The paper contains knowledge that have been achieved when the problem of airflow temperature and humidity changes prediction in mine airways was investigated. The substance of physical processes has been consistently applied. The methods of dry-bulb and wet-bulb temperatures calculations can be applied in any type of mine airway. The exceptionality of auxiliary ventilated airways is in the original solution of so called losing air flowing when a ventilation pipe is leaky. The combination of aerodynamics and thermodynamics solutions enable to determine climatic conditions on projected workplaces with a sufficient accuracy.

The geostatistical estimation of the reserves of an ore deposit is highly dependent on the quality and stability of the variograms of the sample grades. Gold deposits commonly show a skewed grade distribution. The few high grades at the tail end of the distribution produce unstable variograms that are difficult to model. If these grades are cut to a lower grade value or removed, more stable variograms are obtained. However, outlier grades may make a deposit economically viable, and their cutting or removal should be treated with caution. To reduce (but not to eliminate) the effect of high grades, a transformation of the raw data can be performed. Most commonly used transformations are: logarithm, gaussian anamorphosis, rank and indicator. Variograms of the transformed grades are resistant to high grades and present a clear structure. The weak point of data transformation appears when grades are estimated by kriging; the estimates are very sensitive to slight variations in the parameters of the back-transformation. More robust variogram estimation procedures can also be used, but often these procedures are not suitable for skewed grade distributions as they are based on an assumption of a contaminated normal distribution. The Porgera gold deposit in Papua New Guinea has a highly skewed grade distribution, with grades ranging from 0.01 to 3500 g/t and a coefficient of variation greater than 5. For the geostatistical estimation of the high grade zone of the deposit, the influence of the high grades was quantified by calculating and comparing the following variograms: raw grades, raw grades with the highest grades removed and transformed grades. The study confirmed that there is no general method for handling high grades in a geostatistical reserve study. Several methods should be tried to quantify the influence of high grades.

I have been following the discussions on coal degradation started by the article "Degradation process in coal slurry pipe-lines," by M.G. Ayat and B.C. Scott. I agree with Mr. Dasher's comments in January that the title of the article was perhaps misleading as the information appeared to pertain more to processing the coal than to transportation. Specifically, the authors' conclude that the cyclone had an important impact on the degradation. Dr. Ferri's comments on degradation in other physical processes was very correct, handling of coal in a turbulent manner has an impact on the size distribution of the coal. This is one reason that when I design a coal system (mine to rail car) I try to minimize the total number of transfer and processing steps consistent with achieving the desired product specifications. Another area, mentioned in passing in the article, the impact of natural causes and the mining step, is of particular interest to me. A mine in West Virginia had a variation of 50% in the -6.35 mm (-0.25 in.) raw coal depending upon the direction of mining. Since it was a single unit mine, this significantly impacted the final product. Two articles on mining's impact on size distribution are: • Stefanko, R., Chopra, I. K., and Ramani, R. V., 1974, "Mining influence on size consistency and washability char¬acteristics of coal," SME Fall Meeting. September; and • Albrecht, M., and Olsen, D., 1980, "Mining methods impact on coal preparation plant design." 1st International Mine Planning and Development Symposium. September. Both articles presented information on variation of size distribution and cleaning plant performance on a coal depending on the mining method used. Both articles considered a single coal seam at one mining operation. Stefanko's article considered continuous and conventional mining of coal in Pennsylvania. Albrecht's article considered surface, underground continuous, and underground hydraulic mining of a coal in British Columbia. Both concluded that mining methods do impact coal characteristics. I agree with Mr. Ayat's comments in reply to Dr. Ferri's discussion, "... degradation is a multi-faceted phenomenon involving many natural and man-made factors." Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! Mine production systems (MPS) are characterized, more or less, by the following properties: uncertainty, subjectivity, impreciseness, polysemy, instability, indefiniteness and lack of data. From modern study aspect these MPS mathematically belong to the class of fuzzy systems. With this in mind, the usage of fuzzy sets is recommended as a methodology that treats impreciseness, indefiniteness and complexity of mine production systems in a satisfactory manner. Fuzzy modelling, discussed in this pa- per, is applied as a mathematical implement. The objective of the paper was to show production optimization in practice on the ex- ample of bauxite open pits where fuzzy linear programming (FLP) was used following the criterion per income. The variables in criterion function are linguistic variables while both variables and variable restrictions are presented by triangular fuzzy numbers (TFN). Estimation of local recovered tonnage and its grade above a cutoff is of paramount importance during the exploration and development stages of any mineral deposit. The spatial dis- tribution of grades as well as the cumulative distribution must be defined. In this paper, Probability Kriging, an estimator based upon rank order statistics and the estimation of the distribution of point grades within a panel, is applied to the Manhattan gold deposit. Mapping the conditional probabilities that estimated panel grades exceed a cutoff is useful to the understanding of the distribution of mineralization in a structurally controlled gold deposit.

