Safety management can best be described as how each company deals with the control of hazards (human or mechanical) to reduce costly accidents and employee injury caused by accidents. Properly used, effective safety management can mean the difference between being a highly productive, cost-efficient operation or one that "walks the fence," that is less productive with higher product costs. At Utah Power & Light Co's mining division, effective safety management has been used as tool to achieve this difference and remains as the number one priority to maintaining that difference.

Research was conducted to investigate how ventilation of a mining face is affected when scrubber flow is greater or less than intake flow. Tests were conducted in a full-scale surface test gallery built to simulate a mining entry with a continuous mining ma- chine at the face. Methane gas was released at constant flow at the mining face. Gas measurements taken at six locations near the face were used to evaluate how well the face was being ventilated. Increasing scrubber flow resulted in lower methane levels even when scrubber flow was much greater than intake flow.

EIA is a procedure aiming the elimination of adverse impacts to the environment from undertaken projects. Historically, it starts in 1969 when NEPA (Nat.Env.Prot.Agency) in the US initiated the EIA ? EIStatement. The EIA procedure was adapted by the European Union with the directive 337/85 and in Greece the Common Ministerial Decision 69269/90 enforced it to the Greek legislation. However, mining enterprises in Greece long before the implementation of the European Directive and in accordance to the legislation of the Public Law 998/79 for the protection of the forested lands were obliged to submit EIA?s and get an approval in order to operate in forested areas. The submitted and approved EIA?s and their implementation by the mining companies were among the positive aspects of the EIA procedures. This paper is examining the impacts of EIA?s in the Greek mining industry its positive aspects as well as their difficulties and their role for the reclamation procedure. The technical and procedural aspects which EIA presents for the mining industry are commented, while proposals, for a more flexible EIA implementation for the Greek Environment are also presented.

Powder surface and polymer structural changes during stirred milling have been studied as a function of grinding time, solid concentration and polymer molecular weight. It was found that specific surface area of limestone particles can be increased over 100% by using polymer additives. Particle surface and polymer structure were also found to change during grinding. Powder surface and polymer properties have been determined using Surface Tension, Fluorescence, TOC and HPLC/GPC analysis, and surface and polymer properties are correlated with operating variables and the mechanisms involved are explored. Particularly, the fragmentation of the polymer molecules was found to occur during long term grinding and this was beneficial for ultrafine grinding.

Sulfide-bearing waste rock, ore and tailings have the potential for generating acid rock drainage (ARD) when exposed to an oxidizing environment. The possibility exists of utilizing the acid produced to react with lime and/or limestone to form a self-sealing cap on the reactive waste rock and tailings. Laboratory column experiments were conducted using acid-generating waste rock with a surface amendment of limestone and/or lime. Artificial rainwater was introduced and allowed to drain through the columns. Results demonstrated that the limestone and lime reacted with the acidic rock, resulting in the precipitation of a hardpan layer of gypsum and amorphous iron oxyhydroxide at the surface. The hardpan layer significantly reduced the effective permeability of the column. Based on the results of this study, it should be possible to create hardpan layers as chemical caps to significantly reduce the infiltration of rainwater and snowmelt into acidic waste rock or tailings material in the field. Unlike traditional capping methods, e.g., clay and high-density polyethylene (HDPE) covers, chemical caps should be self-healing.

In July, 1988, the Mine Safety and Health Administration (MSHA) Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines recommended that the Secretary of Labor set in motion a mechanism whereby a diesel particulate standard can be set. Prerequisite to establishing a standard would be the development and evaluation of instrumentation to measure diesel particulate. In response, the Mine Safety and Health Administration, Dust Division, has been evaluating instrumentation that can be used to determine diesel particulate levels in underground mines. This instrumentation employs the principle of impaction to separate particles by size, thereby, separating the diesel and nondiesel particulate. Separation of the particulate by size was chosen because diesel particulate is generally less than 1.0 micrometer in size. No other methods have been developed to successfully distinguish between the coal and diesel particulate. MSHA developed an impactor that is inexpensive and compatible with existing pumps and filter holders. The instrumentation evaluation has primarily focused on the repeatability and performance of several personal dust samplers. The samplers tested include the Sierra-Andersen Model 298 personal impactor and MSHA developed personal impactor. The MSHA impactor is inexpensive and compatible with the existing pumps and filter holders. In addition to evaluating the precision and performance of these instruments, tests have been conducted to determine background levels of submicron particulate in nondieselized coal mines and to measure the submicron particulate content in dieselized coal mines. Tests were conducted in coal mines where diesel equipment was used only in outby areas and also in coal mines where diesel equipment was used for face haulage. This paper describes the results of the tests and provides a description of the instrument at ion used to conduct the tests.

