With the rise in construction claims in public works contracting over the years, the use of Dispute Review Boards (DRB’s) in underground construction contracts has become quite common. However, in order for the DRB process to be an effective tool, there must be complete trust and confidence in the Board members and their adopted procedures by both the owner and contractor. This can be difficult in an industry where Board members and contractors may be well known to each other, while an owner maybe involved in a large complex underground project only occasionally. Using case histories, this paper will discuss some recent experiences with the DRB process from an owner’s perspective.

The 1980s marked a boom in gold mining and exploration in the United States particularly in the state of Nevada which lifted this country to second place in the world, after South Africa, in gold production. With this boom came many positive aspects such as increased employment, increased investment, increased payment of federal and local taxes, higher purchases of goods and services and higher expenditures on social and economic uplift programs. With the arrival of Minera Yanacocha in Peru in 1992, the gold mining boom shifted to this country which has lifted Peru to first place in Latin America in 1996 and ninth place in the world in gold production. As in the case of the United States in the 1980s, similar positive impacts are being felt throughout Peru in the 1990s.

Modern improvements in hydrogeology make it possible to predict with good reliability the performance and cost of ground water pumping systems in many tunneling situations. The testing and analysis techniques are presented. Data from the Buffalo NY LRRTS (1978-1980) illustrate the successful application of the technique for tunneling in rock. Data from the Red Hook Interceptor Tunnel in Brooklyn NY (1978) illustrate the application in soft ground. The Red Hook project also illustrates concerns for the side effects from dewatering, such as ground settlement and damage to timber structures. At Red Hook protective measures included compressed air, artificial recharge and controlled dewatering. Given the uncertainties of the underground, the possibility of unexpected situations must be considered. A hard rock sewer tunnel in Atlanta, Georgia (1982) illustrates an unexpected problem, and the emergency measures used to solve it.

Cyprus Sierrita is a major producer of copper and molybdnum from its Sierrita and Twin Buttes open pit mines south of Tucson, Arizona. Both pits were started in the late 60's and are in excess of 1500 feet in depth. Sierrita has utilized a Cat 992C Remote Controlled Loader since January 1993. The loader was justified to increase SAFETY and PROFITS at Sierrita. It has exceeded all expectations. As of June 1993, it had produced additional profits totaling more than $1,500,000.

Heap leach pad liners are important to leach operations for maximizing recovery of gold bearing solutions and minimizing potential environmental impacts. Liners must be designed so that they can be built economically, but careful attention must be paid to the potential for liner damage during installation or placement of ore on the completed pads. This paper summarizes field experience gained on several leach pad construction projects in Nevada. Both soil and synthetic membrane installations are discussed. Emphasis is placed on principles that should be considered during design to provide economical and practical leach pads.

Gallium scrap is obtained from many different sources, therefore each lot received has to be evaluated and then processed accordingly. Some of the problem areas are separating small amounts of gallium from large concentrations of iron, eliminating trace amounts of gold, silver, copper, germanium, tin, and zinc from gallium, and having the flexibility to process each lot of scrap individually Following gallium from the raw scrap material to the final seven nines pure product requires stringent quality control and excellent analytical capabilities.

Airblast, the focus of the paper, is defined as blast induced atmospheric pressure waves. High overpressure levels may cause breaks of windowpanes, and plaster cracks. Additionally many mines come across psychological responses of residential areas. In this paper the monitoring of air blast is explained and evaluation procedures are defined. The allowable limits of the air blast are presented. The scaled distance approach developed for the prediction of airblast is explained. For the very rapidly growing cities, like Istanbul, the required raw materials for the construction industry are supplied from quarries in the vicinity or from inside of the city. With further growth of the population density, many quarries approach suburban areas and it will be more important to minimize the adverse effect of the blasting operations in the near future. In this paper the airblast levels that monitored in Cendere Region Quarries near Istanbul are presented. The suggestions put forward to control airblast levels.

Complex polymetallic sulfide ore deposits occur in Tohoku district, northern part of Honshu island, Japan. The ore is locally called "Kuroko” ( black ore ) and is compactly composed of fine grained sulfide minerals of such principal metals as copper, lead, zinc and iron. Currently one of Kuroko mill plants is producing such concentrates as copper, lead, zinc, pyrite, barite, and clay minerals, mainly employing differential flotation techniques. This paper describes briefly the progress of techniques in Kuroko processing over the past thirty years and also the present state of Kuroko processing and its challenges to be studied and overcome in the future.

Microscale studies involving an ultrafast load cell have been shown to provide direct and accurate measurements of particle strength, particle fracture energy and particle breakage functions under different loading geometry conditions. The effect of grinding media size, shape, density and surface properties on the energy efficiency can be quantitatively determined for different materials to be ground. The applications of microscale comminution studies have been demonstrated to provide good predictions of grinding mill performance with different grinding media.

