 5; this chapter therefore focuses on commonly employed techniques for heap construction and solution application. The main objective of heap construction is to obtain the most homogeneous heap possible. "Channeling" of leachate in heaps with preferential seepage paths leads to preferential leachate distribution and uneven/incomplete extraction. The two main contributing causes of channeling are inadequate attention to heap construction and uneven solution application. These pitfall s can best be avoided through a knowledge of the various techniques available and the applicability and success of these techniques with various ore types and site conditions. The remainder of this chapter provides a discussion on these two subjects. 6.2 HEAP BUILDING TECHNIQUES Successful heap building techniques vary with the type of ore and, since no two orebodies are exactly alike, some slight modifications are usually necessary for each specific project. However, it is possible to generalize in terms of the appropriate techniques to be used with ores having similar characteristics. This section discusses the three most commonly used methods of heap construction and provides some guidelines with regard to ore types, construction constraints, and lift height parameters for each of the three. 6.2.1 Run-of-Mine Dumping and Dozing The run-of-mine method of heap building can only be used with ore of a highly silicious nature (i.e., ore which will not generate a large amount of

Since the Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977, coal mine reclamation has been restricted from utilizing bluff-1ike features in permanent reclamation. This restriction is based on those provisions of SMCRA which require the elimination of all highwalls. In 1987, the Wyoming Mi ni ng Association began an effort to acquire the ability for coal mines to utilize bluffs in permanent reclamation for the purpose of enhancing the post-mining land use. The regulatory reform approach being uti1ized includes formation of a work group with members from industry, government, agriculture, and environmental organizations to prepare a proposal. Advantages of this approach are discussed.

In designing mine workings and adequate roof supports, it is indispensable to determine properties of the strata surrounding the workings. The proper selection of roof supports is based, before everything else, on a thorough knowledge of the roof rock strength, especially tensile strength. This parameter is a vital factor in the delamination of roof rocks and eventual cave-in. It is also important to know the properties of the floor on which the roof supports are set. While driving galleries, it is essential to know beforehand the strength of rocks that will be encountered in the near future during the work. The devices described will help to obtain this information.

This paper presents an approach for developing a Sustainable Development Indicators (SDIs) framework tailored to the Greek Industrial Minerals sector, due to its importance for the national economy. To achieve this goal, an overview of the Greek mining and minerals, and especially the Industrial Minerals sector, from a technological and a financial perspective, is presented. In addition, a brief description of the global initiatives to this direction is given. The proposed indicators are based on those presented in 2006 by the Greek Mining Enterprises Association (GMEA) adjusted for the sector of industrial minerals by taking into account economic, environmental and social issues, known as the Triple Bottom Line (TBL) approach.

Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

An extensive geotechnical instrumentation program was undertaken during the construction of a 6.7 m (22 ft) inside diameter tunnel to monitor the ground-structure response and to check assumptions made for design. The tunnel was advanced through sedimentary and igneous rock using a fully shielded tunnel boring machine (TBM) with both temporary support and final lining provided by precast concrete liner plates erected in the tail section of the TBM. The parameters measured and evaluated include rock deformation, strain in the precast concrete liner, changes in tunnel cross section and groundwater response. In addition, an automated camera system is described which was mounted on the TBM to provide a continuous photographic record of the bedrock conditions exposed at the tunnel springline. The performance of various types of instrumentation equipment in an underground construction environment is also evaluated.

This work presents the experience of Cia. Vale do Rio Doce in using Diagnostic Leaching tests to characterize refractory ores and CIP tailings. With the diagnostic leaching results of the highly refractory gold ore from Maria Preta Mine (Brazil), a process flowsheet was defined for a feasibility study of possible process modification on the existing plant. With CIP tailings from its Fazenda Brasileiro and Caué operations the amount of cyanidable gold was determined to aid plant optimization.