Selective flotation and adsorption behavior of zircon and rutile under hot soap conditions have been examined. Conditioning temperature, pH and washing steps were shown to control the flotation selectivity. The adsorption of the sodium soap of oleic acid at zircon- water and rutile-water interfaces was investigated through micro- electrophoresis and adsorption density measurements. The soap adsorption on the zircon surface increased markedly with increasing temperature due to a strong chemisorption/surface reaction, and was almost independent of pH. In contrast, the soap adsorption on rutile decreased at high pH values. A simple physisorption plus hydrophobic interaction appeared to be the principal mechanism for the soap adsorption on rutile at moderate temperatures (below ~70(C), beyond which it may change to chemisorption through an activation process. Water wash, particularly under acidic conditions (pH 2-3), of the rutile particles treated with soap, will lead to a desorption of the soap from the rutile surface by forming an acid salt precipitate.

Copper mining is the main activity in Zambia and is confined to the large scale operations, mainly on the Copperbelt. The Copperbelt covers an area of size l00km by 50 km with a total of 10 underground and 5 open-pit mines operated by Zambia Consolidated Copper Mines (ZCCM) Limited. Most of the operations in these mines involves drilling and blasting. The loading of broken materials is by both manual and mechanical operations. Among the many risk factors associated with mining on the Copperbelt, is the occurrence of Pneumoconiosis which in the recent past has become quite prevalent and thus an important occupational health hazard for the industry. This study was carried out with the aim of establishing trends of pneumoconiosis incidence through the annual data collected by Pneumoconiosis Medical and Research Bureau of the Ministry of Health in Zambia, so that a basis could be formed for future research work. In the recent years, the mining sector is looking for specific indices, taking into account economic, environmental and social criteria, in order to meet the sustainable development requirements. In the present study traditional and environmental sustainable indices used in the Agios Dimitrios Power Plant, Northern Greece, are compared to those of ESKOM Company, South Africa, taken as reference. These indices are referred to, a) the solid fuels consumption, such as lignite, and, b) the emissions to the atmosphere, such as SO2, NO2 and dust. Last five years data show a remarkable improvement of all indices in the Agios Dimitrios Power Plant. Although the lignite used in this Power Plant is by far of poorer quality than that used by ESKOM - net calorific value 1272 and 4638 kcal/kg, respectively - dust emissions in both Power Plants are similar (52 and 31 g/kWh, respectively). The SO2 and NO2 emissions are very low in Agios Dimitrios compared to those of South Africa, respectively 1.92 and 7.91, and 1.74 and 3.61 g/kWh. This is mainly due to natural desulfurization (by the lignite?s calcium content) and the low NOx burners.

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. There are many different words to describe mine closure, including rehabilitation, reclamation, restoration and decommissioning. Closing mining operations, mainly open pit mines, has required resolution of numerous issues. Mine closure plans involve environmental-protection issues, regulatory issues and community issues. The obvious, and often most expensive of them, is the physical rehabilitation of the disturbances and the elimination of long-term commitments and maintenance. This paper outlines mine closure planning and its important component, mine-site rehabilitation. Community consultation and involvement are also referred to as an important component of the mine-closure plans, which are required to ensure satisfactory mine site rehabilitation. Considerations of socioeconomic impact of mine closure and long-term responsibilities are presented.

INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world's reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

Superior ventures selection and the subsequent management of their development and production are crucial in the competitive environment of the upstream minerals and energy industry. An important element of this chain is the management of uncertainty and risk dynamics. In the world of faster and more complicated technological and environmental changes, international competition and commodity market dynamics, thorough and sophisticated valuation must be carried out to establish a venture's value and return on investment. Thus, managers and investors must use methods that respond to market dynamics, investment and feasibility study options and provide relevant information for strategic investment decisions. Conventional methods have no built-in procedures to help investors analyse these options. Modern financial methods based on the dynamic arbitrage theory overcome these and other limitations of conventional methods. In this study, dynamic arbitrage theory has been used to formulate 3D parabolic differential equations that govern the stochastic processes of a copper mining venture with ongoing feasibility studies. The alternate direction implicit algorithm is used to solve the numerical approximations of the differential equations and their boundary conditions. Phase dynamics of the venture have been analysed to provide investors the appropriate timing for strategic investment decisions. The study also shows the amount and value of appropriate feasibility studies required to maximize the value of the mining venture.

Assembling consistent data for a 40-year time series is a challenge because of the many changes that have occurred in this period. In many cases, because of process improvements and consumer requirements, grades of materials change in a 40-year span. This can lead to a wide fluctuation in price data simply because of increased costs for premium grades. Sources for obtaining price data can also change during a 40-year period. Changing the data source also introduces anomalies in a time series. In some cases, published price data are not representative of the real value of the material and provide little basis for further analysis. For some industrial mineral commodities, there are only a few producers, and value and production data are considered proprietary. In the data presented in this chapter, every attempt was made to ensure that the data were as consistent and representative of the industry as possible. However, the factors mentioned above may have introduced inconsistencies in some of the data series. Many different factors influence trends for industrial minerals because of the diversity of end uses for these commodities. Trends in production and prices for most of the industrial minerals can be related to one or more of the following: changing demand or technologies in end-use industries, development of new end uses, the effect of environmental regulations, production and processing technology changes, energy costs, foreign competition and substitution by other materials, and production as a byproduct of other minerals. World economic conditions, such as recessions and inflation rates, also play a part in some production and price trends. Data for 40 years of production for industrial minerals in the United States are presented in [Table 1] in 10-year increments. Unit values for the industrial minerals, in actual and constant 1990 dollars, are shown in [Tables 2 and 3].

In the paper, the adsorption properties of dissolved ions on the surface of collophane and dolomite are studied using zeta potential measurement, ESCA and UV adsorption spectrum both in distilled water and in the supernatant of each other. The effect of dissolved ions on the flotation separation of collophane and dolomite under SCO depressant and oleate is discussed on the basis of above analyses.

INTRODUCTION In ore beneficiation one of the simplest methods of mineral concentration is hand picking to remove either the ore or the waste material from a moving table or conveyor belt. Ore Sorting Equipment may be defined as equipment for mechanized picking. This type of equipment has been used successfully over the past thirty years or so to beneficiate ores of various types in particle mesh sizes between 1mm and 200mm.. at throughputs of up to 150 tonnes per hour. In general for ore sorting to be a consideration the ore and the waste material must be well liberated in the feed to the sorter (that is into practically discrete particles of ore and waste). The larger the liberation size the more likely sorting is to be cost effective. Correct selection of ore sorting equipment is most important and often special machine features are developed for an individual application. Sorter performance can be best determined by extensive testwork of representative ore at design tonnage on prototype or preferably on production model sorting machines. ADVANTAGES OF SORTING ORE The four main advantages of sorting ore are: Reduced milling cost. Reduced processing cost. Higher overall recovery. Reduced transportation costs. Reduced Milling Cost With sorters installed the milling plant following the sorter is generally smaller and hence less costly to install and operate as it only has to handle the sorter product. However this benefit is somewhat offset by the increased cost of the screening and washing plant prior to the sorter and the cost of the sorting plant itself. Reduced Processing Cost As there is less material of higher grade presented to the concentrating plant following the sorter, this plant will generally be smaller and less costly to construct and operate than a plant treating the total quantity of material. A study was conducted to compare physical and numerical models of the block-caving mining method. Results from the numerical analysis closely simulated the blocky behavior of the physical model, including bridging and interlocking of the simulated orebody during draw. The draw-down patterns and the rate of draw developed during numerical modeling also closely simulated the physical models. An unexpected result from the numerical modeling was the development of a zone of downward deflection which preceded the development of the zone of material movement.