Adsorption experiments were conducted at two different solid loadings to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region 11, while surface precipitation was predominant in region I11 along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

The concept and operation of novel shaft sinking systems utilizing roadheader-type cutter booms, including mucking, conveying, and hoisting installations, are described. Selection criteria, performance data, and economic considerations for various shaft excavators are presented. Various applications of this low-cost and flexible system for civil engineering and mining projects will be discussed. The cutter booms can work in both soft ground and competent rock. Furthermore, the novel excavator can operate in ground stabilized by grouting, cementing, and freezing. The flexible cutting system can be used both for excavation of shafts, foundation pits, slopes, and for tunneling (drifting).

Precious metals exploration is increasingly involved with concealed, deeper-seated gold-silver deposits which exhibit considerably more challenges to the geologist than near-surface, oxidized ores. The clays in Eastern Washington occur in a variety of forms and are extracted for uses in Face Brick, paper coatings, and aggregates. Not in large volumes in comparison to other areas, not even from impressive large mines. However, mans utilization of these clays has progressed from historical clay tablets to the present technically oriented manufactured products of today. White Face Brick, perhaps the whitest produced anywhere is the unique product produced by INTERPACE CORPORATION's Mica Plant from these unusual clays. It is this basic characteristic feature of the clay's in the Mica area that differentiate them from the other clay's in this belt. ORIGIN The significant properties of clay's used in Face Brick are plasticity, fired color, fired strength, dry and fired shrinkage, the PCE or Pyrometeric Cone Equivalent, and extrudability. Testing clay's for these properties is standard laboratory procedure. No two clays are alike, and seldom can one clay be substituted for another. Mica White Clays respond favorable to all these properties, but more especially, the Mica Clays fire to a brilliant white color, from almost the natural state. The geologic history of Eastern Washington is largely conjectural because of the absence of rocks representing segments of geologic time. The oldest rocks in this area are the argillaceous and arenaceous sedimentary rocks which have been slightly metamorphosed. These rocks have been correlated with the Belt Series of the Pre-Cambrian age, although some may be older. The authors investigate the use of froth flotation to remove carbonaceous material from Carlin gold ore. They also study the effect of type and concentration of various oils as flotation collectors and of sodium silicate as the dispersion agent on the overall recovery of carbonaceous material. And they examine other variables affecting froth flotation efficiency, including particle size, pH of the solution and temperature. Han and Chen also investigate the effect of reduction and oxidation of carbonaceous material on froth flotation efficiency. This investigation showed that aromatic type oil was the most effective collector. And the authors also found that oxidized carbonaceous material was difficult to float unless the oxidized portion was subject to reduction before flotation.

The computer program SYGRISIS estimates number of units of equipment and operating costs on the basis of yearly production for different loading (wheel loader, LHD, digging arm loader) and transport (truck, train, conveyor belt, hoist, pump) equipment either individually or in any specified combination. Input data are yearly capacity, working time and technical data for the equipment. For the cost analysis input data are technical quantities and unit costs. SYGRISIS is written in TURBO Pascal and can be used on IBM compatible PCs with MS-DOS operating system.

Bentonites and bentonite containing sealing materials are used since many years for sealing purposes in foundation, dike construction, hydraulic engineering and landfill construction, especially for encapsulation of old waste deposits In the near future compacted bentonites will be important components of multi-barrier systems for dry charge of old mines, for underground disposal of hazardous or radioactive wastes. Because of their exceptional physical, structural and chemical properties, bentonites are offering manifold possibilities to protect the environment against the negative effects of dumping grounds. Often the compliance with legal regulations for waste dumping or the isolation of contaminated areas is possible only by using bentonite containing sealing systems. The essential properties of bentonite, bentonite containing building materials and the different techniques of making horizontal technical base liners and vertical cut-off walls are explained. For horizontal technical base liners the adsorption ability, the ion exchange capacity and the swelling behavior of bentonites are important. For cut-off walls bentonite controls the rheological behavior of the slurry and is responsible for the low permeability of the hardened bentonite-cement-wall. In the multi-barrier systems of repositories for chemical or radioactive wastes compacted bentonites are considered to be favourable sealing and backfilling materials because of their high swelling capacity, their adsorption and ion-exchange ability and their plasticity in water saturated state.

Flotation performance varies widely as feed conditions change. Maintaining metallurgical targets has proven almost impossible without automatic control. Traditional control methods and procedures are inadequate. Using on-line x-ray analyzers, reagent control and accurate froth level control with flotation models and "Expert" computer control systems has improved metallurgical performance significantly. Examples of actual plant cases are described as well as the expert system methodology.

The three key parameters of mine fires are local airflow velocity, temperature and oxygen concentration. According to the theories of seepage in porous media, heat transfer and heat dispersion, mathematical models were constructed based on the three parameters. The models can be used for early prediction of mine fires and for estimation of the level of spontaneous combustion. Proper use of the models can assist in preventing and controlling mine fires.