The SX-EW operation at Morenci includes three electrowinning tankhouses. Stainless cathode blanks require the use of insulating plastic edge strips, which typically have a service life of 1-2 years, therefore, regular replacement of edge strips is a fact of life in tankhouse operations. The largest tankhouse, Central, converted from starter sheets to stainless steel cathode blanks in 1999. During the first year of stainless blank operation at Central Tankhouse, the initial installation edge strips started failing at accelerated rates and there was a sudden need to replace edge strips and repair between 350 and 400 cathode blanks per day. This paper details the design and building of cathode repair shops at the Morenci tankhouses, including choice of equipment and layout design. The objective was to increase efficiency through the use of cathode handling equipment and flow of material.

The Kemano Power Tunnel is currently being constructed by a joint venture of Atkinson, Kiewit, and Commonwealth. The 5.73 m diameter, 16.1 km long tunnel is part of the Kemano Completion Project in British Columbia, Canada which is being developed by Alcan Smelters and Chemicals Limited. The discussion includes the refurbishment and development of Robbins TBM 189-229 previously used at Calaveras (RETC Proceedings, 1987), the logistics of conducting a tunneling operation in a remote area with adverse weather conditions, in addition to a description of the work and the performance details in the various geological conditions encountered to date.

The use of ceramic-in-rubber pulley lagging on bulk material belt conveyors is increasing. Many of the applications have been on pulleys originally installed with rubber lagging. There is a consensus that the fiction characteristics of the ceramic material are significantly better but the factors quoted vary, possibly because the more complex traction mechanism of the dimpled ceramic elements on the belt is not well understood. In this paper we will report and evaluate field data from a number of field installations to provide a study of actual friction characteristics in successful applications for those who desire reliable data for using ceramic-in-rubber lagging in new conveyor designs.