In mid-1975, the United States Borax & Chemical Corp., a member of the RTZ group, engaged Computing Associates, Inc. (CAI) in a continuing project to model their operating property at Boron, CA, with the goal of computerized assistance in medium- and long-range open-pit mine planning. Their property, 161 km (100 miles) northeast of Los Angeles, is the largest producer of borate minerals in the world. Because of unusual geological complexity, this unique deposit presents interesting problems in computer modeling, compared with the coal, uranium, and other metallic deposits with which CAI ordinary deals. Mine planning for Boron has historically been based on manually plotted contour plan maps and cross sections, with geological reserves derived from manual triangularization of the drilling pattern. Standardization and reproducibility of log interpretation, contouring, and reserve calculation were principal goals of using the computer. Additionally, it was desired to shorten both the time and cost of a planning cycle, while at least equalling the accuracy of the manual planning. The present recovery plant processes only water-soluble borates; at some time in the future it will be necessary to recover acid-soluble borate minerals as well. With computer assistance the economics of this changeover point can be more thoroughly evaluated.

Introduction Mining operations require maps for each phase of project development. Engineering plans, cross-sections, and isometric drawings are also needed. Maps are used for geologic interpretation, reserve estimation, permitting, property acquisition, site studies, development work, and production. Maps and drawings are essential to mining. They provide needed information. Generating these products, however, requires many manhours. The filing and organization of maps and drawings is cumbersome, due to their size. Major map changes can necessitate the production of entirely new documents and, thus, additional manhours. The volume of maps and drawings generated in the life of a single project can be extensive. For example, some utility companies have data bases containing more than a million individual maps (one reported eight million). These problems were considered necessary evils in the past. Now, with the automation of map and drawing production, improvements can be realized. Computer-aided mapping and design offers a new approach for the production, management, and storage of drawings and maps. This approach promises benefits in time management, productivity, efficiency, and flexibility. In all economic projects, the bottom line is cost reduction. And implementing computer-based mapping and design techniques can lower costs and increase project profitability. AM/FM/CAD/CAM Automated Mapping/Facility Management (AM/FM) and Computer-Aided Design/Computer-Aided Manufacturing (CAD/CAM) are becoming buzz words in the engineering world. Most relevant to mining are the concepts of AM and CAD. These terms relate to the application of computers, specifically computer graphic technology, to mapping and design. CAD refers primarily to the design of components and structures in two and three dimensions. But it can apply to the three dimensional modeling of mine workings, ore bodies, and geologic structures AM refers to the automation of conventional map production. AM/CAD systems use computers to store, manipulate, produce, and update drawings and maps in two and three dimensions. Ideally, the calculating capabilities of computers are also used in conjunction with design and drawing generation, offering capabilities not available with conventional, manual mapping and design processes. To better understand concepts associated with AM and CAD applications, the understanding of a few computer-related terms is necessary. Table 1 explains some of these terms. System Features The capabilities of AM/CAD systems are based on viewing transformations. These are the basic, manipulative tools by which AM/CAD packages generate visual representations of data. Examples include the rotation of a three-dimensional object through space, the expansion or contraction of maps to fit a given scale, enlargements of small areas on maps or drawings for detailed viewing, and the generation of cross-sections from three dimensional data. Historian and storyteller, Duane Smith, will be the keynote speaker at the National Mining Hall of Fame's 10th anniversary induction banquet on Saturday, Sept. 6,1997 in the Museum Convention Center at Leadville, CO.Smith is a professor of history and southwest studies at Fort Lewis College in Durango, CO. He is also an award-winning author of 28 books about the West and mining. Hall of Fame Board Chairman Richard Moolick said the induction banquet event will mark the National Mining Hall of Fame and Museum's 10th anniversary in its Leadville facility, a century-old Victorian schoolhouse. Karl Elers, chairman of Battle Mountain Gold in Houston, TX, will be the master of ceremonies. He is a member of the National Mining Hall of Fame and Museum's board of directors. The six inductees into the National Mining Hall of Fame will be enshrined by Thomas Falkie, president of Berwind Natural Resources of Philadelphia, PA. He is also chairman of the Mining Hall's board of governors. The six inductees will join 132 mining greats who were previously honored. The black-tie (optional) banquet will be highlighted this year by guests who prefer to don 1890s dress for the occasion in the old silver-mining boomtown. A cocktail reception and open house will precede the banquet, with tours of the district and special events to follow on Sun- day, Sept. 7.