The Mine Safety and Health Administration (MSHA) academy in Beckley, WV, received enquiries from various segments of the mining industry concerning alcohol and substance abuse in the mining industry. The MSHA Director formed a committee, the Mining Industry Committee on Substance Abuse (MICSA), to deal with these enquiries. The committee met in April 1985 at the mining academy in Beckley. The MICSA committee expanded its membership to represent labor, management, and government agencies affiliated with the mining industry as well as government agencies dealing with alcohol and drug abuse. This expanded 18-member committee met for the first time in July 1985. At that time, two cochairmen were elected, one from labor and one from management. MICSA has spent time on education by sharing information on the issues and by calling in outside experts for advice and consultation. The committee also initiated several projects. These include a resource manual on substance abuse and employee assistance programs. Mine operators and labor unions can use these programs as guides. MICSA is also assembling statistics on substance abuse, particularly as applied to mining. And the committee commissioned an Education film, Substance Abuse, Is It Our Problem? (The results of a survey on drug use, given in Table 1, suggest that substance abuse may indeed be a problem.) The educational film, produced by MSHA, is an introduction to the problem of substance abuse in the mining environment. The film encourages mine operators, labor unions, and miners to analyze their individual circumstances to determine whether a problem exists. The film also offers ways to deal with the problem. And the film invites the mining industry to request additional information from MICSA. There is no single approach to substance abuse that will fit the need of every mining operation. As with any health, safety, or production problem, remedies must be site specific. MICSA's aim is to channel ideas to those who seek to help employees in a mining environment who seek to rid themselves of alcohol and substance abuse. As stated more formally: The Mining Industry Committee on Substance Abuse represents the efforts of labor, management, and government. The mission of the committee is to make the mining industry aware of the problems resulting from alcohol and other drug abuse and to recommend possible methods to remedy the problem. The function of the committee is to assist the industry in developing programs and resources to recognize and provide help for troubled employees, and thus reduce the risk of accidents, while lower absenteeism and increasing productivity.

1984 saw the 30th anniversary of a momentous event in Soviet geology-the discovery of kimberlites in Siberia, an event that vaulted the Soviet Union to second rank among the world's producers of both gem and industrial diamonds. There are many legends associated with this story, legends about those who predicted the discovery and those who achieved it in the field. The story told here unfolded during the field campaigns of the 1940s through 1960s, as witnessed by the authors and their companies of an earlier generation. This story illustrates science, chance, and human emotions at work, resulting in a blend of conviction, courage, bureaucratic sniping, and competition for glory. At the same time, it is an illustration of the workings of the Soviet exploration system. In a broader sense, it is the realization of the Russian image-boundless natural wealth, indomitable ingenuity, and the rigid political economic system that permeates the Russian landscape as well as the people. Most accounts of the Siberian diamond saga begin with statements such as, "This discovery confirmed the predictions of...", or "It was a result of predictions of one of the greatest Soviet geologists, Academician V.S. Sobelov...". These are only part of the truth. It had become apparent even in the 1930s that the Siberian Platform contained one of the Earth's greatest Basaltic provinces, described in a monograph by Sobolev...; and at the end of the thirties, G.G. Moor of the Institute of Arctic Geology found alnoites, similar in many ways to kimberlites. At the same time, the famous polar geologist, N.N. Urvantsev found other kimberlite like rocks in the southern Taymir Peninsula, adjacent to the Siberian Platform. In publications describing these rocks, Moor and Urvantsev mentioned for the first time the possibility of finding diamondiferous kimberlites similar to those in South Africa. Unfortunately, Urvantsev spent little time in the field between terms in concentration camps. Moor was considered by his superiors to be no more than a good descriptive petrographer; they suggested to him that his conclusions should be backed up by more highly regarded specialists. Thereupon, Moor asked Sobolev to coauthor a paper with him and this became the widely quoted prediction about diamonds in Siberia. Another early paper should also be mentioned, an unpublished paper found by M.I. Rabkin in the geological archives of the Norilsk Metallurgical Plant, written by Yu. M. Sheinmann when he worked in the concentration camp there in the late forties. This report placed the probable location of yet-to-be-discovered kimberlites within less than 100 km of their correct location.