The American Borate Company, a wholly owned subsidiary of the Owens Corning Fiberglas Company under a management contract to the Hanna Mining Company, owns and operates an underground borate mine in Death Valley, California. The mine, named the Billie Mine, is located 24 km (15 miles) southeast of Furnace Creek along Highway 190. The ore body is under Death Valley National Monument with the major portion of the surface facilities located just outside the monument boundary. (See Figure 1.) The Billie Mine produces approximately 227 000 metric tons of crude ore per year. About 65% of finished product is supplied to Owens-Corning, the remainder is sold to other fiberglass producers. Geology The borate minerals in the Billie ore body were deposited in the lower main member of the Furnace Creek Formation, which is Pliocene in age. The ore body is thought to have formed from volcanic springs in or near a small lake basin. The deposit is essentially a limestone breccia that is permeated with borate minerals and surrounded with limey lake bed mudstones and shales. The ore body is mineralized with two main borate ores, colemanite and probertite. A third borate ore, ulexite, mainly occurs in the upper part of the ore body. The original mineral of deposition is thought to have been ulexite. Ulexite is a sodium-calcium borate hydrated with eight molecular waters. Due to heat and pressure from burial by later sediments, the ulexite had water forced out of its structure and recrystallized as probertite. During 1992 a number of papers were published on aspects of respiratory disease in US underground coal miners. These included reports on trends in prevalence of coal workers' pneumoconiosis, the risks of developing coal workers' pneumoconiosis in relation to dust exposure, and the relationship between lung disease other than pneumoconiosis and dust exposure. The intent of this paper is to provide a summary of the essential findings from these investigations. PREVALENCE AND INCIDENCE OF COAL WORKERS' PNEUMOCONIOSIS Coal workers' pneumoconiosis (CWP) is usually detected in living miners through use of the chest x-ray. Deposits of dust in the lung, and the fibrotic tissue reactions to the dust, are manifested on the x-ray as small and large opacities. These abnormalities are quantified into degrees of severity using a standardized classification scheme (the International Classification of Radiographs of the Pneumoconioses of the International Labour Office). For small opacities, the scheme provides for a four-point scale of abnormality (0, 1, 2, 3), reflecting increasing profusion of the opacities on the x-ray. In this report, category 1 or greater small rounded opacities (CWP 1+) represents the earlier radiographic stages of pneumoconiosis. Large opacities, indicate the later and often disabling stage of pneumoconiosis, usually referred to as progressive massive fibrosis (PMF). Information collected in a national surveillance program for underground coal miners (the Coalworkers' X-ray Surveillance Program (CWXSP)) and a large epidemiologic study (National Study of Coalworkers' Pneumoconiosis (NSCWP)) provide a means to assess trends in CWP prevalence over the years following the reduction in dust levels mandated by the 1969 Federal Coal Mine Health and Safety Act (FCMHSA). These programs are operated by the National Institute for Occupational Safety and Health (NIOSH), and are described in detail in Attfield and Althouse (1992) and Attfield and Castellan (1992). Both studies were divided administratively into distinct time periods, and the results shown here reflect that division. Figure 1 shows the prevalence of CWP 1+ as determined from data from the CWXSP, plotted by time period and years in mining. There is evidence of a temporal reduction in prevalence. (The lack of an obvious decline in the early 1970s may be an artifact arising from use of different versions of the standard classification.) INTRODUCTION In this paper, we are describing a current concept for placing intercontinental ballistic missiles (ICBMs) in sites deep underground to be used as a strategic Future Secure Reserve Force (FSRF). The objective of such concepts is to utilize soil and rock cover to protect high value strategic weapons from destruction by nuclear attack. The burial deep underground achieves two purposes. First, it imposes a miss distance upon the attacking weapon equal to the depth of burial minus any penetration capability the weapon might have. This tends to offset increasing accuracy of weapon delivery. The other purpose is to absorb as much of the weapon's energy as possible, thus reducing the effects of powerful weapons. This use of soil or rock cover over military facilities began with the development of man's capability to loft projectiles. Until recently, underground military installations, by their nature, performed defensive functions. Since they are not mobile and their weapons in the past had very limited range, an enemy would have to approach them before an engagement could take place. Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. Economic operation of a mine ventilation system must include some means by which operating costs can be quantified and evaluated periodically. Current practice at most mines relies upon the best judgement of foremen, engineers and managers to identify high cost or problem areas in the system and to estimate potential costs and benefits of work proposed to reduce inefficiencies. The problem with this is that significant savings can be overlooked or sub-economic projects may be undertaken when sufficient attention is not paid to the interrelationship between airflow characteristics and corporate financial criteria. In order to accurately determine costs and benefits it is necessary to view the solution of each potential ventilation problem as a separate economic opportunity.

This paper is motivated by the belief that increasing drilling and blasting costs will not necessarily bring about better digging or crushing productivity. As a matter of fact it can be counter productive as the ensuing discussion will show. In the two case studies presented herein when powder factor increased, productivity at a rope shovel and at a primary crusher decreased. Experience has shown that equipment (shovel and primary crusher) productivity increases as the powder factor increases and concurrently operating costs decrease. This is illustrated by Figure 1where the graph shows (assuming drilling costs constant) that for increases in powder factor initially operating costs might fall till a certain point and then they start to go up again. By the same token we need to understand what is the behavior of the operation’s productivity. It seems intuitive productivity goes up for increases in powder factor but when an operation reaches the point of minimum operating cost one could say that productivity reached its maximum. For continuing increases in powder factor can productivity still go up or does it go down? This paper presents two examples where the productivities of a surface coal mine and of a quarry are reduced for increases in powder factor. This indicates that these two operations could be operating to the right of their minimum operating costs and maximum productivity and therefore wasting precious drilling and blasting dollars and resources. Moreover, their productivity is following the red dotted line in Figure 1 and the question becomes can they follow the blue dotted line for increased drilling and blasting costs? The industry owes to itself to determine this minimum operating cost point and what can be done in case that the productivity goes down afterwards despite an increase in drilling and blasting costs. In other words, utilize your drilling and blasting resources correctly. In the two examples that follow single explosive loading strategies make powder factor a valid means of comparing the results of productivity as a function of powder factor. Also, external factors such as equipment operator influence are eliminated due to the long time span considered in the analysis