In 1990, the Chino Smelter completed the construction of a plant designed to recover metal values and water from smelter scrubber effluent. Equipment was installed to maximize effluent recycling and minimize costs. The process utilizes magnesium hydroxide as a neutralizing agent which has the advantage of precipitating copper from solution with minimum generation of solid reaction products. The neutralized stream is clarified, with solids recycled to the smelter for metal recovery while the clarified effluent is recycled to the concentrator for use as process water.

Skam deposits considered as porphyry copper deposits have been classified into three basic prospecting models: (I) the skam deposit associated with a mineralized intrusive (Pima-Mission), (2) the deposit associated with a barren igneous stock (Ertsberg), and (3) mineralized rock that seems to have no clear association with apluton (Phoenix). Pima-Mission, Christmas, and many other copper-bearing skarns developed in carbonate sequences near mineralized intrusives form an important part of the deposit. Historically, copper derived from the mineralized intrusion accounts for less than half of the metal produced by most porphyry mines, as most mineralization occurs in the intruded rocks. Skam mineralization is an important part of wall-rock metal deposition, because carbonate sequences are preferentially replaced by sulfide and skarn minerals. Exploration for skam mineralization is an important phase of porphyry copper exploration. Impure carbonate beds can become better host rocks for skam deposits than pure carbonates, and these in particular should be included in porphyry-exploration programs if the impure strata are cut by the stock. Skam deposits can also form near stocks that are barren of sulfide. In this model, the two best ore guides are strata favorable for mineralization (usually impure carbonate beds) and the intrusive contact. Faults can also act as important ore controls. Some skarn deposits form that have no clear genetic connection with a stock, although intrusive rocks are known in the district. In such cases, the best ore guides are strata and district-wide faulting. Dikes and sills are also common and mineralization can locally prefer their contacts even though the igneous rocks are barren. Skam minerals are influenced by the chemical composition of the carbonate. Forsterite, brucite, tremolite, and talc are common in skams developed in dolomitic beds. Skams derived from calcic beds often contain wollastonite, calcite, stilbite, or idocrase. Diopside, however, is a common accompaniment of copper sulfide in skam regardless of the original composition of the carbonates. Tremolite and possibly other amphiboles and chlorite can occur significantly in the zinc-lead portion of skams. Gamets occur in magnetite, copper, and zinc-lead zones of skams, but are not as diagnostic as diopside for the copper zone or tremolite for the zinc-lead zone. A general desciption of skam-deposit mineralogy can be used to construct prospecting models of porphyry copper skams. An abstract of such a description follows.

Nevada Goldfields' Aurora Mine consists of a 270 mtpd (300 tpd) precious metals mining and milling facility located 28 miles southwest of Hawthorne, Mineral County, Nevada and lies within five kilometers of the Nevada-California border. (Figure 1) Ore production presently is derived 85% from an open pit source with the balance from underground. The Aurora Mill is a compact conventional cyanide plant utilizing a carbon-in-leach extraction process followed by stripping of loaded carbon and electrowinning at Nevada Goldfields Kingston Mine, located near Austin, Nevada. Production commenced in December 1987 and annual gold production is currently 20,000 troy ounces of gold and 22,000 troy ounces of silver per annum, produced at an average cash cost of $178 per ounce of gold. Tailings handling at, Aurora was originally accomplished using a belt filter press producing a solid cake that was then transported to a final storage area. Although overall operating costs at the mine were' in the lower percentile of producing gold mines, the tailings handling portion of the operating costs were inordinately high.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. Plant management determines which individuals or groups of employees are accountable for the following functions:

INTRODUCTION The Washington, D.C. rapid transit system (METRO) when completed will consist of 98 miles of double track rail. Fifteen miles will be tunneled in rock and 12 large underground rock chambers will be constructed at station locations. The University of Illinois is under contract to Metro to provide observations and instrumentation services in the initial phase of construction. The work is coordinated through DeLeuw, Cather & Co., the General Engineering Consultant to Metro. The program is designed to monitor construction conditions as well as to provide information useful for the design of future rock tunnels and rock chambers in the Metro system. This paper presents the results of observations in the rock tunnels constructed to date. Most of the observations are in a 5000-ft-long, 30-ft-wide, double track tunnel in downtown Washington, D.C. Observations were also made in single track tunnels, shafts, enlargement areas, and pilot tunnels, and are being made in a large rock chamber 700 ft long, 76 ft wide, and constructed at shallow depth in a schistose gneiss. One of the major objectives of the observational program was to determine the orientation and character of joints and shear zones and to evaluate their effect on support requirements for various tunnel orientations and configurations. The consistency of geologic features throughout the Washington area has made the results of the initial study applicable to evaluation of support requirements on future tunnel contracts. The first section of this paper summarizes the geologic conditions in the tunnel and their effect on overbreak and rock movement.

An expert team consisting of geology, civil, and mining engineer professors was organized to investigate several problems of longwall mining in three mine sites including: site investigation, panel layout and support selection, overburden strata movement, surface subsidence and structural damages, slope, stability, well and stream dewatering, etc. The results include the development of a PC software package such as powered support selection, Surface subsidence prediction, optimum panel dimension, and pillar design.

Mineral sands mining for ilmenite, rutile, and zircon will disturb over 2,500 ha of prime agricultural farmland in Virginia and North Carolina (USA) over the next 20 years. Mining of the Virginia deposit was initiated in 1997 and approximately 750 ha have been disturbed to date with approximately 150 ha reclaimed to support a mix of agricultural post-mining land uses. While considerable university research and corporate effort were devoted to developing environmental management systems and reclamation protocols for these lands, specific indicators of sustainability and restoration success were lacking. By 2003, it became apparent to the mining operator (Iluka Resources), local land-owners/farmers, local government, and the regulatory authority that testable indicators of reclamation success were essential for long-term sustainability. Virginia Tech worked cooperatively with all stakeholders to review the pre-existing research base and to propose reasonable expectations of post-mining soil productivity levels. The state regulatory authority reinforced its position on a number of associated issues including necessity of topsoil return and specific comparative crop yield targets. Virginia Tech, Iluka Resources, and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45-ha research demonstration farm where the effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Corn and wheat yields in 2005 and 2006 were significantly above county average yields (regulatory target level) and approximately 75% of undisturbed adjacent prime farmlands. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry.

Anything to do with radioactive waste disposal in these days is regarded in a very negative light and with the thought that no possible good could come of anything connected with it. However, it should be remembered that the Austrian government's disposal of some tailings from the Joachimsthal mines resulted in what was probably the most important scientific discovery of this century. In 1898 the Austrian government agreed to give a Polish research assistant working at the School of Physics in Paris one ton of tailings to enable her to carry on her research. Her meagre stipend and the lack of a research grant did not allow her to purchase the ore which was relatively expensive. The uranium oxide in it being used to colour the famous Czechoslovakian glassware. As we all know, from this ton of ore Marie Curie by her own physical labours extracted one gram of radium. When she started this research she was pregnant with her first child. Nothing of course was known at the time about the biological effects of radiation. Very shortly, of course, the acute effects such as skin burns were observed but it was some years before the chronic effects were noted. It is impossible to estimate to what cumulative amount of radiation that Marie, Pierre and their daughter Irene were exposed but it must have been enormous and it took its toll. Marie complained for many years of fatigue and exhaustion and at one point she was seriously ill with some kidney problem which was probably due to toxic effects of ingestion of uranium. She lived until she was 67, however, and died of leukemia. Her eldest child, Irene, who carried on her work, did not live as long; she died of leukemia at 57. The other daughter, Eve, related how her mother and she went on a skiing holiday not many years before her death, and how her mother at this time would swim 300 meters at a stretch. (Curie, 1937). This suppleness of limb could have been due to the anti-inflammatory action of radiation. Even today, patients in France with certain types of rheumatic conditions are treated with injections of radium, where other anti-inflammatory drugs such as aspirin or cortisone have not worked.