Hecla Mining Company and NIOSH cooperated in a study to document the safety of rock support supplied by reinforced cemented paste backfill at the Lucky Friday Mine. Data are presented on backfill modulus values from laboratory tests and compared with modulus values from in-mine wall closure on the backfill. It is theorized that a compressive zone is created in the backfill between the upper and lower bearing plates on the reinforcing bolts, and that the backfill remains stable as long as the compressive zones from adjacent bolts overlap.

The methods of burst control treated in the authors' very informative paper have been applied in the Ruhr Coalfield, Germany, for more than 20 years and have proved to be highly effective. It might be interesting here to mention a few experiences: • The symptoms of critical stresses when drilling with small diameters ("test drilling") are essentially the same as described. However, we consider the situation safe if these symptoms occur beyond a certain distance ahead of the face. • That safety distance equals three times the seam thickness plus the daily advance. It is the total seam thickness that counts, not merely the mined portion. • Critical stresses within the safety distance are dissolved by so-called destressing measures: drilling with heavier equip¬ment, blasting, or water infusion. • To avoid bump initiation, the destressing operations should begin at the sides of the stressed zone rather than in the middle. • As to water injection, there are two different principles. If the situation is critical already, high pressures are applied for hydraulic fracturing. If the stresses still allow to drill deep holes, the fluid pressure is kept low and acts for a longer time. This is to make the coal break successively instead of violently - a long-term precaution. • When the stresses are very high, destressing is the most appropriate means. We mostly drill with 95 mm-diam (3.7 in. - diam). The techniques in detail are somewhat complex and sub¬ject to modifications. But the general idea is to accomplish burst prevention by controlling the potential burst situations.

The term phosphate beneficiation often conjures up visions of processing technologies that physically separate the phosphate rock from some impurity and do not result in a change in the chemical nature of the phosphate rock. However, when we consider hydrometallurgical processing as a phos¬phate beneficiation technique we have to include all chemical treatments that convert phosphate rock into a more useful product. With most of the phosphate rock mined being used for fertilizer pro¬duction, the best known and most widely employed hydrometallurgical process is wet process phospho¬ric acid manufacture. In general, all phosphate rocks are so insoluble that there is no physical treat¬ment that will allow the phosphate content to be used by vegetation in a timely manner. However, after chemical treatment, 100% of the phosphate is readily available for vegetation nutrition. If there is a chemical beneficiation process that could be considered the standard method of treat¬ing phosphate rock it would have to be the wet pro¬cess for phosphoric acid production. In this process finely ground phosphate is reacted with sulfuric acid to give phosphoric acid and phosphogypsum. The phosphogypsum crystals are removed from the phosphoric acid solution and discarded; the phos¬phoric acid is further processed to give the finished fertilizer product. The primary reason that this pro¬cess was adopted so widely is because the phosphogypsum solid that is formed can be easily separated from the phosphoric acid, thereby removing the calcium portion of the phosphate rock and the sul¬fate portion of the sulfuric acid. Other acids have been used to treat phosphate rock but nitric acid is the only other acid used commercially. Nitric acid gives a mixture of phos¬phoric acid and nitrates that can be further pro¬cessed into N-P fertilizers, but the range of N/P grades that can be produced is limited. Hydrochlo¬ric acid has been used to react with phosphate rock, and it can be used to generate a pure phos¬phoric acid but only after solvent extraction to separate the calcium chloride from the phosphoric acid. And then there is the problem of what to do with the calcium chloride. The acid that has received the most attention as a substitute for sulfuric acid is phosphoric acid. In this process, the phosphoric acid reacts with the phosphate rock to give a mono-calcium phosphate solution. This process does not dissolve all the impurities in the phosphate rock, and these solids can be removed from the solution before sulfuric acid is added to convert the soluble calcium to insoluble phosphogypsum. Despite all the claimed advantages, this process has not found favor. A suc¬cessful application of this process to treat some of the lower grade phosphate rocks being used today would seem to have some distinct advantages.
